There is no known, practical substitute for lead in the automobiles, communications systems, medical equipment and computers that Americans use every day. However, there are many who say lead should be stopped at its source -- banned. As America's largest lead producer, The Doe Run Company has ralized that it must do more than mine and reclaim lead efficiently and safely. It must also earn the public's consent to operate if it is to continue to be a viable business. LEAD - THE BRILLIANT PERFORMER: REFURBISHING AN IMAGE It's been an embarrassingly long time since I was a college student. However, I remember there was no course at the University of Missouri's School of Mines and Metallurgy that had anything to do with the public relations aspects of mining or, put another way, the politicization of mining. I haven’t perused the course catalog for Penn State’s College of Earth and Minerals Sciences. But I strongly suspect I wouldn’t find such a course there today, either. A statement by the chairman of one of the country’s largest chemical companies leads to the point I want to make. He described his business this way. He said, “We’re a public affairs company that just happens to produce and market chemicals.” Like chemicals, minerals and mining are politicized today. To the extent that we don’t understand that reality, we don’t understand that reality – and act on it – we’re less likely to survive in this business. Some of you may well be saying to yourselves, “This guy Zelms is an alarmist.” That’s fair enough. Because it is absolutely true that there’s n o known, practical substitute for lead today. And it’s also absolutely true that, knowingly or not, Americans use lead everyday. It’s in our automobile batteries. It’s an integral part of communications systems. High tech (and low tech) medical equipment contains lead. And lead is an essential component of computer and TV screens. But even with all these uses, lead has a negative image today. An image so negative that its very existence is threatened. If you doubt that, consider these two statements made in 1989. Statement one. “It is probably reasonable to argue that exposure is the single most important and critical environmental health problem in the U.S., and possibly also the world…” Statement number two. “Many of the uses of lead should be terminated. We need to go back to the ultimate source: that is, taking lead out of the ground and putting it into the product stream and we need to turn it off at the ultimate source. Not the approximate lead in gasoline, or lead in air, or lead in food. Go right back to the source and start cranking it down." (End quote.) Those are what I call strong statements. And they weren’t made by some celebrity spokesperson for the environment like Meryl Streep. Both these statements were made by Dr. Ellen Silbergeld, whose long list of professional and academic credentials includes: o Adjunct professor and research scientist at the University of Maryland Medical School and Johns Hopkins: o Chief toxic scientist and director of the Toxic Chemicals Program of the Environmental Defense fund; o and President of the Society for Occupational and Environmental Health. If Dr. Silbergeld were the only person making these kinds of statements, it would be one thing. But she’s not a voice in the wilderness, by any means. Also for those of you who say, well since there’s no known substitute for lead, how on earth could it be banned. I refer you to a number of bills before Congress that would permit the EPA to ban any product if it is determined that its

The Filblast Cyanidation Process incorporates the advantages of intense high shear mixing, high dissolved oxygen concentra­tion and high pressure to achieve extremely rapid gold dissolu­tion rates. This is made possible without suffering from high energy or wear rates by the unique design of the Filblast gas shear reactor. The reactor is a rugged and compact in-line device which can be constructed from a variety of wear and chemical resistant materials. High temperature tolerance is also possible so that the device can be incorporated into a pressure leach circuit with significant capital cost savings because of the high capacity to volume ratio that is an inherent feature of the device. For cyanidation applications the outer casing is protected by a polyurethane coating and the internal parts are of wear resistant polymer. The largest unit built to date has overall dimensions of 1200 mm length by 300 mm diameter and has a capacity of about 150 dry tonnes per hour at 40-45 % solids. Service life at this throughput is at least three months. Six mines are currently employing the Filblast Process and another six are conducting plant trials. The ore types range from highly reactive, almost impossible to treat, pyrrhotite/ arsenopy­rite to deeply weathered clay ore which forms a highly viscous pulp. It has been found that the effect of shear thinning has resulted in improved leaching and adsorption kinetics resulting in higher carbon loading and reduced soluble gold loss. Total tonnage treated is approximately eight million tonnes per annum. This paper presents the operating benefits and cost savings which have been achieved in four plants, two treating oxide/ sulphide ore blends and two treating highly reactive sulphide ore and concentrate. Filblast leasing and maintenance charges and pump operating costs are about ten percent of the benefits. A conceptual cyanidation circuit based on the Filblast Cyanidation Process is also discussed. The Filblast System is an in-line pressure leach aerator/ reactor which generates very high shear and greatly enhances mass transfer rate by generating extremely small gas particles where oxygen gas is required for oxidation reactions and/or utilising the high shear characteristics to minimise the diffusion boundary layer. Both of these rate limiting factors effect the rate mechanism for gold cyanidation. Initially two multi-stage Filblast aerator cartridges formed a leach train but now the trend is to install a single submersible cartridge of equivalent perfor­mance. This design simplifies installation and minimises change-out times. However the in-line concept can be employed where high pressure leaching or pressure oxidation is required. The reactor is submerged in the leach tank so that the mass of gas micro-bubbles contained in the discharging slurry is entrained in the agitator vortex and is thoroughly dispersed throughout the tank. A diagrammatic representation of a leaching circuit incorpo­rating the Filblast Reactor is shown in Figure 1. The recirculation pump takes new feed directly from the cyclone overflow trash screen either under gravity