I welcome this opportunity to speak before the Coal Division of the AIME in such an attractive setting as the Pacific Northwest. With the development of the Centralia project, the Pacific Northwest will have its first major coal-fired thermal electric generating plant. This State has a long history of coal mining that diminished with the passage of coal-fired steamships and locomotives but is now reviving with the growth of electrical power demand. Because this 1,400 row plant is to be supplied with surface-mined coal, it is particularly appropriate that this area be the setting for a talk on factors influencing the growth of surface coal mining in the West. During the course of my talk, I will touch on a number of factors including electric power demand, coal resources, production trends, environmental considerations and trends in State and Federal activities that I feel will influence surface coal mining in the West. Total electric power consumption by the year 2000 is expected to reach 9.4 trillion kilowatt-hours. Predictions of total coal consumption for electric power generation by that year range from a low of 845 million tons to a high of 1,520 million tons, or 2.6 to 4.7 times the amount used for this purpose in 1970.

Sustainable development has brought social, environmental and energy efficiency concerns together with management and governance of natural resources. Cement manufacturing, an energy- and natural resource-intensive industry, is adapting to meet sustainable development goals. Emission standards for cement plants and increasing energy costs have lead to changes in the use of natural resources and recycled materials. Utilizing pozzolans or supplementary cementitious materials (SCMs) as mineral admixtures in blended cement or as a substitute for cement in concrete lowers energy costs and CO2 emissions. Although the western U.S. is rich in natural pozzolans, artificial products, particularly fly ash, have greater use as mineral admixtures. Pozzolans and SCMs have many beneficial properties, such as preventing alkali-silica reactivity, a common problem in the western U.S. Barriers exist for mineral admixtures in the cement and concrete industries because of past inconsistencies in quality or availability. New environmental regulations on the primary industries producing artificial mineral admixtures could adversely affect the quality and quantity of these materials in the future.

Rockfall and unstable rock slopes can be effectively controlled by utilizing steel wire rope net systems, either as barriers or as slope draping. The chief advantage of such systems over rigid type barriers is the flexibility of wire rope netting, permitting kinetic energy dissipation, yet providing high strength and consequently low maintenance. A review of the design considerations involved with these systems, as well as a review of several mine and non-mine installations is presented with the hope that the information may contribute to the safety against the dangers of rockfall and other mine hazards in active and abandoned mines.

