The Companhia Vale do Rio Doce in Brazil operates one of the most extensive systems in the world for the mining, transportation, processing, pelletizing and shipping of high grade hematite iron ore and pellets. Current shipping of unbeneficiated, sized, high grade ore from its ports at Tubarão and Vitória is now at the rate of 17,500,000 metric tons annually. An increase in this annual rate is now under study. Using the technology and facilities of Lurgi (1) and Arthur G. McKee company CVRD undertook a program to process and pelletize two types of fines - "Blue Dust" and ?Itabira Fines?. Blue Dust is a high grade fine ore which was bypassed while mining the direct shipping ores and which, also, exists as a very large ore body called the Conceição Mine. Itabira Fines is a lower grade of fine ore which is comprised of in-situ fines and, also fines which are generated in sizing the direct shipping ores for a rigid specification market.

An atmospheric ammoniacal thiosulphate leach system was developed to recover gold and silver from residues of the ammoniacal oxidation leaching of sulphidic copper concentrates. Extractions of 88 - 95% Au and 83 - 98% Ag were attained within 2 to 4 hours at 40 - 60°C in thiosulphate leaching of the oxidation leach residues of Manitoba chalcopyrite concentrates analyzing 24.6% Cu, 0.18 oz/ton Au and 4.26 oz/ton Ag and a complex British Columbia chalcopyrite/tetrahedrite concentrate analyzing 18.5% Cu, 0.27 oz/ton Au and 276 oz/ton Ag. Parameters affecting the Au and Ag solubilization included thiosulphate, ammonia, and cupric ion concentrations, temperature, retention time and the degree of Cu extraction and sulphide oxidation in the primary oxidation leach. The precious metals were recovered from the thiosulphate liquors by zinc dust cementation.

Removal of particulates and/or metal ions from mineral/coal processing waste water is a necessity from the environmental point of view. This paper describes application of a novel AC- electrocoagulation technique to remove the particulates as well as metal ions using AC power. A series of laboratory tests conducted on a stable black water sample obtained from a sub-bitminous coal operation provided a clear supernatant (-10 NTU) from the suspension. The process also shows promise in removal of up to 90 percent of phosphate ions and other metal ions (copper and nickel) from solution. A preliminary economic evaluation of the process will also be included.

The Shoreline Consolidation Sewer is a CSO control project in Cleveland, Ohio that requires the installation of 5,000 feet of 72-inch inside diameter pipe using microtunneling methods. After award, the contractor submitted a value engineering proposal to eliminate two deep shafts and install the tunnel in two drives instead of four. In an example of successful collaboration, owner, contractor, and engineer worked together during the initial construction stages to modify the design and update the contract documents. This paper examines the importance of exible requirements in contract documents and a collaborative environment between all parties to successfully deliver a project.

The objective of this investigation was to compare the results of counter-current flotation column versus conventional flotation cell for the cleaning of a sulphur ore and its discrete size fractions. The tests were carried out using diesel oil as a collector and alcohol as a frother. Generally, flotation column produced concentrates of higher grade. For example, the grade of a rougher concentrate for a given feed obtained with the column increased by 33% higher than that produced with the flotation cell. Such higher grade could not be obtained using conventional cell even after 3 cleaning stages. Moreover, the column gave superior results for flotation of fine and ultrafine particles.

Heap leaching has become one of the prime technologies used for the recovery of precious metals from low-grade ores over the past ten years. The recovery process involves mining and stacking the ore on engineered leach pads, with or without crushing and/or agglomeration, followed by leaching with a low concentration sodium cyanide solution. The metal-bearing, pregnant solution is then processed by zinc precipitation or activated carbon absorption to extract the precious metals. The leaching process continues until all economic metal values are removed at which time the spent heap leach pads, the leached materials and excess process solutions require decommissioning. The management of these solutions may present a potential challenge for successful and environmentally sound decommissioning due to their composition, volume or continuity of generation from the spent ore even though active leaching has been terminated. The principal objectives of solution management in decommissioning spent heap leach pads are to meet all operative environmental regulations in a cost-effective manner and to leave the pads in a condition where they do not present a long-term liability either to the operator or to the environment. This involves the reduction in volume of the residual process solutions and/or treatment of these solutions to where they meet applicable water quality criteria. In the past, the environmental and economic aspects of decommissioning and solution management have been overlooked or under-estimated during the planning of mining operations. As a result, there is a potential for long-term liabilities and costs to be recognized only at the end of active leaching, a time at which operating revenues and cash-flow are minimal. Therefore, the decommissioning process requires addressing at the mine planning stage and agencies now require that a plan for solution management after the cessation of operations be submitted prior to initiation of mining. This paper discusses aspects of process solution management during decommissioning, both in terms of quantity and quality, and how potential issues may be recognized and planned for in the initial stages of heap leach design.

