The permit generation and review process represents both a time consuming and expensive task for industry and government alike. Changes in regulations and in review procedures cause additional delays. This leads to potentially higher costs of doing business and the extension of time for a project to lie started. This paper describes the motivation and methodology of applying an expert system to function in the role of a permit reviewer. The problems of representing the knowledge of the reviewer and regulatory criteria are illustrated. Futhermore, the selection method for the expert system shell is addressed. Finally, a sample review is demonstrated to show the results of applying this artificial intelligence method to the process of permit review.

Preliminary results of a mineralogical, geo-chemical and nutrient analysis of soil samples collected from Omalos polje-plateau are presented. This study is part of a project concerning the relationship of lithology and mineralogy characteristics of soils of different geological origin from the island of Crete with their chemical composition, and more specifically with their ionic nutrients content. The results presented in this work show a relatively good correlation of the mineralogy and the bulk content of the soils examined with the available nutrients in soil solution.

One-third of the world's and most US kaolin is produced from Late Cretaceous and Early Tertiary sedimentary strata in Georgia and South Carolina. The kaolin is part of a belt extending to Arkansas of aluminous lateritic deposits, including bauxite. Original sediments were profoundly altered by chemical weathering during Early Tertiary time. Mining exploits those uncommon deposits where extreme leaching and chemical recombination have produced a clay of nearly pure mineral kaolinite. Properly selected and refined, kaolin is an important pigment, filler, extender and chemical compound in the paper, paint, plastics, ceramics and catalyst industries.

Overview Coal production in the first half of 1982 remained near the high levels begun in mid-1981. Production then fell sharply during the latter part of the year due to recession-weakened demand. Even so, 1982 coal production was estimated at 756 Mt (833.4 million st), a record high that exceeded 1980's previous production record of 752.7 Mt (829.7 million st). Though 1982 coal production was substantially below industry expectations, the attained production represented a modest achievement in view of the recession's severity. In 1982, the gross national product declined 1.8%, its worst performance in 36 years. The recession, along with mild weather, improved energy efficiency, and conservation efforts caused the nation's energy use to drop 4.1%. With the iron and steel, construction, and auto industries experiencing production declines, industrial energy use fell 10.8%. The extent to which the nation's economic slump affected coal markets in 1982 varied: • total domestic coal use declined 3.4%; • exports remained strong for most of the year; • electric utility coal use declined for the first time in 25 years; • coal use at coke plants declined by one-third; and • coal use in other industrial sectors stayed surprisingly near the 1981 level. Coal Use Domestic coal use totaled 641.8 Mt (707.5 million st) in 1982,22 .9 Mt (25.2 million st) below the 1981 level. Nearly all the decline occurred at coke plants where use dropped to 37.1 Mt (40.9 million st) in 1982 from 55.3 Mt (61 million st) in 1981. The decline in all other industrial and electric utility coal markets was only 5.3 Mt (5.8 million st). Residential and commercial coal use increased 635 kt (700,000 st) to 7.3 Mt (8.1 million st) from 6.7 Mt (7.4 million st). Power generation decreased 2.3% in 1982, the first year since 1945 that output failed to increase. The decline was due to a drop in industrial demand. Electricity sales to residential, commercial, and other nonindustrial users increased slightly. But coal's competitive position stayed strong. Power generation from oil and natural gas fell 28.9% and 11.7%, respectively. Power generation from coal declined only 0.9%. Among the primary energy sources, coal fueled 53.2% of US electric power generated in 1982, compared with 52.4% in 1981. In 1982, US steel production declined to 66.1 Mt (72.9 million st), the lowest level in 50 years and down from 109.6 Mt (120.8 million st) in 1981. The reduced steel demand forced 13 coke plants to shut down. Coal Exports Coal exports in 1982 totaled 96.4 Mt (106.3 million st), 5.7 Mt (6.3 million st) less than in 1981. Despite the worldwide recession and above normal coal stockpiles in many countries, exports were higher than many expected. This showed the relatively strong US position in international coal trade. The US continued to export near-record coal tonnages despite increasingly competitive influences. These included an improvement in Australia's labor difficulties, the return of Polish coal to Western European markets, and lower oil prices. In 1982, US port facilities were improved and expanded, and more efficient methods for scheduling foreign vessels were implemented. As a result, high volume coal shipments to US ports were routinely loaded and dispatched unhampered by bottlenecks that plagued East Coast ports in 1981. The mineralogy of the Joe Mann mine differs from that of other deposits of the Chibougamau area that are exploited by Les Nines Camchib Inc. It is characterized by very fine first generation gold and very coarse second generation electrum. Successful processing required adjustments of the processing flowsheet, which includes gravity, flotation, and cyanidation. A study of coarse gold liberation in the gravity/grinding circuit is described. Modifications to the flotation circuit and the reconditioning of a small capacity cyanidation circuit are presented.