INTRODUCTION A safe heat stress control strategy for an underground mine has three elements: Application of an environmental measure which reflects physiological strain with sufficient accuracy for the range of conditions encountered underground. Acceptance of a functional relationship between the environ- mental measure and human performance which is used to optimise the environmental conditions achievable with either ventilation or ventilation and refrigeration. A management control strategy based on the environmental measure which is designed to ensure that work in environments where excessive physiological strain may occur is prevented and corrective action is initiated. The environmental measure that reflects physiological strain is the link between the three elements and, since the turn of the century, the discussion of the merits of various indices has been prolific. One problem in selecting a suitable measure or index is the ease with which it can be physically obtained relative to accurately reflecting the physiological strain. For example, wet bulb temperature is simple to measure and, for a particular mining sys- tem, it may adequately represent physiological strain, however, it would not necessarily provide the same relatively safe measure in a different mining system. The acceptance of a measure which can be universally applied has been confounded by both development and predisposition. That is not to say that there is only one "correct" measure and all others are unsuitable. It is self evident that if the application of a particular index has resulted in adequate control, then that mea- sure is correct for that situation. However, an understanding of the limitations is necessary to ensure that adequate control is maintained as mining conditions change. Almost 100 years after the question of heat stress in mines started to be dealt with in a collective manner, an analysis of the available information is leading towards a general strategy to control this problem. In the paper, the developments in heat stress assessment are briefly examined and followed since the earliest published observations on the effect of heat in mines (Haldane, 1905), efforts to determine a relationship between an environmental measure and human performance are reviewed and summarised and the benefits of control strategies such as acclimatisation and shortened shifts are discussed as they relate to Mount Isa Mines. The results of testing the prototype air cooling power instrument are discussed and a heat stress control strategy outlined. HEAT STRESS AND AIR COOLING POWER The operation of the human engine is analogous to other engines where the conversion of chemical energy from the oxidation of fuel to useful mechanical energy is not 100% efficient. In a diesel engine it is about 33% and in a human engine less than 20% resulting in at least five times as much heat produced by the meta- bolic process as useful work done. Metabolic energy production is related to the rate at which oxygen is consumed and is about 340 W for each litre of oxygen per minute. Using measured oxygen consumption and an average body surface area of 2.0 m2, the approximate metabolic energy production associated with different mining tasks is (Morrison et al. 1968):- • Rest, 50 W/m2 • Light work, 75 to 125 W/m2 (machine, LHD or drill jumbo operators) • Medium work, 125 to 175 W/m2 (airleg drilling, light construction work) • Hard work, 175 to 275 W/m2 (barring down, building bulkheads and timbering) • Very hard work, over 275 W/m2 (shovelling rock) Heat balance is achieved when the rate of producing heat (the metabolic heat production rate) is equal to the rate at which the body can reject heat mainly through radiation, convection and evaporation. Heat exchange between the lungs and the air in- haled and exhaled is normally less than 5% of the total and there- fore usually ignored. Any heat not rejected to the surroundings will cause an increase in body core temperature. Since heat stress is related to the balance between the body and the surrounding thermal environment, the main parameters required to be known when determining acceptable conditions are those associated with the heat production and transfer mechanisms. These can be summarised as follows: Metabolic heat production rates (M - W) Skin surface area (A3) (and effects of clothing) Dry bulb temperature (t[ ]) Radiant temperature (t[ ]) Air velocity (V) Air pressure (P) Air vapour pressure (e [ ]) The rate of heat transfer to or from the environment depends on the equilibrium skin temperature t, and the sweat rate S,. These in turn depend on the response of the body to the imposed heat stress and the effect of thermoregulation (Stewart, 1981). Thermoregulation The body contains temperature sensitive structures which send impulses to the brain at a rate depending on the temperature. Both hot and cold signals can be differentiated and the thermoregulatory response ahivated according to which signal pre- dominates. If "cold" signals are dominant, body heat loss is re-

