Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation's uranium. I've been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I'll discuss some of each type. I'll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won't take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson's Laws, Murphy's Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner's offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I'll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn't being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950's they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors' conference in December 1960, state mine inspection agencies, in the early 1960's, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. Conveyor systems persist in being a source of injuries and fatalities in the mining industry. To reduce these incidents, better methods are needed to enhance the monitoring of probable hazards and improve situational awareness during the normal operation and maintenance of conveyor systems. To address these issues, researchers from the U.S. National Institute for Occupational Safety and Health (NIOSH) continue to investigate emerging technologies that show the potential to improve miner safety around conveyors. This paper presents a feasibility assessment by NIOSH researchers of a fully integrated, commercially available wireless Internet of Things (IoT) system to improve situational awareness around conveyor systems.

Bulkspray cooling has been economically applied in cooling the hot environment of South African gold mines for the past two decades. Its success in that country led to its introduction at Gulf Mineral Resources Co.'s Mt. Taylor Mine in 1981 when increased drifting imposed additional cooling requirements. The bulkspray cooler developed and used at Mt. Taylor has a heat transfer capability of about 500 to 1500 kW. It is compact and portable, designed to be moved as required to maintain working temperatures in the advancing drift faces.

Several wall rock porphyry or pyrometascmatic copper deposits occur within the metamorphosed Paleozoic formations along the northern and eastern flanks of the Little Dragoon Mountains. Rocks ranging in age from Precambrian to Recent occur in the area. The Tertiary age Texas Canyon Quartz Monzonite intruded the sedimentary section in the eastern half of the range metamorphosing the Paleozoic carbonate units to tactites composed of garnet, diopside, and tremolite. Copper, zinc, and molybdenum minerals deposited in sites which are structurally controlled and stratigraphically favorable. Because the deposits are covered by alluvium, the information on structure, alteration, and mineralization is based upon a study of the diamond drilling programs. The mineralized district can be divided into four areas: 1) The Johnson Camp copper-zinc deposits; 2) The Dragoon copper deposit; 3) The I-10 copper-molybdenum deposit; 4) The Strong & Harris copper-zinc deposit. On the southwest end of the range beneath alluvial cover, the Cretaceous Bisbee Group was thrust over Precambrian and Paleozoic formations. The Tertiary Texas Canyon Quartz Monzonite intruded and metamorphosed them. In the upper plate, the Cretaceous sediments near the intrusive were metamorphosed to metaquartzite and andalusite and sillimanite schists. In the lower plate the Martin and Horquilla formations were marbleized. The lower Abrigo was metamorphosed to epidote rich calc-silicate tactites and biotite hornfels. A composite geologic cross section, based upon diamond drilling,, through the Dragoon copper deposit is shown in Fig. 1. The geologic events which formed this deposit are: 1. A faulted section of Precambrian Pioneer formation and diabase and Cambrian Bolsa and Abrigo formations was thrust over Pennsylvanian Horquilla formation. Separation of dolomite from apatite, because of nonselective adsorption, cannot be achieved by conventional froth flotation technique. Results obtained in the present study also indicate, that this can be attributed to the depletion of the collector molecules due to complexation with the calcium and magnesium ions, dissolved from the two minerals. However, it has been established in this investigation that conditioning the material at pH 10, followed by reconditioning, without any additional collector, at pH 4, results in selective flotation of dolomite from the mixture. The recovery of apatite, in the proposed reconditioning process, is much higher than with the conventional conditioning under similar pH conditions. The mechanisms involved in the conventional conditioning, and the reconditioning process are presented.

Elemental sulfur deposits generally can be classified as either volcanogenic or biogenic. The latter can be divided into biosyngenetic and bioepigenetic deposits. Essentially all economically important sulfur deposits are bioepigenetic replacements of anhydrite or gypsum in basins containing evaporites and hydrocarbons. Anaerobic bacteria utilize the oxygen of sulfate ions to oxidize hydrocarbons to C02 and reduce the sulfate to H2S. Sulfur deposits are formed by concomitant and subsequent oxidation of the H2S. These bacterial systems can operate on enormous scales, producing deposits containing over 200 million tons of elemental sulfur. There are no known "old" sulfur deposits; almost all known deposits are younger than Miocene and most are still actively forming today. Therefore, it is probable that, with burial and time, sulfur deposits are converted to sulfide deposits. Perhaps more important, bacterial oxidation of hydrocarbons and resultant production and trapping of large quantities of H2S appears to be the logical explanation for the location of many important metal sulfide deposits such as the Mississippi Valley type lead and zinc deposits.

