"In August 2013, the Appraisal Practices Board of the U.S. Appraisal Foundation issued its “APB Valuation Advisory #4 - Identifying Comparable Properties,” which contains analysis and examples that may suggest a broader meaning of the term “comparable properties” than is current convention in real property value appraisal in the United States and internationally. The advisory is directed at the appraisal of real property of all kinds, including interests in mineral properties, as indicated by the inclusion of two mineral property appraisal papers in the appendix that lists suggestions for further reading.This paper firstly reviews as background the historical meaning of a comparable property, with its perceived constraints, against real-world examples of transacted mineral properties that are adjusted to subject properties to provide market value indications. The advisory’s findings are then examined and evaluated as to whether they may influence and benefit the work of mineral property appraisers, particularly in situations where their sales comparison analyses may be challenged. The conclusion is that the combination of constraints that the advisory’s findings specify for use of the term “comparable” will for mineral properties be met infrequently or rarely. As a result, mineral property appraisers are advised to avoid using the terms comparable or “comp” when referring to transactions of mineral properties that they analyze to derive data for appraising the value of their subject mineral properties. IntroductionA mineral property appraiser rarely finds a sale of a mineral property that meets the literal meaning of the term “comparable sale,” by being directly comparable to the subject property of the appraisal in all factors of significance in the determination of the value of the property interest being appraised. Real estate appraisers have long used a more liberal interpretation of the meaning of comparable sale and its commonly used abbreviation, “comp.” Real estate appraisers compare sales to their subject property on the basis of price per hectare or acre of land and price per square meter or square foot of building floor area. Adjustments totaling to within the range of +30 to -30 percent from the sale property to the subject, before factoring in the property area, have generally been viewed as appropriate for the sale to be considered a comparable sale."

"Nucleation and growth of copper on 316L stainless steel from synthetic acidified copper sulfate was studied in the absence and presence of chloride ions and/or organic additives (HydroStar® 4208, DXG®-F7, Cyquest® N-900) using a potentiostatic technique. The current-time data obtained at 0.16V vs. SHE was analyzed using nucleation and growth models. Scanning electron microscope (SEM) images of deposits produced at 300 A m-2 show that the addition of 20 mg/L chloride ions increased the size and reduced the number of copper nuclei. Potentiostatic current-time data from the electrolyte without organic additives indicate progressive nucleation with two-dimensional (2-D) growth under diffusion control. SEM images obtained confirmed progressive nucleation with 2-D growth. 20 mg/L Cl- and 2.5 mg/L organic additives did not change the nucleation and growth mechanism, however the additives increased the number and reduced the size of copper nuclei leading to more uniform coverage of the stainless steel substrate.INTRODUCTION Electrowinning of copper is an important process in the manufacture of high purity copper metal. It is approximated that 20% of the world’s refined copper is produced from acidified copper sulfate solutions by electrowinning (Schlesinger, Sole, and Davenport, 2011). In many plants, copper is electrodeposited on AISI 316L stainless steel substrates for a period of 6-7 days, after which the copper is stripped from the blanks. Even though the deposition time for a commercial copper electrowinning circuit is around one week, it is critically important to control the nucleation, growth, and nature of the initial deposit (Sun and O'Keefe, 1992). Deposit morphology and structure are influenced by the real current density at the electrode surface. The real current density across the cathode surface is made uniform by proper design of the electrowinning cell and electrodes and careful operational practice. Even with good design and control, some current maldistribution occurs. The outcome of severe current maldistribution is poor deposits that affect product quality and/or increase energy consumption. To combat current maldistribution and create a larger operating window in terms of current density, temperature, and copper concentration, small amounts of organic smoothing agents (traditionally guar products) are added to copper electrowinning electrolytes. Moreover, these additives inhibit the growth of copper dendrites, which leads to improved deposit quality by producing bright, smooth, and dense cathodes."

This paper describes a mineral dressing process for the upgrading of tin ores. The process described is called 'agglomeration' and. is similar in many respects to flotation. Many variables have been examined experimentally both on batch and continuous operations and are reported upon herein... Using a Mt. Pleasant tin ore, assaying 0.5% Sn, an upgrading to 8% Sn, with a recovery of 95% could be obtained by this process.