Introduction People, systems, methods, and organization make up maintenance productivity. Methods promote efficiency in operations, systems ensure consistency and continuity, and organization maintains direction and control. The common denominator in these techniques, though, is people. Management systems can be technically correct, but fail to work because management systems do not work by themselves - people make them work. Therefore, the foundation for mine maintenance productivity must begin with the people involved. Traditionally, the emphasis placed on mine maintenance, as opposed to production, is not proportional to the impact that maintenance has on a mining operation. The performance and productivity of mine maintenance substantially affects the operating costs, revenues, and profits of the mine. The mining industry has recently experienced a period of economic depression. While it has created financial problems in all segments of the industry, it has caused the industry to focus on the need for improved productivity. Mining companies that have made investments in productivity during this period will have a competitive edge during the recovery, and mine maintenance may be the best place to put that investment. Future lost production and maintenance cost problems can be avoided if mine management has the foresight to seize the opportunities that now exist. Background Technological improvements over the last 30 years have been dramatic in the industry. Before these changes, mining equipment was not very sophisticated. So maintenance needs were not very sophisticated. Maintenance people were not required to have any formal training in mechanical or electrical skills. At many mines there was no formal maintenance organization. The mechanic was a part of the section crew and received direction from the face boss. Mine maintenance was not a function, it was a task. Technological change in mining came about in response to an expanding economy and greater demand for mined products. The past 20 years brought about a change in the kind of individual needed to mine ore and coal, and an even greater change in the person needed to maintain equipment. Equipment went from mechanical and pneumatic to complicated electrical and hydraulic. Maintenance progressed from being a task to being a function. Types of Mechanics Mine maintenance workers can be grouped into three categories based on experience: mechanics with more than 20 years, five- to 10-years, and less then five years. These groupings have influenced mine maintenance productivity. The 20-plus mechanic has been the foundation of the maintenance force. He had no formal training and his skills were acquired on the job. As new equipment was introduced, he learned to repair it by trial and error. Not all of what he learned was correct. Personal initiative and conscientiousness are characteristics of this group. They have experienced the bad times and the good, and appreciate the opportunity to work. The five- to 10-year group worked with the older, more experienced mechanics to acquire maintenance skills. These mechanics came in during industry boom times, and many progressed quickly by being in the right place at the right time. Many in this group have difficulty with diagnostic trouble-shooting, and depend on changing out parts to identify problems. This group is generally more mobile and less apt to have a strong work ethic. Mechanics with about five years experience have vocational training, some formal education or basic skills training. Like the five- to 10-year group, these miners are mobile and tend to move readily to satisfy their changing needs. These two younger groups are less apt to feel any loyalty to the employer or obligation to be productive. Their attitudes and abilities reflect the influence of their general age groups, and has a definite impact on mining productivity. Past Requirements In the 1960s, the basic requirements for a maintenance supervisor was that he be a top mechanic, get along well with the men, and be a hustler and improviser. He learned the details of new equipment as repairs were needed. Oftentimes, this individual would be the only person on the property with the ability to read prints, use diagnostic testing equipment, and troubleshoot using an analytical approach. This approach to maintenance is sufficient when the equipment design is reasonably uncomplicated. Management Changes As technology progressed, organized labor gained strength, government regulation increased, and the job of supervising and managing people had to change. This summary of international mineral exploration activities for the year 2013 draws upon information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities performed by the mineral industry. Three sources of information are reported and analyzed in this annual review of international exploration for the year 2013: 1) budgetary statistics expressed in U.S. nominal dollars provided by SNL Metals & Mining (SNL) of Halifax, NS, Canada (formerly Metals Economics Group (MEG); 2) regional and site-specific exploration activities that took place in 2013 as compiled by the USGS; and 3) regional events that affected exploration activities, including economic, social and political conditions, that were derived from published sources and unpublished discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources are used to develop commodity and regional compilations, reported statistics may vary depending on the source and type of data that are being reported. The SNL data summarize planned company budgets for worldwide exploration activities in 2013 for 20 nonfuel mineral commodities based on surveys returned by companies primarily focused on precious metals (gold, platinum-group metals and silver), base metals (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (coal, iron ore, phosphate and potash), and specialty commodities (diamond, lithium, niobium, rare-earth elements, tantalum and uranium). Information on uranium exploration activities was included in the MEG overview for the first time in 2007. MEG included data on the commodities lithium, niobium, phosphate, potash, rare-earth elements and tantalum for the first time in 2010 because of the increased topical significance of these commodities. Since 1999, companies with exploration budgets of $100,000 and greater were included in the MEG and SNL compilations. SNL budget estimates exclude aluminum, coal, and oil and gas. Budget estimates for iron ore have been compiled since 2011 but reported separately. The post-1999 budget surveys by MEG and SNL cover at least 90 percent of world?s reported nonferrous, nonfuel mineral exploration budgets; the 2013 survey is reported by SNL to cover an estimated 95 percent of these budgets. The 5 percent that is not covered is accounted for by companies that chose not to participate in the SNL survey, private companies that do not publish their budget data, and government-funded exploration activities.