During the past ten years we have experienced a period of rapidly-changing ground rules for the mining industry. Domestically we have had to contend with numerous new regulations controlling the impact of mining-related activities on the environment. However, for the purposes of this presentation we will assume that in the United States, after a certain amount of compromise on all sides, the industry will be able to work within the framework of the new regulations, and therefore we will concentrate on offshore developments. Due to the limitations in time and scope, this paper will be directed primarily toward the metal mining industry. We contend that the U.S.-headquartered mining company should remain active, and even expand its interests in foreign countries in the future. This is our feeling in spite of recent setbacks and the low return on investment experienced in recent years by some of the metal mining companies in their foreign operations.

A possible process for extracting tellurium and antimony from a residue generated in alkaline sulfide leaching of telluriumbearing alkaline skimming slag was proposed. The central composite design was employed to define the optimal leaching conditions for tellurium and antimony extractions from the residue sample. Using a 23 factorial matrix, the best performance for tellurium and antimony extractions (96.36% and 99.64%) were obtained at 175 g L−1 Na2S concentration for 80 °C during 60 min. The notable degree for influencing tellurium and antimony extractions was leaching temperature, Na2S concentration, and leaching time. The analysis of variance results indicated that the regression model was significant and suitable to be used for the optimization of independent variables within the range. The model was validated under optimal operating conditions based on the experimental design results. Antimony and tellurium in the leach liquor were separated and recovered by H2O2 oxidation followed by Na2S-Na2SO3 reduction. 98.93% of antimony was precipitated selectively during H2O2 oxidation, while 95.06% of tellurium was precipitated during Na2S-Na2SO3 reduction. NaSb(OH)6 and elemental tellurium was obtained as the product.

I. INTRODUCTION Today, there are two conflicting trends facing the designer of the bulk material handling system. The first trend is the necessity to stockpile increasingly larger amounts of bulk material (coal, ore, stone etc.) as economically as possible. Fig. 1 illustrates such a typical large storage pile. The second trend is the increasing awareness of the ecological problems of today manifesting itself in a new concern over possible air pollution from storage pile surface particles. The conflict between these two trends can become dramatic when this bulk storage pile is located near a heavily populated area. Strong winds can easily create a severe local problem by blowing the particles from the pile surface toward residential and commercial areas, igniting a crisis in public relations. (2), (3), (4). To help define our combined subject and ecological culprit more accurately, Fig. 2 shows the commonly accepted size range of dust particles. A descrip¬tion of the present state-of-the-art of dust control for large storage piles is the intent of this paper. II. OPEN STORAGE PILE SYSTEMS - ALTERNATE CHOICES AND RELATIVE COSTS In discussing the open storage dust problem and possible solutions, one obvious question arises - what are the economics of placing large bulk storage under cover? Part or this answer will be found in Fig. 3 - an approximate unit capital cost comparison between several methods of storage. It will be noted that the cost curve(s) for the closed concrete silo storage illustrated in Fig. 4 is cheaper per ton at relatively small tonnage capacities, but as tonnage increases, the open pile storage unit cost (B) becomes more economical. Curve (T) covers the cost of open storage using the plow feeder arrangement shown in Fig. 5. A gravity draw-down pile with feeders at the base as shown in Fig. 6 represents yet another open storage choice.