or pump fed and recirculates the balance to maintain 250 - 270 m3/h total slurry flow. All of the leach feed slurry gets at least one pass through the Filblast thereby eliminating short-circuiting. Typically a 6/4 EAH Warman pump drawing 60-70 kW is required to circulate 250 m3/h through the system. The back pressure generated by the Filblast is in the range of 400-500 kPa depending upon pumping rate, pulp density and slurry rheology. The high shearing rate effectively negates the viscous effect of slurries and the addition of a gas further reduces the pulp density by virtue of the intensely aerated, homogeneous medium. The gold leaching Filblast cartridge elements are made of polyurethane but stainless steel, ni-hard, rubber or ceramics can be used depending on the operating temperature and design duty. The efficiency of the Filblast Leach Reactor in gold cyani­dation is due to the extremely efficient mixing, oxygen dissolu­tion and surface polishing action of the Filblast design. Either air or oxygen may be used but Atomaer recommend the use of oxygen because of the rate benefits gained from cyaniding at [02] significantly > 20 ppm D O in the reactor. Very high DO concentrations have been measured; in excess of 50 ppm. There is some debate as to whether the value is a true measure of the DO or the oxygen meter sensor is measuring the effect of a mass of very fine bubbles of free oxygen. Regardless of the fact the reactor has registered some amazing gold dissolution rates commonly in excess of 80 % during transit of the pulp through the reactor. OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. Introduction Over the last five years, a large number of small- to medium-sized carbon-in-pulp treatment plants have been built in Australia, most designed to treat between 250,000 t/a and 1.5 Mt/a of ore. Because of the limited capital resources and tight cash-flow positions of these relatively small mining companies, the primary requirement was often to get a plant built and operating in a short period of time and at minimal capital cost. Therefore, since the inclusion of both pre-leach and tailings thickeners represents an obvious and significant capital cost, most of these plants were built without thickeners or even detailed, cost-benefit analyses on their inclusion. In some cases, the increasing use of High Rate Thickeners (HRTs) in the mineral processing industries has, however, resulted in a reassessment, because of their considerably lower cost. This reassessment was triggered primarily by the need to conserve water in arid mining areas where borefields are costly to install and water is limited. With the startup and operation of these installations, the resulting significant savings in cyanide consumption has been recognized, in many situations, as a primary justification for the installation of HRTs. Solution balances Degradation of cyanide occurs in the tailings water discharge to slime dams. The degree of degradation (cyanide loss) in the water recovered depends on a number of factors, but it is usually assumed to be about 90%. The most important mechanisms of CN loss are through HCN losses and oxidation by oxygen in the air, which also assists in the hydrolysis of CN. These mechanisms are supported by the large dam surface area and the long retention time of the tailings water in the dam. By thickening the CIP tailings at the plant and recovering as much tailings water as immediately possible, these losses are avoided. The retention time in an HRT is less than three hours, and the surface area is relatively small. Therefore, CN losses are negligible, which is not necessarily the case in conventionally-sized thickeners. Fig. I shows a block diagram of a 100-t/h gold plant without a thickener. In this example, 50% of the tailings water pumped to the tailings dam is recovered, and the CN concentration of the returned water is 10% of the tailings CN concentration of 150 ppm. Fig. 2 represents a plant with an HRT on tailings, thickening to 55% w/w solids. In this case, the thickened tailings are pumped to the dam, and 25% of the contained water is recovered. The recovered water and the mill make-up water are not sent directly to the mill; instead, they are added to the thickener feed and mixed with it prior to thickening. By doing this, the tailings are effectively washed, and the additional cyanide is recovered. Solution balances over these two circuits show cyanide recoveries of 5% and 65%, respectively. Thus, the thickener use increases cyanide recovery by 60%. Fig. 3 shows a two-stage HRT circuit in a countercurrent decantation (CCD) configuration. In this example, an additional 13% of cyanide is recovered through the use of the second-stage unit. This configuration can be justified when residual cyanide levels are high. INTRODUCTION The components of the radiological hazard in uranium mines are: 1. exposure to radon and its short-lived daughters 2. exposure to long-lived ore dust 3. external irradiation With usual ventilation rates, the dosimetry relative to the first component only requires to know each miner&apos;s exposure to a potential energy of short-lived radon daughters, (EXP[a]). Presently in France, (EXP [a]) is determined monthly from radon concentration measurements. This is an indirect method based on ambient monitoring. After technical improvements achieved during the last years it is now possible to measure (EXP [a] directly with an individual portable monitor developed by the CEA. The purpose of this study is to analyze and compare monitoring results obtained by these methods. DETERMINATION OF INDIVIDUAL MONTHLY EXPOSURES TO[ a] POTENTIAL ENERGY OF SHORT-LIVED RADON DAUGHTERS [(EXP a) amb, by ambient monitoring] In this case, it is necessary to know individual monthly exposures to radon, (EXP Rn). As mentioned by Pradel, J.,et al., 1976, (EXP Rn) is estimated for each worker from informations both on radon concentrations (CRn) measured as described by Pradel, J., 1962 and times (t) elapsed in the various workplaces. (EXP Rn) is obtained by summing up the elementary radon exposures CRn x t relative to all the workplaces where the miner was successively engaged during the month. (EXP Rn) values are then corrected by an average equilibrium factor of 0.17 deduced from many measurements and taken as representative for all the French mines. Finally: [ ] (EXP [a])ind are obtained directly with an individual portable instrument described by Chapuis, A.M., et al., 1972. Samples of the air breathed by the miners are pumped continuously and radioactive aerosols containing the short-lived radon daughters are trapped on a filter. The principle of the measurement lies on track-etch