The production of kaolin and calcium carbonate in North America exceeds 13 million tons sold into higher value market segments. With a few exceptions, the markets supplied exhibit mature growth rates. In some market sectors, technology changes have and continue to occur shifting pigment-type consumption and growth. New sources of supply will impact current businesses. New product and process developments for kaolin and calcium carbonates are continuing. Each of these issues is examined in developing a view of the future for kaolin and calcium carbonate in North America.

In 1911, a young mining engineer named Bartlett Thane assembled a large claim block, 4 miles southeast of Juneau, Alaska. Across the Gastineau Channel on Douglas Island, the Alaska Treadwell Gold Mining Company had, by 1904, produced gold valued at more than three times the purchase price of Alaska in 1867 (Kelly, 2010). Thane knew his deposit was lower grade than other mines or prospects in the area; however, if the deposit was developed on a large-scale, the trend and size of the deposit made the project potentially economic. In 1911, Thane developed a business plan for the project and successfully attracted investor interest. In 1912, Daniel C Jackling visited the property at the request of an east coast investment group. Upon inspection of 5 years of production records for the Perseverance Mine, Jackling saw an opportunity to apply the low-grade/high volume milling technology which was widely adopted to the copper porphyry deposits of the southwestern U.S. With a design capacity of 6,000 tons per day (5,454 tonnes/day), Jackling’s innovative mill design would require high volume underground mining methods and the power of two new hydroelectric projects. By 1915, the Alaska Gastineau Mining Company was in full production. Between 1915 and 1919, the mine and mill set production records for haulage and throughput. The hydroelectric projects proved to be successful engineering marvels. Operational difficulties related to ore grade, refractory elements and labor shortages interrupted production on an increasing basis. In 1921, the mining company permanently shut down operations. INTRODUCTION The Juneau Gold Belt begins at Windham Bay near the southern end of Stephens Passage and extends approximately 100 miles north to Berners Bay (Figure 1). The first large-scale and sustained underground mine, operated by the Alaska Treadwell Gold Mining Company in the late 1880’s, established the Juneau-Douglas area as the regional hub for transportation and development. In the mid-1890’s, the combined population of Juneau and Douglas reached approximately 3,000 residents, largely driven by employment and support demands of several small to mid-size underground gold mines in the region. By 1904, the value of the cumulative gold production of the Alaska Treadwell was five times greater than the purchase price of Alaska in 1867 (Kelly, 2010). By the turn of the 20th century, economic growth in the Juneau-Douglas area relied on supplies delivered from the lower 48. Passenger and freight shipping lines required 3 to 4 days to make the one-way trip from Seattle to Juneau. Established shipping routes required experienced crews due to navigation hazards and adverse weather conditions. Even with precautions at the time, steam ships and freighter vessels experienced breakdowns or encounters with natural hazards that resulted in damage or in some cases, sinking. Interestingly, with no roads or railroads connecting Juneau to other communities in southeast Alaska, Juneau still relies on seaborn shipping in the 21st century.

The mining industry continues to be under expanded scrutiny in the health and safety arena, both from federal regulators and the media. While this paper will briefly discuss how enforcement activity, both with citations issued and the size of penalties proposed, the primary focus will be practical suggestions to deal with some key, high-risk areas for a mine operator which could have substantial impact, both in terms of liability and mine operations. It goes without saying that all mine operators need to continue compliance programs they have in place with careful ongoing evaluation of those plans for areas of improvement. The focus here will not be compliance as such, but rather steps to take and procedures to have in place to try to minimize risks in the face of the potential for more significant liability. Thus, our focus will be procedures to respond to unwarrantable failure citations, immediately reportable accidents, and to deal with potential pattern of violation issues.1

Vibrating screens and crushers are the workhorses of material sizing. Unfortunately their natural frequency is often in the range of typical supporting structures, thereby making installations prone to vibration problems. Much of the available literature regarding the support of vibrating screens is fairly confusing and outdated. This paper presents the results of utilizing accelerometers and finite element software in the analysis and design of supports for vibrating equipment. It contains data from field studies of vibrating screen and crusher installations, design of new and repair of existing supporting structures, and the correlation between field data and finite element time history analyses. Finally, the paper summarizes a method for analyzing and designing structures subjected to vibratory loads and predicting their behavior.