The extraction and processing of minerals from surface mines and quarries can produce significant fugitive emissions as a result of site activities such as blasting, unpaved road haulage, loading, primary crushing and stockpiling. Uncontrolled fugitive dust emissions can present serious environmental, health, safety and operational issues impacting both site personnel and the wider community. Simulation technology is finding increasing use for the purposes of advanced warning of potential problem emissions in addition to providing a basis for future planning applications where demonstrable compliance with regulatory requirements are necessary. The initial re-entrainment and subsequent dispersion of fugitive dust presents a process complicated by the combination of the in pit topography, the surrounding natural topography and the dynamic nature of emissions from these sites. These factors impact upon the accuracy and reliability of the conventional Gaussian plume based computational prediction methods employed for regulatory compliance and IPPC applications. This paper proposes that optimal modelling of open pit emissions may be more accurately achieved by the use of a multi-scale predictive modelling approach utilizing computational fluid dynamics (CFD) methods for high resolution near source dispersion and conventional Gaussian based methods for far field dispersion modeling. This paper presents a numerical based flow and dispersion analysis of a typical UK based open pit utilizing CFD in conjunction with a conventional Gaussian plume based methods. Typical operating emissions and meteorological conditions are obtained from long term data records collected at a large operating quarry extraction operation in the UK. Emissions are modelled using a Lagrangian framework within conventional atmospheric boundary layer (ABL) profiles expressed as functions of turbulence and velocity parameters under assumed neutral conditions. Results are presented in terms of the impact of site topography on in pit retention as compared to the Gaussian based method.

One of the most difficult challenges in underground mining is to forecast significant seismic events prior to their occurrence in order to support the safety of miners and to minimize damage to the underground operation. Passive seismic tomography is a tool to image the seismic velocity changes in a rockmass, which can potentially reveal the rockmass behavior before and after a significant seismic event. In this paper, the changes in seismic velocity of the rockmass before and after three major seismic events are investigated to determine whether there are identifiable precursory velocity changes associated with the major seismic events. Conventional mechanics imply that the induced stress at the hypocenter would continue increasing until failure, in the form of an induced seismic event, occurs. With passive seismic tomography we can image changes to the seismic wave velocity distribution within a rockmass and hence infer the changes to the induced stress near the hypocenter. This paper evaluates the hypothesis that induced stress at the hypocenter (as inferred by the p-wave velocity) increases until the seismic event occurs. In addition to analyzing p-wave velocity changes near the hypocenter, changes to the p-wave velocity at “zone centers” were also analyzed. These “zone centers” are regions within the rockmass that consistently have a p-wave velocity that is much higher than the average p-wave velocity for the rockmass. It is found that the p-wave velocity did not increase at any of the three hypocenters prior to the seismic event occurring, however the p-wave velocity did increase in the closest “zone center” for two of the three events.

A cooperative research project supported by the taconite industry and the Minnesota DNR was undertaken to establish quality standards for carboxymethyl cellulose (CMC) based organic binders. The objective of this study was to identify the effect of CMC quality parameters such as degree of substitution, molecular weight, and purity as well as the effect of inorganic extenders such as sodium carbonate on performance. These factors have been evaluated by green-ball testing with two taconite concentrates followed by pot-grate tests. Balling tests with bentonite and Peridur were conducted to provide baseline data. At a constant DS the molecular weight as measured by viscosity had the greatest effect on green-ball drop strength. Dry-ball compression strength was most dependent on CMC addition rate and sodium carbonate content. DS was not found to have a major effect on green-ball quality for medium molecular weight CMC.

Between 2005 and 2021, surface mining haul trucks were involved in 54 fatal incidents in the United States [1]. Collision warning and avoidance systems (CXS) can help haul truck operators navigate their route safely. The evaluation of CXS object detection performance for surface mining haul trucks relies on the positional accuracy of the ground truth instrument. As part of a holistic approach, researchers from the National Institute for Occupational Safety and Health (NIOSH) characterized the accuracy of a global navigation satellite system (GNSS) that serves as the ground truth instrument to determine object position and velocity in CXS object detection performance testing. We used precision surveying equipment to establish ground truth points for comparison with GNSS data collected for static positional measurements and reduced-scale straightline vehicle dynamic tests. We conducted these tests with real-time kinematics (RTK) and then satellite-based augmentation systems (SBAS). For the dynamic tests, we measured a distance error of 1.34 m (4.40 ft) using RTK and 1.50 m (4.92 ft) using an SBAS. This research will provide CXS manufacturers and CXS researchers a basis for evaluating the positional accuracy of CXS. Note that we did not evaluate any CXS in this experiment.