detection of the a particles emitted by the deposited material. The technical aspects have been described by Duport, P., et al., 1980a, Mouden, A., et al., 1980 and Chapuis, A.M., 1980. As mentioned by Duport, P., et al., 1980, fiability is good. Indications on measurement reproducibility are given by Pradel, J., et al., 1977. PRESENTATION OF THE STUDY The underground miner population of a French mine was followed during a period of 8 months (October 1978 - May 1979). Monthly exposure values for each miner determined either by ambient or individual monitoring, (EXP [a])amb or (EXP[ a])ind, had been previously collected by Le Gac, J., 1980, who had also defined miner categories according to the characteristics of the work performed. Four groups are considered here, the "whole mine" and three categories as described in table 1. Data on the individual monthly exposures,(EXP [a])ind and (EXP [a])amb, were taken again to analyze the individual cumulative exposures instead of the "month by month" values. The influence of the mean habits of each individual on its surveillance results is thus taken into account. Each miner has a cumulative exposure as an individual of the "whole mine" and as an individual of each category in which he has worked. The results obtained by ambient or individual monitoring were analyzed (characteristics and adjustements of the distributions) and then compared (description of the discrepancies observed). Obviously, such a study is possible only if all the exposures are cumulated on a same duration. As miners have not worked during the same number of months in the course of the data collecting period, one must considerer the individual average monthly exposures, [(EXP a)]amb and[ (EXP a)]ind, instead of the individual cumulative exposures, which is typically the same thing. To be sure that the exposure values of a given group (A, B, C or D) are representative, only those miners really present for at least 3 months in this group were taken into account. Finally, each individual of the "whole mine" and of the various work categories has a pair of average monthly exposure values : [(EXP a)amb] determined by ambient monitoring and[ (EXP a)ind] deduced from the track-etch recording of the individual portable monitor. INTRODUCTION Run-of-mine (ROM) coal generally falls into two major groups: that from underground mining (continuous mining machines) and that from strip mining. Continuous miners produce a finer product and strip mining a coarser product that is crushed to produce the desired size. Further size reduction depends on the proposed use or uses for the coal. For example, for pulverized coal power plants as a rough general rule, the coal is ground or pulverized to 80% less than 200 mesh (0.075 mm) before it is blown into the boiler furnace as a coal-air suspension. For solvent-refined coal processes, the desired size is about <30 mesh (< 0.60 mm); in fluidized bed uses, the coal is typically < 8, in. (< 1.6 mm); for Lurgi pressure gasifiers, the desired size is 1 to 2% in. (25 to 63 mm). Coal preparation plants typically work with a coarse size fraction of 6X 1/14 in. (150X32 mm). The past decades has shown a steady increase in the tonnage of coal cleaned, 1 but it seems probable that the next decades will produce much wider applica- tion of deep coal cleaning before use and that the stages of crushing and pulverization from ROM coal to end use will be integrated with coal cleaning processes. Since different cleaning processes work better with different ranges of coal size and the degree of cleaning possible is intimately connected with the size of coal, a systems design engineer will need as much information as possible concerning the size distributions produced by different types of machines and how these can be modified by different ways of operating the machines. In general, the following questions will be of concern: 1.What type of crusher or grinder is best, or most satisfactory, for reducing a given feed size and type of coal to a desired product size? Frequently, the desired product is smaller than some nominal size, but with as few fines as possible, or the fraction in some size range has to be as high as possible. 2. How big does the machine have to be for a given throughput rate? 3. How much electrical energy (or its equivalent) is required per ton of product? 4. How does the size distribution vary with change in throughput rate, and is a control scheme necessary or desirable? 5. Can the size distribution be readily varied if desired? 6. What is the optimum way to operate a machine in a given system? This section will emphasize certain general principles which guide us in answering these questions. The basic theme of this symposium and panel Is Rotation Pads: Are They Optimized? There Is a. reason for phrasing the title In the form of a question. There Is not only the technical competency which we must address; there Is the operating philosophy that must be evaluated on the part of both the customer and the supplier. Customers desire reagents which are trouble-free and capable of providing that extra amount of selectivity or recovery. When they receive ft, after the supplier has provided several years of Internal research, one of the first concerns/complaints Is the price of the product. This has a tendency to rapidly reduce a supplier&apos;s support level In the future. Suppliers are equally guilty from another perspective. When they approach a customer to Introduce a product, they often attempt to market by offering only a price Incentive. They then wonder why a customer doesn&apos;t respond Immediately to the incentive. They are often oblivious to the fact that the reagent cost is such a minor aspect of the operating budget, and the customer has many more pressing problems on a day-to-day basis In comparison to the reagent cost. We need to establish the understanding that reagent cost Is an Inconsequential cost of operation, and yet has such a disproportionately high Impact on the success of the entire operation. This understanding Is required by both the customer and the supplier. We say to each other,&apos; why are we discussing this since this has been obvious for some time?