PURPOSE OF THE PROJECT The Big Walnut Augmentation Rickenbacker Interceptor project began in 1995with the preparation of the Scope of Services for the design of the Rickenbacker Interceptor, with service to and around the Rickenbacker Air Force base. The air base was soon to be placed under civilian control through a Port Authority, with an expected influx of businesses and services, requiring increased sanitary service capability. Due to political differences regarding annexation and other issues, the project was placed on hold. In mid 1996 the Scope of Services was rewritten with more emphasis on a tunneling option, but still only addressing the air base and surrounding tributary are a sanitary service requirements. The consultant selection process began in late 1996 with the Request for Statements of Qualifications issued in December. Three firms were selected to furnish proposals based on the revised Scope of Services that now included requirements for hydraulic modeling of the service areas and the Big Walnut Outfall (BWO) and an expanded soil investigation requirement. All three firms were requested to make presentations to the selection committee, with the committee selecting URS Greiner for further consideration and negotiation. A contract was entered into in August of 1997with URS Greiner. The major sub-consultants were Lachel and Associates, Inc., H.R.Gray and Associates and Solar Testing Laboratories, Inc. The project began with geological investigations, preliminary soil borings, well investigations, tributary area evaluations, hydraulic modeling of the BWO system and research into other projects planned for the Rickenbacker airport and surrounding area. The hydraulic modeling of the BWO and the proposed Rickenbacker Interceptor confirmed that the BWO suffered wet weather surcharging and would require augmentation to properly convey the future flows to the Southerly Wastewater Treatment Plant(SWWTP). The project scope expanded to include evaluation of both the Rickenbacker Interceptor and the Big Walnut Augmentation projects. Both projects previously identified in the Capital Improvements Program. The work on the expanded scope for the Big Walnut Augmentation and the Rickenbacker Interceptor began with the evaluation of a parallel 2.75 meter (108") diameter augmentation sewer from SWWTP to S.R. 317and Parsons Avenue, then continuing east along S.R. 317 as the Rickenbacker Interceptor. Strip mine reclamation Fs the process of restoring the land affected by the mining process to its most productive use. This can be timber production, pasture, crop land, wildlife and/or recreational use. The mining companies must determine, through the advice of their technicians, what the most advantageous use of the land will be. If the Company does not own the surface, the owner or owners must be contacted to determine their desires as to how the land should be reclaimed. Many times, in making the plans to restore an area with vegetative cover, the watershed and the quality of the water in the area is overlooked. The water itself must be an integral part of the reclamation plan. Many lakes and/or pits can be created with proper planning. In areas in the Midwest, where lakes are a scarcity, these strip mine lakes can become storage reservoirs for large amounts of water, They can help control runoff and low flow augmentation. The strip mining operation will affect the watershed regardless of whether a reclamation plan in made or not. It is up to the reclamation technician to see that the plan benefits the watershed instead of affecting it adversely. This can be done during the operation by intercepting the water before Pt enters the active pit. Diversion ditches above the highwall will handle the runoff water from the watershed. Water that does gain entry into the pit should be removed as quickly as possible. If the rules and regulations adopted by the Ohio River Valley Sanitation Commission in Resolution 5-60 are followed, water encountered during the operation can be handled with little or no adverse effect to the receiving watershed.

Flotation columns are widely used in mineral processing and coal preparation industry today. Mathematical modeling of flotation columns has conventionally been done using axial dispersion or tank-in-series models. However, for design and scale up purposes these models are not adequate enough because they do not provide detailed information of the flow fields within the column. This paper presents a Two-Dimensional, Two-Phase. Fluid-dynamic Model and its numerical solutions for some cases encountered in column flotation. The MAC (Marker and Cell) method was employed to obtain the numerical solutions, and based on this method a computer code COLUMNFLOW was developed. The simulated flow field reveals the presence of a circulation flow structure in flotation columns, which could be one of the main reasons for mixing in column flotation. The effects of some parameters such as superficial gas and liquid velocities on the characteristics of the flow structure in flotation columns were also tested with the numerical model.

