The goal of the project reported in this paper was to make recommendations for changes in roof bolting procedures and bolter design that would reduce roof bolter accident rates. To that end the project identified the major hazards associated with each task a roof bolter operator per-forms, normalized task accident frequencies. by the time spent on each task, reviewed equipment design features and operating procedures related to the identified hazards and developed recommendations for equipment and procedural changes that would reduce, if not eliminate, the hazards. The research steps completed during the project were: a. A review of related literature and re-search including roof bolting time studies b. The collection and analysis of 1975 accident data pertaining to roof bolter activities c. The normalization of the accident frequency data on the basis of time/task data d. Since the turn of the century the mining industry in the United States has had a number of serious mine explosions, fires and ground fall disasters that have led to a major re-evaluation of mine communication and rescue practices. One of the hindrances of current underground communication technologies is the potential of lost or cut connections when a serious accident, such as an explosion, fire, inundation or major ground fall, takes place. The Mine Improvement and New Emergency Response Act of 2006 (MINER Act)1 mandated that each underground coal mine in the U.S. must provide for two-way wireless, post-accident communications between underground and surface personnel as well as electronic tracking of underground workers One area that has gained renewed attention in the mining sector is Through-The-Earth (TTE) communication. TTE technology has a major advantage in that transceiver devices can be carried by miners and set up quickly during an emergency, since they require no wire connection to the surface. TTE technology uses ultra-low frequency (1 to 4 kHz) electromagnetic waves, requiring relatively large wire loop antennas and highly sensitive receivers. The signal bandwidth is narrow and the permissible antenna currents in coal mines are restricted, which has led to limited usability of TTE technology in the past, as evidenced in research studies conducted by the U.S. Bureau of Mines in the 1970s. Yenchek (2012)2 pointed out that recent advances in receiver and signal processing technology have enabled voice and text communication capabilities and much improved sensitivity that offers new possibilities for TTE communication in mining applications. One company that has been developing such technology is Vital Alert Communication Inc. Vital Alert has been providing TTE communications since 2003 with a growing focus on emergency response and portable systems. The company?s Canary® Go System is one such product that looks to provide reliable communication capabilities in a portable, user friendly unit that can be utilized both for normal operation and mine rescue scenarios. Researchers at the Colorado School of Mines (CSM) have tested the Canary Go TTE communications system in the CSM Edgar Experimental Mine to determine signal propagation distances, signal quality and aspects of practical application.

Early solvent extraction circuits in the uranium industry utilized bona fide kerosenes as diluents for extractant chemicals. These kerosenes were used successfully in the uranium industry; however, at least one plant was destroyed by fire resulting from the use of a low flash point kerosene. Although the term "kerosene" is used throughout the solvent extraction industry, the authors have been unable to find any use of kerosene in copper solvent extraction circuits. A term that is occasionally used with reference to diluents is "metallurgical kerosene." Such a term is unrecognizable in the petroleum industry. Kerosene [or kerosine] is a flammable hydrocarbon mixture that is less volatile than gasoline. It is produced for combustion purposes and may have variable compositions of organic compounds including alkanes, alkenes, alkines, and aromatics. Diluents are constant composition hydrocarbon mixtures developed specifically for use in solvent extraction processes. These products usually have much lower vapor pressures and higher flash points than kerosene. In solvent extraction systems, they typically comprise 70 to 95 v/o percent of the circuit organic. The primary purpose of the diluent is to adjust the extractant concentration to the working range of the operation. The diluent and extractant must be completely soluble or miscible with each other. Secondary diluent effects are to promote transfer kinetics, optimize phase disengagement, and minimize both organic in aqueous and aqueous in organic entrainment.

Many appraisers/valuers believe that the only valuation method available within the cost approach category for real property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties. The author reasons that standards and regulations pertaining to real property valuation should be modified, and underlying principles should be expanded, so as not to inhibit appropriate application of these cost approach methods.

