The mechanism shown here (Fig. 1) may not be all that it appears to be. To many of you it may look like a hopper car, a thing of mobility, in which you would ship coal, ores, limestone, or other bulk materials. It is approximately 50 feet long, 12 feet high, and can be placed on tracks which are on approximate 14 foot centers. But far too often in the past, and all too often today, this mechanism has been made to serve as an immobile storage box, with its primary role -- the transportation of products, seemingly incidental to the storage function. Our engineering training teaches us to conserve resources, despite some of the popular and misconceived philosophies being advanced these days. Those of you who work for companies with traffic departments know that they are always striving to reduce the price which is paid to move your mine products. Today, let's consider and analyze the ways in which the cost of transporting your mine products might be reduced, based on particular reference to coal. Bear in mind that in this context, cost and price are not necessarily synonymous. Until a few years ago, most coal and other bulk materials handled by railroads moved under standard tariff rules. These rules, which still exist today, provided transportation vehicles (railroad cars) for extended periods at no added price to the shipper or receiver. An entirely new concept in the effective utilization of magnetic, energy has resulted in a major break-through in the design of magnetic separation equipment. One of the first applications of this concept has resulted in the development of a Permanent Magnetic Wet Drum Separator with strength .and operating characteristics equal to Electro Wet Drum Separators. Prior to this development when strength and adjustability were required, electro wet drums were specified even with all their drawbacks. The electros, by nature, are subject to coil failure or burnout, over-heating and loss of strength, high power consumption and generally high maintenance. Now the high strength and the adjustability, formerly the exclusive property of electros, has been engineered into permanent wet drum separators. These units combine maximum field strength in the separation zone with strength adjustment to suit changing conditions. Adjustment can be effected while the drum is in operation without stopping either the feed or the drum.

Talc mining in Vermont has in recent years undergone a progressive change in mining methods and in mining equipment. Underground mines have been phased out except in special circum- stances, and continuous mining machines (CMM?s) have replaced conventional drill/blast mining systems. Talc mining in Vermont began in the late 1800?s, and has continued without interruption to date. Beneficiation (flotation) has been applied since the early 1930?s, and has provided special products for toiletries and other markets. At the present time, there are two active companies that have evolved from the cumulative absorption of nearly ten smaller operations.

Today the coal industry is beginning to use some very fundamental economic evaluations to determine the most economical circuit to produce a specified saleable product. The fundamental economic methods used are standard return on investment and net present value calculations. By utilizing these economical evaluations, one can justify a larger capital expenditure and realize more return for an investment over the life of a coal property.

The pyrometallurgical industry plays a vital role in producing metals for our modern life. With growing demand for metals and declining grade of mineable ore, innovations become critical for many mining companies. This has given rise to the need for a review of recent improvements to the pyrometallurgical industry in terms of analytical measurement techniques, process and equipment improvements, and computer-based modeling/simulations. Because many of these innovations tend to be applied to a wider scope of metals, not restricted to a specific metal, we studied the broad applications of many improvements to a wide range of metals. We found that the challenge of a lack of robust measurement techniques under high-temperature conditions within a furnace hinders optimization of a pyrometallurgical process. Some future opportunities in the pyrometallurgical industry on analytical measurement techniques, computer modeling, and processes and equipment were also outlined and discussed.

Considerable amounts of the world's known reserves of elemental sulfur are found near the surface in areas of volcanic activity both active and inactive. Because such deposits cannot in general-be mined by the well-known Frasch process, and because other methods of recovery have not proven to be economically competitive except in isolated instances, at present these reserves remain relatively undeveloped. However, projections of world sulfur demand indicate that new sources of marketable sulfur will be needed in future years 2/, 19/. For this reason, recovery of elemental sulfur from these near-surface deposits is of continuing interest. Solvent extraction as an approach to recovery of elemental sulfur from open pit-mined ores of these non-Frasch deposits has received considerable attention particularly at the research and development level 3 /, 7/, l l /, 16/, 21/,23/, 29/ This method has been and continues to be attractive because it presents the potential of high sulfur recovery and purity of product coupled with a relatively simple process flowsheet in which low energy requirements and reasonable operating costs are thought to be possible. However, the physical and chemical characteristics of the native-sulfur ores, of elemental sulfur, and of the known solvents, have presented difficulties in the development of solvent extraction processes. Up to the present time, viable processes have not been realized within the framework of sulfur marketing conditions.

