Good morning, it is truly an honor to have been invited to speak before you today Before I begin my update on MSHA's activities, I?d Like t o quickly say a few words about the American mining congress and its mission in Washington, AMC is a national trade association representing most of the producers of the nation's metals, nonmetals and coal, we also represent the manufacturers of mining equipment and supplies and the financial and consulting institutions which service the mining industry. It is the diversity of our representation which gives us our greatest strength in our petitioning efforts, the administration and the members of congress know that an AMC position is the result of the careful consideration of a vastly diverse group of mining concerns. Our president, Al Overton, perhaps has the best description of AMC when he speaks of us as "the mining industry's eyes and ears and its collective voice in Washington."

The adsorption of oleate at the surface of titanium dioxide from aqueous solutions was examined by Fourier transform infrared (FT -IR.) spectroscopy using a germanium internal reflection element coated with a thin film of TiO2. This thin film, with a thickness of 100-200 A, was deposited on the surface of a germanium single crystal by RFIDC magnetron reactive sputtering. It was found that significant adsorption of oleate from a 0.02-0.03 mM aqueous solution on the surface of TiO2 thin film occurs at neutral pH, from about pH=5.5 to pH=7.7. Adsorption of oleate at the surface of the amorphous TiO2 thin film appeared to be reversible, involving soap-acid dimers.

Sewage sludge contains heavy metals, pathogens and bears annoying characteristics that limit its land application. For the sewage to be applicable on land, several stabilization methods can be used. Stabilization with lime (CaO) is used to raise pH and temperature and therefore, according to ASTM standards, reduce pathogen levels and achieve compliance with regulatory requirements. Although the process results in the production of a stabilized material, its direct application to soils is rather limited mainly due to the improper product texture. Inert materials can be further added to sewage sludge stabilized with lime to tackle this problem. The objective of this study is to investigate the potential use of dried bauxite residues as an inert material together with lime for the stabilization of sewage sludge from a municipal water treatment plant. It was indicated that the addition of bauxite residues and lime to sewage sludge apart from meeting the requirements of ASTM standards, it further reduces moisture content, improves material texture and eliminates odors. It was also found that although some elements leachability increased due to the treatment with lime, it further decreased when bauxite residues were also added.

Construction of the Cerro Colorado on-off leach pad in northern Chile required placement of approximately 3,000,000m3 of fill over a P1an area of approximately 600,000m in irregular terrain with relief of up to 40m. Earthwork construction was completed in approximately six months using mine waste which was placed in 4 to 6m lifts using mine haul trucks. The lift thickness was reduced and the compactive effort increased in the upper 10m to enable development of a mat and additional resistance to possible differential settlements under dynamic (earthquake) conditions. A single 80 mil (2mm) HOPE liner was used below the leach pads and this was protected from the loading and unloading equipment using an engineered liner system consisting of screened sand, gravel and silt from local sources as the bedding and cover layers, and a heel of screened gravel and primary crushed low grade ore. Settlement monitoring, field testing and subsequent assessments of liner performance have indicated an adequate design was achieved and the project proceeded with considerable savings in time and construction costs.

Modern concrete technology emphasizes the basic qualities required of an acceptable aggregate: it must be clean, sound, homogeneous, and of a size gradation resulting in a concrete of the desired physical qualities at a minimum cost. In the case of coarse aggregates, crushing, scrubbing, and screening will usually provide the required material, although beneficiation is often necessary in order to eliminate unsound or deleterious fractions. Beneficiation is also applicable to fine aggregates,( but the processes most often employed are washing, classification, and dewatering.