The agriculture industry has made great strides during the past decade to increase agriculture yields through increased use of fertilizers. Increased use of fertilizers may prevent or at least delay mass starvation due to the alarming increase in world population. Phosphate was added to soil as a plant nutrient in the forms of calcined bones at least 2 000 years ago, (1) and man has used phosphate minerals as a source of fertilizers in one form or another for at least 100 years. During 1977 the world produced about 116 million metric tons of phosphate rock, with about 86% used for fertilizers and another 4% for animal feed supplements. More than three-fourths of the total production comes from the United States, Morocco, and the Soviet Union. From a mineral beneficiation point of view, the major sources of phosphate rock and the methods of beneficiation can be classified as follows. Marine deposits not containing appreciable carbonate minerals, marine deposits requiring a francolite carbonate mineral separation, igneous deposits not containing appreciable carbonate minerals, and igneous deposits, requiring an apatite carbonate mineral separation.

Coal has traditionally been an integral part of life in Kentucky. Coal mining produces a large part of revenue for the Commonwealth of Kentucky and provides a significant number of jobs to the residents of eastern (less in western) Kentucky. Recently, however, the coal industry of Kentucky has had to endure many hardships. The Clean Air Act set forth sulfur dioxide emission standards which have severely affected much of the coal mining industry in Kentucky, because much of the coal mined in Kentucky has a high sulfur content. In this paper, the background around the effects of Clean Air Act on the coal industry is introduced. The economic and social effects of the Clean Air Act on the Kentucky coal mining are addressed.

Since the late 19405, St. Joe has operated rubber-tired, trackless mining equipment underground in its Southeast Missouri Lead Belt operations. At first, the trackless equipment was operated in conjunction with rail haulage equipment in the room-and-pillar operations, but was to later replace rail haulage completely. The first pieces of equipment to travel on pneumatic rubber tires were short-haul shuttle cars of 12-ton capacity hauling rock from the heading to the mainline railroad. Early-model drill jumbos were the next pieces of production equipment to be carried on rubber, along with mobile slusher ramps. Mobile diesel equipment, in the form of conventional rear-dump trucks, made its appearance underground in the early 1950s, introducing the era of relatively high-speed mobile equipment as compared to the electrically powered shuttle cars. Haulage distances for rubber-tired vehicles were no longer dictated by trolley lines and trailing cables and tires were subjected to increasingly severe applications. St. Joe's first completely trackless mine, the Hayden Creek Mine, was opened in 1952, employing rubber-tired drill jumbos, electric shuttle cars, and for the first time, an articulated diesel truck consisting of the tractor unit of a conventional earthmoving scraper and a rear-dump rock wagon. Those machines rolled on the first true earthmover tires to be used underground by St. Joe. The articulated truck concept proved to be very successful, and constitutes an In- creasing portion of the underground haulage today.

"Since ancient times, storing and conveying water via underground water systems and tunnels has been touted for its strategic advantages. Underground cisterns and tunnels assured protection of essential fresh water supplies from man made contamination and especially from enemies who would gain an advantage by disrupting an adversary’s water supply in a siege. Modern day engineers do not usually specify tunnels for reasons of avoiding deliberate contamination or siege — however, they are just as enamored with the idea of building tunnels for water conveyances.Such was the case for the San Francisco Public Utilities Commission (SFPUC). The SFPUC provides drinking water to 2.6 million residential, commercial and industrial customers in the San Francisco Bay Area. The SFPUC’s water system includes 257 km (160 miles) of transmission pipelines and tunnels from the SFPUC’s largest reservoir, the Hetch Hetchy Reservoir inside Yosemite National Park, to San Francisco. About 129 km (80 miles) of the system consist of tunnels. A 30-km (19-mile) section of the tunnel network, called the Mountain Tunnel, was thought to be at risk of a catastrophic failure in its concrete-lined section of 18 km (11 miles). For much of the project planning process, a new replacement tunnel was presumed to be required according to the tunnel planners.Originally constructed between 1917 and 1925, the Mountain Tunnel has been in continuous service since 1925. The 30-km (19-mile) tunnel is located downstream of the Hetch Hetchy Reservoir water source in Yosemite National Park, between the Early Intake and Priest Reservoir (Fig. 1). Approximately 18 km (11 miles) of the tunnel is lined with unreinforced concrete. Though the condition of the tunnel was being monitored through water sampling and periodic inspections, there was growing concern that the tunnel lining was at risk of a partial collapse that could interrupt water delivery for up to nine months. The SFPUC was faced with a decision to construct a new bypass tunnel to replace the lined section of the Mountain Tunnel or to rehabilitate the existing tunnel."