Grouting is a useful engineering tool for tunnels throughout the world. A wide variety of methods and materials are used, reflecting the broad range of geological, hydrogeological, and structural demands. Most tunnel grouting is conducted with cement, which produces acceptable results in appropriate conditions. However, there are cases where such grouts are not practical, but polyurethane grouts can be extremely useful. Regretfully, these grouts are frequently poorly understood, leading to improper application and therefore poor results. This paper provides a fundamental overview of their application, both used individually and in combination with cement. Case histories from Scandinavian practice are cited.

Geostatistics of coal thickness and quality parameters for various coal seams in the San Juan Basin of New Mexico are reviewed. Interpretation of the histograms, variograms, and drifts of the data in the context of depositional environment and post-depositional geological history is discussed. A multivariate geostatistical technique for checking the accuracy of seam correlations is demonstrated.

A historical background of the development of automated material balance packages is presented including a summary of currently available packages and a description of the present work at the Mineral Resources Research Center of the University of Minnesota. A brief mathematical statement of the problem is given and solution techniques discussed. The problems and difficulties normally associated with material balances, both hand calculated and computer calculated are described. Several aspects of the available material balance packages as related to the "user/computer" interface are evaluated in detail. Elements of the material balance packages that affect the solutions are examined and the relative performance of the main packages on specialized problems presented. Finally, areas associated with automated material balances that require further work before computer packages can be widely used in industry are outlined.

The Density Separator is basically a hindered settling classifier with automatic control features that provide steady, sharp classification irrespective of extreme variations in dry tons per hour of feed solids up to the design maximum throughput for the particular material being treated. The size and capacities of commercially available units and operating data comprise the scope of the paper. Applications of the unit for other than classification are proposed, i.e. washing and desliming.