The management of risks associated with slope instability is an essential process in the safe and economic operation of open cut mines. The ?slope stability radar? (SSR) has been developed to better manage those risks. The SSR remotely scans rock slopes to continuously measure any surface movement and can be used to detect and alert users of wall movements with sub-millimeter precision. The high level of movement precision and broad area coverage of the rock face can allow for a better understanding of the geomechanics of slope deformation, including magnitude of potential failures and additional warning time of impending instability. Additionally, radar waves adequately penetrate through rain, dust and smoke to give reliable measurements, 24 hours a day. SSR systems have been deployed in many metalliferous and coal mines throughout the world. Over 80 systems are currently being used with current operations in 17 countries. Greater than 200 rock slope collapses and waste dump failures (from several to millions of tones) have been monitored, with ?warning? precursor movements recorded by the SSR. This technology enables a radical change in the management of risks in open cut mining. This paper will present recent case studies of the SSR operation in coal and metalliferous mines. Slope Stability Hazards and Rock Slope Monitoring in Open Pit Mines Surface mining often creates excavation boundaries which are steeper than those would be created under natural processes in the same rock type. They are also undertake quite rapid stress changes during mining and are influenced by significant external forces such as blast vibrations and changes in groundwater. These conditions are likely to allow some degree of instability to develop in the pit slopes. The hazards associated with this instability of pit slopes can be extremely variable in character; ranging from small cobble sized rocks dislodging and falling from mine benches to complete collapse of entire pit walls. It is usually the position of mine geotechnical or geological staff to assess these hazards for mine operations. The assessment of hazards due to unstable slopes can be done by visual observation of precursor signs such as fracturing or rilling of loose material. A more reliable indicator of instability involves the quantitative measurement of outward movement and acceleration of material as an instability mechanism develops. There is strong evidence that small precursor movements of a rock wall occur for an extended period prior to rock slope collapse (Hoek and Bray, 1981). Development of a monitoring system, adopting acceptable slope deformation criteria coupled with warning systems and design of stabilization or risk reduction measures if appropriate has become a standard method of dealing with slope instability. Framework for Slope Hazard Management using the SSR A framework for the management of slope hazards is shown in Figure 1 (discussed in detail in Harries, 2007). Although this framework is specifically for use with the Slope Stability Radar, a similar framework could be developed for other monitoring technologies for monitoring slope deformation. An important point to consider is the sequential nature of the hazard management framework from selecting the context ? identifying hazards ? analysing hazards ? evaluating hazards ? treating hazards. [ ] Once the context of the system has been developed (for example ? to monitor for rapid bench scale collapse), the identification of hazards is the next stage in hazard management. Identification of slope hazards can be relatively straightforward due to the visual nature of the information that the SSR system produces. The areas of excessive wall deformation are highlighted in color maps of the mine slope with a co-aligned photographic image to review the actual site of interest. The responsible personnel must then analyses this data, usually reviewing the deformation style and rate, as well as the size of area that appears to be failing. This information can then be evaluated against organisation protocols (for example it may be only a small sub-bench failure that will be ?caught? by existing benches and hence can be categorized as a lower risk). Once these hazards are evaluated they can then be treated if required. Two major options are available to reduce the risk during this treatment option. We can reduce the likelihood of failure ? for example by buttressing the failure or de-pressurising of water pressures in a slope. However, the most likely plan of action is to reduce the consequence of the failure. One of the most successful opportunities to reduce the consequence of a slope failure is to ensure that no personnel or mining equipment is present at the location of a slope failure when collapse finally occurs. This has been the major benefit of the SSR system to the different mining operations around the world. Two weathering procedures are being developed by the Acid Drainage Technology Initiative in cooperation with federal agencies(OSM and EPA). Objects are to: (1) standardize existing humidity cell and leaching column procedures; (2) improve test methods by maintaining a carbon dioxide enriched environment needed to optimize carbonate mineral dissolution, and quantifying particle size variables to evaluate reaction kinetics, and (3) provide flexibility in test method implementation consistent with EPA guidelines for Performance-Based Measurement Systems. Preliminary results indicate the CO2enriched leaching environments produce alkalinities that are similar to field observations and greater than the tests run under atmospheric PCO2. Leaching columns produce higher alkalinity than humidity cells.