Primary economical deposits of rare-earth elements (REEs) are exhausting all over the world, and it has become necessary to find new sources and methods for their extraction. In addition, increasing the application of REEs in modern technological society has increased its demand globally. One of the important movements to compensate for the future shortages of critical metals is the recovery of REEs from recyclable materials. This paper presents a review of the classification and extraction methods, as well as general applications of REEs with emphasis on secondary sources such as coal and coal byproducts, iron ore tailings, apatite, and phosphate byproducts. An overview of the current state of knowledge on the various methods of REE beneficiation and extraction is covered. These methods include physical separation, as well as hydrometallurgical and bio-hydrometallurgical techniques. The application of these REE extraction techniques for enhanced recovery has been driven primarily by the unique industrial application of these important elements. This paper further explores the existing and potential environmental challenges associated with REE extraction. The authors have presented a wide array of literature, in-depth discussion of the subject, and a succinct summary of processes and relevant case studies.

It is the responsibility of educators to look ahead and prepare young engineers and scientists to cope with industrial and social problems of the future. We are faced with a review of history as well as prophesy of the future. The mining industry exists in a "bubble" with little interaction or communication with the outside. This isolation must be broken down if the industry is to survive in the U.S. and Canada. The ability to communicate with the general public and public officials is essential. Many changes are occurring that will require readjustments in technology and staffing. Aging population will result in raising retirement and increasing available workforce. This may force shorter working weeks to supply additional jobs. Environmental concerns will likely direct more attention not only to these concerns during mining, but to planning for post-mining land usage. Retraining and up-dating educational programs are required to cope with these changes.

Particle processing is a key to using solid particles in fuel cell applications. Selectivity with regard to reactivity, impurities, etc. is an important feature and the treatment of particle surfaces could greatly impact the performance of direct carbon fuel cells. Solid fuel particles will become increasingly important in the future. Present energy conversion systems for solid fuels are too inefficient. New energy conversion systems for solid fuels with higher energy conversion efficiencies are possible. Fuel cell technology is a key technology in these new conversion systems. The direct carbon fuel cell (DCFC) operates on carbon particles obtained from a variety of solid fuel feedstocks. The DCFC is the only fuel cell designed to directly oxidize carbon particles in a special anode chamber. The particles are generally graphite structure with high purity. The electrolyte used is the high temperature solid oxide, molten carbonate, or hydroxide electrolyte. Since a pure stream of CO2 is produced, the stream can easily be sequestered and disposed. Pure carbon dioxide produced as a by-product would also have a market in many industries. A well-defined technology roadmap identifying key research and development (R&D) issues is necessary to provide a framework for the development of these systems and to prevent entrenchment in inherently inefficient technologies. Predictive maintenance technologies including vibration analysis, tribology, infrared thermography, ultrasonic detection, and electrical measurements have been applied to large electric mining shovels. The predictive program was initiated on the P&H Model 2300 and 4100 electric shovels. The utilization of these technologies has shown the potential for improving electric mining shovel availability and minimizing maintenance costs. Predictive technologies provide the tools to assess machinery condition. Availability is enhanced by the condition based planning of component replacement. Maintenance costs are minimized by focusing resources through condition based prioritization.