"Mitigation may be considered a hurdle when it comes to environmental permitting. For complex projects with site specific mitigation plans, the time to devise those plans and get them approved can be a long and costly endeavor. However, mitigation options are expanding and the mitigation banking industry has grown tremendously over the last two decades, helping projects move forward with less debate. Mining companies are recognizing the value that mitigation banks provide in helping to shore up project timelines and costs. Where possible, companies are taking advantage of the opportunities to buy credits from thirdparty providers offering mitigation bank credits. In some instances, mining companies are taking matters into their own hands by establishing mitigation banks to realize their own mitigation freedom. That can have its advantages and disadvantages, as discussed below. All in all, the expansion of mitigation options has streamlined the permitting process, introduced flexibility, improved project permitting timelines and loosened the permitting girdle.Compensatory mitigationCompensatory mitigation involves actions taken to offset unavoidable adverse impacts to wetlands, streams and other aquatic resources and authorized by Clean Water Act section 404 permits and other permits. As such, compensatory mitigation is a critical tool in helping the federal government meet the longstanding national goal of ‘‘no net loss’’ of Waters of the U.S., both in acreage and function.Section 314 of the National Defense Authorization Act for Fiscal Year 2004 required the Secretary of the Army, acting through the Chief of Engineers, to issue regulations “establishing performance standards and criteria for the use, consistent with Section 404 of the Clean Water Act, of on-site, offsite, and in-lieu fee mitigation and mitigation banking.” The provision also required that those regulations ‘‘maximize available credits and opportunities for mitigation, provide flexibility for regional variations in wetland conditions, functions and values, and apply equivalent standards and criteria to each type of compensatory mitigation’’ (73 FR 19595). The result was the Final Rule on Compensatory Mitigation for Losses of Aquatic Resources issued in 2008 (33 CFR Parts 325 and 332).”"

The NaturFreizeitNiederrhein GmbH (NFN) is a private company with associates from administrative bodies, the local mining companies and multiple representatives of environmental protection groups (local and national), tourism organizations, cultural societies and also aquatic sport and fishing clubs. Center of the concept is the "NFN Lake District." The development concept aims to provide the agricultural industry with alternative means of income, while protecting wildlife and the ecological balance as well as preserving the social und cultural system and enhance the safety against flooding from the river Rhine. The mining industry contributes their coordination of obligation concerning reclamation and recultivation of the already existing individual projects. While designing the landscape components and establishing the infrastructure for the different tasks, the production of gravel and sand is yield as a by product. The result is a long term perspective for region and industry."

"Durability design for underground structures is an increasing focus of designers and owners in the underground construction industry. Many owners have expanded their requirements for durability design, with specific requirements for structure lifecycle and designer certification of structural durability. This paper describes current trends and best practices including: defining the underground structure lifecycle, historically durable underground structures, design methods for underground structure durability built of reinforced concrete, and durability of materials. Criteria to be used for defining end of structure life and owner’s maintenance responsibilities are crucial to lifecycle contract requirements. Current practices of several major owners are presented. Design methods are presented including United States code requirements. Current best practices for enhancing the durability of materials used in underground construction are discussed including: low permeability concrete, steel reinforcement concrete cover, the use of steel fiber, and testing for verification. INTRODUCTION Durability design is increasingly being recognized as an essential component of good design practice. Infrastructure owners recognize that to serve the public interest, constructed facilities must be lasting and durable. The public understands that structures with limited service life result in increased costs and add to their daily inconvenience with frequent repair and reconstruction. Engineers are increasingly asking not only is the structure strong enough but will it last for generations. Durability design requirements are no longer just adherence to some accepted practices, but are based on analytical approaches, with results that can challenge our beliefs in what construction materials and details result in a durable structure. This paper describes current industry requirements and practices for durability design of underground structures, and offers some suggestions regarding future trends and developments. SERVICE LIFE DEFINITION The service life of a structure is the sum of the time to onset of deterioration, called initiation period (ti), and the subsequent time period of deterioration ending when the structure is no longer functional, called propagation period (tp). Figure 1 shows a conceptual service life diagram. These time periods can be substantially affected by the level of maintenance performed during the life of the structure."