In the early 1960's the Company, then named the United States Smelting Refining and Mining Company, was drilling the Continental ore body located near Fierro, New Mexico. Reserves of underground ore of sufficient quantity were indicated to build a mill. At the same time some ore from the Continental No. 1 mine was being milled at the Company's Bullfrog Mill, formerly a lead-zinc mill. The copper ore in comparison to the lead-zinc ores was very hard, abrasive, and heavy. These factors pointed out the possibility and attractiveness of autogenous grinding. While prior to this some study had been given to autogenous grinding, no large scale tests had been made. Such a program was carried out and from the pilot plant data the following was established: 1. Grinding of the ore by autogenous means could be accomplished. 2. This could be done in one stage; however, not at a satisfactory tonnage throughput rate. Thus, the use of a secondary unit has been employed. 3. Grinding in the secondary unit could be done by pebbles generated in the primary unit. This resulted in the scheme whereby the ore would be ground 100% autogenously. 4. Liberation of the copper minerals was excellent so that good recovery at a satisfactory concentrate grade would be obtainable.

The paper about to be presented deals with the relatively straightforward problem of mining two seams of coal separated by an interval. This may seem to be a simple problem but within a twenty-mile radius of Consolidation Coal Company's Burning Star # 4 Mine at least seven (7) different techniques of two-seam mining have either been tried or are now in use. This great variety of techniques should point out that there is no single simple solution; a conclusion often reached when dealing with mining problems. As a background for the techniques presently in use at the Burning Star # 4 Mine, we will briefly outline the other five (5) stripping techniques used in the area: 1. Captain Hine 6360 Range Diagram (Figure 1) 2. Leahy Mine Range Diagram (Figure 2) 3. Burning Star # 3 Mine 5860 Range Diagram (Figure 3) 4. Burning Star # 3 and # 4 Mines Dragline in Pit Range Diagram (Figure 4) 5. Captain Hine 2570/5561 Range Diagram (Figure 5) Each of these techniques was chosen because it provided the best and least expensive alternative for mining the coal under the particular restraints encountered. The Mine Engineers at our Burning Star # 4 Mine, Mr. Dennis Mahan and Mr. William Weaver, will now detail two additional mining techniques, out-lining our experience to date.

In 1970 U. S. Steel acquired the physical assets of mine, mine property, and preparation plant of the Crystal Block Coal Company near Thacker, Mingo County, West Virginia. The facility, identified as U. S. Steel Mine No. 20, is administered and operated as a production unit of U. S. Steel Gary District, Gary, West Virginia. Mining operations of the No. 20 mine are conducted in the high-volatile Alma seam. The preparation plant, which originally had a capacity of about 150 tons per hour (tph) of raw-coal feed, had process circuitry consisting of a Daniels heavy-media vessel for cleaning the plus-1/4-inch raw coal, a McNally-Pittsburg feldspar jig for cleaning the 1/4 inch by 28 mesh, and Daniels flotation cells for treating the 28 mesh by 0. No water-classification system existed. Refuse tailings from the plant were pumped to several surface lagoons which were decanted to the stream. The settled solids were removed and trucked to the coarse-refuse disposal area. Water make-up requirements were supplied by a small mine-water surface reservoir and augmented with stream water. Knowledge of local coal mine roof geology is critical to the design of a safe and suitable mine structure. An automated drill control and data collection system has been designed for a J.H. Fletcher twin-head roof bolter. Drilling parameters collected during the drilling process can be used to interpret geologic features intercepted in the mine roof. The drill and data collection system have been tested in both laboratory and underground settings. Visualization of certain drilling data has shown good correlation with geology drilled. A quantitative prediction model was developed using drilling parameters examined with data visualization. The quantitative model was tested using laboratory drilling data.

