Most commercial explosives contain 70 to 94% ammonium nitrate, by weight. When portions of these explosives end up in shot rock and ore, through spillage or incomplete detonation, ammonia and nitrates leach out of them and into ground water. In recent years, State and Federal regulators have been applying more stringent water quality standards, particularly at new mines and development projects. Bulk ANFO, a mixture of ammonium nitrate and fuel oil, is the explosive of choice at most mines, when mining conditions allow it. ANFO use is desired because it less costly than other explosives, but when spilled it dissolves readily in water. Several case histories in the United States and Canada show a clear connection between uncontrolled losses of bulk explosives and high nitrate levels in mine effluents. Mining companies have tried several approaches to reduce ammonia and nitrate levels in groundwater. They either control explosive losses, or they treat mine effluents at the end-of-pipe. This paper addresses the former solution --controlling explosive losses. For both packaged and bulk explosives, guidelines designed to limit losses during storage, handling and use, are described in detail.

The personal dust monitor (PDM) is a combined tapered element oscillating microbalance (TEOM) respirable dust monitor and cap lamp, configured to have dimensions and weight similar to those of a lead-acid miner’s cap lamp battery. The Higgins-Dewell (HD) cyclone design operated at 2.2 L min-1 airflow has previously been reported to have low bias relative to the International Organization for Standardization (ISO) convention. Previous reports have described the PDM as meeting the NIOSH Accuracy Criterion. In order to avoid certain analysis anomalies encountered during these evaluations, a different method of establishing the PDM relative standard deviation was employed. Re-analysis of laboratory data for both the early prototype and precommercial PDMs indicates that the PDM still meets the NIOSH accuracy criterion, and that the precommercial PDMs are more accurate than previously reported.

From this motion analysis approach for the prediction of contact times and from bubble attachment-time measurements,, fundamental aspects of flotation such as flotability, kinetics, and separation can be explained and are discussed with respect to the effects of bubble/particle motion, bubble size, particle size, and attachment time.

The Pennsylvania Department of Environmental Protection (PaDEP) has been issuing surface mining permits since 1984 that authorize remining in areas that will affect preexisting pollutional discharges. These permits require the mine operator to employ best management practices to reduce pollution loading from abandoned mine discharges. A total of 110 completed mining operations with 233 discharges were evaluated to determine the impact to water quality. Overall, acid loading from these discharges was reduced by 7, 200 kg (15, 900 lbs) per day or 61%. Metal loadings were also reduced. For acidity, 49% of discharges improved or were eliminated, 52% showed no significant change and fewer than 1 % got worse. Loading reductions resulted from a combination of reduced concentrations and lower flows.

What is prime farmland? Can such land, once it has been strip-mined for coal, be restored so that it will produce corn, soybeans, wheat, and alfalfa? What methods or practices are necessary to bring about restoration within a reasonable time so that crop yields will be equivalent to or higher than those of unmined prime farmland under high levels of management? These questions concerned land use researchers in Illinois as early as 1948 when the Illinois Agricultural Experiment Station experimented with growing cultivated crops on strip-mined land in St. Clair County (1). This research was done almost 30 years before requirements of Public Law 95-87 were passed by the United States Congress and signed August 3, 1977.

The Surface Mining Control and Reclamation Act (SMCRA, or the Act) was enacted on August 3, 1977. The Act was written, in part, to put an end to uneven environmental standards and to establish minimum national standards. Certainly, one of the motivating factors for passage of the Act was the success of the Federal Coal Mining Health and Safety Act of 1969 in reducing deaths and injuries in the coal industry nationwide. Section 516 (b) (1) of the Act requires *that subsidence be prevented from causing material damage to the extent technologically and economically feasible except in those instances where the mining technology requires planned subsidence in a predictable and controlled manner. Section 516 (c) of the Act authorizes the regulatory authority to suspend underground mining if there is imminent danger to inhabitants of urbanized areas, cities, towns, and communities. On December 13, 1977, the interim program, which applies a portion of the performance standards of the Act, was promulgated. Then on September 18, 1978, the proposed permanent program was published for public comment. Finally, on March 13, 1979, the final permanent program was promulgated and the States were given a period of time to submit their programs for approval.

During its modem era, the southern Powder River Basin (PRB) in Wyoming has grown from meager origins in the early 1970s to become one of the most important coal-producing regions in the United States. In 1993, production and sales of southern Powder River Basin coal exceeded 190 Mt (209 million st), or about 20% of the US coal industry. Despite the remote location of the PRB relative to its potential markets, most coal industry observers anticipate continued strong growth to meet utility compliance plans for Phases I and II of the Clean Air Act Amendments (CAAA). This article is an overview of supply and demand issues concerning the marketing of southern PRB coal. It reviews the events leading up to the recent run on spot coal and offers a forecast of demand and prices.