Surface mining consists of the removal of the geologic strata overlying the coal seam usually with large electric shovels, draglines or bucket wheels. The method produces more or less parallel ridges or peaks of cast overburden, usually called "spoil banks". The mined lands vary widely in their inherent characteristics to produce a vegetative cover and thus can be put to a wide variety of uses. Use is the key to economic and social benefits. Physical and Chemical Characteristics of Soil Material of Surface Mined Lands after surface mining operations, the soil material is a heterogeneous mass whose physical and chemical properties are dominated by the character of the geologic strata overlying the coal. These strata are highly variable in thickness and character. They may include the surface soil, loess, glacial till, sands, shales, slates, limestone and sandstone rock. The method of mining with the several types of mining equipment will also affect the resultant mined area.

Batch leaching experiments have been performed to study the kinetics of galena leaching in fluosilicic acid solutions with oxidants. Variables studied included: fluosilicic acid concentration, oxidant type, oxidant concentration, particle size and leaching temperature. It was found that hydrogen peroxide was the most effective oxidant, compared to the others studied, and the effect of the oxidant concentration on the leaching behavior of galena was very significant. Also, decreasing the particle size and increasing the leaching temperature increased the extraction rate. The initial, apparent activation energy was calculated to be 11.72 kJ/mole (2.8 kcal/mole) and suggested that galena leaching in fluosilicic acid solution, with hydrogen peroxide as an oxidant, may be controlled by fluid film mass transfer initially. The reaction appears to be retarded by the formation of elemental sulfur and the sulfur oxidation becomes a major resistance to the overall leaching reaction.

In order to provide insights for the optimization of ventilation systems for U. S. underground coal mines facing both methane control and spontaneous combustion issues, a computational fluid dynamics (CFD) study was conducted to model the potential for spontaneous heating in longwall gob areas. A two longwall panel district using a bleeder ventilation system was simulated. The permeability and porosity profiles for the longwall gob were generated from a geotechnical model and were used as inputs for the CFD modeling. In this study the effect of methane emissions from the mined coal seam, including the longwall face and overlying rider seam reservoirs on the gob gas distribution was considered. The spontaneous heating is modeled as the low-temperature oxidation of coal in the gob using kinetic data obtained from previous laboratory-scale spontaneous combustion studies. Unsteady state simulations were conducted and the effects of the coal’s apparent activation energy and reaction surface area on the spontaneous heating process were also examined. "Coal and coal byproducts produced annually contain enough rare earth elements (REEs) to meet current U.S. demand. The REEs exist in the form of minerals, ion-exchanged elements associated with clays and chemically bonded elements within the organic coal matrix. Researchers at three universities have collaborated to evaluate the effectiveness of existing physical and chemical concentration processes for the recovery of the REEs. The efforts have found that physical separation processes can increase the total REE content in the thickener underflow material collected from a Central Appalachian coal cleaning facility from around 300 ppm to values greater than 17,500 ppm on an ash basis. On the other hand, leaching was effective in recovering REEs from coarse middlings materials collected from multiple coal basins as indicated by recovery values exceeding 80%. Based on material characterization data and process evaluations conducted for several potential feed coal sources, economic recovery of the REEs will require byproduct production of both clean coal and REE concentrate using a process flowsheet that is unique for each source. INTRODUCTION Recent studies initiated by NETL showed that U.S. coals contain significant amounts of rare earth elements (REEs), suggesting that rare earth minerals (REMs) and/or REEs can be produced as byproducts [1]. According to the report, the richest source of REEs is the Central Appalachian coal. At present, there are 208 coal preparation plants located in the region (WV, KY, PA, VA, AL, TN) with a capacity of 166,495 tons/hr or more than 1 billion tons annually [2]. If only a portion of these plants are retrofitted with advanced separation processes, the U.S. coal industry can become a significant producer of RE minerals as byproducts. An inherent advantage of becoming a byproduct producer of REEs is that no mining cost needs to be part of the product cost. Other researchers have also shown that coal can be a significant source of REEs. The average sum of the rare earth plus yttrium (REY) concentration of the world coal is approximately 68.5 ppm, which is lower than the corresponding upper crustal concentration (UCC) (168.4 ppm). However, the average REY content of the mineral matter in the world (404 ppm) and U.S. coals (517 ppm) are 3 times higher than the average UCC. Some of the mineral matter in Russian and Chinese coals have REY concentrations in the range of 0.68 to 2.03% and contain a better source of higher value REYs than many primary rare earth deposits [3]."