This study simulates the impact of a shale gas well casing breach near a longwall mine. Field studies are conducted to measure mining-induced permeability changes over the abutment pillar of a longwall mine, and a geomechanical model is developed in 3DEC, a three-dimensional numerical modeling code, to predict the aperture of fractures in the overburden at the study site. The predicted aperture values are used to determine mining-induced permeabilities and the results are compared with the field measurements. These aperture values are provided as inputs into fracture flow code (FFC), which generates a stochastic discrete fracture network (DFN) model for the study site and predicts the potential shale gas flow to the mine. Results from 100 DFN realizations are statistically analyzed using the bootstrapping method to compensate for notable variation in fracture geometry. The results show a significant difference between the gas inflow for nearby panels due to increase in the induced permeability during mining of the second panel. The average gas flow to the mine was calculated as 4.72×10−2 m3/ s (49 cfm) for a hypothetical breach at the Sewickley horizon during the first panel mining, 8.97×10−3 m3/ s (19 cfm) for a hypothetical breach at the Uniontown horizon during the first panel mining, 2.16×10−1 m3/ s (458 cfm) for a hypothetical breach at the Sewickley horizon during the second panel mining, and 8.07×10−2 m3/ s (171 cfm) for a hypothetical breach at the Uniontown horizon during the second panel mining. Depending on the mine ventilation system, this could result in methane concentrations exceeding regulatory limits. Hence, these findings provide insights into the potential risk of an unconventional gas well casing breach near a longwall mine under shallow cover.

"In Part I, Gibbs’ phase rule was applied to mass-balanced EH-pH diagrams for the Cu-As-S-H2O system. The diagrams were generated using the stoichiometry of enargite as a basis. In this study, the calculations were expanded to cover the stoichiometries of three other Cu-As-S minerals – tennantite, sinnerite and lautite – and compared with enargite. Stability regions within the resulting EH-pH diagrams were found to change with stoichiometry such that a particular mineral would predominate if its stoichiometry was used in the calculation. Solution speciation was also found to vary, with thioarsenate being the best example. This stoichiometric effect helps to explain results reported in the literature and would be difficult to realize if it were not for mass-balanced calculations. IntroductionA comprehensive thermodynamic review has been conducted on the aqueous copper-arsenic-sulfur (Cu- As-S) system (Gow et al., 2014, 2015a, 2016b; Gow, Huang and Young, 2016c). Data on the free energies of more than 100 species were collected from various authors, and thermodynamic databases collated to produce mass-balanced EH-pH diagrams using the thermodynamic equilibrium calculation software STABCAL (Huang, 2014). The full database is listed and discussed in Gow et al. (2015a). Diagrams were generated for enargite and confirmed with Raman spectroscopy using bulk mineral electrodes in order to identify reactions spectroelectrochemically. Theoretical calculations agreed well with the experimental results under alkaline conditions (Gow et al., 2015a), acid conditions (Gow et al., 2014) and alkaline sulfide leaching conditions (Gow et al., 2015b).In the present study, additional mass-balanced EH-pH diagrams were generated by changing the Cu-As-S stoichiometry from enargite (Cu3AsS4) to tennantite (Cu12As4S13), sinnerite (Cu6As4S9) and lautite (CuAsS). Regions for the thermodynamically stable species were shown to change with the four different mineral compositions. Potential leach conditions, both for co-dissolution and selective dissolution techniques, were examined for differences in predominant species according to changing copper-to-arsenic ratios, sulfur compositions and sulfur oxidation states."

It is a distinct privilege to have the opportunity of addressing this group today. Although I, myself, am not a mining engineer, I have always had profound admiration and respect for those of you who each day live and work according to the tenets of Murphy&apos;s Law. Murphy, as some of you may know, was an Irish philosopher whose sole contribution to his field was the observation, "In the mining industry, if anything can possibly go wrong, it will!" You have heard this afternoon a variety of papers, touching on or describing in some detail imminent problems which presently face the coal industry. Many of these problems show no signs of diminishing. Actually, there is good reason to believe that they will intensify as governing bodies pass additional enabling legislation and regulatory agencies adopt more stringent "Rules and Regulations". In many cases, these groups are seemingly oblivious or indifferent to either cost factors or technical problems involved in achieving the desired goals.

Numerous orphaned strip mines and old refuse piles scar the landscape, contributing to stream pollution and degradation of the natural environment. Field experiments to reclaim acidic surface-mined spoil and refuse banks with fly ash from bituminous coal-fired powerplants were conducted at several sites in West Virginia. Fly ash served as a neutralizing agent and soil amendment, permitting vegetation of waste lands and disposal of large quantities of ash. Reclamation of land by this method is estimated to cost about $300 per acre of leveled site, depending upon the topography of the land and quality and availability of the fly ash.