The number of extended cut mining systems has increased significantly in coal mines over the last decade, and there is a constant push to extend the face ventilation systems to even greater setback distances. The need to maintain airflow at setback distances of12.2 m (40 ft) and beyond requires that methods for delivering intake air to the face be improved, or alternative ventilation techniques be implemented. The emphasis of this research effort was to examine various techniques to improve the distribution of available air at the mining face in order to reduce face methane levels. A study was conducted comparing the performance of a jet fan, used in conjunction with a machine mounted scrubber, with blowing curtain ventilation in a 27.5 m (90 ft) heading. In addition, a second study was performed on blowing curtain systems examining how scrubber flow, intake air velocity, and curtain setback influence face methane concentrations. Results showed that when the heading advances to a depth of 27.5 m (90 ft) blowing curtain systems were more efficient at diluting face methane levels when compared to a jet fan. Also, increases in scrubber flows and curtain velocity resulted in lower face methane concentrations for blowing curtain systems at 9.2 and 15.2 m (30 and 50 ft) setbacks.

Microscopic observation of physical and chemical changes which take place in various materials under conditions of elevated temperature and controlled atmosphere can often yield valuable insight into the fundamental physical-chemical reactions which control processes in which these materials play an active role. The technique of high-temperature microscopy thus becomes an important tool for basic and applied research in pyrometallurgical and allied fields. Investigators have long been aware of this and through the years have applied the technique to a wide variety of problems. However, up to this time, application has been on a rather limited scale due to the high initial cost of equipment and the relatively low rate of production of data resulting from the complexity of the apparatus and attendant problems in manipulation.

INTRODUCTION During the last few years, several new ventilation developments have attracted the interest of mining engi¬neers. Some of these developments are applicable pri¬marily to hard-rock mining, while others are more applicable to coal mining. STOPPINGS Parachute Stopping The parachute stopping is a new type of quick-erect stopping that is intended for temporary use in hard-rock mines (Kissell, Thimons, and Vinson, 1975). As shown in Fig. 1, the stopping is shaped very much like an ordinary parachute, with a canopy of impermeable fabric that is sewn to regularly spaced straps running to a common point. To erect the stopping, the straps are attached to a fixed anchor point such as a roof bolt, and the edge of the canopy is lifted into the moving air¬stream. The airstream pops the parachute canopy into place, and the differential air pressure across the stop¬ping holds it in place, forcing the fabric against the walls, roof, and floor of the mine opening. The principal advantage of the parachute stopping is that it requires only a few minutes to install, making it a great time-saver for emergency use or for day-to¬day changes in ventilation during the production cycle. However, the parachute stopping does require some minimum air velocity to lift it and some minimum differential pressure to hold it in place. For a fabric weighing 0.27 kg/ m2 (8.0 oz per sq yd), the minimum air velocity is about 0.5 m/s (100 fpm), and the mini¬mum differential pressure is about 0.05 kPa [0.2 in. water gage (WG) ]. There is always some air leakage around the stop¬ping, mainly depending upon the extent to which pipes or other obstructions encumber the airway and prevent good sealing. Leakage of a few cubic meters per second (a few thousand cubic feet per minute) can be expected, unless foam is used to improve the seal at the edges of the canopy. Quick-Fix Blowout Stopping The quick-fix blowout stopping is a variation of the parachute stopping (Thimons and Kissell, 1976), and it is used in the proximity of blasting operations. This type of stopping is designed to be blown out easily by the blast forces, and it may be reinstalled quickly and easily. The long high-strength straps of the parachute stopping are replaced by groups of short straps that tear easily. These straps are attached at six equally spaced locations around the perimeter of the canopy. To erect the stopping, one strap of each of the six groups is fastened to the mine wall, roof, and floor by using spads, by setting pins with a powder-actuated gun, or by tying the straps to some firm anchor point. Once the straps have been attached, the differential air pressure across the stopping, which must be at least 0.025 kPa (0.1 in. WG), forces the stopping perimeter against the mine walls, thus creating the air seal. It is the self-sealing feature of this stopping that makes it a significant time-saver. Only a few attachment points are needed; in many cases, four attachment points are sufficient, since the stopping naturally tends to form a seal with the airway surfaces. When nearby produc¬tion blasting exerts excessive forces on the stopping, one or more of the straps tears away from its attachment point, protecting the stronger canopy from damage. Damage-Resistant Brattice The damage-resistant brattice is a stopping that is designed for use in mines such as salt and limestone mines where the differential pressures are low and the roof is relatively flat. As shown in Fig. 2, the damage-resistant brattice consists of a series of brattice panels that are hung vertically and joined by Velcro® connections. When the brattice is subjected to strong blast forces, the Velcro® connection peels apart and allows the panels to open without incurring damage. The Velcro® connections can be resealed by hand within a matter of minutes. Such damage-resistant brattices have withstood the blast effects of 318 kg (700 lb) of ammonium nitrate-fuel oil (ANFO) explosive detonated as close as 91 m (300 ft) from the brattice. Ordinary brattice cloth is used for the panels, with a 51-mm (2-in.) wide strip of Velcro® hooks sewn along one edge of the length, and a 51-mm (2-in.) wide strip of Velcro® pile sewn along the other edge. Both the hooks and the pile are sewn onto the same side of the brattice cloth. The resulting Velcro® seal formed be¬tween adjacent panels is perpendicular to the brattice itself, and the leading edge of the seal can be directed either toward or away from the blast forces; the brattice works equally well in either case. To hang the brattice, panels of brattice cloth about 0.9 m (3 ft) longer than the height of the airway are cut from a 1.8-m (6-ft) wide roll. The additional 0.9 m (3 ft) of brattice cloth allows 0.3 m (1 ft) for attachment to the roof by means of a board, with 0.6 m (2 ft) for forming a good air seal at the floor. Each brattice panel is wrapped once or twice around a 51 X 102 mm (2 X 4 in.) or 25 X 76 mm (1 X 3 in.) mounting board that is 254 to 305 mm (10 to 12 in.) shorter than the width of the panel. Since the discovery of high temperature superconductors has led to extensive interest and conjecture regarding their potential to change contemporary technology, discussions of the impact on the metallurgical and other industries have naturally arisen. In this paper we present data showing the possible impact of these developments on the materials related to the fabrication and proliferation of devices based on superconductor materials. We observe that the largest volume of effort with LTSC will be for the demonstration of high power devices while applied research relating to processing will remain the principal HTSC activity. We also note that in the next decade copper consumption in the US is expected to remain essentially at the current level while the need for Nb and Sn,; two major components of LTSC, will grow at a faster rate both in the US and the world. Although the use of superconductor-based magnetic separation is anticipated to increase, no major impact of these components on the metallurgical industries is expected.