INTRODUCTION Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores such as cobalt, platinum, gold, silver, etc. Froth flotation is a physico-chemical process for separating finely ground minerals from their associated gangue material. The process involves chemical treatment of a finely divided (ground) ore in a water pulp to create conditions favorable for the attachment of certain of the mineral particles to air bubbles. The air bubbles then carry the selected minerals, called valuable, to the surface of the pulp to form a stabilized froth which is removed and recovered. The unattached gangue material remains submerged in the pulp and is either discarded or reprocessed. To obtain the adherence of the desired mineral particles to the air bubbles, at least two specific steps must occur: a hydrophobic (water hating) surface film must be formed on the particles to be floated along with a hydrophillic (water wetting) film on all other particles; and a controlled bubble surface tension interface must be maintained, allowing for high particlelbubble collision frequency and efficient attachment or sticking of the particle to the bubble once collision has taken place. In most flotation applications, the above two steps are controlled by chemical flotation reagents. The collector is a chemical reagent which produces the hydrophobic film on the valuable mineral particle and is the primary driving force that initiates the flotation process. The frother is a chemical reagent which influences the collision frequency and attachment efficiency of hydrophobic particles and air bubbles. Thousands of research papers and books have been published on the chemical theory behind sulfide mineral collectors, e.g., Fuerstenau (1962), Fuerstenau (1976), Fuerstenau, et. al. (1985), King (1982), Leja (1982) and Moudgil and Somasundaran (1987), This article will only address and summarize some of the more practical aspects of collector usage. The industrial scale practice of froth flotation in sulfide mineral concentration has changed little since the 1950's. For example, of the approximately 80,000 metric tons of sulfide mineral collectors used commercially (1980) in the free world, almost 98% were known and manufactured in some form 25 years ago. A very interesting and informative history of collector development has been given by Crozier (1984). In addition, the industrial scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully at an industrial scale for many years. As a result of the above environment which makes reagent cost/performance analysis difficult for new reagents, there is a strong tendency for the flotation operation to use, and reagent companies to supply, as cheap as possible raw materials and manufactured products that are quite general in application. In the last 20 years or so, there has been increasing technical effort to tailor make reagents for specific applications, but to date such work has had little commercial impact. It is clearly the hope of this author and others that this situation will change in future years as technology improves and pressure for improved flotation performance intensifies. This article is a condensation of collector usage trends quantified as part of a comprehensive industrially oriented applications program on froth flotation organized by Klimpel and coworkers (1979-1987) and as reported in various countries that participated in the program from 1978-1983. The authors have developed a com¬puter-assisted critical path planning and scheduling model to help reduce time required to move longwall mining units. The model includes time constraints and limited resource constraints, such as manpower, machinery, supplies, work space, and transportation routes. Outstanding results were achieved on the first move to which the computer-model pas applied; e.g., downtime due to the move was cut by 50%. The model and the schedules developed using it provide an excellent blueprint for future moves and have led to significant savings in time and costs for Emery Mining Corporation, Huntington, Utah.