The Bureau of Mines has evaluated the effectiveness of the safety elements used to prevent tunnel methane explosions. These fa1l under the general categories of better ventilation, better gas monitoring, reducing ignition sources, and improved worker training. For this evaluation, a technique called fault-tree analysis was used to analyze questionnaire responses from 27 tunneling experts. This analysis allowed us to rank the effectiveness of each safety element, and indicates where money is best spent to reduce the chance of a methane explosion. Results indicated that large decreases in the explosion hazard only take place with the simultaneous application of several elements. Most of these involve a human component - the everyday vigilance and awareness of those working underground.

The investigation, selection, and implementation of remedial activities for large, complex mining and milling sites is dependent on the cost-effective management of tailing and waste materials. Site investigations evaluate the contaminant source areas, assess the potential release rate of contaminants, and determine the acceptable contaminant release rate for the site. Selection of appropriate remedial activities is based on evaluation of constructability, reliability, performance, effectiveness, permanence and cost. Remedial technologies available for tailing and waste material include removal, consolidation, capping and drainage control. Proper implementation and documentation of the selected remedial activities are critical to the overall success or failure of the remedial program. A step-by-step process, established at the initiation of a project, should accurately document all construction activities, monitor environmental conditions at the site, assess the performance of the remedial activities, and, ultimately certify that the remedial activities have met relevant and appropriate standards. Case histories are presented for a uranium mill at Uravan, Colorado and a lead, zinc mine at Gilman, Colorado. These case histories provide examples as to the combination of remedial technologies that have been applied at these specific sites.

The wide scale acceptance of the heavy media separation is due to its simplicity and efficiency. The two most important variables of the process are specific gravity and consistency of the medium. The latter is a function of the settling rate of the media solids. The almost always present clay in the feed and conse¬quently in the medium acts as a stabilizing agent, and its optimum concentration varied between 3-4%.(1,2) Since polymers essentially perform the same function in oil well drilling muds - i.e. to suspend cuttings during drilling - as the fine clay in heavy media separation, this led to the investigation of whether polymers could be used in heavy media separation as supporting agents. During the first phase of the work, it was found that by the controlled addition of polymers, the stability of the heavy media increased without unduly increasing viscosity of the suspensions, thus yielding conditions for more effective and efficient separation. The results of the experiments were reported in a paper at the AIME Centennial Annual Meeting, March 1971.(3) This paper presents the results of the experiment carried out during the second phase of the work.

Wheel loaders were first introduced shortly after World War II as small machines designed for handling loose materials in various industrial and processing applications. It was not until the early 1950?s, however, that machine size permitted widespread loading of loose or stockpiled material into on-highway type trucks. An ever increasing number of machines continue to be used for this purpose today. In fact, it is by far the major use for wheel loaders in mining and quarrying. Many of these loaders were working at mines or quarries handling in-process or finished material and some were doing shovel clean-up. It was quite natural then, when the primary pit loading shovel was down, to attempt to maintain some production by replacing it temporarily with the wheel loaders. Most of these attempts were not very successful, however, until the really large wheel loaders, 4- to 6-yd. size were introduced in the early 1960's. Since that time these machines have proven they can be productive and economical primary pit loading tools, a job that was once the exclusive domain of the power shovel. To be competitive with the shovel however, conditions must exist or be made to exist, that will be favorable for the wheel loader.