A multi-lift benching cut-and-fill mining method was adopted at Asamera Minerals (U. S.), Inc.'s Cannon Mine to balance the goals of high productivity and near 100 percent recovery with the need to minimize subsidence. High strength backfill was required to provide effective long-term overburden support and safe working conditions during the pillar recovery operations. Operational designs were evaluated using numerical modeling to predict global mine stability and backfill strength requirements. These models incorporated sequential mining of primary stopes, backfilling of primary stopes and recovery of pillars, and have been transferred to the mine operations group for use in evaluating different production sequences. The modeling has provided a better understanding of the structural response of the mine to excavation of the primary stopes and removal of the pillars. Predictions about the transfer of overburden weight to the abutments, pillars and cemented fill pillars have provided a criterion to evaluate mining plans and production sequence. Comparison of these predictions with actual mine structural performance has developed confidence in the design of the mining method and in the geomechanical design methods being employed. Primary mining of the B-North zone is nearly complete, and the stopes have been generally stable, as projected in the original design. The remarks that follow are based substantially on experience covering 45 years, 80% of which has been in placer work, rather than on a review of available literature. Most commercial placers have been deposited by the action of water. The richer and more difficult-to-mine placers are those in the headwater areas where gradients are steepest. The most lucrative placers are generally in intermediate areas where volumes are greater, fewer boulders are present, and gradients are from 3% to 1-1/2%. The higher volume, lower grade placers are in the lower reaches of river systems where gradients are lower. Where gold-bearing rivers have discharged into the sea, wave action can concentrate values on beaches, past and present. Most of the rich, readily accessible placers were mined by our forefathers. Current opportunities exist: (1) in remote areas where infrastructure has been absent in the past, or development has been prohibited by adverse ownership - political or commercial; (2) in deposits that could not be mined by equipment available to our forefathers; (3) in deposits unidentified by our forefathers; (4) where the-price-of-product/cost ratio is substantially better than in earlier years; or (5) a combination of those factors. When I entered the placer business in the late 1930s, and subsequently, a prevailing opinion believed that glacial deposits should be avoided as irregular in mineral content and composition, and unrewarding to explore and develop; yet an operator has been mining a fluvio-glacial deposit profitably for the past 17 years. Rich buried placer channels, often called paleo-channels were worked in the last century, generally by hand methods, and under conditions that would be unacceptable today. Exploration and mining equipment now available make some of these channels attractive targets. Well-known examples are in California and Australia. The formation of a commercial placer requires a source of valuable minerals. Above primary deposits, there may be eluvial deposits formed by the erosion of gangue minerals and the concentration "in situ" of valuable minerals. Down slope from these deposits are the hillside or colluvial deposits, and below them are the alluvial deposits of redeposited material. Most of the great placer fields of the world are the result of several generations of erosion and deposition. Well-known examples are in California and Colombia. Gold is a very resistant and malleable material, and gold placers may extend for 64 or 80 km (40 or 50 miles) along a river system. Platinum is less malleable, but is very resistant to disintegration. Diamonds are extremely hard, and (especially gem diamonds) may be found over great lengths of a river system. Cassiterite is less resistant to disintegration, and tin placers seldom extend over two miles without resupply from an additional source or sources of mineralizaton. Tungsten minerals are generally more friable, and within a few hundred yards of the source disintegrate to the point that they are uneconomical to recover. Rutile, ilmenite and zircon placers generally result from the weathering of massive deposits, and may be encountered over extensive areas; most are fine grained and durable. What does a geologist or mining engineer look for in placer exploration? The old adage to look for a mine near an existing mine is still valid. You need a source of valuable mineral. Then you require conditions for concentration, which means a satisfactory gradient and/or other conditions that will permit heavy minerals to settle. Nicely riffled gravel, often called a shingling of the bars, is conducive to placer formation. Coarser gravel is logically associated with coarser gold. Excessive clay and/or high stream velocities in narrow channels can carry gold far downstream and distribute it uncommercially over a large area. When material is extremely fine, in situ weathering and concentration become more important. Placers frequently occur distant from lode mines, and one must remember that in a larger watershed the exceptional floods that occur once in a hundred or a thousand years can move great quantities of material long distances. The carrying power of water is said to vary with the fifth or sixth power of its velocity. I am not ready to disagree with Waldemar Lindgren and accept that many commercial placers are substantially enriched by the chemical deposition of gold from solutions; however, I have seen crystalline gold in clayey material quite distant from known sources of primary gold that is dif-

This paper describes drill and blast excavation and groundwater control measures at the Lake Mead Intake No. 2 project. The construction includes a deep access shaft, intake shaft, surge chamber, forebay chamber, intake tunnel, 22 well shafts and East Tunnel. Grouting ahead of the excavation face was used extensively during shaft and tunnel construction. Lake Mead Intake No. 1 was constructed in the early 1970’s under less severe groundwater conditions and this work was delayed by ground conditions and water control problems. Excavations for Lake Mead Intake No. 2 must be completed in 23 months to meet SNWA’s water delivery schedule.

Because of the Chilean Ministry of Mining's interest in the development of industrial minerals, the Chilean Geological and Mining Service (Servicio Nacional de Geología y Minería, SERNAGEOMIN) has carried out a research program during the last two years to identify projects that represent interesting investment opportunities for small- to medium-scale operations in Chile. Most important of these projects are: (1) Quebrada Lluta aluminum sulphate, for drinking- and industrial-water treatment, with a potential domestic and foreign mar- ket of almost 43,000 tonnes per year and investments of about US$1.8 million; (2) Quebrada Lluta-Quebrada Cardones pumice, for abrasives, filters, fillers, and light- weight aggregates, with a potential market of about 30,000 tonnes per year, and in- vestments of US$2.0 million; (3) El Maule dolomite, for soil conditioner and iron smelting, with a total potential domestic market of some 60,000 tonnes per year, and estimated investments of US$2.0 million; (4) Las Escaleras bentonite, for animal feed, pelletising, and oil absorbents, with a potential market of almost 6,000 tonnes per year, and investments of about US$2.4 million; (5) Laraquete-Carampangue andalucite, for alumina refractories, with a future total domestic and foreign demand of about 15,000 tonnes per year, and estimated investments of US$2-2.5 million; (6) Rio Lía garnet, for fillers and sand-blasting abrasives, whose domestic market represents 10,000 tonnes per year, with investments of US$2.3 million; and (7) Munilque pumice, for building bricks and panels, with a potential domestic market of 250,000 tonnes per year, and investments of US$1.4 million. The development of these projects will represent an important increase and a significant diversification in Chilean industrial-minerals production.

