When OSHA came into existence in 1970, it adopted national consensus standards to improve safety and health conditions in work places. Coke oven emissions, which are proven to cause cancer and respiratory diseases, were regulated by the coal tar pitch volatile standard, adopted from the 1969 edition of the Threshold Limit Values for Airborne Contaminants by the American Conference of Governmental Industrial Hygienists. The coal tar pitch standard, based upon the benzene soluble fraction of total particulates, limits the personal exposure to 200 micrograms of the benzene soluble fractions of total particulate per cubic meter of air. This standard can be classified as a performance standard because only general limits are set which allows the employer to choose for themselves the means to comply. Both the United Steelworkers of America and the American Iron and Steel Institute petitioned the Secretary of Labor to write a new standard for coke oven missions, each thinking the coal tar pitch standard unsatisfactory.

"Slope performance monitoring, dependable operational practices and ongoing collection of geologic data in openpit slopes all provide valuable information for quantifying potential steepening of subsequent slopes. Mining at the Goldstrike openpit has been ongoing since the early 1980s, having its share of slope instabilities. In areas where slopes have remained stable, consideration has been made for potential slope steepening of final walls.While technology can be efficient, interesting for collecting needed data, slope design fundamentals based on that data can be applied to create much added value.With the proper available equipment, steepening of bench face angles via presplit blasting is not an uncommon method for steepening of interramp slope angles. As an alternative at Goldstrike, the commonly used Modified Ritchie Criteria for empirical catch bench width has been adjusted, resulting in quantified, rock-specific formulas for bench width and rock fall berm placement. The result is an inter-ramp slope angle increase of 2° on a 305- m (1,000-ft) high slope, without the necessary purchases and procedural changes that would be required for presplit drilling and blasting. The result has shown significant net benefits through reduction in mined waste tons and an increase in gold reserves.LocationThe Goldstrike openpit is located in the Great Basin, on the northern end of the Carlin Trend gold belt in northeastern Nevada (Fig. 1). The mine has produced more than 1.2 kt (43 million oz) of gold during the past 30 years."

The identification and-develop¬ment of new construction aggregate resources, the most common mineral mined, is an essential need in this country's growing urban areas. In developing an aggregate exploration program, a thorough geological identification of all potential aggregate resources in an area is still of primary importance but other factors have also to be considered. These include physical properties, end product application, transportation and mining costs, and local government regulations including zoning. The present major aggregate producers are most likely to develop these future resources and are in the best position to initiate comprehensive exploration programs.

I.- In order to keep pace feeding its fast growing population, Mexico with only about 20% of its surface suitable for intensive agriculture, will need the application of modern foodgrowing techniques. To assure greater crop yields it will be necessary to apply more fertilizers than used at present (yearly average of 29 Kgs/hectare)** For its fertilizers production Mexico still depends mostly on imports of phosphate concentrates from Florida, U.S.A., Morocco and Spain. To reduce or eliminate this dependence on foreign providers, the Consejo de Recursos Minerales -a Federal Government exploration Institute- started in 1974 an exhaustive exploration program for phosphate deposits more amenable to commercial exploitation than the phosphatic limestones contained within the La Caja Formation of Upper Jurassic, found along the Sierra Madre Oriental. After studying literature on the origin and deposition of marine phosphate and visits to deposits in Florida, U.S.A., the Baja California peninsula was selected as most favorable for starting this program because of its geologic and sedimentary history and also for its geographic location, where the cold California and warm Counterequatorial currents meet. Exploration activities executed by FORNOS, S. A. (1956) led to the disco very of low grade phosphate (3 to 5% P2O5) in the recent beach sands along the Bahia de Magdalena (Fig. # 1). In his doctoral thesis Bruno D'Anglejan Chatillon (1965) reports the presence of nodular phosphate on the continental shelf, between Isla Margarita and the Vizcaino peninsula. He estimated reserves of up to 1.5 million tons. A Mexican-American marine exploration company attempted in 1966 the evaluation of this deposit with negative results.