&apos; The reason is relatively simple in that we talk about it, acknowledge it, and yet we do not adhere to it. The supplier provides a product along with test data containing statistics, analysis, recovery, grade and cost calculations while most of the time ignoring the operating technique which must be applicable In the plant In order to optimize the product. He expects the reagent to be substituted In the plant for the existing reagent and ft works or does not work after trying several variables. The operating management Is equally guilty, In order to best explain this to both the customer and the supplier, ft becomes necessary to review the basic purpose of the major reagents utilized In flotation. A collector is basically to Impact selective, maximum water repellency on the surface of a particular mineral, The frother has the purpose of providing a chemically stabilized membrane on the surface of the bubble at the air-water interphase. This, then, provides a host environment for the attachment of the collector-coated mineral to a bubble. The depressant functions In the reverse of the collector and must demonstrate the same or greater degree of selectivity than expected of a collector. The key area which has been Ignored Is the rate by which these reactions occur and Interrelate. This has a very specific effect on the operating technique and the compatibility of the chemistry, equipment, and the operator himself. Researchers, suppliers, and customers provide reams of data to demonstrate how their products or design produce, for example, higher kinetics, more selectivity, or more recovery. The Information is often true. After all, we are all learned men and laboratory and actual plant data do not lie. However, we must remember the theme of this symposium and panel: Flotation Plants: Are They Optimized? and Optimizing of Flotation Reagents? The direct, honest comment to the two titles is very simple. OF COURSE THEY ARE NOT The plants, equipment, and reagents had better not be optimized or else we are in trouble. The Issue of this panel discussion is to approach this subject from a slightly different or perhaps mainly Ignored aspects of optimizing reagents in flotation. When we have reagents which provide higher kinetics, more selectivity, and better recovery, how do we use them? Since each reagent has a different physical characteristics of froth, rate of recovery, volume effect on the compatibility of equipment, and many more aspects too numerous to mention, the question which has been severely Ignored Is, &apos;What degree of study and cooperation by both the supplier and the operating management has been conducted In order to prepare the operator for maximizing the performance of a reagent In relation to the rest of the system?" Prior to testing a new reagent, how much time Is spent to bring the actual operator(s) Into the program to make them feel part of the program? How much time is spent explaining to the operator on the float floor how to possibly take advantage of a reagent with faster kinetics or one which Is Inherently more selective? What

INTRODUCTION Several major factors introduce uncertainties into the assessment of radon progeny exposure to miners using time-weighted average radon progeny concentrations: uncertainty in the measurement of radon progeny concentrations in specific areas, assignment of an individual miner&apos;s time to those areas, variation in radon progeny concentration between measurements and potential human errors involved in calculating concentrations and handling data. The currently available grab-sampling methods for determining working level were analyzed to determine the magnitude of the uncertainty due to each of these factors. For all measurement methods studied, the variation in the airborne concentration with time in operational areas of a mine is the dominant factor in the uncertainty in determining annual radon progeny exposures for individual miners. Uncertainties relating to accuracy of the method and precision of measurement were found to contribute a significantly greater portion of the total uncertainty than human errors. Under normal conditions, if the technicians performing the measurements are conscientious and well trained, human error contributes little to the total uncertainty of the radon progeny exposure determination. The primary goal of radiation monitoring is the reduction of radiation exposure to the lowest reasonably achievable level below regulatory limits. Monitoring personnel in mines should be trained not only to obtain accurate estimates of miner radiation exposures but also to recognize and, when possible, to implement correction of situations which result in unnecessarily high radon progeny exposures. ESTIMATION OF UNCERTAINTY DUE TO HUMAN ERRORS Human errors affecting the assignment of annual radon progeny exposure to individual miners can be placed in two categories: those related to the measurement of radon progeny concentration in specific mine areas and those related to estimation of occupancy time for individual miners and transcribing data to permanent records. The former are specific for the measurement method used; the latter are common to all methods. Errors in Determination of Working Level All systems for determining radon progeny concentration require measurement of several parameters, which include volume of air sampled, count rate and decay time. These quantities and appropriate constants are used in a basic equation, specific to the system, which estimates working level. An unintentional random mistake in measurement of any one of these parameters or in the selection of proper constants will contribute to the uncertainty in the determination of working level. In our analysis of human error we separated each measurement method into a sequence of independent operations, with each step subject to operator error. For each operation we estimated the probability of occurrence and the consequence of errors to obtain a resulting uncertainty. Certain types of errors result in specific consequences. For example, we assumed that an error of 5 seconds in timing of a 5-minute sample results in a fractional error of 1/60 (1.7%). Other types of errors can result in a range of uncertainty. Transposing digits read from a scaler can produce errors ranging from near zero to approximately 60%. In these cases we calculated the statistical variance for the distribution of errors. We assigned the square root of the variance divided by the mean as the consequence factor for that type of error. This is essentially the same as a coefficient of variation. The product of the probability of occurrence and the consequence factor is the fractional uncertainty in the measurement due to that particular error. The total uncertainty due to human errors is calculated by taking the square root of the sum of the squares of the uncertainties generated by all manual operations. Uncertainties Due to Human Error for the Kusnetz Method One of the techniques most commonly used to estimate working level in U.S. uranium mines is the Kusnetz method. A generalized way to express the equation used to compute WL by this method is: WL = (Net Alpha