COAL CHARACARISTICS AND PREPREPARATION REQUIREMENTS Preparation and Market Specifications The national ambient air quality standards (NAAQS) established by the Environmental Protection Agency in 1977 require that when coal is burned, the environmental degradation should be a minimum. For this reason, even coal containing low ash and sulfur must be used in compliance with the NAAQS. The most important pollutants resulting from the combustion of coal are ash, SO2, and NOx gases, and the particulate matter escaping with the combustion gases. The ash is the residue left after complete combustion of coal. It results from the inorganic mineral matter existing in the coal before it is burned. The SO2 results from the combustion of inorganic and organic sulfur associated with the coal. The inorganic sulfur may occur as pyrite, marcasite, or as sulfate sulfur of mostly iron and calcium. The authorities disagree in the definition of organic sulfur in the coal. However, according to ASTM Standard D2492-77,1 the organic sulfur is that sulfur occurring in the coal after subtracting the sum of pyrite and sulfatic sulfurs from the total sulfur in the coal. The NOx gases are produced from high temperature oxidation of nitrogen in the coal that is released into the atmosphere. The particulate matter may consist of fly ash and unburned coal. Selective Mining The cleaning of coal from included ash and sulfur-bearing materials should start at the working faces of surface or underground mines. This can be done by (1) mining only those seams which meet certain quality standards, (2) not mining sections of the seams which may cause deterioration in overall quality of the mined coal, and (3) using a mining method that allows selective mining of coal areas or horizons either underground or on the surface. Since these steps improve the coal quality before the coal reaches the preparation plant, they can be considered to constitute precleaning of coal. During the exploration and development stage of a mine, core and channel samples taken from the coal seam are used to determine (1) petrographic analysis and physical properties,2 (2) character of roof and floor of the seam, 3,4 (3) character and quality of impurities,5 (4) proximate and ultimate analysis, and (5) washability characteristics. However, all of these parameters are subject to considerable variation even within the same seam during the advance of the coal face. This creates a problem in meeting the market demand for coal quality if the coal is to be shipped directly from the mine. If the mining operation is large enough, special blending silos or mechanical blending systems may have to be used to provide uniform quality to the market. Two samples of iron enriched basalt (IEB) containing simulated nuclear fuel and having two distinct microstructures were prepared and tested for uranium recovery. The IEBs are refractory towards leaching by ground water. However, the uranium content (15.8%) is high enough that if aggressive leaching techniques are used for uranium recovery, these materials could be considered as man-made uranium ores. The IEBs discussed in this report were prepared to simulate Three Mile Island-2 core debris. The crushed IEBs were treated using three different methods simulating potential industrial scale processes. In one method the IEBs were fused with sodium hydroxide then the cooled mass leached first with water then with dilute sulfuric acid; about 52% of the uranium was recovered in this case. In the second method the IEBs were treated with a sulfuric acid/hydrogen peroxide lixiviant and about 13% of the uranium was recovered. In the third technique the IEBs were leached with a sodium carbonate/sodium bicarbonate/hydrogen peroxide solution. Only about 0.1% of the uranium was recovered. The results of these screening tests suggest that the IEBs can be successfully treated for recovery of the contained uranium. Other studies would be required to determine if other values, such as zirconium or silver, could be recovered from the IEBs.

Associated with cordilleran intrusives of intemediate to acidic composition, gold/silver ores are generally found in the intruded host rocks which are adjacent to these intrusives. Generally precious metal deposits lie further from the intrusives than allied base metal deposits. For vented intrusives, the associated volcanics may constitute the intruded rock and form the host for precious metal accumulation. Potential field methods, particularly magnetics, can help to define unseen boundaries of intrusive systems and thus can point to generalized prospecting targets. Other clues arise from the intrusive system type, its emplacement fracturing, the host rock type and local magnetic changes caused by mineralization processes.