Rouez is a recent discovery of a major low-grade sulfide body (± 100 m, 0,6 % Cu, 0.3 % Pb, 1 ,5 % Zn, 21 g/t Ag, 1.5 g/t Au) in a populated farming area of Brittany, France, some 30 kilometres northwest of Le Mans. The discovery is the result of an airborne electro- magnetic (INPUT) survey. It is the first time that the INPUT method has been used in France. The survey Gas successful in spite of the numerous interferences normally found in populated areas. The lack of a good drainage system would not allow the discovery of Rouez using stream sediment geochemistry alone. Ground geophysical surveys confirmed the airborne work and gave sufficient information to make the first hole a discovery hole. The deposit is Proterozoic in age and sediment-hosted. The metamorphism is low grade.

A major design feature to consider from the initial pioneering works until reaching full mine production of icy regolith at the South Pole of Moon will be the ramp. This will allow the access of equipment and personnel in and out of the excavation area. Although most of the requirements considered when designing a ramp on the Earth are similar, the fact of working in low gravity, with zero atmosphere, the potential exposure to high radiation, extreme temperature levels and drastic changes of illumination, from intense light to total darkness, are new factors to be included. Transversal sections are obtained according to the progression sequence of the production levels, with changes in length, gradient, friction factor of the terrain and curvature when required by the location characteristics and the specification of the equipment utilized. A MATLAB script was developed to calculate all the variables, in order to obtain 3D generated surfaces from the range of possible profiles.

The Bond grindability testing procedure has been standardized to measure the same grindability values, i.e. Bond work index (BWi), for the same ore when tests are performed in different laboratories or by different operators. This is accomplished by the standardization of mill dimensions, tumbling speed, grinding ball charge weight and distribution, sample ore charge weight in the mill and operating practice. The results of this investigation reveal that the Bond work index grindability values may differ substantially with different standard Bond ball mills. This paper will review the results.

The use of radioactive gages in beneficiation plants is relatively new However, enough applications have been made so that it is now possible to positively state that these gages have definitely progressed from a laboratory device to a very rugged and reliable on stream process measuring instrument. Gamma Ray Gages of the type presently being used in the beneficiation industry consist of three basic components: (1) A source of radiation (2) A radiation detector (3) An electronic amplifier The source is usually a radioisotope such as cesium-137, or cobalt-60. This source, adequately protected and ruggedly mounted, is most commonly placed on one side of a pipe or vessel. The radiation detector is then mounted on the opposite side, Since the absorption of gamma radiation as it passes through various materials is a function of the density of the material, the change in radiation measured by the detector is proportional to the change in specific gravity of the product in the pipe or vessel. One popular type of detector in use today is a cell which converts radioactive energy directly into electrical energy1. This electrical energy, when amplified, presents a usable output for metering and control devices. There are, of course, many other components which are part of a working gamma gage installation, such as zero compensators, lead shielding, mounting brackets, equivalent absorbers, etc.

This paper will deal with some of the considerations which, were involved in the design and construction of the uranium mills in the Elliot Lake area . These plants, eleven in number, range from 1500 to 6500 tons per day milling capacity. Most references are with respect to the seven plants in the Rio Tinto Group which have a combined milling capacity in excess of 20,000 tons per day. In dealing with such abroad subject as mill design, one has the choice, of covering a few specific problems in great detail, or else attempting to cover many subjects superficially and briefly. In preparing this presentation, an attempt has been made to compromise on these extremes, and to select some interesting illustrations which are of general interest in the field of mill design, and of value to persons concerned with mill design broadly, beyond the field of uranium mills.

Recent experiences within certain sectors of the international mining industry suggest an underestimation of the environmental risk associated with the design of mine waste management facilities. These experiences show that the technical and managerial challenge of responsible mine waste management is not always fully appreciated. Unfortunately, the image of the mining industry's environmental performance is negatively impacted by a relatively few number of failures. This negative view overrides the many positive contributions made by the majority of mining companies. The fact that these failures continue to occur to this day in both developed and developing countries is indeed remarkable, and indicates a degree of risk-taking approaching unacceptable levels. The design requirements for tailing storage facilities are, in many cases, more demanding than those of conventional water dams, because seepage of fluids which contain dissolved metals may pose a greater threat than the mere loss of water.