"In the application of the BIOX® technology, high tailings grade (2-16 g/t) may be generated with a decrease in overall gold recovery, which sometimes make it economically unattractive. This paper investigated the causes of the high tailings grade by using samples from the Bogoso BIOX plant. Partial chemical analysis, diagnostic tests and cyanidation optimisation studies were conducted to invoke understanding into the high tailings grades. Diagnostic study on the tailings showed 48.34% of gold in carbonaceous matter, 17.12% in quartz, 13.40% as liberated gold, 11.51% imbedded in sulphides and the remaining 9.65% in carbonates. Optimum cyanidation recovery of 90.4% was established for the BIOX concentrate at 7 kg/t NaCN, 40-50 g/L activated carbon and residence time of 40 hours. The recovery was sensitive to carbon and cyanide concentrations but additional cyanide was not economical. High preg-robbing indices of 72.7% and 64.4% were recorded for the BIOX product and the flotation concentrate respectively. This confirms the inability of the BIOX process to deactivate carbonaceous matter, which remains a serious precursor for low overall gold recoveries and high CIL tailings. INTRODUCTION Gold ores may be broadly classified as refractory and non-refractory. Non-refractory ores are easy to treat but refractory materials require complicated flowsheets for metal extraction (Hausen and Bucknam, 1985; Schmitz et al, 2001; Marsden and House, 2006). As near surface non-refractory gold deposits are getting depleted, the increasing price of gold and increasing demand for gold, have encouraged many gold producing companies to treat refractory ores for gold recovery. The refractory behaviour of these ores may be due to the presence of sulphides, tellurides, cyanicides and/or carbonaceous matter. Refractory ores do not respond well to conventional cyanidation as the gold is either occluded by or in solid solution in sulphides, or is in association with cyanicides (Marsden and House, 2006). Further, carbonaceous matter preg-robs gold during leaching (Osseo-Asare et al, 1984; Hausen and Bucknam, 1985; Schmitz et al, 2001). The two major causes of refractoriness are the presence of sulphides and carbonaceous matter, and these render the ore double refractory (Nyavor and Egiebor, 1992). Oxidative pre-treatment processes such as high pressure leaching/oxidation; biological oxidation, ultra-fine grinding and roasting are required to render refractory ores amenable to conventional cyanidation (Marsden and House, 2006). Biological oxidation, however, has become the preferred pre-treatment route because it is more environmentally friendly and convenient even where only partial oxidation is required. Comparative tests have demonstrated that bioleaching can achieve the same or better results than roasting or pressure leaching in terms of gold recovery (Yannopoulos, 1991; Brierley, 1997). Further, biological treatment processes are more cost-effective, environmentally friendly and safer."

"The application of passive tracer gas sources in underground mines is particularly useful for long-term tracer gas studies, as well as for studies in permissible areas of underground coal mines. The use of passive perfluoromethylcyclohexane (PMCH) sources have previously been demonstrated in mines, but this new work details the development and testing of multiple, distinct tracer compounds that can be used in passive sources. A description of their potential application in mine ventilation systems is also provided. Three tracer compounds are detailed, which are PMCH, PECH and PMCP. The release rates of these tracers were examined over a 180 day period at multiple temperatures. The advantages and disadvantages of these sources are presented, along with potential applications in understanding complicated ventilation circuits, flow through gob, and leakage. INTRODUCTION The use tracer gases for ventilation applications is an established practice, with various research projects being perform with Sulfur Hexafluoride (????6) in the past. Perfluorocarbon tracers (PFTs) however are relatively new compared to ????6, which is proven to be useful in ventilation and air modeling experiments along with other PFTs (Watson, Wilke, Dietz, Heiser, & Kalb, 2007). These liquid tracers are characterized by low background presence in air, inert behavior with other gases, high detectability with a gas chromatograph and low toxicity. A design was proposed called a permeation plug release vessel (PPRV), which initially introduced by Brookhaven National Laboratory to meet those requirements. The PPRV works by allowing the gaseous form of the tracer to diffuse through the permeable silicone stopper and evaporate into the open air on the other side. The PFTs inside the vessels are injected as a liquid but instantly begin to convert to their gaseous phases at room temperature due to high vapor pressures (Zhang, H., Cloud, A.,2006). Previous studies have detailed how release rates change based on plug thickness across various temperatures (Jong et al., 2015), but not on the release rate stability based on temperature across multiple tracers. For use in underground mines passive release sources need to be durable, be simple to manufacture, have customizable and reliable release rates as well as a long operating life. The PPRV vessel provides a steady release of tracer gas that is essential for long term passive release experiments, making it a viable vessel for the PFTs being tested. The PPRV design also allows for vessels to be bundled together to achieve release rates at detectable levels and allows for the capability to run ventilation surveys with multiple tracers simultaneously. The ability to conduct ventilation surveys with multiple tracers using the PPRV bundling design and detection of the PFTs makes testing the tracers and design together a promising potential for complex and long term mine ventilations studies."