Problems of how to use artificial intelligence (AI) methods and expert systems (ES) to control complex industrial projects have lately become significant in practical terms. Mining ventilation systems undoubtedly belong to complex multi dimensional objects of control with stochastic nonstationary and nonlinear processes. Formal models based on automated ventilation control, do require awkward algorithmic solutions, moreover, a number of tasks become the operator's headache, and the quality of their solution depends on his experience and intuition. These tasks include: - identifying pre-accidental situations and determining their causes; - making well-grounded decisions with regard to changing ventilation regimes, forecast of mining operations taken account of; - controlling ventilation systems in emergency situations, e.g. when in accident, etc. It is in this context that we have for a number of years been investigating how to practically use AI methods for operative control in dynamic aero-and-gas mining processes, one of our research directions being devoted to working out a consulting programme for the ventilation system operator. Our researching and modeling problem was identification of aero-and-gas situation in different parts of ventilation network and its interpretation in order to determine possible causes for gas regime changing and unexpected consequences. We would single out the following stages in this task: I. Operative information procession coming to the data base from the sensors and analysis of hypothetical versions (using the associative rules base) with regard to factors which have caused significant parameter fluctuations (e.g. C%(t), H(t), Q(t) etc.)., 2. Selection of hypotheses in the knowledge base and forming conclusions in accordance with reliability scale. 3. Clarifying the obtained conclusions in dialogue with the operator. 4. Correcting the associative rules base.

Discrete Element Method (DEM) software has been successfully used to simulate various machine/soil interactions and provide insight for industries such as mining and bulk material processing. This paper will investigate typical calibration techniques used in particle models for DEM simulation and physical calibration experiments with soft ground TBM cutting tools to incorporate parameters such as tool drag forces that contribute to required TBM torque. With a well calibrated DEM model, it is expected that TBM simulation results will be more meaningful and provide better insight into TBM performance, power requirements, cutting tool placement, and overall cutter head design.

The steepness of an openpit mine’s slopes has a substantial influence on the mine’s financial return. This paper proposes a novel design methodology where overall steeper pitwalls are employed without compromising the safety of the mine. In current design practice, pitwall profiles are often planar in cross section within each rock layer: that is, the profile inclination across each layer tends to be constant. Here, instead, a new geotechnical software, OptimalSlope, is used to determine optimal pitwall profiles of depth-varying inclination. OptimalSlope seeks the solution of a mathematical optimization problem where the overall steepness of the pitwall, from crest to toe, is maximized for an assigned lithology, geotechnical properties and factor of safety (FoS).

The E-Power Pipe technology was originally developed for the trenchless installation of protective pipes and pipelines of 10" to 28" diameter, over long distances of more than 4,000 ft. The twostage process combines elements from Horizontal Directional Drilling (HDD) and microtunnelling technology. A microtunnelling boring machine (MTBM) excavates the borehole using a specially designed, temporary jacking pipe. A Rack & Pinion jacking frame pushes the equipment during the pilot bore and pulls in the prefabricated pipe string in a second step. The slurry microtunnelling machine is equipped with a jet pump, creating the so-called AVNS machine type. A new generation of small hard rock cutting wheels complements this considerable achievement for the tunnelling industry

A variety of chemicals offered by Armak were evaluated as dewatering aids for aqueous slurries of silica sand, sparsand and feldspar; an established commercial dewatering aid was used as a control. A number of Armak's potential dewatering aids yielded lower moisture retention values than did the commercial product on all of the mineral samples. In addition to the chemical dewatering evaluations, some of the mechanisms involved in the removal of water from these mineral samples were examined.