Radon is an established lung carcinogen and remains the most important environmental radiation exposure. It was estimated that inhalation of radon and its short-lived decay products accounts on average for about one half of the effective dose equivalent from all natural sources of radiation. Radon contained in household water can transferred into room air as a result of agitation or heating. An indoor air concentration of 400 Bq/m3 is obtained if the radon concentration in household water is 4 kBq/L. A typical concentration of radon in ground water is about 1000 times lower than this concentration but sometime elevated concentrations of some kBq/L in ground water are reported. In this work a Liquid Scintillation counting system is used to obtain fast and accurate measurements of radon (222Rn) in water samples from Argolida, Greece.

Coal spontaneous combustion is one of the disasters occurring in underground coal mines. As a typical case, the spontaneous combustion of broken coal left in the longwall gobs often happen which could greatly interrupt the normal mining production. Such concealed thermal event is featured as rapid development and difficulty in locating “hot” spots. If such spontaneous combustion fails to be timely prevented and controlled, a large amount of toxic gases (mainly CO) and smoke could flow and diffuse in the underground working sections, which could present safety hazards for coal miners. In this paper, based on an coal spontaneous combustion event happened in a Chinese gassy mine, the fire ratios derived from the gas composition data obtained through the tube bundle mine atmospheric monitoring system are used in determining the fire status. A comprehensive and collaborative fire extinguishing effort including inert gas injection, underground pressure balance, and sealing enhancement are made to control the fire progress. Simultaneously, the effects of such works to control the spontaneous combustion event have also been quantified using the fire ratios to justify again. Finally, the danger of coal spontaneous combustion in gob is eliminated, and the longwall panel is successfully re-opened for normal production.