Face and pillar bursts, bumps and bounces are violent failures that occur in underground coal mines in response to a complicated interplay of face and pillar geometry, seam depth, coal properties and interactions between roof, seam and floor strata. Additional complications arise from the presence of gas, mainly methane, and associated pressure and flow that vary with time and are further influenced by the rate of face advance. Where gas plays a dominant role, the term outburst is often used; where stress concentration is primary, terms such as burst, bump or bounce may be used. Hargraves [1983] presents an often cited review of outburst phenomena with emphasis on Australian conditions. Beamish and Crosdale [1998] indicate outbursts have occurred for over a hundred years and present tabulations of outburst numbers in major coal basins throughout the world. A central consideration is the rate of depressurization that occurs in the course of mining. Outbursts are not limited to coal seams and adjacent strata; they also occur in salt and potash mines [Molinda et al 1988]. Stress concentration and gas pressure act in consort, so the combined action is important to understanding the mechanics of bursts or outbursts and to the development of measures to reduce the associated hazard. Gas flow is a complicated phenomenon associated with diffusion of gas from micro-pores and the flow of gas along cleats. Laboratory measurements indicate both are dependent on stress and pressure [Harpalani and Ouyang 1998]. Moreover, gas permeability in porous media is often many times water permeability [Klinkenberg 1941]. However, there is also evidence that gas and water permeability are similar at elevated stress and follow Darcy?s law [Dabous et al]. Gas flow is also of importance to mine ventilation. Price et al [1973] in cooperation with personnel of the former U.S. Bureau of Mines developed finite difference models to estimate methane emission in mines in the Pocahontas No. 3 and Pittsburg seams using a premining pressure of 4.69 MPa (680 psi) and Darcy's law implying laminar flow. However, the effects of stress were not taken into account. In this regard, mine measurements of permeability are usually based on Darcy?s law [Peide 1990]. Early models of gas flow with stress effects were one-dimensional in space and time (x,t) and were developed with the goal of estimating the gas pressure profile from the face into the seam as time passed [Schlanger and Paterson 1987, Zou and Yu, 1999]. A zone of high permeability adjacent to the mining face was recognized in these early models. Later models based on the popular finite element method allowed two spatial dimensions (x,y) and variation in time (t) and for coal seam heterogeneity [Tang et al, 2002]. Zhu et al [2007] formulated a set of nonlinear equations involving a complicated stress-pressure-permeability relationship for application to coal seam gas flow and concluded the coupling was important but failure of coal should also be considered. Wold et al [2008] used a hybrid finite difference - finite element model interleaved with a reservoir simulation model to study outbursts based on extensive mine and laboratory measurements. An important feature of the modeling was the use of spatially variable material properties and Monte Carlo simulation to obtain quantitative estimates of outburst conditions and probabilities. Connell [2009] used the same reservoir simulation model as Wold but used the popular finite difference code FLAC3D for hydro-mechanical responses to evaluate two permeability relationships, one depending on porosity and the other on stress, and concluded that permeability changes with gas production were more complex than computed by either permeability model. Gadde [2010] in an integrated laboratory and field study of coal pillar strength explored the effect of spatial variability and concluded that design based on average strength was acceptable in some circumstances, although gas pressure was not an issue. Liu et al [2011] also applied a FLAC code to analyze two-dimensional gas flow and deformation of layered but homogeneous strata in a Chinese coal mine using a strain-softening model and concluded that damage and gas pressure were important to strata safety relative to the case without gas.

Conventional triboelectrification based dry coal beneficiation methods require ground coal as a prerequisite feed material, energy intensive static-in-line mixer or cyclonic tribocharger configuration, and transport and/or improvement in the design of free-fall separators to improve the separation efficiency of [me pyrite/mineral matter from coal. The proposed paper illustrates the two concepts. First, the use of ceramic media in a polyurethane lined attitor in achieving simultaneous grinding and differential charging. Second, the use of an electrocentrifuge to selectively separate coal from mineral matter present in the triboelectrified mixture. It is of interest to note that some ceramic media can satisfy the requirements of both desired density and work function to achieve grinding and differential charging.

It hardly needs to be repeated that if coal is to continue as America’s premier source of cheap energy, it is absolutely necessary that the carbon dioxide from its combustion somehow be sequestered. A promising method proposed to accomplish this is the “indirect” carbonation of serpentine in a concentrated magnesium chloride brine. Indirect carbonation could be also applied to precipitate magnesium in lateritic nickel processing: this would not only solve magnesium-control problems in laterite hydrometallurgy, but also reduce its energy requirements and create CO2-sequestration credits. Fifty-five percent of the electricity generated in the United States comes from coal-fired power plants, and American coal reserves can last over 500 years at 1990-level consumption1. Coal is therefore both abundant and cheap: it could (and in fact probably will) continue to be an affordable source of energy, both for producing electricity and as a feedstock for liquid hydrocarbon production by Fischer-Tropsch reactions. As a result, it is important to find a workable method of permanently sequestering CO2.