The use of diesel engine locomotives in South African mines can be traced to Van Dyk Consolidated Mines Ltd on the Witwatersrand gold mines in 1928 as a replacement for battery locomotives. The advantages and disadvantages were recognized in those days, and surprisingly, there are no significant additions to this list, but only refinements. In the absence of any Occupational Exposure Limit (OEL) for Diesel Particulate Matter (DPM) in SA, the Mine Safety and Health Administration (USA) rule is currently being used as a benchmark for the ventilation engineering designs. This paper discusses the ongoing SA journey of measurement and limitations of exposure data for ventilation planning and regulatory purposes. The currently accepted DPM limits are based upon the belief that they are economically and technically feasible for the mines to reach and are not necessarily health based. For SA underground platinum mines, a median TC/EC ratio of 1.8 with a range of 1.2 to 5.8 was observed. For SA coal mines, a median TC/EC ratio of 1.44 with a range of 1.25 to 2.13 was observed. While it is common practice in the USA to use the ratio of TC/EC for metal mines to be 1.3, the ratio found in local platinum mines is 2.2 and for coal mines, the ratio was 1.53 which is lower than Australian studies, i.e., 1.96. It has been shown that a need for critical analysis of TC/EC ratios exists, and possible reasons for variance must be understood before stringent adoption of overseas recommended limits for DPM. It is hoped that the findings from this paper would provide input to scientific approaches in developing appropriate conversion factors, limits for DPM and also in ensuring appropriate error factors (currently 1.14 for TC and 1.2 for EC) for compliance determination.

The Hampton Roads Bridge-Tunnel (HRBT) Expansion project in Virginia includes parallel 1.5- mile (2.4 km) tunnels constructed using a tunnel boring machine (TBM). The TBM launching and receiving shafts were excavated within the footprint of two reclaimed islands abutting the navigation channel for the Port of Virginia. The shaft excavations—a circular tri-cell shaft at South Island, and a circular-rectangular twin-cell shaft at North Island—were supported by slurry walls up to 190 feet (58 meters) below the island surfaces. This paper describes specic design considerations for these shafts, as well as construction and uality-oversight aspects of their excavation and construction.

The study investigated the potential use of low activity circulating fluidized bed combustion (CFBC) ash and phosphate tailings for the production of a filling material based on the cement. The phosphate tailings were used as aggregate and consolidated by cement and CFBC ash. The results showed that the bleeding rate and fluidity of all mixtures decreased with the increasing the amount of CFBC ash. The fluidity of filling slurry is highly related to the experimental factors such as the content of sulfur solid ash, B/A ratio, and mass concentration. The replacement of CFBC ash ranging from 20 to 40% led to a significant decrease in setting time and an obvious increase in compressive strength, but the above effect was obviously weakened when reducing the mass concentration and B/A ratio. The hydrated calcium silicate gel and ettringite generated from the hydration of cement and CFBC ash were the main sources of strength for the filling materials. When the recommended proportion was 1/6 binder/phosphorus tailings ratio, 76% solid content, and 40% CFBC ash replacement, the filling material still met demands on working and mechanical properties; at the same time, the utilization of CFBC ash and phosphorus tailings was maximized.