The mechanism of cathodic decomposition of pyrrhotite was studied in deoxygenated solutions at natural, near neutral pH using potential and cyclic voltammetric measurements. Reaction products on pyrrhotite surfaces were examined by AES and XPS, and by analyzing the voltammograms for the electron balance of the reactions. Surface properties of the pyrrhotite/solution interface were characterized using ac impedance technique. The parameters of an equivalent circuit were determined by the nonlinear least squares fit (NLLSF) technique. The effect of cathodic polarization on floatability was investigated by micro-flotation tests. Possible implications to the flotation separation of chalcopyrite-pyrrhotite ores are discussed.

"NIOSH research has shown that heat/humidity buildup is a major concern within coal mine refuge alternatives (RAs). These high temperature and humidity levels inside an RA may expose occupants to heat stress. Due to the safety risks associated with testing using human subjects, NIOSH partnered with ThermoAnalytics to create detailed thermal simulation models of RAs with human occupants. The objective of this effort was to predict a miner’s core temperature response and moisture loss in environments that may be encountered in a coal mine RA. These parameters were studied across a range of temperatures and relative humidity values to determine if the current 95°F apparent temperature limit for RAs is reasonable. The results indicated that the 95°F apparent temperature limit is protective, provided that miners are supplied with sufficient water. The results also indicated that the body core temperature did not reach dangerous levels even at an apparent temperature of 130°F. However, the results show that moisture loss increases with apparent temperature. Therefore, if the apparent temperature limit were increased, the water provided in an RA would have to be increased to offset moisture loss. INTRODUCTION The purpose of this effort was to predict a miner’s core temperature and moisture loss (sweating and respiration) in environments that are likely to be encountered in a coal mine refuge alternative (RA). A range of temperatures and relative humidity were studied to determine whether the current 95°F Steadman apparent temperature (AT) limit and 2.25 quart/day water requirements for RAs as mandated by the Mine Safety and Health Administration (MSHA) are reasonable [1, 2]. The effects of metabolic heat rate (activity level), miner size (height and weight), and pose (sitting or lying) on core temperature and moisture loss were also studied. MODEL DESCRIPTION TAITherm thermal modeling software (ThermoAnalytics, Inc.) was used to simulate humans in RA-like environments within a range of temperature and relative humidity combinations. The TAITherm Human Thermal Model (HTM) predicts the dynamic thermal response of the simulated miners while accounting for clothing, human tissue thermal properties, and active thermoregulation. The following sections describe the HTM in more detail, the thermal model setup for this analysis, and core temperature and moisture loss metrics found in published literature. Human Thermal Model Overview The TAITherm human thermal model was used to simulate the heat generated by the shelter occupants, and to predict the miners’ skin and core temperatures along with their sweat evaporation rates. The thermoregulation model simulates the process by which the body attempts to maintain a constant core temperature by considering the effects of shivering, sweating, and changes in skin blood flow. This model calculates surface and deep tissue temperatures within the human body as described by a surface mesh."

With more than 20 major mines extracting copper, gold, coal, molybdenum and lime, Arizona is recognized as one of the better mining jurisdictions, not just in the United States, but in the world. However, that is not to say the road to production is always paved with gold, or in many cases, copper. Earning the license to mine in Arizona is a complex process with years of paperwork and permitting before the first tons of ore are ever processed. Now, get the federal government involved and the process becomes even more complex, and the path to production can become even longer.