Introduction Froth flotation is one of the most common unit engineering operations in use today. Its aim is to upgrade the quality of coal by removing ash/pyrite and separating selected minerals from undesired gangue materials. Flotation has been successfully practiced at the industrial scale for more than 50 years. Its use is increasing due to the ever decreasing feed grades of the coals and minerals being processed. Flotation has also shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a given equipment configuration. The operation must exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the mechanical flotation cell is scaleable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required - pH regulators, frothers, collectors, activators, and depressants - are all relatively inexpensive and common. They are not usually used in large quantities. Froth flotation is certainly one of the most versatile and forgiving unit operations in the chemical, mining, and agricultural industries. The problem with the industrial flotation process is that it is fairly easy to get reasonable results and relatively difficult to get excellent results. Why is it so difficult to fine tune the froth flotation process? There are some obvious reasons and a few not-so-obvious factors. The obvious category would certainly contain the tendency of natural feed materials (ores and raw coals) to have variable physical, metallurgical, and surface properties. This occurs even when special care is taken to minimize such differences with blending. There is another obvious reason for difficulty. An inherent broadness of the feed particle size range to flotation results from using any of the common industrial-scalefine grinding devices - ball-, rod-, or autogenous mills. Research has been done into the chemical reagent and equipment aspects of flotation. It has shown strong interactions (limitations) of chemical reagents and equipment on larger and smaller particles. The point is that current flotation practice works best on average- or medium-sized feed particles. The greater the amount of large or small particles, or of both large and small, the more difficult it is to achieve excellent flotation results. Other reasonably obvious factors include: • variations in mineral type and liberation sizes; • water chemistry variations such as those involving Ca", C03, or Fe", or various soluble metal cations; • the presence of stray organic materials such as returning soluble reagents or partially degraded reagents in reuse water; • the lack of reliable on-line instrumentation for monitoring and control; • frequent equipment malfunctions of all types; • excessive feed rates for installed plant capacity; • poor operator interaction with the process; and • poor reagent dosage control. There are less obvious, but real limitations to flotation. These are inherent in the design and operating characteristics of the most common cell design in use today - the mechanical flotation cell. Individual performance attributes of the chemical reagents used, along with their manner of use, also carry limitations. The bulk of this paper will deal with chemical reagents and their use. Chemical reagents In 1979, the author and his co-workers were asked to invent and implement, at the industrial scale, new flotation reagent chemistry. After reviewing some of the literature (Sutherland and Wark, 1955; Klassen and Mokrousov, 1959; M. Fuerstenau, 1962; D. Fuerstenau, 1976; and Leja, 1982), a series of carefully controlled plant scale tests were set up. These tests were designed to understand existing reagent scale-up from the laboratory to the plant. They were to quantify at the plant level the effect of some of the more important, controllable chemical reagent factors (frother and collector type, frother and collector dosage, pH effects). "Iron as an impurity in pyrophyllite ore affects pottery, ceramics and tile quality. We carried out the characterization of a pyrophyllite ore sample using optical microscopy, scanning electron microscopy, X-ray diffraction, Fourier transform infrared spectroscopy (FTIR), thermogravimetric analysis (TGA) and wet chemical analysis. The study revealed the presence of 2.15% iron oxide (Fe2O3 ) along with silica and alumina as the major components, which constituted around 90% of the total sample. We carried out the removal of iron from the pyrophyllite using magnetic separation and acid leaching and found that wet high-intensity magnetic separation (WHIMS) could remove 28% of iron values while oxalic acid leaching could remove up to 99.3%. The leaching kinetics of iron removal and the effects of pulp density, acid concentration, leaching time and temperature were also investigated. The optimum conditions for leaching were found to be leaching time of 60 minutes, temperature of 90°C, pulp density of 5%, oxalic acid concentration of 0.3 M, and particle size below 100 microns. Iron dissolution from the pyrophyllite sample can be best described by the diffusion of ions through the product layer of constant-size spherical particles. The breakdown of the pyrophyllite structure was evident from the FTIR and TGA studies. The activation energy of the leaching process over the temperature range was calculated to be 43.47 kJ/mol. IntroductionPyrophyllite is a naturally occurring phyllosilicate mineral composed of aluminum silicate hydroxide [Al2Si4O10(OH)2] as the major component and often associated with other minerals such as kaolinite, mica, quartz, rutile and epidote. It occurs in fine-grained sericite schist that is quarried as pyrophyllite (Pandit et al., 2008). In India, pyrophyllite occurs mainly in Madhya Pradesh state, Uttar Pradesh state and the Keonjhar district of Odisha state (Harpavat, 1995). Pure pyrophyllite is a highly desirable material for various applications due to its unique properties. It exhibits high refractive behavior, low thermalelectrical conductivity, low expansion coefficient, low hot-load deformation, low bulk density and high corrosion resistance to molten metal and basic slag (Rieger, 1997). It is used in the ceramics, refractory, foundry, electrical-insulation, sanitary-ware, glassmaking, pesticide and rubber fields. Compared with clay, it has lower thermal conductivity and coefficient of expansion, making it more suitable for refractory applications (Harben, 2002; The Minerals Yearbook, 2011)."