Counts)/(V)(ST)(CT)(E)(K) where: V = sample flow rate in liters/min ST = sampling time in min CT = counting time in minutes E = absolute counting efficiency K = Kusnetz conversion factor (dis/min-L per WL), as a function of decay time in minutes. The example of human error analysis presented here is based on the Kusnetz procedure having a timing sequence of 5 minutes sampling time, 40 minute decay time, 2 minute counting time. During the sampling procedure a stop watch is used to determine the timing interval. We assume that it is common to make small timing errors of a few seconds, but larger timing errors occur infrequently. The electrostatic charge on spray droplets of ionic surfactant solutions and coal particles was measured and the results were correlated with the dust collection efficiency. When various surfactant were added, the magnitude of the droplet charge increased significantly and it was observed to be a function of surfactant type and concentration. The concentration of maximum droplet charge coincided with surfactant concentration where maximum collection efficiency was observed for these surfactants. Particles of coal also carried substantial amount of charge magnitude of which seemed to be a function of coal rank. Based on the results presented in this paper, it was concluded that ionic surfactant primarily act as a strong electrostatic charge inducer for droplets. Due to interactions between these highly charged droplets and naturally charged particles, the efficiency of droplet-particle collisions play a primary role when compared to the wetting and engulfment phenomenon which could only follow a successful collision. INTRODUCTION Water spray are widely used to suppress airborne dust in mine atmospheres (Walton and Woolcock, 1960; Kobrick, 1970; Hamilton, 1974; Jayaraman et al., 1986). Several investigators have considered the use of surfactants to enhance the effectiveness of water sprays especially for difficult to wet particles such as those of coal (Glanville and Wightman, 1979). The capture of dust particles by water droplets involves droplet-particle collisions, adhesion of particles to droplets, and engulfment of particles into droplets. Surfactants affect these sub processes through their influence on droplet charge, surface tension, and wetting. The last two mechanism have been thoroughly studied in recent years (Walker et al., 1952; Cohen and Rosen, 1981; Glenville and Haley, 1982; Chander et al., 1988; 1991). However, little attention has been paid to the role of electrical charge on particles and droplets on the collision and adhesion of spray droplets and dust particles. Airborne particles of dust have long been known to carry a significant amount of electrostatic charge (Hopper and Laby, 1941; Kunkel, 1948; Kunkel, 1950; Dodd, 1952; Liu et al., 1987; Kutsuwada and Nakamura, 1989). It is reasonable to assume that presence of charge on particles will effect their agglomeration and particle-droplet interactions. Polat et al., (1991) showed that virtually all freshly generated dust particles were agglomerated in air. They suggested that electrostatic charge and humidity were important factors responsible for agglomeration. Previous theoretical studies on the interactions between charged particles and collectors by Nielsen and Hill (1976) show that, the collision efficiency is a strong function of the particle charge. In addition to charge on particles, spray droplets might also carry substantial amount of charge (Chapman, 1937;1938; Blanchard, 1958; Iribarne and Mason, 1967; Jonas and Mason, 1968; Byrne, 1977; Bailey, 1988). In theoretical studies of interactions between a spherical collector and airborne particle, it was found that the collision efficiency was significantly altered depending on whether the collector and the particles were charged. If neither the collector nor the particles carried a charge, the collision occurred by inertial and gravitational forces. The collisions took place on the front part of the collector (the front capture). If either of the collector or the particles were charged, the collision was enhanced due to the induced image forces. If both the collector and the particles were charged, the collision efficiency was significantly affected by the sign of the charge as well as its magnitude. For oppositely charged collector-particle pairs a collision could take place on the rear of the collector even if the particle flied past the collector upon approach (the rear capture) (Nielsen and Hill, 1976; Wang et al., 1986; Chang et al., 1987). On the other hand, the columbic force became negligible as the particle size increased and the inertial force became dominant. The electrostatic attraction was predominant for particles of less than about 2.5 µm in diameter. For particles larger than about 8 µm the inertia of particles was sufficient to overcome the columbic force and inertial impaction became the dominant collision mechanism (Grover and Beard, 1975; Chang, 1987). Previous studies of dust suppression using charged spray droplets generated by applying high voltage to the spray nozzle showed significant improvements in collection efficiencies (USBM open file report, 1983; McCoy et al., 1985). This paper (1) presents new data on the use of horizontal curves to optimize the alignment of belt conveyors. The operating concept of a horizontal curve is simple. As an element of the belt passes through the curve, it is motivated to drift toward the center of the curve by unbalanced tension forces in the belt. This lateral drift is resisted by the forces of friction and gravity, which in turn can be stated as a function of drift. Resisting forces, as a function of drift, are stated in terms of variables such as the amount of load on the belt, and parameters such as the trough angle, tilt angle, and super elevation angle, and number of rolls in the idler. The trick is to determine that the belt will drift to a position of equilibrium within predictable limits, without physically constraining the edge of the belt. In practice this prediction is not easy to make without the aid of a computer. The motivating force is easy to calculate, but its value is continually changing throughout the angle subtended by the curve arc. The resisting forces are constant throughout the curve for a given drift and load condition, but the calculations are very complex. Data in this paper will assist the conveyor designer in making preliminary calculations for horizontal curves. Presented is the equation for calculating the motivating force, and a family of curves that show the resisting force as a function of lateral drift for some commonly encountered conveyor design criteria.