The mining industry has experienced a general trend toward an increasing number of longwall operations, an increasing percentage of underground coal being mined by longwalls, and increasing productivity from the longwalls. Longwall operators have not yet reached a state of mining euphoria. Competitiveness both within the industry and from alternate fuel sources is forcing continued pursuit of higher productivities and lower costs. The following graphics present trends in the industry. Longwall mines, as defined for this presentation, are those reportedly having longwall installations in each of the respective years. Production from both the continuous miner and longwall units is included in the longwall mines. Non-Longwall mines are all other underground mines. Productivity calculations are based on total employee-hours associated with the operation.

After almost 60 years of application in this country froth flotation is still by far the most important process for concentrating metallic ores as well as a number of nonmetallic ores including fluorspar, phosphate rock, and potash. Its use on iron ores and coal is increasing. In the metals groups the largest plants and the greatest progress are found in copper and molybdenum mills, and the section of this paper that deals with applications will be found most pertinent to that field. During its long reign the flotation process has passed through several phases of evolution and has achieved progress in economy, efficiency, and simplicity of operation. Much of today's success in the flotation of low-grade ores can be attributed to that progress. Even more important to us than our ability to cope with today's conditions are tomorrow's problems, which we can contemplate with some prescience and confidence. Our annual production of copper, lead, zinc, and molybdenum--to mention only the most important metals occurring in the U.S. as sulphides--must be held at a high level in the face of a declining grade of ore. It is probable that the tonnage of such ores mined and processed will double in this country before the turn of the century. Not only will many of the existing flotation mills be enlarged again and again, but larger mills will be built here and abroad to meet our needs. At this moment, in fact, there are at least three proposed new foreign mills or expansions that envision 100,000 tons daily milling rate on copper ores. The discovery of the New Lead Belt in the mid-'50s began a search for mill design criteria that is continuously updated. The opportunity to design, construct, and operate four new mills in the span of 20 years provided fertile areas for new concepts. The central theme for design parameters encompassed simplicity, functional, and economic consideration. Ore characteristics for each plant remained relatively constant, providing stable criteria for grinding circuits. Bond index nominally 10-12. Flotation circuit parameters were based upon power application with 10-20% excess capacity built-in to protect recovery. Newer equipment exhibits greater power application efficiency lowering horsepower requirements per ton. Instrumentation was installed to stabilize circuits, protect equipment, and improve products. With ever increasing requirements of higher quality products, environmental considerations, and operating cost pressures, the upgrading of operating procedures is in a constant state of flux. Installation of more efficient equipment, chemical processing, or any other technique would be considered as feasible. Current practice is for St. Joe to design and engineer in-house its own plant design. The exception being detailing of structural steel. It is felt that familiarity with past design criteria serves as a valuable foundation to incorporate changes. Also, direct contact with operator provides specific data, and feedback for constructive criticism that is utilized for defining and correcting problems. The results are in reality an operator's plant with the benefit of advancing technology that meets the demands for improved products without sacrificing the economies of throughput or recovery.

Several case histories from Glencore’s Sudbury Operations show how passive seismic monitoring data is used for geotechnical decision making. The data comes from three different seismic arrays monitoring two open stoping deposits, and a narrow vein cut and fill/blasthole operation. Mining depths range between 1000 to 1680m below surface. The deposits are hosted in hard igneous rocks typical of the Sudbury basin, with characteristically high horizontal stress (approximately 1.8 times the depth of overburden). Rockbursting is the main geotechnical risk, due to the strong brittle nature of the rock and local high mining extraction. Fault related seismicity includes both fault slip events, and the stress channelling effect as the mining front approaches a major fault structure. Planar data trends generally line up with known faults and often indicate early stage fault activation. The structures are risk ranked based on their seismic response. This has been particularly useful at the Nickel Rim South Mine (NRS) where the structural fabric (jointing and small-scale faulting) is generally parallel to the more through going faults. The persistence of structures is difficult to measure, and the NRS faults generally have low offsets and thin gouge. The visual difference between the more persistent structures that occasionally generate large seismic events (up Mw 2.9 to date) and localised joints/slips is often minor. The seismic monitoring data clearly shows the more active structures. This information is highlighted on mine plans to help guide enhanced ground support and seismic re-entry protocol barricade locations. Pillar loading/yielding is a key element to the blasthole operations where a primary/secondary mining sequence is used. The secondary pillars are mined in a yielded state with just-in-time development. An example of the seismic signature of a secondary stope is shown with emphasis on the need for high location accuracy given the stope widths of 12.5 to 15m. The ratio of the shear wave energy to primary wave energy (Es/Ep) has long been used as a method to estimate source mechanisms; the higher the ratio, the more likely the event is fault slip versus rock fracturing. Data sets are filtered on Es/Ep ratios to highlight both fault slip populations and stress fracturing mechanisms. Examples of seismic data quality checks, high stress development, and re-entry protocols are also shown in the case histories.