High-G centrifuges from five preparation plants were sampled to determine and quantify the various operating factors affecting performance. The operating factors that were considered include feed rate and percent solids, size of feed material, screen-basket type, hardness of coal and age of the flights. The performance parameters that were measured include product surface moisture, recovery and degradation of the coal. Regression equations with good significance levels were developed.

The Second Narrows Water Supply Tunnel will ensure system reliability in the event of a major earthquake and increase the Greater Vancouver Water District’s capacity to meet a growing population’s longterm needs. It includes a bored tunnel between two deep shafts located in North Vancouver and Burnaby, BC, Canada. The support of excavation for the 16-meter-diameter (52.5 ft) TBM launch shaft consists of 83-meter-deep (272 ft) unreinforced concrete slurry walls. This paper discusses challenges encountered during construction of the launch shaft slurry walls, namely excavation methods and slurry loss, and mitigative solutions implemented to successfully complete the shaft with minimal impact to project schedule.

During the past 20 years, FKC-Lake Shore, located in southern Indiana, has been working with Contitech, the German conveyor company, to push vertical conveyor technology to new depths and open up additional opportunities for underground mine owners. Historically, the underground mining industry has largely been unable to realize the benefits of these efficient systems due to the design limitations in maximum depth and capacity. Until recently, only relatively shallow depth mines with low production rates have been a ?t for a vertical conveyor system. This, however, is changing with technical advancements in the Pocketlift system. With each milestone, a new vertical conveyor record is set for depth and capacity. For instance, in 2002, FKC-Lake Shore set one such record with the installation of a Pocketlift system at a mine in the Illinois coal basin with a lift height of 273 m (896 ft) and a production rate of 1.8 kt/h (2,000 stph). Although it was unthinkable at that time, today?s vertical conveyors are capable of reaching lift heights up to 700 m (2,300 ft) with an average production rate of 450 t/h (500 stph). These new lift heights and production rates are opening the technology to more potential mine owners and shifting the way people look at moving material in the future.

Todays End of Life vehicles are shredded and their metal components recovered and recycled by standard methods. The remaining non-metallic fraction is shredder residue, and contains vast amounts of high value engineering plastics. None are today recovered. Discussed are the developmental approaches used in the first process to recover these valuable plastics. Examined are initial laboratory studies, pilot plant design and construction, product development, results, and flowchart explanations.

To reduce the environmental footprint of hydrometallurgical processing of black mass from spent lithium-ion batteries (LIBs), a green leaching system based on glycine and sodium metabisulfite (Gly-SMS) was proposed. The leaching study demonstrated that the highest cobalt and lithium recoveries of 100 percent and 99.8 percent were achieved under optimal conditions. The leaching mechanism revealed that the dissolution of LiCoO2 in the Gly-SMS solution followed the shrinking core model. The apparent activation energies for cobalt and lithium were determined as 48.05 and 41.51 kJ/mol, respectively, indicating a surface chemical reaction controlling mechanism. The leachate was then processed by an acidification- precipitation technique with oxalic acid as the precipitant to remove cobalt. Glycine complexes with metal ions by zwitterionic ligand and recycles in the leaching-precipitation circuit, reducing the reagent cost. Compared to other studies, this leaching system has near-neutral operating conditions and is cost-effective, making it an economically viable alternative for treating cathode materials from spent LIBs.

In the world of minerals exploration, computer-oriented data storage and retrieval methods are being talked about, studied and researched. The goal is to facilitate the recording, collating, indexing, recovery, and analysis of mineral deposit-prospect data. A survey has been made of the various report forms, suggested outlines, and computer coding forms that are currently used in mineral exploration to index and/or describe mineral deposits and prospects. These forms have a number of common characteristics: location, commodities, type of deposit, host rock, etc. Such basic mineral deposit-prospect "data units" are part of most exploration programs. "Data units" may be comprehensive bound published descriptions of mines or mining districts or 3x5 file cards or elaborate computer coding forms being developed in Canada. Initial attempts to develop computer-oriented information systems have run into the same roadblock: the lack of a body of organized, processible data describing the basic qualities of mineral deposits and prospects. To solve this problem, international committees are considering coding forms, world-wide semantics, and rules or standards for data collection and description. It appears that mistrust and lack of understanding of the computer; fear of loss of proprietary information; and disagreements over terminology are distorting the picture of what has to be done if the mining industry is to grow into more meaningful information systems for mineral exploration.