INTRODUCTION The Metropolitan Boston Transit Authority (MIA) Red Line has served greater Boston commuter needs from its Harvard Square terminus since its opening in 1912. Since then, the population of Boston&apos;s northwest area has increased substantially, and with this growth have come dramatic changes in the type and distribution of urban land uses, including the number of households, jobs, shopping and recreational opportunities; these changes have created a need for improved transportation. Extension of the Red Line to better serve these communities has been a topic of discussion for nearly 40 years. In November of 1977, the Urban Mass Transportation Administration (UMTA) granted the MBTA approval and funding for the Red Line Extension Project. With funding in place, the MBTA proceeded with final engineering and construction of the section from Harvard Square to Alewife. When completed, the Red Line Extension will add 3.2 miles of new track to the MBTA system. Estimated final cost is about $400 million. On October 3, 1978, the MBTA received bids for the construction of Project 091-105, Harvard Square to Porter Square Tunnels and Shafts, which is part of the overall Red Line Extension. The Joint Venture of Morrison-Knudsen, White, Mergentime was the low bidder at $47,478,600. Official award of the contract came on October 25, 1978, with Notice to Proceed given October 31, 1978. As part of ongoing deep-ocean mining research, hydraulic transport systems as well as status of deep-ocean mining systems are reviewed in the aspects of manganese nodules and crusts from 8006,000-m depth. The emphasis of the investigation of hydraulic transport is placed on the shape effect of particles on the pressure gradients and flowrates. Series of tests are being conducted to study the lift characteristics of a 2-phasevertically upward hydraulic transport of 2 types of small solid particles in a PVC pipe of 1-in (2.54 cm) diameter: irregular-shaped silica sands and equivalent spherical glass beads. Pressure drops and mass as well asvolumetric flow rates were measured by electromagnetic(EM) flowmeter and mass flowmeter. The particle sizes used are 8-10 mesh. The results in turbulent flow range of 101045Re show that pressure gradients or friction factors are smaller for the spherical beads than the sands. The larger the concentration of the particles are, the larger the pressure gradients become. The larger the particle concentration is, the less the effect of particle shape on pressure gradients becomes. The shape effect is greater for the minimum particle transport velocities than for the settling velocities.

Tarkwa Gold Mine is located in south western Ghana, and is majority owned and operated by Gold Fields Ghana Limited. The Tarkwa CIL plant utilises a single low aspect 27&apos; x 42&apos; 14MW dual pinion drive SAG mill designed to mill 4.2mtpa (525tph). The plant was designed and constructed in a manner that would facilitate its expansion to 8.4mtpa (1,050tph). Since the plant was commissioned in September 2004, the SAG mill has consistently exceeded its nameplate throughput by up to 25%. Through the installation of a 26? x 36? 14MW dual pinion drive Ball mill along with additional upstream and downstream equipment, the plant will now be expanded to 12mtpa (1,500tph). This paper endeavours to outline the process and engineering design challenges along with the future construction challenges of the expansion in the midst of a fully operational plant.