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. The paper presents the results of a study which involved collection and analysis of airborne pollutant concentration data in two producing underground room and pillar metal mines which use diesel powered equipment in the area near the face. The results include the concentrations of CO2, CO, NO, NO2 and respirable particulate matter measured with the latest portable instruments, and the carbon and hydrogen contents of the particulate matter samples determined by combusting them in a Elemental Analyzer. The carbon and hydrogen contents are used to estimate the amount of diesel particulate matter in the mine ambient air. The short term grab sample concentration data, although not suitable for determining compliance with ACGIH Threshold Limit Values (TLVs), are related to the TLVs so that they may be compared conveniently. Lognormal frequency distributions and the arithmetic mean of the concentration measurement data are used to compare different mine situations. Conclusions are drawn as to which pollutants are most important to control under actual mine production conditions.

This paper describes the practices and methods used in a study of Time Domain Reflectometry (TDR) as an inexpensive deformation monitoring tool in underground excavations at the Waste Isolation Pilot Plant (WIPP). The WIPP is being developed near Carlsbad, New Mexico, for the disposal of transuranic nuclear wastes in bedded salt 655 m (2 150 ft) below the surface. Data collected from WIPP geomechanical monitoring are used to characterize conditions, confirm design assumptions, and understand and predict the performance of the deep salt excavation. The geomechanical monitoring program encompasses numerous geomechanical monitoring techniques ranging from inspection of observation boreholes to advanced radar surveys. In 1989 TDR was introduced as a monitoring tool with the installation of 12.7 mm (0.5 in) diameter TDR cables in the underground excavations. In 1993, a new TDR system was installed in a separate location. Based on experience with the previous installation, enhancements were implemented into the new TDR system that: 1.) extended the period of performance by increasing cable diameter to 22.2 mm (0.875 in), 2.) increased accuracy in locating areas of deformation by aligning cables with nearby observation boreholes, and 3.) improved data acquisition and analyses using a standard laptop computer, eliminating the chart recorder previously used. In summary, the results of a correlation between the TDR signatures to nearby observation boreholes and geomechanical instrumentation will be presented.

This paper does not deal with the typical start-up issues of equipment, production capacity or work force. This is a description of the challenges faced and the changes made by the project team to bring to fruition the reconstruction of Port Inland. Many honored traditions and norms had to be overturned to find the winning combination that provided the productivity, flexibility and cost necessary to survive in today's competitive minerals environment. This paper covers the innovation in terms of machinery, operations, and management philosophy that permitted the renovation and reopening of Port Inland as a commercial limestone producer in the spring of 1992. Port Inland, constructed by Inland Steel in 1930, operated as a captive source of metallurgical grade limestone for the steel industry until its closure in 1989. Located in the Upper Peninsula of Michigan on the north edge of Lake Michigan, the operations consist of a deep water port facility with crushing, screening and stockpile storage for 500,000 tons of finished product at the port. Ninety-nine percent of the stone is shipped via lake boat to ports within the Great Lakes. The operation is unique in that both metallurgical Dolomite and Limestone are produced on site. In 1930, Port Inland was at the fore front of technological advancement. It was the first major mining operation to use roller bearings and other equipment innovations. Over the 60 years of operation, Inland Steel placed emphasis on steel making technology and iron ore mining at the detriment of the limestone operation. By the early 80's, Port Inland was no longer a leading competitor. Inland Steel, unable or unwilling to spend the capital to modernize, closed the facility in the fall of 1989.

The MODSIM mineral processing plant simulator is used to find optimal combinations of target separation specific gravities in a typical modem coal washing plant. A plant that is set up with these optimal targets can deliver up to 10% more yield at the same ash content as the same plant set up with separation targets chosen by conventional methods. MODSIM is the only simulator currently available that can simulate the liberation of pyrite and other mineral matter during open-and closed-circuit grinding operations. The simulator can therefore be used to assess the benefits of grinding operations in the flowsheet.

The purpose of this paper is to present the key elements in a system; study of the electrical system for a timing and/or tilling operation. The ability of an electrical system to function in a reliable fashion at its proper levels is essential for an operation to be successful. A system study consists of a load study for determining the capability of the electrical network to provide power to the various loads and a short circuit study for determining the capability of the electrical protective equipment to properly protect against fault conditions. The sequence of events in a system study is data acquisition, determining the electrical parameters and analyzing the ability of the system to meet these requirements. If the system is small, herd calculations will be the manner in which the study will be conducted; if it is large then commuters will be used. A load study has as its objectives the determination of the capability and reliability of the source of power, transformers and conductors to satisfactorily deliver power to the loads at an acceptable voltage level. The Information required is a single line diagram showing the source, transformers, conductors and loads.