"A lot of incorrect, dangerous and misleading statements about the effect of CO2 on the human body can still be found in the internet, the media and in books. It is a fact that already low concentrations can lead to critical reactions, higher concentrations cause a narcosis. The real effect is not a lack of oxygen but an inner suffocation. The breathing reflex is decreased and the transport of oxygen in the blood is reduced due to a low pH value of the blood. Furthermore a reduced oxygen content in the air can also lead to the failure of diesel engines. MOTIVE Different gases can appear in active mines as well in abandoned mines, adits and caves. The most dangerous gases are CO, NO/NO2, H2S, SO2, CH4 and CO2. Although the general danger arising from these gases is mostly known some aspects are underestimated. Furthermore misleading or wrong statements exist about the detection and the effect of gases on the human body. This is especially true for CO2. In the last years a couple of accidents happened with a great number of injured persons and unfortunately also some fatalities. As a result wrong information and comments about the effect of CO2 have been published in the media. A huge unexpected CO2 outburst in a potash mine showed again some additional problems and limits for rescue troops. ORIGIN OF CO2 AND MISLEADING STATEMENTS ABOUT THE EFFECT ON THE HUMAN BODYCarbon dioxide can appear as free gas in the earth crust. It is especially known in significant concentrations in some potash deposits, in hard coal mines and some caves. Furthermore it can be formed due to complete oxidation of carbon. It can appear in technical processes. It is also used for or in technical processes, as fire extinguishing agent, as cooling agent, it is contained (added) in sparkling water or other soft drinks and it is formed by fermentation processes. Up to today a lot of wrong information about the effect of CO2 on the human body is published or is still in the mind of many people and unfortunately even in the mind of members or leaders of rescue troops. On August 16th 2008 a faulty CO2 extinguishing installation in the city of Mönchengladbach/Germany caused the injury of 107 people and the evacuation of further 150 people /1/. People on the streets became unconsciousness and felt down. Fortunately all could be rescued due to the immediate rescue operation of local fire fighters. Furthermore the CO2 concentration on the ground was diminished by help of a helicopter. What could have happen with the engine will be discussed later. After 6 days a second similar accident took place /2/. In the news members of the rescue teams explained that CO2 leads to suffocation due to a lack of oxygen. This is wrong! Also cave explorers often say that a burning candle can detect a low oxygen and/or high Carbon dioxide content in the air. This is also wrong and deadly dangerous! Similar statements we find nowadays in the internet /3, 4 and many other/. In a forum “science and mathematics > chemistry” several people say that winegrowers go with a candle into the vine-cellar to detect CO2 /5/. Again: this can be deadly! Another dangerous statement is that CO2 in higher concentrations leads to headaches so people should leave such areas. A last example found in the literature is that at 3 % the breathing volume is doubled and at a concentration of 20 % one can felt some warmth on the skin. The Boddington Gold Mine, located near Perth in Western Australia, has recently completed the construction of a new process plant. An overland conveyor system was installed to convey the ore from the primary crusher to the process plant. This paper will discuss the overland conveyor?s mechanical design including dynamic analysis and the selection of primary mechanical and electrical components.

