Mineral liberation or more aptly the particle size at which cost effect liberation is attained is an important mineral processing parameter. This implies that not all the mineral is liberated as further size reduction is not economically warranted. For ores of low grade minimising both the comminution capital and operating costs are crucial aspect to ensure project visibility. As a consequence the focus of attention for the most part is direct­ed to 'coarsening the grind" ahead of any downstream process­ing treatment. In most cases, recovery will be sacrificed to pro­vide for 'more tonnes' of capacity and in general this is eco­nomically justifiable. Preferential liberation and its measurements is an aspect of mineral processing that has created much attention and contro­versy. It is not the purpose here to discuss this matter in depth other than to state in broad terms that if an ore from the same source is subjected to comminution by two different methods, such that the product particle size distribution is similar, and subsequent downstream treatment demonstrates substantial dif­ferences in recovery, then there is reason to believe that prefer­ential liberation has occurred. Comminution by high pressure grinding rolls (HPGR) is a relatively new technology claimed to have two major advan­tages over conventional comminution. Firstly and more impor­tantly is the ability to improve comminution power efficiency. Power reductions of 10 to 40 percent being claimed. (Pagett et al (1995), Sargent (1995)). A secondary benefit claimed is that preferential liberation can occur. Generally, for HPGR there is a natural tendency of the product to have a skewed particle size distribution to the finer size. This in its own right could manifest itself in improved leaching and preconcentration performance. The question remains that if in using another comminution device, other than a HPGR, to produce a similar product size distribution as the HPGR, will there be any difference in downstream between the products from this and a HPGR.

In September, a fleet of 363-t (400-st) Liebherr trucks became operational in Brazil and have already begun moving iron ore in Para state. Prior to the arrival of the the trucks the Brazilian fleet relied on trucks up to 218 t (240 st). With the addition of the 363 t (400 st) trucks, the fleet has since experienced the high productivity offered by Liebherr T 282 B trucks.

Plantwide control is the networking and coordination of individual control systems throughout the plant to enhance plant performance. The high level decision making involved in this coordination is used to achieve overall plant optimization. Decisions must be based on knowledge and information moving between control systems in both downstream and upstream directions and on management information systems containing financial data on the impact of coordinating actions. For example, certain quantitative descriptors of upstream operations are passed to the downstream control systems to prepare those operations for the feed material they will receive. Likewise, other quantitative descriptors of downstream operations are passed to upstream control systems to modify their output. In this case, setpoints are determined throughout the plant which maximize profitability, given current ore conditions and plant operating constraints. Due to the wide area coverage of this coordinator, it is forced to draw on several diverse information and knowledge bases. Such a coordinator, then, must rely on a combination of heuristic logic, model-based control and neural networks to unify the knowledge bases as well as to take advantage of their strengths and to compensate for deficiencies. A description is given of control systems for primary and secondary grinding and flotation at a large copper concentrator and how they are being integrated to achieve plantwide control. Financial implications are discussed.

The Hydro-Jex technology has been used by Newmont Mining Corp. on the gold heap leach pads on the Carlin Trend - Nevada for three years to recover the inventory gold and change the chemistry in the pads. This research and development patented process is complete with the resultant data presented. Information on drill sampling, geophysical surveying, followed by leach pad stimulation with impacts on solution chemistry and gold recovery are discussed. Can this technology be used to rinse and close heap leach pads faster with reduced pump energy costs and improved recovery?

The advantages and disadvantages of various techniques available for controlling reagents in the mineral flotation systems are discussed. Special interest is placed on potentiometric and voltammetric sensors for monitoring flotation pulps. Different approaches to increase the sensitivity of detection and to facilitate in-stream monitoring of solution species are also discussed. The potentiometric sensors are simple to use but are limited by the availability of an electrode reversible to the species to be monitored. In some cases the response signal could be unreliable due to the presence of interfering species. In comparison, voltammetric sensors require a higher degree of instrumentation which, however, provides an opportunity to decrease interferences and increase levels of detection.