Recent tailings dam failures around the globe have influenced many mining industry regulators to reassess their requirements for the numerical modelling of tailings dam failures. This type or forward modelling is associated with overarching uncertainties as the model cannot be calibrated against a physical result. Dam breach analyses that meet the requirements of current industry standards and guidance typically begin with identification of credible failure modes and selection of appropriate topographic data set to represent the study area. The breach parameters and the volume of tailings released are then determined using available methodologies and empirical relationships. Subsequently, when the breach hydrograph is developed and the hydrology of stream networks are complete, the runout simulation is implemented. Due to the uncertainty involved in the process, sensitivity analyses are recommended to quantify variations in model inputs on the inundation extent and the flow characteristics. This paper outlines some common methodologies utilized for development of dam breach models, summarizes associated uncertainties with these methodologies and inputs, and provides guidance on how sensitivity analyses can address a wide array of uncertainties inherent in tailings breach analyses. This paper provides an understanding of how selecting appropriate breach parameters can result in reasonably conservative inundation extents consistent with the identified credible failure modes.

The demand or consumption of fluorspar has been somewhat taken for granted in recent years, except for the specific interest of those that produce, market, and/or consume the commodity. A tradition was established of thinking that as the steel and aluminum industry goes, so goes fluorspar. This is much less true today than in the past. The industry is becoming more dependent on chemical industries that feed primarily off hydrofluoric acid (HF) production. The Bureau of Mines recently published an assessment of world fluorspar reserves and resources that created a foundation of valuable data that can be used to monitor fluorspar availability. Celebrations were held this year commemorating the 100th anniversary of the isolation of fluorine. The United States and other countries continue to struggle with the controversy of ozone depletion and the effect of fluorocarbons on the atmosphere. The goals for the U.S. Government's strategic stockpile are being reevaluated. The market for fluorine chemicals is changing and diversifying, making it a challenge to assess and forecast fluorspar/fluorine demand. This paper reviews the recent past of fluorspar and helps set the stage for a more detailed assessment of this critical commodity.

The design of most underground support systems has largely been based upon empirical rules. This design method has proven to be satisfactory in most cases as witnessed by the number of successfully completed works. However, the adequacy of this approach to the developing technology of ground support systems associated with deep excavation has not been substantiated. In cases where the material has definite time-dependent behavior parameters, rules of past experience become extremely vague and conservative. The Spokane Mining Research Center is currently engaged in extensive research to develop rational design methods for underground structures which will account for the many interacting factors such as in-situ properties of the rock mass, excavation methods, proposed types of support system, construction sequence, and environmental variables. Most high, purity silica is produced from crystalline quartz-generally from sand. However, there is a small area of southern Illinois where a porous, friable white chert rock is found which is very different in physical form from quartz sand. This microcrystalline material, commonly referred to as tripoli, is more easily ground to micron sizes than sand. Although of similar Moh's hardness, microcrystalline tripoli is less abrasive than either ground quartz sand or many synthetic abrasives. Location The southwestern corner of Illinois is underlain by extensive deposits of very porous chert; in some places the material is quite white. Two companies - Illinois Minerals Co. and Tammsco, Inc. - mine and process this white material. The Illinois Minerals plant is located at Elco, and the Tammsco plant is in Tamms, Illinois. Both companies mine from various locations within a ten mile truck haul of their plants. Production from this district has been continuous since at least 1915. Malvern Minerals Company mines and processes a generally similar microcrystalline, friable novaculite near Hot Springs, Arkansas.

Continuous miners (CM) are the most popular underground mining machinery in soft rock mining, playing a dominant role in the production of minerals ranging from coal to evaporites while finding increasing use in salt and potash mines. Along with the ongoing technological advancements in the mining industry and the underground equipment, new generation of CMs offer several new features that are designed to enhance their operational capabilities and production rate. In addition to new bits and bit holders, one of the areas of improvement is the cutterhead design through computer modeling and simulation based on the full scale cutting tests. This paper discusses the state-of the-art CM technology and development of the computer models for design analysis and performance estimation of CMs. The general approach used in the modeling, along with the results of field trials for several projects will be presented.