Introduction The US mineral industry in 1983 participated in the recovery from the recent recession. Compared with 1982, the value of raw nonfuel mineral output rose 8% to $21.2 billion. The $218 billion worth of goods processed from this crude mineral output represented a 9% increase over 1982. Even in real terms, these figures reflect growth. Demand for nonfuel mineral materials, of course, depends on the overall state of the economy, which steadily improved each quarter in 1983. Of particular importance to the mineral industry were surges in key mineral-consuming sectors such as construction and automobile manufacturing. New housing starts rose one-third, to 1.7 million units, while automakers turned out about 35% more cars (6.8 million) and 25% more trucks (2.4 million) than in 1982. These are significant increases, even considering recent trends toward smaller, lighter vehicles, and multiple-unit housing. A comeback for the mineral industry, however, is bound to proceed unevenly, particularly at the beginning. Traditionally, the industry lags behind the rest of the economy during a recovery, and some mineral products respond to overall economic improvement more quickly than others. This pattern has been repeated many times and the industry is used to it. Mineral executives know it is best to be patient and cautious during the first stages of an economic upturn. Many experts say that it may take extraordinary toughness, patience, and caution this time around. Steel Improves Raw steel production - a major indicator of both material use and mineral production - rose 14% to 77 Mt (85 million st), stimulating a 7% rise in domestic iron ore production to 39 Mt (38 million It). Still, the iron ore industry operated at less than half capacity, with most major mines remaining closed for part of the year. Iron ore imports dropped 24% to 10 Mt (11 million st), so demand was partly met by withdrawals from stocks. Despite the increase in steel production for 1983, output remained far below levels of just a few years ago. For example, 1983 production was still 29% less than in 1981. Raw steelmaking capacity actually declined about 10% during the year to 122 Mt (135 million st). The industry continued to cite steel imports, especially those from developing nations, as a major cause of domestic capacity loss. As long as steel production remains weak, steelmaking metals suffer. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about one-third capacity in 1983, with six of the 19 companies involved being closed all year. The US mined no manganese or chromium, and very little nickel, although the country's only nickel mine did resume production in November. Molybdenum production, at 13.6 t (15 st), was only about one-third as much as in 1982. The major molybdenum mines, Climax and Henderson in Colorado, remained closed all year. To meet demand, molybdenum stocks were halved to 19 t (21 st). Mine shipments of tungsten, another mineral tied to steel production, dropped 30% to 1.1 kt (1,200 st) of contained metal. One of the most positive responses to the general economic recovery came from the aluminum smelting industry. By the end of the year, it was operating at about 79% capacity, compared to 59% in January. Nevertheless, the 3.3 Mt (3.64 million st) of primary aluminum produced represented only a slight increase over 1982. Total bauxite imports were about 27% below 1982 levels. Open pits and quarries are the major sources of all "hard rock" tonnage mined today. Normally, ore is fractured from the pit face by blasting and then truck-hauled to a primary crusher where processing begins; over- burden (or waste) is generally truck-hauled from the pit to dump areas. Truck haulage of blasted ore and overburden accounts for some 25 to 50 percent of total mining costs in a typical open pit and commonly is the largest single cost factor. Obviously then, cost reduction efforts should properly focus on improving existing haulage systems and developing new breakthrough techniques for material transport. Continuous flow systems for large tonnages ordinarily will result in a lower cost than batch systems such as truck or rail haulage. Continuous flow with pipelines for liquids and slurries, or conveyors for medium to coarse dry materials (in the -8 in. range) are the accepted economic answers for bulk materials handling over reasonable distances.

Ion exchange techniques have been growing fast and spectacularly in all phases of Science for the last two decades, but still its acceptance as a unit operation in Metallurgy is resisted. Mainly this is because ion exchange procedures are thought of as glamorous techniques by which only relatively expensive metals are to be recovered. Perhaps this concept comes from the early and basic marriage of uranium and other high price metals and ion exchange procedures. The general trend is that ion exchange technique requires equipment and materials which are too expensive to economically perform a chemical step whenever "cheap" commodities are produced. However, we are here presenting a means of utilization of waste hydrochloric acid by an ion exchange technique. We have studied this from the engineering and economic standpoint in a number of variations of the main procedure discussed here and we-conclude that under proper economic circumstances, the cost of the ion exchange material as well as the equipment and labor involved in the ion exchange section, is by no means unreasonable.