Introduction Engineering Health and Safety is concerned with the understanding of the complex interplay between the risk of injury with technological ,environmental, individual, organisational and legal factors. With this understanding, the design and decision making processes can be balanced with the other objectives of industry and employment to arrive at solutions which place appropriate controls on technology and other aspects of human activities to prevent disease and injury to personnel in the coal mining industry and the design of safe production machinery and ancillary equipment. Advances in the detection and diagnosis of causes of diseases and the need for engineering health and safety in the coal mining industry has increased the need for appropriate education and training. Hazards arise in many forms; exposure to toxic chemicals, escape of radio - active materials, explosion of pressure vessels, contact with moving machinery, exposure to dust, environmental dangers such as excessive noise, high temperatures and manual handling etc. As technology advances, these dangers become more complex and less clearly defined and less easily perceived. Consequently, the ways of controlling the dangers also become more complex and wide ranging. The need to educate and train people in coal mining applications of engineering health and safety has been enhanced over the last five years and courses should be established to fulfil the need for competent people to deal with the problems which modern coal mining technology creates together with the legislation that governs engineering health and safety and to carry out research and development work in the coal mining industry. Industrial Involvement The engineering health and safety experts must be prepared to take a more active part in monitoring conditions that exist in the mining industry, and not design from information obtained from the mechanical, electrical and hydraulic expertise and off-the-shelf components from other industries. Surveying and control of the operating environment must be essentially the concern of the engineering health and safety experts and, whilst it is not possible to create a perfect environment for each machine, every effort must be made to minimise failures and hence plan for designs which will maximise

What is the definition of a successful construction or development project? It could be described in many ways: a project that performs as designed; a project completed on time, a project completed within budget. The title of our talk today is, "The Advantages of Applying Design/Build -Construction Management to the Mining Industry." As our talk develops, you will see that rather than tell you how to apply this concept, we will discuss the advantages and details of Design/Build so that you can independently apply the concept. Design/Build is not new, and it cannot be universally applied. It has, however, within the past ten years, carved a specific and substantial place in the overall construction -development market. The reasons for its rather recent rise to considerable prominence as a concept is due, in part, to the increasing urgency of gaining productive access of a production facility and, in part, to the inherent advantages of the concept's economics--and they are considerable. If the Design/Build concept of contracting were fully understood, it would, without exception, be the favored way for private industry to contract for its new construction and development as well as renovation work. The basic advantages are: earliest possible access and completion at the lowest cost. Design/Build is often equated and compared to "fast track" or "turnkey" methods of construction. The Design/Build concept can, in fact, be both of these or neither. "Fast track", in and 6f itself, implies that the project will be phased construction, that is to say, it will be built quickly; whereas I "turnkey" is a measure of the completeness of the project, usually meaning essentially that the

It is a very difficult task to estimate the immediate roof and support behavior in a room-and-pillar mining section in the initial phase of the mining project. There is little information available at this phase, and it is restricted to geomechanic characterization of the rock layers from cores samples, and the in-situ instrumentation of experimental entries and intersections. Even being a pilot excavation for roof support test a good indicator for the behavior of the immediate roof, its behavior for a full excavation mining section is different from a single intersection of two entries, mainly because the stress redistribution caused by the multiple entries excavation and face advance for a full excavation section. The objective of this paper was to calibrate a 3-D numerical model of an experimental intersection, based on the in-situ instrumentation of an experimental intersection excavation, and the geomechanic description of the rock layers. The numerical model was built with the same specifications as the excavation test, including the entry geometry and roof support. The numerical model calibration was based on wire extensometers that were installed at different positions in the roof of the pilot excavation, and on the geomechanic characterization of the rock layers that form the roof, coal seam, and floor. Therefore, it is possible to estimate whether the roof support specification adopted in the test phase will be good enough for the development of the entire mining section.

The application of conveyor belting in bulk materials handling is crucial to the success of most mining enterprise selection of the cover rubber grade and thickness has a direct bearing on the cost per ton conveyed. Current and future demands placed on belt covers by higher speeds, increase capacities and greater lifts means today's cover will not be adequate for tomorrow's applications. The simple selections of RMA Grade I and I1 and MSHA above and below ground need to be expanded upon. This paper describes various new approaches for selecting conveyor belt covers for specific applications. It also presents examples of material and compounding techniques available to the belt manufacturer to improve the performance of their covers.

The Waste Isolation Pilot Plant (WIPP) is a geologic repository for disposal of transuranic waste and is operated by the U.S. Department of Energy (DOE). The repository is located at a depth of 655 m in the Permian age salt beds of the Salado Formation, 40 km east of Carlsbad, NM. A key component in the design of the WIPP repository is the installation of concrete structures as panel seals in the intake and exhaust drifts after a panel has been filled with waste containers. The DOE has proposed several panel closure design modifications to the EPA. EPA approval of the changes is required since the details of the designs are specified in EPA’s final rule as a condition for WIPP certification. The Environmental Evaluation Group, in its role of providing technical oversight on the WIPP project, has evaluated the proposed modifications. An analysis of this evaluation is discussed.