Volatility is a fact of life in the mining industry. Prices of and demand for mineral products are among the most volatile of those for any product. The volatility of these markets wreaks havoc on both corporate management and the personal lives of mining people. Yet, until recently, it has been difficult to assess the impact of volatility on business strategy. This paper discusses how mining firms can profit from market volatility through an operations strategy that stresses operating flexibility. The foundation for our strategy analysis is the observation that a mine is analogous to a stock option. Techniques based on those developed to value stock options have recently been extended to the field of mine valuation. The insights provided by option pricing are very valuable in the development of mine operating strategy.

Based on resource studies in many developing countries, four categories of industrial clay resources are recognized as precursors to development strategies. Category I: High quality, high technology clays requiring major investment for large tonnage international markets. Category 2: Unique specialty clays requiring advanced technologies for small tonnage niche markets. Category 3: Lower technology, moderate quality clays, predominantly to supply local markets. Category 4: Low quality clays requiring little or no processing. Projects with Categories 1 and 2 clays require extended development times (green field to investment decisions) with significant pre-development investment, while projects with Categories 3 and 4 clays require shorter development timetables and lower levels of investment.

In order to improve the thermal environment in deep coal mines, two principles can be applied: firstly, the reduction of heat flow into the air stream, and secondly, cooling of the air current. First of all one should try to minimize the heat-flow rate into the air stream underground by the mining method itself. German coal mines prefer the caving system of advance longwall mining simultaneously on several levels with ascensional ventilation. The effects of descensional ventilation and different face ventilation layouts on the thermal environment are discussed, besides the effects of pneumatic and hydraulic stowing. Application of all mentioned possibilities together instead of today&apos;s common mining method would reduce the Basis Effective Temperature considerably. In the future, hydraulic haulage of the raw coal underground substituting belt conveying may be a mean to improve the thermal environment further on. If the working depth of a coal mine exceeds about 1 000 m, cooling of the air stream under-ground will be necessary in addition to the above- mentioned measures. Generally, in German coal mines different types of indirect-contact air coolers located nearby the face are used. Besides such so-called cooling coils, large-capacity spray coolers are used because they work more efficiently if a great cooling duty is demanded. Common designs of both air cooler types and their possible utilizations are demonstrated. Deep coal mines in the Federal Republic of Germany need up to 30 MW of total cooling capacity. Mostly, the needed chilled water is cooled by large-capacity refrigeration plants placed on surface, underground or in combination of the above locations nearby the shaft. Due to the increasing underground cooling demand, the distribution of the chilled water and the control of the air coolers become more important. The conception of a control system is discussed, which is based on the control of the single air coolers. All air coolers of a mine are controlled so as to optimize the supply water-flow rate with regard to the demanded cooling duty of the coolers. On the next upper level of the control system the whole chilled water network and finally the refrigeration plant is regulated. Present research work deals with the use of ice for cooling mines. There are some unsolved problems in this new cooling concept. Some aspects of making, transporting and storing ice are described. The use of ice may probably reduce the cooling costs of German collieries, which are at present approximately 4 DM per ton of saleable coal.