Nowadays, small diameter tunnels are increasingly considered in pipeline projects as an alternative for sensitive crossings or when soil conditions limit the use of conventional pipeline installation methods like HDD. Safety concerns play a key role, especially for inner-city installations. Pipe jacked microtunnels and small segment lining tunnels can serve as casing tunnels if access is required during construction for the change of cutting tools in challenging ground conditions or for maintenance of the pipeline in operation. Small diameter tunneling solutions offer a high degree of flexibility for alignment design in terms of geology, length and radius.

The Electric Power Research Institute (EPRI) is sponsoring the construction and operation of a coal cleaning test facility at Homer City, Pennsylvania. The facility represents a major investment by the electric utility industry to advance the state of the art of conventional coal cleaning technology. The facility is unique in design and can process large quantities of coal in conventional flowsheet configurations, simulate full size plant conditions, and perform open and closed loop performance testing on conventional and advanced coal cleaning equipment. Computer operation will also be demonstrated. The facility objectives, initial complement, and operating plane are discussed as they relate to other coal cleaning projects at EPRI.

"How Wall Street Darling Molycorp Undermined the U.S. Economy, Degraded our National Security and Distorted the Global Economic Balance and How These Falsehoods Continue to be Promoted Even Today INTRODUCTION & SUMMARY In 2007 the Molycorp Mountain Pass rare earth mine was resurrected from its desert-grave in California by its then-owner Chevron Mining. Responding to elevated rare earth prices Chevron began processing on-site rare earth concentrates left over from past mining operations that were terminated in 1998i. Chinese demand had sparked what was being described as a commodities super-cycleii. Commodity prices were on the move. Wall Street smelled opportunity. In 2008 Goldman Sachs, Pegasus Partners, Resource Capital Funds, Traxys North America LLC and Carint Group LLC acquired the mining assets from Chevron. In an environment of ever-declining ethical standards and regulatory consequences the private capital group and their investment bankers would bring Molycorp to market. Molycorp, with its high powered investment banking team of Morgan Stanley and J.P. Morganiii, easily dominated the contest. Molycorp promoted itself, largely based on its past operating history and proven reserves, as the best company to challenge China’s monopoly control over the production of rare earths: a group of elements critical to most advanced technologies and U.S. defense systemsiv. Most of Wall Street’s hottest investment sectors were dependent on these materials: alternative energy, green technologies, computing, personal communications, advanced electronics and defense systems. By late 2010 there were dozens of prospective rare earth start-up ‘mining companies’ seeking capital. Eventually the number of prospective rare earth mining companies seeking capital exceeded 400, despite the reality that supply requirements of this market were disproportionally small when compared to other natural resource sectorsv. In the world of finance ‘smart money’ picks the winners. Consequently just twovi projects attracted nearly all of the capital (Molycorp and Lynas). Wall street picked Molycorpvii. This paper will primarily focus on Molycorp. By early 2010 the words “Molycorp” and “Rare Earths” electrified many people in the mining industry, most non-Chinese manufacturing technology companies, U.S. & allied defense contractors, technocrats in the U.S. national security community and eager investors across most of the world’s stock markets. It was the hottest story of the yearviii. The financial, technology and defense press coverage verged on euphoric: heaping fuel on fuel until the highly combustible Molycorp-pyre cast a long shadow over all of its rivalsix. When the IPO match was lit the spectacular flaming pyre sucked all of the oxygen out of the rare earth spacex. Molycorp was ranked the most lucrative IPO of 2010, resulting in record breaking profits to its private investors and massive returns for its early stock holding investors."

Analytical procedures to determine the amounts of trace elements will be discussed. Other papers will deal with trace elements in streams downstream from coal mines, potential pollution from wastes from coal preparation plants, potential recovery of trace elements, and potential pollution from trace elements as a result of the combustion of coal.