A flame powered trigger device has been developed to explosively activate suppression barriers to quench gas and coal dust explosions. The important feature of the device is a silicon solar panel, which collects 0.3 p to 1.1 D wavelength radiation from the developing explosion, and generates electrical energy to initiate a detonator, which in turn causes the rapid explosive release of an extinguishing agent into the advancing flame front. Solar panels that are rated to produce 20 w of electrical power when exposed to the sun light are producing about 200 w when exposed to full-scale dust explosion propagating in the U.S. Bureau of Mines' Lake Lynn Experimental Mine. The solar panel is electrically isolated from the detonator by a pressure sensitive switch until the arrival of the precursor pressure pulse, which always precedes a deflagration. This combination of pressure arming and flame powered photo generator prevents false barrier activation and requires no external power supply.

Column flotation testing was conducted on the flotation feed slurry obtained from a preparation plant located in the Southern Illinois coal basin. The column flotation tests were conducted using three different bubble generating devices: a static sparger, a gas saver and a foam jet. Each of these devices was tested with three different types of frother and various column operating variables to provide maximum combustible recovery, minimum product ash and maximum pyrite rejection. The results show that column flotation provided improved flotation performance, in terms of combustible recovery as well as ash and pyrite rejection, for each of the bubble generating devices. However, the effectiveness of each bubble generating device was dependent on the type of frother used. Alcohol frothers were most effective for use with the static sparger, somewhat less effective for the foam jet and ineffective for the gas saver. Glycol frothers were effective for all three bubble generating systems, providing high combustible recovery (>90%); low clean-coal ash (4-6% ash) and high pyrite rejection (70-80%).

Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.

To many who for years have scrutinized the US mineral supply picture, recent, often strident debate on present-day security of many critical mineral supplies echoes sentiments repeatedly expressed in the past decade by the minerals industry. At no time since the last world war has such a flurry of public concern been expressed for the economy's mineral sector. Where once mineral availability problems were relegated to the newspaper's business section or not reported at all, today comprehensive analyses of our international mineral posture are discussed in detail by some of the nation's most respected and widely read periodicals. In past years, disinterest was also experienced whenever the mining industry attempted to carry its message to Congress, the public, and the government's executive branch. Among minerals professionals, the past decade was a time of particular frustration clue to serious erosion ill US ability to competitively produce the vast array of raw materials vital to the economy acid national defense. Fervent calls for immediate attention were simply not answered. These professionals have understood that mining and agriculture are the primary sources of wealth, fulfilling virtually all needs and creating and sustaining jobs. Why then has it been so difficult to raise the consciousness of the American public, and even more surprisingly, of the government and national leadership? The answer to this question is perhaps endemic to how government functions, but pore important, it begs that mining professionals capitalize on the opportunity and the attention now at hand. Carefully conceived and implemented actions by both private and public sectors are needed more than ever before in the past 35 years. To this end, it is vitally important to seek out and resolve the root causes of supply problems and not dwell on superficial solutions. The following discussion attempts to establish a simple framework to view this process. It does not presume to be an exposition of cause and effect, but hopefully identifies some needed steps. Growing Awareness in the 1970s Of all events stimulating current concern, certainly the OPEC oil embargo has left the deepest impression. It was inevitable that after such a shock, man. Americans would begin asking whether the US was as vulnerable to cutoffs of minerals as it was to oil cutoffs. Then, when serious trade security questions surfaced in sonic mineral-rich nations in Africa and the Persian Gulf, the ominous term ''resource war" began to be heard. Countries such as South Africa, Zaire, Zambia, and Zimbabwe have suddenly become key areas for testing our national security resolve. As the US witnesses the influx of Marxist influence in many sub-Saharan exporting nations and the rising threat to free world access to critical materials and energy, the assurance of adequate supplies is becoming a national issue at last. The US is now learning that self-sufficiency for many vitally important mineral commodities has vanished. Of course, it did not vanish overnight; it had been leaking away for years, and the trend was noted by industry and a few in government. Within the minerals community, suspected weaknesses in America's resource posture were sought and found. As a result, the country's heavy reliance on foreign sources fur more than a score of minerals, many extremely vital to security, has been forcefully documented and the case for drastically altering the supply unbalance hits been proposed. The renewed concern for national defense is central to almost all proposals for minimizing US foreign mineral dependence. It is not surprising that many of the voices heard today on the dependency issue are active members or alumni of the militate establishment. Unfortunately, their almost total focus on the security aspects of dependency has tended to obscure important underlying issues which are not directly defense-related. Some of the proposals advanced might mitigate the deeps-dency problems, but they still fall short of curing the underlying problems that have led to a steady loss in mineral self-sufficiency. In almost all instances these problems call be traced to increasing government influence on the free market minerals economy. Some national security proponents seek to attain total self-sufficiency in minerals. Such arguments must he tempered by existing realities. It is easy to demonstrate that the US obtains substantial quantities of sonic essential minerals from potentially insecure sources abroad. That the US will continue to do so in the foreseeable future is not in doubt Uncertainty begins, however, when we try to interpret the significance of these facts. It is important to understand that mineral dependency does not irrevocably lead to vulnerability. Unlike oil, no mineral commodity combines the same degree of universal indispensibility and centralized foreign control of supplies. Moreover, although many US-required minerals are produced by fewer countries than export oil, those minerals cannot approach petroleum in economic or industrial importance. Finally, most foreign supplies come front friendly, secure nations such as Canada, 'Mexico, and Brazil. This, aid more, constitutes a vital element in US economic health as a world trading nation. Graphite is soft and easily floatable but it is quite difficult to obtain high purity concentrate at coarse sizes. Chemical treatment can produce high grade concentrate but it is an expensive process. Graphite containing plus 96% fixed carbon (FC) with coarse flakes commands high price in international market. Such graphite concentrate containing plus 96% FC was produced in Indian Bureau of Mines (IBM) by using newly developed reagent (mixture of different hydrocarbons and terpenes, IBM/D7) instead of commonly used frothers viz. pine oil, MIBC, kerosine etc. and regrinding in a special type of mill with special grinding media instead of grinding in a conventional ball/ rod mill followed by cleaning. Both the new reagent (frother) and special grinding media are inexpensive and readily available. The process is under patenting. This paper focuses application of this new grinding methodology for flake size protection, and the new reagent for selective flotation of high purity graphite.