From the beginning, man has concerned himself with the task of controlling the elements and forces about him so as to provide a better and easier life. In the accomplishment of this task, he is required to utilize in the best way possible the resources which are available to him. In many cases, the available resources must bee refined before they are in a useable form. Many products in the mining industry fall into this category, as some form of refinement is generally needed to produce a saleable product. Over the years man developed more efficient ways of extracting the resources from earth through the use of electrical and mechanical devices. A reduction in manual labor, which is a by-product of increased efficiency through machines, has also been enjoyed. The combination of man&apos;s senses and new devices has also enabled man to reach a high level of control in the refinement process. Control of a process through machinery and man&apos;s senses has been termed an "art." Until recently man&apos;s senses (sight, feel) were the only method available for making measurements simply because suitable measurement devices (instruments) were not available. Even today some items cannot be measured and man&apos;s senses must be used. However, the development in our instrument laboratories tends to indicate that time will eliminate this. In recent years, control of many processes has been reduced to a science and part or all of the art eliminated. This does not imply that process art should be degraded; however, when a process is reduced to a science, uniformity of the product from day to day is attained. Decreased processing time and more efficient use of additives and raw materials are other benefits that result from control of a process when it is reduced to a science.

Production commenced in January, 1985, and despite a number of control, mechanical and electrical problems, each month has seen a steady improvement in plant performance to a current level of over ninety percent rated capacity.

Viscosities of industrial lead slags with various compositions were measured as a function of temperature using a Brookfield viscometer. Based on the experimental data from this study and other investigations reported in the literature, an expression has been developed to correlate the viscosities of lead silicate slags as functions of composition and temperature. The effect of each individual slag component on the variation of the slag viscosity is identified. The composition dependency of viscosity of lead silicate slags is discussed. The calculated results using this viscosity expression are in good agreement with the measured data.

Independent of the method chosen to forecast production, an accurate method to project metal extraction is needed in order to accommodate leach cycles that exceed leach data on hand and thus be able to accurately forecast production. Metal extraction data must be developed for each ore type identified in the deposit in order to apply the correct rate of leaching when a specific ore is being treated. Curve fitting is used to model the rate of disengagement of metal into the pregnant solution. This paper provides a description of a curve fitting algorithm developed by Mr. John T. Bartlett, inventor of the METSIM™ process simulation program. A methodology is provided by which the metallurgical data developed is evaluated to determine if accurate projections may be made from the data. A criteria has been developed to help determine when a column experiment may be terminated.

Luminex is a new method of prospecting for mineral deposits based on time-resolved mineral luminescence created by an ultra-violet light source. Developed by Scintrex Ltd., Luminex detects and resolves a group of key minerals - either ore minerals themselves or, more often, accessory or pathfinder minerals for certain types of economic ore deposits. These minerals are commonly found on the earth&apos;s surface, even in areas of considerable weathering. The method extends the range of mineral deposits that are remotely detectable from the air. Tungsten, tin, molybdenum, gold, and bedded lead-zinc deposits are included. Therefore, Luminex is a natural supplement to the three classical methods of airborne geophysics. The luminescence of minerals has been known and used qualitatively in mineral exploration for many years. But there are more than 500 minerals known to be at least sometimes luminescent. Luminescence of most is unpredictable and the colors they emit may vary from locale to locale. It is, perhaps, this apparent complexity of the field that has discouraged its proper scientific scale until now. There are two basic types of luminescent minerals - intrinsic and impurity activated. In the first type, luminescence is an inherent property of the mineral in its purest form. In the latter, luminescence is due to the introduction of foreign trace elements, often in very modest amounts (ppm), into the crystal lattice. These trace elements are known as activators. There are very few intrinsic luminescent minerals commonly found in nature. Chief among these are the calcium tungstatemolybdate family, more commonly known as the scheelite-powellite family, and the uranyl minerals such as autunite and saleeite. The vast majority of other known fluorescent minerals such as fluorite, hydrozincite, and many calcites, are impurity activated - that is, they will not fluoresce in purest form. In addition to the many minerals likely to luminesce at the earth&apos;s surface under ultraviolet excitation, any prospector who has ventured out at night with a mercury lamp will know that much organic matter luminesces - for example lichens and even scorpions. Just as the eye finds difficulty in resolving the luminescence of minerals from that of organic materials, it also has its limitations at sorting out minerals from one another by their luminescent colors. Figure 1 shows, in part, the photoluminescent emission spectra of scheelite, hydrozincite, and autunite. It is clear that there is a considerable similarity in spectrum between scheelite and hydrozincite and a great deal of overlap. In fact, a small amount of molybdenum in the scheelite lattice can almost bring these two spectra into coincidence. On the other hand, the autunite emission spectrum is clearly resolved from the other two. Basis of the Method The right-hand side of Fig. 1 shows the time waveforms of decay of the photoluminescence of the same three minerals. It is apparent that the lifetimes of photoluminescence of scheelite and hydrozincite are radically different and that these two minerals, therefore, may be readily resolved through their emission lifetime characteristics. It is in the realm of time-resolved measurements (lifetime characteristics) that Scintrex has made its major advance in the Luminex method. With the exception of some work by Exxon confined to uranyl minerals, to the best of our knowledge, no systematic scientific investigation has been carried out in the field of