Introduction In 1969, the US devalued the dollar. This action, over the ensuing four years, resulted in the deregulation of the price of gold. It also resulted in the rebirth of the US gold mining industry. The extreme inflation of the 1970s led to a dramatic increase in the price of precious metals. Consequently an increased interest in the exploration for and mining of gold has occurred. The enthusiasm began among the few existing producers who had survived on marginal profits during a prolonged period of fixed prices and constantly rising costs. Then came the newcomers. They saw the opportunity to enter an industry that historically had been characterized by small operations with low capital costs. It was not until the late 1970s that large mining companies recognized that investment in gold projects could generate cash flows that previously were associated only with world class deposits. Today, gold mining has tremendous appeal for the entire mining community, despite the dramatic price drop from 1980-81 levels. There are even major firms with no mining experience attempting to gain a foothold. But how easy is it to enter the US gold mining industry? What are the basic factors that influence the economics, and what are they likely to be for the remainder of the decade? How has the industry changed, and what is the composition of the active companies? An examination of the industry will help to answer these questions. US Gold Mining History The current gold rush is actually the fifth in the 208-year history of the US. The first recorded commercial mining of gold occurred in the Southeast in 1799. It produced from small, yet relatively rich placer deposits. The famous California gold rush of 1848 placed the US as a major producer with 62.2 t (2 million oz) of output by 1850. More than 93.3 t (3 million oz) was mined by 1853, equivalent to 63% of world production. But the richest placers were soon depleted. By the end of the Civil War, annual production had declined to well below 62.2 t (2 million oz). The government then relaxed prices and the industry again began to recover. The 1870-80s saw the great mines of the California Mother Lode and Grass Valley brought into production. This was followed by development of Nevada's Comstock, which later became one of the world's largest producers. Discovery of gold at Cripple Creek in 1892, coupled with technological advances in the use of large dredges in the California placers, resulted in significant production increases. And, with the expansion of the Homestake mine at Lead, SD, in 1898, US output again surpassed the 93.3-t (3 million-oz) level. By 1905, produc¬tion climbed to 124.4 t (4 million oz) with the addition of the Alaskan deposits, new output at Goldfields, NV, and the introduction of the cyanidation process. During World War I, the government forced the shutdown of gold mines. By 1920, total production had dropped to little more than 62.2 t (2 million oz). Many mines remained closed until the Great Depression. This, combined with the devaluation of the US dollar in 1934, resulted in a gold price increase to about $1.13/g ($35 per oz). Then began the fourth gold rush. By 1937, output had again surpassed 124.4 t (4 million oz). This was due to an increase in primary production and new byproduct production from base metal operations. The mine scheduling process defines a mining sequence across the life of the mine and stipulates the amount of ore, waste, and specific blocks to be mined each year so that the highest economic return can be obtained under a number of constraints. There are a number of mine scheduling software packages available. Each claims to be the best scheduler by maximizing Net Present Value (NPV) or by minimizing overall mining costs. These mine scheduling programs follow different procedures and scheduling philosophies based on either mathematical or heuristic principles. There was no study in which the mine production scheduling procedures applied by these packages were discussed and compared. This paper evaluates four open pit mine scheduling programs recently developed and compares them in order to determine if significant differences exist among them. The same input data, which consist of a 3-D block model, an economic set of parameters, and the initial surface topography for a operating copper mine in Southern Peru, was used to test each technique. The following programs were investigated with respect to their ability to optimize the NPV for the case study. 1) M821V1 Scheduler by Mintec; 2) NPV Scheduler by Earthworks; 3) Milawa Scheduler by Whittle Programming; and, 4) Fundamental Tree Scheduling Method (FTSM) developed at the Colorado School of Mines. The results from this case study demonstrate that the scheduling software packages, Mintec, Earthworks, and Whittle obtained similar NPV’s, while FTSM scheduler gave a six percent higher NPV than the other schedulers.

The objective of study of climatic conditions in underground mines is to create a working environment suitable for normal development of operations. Disregarding the fact that the development of equipment and technology, especially during the past decade, made the work in underground mines much easier, it is observed, according to the number of professional publications, that increasing attention is devoted to the study of climatic operating conditions in mines of many countries. This indicates that the climatic operating conditions are closely connected with productivity, and in turn with mine production profitability, in addition to the protection of manpower health and working capabilities. Usually, the concept of unfavourable climatic conditions of operation implies increased mine air temperature and humidity and low air flow rate, resulting in impeded heat exhange between human organism and working environment. As known, above phenomena are present in deep underground mines where the heat problem exceeds the-problems related to other features of natural conditions of mining. On the contrary, unsuitability of climatic operating conditions in mines with shallower mining depths is manifested by inadequate heat, particularly during the cold winter period. The two stated aspects of unsuitable climatic operating conditions are not solvable only by mine ventilation, so the former case requires cooling and the later one heating of the air used to ventilate the pit, or part there of where the phenomena are manifested. Study of climatic operating conditions in mines is, due to the number of factors involved, a complex and time consuming task, and this was, among others, one of the reasons for inadequate study of these problems in many mines. However, it is evident that further development of mine production imposes the need to make the climatic operating conditions in mines similar to those existing in other activities, where increasing attention is being devoted to the improvement of these conditions. Development of mining industry in Yugoslavia, particularly over the past decades, caused several of our mines to approach mining depths where the heat regime has a major influence on climatic operating conditions. This imposed the need to determine and investigate heat regime parameters, especially those that cause unsuitable operating conditions. The results of such investigations in the case of the deep part of Lead and Zinc Mine "Trepca" - Stari Trg are briefly reported in this paper.