Coal is expected to play a major role in energy supply in the next 20 years. Oil is a convenient and still reasonably abundant fuel. However, its major sources of supply are regions where there is nervousness about political stability. Uranium is a more efficient fuel - but there is a continuing community apprehension regarding its use. What coal may lack in efficiency, it makes up in long term availability and competitive overall cost. Moreover, diversity of source ensures stable long-term supply. In this way, a major role for coal in the world energy scene is assured. Cyclical considerations aside, demand for coal will increase significantly and it will meet a substantial share of new energy demand, replacing oil and gas in major industrial and electric utility markets. By around the year 2000, coal's share of world energy could reach 30% and rival oil as the largest single source of energy.

Just prior to the close of the century, the Mine Safety and Health Review Commission issued its long-awaited decision in Berwind Natural Resources et al. vs. Secretary of Labor[1] to usher in the new millennium. The case arose as a result of a mine explosion in Eastern Kentucky resulting in the US Mine Safety and Health Administration's (MSHA) issuance of 225 citations, not only to the contractor but to four affiliated entities of Berwind Corp. While an Administrative Law Judge dismissed citations to three of the four Berwind entities, MSHA and the remaining Berwind entity appealed the case to the commission. Although the commission effectively left intact the administrative law judge's decision, it announced a new theory of liability that would apparently be applied in the future, namely the unitary operator theory.

A new method for determination of residual flotation oils on beneficiated kaolin clays has been developed. The method, which yields qualitative information, is based on fluorescence measurements employing a spatially resolved, polychromatic illumination source for excitation, and a two-dimensional detection scheme using a silicon-intensified, video imaging device. The method was used to identify residual oils on a beneficiated, Washington County, Georgia, crude clay. The results were compared to a similar qualitative analysis performed via capillary column gas chromatography using an FID detector. The video fluorometry was the preferred method of, analysis.

A minitest of the new potassium chloride-potassium carbonate two-stage in situ uranium leach process has been carried out at the Intercontinental Energy Corporation (IEC) Zamzow project site in South Texas. Substantial quantities of high concentration uranium were produced indicating the viability of the leach solution. The test results yield information regarding the reservoir dispersivity, the average cation-exchange capacity of the formation, and the distribution coefficients describing carion-exchange reactions. The test a1 so indicates permeability anisotropy and the existence of disturbed flow fields. The research was partially funded by the U.S. Bureau of Mines.