"INTRODUCTION DC Water’s First Street Tunnel (FST) is comprised of a collaborative effort between DC Water, DC Water’s Project Consultants Organization (PCO) led by Greeley & Hansen and McMillen Jacobs Associates and the design-build team of Skanska, Jay Dee, and Parsons Brinckerhoff. The fast-track project includes elements that were designed by the PCO and released for construction by DC Water prior to Notice to Proceed (NTP) and elements designed by the Design-Builder from 30% to released for construction after NTP. This required effective communication and technical coordination for integrated engineering and efficient construction. The project, constructed in an urban residential neighborhood, included innovative construction methods such as multiple location ground freezing, utilizing a centralized freeze plant, to minimize community impact. The means and methods chosen for cast-in-place shaft linings, precast segmental tunnel lining, microtunneling, sequential excavation method (SEM) adits and near surface elements reflected the immediate and sensitive surroundings, which varied by construction staging area (CSA). Technical aspects of the project, relative to the evolution from pre-bid to construction documents, are discussed along with modified designs to suit means and methods. SCOPE OF WORK In 2012, four major storm events swept through the District of Columbia and hit the Northeast Boundary sewer shed particularly hard with the neighborhood experiencing severe flooding. The extreme nature of the flooding, the damage to private property, and the health risks associated with exposure to sewage led to a multi-agency response and community calls for answers and action. The Mayor assembled a Task Force to evaluate a range of potential actions to address combined sewer flooding including engineering, regulatory, code revision, and management improvements. The Northeast Boundary Neighborhood Protection Project was the outcome of the Mayor’s Task Force; it is a three-step infrastructure initiative designed to offload the undersized sections of the existing collection system that serves the Northeast Boundary drainage area by implementing the McMillan Stormwater Storage Project, First Street Tunnel Project and the future Northeast Boundary Tunnel Project. Until the Northeast Boundary Tunnel Project is completed, the First Street Tunnel Project will add 8 million gallons of combined temporary sewer storage in a new tunnel under First Street NW to relieve undersized sewers that traverse the Bloomingdale neighborhood."

I consider it an honour to be the opening speaker in this afternoon's session on "Canadian Exploration". I also think it most appropriate that this joint meeting of the MMIJ and AIME should consider this subject, because Canada is a major exporter of mineral products and Japan and the United States are our two largest customers. Clearly, therefore, both countries have a valid interest in developments on the Canadian minerals scene. I represent the Mineral Development Sector of the Canadian Department of Energy, Mines and Resources. I will therefore speak from the point of view of the Federal Government. At this point I would like to acknowledge the help and constructive criticism I have received from several of my colleagues in Mineral Development Sector in the preparation of this paper. In any discussion of exploration in Canada, it is essential to emphasize at the outset that Canada has a federal system of government, with powers shared between Ottawa and the provinces. Under our constitution, the federal government has jurisdiction over the north, and over offshore areas, while the provinces own the natural resources within their boundaries. They control the systems of land acquisition for exploration and the terns under which mining titles are issued, and are therefore able to determine the rate and conditions of exploration and development of these resources. It follows that the Federal Government can influence the exploration and development of the provincial resources only indirectly by consultation with provincial authorities. However, once the resources are developed and begin to flow to market, the Federal Government can exert a much stronger influence because of its constitutional right to control both inter-provincial and international trade, as well as through its general fiscal and tax powers.

Since early 1973, the Pennsylvania Department of Transportation (PennDOT) has been actively engaged in the utilization of coal mine refuse in the design and construction of highway embankments. The Soils and Geological Engineering Division of the Bureau of Materials, Testing and Research has the task of managing the program which includes field investigations, laboratory testing, engineering evaluation, planning, coordination, implementation, construction control, and review of construction performance. The objectives of the utilization program, in removing colliery refuse banks and utilizing the material in construction, are the environmental and aesthetic rehabilitation of those areas in the Anthracite and Bituminous coal fields which have been plagued for such a long time by air and water pollution, and unsightly landscapes; and the economic rehabilitation of those areas occupied by refuse banks by providing usable land which can now be developed as residential, business, or industrial sites.

Numerous worthwhile benefits accrue to the industrial organization that is supported by a maintenance organization performing at a world class level. That organization will be favored with consistently reliable production equipment. It will be assured of meeting production goals. Its product will exceed marketplace standards. Its customers will see them as a quality organization. Its employees will enjoy job satisfaction and the plant will realize continuing profitability. Every industrial plant aspires to achieve ?world class? status knowing it can compete favorably with the best, most profitable organizations in the world. The trick is to achieve the attributes that qualify your organization for world class status. But there are no world class maintenance organizations. Rather, there are world class industrial organizations that include a world class maintenance organization. Maintenance, by itself, is a service provider, dependent on the support and cooperation of other departments. When that service is exceptional, it is made that way because maintenance is operating in a plant environment that requires it to be exceptional. Managers have created an environment in which maintenance can be exceptional. The plant, mine or facility manager must acknowledge from the start that maintenance is not a stand-alone effort of a plant maintenance department. It will require the joint efforts of all plant departments. Quality material support and full cooperation from operations, for example, are among the essential requisites for effective maintenance and achievement of world class maintenance status. When attributes such as these are reinforced by dedicated plant managers, profitability soon follows.