MDL Rock Lasers has undertaken successful mapping trials of abandoned mine workings using its underground cavity scanning system. The work was being performed for Kalgoorlie Consolidated Gold Mines (KCGM), Australia's largest gold producer. MDL Rock Lasers supplies underground surveying systems to the mining and quarrying industry KCGM's Fimiston Super Pit, located in Kalgoorlie, Western Australia, is Australia's largest open-pit gold operation. Fimiston's final pit design is expected to be 3.7 km (2.3 miles) long, 1.5 km (0.9-miles ) wide and 540 m (1,770 ft) deep. During the early days of Australian mining, underground operations were labor intensive. Mining was selective and generally narrow stopes were mostly backfilled. Improved processing technology and mine mechanization during the 1970s and 1980s has permitted larger scale operations to adopt less selective underground-stope operations. The "super pit" concept was a logical step for mining companies working toward economies of scale. However, the industry recognized that there was no precedent for excavating a 500-m- (1,640-ft-) deep open pit through ground previously affected by old workings. To appreciate the geotechnical challenge facing KCGM, it is necessary to consider that under the pro¬posed area at the open pit, stoping reached a level of 1 km (0.6 miles) and was supported by more than 2,000 km (1,240 miles) of development headings. The company was fortunate because plans were available for the Golden Mile underground operations. The existing plans were interpreted by the mine's geotechnical team and computer models were constructed of the underground workings. These models can be imported into three-dimensional mine planning packages, such as the Vulcan's Unix-based software, Envisage, to assist analysis and design. This prior knowledge of the workings provided the focus for investigating and confirming ground conditions using probe drilling. After several iterations of drilling, followed by detailed analysis, several decisions were made relating to the nature of the ground and the mining approach to be taken. It was recognized that the stope models were not perfect due to hu¬man error, lack of original survey information and progressive deterioration in ground conditions. It also became apparent that the sole reliance on probe drilling was inefficient in terms of time and quality of information. This was particularly true in complex areas where stopes are in close proximity. A major concern was the presence of open stopes (voids). In many cases, stopes consist of combinations of filled and void sections. The condition of pillars within these underground workings is extremely important. In time, pillars collapse and voids will propagate in upward and lateral directions. So systems needed to be developed that allowed rapid and accurate verification of ground conditions. KCGM was introduced to MDL Rock Lasers while investigating technology for underground mining. The two companies decided to use the C-ALS, MDL Rock Laser's underground laser, cavity scanning system, to improve the management of mining through affected ground. This system was to be used in conjunction with probe drilling and void mapping activities. A field test in one area of the Fimiston Mine verified the capability of the C-ALS system to quickly and efficiently assist in this decision making process. The C-ALS scanner features lightweight, carbon fi¬ber alignment rods from Measurement Devices Ltd.'s (MDL) Boretrak MKII. This is a borehole deviation system that stops the two axis measurement head rotating and lowers the system down a borehole. The scanner is deployed by a 110-mm (4.3-in.) borehole, up, down or sideways. The operator can then carry out vertical and horizontal plan section scans at any user specified ARC (an angular increment of 2°) or the distance between two points on the ARC (CHORD) increments. Windows '95 software enables the operator to control the cavity scanner remotely, surveying the area in real time. The system makes data quick and convenient.