The European climate and energy framework for 2030 is highlighting the reduction of man-made CO2 by increasing the use of renewable energy. In this spirit, Germany has decided to erase coal use as an energy source by 2038 completely. This strategy premises a feasible, responsible and sustainable post-mining management. The Research Institute for Post-Mining (FZN) at the TH Georg Agricola University in Bochum, Germany, has developed a holistic approach to meet post-mining challenges. In all efforts, the FZN aims to achieve the fundamental goals of the United Nations to deal with the resources of our planet responsibly and sustainably.

As most of you have probably surmised from the title of my paper, I am here today to talk with you about the use of diesel engines in the American mining industry and whether or not the free choice to use such equipment will continue to be available to mine operators. Of course, I will present to you my prepared remarks, however, these remarks may be essentially academic in light of a news release, parts of which I would like to read to you. Washington, D. C., The Department of Health, Education, and Welfare today announced proposed new regulations to reduce occupational health risks to workers in the U. S. mining industries by requiring the removal of all diesel powered equipment from American mines by December 31st "While we do not have complete and conclusive information to quantify these health risks we feel it is prudent to undertake this restriction on the use of diesel powered equipment without waiting for the completion of studies that are currently underway to identify and quantify these health risks," said a Department spokesman. HEW has been concerned about the health risks of diesel emissions in the underground coal mines for some time and have investigations underway designed to conclusively demonstrate the nature and magnitude of any health risks. However, HEW has decided to proceed with these regulations without waiting for the final results of these investigations. Further, HEW feels there is sufficient probability that diesel health risks do exist in all mining applications and consequently, the proposed regulations will apply to all surface and underground mining operations. It goes on a little further and indicates that due to the necessity of finalizing these regulations without delay, a period of fifteen days has been provided to receive comments regarding these proposed regulations.

"The diversification of energy sources in the United States has seen some major shifts during the past decade resulting from:• A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques.• Incentive-driven policies leading to new development in alternative energy.• The emergence of alternative energy sources proliferated as a result of state and federal level incentives and falling capital costs.Coal was once recognized as the primary low-cost fuel source for the generation of electricity in the United States for most of the last century, providing upward of 50 percent of the total generation capacity during much of that period. However, within the past decade, lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and alternative sources have steadily grown to now account for approximately 10 percent of the overall mix.West Virginia and Kentucky have not experienced the full breadth of the fuel shift, and, as of 2016, still obtained approximately 80-90 percent of electric power generation from coal. However, as coal plants are retired, there has been a shift toward natural gas for new power plants constructed in the region. The economics of power generation (i.e., lowcost fuel source) has typically been the major factor in determining shifts from one fuel source or technology to another. However, governmental energy policies and incentives have more recently been used to promote the development of new alternative technologies such as wind and solar energy growth to diversify the energy mix. The implementation of these incentives has provided some needed traction and resulted in driving the cost of manufacturing and installation of these new wind and solar systems downward to be more cost competitive with conventional fossil-fueled power sources. Future shifts in the generation capacity by fuel type will also be inevitable and impossible to project accurately as policies change and innovative technologies evolve. Determining factors may include the expiration of current incentives, decreasing capital costs, future environmental regulations, evolution of energy storage systems, technical challenges associated with increasing intermittent sources of generation and the development of unforeseen technologies. West Virginia and Kentucky have been among the least solar friendly states, ranking 44th and 48th of the 50 states (Fig. 1 for WV). The abstract highlights the increasing use of mobile equipment in mining and its contribution to accidents. The research analyzes injury narratives from Ghanaian surface gold mines to understand the involvement of mobile mining equipment in injuries and explore the use of injury narrative data as a human factors tool. The study identified priority human factor issues, such as operating mobile mining equipment, part removal/installation, and the operator's cabin. The use of Sankey diagrams for multivariable analysis effectively identified specific operator-centered issues that warrant further investigation for improved safety interventions.