Introduction During the last decade, the metallic minerals segment of the industry could be categorized as a "feast-or-famine" business. It is no secret that metallic minerals are cyclical. Employment opportunities greatly depend on the supply and demand for its mineral products. It is also not unusual for there to be a lag between the industry's manpower requirements and academia's ability to produce new graduates. Due to this lag, there will be years with manpower shortages, as in the mid-1970s. At other times, supply will exceed demand. The question is where will the jobs be in the years to come? This presentation will review reasons why employment opportunities have declined within the metallic minerals industry. It will also predict future demand for mineral engineering graduates. And it will outline strategies for obtaining an employment offer. Historical Review - Employment From 1977 through 1983, about 75% of all metal mining employees were directly engaged in production activities, down from 83% in 1965. This decline reflects increased use of labor saving equipment, and more government regulation and foreign competition. Metal mining's employment decreased from 74,000 jobs in 1982 to fewer than 68,000 in 1983 - an 8% decline. The overall industry is having these problems because of the general downturn in the economy. For example, at the beginning of this decade, US automobile and steel industries were in trouble. Interest rates were too high and volatile. This adversely affected construction, housing starts, and manufacturing. All these industries, being large users of base metals, drastically affected the metals industry. US copper companies are still having problems. Reports indicate that many copper employers have cut production, laid-off workers, and permanently closed mines, refineries, and smelters. A decline in the demand for US produced metal products, such as copper, obviously affects some mineral engineering employment opportunities. Other factors to consider when looking at employment opportunities and why it has become difficult for US metal producers to compete in the world market include: • The grades of ore bodies of many US minerals are considerably lower than the grades of ores being mined elsewhere in the world. • The grades of ore bodies currently being mined in the US are steadily declining. • Foreign producers are largely government controlled and are not necessarily subject to the realities of supply and demand. • US environmental regulations have considerably added to production costs. Foreign producers in most countries do not have to worry about these additional costs. • US mines are getting deeper. This adds to the cost of production because of the increasing distance the ore has to be transported. • Plants and equipment are outdated. Many companies find themselves operating with equipment and plants that need modernizing or replacing. This obviously hinders competitive productivity. • Labor and management have had problems. Work stoppages in certain mining businesses and high wage and benefit costs in relation to foreign producers place US producers at a disadvantage. • Much land is unavailable. The US government owns most of the land considered to have the best potential for minerals development. Most of this land is unavailable for mining or exploration. Therefore, it appears that finding employment with a company whose primary business is mining and processing most metals, such as copper, in the US will be quite restricted and competitive. Future Demand It is difficult to anticipate what key employment opportunities within the next few years will be available to mineral engineering graduates. The Engineering Manpower Commission estimated that US engineering schools awarded 72,471 undergraduate degrees in 1983 vs. 66,990 in 1982. This was the eighth consecutive year in which the number of baccalaureates awarded has increased. On a brighter note, the US government's Occupational Outlook Quarterly stated that the growth rate through 1995 for all engineers is an encouraging 49% over present levels. The 150 MWe circulating fluidized bed (CFB) power plant described in this paper is the product of recent Bechtel experience in the industrial power and steam market, where the economic feasibility of fluidized bed projects has been proven. The inherent ability of CFB boilers to burn low grade fuels makes it possible to also burn low ranking coals or coal wastes, including anthracite culm, coal mine rejects, and coal wash plant waste slurry. The impact of fuel characteristics on plant design is addressed. This includes solids handling, steam generation, sulfur capture, and auxiliary load requirements.