Introduction Noranda, like similar businesses, is suffering the pain of previously unheard of currency relationships, a cost structure built in better days, and conditions of gross oversupply possible in almost any commodity. Indeed, it does seem like the worst of all possible worlds is out there before us. To understand a Canadian natural resource company, you must know how the country is organized. So far as natural resources are concerned, Canada is not Canada. Canada is 10 provinces and each own the resources situated therein. Thus, the conditions of extraction, exploitation, and operation are all set by the province, while the conditions of trade and currency are set by the Federal government. This means that what may be the rule in Newfoundland may not be the rule in Manitoba or British Columbia. The second thing is that the Canadian currency has been a satellite of the US dollar for a long time. This means that we hold the unenviable and unjustified position of being the country with the second strongest currency in the world. What this has meant to us is what it has meant to an American operator. Since 1980, a pound of copper fetches 214% more for a Chilean than it does for us and a pound of zinc 115% more for a Belgian. From an American point of view, Canada is favored because its dollar is valued at 25% to 30% less than the U.S. However, because of industrial indiscretions in years past, Canada has a locked in labor cost disadvantage that is very hard to cope with. Canada has a unique situation with its labor unions. Many of the unions are, or have been, internationals and therefore gained undue strength in early days. Canada has a third political party of socialist persuasion. It is entirely funded by dues from laor union members. Thus, we have a politicized workforce. And finally, we have a public service that has the right to strike. This had made the public service unions by far the strongest now in Canada. What this means to the mining industry is that there is somebody out there blazing the trail. The unrelenting power of these public service unions probably creates a climate more conducive to excessive wage settlements in industry than would otherwise be the case. Study, Work, and Pray So what do we do when times get tough? In simple terms, we study a lot, we work harder, and we pray a great deal. We study a lot in terms of learning hitherto unknown strengths and weaknesses of our products, processes, and operations. We work hard in the sense that we do everything possible to improve our productivity. And we pray a lot because, so far, anything else we have done has not been enough. Some years ago, Noranda recognized that its principal base and precious metal operations were diminishing. To provide for the future, we should branch out into other resource type operations. These might be countercyclical and also perhaps a little more permanent. For this reason, Noranda entered the potash, aluminum, and forest products businesses. That you are giving the Daniel C. Jackling award to me is a great personal honor. But more significantly, it is a recognition that geostatistics has come of age. And since I am considered by many as belonging to an older generation of geostatisticians, I thought that it would be fitting that I reflect on where geostatistics came from and where it might be going. First, though, let me propose a definition of geostatistics. Etymologically, paraphrasing Webster's definitions of "geo" and "statistics," it is "a branch of mathematics dealing with the collection, analysis, interpretation and presentation of masses of numerical data taken from the earth." This definition is most appropriate in the context of mining geostatistics. It includes both classical and spatial statistics. It emphasizes the earth aspect, or the analysis of geologic features. And it should remind the practitioner that geologic input is a critical part of all geostatistical applications. In the 1910s, statistical methods were already used to analyze geological data. However, the origin of geostatistics, as we know it today, is best set in the late 1940s, when H.S. Sichel recognized the lognormal distribution of sample values in the South African gold mines. In 1951, Daniel Krige observed that "it can be expected that the gold values in a whole mine will be subject to a larger relative variation than those in a portion of the mine." In other words, samples taken close to each other are more likely to have similar values than if taken farther apart. This observation is the foundation on which spatial statistics, which characterizes values defined in a multidimensional space, is built. However, the 1950s were marked by studies based on classical, as opposed to spatial, statistics. It was only in the 1960s that the need was recognized to model the similarity between sample values as a function of the distance between samples and that the semivariogram was defined. A theoretical framework was developed by Matheron that supplied an elegant mathematical explanation to the empirical observations made by Krige. With the Working Shafts and Starter Tunnel under way, it became apparent this 4.7-mile, 19-foot diameter wet weather tunnel was going to live up to its name. The shaft’s pre-excavation grouting was completed, and ground water inflows were slowing project progress. As the tunnel drive was approaching 50% complete a cooperative effort was underway between the owner, engineer, and contractor to raise the base of the Retrieval Shaft by 65 feet to avoid ground water infiltration construction challenges. The tunnel alignment needed to be raised in kind. The project was behind schedule and rethinking the cast-in-place adit work was next on the agenda due to the very wet environment in the tunnel. The race was on to finish the project within the owner’s time constraints while completing multiple redesign aspects of the tunnel alignment and associated adit construction. This paper will evaluate original design criteria and actual in-route design modifications and change management to meet the owner’s just-in-time schedule needs.