The paper reports on both, the design and decision making for the filters in a backfill plant in Europe as well as more then 10 years of operation and maintenance experience of the vacuum disc filters installed. It begins with the first step, the filter sizing based on a sample provided by the customer, followed by the commissioning of the filter units and reports on the development of the filter performance during the following 10 years of operation. Based on the physical properties of the sample and the process targets of the client for the backfill plant, the paper shows the logic steps taken in the laboratory to ensure the target moisture, determine the required filtration area and filter size as well as the selection of the ancillary units and the formulation of the performance guarantee. The paper discusses some issues with filter operation during the commissioning phase and the actions taken. Finally, the paper concludes by highlighting the gradual change over the more than 10 years of operation and how this change affected filter performance and operating costs.

"In April 2016, MSHA began requiring the use of continuous personal dust monitors (cPDMs) to monitor and measure respirable mine dust exposures to underground coal miners. After the cPDM’s implementation, mine operators discovered that it interfered with proximity detection systems (PDSs), thus exposing miners to potential striking and pinning hazards from continuous mining machines. NIOSH was sought out by MSHA and mining industry stakeholders to determine how the cPDM and PDS interact with each other. Accordingly, NIOSH investigated existing standards, developed test protocols, designed experiments, and conducted lab evaluations. Some interferences were observed to be caused by electromagnetic interference (EMI) from the cPDM. Results showed that there was no significant interference when the cPDM and the miner-wearable component of the PDS were separated by distances of 6 inches or greater. In this study, the cPDM and PAD needed to be at least 6 inches apart in order for them to be used simultaneously and reduce interference potential. INTRODUCTION Underground coal miners are exposed to a variety of hazards on a daily basis such as coal dust exposure, high noise levels, roof and rib falls, the potential for fires and explosions, and operating and working with heavy machinery. One of the hazardous jobs is operating or working nearby a continuous mining machine (CMM). According to Mine Safety and Health Administration (MSHA) statistics, 40 miners have been fatally struck or pinned by a CMM since 1984. In an effort to prevent future striking and pinning fatalities from occurring, proximity detection systems have been developed and are required on all operating CMMs in underground coal mines, with the exception of full-face CMMs, by 2018 (1,2). Proximity detection systems (PDSs) are designed to alarm miners and stop machine motion in order to protect miners from being struck, pinned or crushed by CMMs(3). Currently, MSHA-approved PDSs, installed on CMMs, are based on the principle of magnetic flux density (B-field) (4,5). The system generates a magnetic field around a CMM and determines the relative distance a miner is from the CMM based on a detected magnetic flux density. A PDS typically consists of multiple magnetic field generators mounted at different places around the CMM, and personal alarm devices (PADs), which are worn by the miners to detect the magnetic flux density. When a miner, wearing a PAD, gets closer to the machine, the PAD detects a stronger magnetic field from the generators and detects a weaker magnetic field when a miner moves away from the machine. The magnetic field generators installed on CMMs typically produce modulated magnetic wave signals at frequencies between 10 kHz and 120 kHz. The magnetic fields are measured by three small magnetic coil antennas mounted on orthogonal axes inside of the PAD worn by the miner. According to Faraday’s Law, the changing magnetic field induces a voltage in each coil antenna, and the voltage values are transmitted from the PAD back to a controller on the CMM wirelessly, typically at a frequency between 400 MHz and 2.5 GHz. These values are then used to determine the distance between the miner and the generators of the machine. Typically this information is used to determine when a miner wearing a PAD is in a warning zone or stop zone which would trigger different alarms and actions such as slowing the machine down or stopping it."

Computer assisted mine planning and design applications are routinely used by many Australian mining companies, However, the design process requires human expertise to recognize and evaluate the potential pitfalls. This paper introduces the application of a commercial optimization software (WHITTLE 4D) for strategic planning of an open pit mine in Western Australia. The authors present their experience in intelligent application of the optimization program while incorporating many technical and nontechnical obstacles. This paper provides some guidelines on how to apply the optimization software without loosing sight of practicalities. Moreover, this paper also shows how to build project evaluation guidelines for non-experts.