The National Institute for Occupational Safety and Health (NIOSH) identified hearing loss as the most common job-related disease in the United States in its 1996 National Occupational Research Agenda. Previous studies by NIOSH have shown operators of surface drill rigs without cabs are commonly exposed to A-weighted sound levels exceeding 90 dB. During hammer-drilling, A-weighted sound levels exceeding 100 dB were recorded at the operator station. NIOSH collaborated with a local drilling company to design and install a partial cab between the operator and the drill steel in an effort to reduce the sound level at the operator station. Sound level measurements in the field show the partial cab reduces the A-weighted sound level by 5-9 dB at the operator’s left ear and 2-5 dB at the operator’s right ear while hammer-drilling. This paper will briefly discuss the preliminary design of a cab and the testing of materials for construction of the prototype. Explanation of the ideas behind the prototype design and fabrication will be covered. Finally, the field test method and results will be discussed in detail.

Sound Transit’s ST3 program will add 62 miles of light rail to the Puget Sound area, including connections to the neighborhoods of West Seattle currently anticipated by 2031 and Ballard by 2036. These connections include considerations for both elevated and tunnel alternatives, as well as a new downtown tunnel for which different configurations are being considered with potentially very different construction logistics and risk profiles. This paper describes the latest developments in the ongoing evaluation process that will inform the consideration of different tunnel and station construction methods, technical and operational challenges and contracting methodologies, including construction of deep stations in dense urban environments.

Monitoring devices have been installed at several mine sites to assess the potential for the development of acid rock drainage (ARD) in waste rock, spent ore, and tailings material. In addition, instrumentation has been designed for monitoring changes in water quality in pit lakes. These devices monitor temperature, oxygen, water movement, and water chemistry in the waste rock pile. This information can be used to evaluate the current and future ARD risk, the effectiveness of caps and covers, and provide information to aid in the design of other reclamation strategies that limit ARD development. The instrumentation includes nested thermistors and oxygen sensing ports, neutron access tubes, heat dissipation units (HDUs), and lysimeters. Many of the monitoring devices can be linked to a datalogger and telemetry systems, enabling monitoring data to be downloaded from the office.

A variety of modeling techniques can be utilized to forecast metal production at heap leaching operations. These approaches reflect a wide range of complexity, flexibility, time to implement, cost, and accuracy. For many operators, a spreadsheet-based modeling technique is attractive since the calculations are directly accessible, models can often be developed by site staff, and the results are generally easy to extract and interpret. The authors have developed a spreadsheet-based modeling technique that provides a high degree of flexibility, while still considering detailed operating information for ore properties, leach kinetics, scaleup factors, lift height, and in-heap metal inventories. The technique involves establishing kinetic leach curves for each ore type to characterize metal extractions, followed by application of separate metal recovery curves to define the rate at which leached metals exit the heap in pregnant solution, taking into account delays due to the in-heap solution inventory. At any point in time, the difference between total metal extracted and total metal recovered is equal to the in-heap inventory of the leached metal. This modeling technique is particularly useful for larger multi-lift heaps where delays in metal recovery are appreciable due to in-heap solution holdup. The technique is also applicable to sites with multiple heaps, leach cycles, and/or metal recovery plants (e.g., carbon columns for gold; solvent extraction for copper). This paper describes the modeling technique, including input data required and methods for defining kinetic leach curves and metal recovery curves. The technique is compared against an alternative spreadsheet technique using a simplified in-heap solution inventory calculation to forecast metal production, which has proven to be effective at a number of sites.