The federal standard for limiting exposures to miners from radon daughters was reduced from 12 working level months (WLM) per year to 4 WLM per year in 1971. However, even at that time some researchers were concerned that the new limit would eventually be shown to result in an excess risk for lung cancer mortality in miners. The National Institute for Occupational Safety and Health (NIOSH) is now engaged in a comprehensive review of this topic. As the lead agency in this project, NIOSH has developed a work plan and established a work group to implement this plan. The procedure and specific considerations are outlined in the work plan for developing a comprehensive ionizing radiation standard recommendation for all miners, underground and surface. Such a recommendation will not only include estimates of health risks at various levels of exposure, but also appropriate recommendations for medical monitoring, sampling and analytical methods, sampling strategies, posting, engineering controls, personal protective equipment and recordkeeping. The work group has twenty-four members. Eleven members are NIOSH personnel representing six divisions of the Institute. The remaining thirteen members represent other federal agencies, specifically the Bureau of Mines of the Department of the Interior, the Mine Safety and Health Administration and the Occupational Safety and Health Administration of the Department of Labor, the Office of Radiation Protection of the Environmental Protection Agency, and the Bureau of Radiological Health of the Food and Drug Administration, Department of Health and Human Services. Several factors contributed to the decision to initiate this project. First, the efficacy of the current standard was considered. An initial study group was formed in the spring of 1980 by NIOSH to identify and evaluate articles that contained information on lung cancer mortality risks at and below the present permissible exposure limit. The conclusion drawn from their evaluation was that a two-fold excess risk of lung cancer mortality at and below 120 cumulative working level months (CWLM) of exposure to radon daughters is evident. This composite indication from selected studies was of sufficient magnitude to justify further evaluation. The study group, however, recognized that other studies and information must also be considered in a quantitative risk assessment which would form the basis for recommending an acceptable and feasible permissible exposure limit. A second factor in the decision to pursue further evaluation was the gaps in the current standard that had previously been identified by the Mine Safety and Health Administration (MSHA). These included lack of medical monitoring of underground miners and absence of regulations for surface miners. The seriousness of the health hazard relative to other hazards in mining was also considered. Along with exposures to silica and asbestos fibers, radiation was judged to be one of the major health hazards in mining, These combined factors constituted the justification to develop criteria and recommendations for improved mandatory health standards. The development process begins with a survey and review of the available world-wide information on the topic, including data and information developed by NIOSH. The end product of this review is to be a document that will contain an evaluation of the collected information and support for any recommendations that are made. To develop this document, the present work group has been divided into five task groups with the following emphases: Health Effects, Medical Aspects, Monitoring, Environmental Exposures, and Engineering Controls and Work Practices. The Health Effects task group is to evaluate the evidence from epidemiologic and animal studies of adverse health effects associated with all forms of ionizing radiation encountered in mining and milling operations. The "weight-of-evidence" of the results of all relevant and useful studies will be summarized, with the reasons for emphasizing the cited studies. The critical cells or tissues and the factors that should be considered in estimating the dose to these areas from various types of radiation will be identified. An evaluation will be made of the possible impacts of smoking and exposure to diesel exhaust on the determination of health effects related to radiation. The implications of biologically redundant dose in terms of the time between tumor initiation and death will also be analyzed. The Medical Aspects task group is to review the generally-accepted and the state-of-the-art medical technology for the detection of adverse health effects from ionizing radiation exposure. An evaluation will be made of the accuracy of urine and fecal analysis, wholebody counting, chromosome analysis and nose blows, as well as their usefulness for early detection of adverse health effects. Early detection is of little utility to the affected individual unless subsequent medical care can improve the prognosis. Recommendations for screening tests will be made after carefully considering the accuracy of the diagnostic procedures and the usefulness of early detection. Required recordkeeping and transfer rights will also be addressed. The Monitoring task group is to consider the state-of-the-art technology for the monitoring of occupational radiation exposures. Instrumentation, sampling strategies and analytical procedures will be reviewed for both personal and area sampling. The implications of the associated levels of confidence for non-compliance decisions will be evaluated. The discussion will also include an evaluation of the feasibility of replacing present monitoring systems with recent technology and the impact that a possible lower permissible exposure limit would have on monitoring requirements. The Environmental Exposure task group is to investigate the field procedures and mathematical methodologies which have been used to quantitate exposure levels to the various kinds of ionizing radiation. The magnitude and direction of the possible biases in past exposure assessments will be estimated. Specific attention will be given to the controversies concerning the quantification of the biological dose equivalent and the feasibility of recommending standards for mixed radiation exposures which use "rem" as the unit of measurement. Were the legislators and politicians responsible for the closing of the U.S. Department of the Interior?s Bureau of Mines (Bureau) in March 1996 fully aware of what they were doing? Throughout the United States? history, the domestic mining and minerals industry has been largely responsible for the nation?s growth and prosperity that had made it a world leader. The mining and minerals industry made it possible for the young nation to catch up with Europe during the Industrial Revolution, played an essential role leading to victories in World Wars I and II and was a core ingredient for continued economic growth. For a number of decades, America?s import dependency on non-fuel mineral materials has continued to increase. (USGS Mineral Commodity Summaries). Developing domestic resources to meet current and future demands ? particularly those resources considered to be of strategic and critical value to national security ? is necessary. Federal involvement is required since many of these resources are located on public lands. Another reason for federal involvement is that the success of the industry depends on long-range research programs and advances that may take up to 25 years to become commercially available. This situation requires federal partnership to coordinate the programs necessary to collectively involve the industry, individual mining companies and colleges and universities. So, how was it possible to close a federal agency that had contributed so much to the nation?s welfare in a mandated 90-day period, with more than 1,200 employees losing their jobs?