This paper is a brief status summary of investigations by the authors over the past decade to develop a continuous process for recovering' high purity metal powder from pregnant solutions by gaseous reduction at elevated temperatures and pressures. Although these studies included extraction of other metals such as nickel, silver, and gold, this presentation will be confined to the hydrogen reduction of acidic and ammoniacal solutions of copper. The continuous hydrogen reduction process (CHR) described herein enjoys the environmental advantages of other hydrometallurgical processes but, in addition, provides a substantial benefit in fuel economy over competing processes. As was recognized by Schaufelberger in 1956, for a given amount of fuel a continuous hydrogen reduction process has the potential for producing four to six times as much metal as an electrolysis process (1). Although hydrogen reduction of metal salt solutions has been known for more than a century, extensive development work leading to commercialization was not initiated until the 1950's. Since then, commercial applications relative to other extractive techniques have been minor and have been confined to batch or to continuous, completely-mixed autoclaves. By contrast, the process described herein utilizes a continuous, tubular reactor which is operated in modified plug flow so that only limited and localized backmixing occurs. Thus, gradients in concentration, temperature, and pressure exist over the length of the reactor, the presence of which can be utilized to advantage for achieving high conversions and product quality (2, 3).

In order to protect coal mine owners, operators, and lending institutions from potential environmental liabilities, responsible parties must maintain a thorough understanding of the environmental disposition of the property they control, and the ramifications of impending laws and regulations. The best way to accomplish this is to periodically conduct a Phase I Environmental Audit. The systematic approach of an audit will reveal areas of DOD compliance with SMCRA and EPA regulations which the coal owner and/or operator will be able to use to correct deficiencies and prevent the occurrence of conditions which could lead to permit block, fines, and ultimately reduced productivity.

A financial-economic model incorporating physical, market, and policy variables is developed for mining investment in Bolivia. Additional risk criteria emanating from political instability. new mining legislation, recent environmental regulations, and a new minerals taxation system are accounted for and are integrated into the investment decision model. Results of the model indicate that geologic and market variables have the dominant effect on the investment-worth function. Among policy variables, exchange rate and taxation policies have the most significant influence. Depreciation allowance for infrastructure development has negligible weight in the investment-worth function. The business structure of the firm considering investing in the Bolivian Polymetallic Project is found to be an instrumental factor in the investment-worth outcome. Specifically, undiversified mining companies whose operations exclude zinc production as the primary source of revenue would benefit most from adoption of this project.

The use of mining tailings-based geopolymer binder as a substitute for cement can be an interesting alternative to the problem of final disposing of large volumes of them. Indeed, mining tailings have a high silica content, which makes them suitable for geopolymerization. The tailings samples contain Cu, Pb, Zn, As, Sb, Cd and Bi, mainly. X-ray diffraction results show that the tailings are composed of quartz, SiO2 (81%). Geopolymerized tailing samples (GTPS) were obtained by varying the ratio of SiO2/ Al2O3 and SiO2/NaOH. The compressive strength of the GTPS varied between 2 MPa and 8 MPa. The electrical conductivity in the leaching tests varies between 13.91– 16.11 mS/cm2 indicating that ions are present in the solution. However, the pH = 10.5 indicates that acidity is not being generated. The element that mostly leaches is iron. The highest percentage of leaching is observed for cadmium (69%) and chromium (93%). The concentrations of elements are under the maximum permissible limits for water according to the Peruvian legislation. However, mass transfer leach tests and immersion leach tests must be realized.

Nickel is a metal whose workability and mechanical strength at high temperatures and in corrosive environments makes it an indispensable alloying element for the realization of stainless steel, specialty steel, super-alloys, rechargeable batteries and electroplating. Because its main fields of application are key to the development of industry and, thus, to society, nickel has recently been recognized as a potentially critical mineral, despite its abundant reserves. The purpose of this paper is the creation of possible case scenarios determined by factors and events that, in the medium to long term, could change the current structure of the nickel market on the demand and/or the supply side. Four scenarios have been determined by considering a demand variation due to the occurrence of a natural disaster and an aerospace plan implementation and taking into account the resource nationalism and the skills shortage as supply varying factors. Through the creation of a georeferenced global nickel database, the paper proposes supply strategies related to the four scenarios for each top nickel consumer: China, India, European Union, United States and Japan.