time-resolved mineral luminescence studies other than the work of Scintrex. Scintrex&apos;s findings are that all organic materials and most commonly activated luminescent minerals have lifetimes shorter than one microsecond. In addition, only a relatively small number of minerals - among them those called key minerals, or certain ore and pathfinder minerals - have lifetimes greater than one micro-second. Scintrex is able to characterize these minerals primarily by their emission lifetimes and secondarily by their emission spectral characteristics. By a combination of these factors a mineral index is arrived at. From that, photoluminescent minerals can be resolved from one another with a high degree of probability. At least two spectral channels and two time channels - of which one can be common - are required to apply this mineral index. Ground System A portable hand-held Luminex analyzer based on a modulated mercury lamp has been used to date in Canada, the US, and Australia. The current production model of this device is the LG-2. It has two spectral channels and two time channels for each spectral channel. Figure 2 shows a ground Luminex traverse over the Texas-Arizona zinc prospect in Arizona. The instrument was set so the channel read was hydrozincite-specific insofar as possible. The mineralization in this prospect is known to be hydrozincite and other zinc secondary minerals in limestone. Figure 3 shows a ground Luminex traverse over the AAA uranium prospect in Nevada. The instrument was set to optimize the uranyl response. For comparative purposes, broadband scintillation counter readings were made on the same stations (also shown in Fig. 3). It is apparent that both the Luminex and the scintillation counter results reflect a near-surface distribution of uranyl minerals. It is interesting that no visible uranyl secondary minerals

INTRODUCTION Anyone familiar with the problems of hardrock mining will agree that the majority of the serious dangers present in mining are quite visible and obvious to any person reasonably familiar with the profession. Having unsecured, unscaled back over ones head, gives one a very good chance of ending up under a caved in mass of rock. Staying too close to a blast gives one almost a certainty of being hit by a flying rock. Too little oxygen in the air will very quickly lead to loss of consciousness and death. One walks only so much over deep, unsecured openings before he falls into them. It is because of this clear visibility of the conventional health and safety hazards that mining regulations in almost all jurisdictions world-wide are a more or less comprehensive collection of "shalls" and "must nots" of good common sense. When basic rules of common sense safe working practices are at stake, there is little room for dialogue and compromise. The mine inspector is then observing, during his inspection, how well the mine follows these common sense rules. RADIATION AS A HIDDEN DANGER Radiation in mines is a risk, the impact of which does not demonstrate itself immediately. It is first of all a potential risk. Two individuals exposed to identical radiation will almost certainly be effected differently, if at all. This is certainly true of exposures and doses one might encounter in the mines today. We hear very often the phrase: "there is very little known about the effects of radiation". It is one of the most misused and misunderstood half-true statements. I would doubt that there is any other carcinogen whose effects have been studied as extensively as the health effects of radiation. Where the statement is correct is regarding the knowledge of the quantitative assessment of the risk of low level radiation exposures. The reason for this uncertainty is that the magnitude of their health effect is very close to the health effects of natural radiation, cosmic radiation and the effects of other carcinogens such as industrial pollution, hydrocarbons from cars and other chemicals we have grown accustomed to using. As far as lung cancer is concerned, the effects of wide use of tobacco probably outperforms any other single substance. All this having been said, the bottom line is still unchanged. Radiation exposure, in most cases mainly radon daughter exposure, was and still is one of the health hazards of uranium mining and as such has to be controlled to the best of our ability. Various jurisdictions have adopted different approaches to the control of radiation exposures of uranium minemill workers. The following sections of this presentation will attempt to explain the regulatory approach taken in Canada. THE CANADIAN REGULATORY PHILOSOPHY As indicated earlier, the health effects of low level radiation are quantitatively not yet defined and no proven threshold of radiation exposure exists. The Atomic Energy Control Board&apos;s (the Board&apos;s) regulatory system is based on the basic assumption that there is no absolutely safe limit of radiation exposure below which there are no health effects. Theoretically we should therefore strive to reach zero exposure. It is obvious that this objective cannot be reached in real life. The objective of the regulatory process therefore has to be to achieve radiation exposures of the workers that are as low as reasonably achievable, social and economic factors taken into account. This, of course, is the internationally acclaimed ALARA principle put forward by the International Commission on Radiological Protection (ICRP). To avoid any misunderstanding it is worth emphasizing that the ALARA principle is applied to achieve exposures below the regulatory limits which must not be exceeded in normal operation of any nuclear facility including uranium mines and mills. The present regulatory limits for radiation exposures of atomic radiation workers are based on the recommendations of the ICRP and they are almost universally accepted. They should ensure that the risk from radiation exposure is not greater than the risk associated with working in a comparatively safe industry. Basically, there could be two extreme approaches to the regulation of uranium mining and milling. One extreme approach is to develop very extensive and detailed regulations and requirements covering all aspects of radiation protection. This is a somewhat autocratic approach to the regulatory process. This approach has two very serious shortcomings. If detailed requirements are set in regulations, due to the great variations of actual conditions at various mine-mill facilities, they have to be set as a compromise between the desirable requirements and those which could be met by practically all facilities. This approach takes away from the management of the facilities the initiative to strive for improved conditions. Requirements are spelled out in clear, understandable targets and the only worry of the management is to comply with these targets. One of the basic duties of management is to manage the operations in the most effective way with the maximum health and safety of the workers in mind.