Some attempts were made to recover gold from aqueous systems using immobilized persimmon tannin. This adsorbent adsorbed gold from solutions containing hydrogen tetrachloroaurate (III) with high efficiency, whereas there was minimal adsorption from solutions containing gold (I) sodium thiomalate and sodium dicyanoaurate (I). The adsorption of gold was rapid, and was affected by the pH of the solution, temperature, external gold concentration and amount of adsorbent. Adsorbed gold was easily desorbed with 1 M thiourea solution, indicating that immobilized persimmon tannin can be repeatedly re-used for the recovery of gold using adsorption-desorption cycles.

The National Institute for Occupational Safety and Health (NIOSH) has conducted research to improve the ventilation of large-opening mines. The research has demonstrated that the ventilation of large-opening mines improves significantly by including ventilation requirements in the mine planning process and implementing some practical techniques during mining. Planning the location of long pillars to reduce the number of crosscuts between intake airways and return airways, positioning auxiliary fans in their proper locations, and establishing ventilation stoppings with minimal leakage all significantly improve the ventilation of large-opening mines. Mine operators that adopt these techniques in the mine ventilation plan will reduce mineworkers? exposure to airborne contaminants.

The desulphurization process has been proposed over the last few years for acid mine drainage control at certain mines, which generate low to medium grade sulphidic tailings (-3 to +25 wt% S). The environmental sulphur recovery, which means the sulphur to be floated to produce a non-acid generating final tailings, depends mainly on the intrinsic neutralizing potential of the tailings. However, in some cases the sulphur cleaning is complicated by other parameters which affect the flotation probability of the sulphide particles. In this study, a number of tests were conducted with a Hallimond tube and Denver Cell on both pure mineral and mine tailings. To develop a better understanding of the mechanisms of non-selective sulphide flotation, three types of approach were investigated in this work: (i) pure pyrite at progressive milling degrees, (ii) artificial mix of pyrite and quartz at different calibrated granulometry and (iii) same composition tailings with 26 % wt sulphur at progressive milling degrees. The effect of the granulometry on the sulphide flotation was demonstrated both. The results allow us to define a granulometry model, which can then be considered in the whole desulphurization modeling.

Computers and communications technology have revolutionized many industries. In earthmoving, this revolution has just begun. The major changes are still to come but are just around the corner. This article presents a vision of this upcoming revolution in the earthmoving industry. This vision includes basic communication, machine monitoring and diagnostics, job and business management, planning and operations, and machine control. For the industry to realize maximum benefits from the information age, it must have a vision of the future that is shared by technologists, machinery producers and miners. History of the information age During the 1970s, the information age revolutionized retailing, starting with the grocery business. By using bar codes and laser scanners, individual items were connected to the information world of computers and communications. Once this connection was made, the data on what an item was and where and when it moved became valuable information for inventory control and marketing. Not only was the information valuable, it was easy and inexpensive to collect and manipulate. The effort required to provide the consumer with the right product at the right time was reduced. Costs went down and customer satisfaction went up. But there were casualties of this revolution. Many inventory counters lost their jobs. There were also equipment casualties. Cash registers that could not interface with the digital world were discarded long before the end of their useful life.

Technology to enhance safety during mine hoisting has been developed by researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health. Assessment of current hoisting technology suggests that monitoring conveyance position and load directly from the skip or cage top offers several significant safety advantages. Wireless data transmission schemes and a package consisting of sensors, batteries, and a charger mounted on the wire rope and skip have been developed. A state-of-the-art automated hoisting test facility was constructed to test the concept in a controlled laboratory setting. Field tests in a full-size shaft are underway.