INTRODUCTION The Chimney Creek Gold Mine (Gold Fields Operating Co. - Chimney Creek) is located 47 miles northeast of Winnemucca, Nevada, at the northern end of the Osgood Mountains. The operation is a wholly owned subsidiary of Gold Fields Mining Corporation, the North American branch of Consolidated Gold Fields PLC, London, England. The plant started up in November, 1987, less than three years after discovery of the orebody and three months ahead of schedule. Ore is mined in an open pit and is processed by combined dump leaching and milling techniques for gold and silver recovery. The mine is set to produce approximately 150.000 ounces of gold and 50,000 ounces of silver per year over a 12 year life at current reserve estimations. The mine was designed and constructed at a cost of $79.3 million with engineering and construction services provided by Davy McKee Corporation, San Ramon, California. Key Gold Fields operating staff were involved in the design of the facility from the start of the project: The Mine Manager, Plant Superintendent, Plant General Foreman, Maintenance General Foreman and Chief Metallurgist were all involved full time on the project within 5 months of the first ore discovery. Emphasis was directed at optimizing operating efficiency and in particular minimizing labor costs in the plant. It was recognized that a high level of instrumentation and control would be required to achieve this. The risk associated with the instrumentation and control systems implemented was to be minimized by using equipment and systems that had been proven in industry while utilizing the most cost effective, state-of-the-art technology available. The reliability of the overall control system was considered to be critical in view of the cost of downtime associated with the gold extraction plant. BRIEF PROCESS DESCRIPTION The dump leaching process treats approximately 1.2 million tons per year of low grade ore at an average grade of 0.035 oz/ton. Run of mine material is dumped on a lined leach pad and weak cyanide solution is applied by drip irrigation. Pregnant solution run off is pumped to carbon columns in the milling plant for gold recovery and the barren solution returned to the dump leach circuit. Average gold recovery is 60%. This process has little instrumentation and control associated with it. The milling operation treats 700,000 tons annually of higher grade ore (0.200 oz/ton initially, dropping to an average of 0.135 oz/ton after first two years). Recovery is directly related to head grade (fixed tail assay effect) and currently averages 96%. A single pass through a jaw crusher reduces run of mine ore to minus 12 inches. The ore is stockpiled and reclaimed by loader for grinding in a two-stage milling circuit consisting of a SAG mill and ball mill, the latter in closed circuit with hydrocyclones. Cyanide and lime are added into the SAG mill to start dissolution of gold as early as possible in the circuit. The ground product leaves the milling circuit at approximately 78% minus 200 mesh and is fed to an unique "double thickener" leaching-recovery circuit. This circuit has been discussed in detail in a paper by J. G. Mansanti et a1 (1). Two thickeners are arranged in counter- current configuration with three leach tanks. Overflow solution from the first thickener is treated by carbon-in-columns (CIC) for gold recovery with 85% of the soluble gold recovered onto this carbon. Underflow slurry from this thickener is pumped to the leach tanks, with a total retention time of 12 hours, and then gravitates to the No. 2 thickener. Overflow solution from the second thickener is used as a wash in the first thickener. Underflow slurry from the second thickener is treated in a carbon-in- pulp (CIP) scavenging circuit to recover the remaining 15% dissolved gold. Gold-loaded carbon from both the dump leach and milling circuits is stripped in batches using the Zadra hot caustic- cyanide elution process. Gold (and silver) is recovered from the hot strip solution by precipitation with zinc dust and the product recovered on Funda pressure filters. The precipitate is retorted to remove any mercury and then smelted into buttons. The buttons (approximately 80% gold, 15% silver) are shipped to an independent refiner in Salt Lake City, Utah, for further treatment.

Fires in underground coal mines are persistent problems anywhere in the world that coal is mined. Coal fires pose safety and health hazards in the form of mine subsidence, loss of energy reserves, destruction of property and surface improvements, and air pollution. In 1995, the US Bureau of Mines (US-BM), in cooperation with the Colorado Division of Minerals and Geology (CDMG),entered into a contract with Goodson & Associates Inc. (GAI) to design and field test the effectiveness of a new foamed grout technology called ThermoCell. GAI is a Lakewood, CO geotechnical and mining reclamation engineering firm. The company developed ThermoCell to control and extinguish underground coal fires. The viability of the special grout and the technology of application were established during a full-scale field demonstration at the abandoned IHI Coal Mine fire, near Rifle, CO. Following acquisition of additional funding by CDMG in 1999, Goodson returned to the site in April to continue the grouting to fully extinguish the IHI fire.

Theoretically, controlling redox potential to a relatively low value and inhibiting jarosite formation on the chalcopyrite surface would be an effective strategy to accelerate the bioleaching of chalcopyrite. In this work, using limonite as seed crystals, the effects of the goethite precipitation process on the bioleaching of chalcopyrite were studied for the first time. The bioleaching results showed that the addition of limonite controlled the redox potential in an appropriate range and promoted chalcopyrite dissolution through the removal of ferric (Fe3+) ions. X-ray diffraction and scanning electron microscope analyses indicate that limonite significantly induced the goethite precipitation process and inhibited the production of jarosite. We conclude that promoting the goethite precipitation process with limonite is an effective strategy in accelerating the bioleaching process of chalcopyrite.

The present work is concerned with selective dissolution of niobium from Gabal El Faliq concentrate sample by using fluoridefree process. The chemical analysis of concentrate sample revealed the presence of high amount of ZrO2, Nb2O5, Re2O3, and HfO2 assaying 33.6, 1.99, 4.8, and 1.2%w/w respectively. Several economic minerals including zircon, samarskite, fergusonite, and xenotimewere recorded in the studied sample. About 98%of Nb content was selectively dissolved at the optimumconditions of 1:2 concentrate sample: KOH weight ratio, 2.5 h fusion time, and fusion temperature of 550 °C. Organic solvent extraction process using Aliquat 336S in xylene was effectively used for preparing pure Nb2O5 (98.95%).