The paper describes the unique operating features of the Lebanon Concentrator Plant wherein both magnetic concentration and froth flotation are used. Chalcopyrite is selectively floated by the use of dual collectors, Aerofloats and secondary butyl xanthate. Both potassium ethyl xanthate and sodium isopropyl xanthate (dual collectors) are dissolved and emulsified with pine oil for the flotation of the pyrite. Sketches describing the plant operations are presented and plant operating metallurgical results obtained are also given. The optimum production of minerals by the froth flotation process is normally achieved [ ] smooth operating conditions, The process, because of its many variables, becomes an art as well as a science. Therefore, any phase of the operation which will aid the operator in his control of the numerous variables will help produce a smoother operating plant, One of the most important variables which the operator deals with is the addition of reagents, These are usually costly items and should be used discretely with minimum amount of waste, The danger is that ,this emphasis may reduce the reagent amount to a point below that required, or, on the other hand an excessive amount is added, Both conditions usually yield poor results. The drea of the metallurgist is to provide the operator with the tools enabling him to produce a good mineralized froth at all times. Normally the operator has no control concerning the type of reagents which he must use. This has usually been worked out for him in the laboratory and by plant-scale tests. He does have limited authority to control the amounts of the reagents at his disposal. This, I believe, is as it should be. However, the operator should be provided with the best combination of reagents for his particular job. The providing of this combination of reagents for his particular job, The providing of this combination is often difficult, yet it is very important in order to yield good results, With this in mind, the dual collector idea was introduced for the selective flotation of chalcopyrite, and also later for the flotation of pyrite at the Concentrator Plant of the Bethlehem Cornwall Corporation in Lebanon, Pennsylvania, Supplying several types of collectors has given the operator an additional effective tool, even though great variations are encountered in ore tonnage treated and in ore composition, This paper deals with the use of the dual collectors and with the addition of the reagents in the form of a pine oil emulsion, or more accurately, a pine oil suspension. It is hoped that other operators may find the ideas helpful. There does not seem, to me, to be definite scientific fact which would substantiate the necessity for the use of dual collectors. However, in actual operations, the metallurgical results at Lebanon became more uniform with the use of dual collectors, I look upon it as an "insurance policy" which greatly aids the operator during those periods when he is having trouble, One theory has been advanced, i.e. one collector has a greater tendency to float the coarser minerals, whereas the other one may float the finer ones. Consequently, a combination of the two collectors will result in optimum recoveries, There has been some evidence that this is true, but it is not conclusive, on the other hand, the use of a xanthate-pine oil suspension (or emulsion) should speed up the surface reaction of the collector with the sulfide minerals, result¬ing in more uniform flotation, This has definitely happened in our particular case. A more interesting unexplainable observation has also occurred; i.e., the xanthate solution does not appear to lose its strength as rapidly when it is in the form of an emulsion (or suspension), This was first observed when a 50 gallon drum of a 20% ethyl xanthate solution was taken to Wilmington, Delaware, for a laboratory test, using a homogenizer to produce the xanthate-pine oil emulsion. Upon arrival, the drum of xanthate had developed a considerable internal pressure, The relief of this pressure was accompanied by a strong odor, When the emulsion was returned to Lebanon for the plant test orders were issued to release the pressure prior to emptying the emulsion. Nopressure had developed within the drum and there was no unusual odor present, Since this time it has been observed that xanthate pine oil suspensions have greatly decreased the possible decomposition of the xanthate solutions. In fact, suspensions have been exposed for more than a month without apparently effecting their reactions in the flotation plant. On the other hand, we found that the regularly mixed concentrated xanthate solutions, after standing for several days, did not give the same results as the freshly made ones. This effect was greatly reduced by the use of xanthate pine oil suspension (or emulsion)

Chemical mining is the in situ extraction of metals from ores located within the confines of a mine (broken or fractured ore, stope fill, caved material, ores in permeable zones) or in dumps, prepared ore heaps, slag heaps, and tailing ponds on the surface. These materials represent an enormous, untapped, potential source of all types of metals. The field of chemical mining, now in its infancy, encompasses the preparation of ore for subsequent in-place leaching, the flow of solutions and ionic species through rock masses and within rock pores, the leaching of minerals with inexpensive and regenerable lixiviants under prevailing conditions of the in-place environment, the generation and regeneration of such solutions, and the recovery of metals or metal compounds from the metal-bearing liquors. It is not inconceivable that eventually our ore reserves will consist largely of low-grade, refractory, and inaccessible new deposits and low-grade zones near previously worked deposits, caved and gob-filled stopes, waste dumps, tailing ponds, and slag-heaps. Chemical mining promises economic recovery from these types of deposits. Before it can come of age, however, a much better understanding is needed concerning its chemical and physical aspects.