If the past is the key to the future, we will have ?tough? times maintaining Industrial Mineral reserves we have and proving new reserves around our plants and in new locations. The tough times will come from resources being more difficult to find, more hoops to go thru to make them Proven or Probable reserves. As always, Industrial Minerals require competitive quality, location, and costs. Since in most cases the market has suppliers, you will have to take away customers from their present supplier. This may take years or not happen even with lower cost higher quality raw materials. To determine the finished cost for a new deposit you need to design, determine capital costs, and operating costs for a new plant . Stripping, mining, hauling, processing, and transportation costs are part of the equation. After satisfying that your costs are in line you will need to do production tests to make sure the process works on the ore. You may want to complete permitting before purchasing the property. If you are new in the business you will have to prove you can deliver the right quality, the right quantity, on time consistently year after year at lower cost to take away a customer. Without being in the market this will be hard. The cut off grades to enter a market may be much lower than sale indicates because a competitor often lowers the price to keep you out of the market. We have many more items to check before the new deposits can be put on reserves. Our old reserves will require drilling to check for new products and prove that they do not contain items that would make them unusable for our product line or cause permitting problems. Archeological checks, wetlands, more water discharge testing, county zoning, and endangered species are among many items that have been added to mine permits. There will be more. A 4-6 page mining permit becomes 30-300 pages and consists of 5-15 permits, any of which might be a fatal stumbling block. It is not guaranteed that we can mine what we have on reserves. We may fight and lose. Oil-Dri?s loss in Reno and LaPort?s in England are examples where permitting failed. The NOx, sulfur, and carbon problems are just starting. Dioxin is in the background requiring monitoring on food products to Europe. What other anions, cations, endangered species, and land types are going to be problems in the future are guesses now. What new products are we going to have to test for and cause out of balance reserves? If there are none we probably won?t be here. We are competing for land use with ?Endangered Species?, wetlands, farming, forestry, cities, roads, and hunting. We?ve mined the best quality, low overburden, easiest to mine and process raw materials. The price of land and taxes are increasing. Old royalties are 2-3 times the present acre value instead of 8-10 times the property value when leased. Land taxes are up. It was and is best that we get the land in Fee Simple Title. This isn?t always possible. However, plants are closing and people have overlooked, made mistakes in drilling or interpretation of deposits. These may be opportunities. China is eating up high quality ?Industrial Minerals ?which have caused prices to rise. We may need to change our cutoffs? in terms of smaller pit sizes and higher overburden ratios. This is money in the bank. Overburden ratios and other items increasing cutoff costs need to be rethought. Suddenly doubling cutoff ratios for overburden and decreasing pit sizes are good alternatives to looking elsewhere where we might not be able to mine for a number of reasons. The higher prices make them competitive, especially when a competitor goes out of business. However, our low overburden ratios and short hauls around our plants are not safe from new roads, condemnation by county or city governments (N. J.), zoning changes (Reno, FL., CA, and environmental regulation changes (Buffers GA, MS). New roads ?Interstates? can take reserves, increase hauling distances and reduce tons per load. Let?s combine the Refractories, fullers earth, and bentonite industries and use the last 40 years as a guide to the future looking for problems and opportunities. Some or most of the following will apply to other minerals. WHERE DO WE LOOK? First, on our own properties, those next to our properties and on properties near our competitor?s plants. Where the profit margin has increased, the distance from the plant and thickness of overburden we can use is increased. The thickness of clay is decreased. For new locations we pick the ideal location and look at deposits and closed or open operations in ever increasing distances away from that location. We need to be aware of: 1. Increased transportation costs a. Access to Roads -Backhauls b. Haul with doubles and triples c. Railroads - Loading on sidings - Ability to get switches - Cars/backhauls versus rates 2. Cost of building a new plant 3. Cost of infrastructure 4. Cost of repair or new equipment when purchasing an operating or shutdown plant. 5. Local, state, and federal mine and environmental permitting. When exploring around an established operation expect that property acquisition, drilling, mining, stripping, and hauling costs will be greater due to them having second, third, or even fourth the pick of the deposits. I found this in New Jersey looking for refractories and around Quincy, Florida looking for attapulgite. You may be able to get some better properties because the operating company has angered some land owners, their drillers missed the clay, or the property wasn?t available when they were actively exploring for reserves. At the Frood Mine of International Nickel, tests were begun in March 1966 to evaluate the use of low profile diesel Load- Haul-Dump equipment in cut-and-fill operations. In December 1966, this test was extended to drawpoint loading of caved ore at the Creighton Mine. The results of these tests conclusively demonstrated the effectiveness of this equipment in the operations at International Nickel. This paper describes the equipment used, the operation of the equipment, production data and operating details. Also discussed in the paper are other trackless equipment which works with the Load-Haul-Dump carrier. Production and Safety comparisons are made with the slusher method in bulk mining, giving the reasons for replacing the slushers at the mines of International Nickel Company of Canada, Limited, Ontario Division.