U.A. Mine Safety and Health Administration (MSHA) coal dust compliance data sometimes shows high silica levels at roof bolters. However, it is unclear whether this silica normally originates from the bolter itself or from other dust sources upwind of the bolter research studies to answer this question at individual mines have been conducted. However, operational practices vary from mine to mine thus, the information gleaned from any one study cannot be accurately extrapolated to describe silica dust sources in most mines. In this paper, three decades of bolter dust research are reviewed the results showed that, while inadequate maintenance on the bolter dust collection system can result in excessive dust, more likely reasons for high silica levels are inadequate ventilation of the mine entries being bolted and dust traveling downwind from the continuous miner to the bolter. Three high performance TBM's equipped with large diameter (483mm) disc cutters are currently operating in Norway. This paper summarizes the design philosophy, field performance and ongoing technical development of these cutters. Included are discussions of the early problems encountered with their usage and the solutions to these problems that have been developed. Also included are discussions of the penetration rates and cutter usages observed. From this data it is concluded that high performance TBM's with large diameter cutters can produce significant improvements in both overall performance and in cutter costs under hard rock conditions.

As can be guessed from the subtitle, this paper will not be a geologist's one since neither of the authors is a professional geologist. This will be an attempt to present the various aspects of the legal, economic and geological setting that condition the exploration for mineral resources in Haiti. Before going any further, we are going to present a summary of our rather short mining history. One must first mention that Caribbean countries are latecomers to the mining business. If we go back to the colonial period (1500-1600's) there are net many traces of mining activity. The major exception to this is the recovery of alluvial gold in Hispaniola, Puerto-Rico and Cuba and also some sporadic copper mining in Hispaniola (notably in Haiti near the city of Gonaives and in some of the old mining districts in Santo-Domingo). These easily minable deposits were quickly exhausted and mining quite naturally came to an end as agriculture rose as the major economic activity. In the Haitian case, aside from very erratic mention during the 19th Century of the presence of some minerals (i.e. haematite, chalcopyrite) no serious geological work was undertaken. In the meantime, the peasants in the northern part were still looking for alluvial gold in some streams but this amounted to next to nothing. One has to come to the 1920's to find the first comprehensive geological survey. At the time, the country was under the military control of the United States. The American Government sent a team from the U.S.G.S. headed by the late W. Woodring to initiate a survey of the country. Given the lack of transportation, this was a tough task and Woodring and his associates did it magnificently. As a result of their efforts, they published a very thick piece of work of more than 600 pages. "The Geology of the Republic of Haiti" although it was published in 1924 is a classic and is a must for anyone interested in the geology of Haiti.

Although the economy in the Province of Saskatchewan has historically been agriculturally oriented, a major new source of wealth has been realized through natural resources such as petroleum and natural gas, coal and uranium and since the 1960's - potash. Potash or potassium chloride, in the form in which it is presently produced in Saskatchewan is used primarily as fertilizer, a source of potassium, one of three essential elements required for healthy plant growth with about 5 percent of production sold to the chemical industry for use in such products as soap and liquid detergent, glass and ceramics, textiles and some pharmaceuticals. Saskatchewan is estimated to have approximately 40 percent of known world potash reserves and its ten active mines account for some 25% of annual world production. The development of this resource was recognized to be important to the development of Saskathcewan. In an effort to guarantee a fair and lasting economic benefit to the Province of Saskatchewan the Potash Corporation of Saskatchewan (PCS) was created on February 4, 1975 through an Order-in-Council under the Crown Corporation's Act and later on April 1, 1976, the Potash Corporation Act provided for its continuation. PCS was given the mandate to acquire ownership of a significant portion of the potash mining capacity in Saskatchewan and to establish an organization capable of operating the facilities, marketing the product and conducting all of the other activities necessary for a successful corporation competing in the world potash industry.