Flotation tests were carried out on 6 coal samples of different rank as well as their oxidized samples. A mixture of diesel oil and alcohols was used in these tests. Surface oxidation caused a distinct decrease of the flotation recovery with some improvement in the grade The reduction in the recovery increased with increasing the concentration of the oxidizing agent. The floatability of low rank coals was affected by oxidation to a higher degree than medium and high rank coals. The recovery size curves of oxidized samples mere similar in shape to that of non-oxidized coals.

Ever since the early '60's there have been efforts to develop and produce reliable continuous haulage systems capable of taking the full output of a continuous miner and transporting it, in one continuous flow, from the face to the tipple. The majority of the continuous haulage systems which have been most successful to date were placed in operation in the early '70's and were all of the bridge conveyor type, usually consisting of bridges and mobile bridge carriers attached at the inby end to the continuous miner and at the outby end to the panel conveyor itself. These successful bridge conveyor type continuous haulage systems were, and continue to be, either of the belted or chain type. Undoubtedly, the most successful belt type continuous haulage systems are those manufactured and marketed by the Long-Airdox Company. Until early 1977, the most successful chain conveyor type haulage systems were manufactured and marketed by Jeffrey Mining Machinery Division. In 1977, Long-Airdox reentered the market with a chain type system to complement its belted system. I say "reentered" because the original bridge type continuous haulage system was introduced to the coal mining industry in the early '60's by the old Long Company, a predecessor of the current Long-Airdox Company, and those original units were of the chain conveyor type.

To operate the Morris Fork Preparation Plant with a closed water circuit has been an elusive goal for Union Carbide. The benefits of a closed circuit have never been questioned. The removal of fine solids from washery water makes possible the recirculation and reuse of the water. Heavy media drag tanks and other separating machines perform better and more consistently with washery essentially free of fine solids. Finally, the production of a clarified effluent makes unnecessary the sludge ponds usually associated with a coal preparation plant. Why then do I say elusive? Because, since plant design was completed in 1970 we have been in hot pursuit of an ever-growing fine solids problem. In four years the minus 28 mesh material in the plant feed has nearly doubled. The replacement of conventional sections with continuous mining machines has led to a lowering in size and quality of product from the mine. In addition, increasing emphasis underground on roadway clean-up has contributed to the fines problem.

Montana Tech is located in the historic mining town of Butte, MT and is adjacent to the Orphan Boy mine. This abandoned underground mine will be the heat source for a down-hole heat exchanger (DHE)/heat pump system. The mine was abandoned in the 1950?s and has since filled with water to within approximately 30 m of the surface. The shaft is composed of a 245 m vertical shaft connected with horizontal crosscut drifts at 60 m and 150 m below the water level that connect to a large stope with approximately 1250 million liters of water at a consistent 75-78°F temperature. The intent is to build this heating system to augment or fully heat a newly built 2,000 m2 building on the Montana Tech campus. As designed the system uses ?off-the-shelf? parts making the basic configuration straightforward with the exception of the DHE?s which need to be placed into the vertical shaft. Because there is little or no examples of placing the heat exchangers in a vertical shaft, the primary focus of this work was to model the heat exchanger placement and configuration in the vertical shaft such that thermal currents develop between the stope and vertical shaft in, via the horizontal crosscut drifts, in order to move the water and thereby provide the required energy. This study includes the modeling of water flow, temperature profiles, and the heat contribution from the surrounding rock walls.