The recession that began in late 1980 has proved to be not only prolonged and severe, but in certain ways unique in its effect on the mineral industries among the periods of economic slowdown experienced in the Western world since the end of World War II. This time almost all minerals have been affected. In previous business turndowns, by contrast, some mineral sectors have with-stood economic adversity well. They experienced little or no adverse effect-thanks either to a strong secular expansion in the markets for their particular product or to specific factors that caused demand to be well maintained. For example, aluminum, molybdenum, and nickel are three metals that enjoyed extraordinary growth in applications during the years 1946-1973. These metals were little affected during the recessions that occurred in that era. Similarly, coal did not suffer a pronounced drop in sales in the 1974-75 turndown because, with the price of oil rising sharply, a switch away from oil and back to coal was clearly indicated for some energy-intensive applications. Oil itself was largely impervious to the ups and downs of the business cycle until very recently. And the precious metals, gold and silver, have often been regarded as benefiting from reduced economic activity because labor becomes more available, productivity rises, and operating costs diminish. In the current recession, however, no major mineral has escaped the broad trend. The secular growth factors that were previously so evident for aluminum, molybdenum, and nickel have disappeared, at least temporarily. The stable pricing behavior that previously characterized all three of these commodities has been replaced by extreme price weakness and apparent inability of the major producers to continue their roles as market leaders. Coal and oil both have suffered from a sharp drop in energy requirements. There are those who now anticipate a collapse of the market control over oil prices so clearly exercised by OPEC since 1973. If oil prices are no longer effectively controlled by the governments of the exporting countries, then coal prices are also certain to be affected. And the combination of high interest rates, tight money, and a change in public perceptions of precious metals put the skid under gold and silver quotations in 1981 and early 1982. Although inflation has been viewed as the scourge of most Western countries ever since the oil crises of 1973-74, prices-in constant dollars-of most minerals have not risen. On the contrary, with the exception of the precious metals and oil, for most minerals the prices that prevailed at the end of 1982 were close to the levels of the Great Depression of the 1930s in constant dollar terms. Table 1 compares prices for copper, lead, zinc, and aluminum at the end of 1982 with the average prices in 1934, stated in constant 1967 dollars. This emphasis on prices for mineral commodities reflects the fact that profits of mining enterprises vary directly with the level of prices. Manufacturing and retailing enterprises march to a different tune. They establish sales prices based on costs. Their profits tend to vary with volume. Commodities are for all practical purposes fungible, that is the advantages of known brands in marketing manufactured goods have little application in a commodity market. Thus the individual seller of minerals is unable to establish his sales prices. Except where a monopoly is present, he must sell at the going market. His option is to abstain from selling if he finds the price unremunerative. In past recessions, some mineral producers chose to do precisely that-either accumulating a substantial share of their output in inventory or, in prolonged downturns, abstaining from production. During the current recession, however, private-sector mining companies did not have the option of accumulating inventories to any great extent. Capital costs for new mineral projects or for expansion of existing facilities have escalated at an alarming rate since the early 1970s. Added to this has been the heavy cost of installing pollution control or safety equipment to comply with the regulations adopted in most industrialized countries (and particularly the United States) since 1968. The consequence has been that the financial position of most major mineral enterprises in mid-1980 was already strained. To finance increased inventories meant incurring additional funded debt at high interest costs, thus impairing the concern&apos;s credit rating. Management Choices Private-sector managements have had to face up to the alternative of either continuing to produce at an unchanged rate and marketing output at unremunerative prices or reducing output. Five sulfide minerals from the Magiwnt mine, southeast Missouri were analyzed for 31 trace elements in over 300 samples by laser microprobe spectrographic analysis of polished sections. The concentration of several trace elements shows a pattern of progressive variation with depth (space) and variation with different paragenetic stages (time) of each mineral. Factor analysis of the geochemical data shows sympathetic correlation both in space and in time of Bi, Cd, Ge, and Sn in galena and sphalerite, and Ni and Co in sphalerite and marcasite.

The fundamental importance of comminution by high-pressure grinding roll (HPGR) technology to efficiently increase the particle surface area lies in lower energy and water consumptions for iron ore pellet feed production. This study compared the ball wet milling process with the innovative HPGR processing technology for hematite-goethite ores. Green-pellet balling and induration processes were simulated on the bench and pilot scales.