Whisker growth during the reduction of iron ores The phenomenon of whisker growth can be observed in a number of solid-state crystallisation reactions, which, apparently, appear in6 the first instance as though they are two independent processes. From such reactions, one can find the whisker type of crystallisation on solid bodies. These examples show, that the whisker growth is neither due to certain crystal forms with predetermined temperature and pressureranges, nor to parameters, which, ad hoc, are necessary for the crystallisation. In all cases the whisker formation seems to depend on nucleation and the availability of crystallizing material in direct environment of such a nucleus, under given parameters of a system. One can generally state, that the research of whisker growth with the aim of establishing proper physical laws, to determine the foundamentals of whisker formation and whisker growth, is at present under active study. We can conclude that, although a great number of hypothesis have been proposed; no concluding theory has yet been arrived at. In the institute for ferrous metallurgy of the technical university of Aachen, research works are undertaken to find an explination to various metallurgical phenomena through help of whisker growth which was observed under varying conditions of iron ore reduction. This was possible by using refined microscopic techniques through which the whisker growth on solid oxyde substrates is detected. This refined technique combines the latest methods of surface examination with the help of stereo-scan-electron-microscope and proper and carefull preparation of surface to be stereo-scanned.

Separation of dolomite from phosphate is the most challenging problem in phosphate mineral processing. Over 50% of the future phosphate reserve in Florida contains too much dolomite to process using the current industry practice. The current phosphoric acid production practice requires less than 1% MgO in the phosphate concentrate as the feed material. The Florida Industrial and Phosphate (FIPR) Institute has collaborated with worldwide experts in the field to address this issue. As a result, the industry is now offered three feasible options. Option 1 offers three methods for reducing MgO content in the concentrate from the Crago process, including adding a dolomite depressant in the rougher flotation step, dolomite flotation of the cleaner concentrate, and scrubbing the cleaner concentrate in quartz sand. These methods could reduce MgO content in the final concentrate by 20–40%. Option 2 involves crushing and grinding of high-dolomite phosphate pebbles followed by dolomite flotation at slightly acidic pH using a new collector that does not require phosphoric acid as a phosphate depressant, achieving a final concentrate analyzing less than 0.9% MgO at about 87% P2O5 recovery. Option 3 is a gravity separation technique using an innovative separation jig, and its full potential remains to be demonstrated.

This paper deals with problems of groundwater development in an insular circum-Pacific environment, and is not oriented as such to mining and mineral development. Nonetheless, because a reliable water supply is necessary for most mining and related support activities, and since water supplies are limited in many insular parts of the Pacific Basin, groundwater development is a subject which must be frequently addressed. Because many in the audience may be already familiar with groundwater development for continental environments, I have chosen to deal with groundwater occurrence and development problems which for the most part are unique to insular environments. In such environments, the local geology plays a critical role in determining groundwater occurrence and its suitability for development. The three examples discussed in this paper-Hawaii, Guam, and the Marshall Islands-were selected because they illustrate groundwater occurrence in a wide range of geologic conditions. For example, the Hawaiian aquifers consist primarily of basaltic lavas, while Guam is made up of andesitic lavas and coral reef limestones, and the Marshall Islands are coral atoll deposits. Despite differences in aquifer size and rock types, the principal mode of groundwater occurrence at the three sites is similar; thus, development strategies are also similar. Figure 1 shows the location of the three sites.

Use of radio frequency identification (RFID) technology to solve informational needs in isolated and restricted underground mining environments will be reviewed, giving specifications of some past and currently available systems. The advantages and disadvantages of using various frequencies, system configurations, and specific components, including their construction standards and capability, will be discussed. The remaining challenges to more widespread use of RFID systems for personnel and vehicle tracking will be identified, and recommendations concerning operating environment capabilities will be detailed. Finally, the ultimate requirements for maintaining system integrity during and following a coal mine emergency will be discussed.

The mining and minerals extraction industries have often been demonized by the public as industries that put profits and production before people. It is true that the inherent danger of the work has led to more fatal accidents than anyone associated with the industry would care to remember. But, in stark contrast to what has often been said, the truth of the matter is safety is now the top priority of every miner, from the face of the longwall to the executive boardroom. Without safety, nothing else matters. This message was told and retold by representatives from some of the world?s top mining and petroleum companies from Oct. 11-13 during the inaugural Safety and Reliability in the Mining and Resources Industries Conference in Calgary, Canada. The meeting was hosted jointly by the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) and the Society for Mining, Metallurgy, and Exploration (SME). It was the first of a series of conferences to focus on these important topics. Next year, the conference will be held in Minneapolis, MN from Nov. 13-15.
