INTRODUCTION Volatile markets and pricing, increasing imports, constraining but effective laws related to the environment, health and safety and price controls lead to concerns which generated pious laws stating non-fuel policy and authorizing studies but resulting in ineffective implementation. Several commissions, reports by the Secretary of Interior and even the President have led to many recommendations but little or no action. No single comprehensive policy could solve problems which are diverse, commodity specific and not categorizable (Landsberg 1982, 1983). Thirteen laws administered by 27 agencies regulate or affect minerals and materials. Political instability created by communist regimes in Southern and Central Africa jeopardized sources of critical imported materials. This situation led to a Resource War mentality. It was feared that the U.S.S.R. was seeking to control this area and exclude the United States from resources (Vogely, 1980). The success of the Organization of Petroleum Exporting Countries with a petroleum cartel led to fears of an Organization of Minerals Exporting Countries which might create more cartels and/or make the existing ones more effective. Economic needs of developing countries required export to maintain employment and balance of payments have led to world surpluses, weak markets, low prices, and large loans from the World Bank which have under- mined U.S. industry (Landsberg, 1982a). Un- cooperative environmental laws, obsolete facilities and non-competitive costs have led to shipping U .S. ores to other countries for processing into ingot and bars which are imported back to the United States. Yet massive internal turmoil has interrupted supplies, and led to un- certain availability and higher prices. This situation could happen again. Included in this category of critical materials with uncertain sources are metals required in the manufacture of military aircraft, which has led to concern regarding the defense industry base (Morgan 1983). Remedies have been proposed which include: updated stock piles, material substitution, international cooperation and coordination, foreign policy aimed at resolving racial and national stresses in South and Central Africa, relaxing U.S. environmental and public land regulations and action under the Defense Production Act (Goth 1982). The President's report (1983) to Congress has stated a national materials policy which recognizes: that materials play a critical role in our economy, defense, and standard of living; that public lands contain a vast untapped mineral wealth; that the role of government is to identify mineral issues and act on them; and that there is a need for long term high potential pay off research (Bureau of Mines 1983). There is a serious question as to whether or not a comprehensive national mining, minerals, and materials policy is feasible let alone necessary. One solution is to abandon the attempt at comprehensiveness and to target specific is- sues with realistic policies (Comptroller General 1979). In the following sections, the major studies of the 1970s will be reviewed, major issues yet to be faced will be identified, the principles involved in these resolutions will be reviewed,

Two years ago, about the only US mining ventures that could turn even marginal profits were precious metals. In 1986, the price of gold dramatically increased, as did earnings from precious metals, mostly gold mines. First quarter results for 1987 show that gold will again be the most profitable type of mining in the US. All this money being made in gold resulted in many new mines being opened and hundreds of old workings being re-evaluated. The Society of Mining Engineers has put together a technical program to aid in developing precious metals mines. Small Mines Development in Precious Metals will take place Aug. 30-Sept. 2, 1987 at Bally's Hotel, Reno, NV. Topics at this meeting will include Problems Facing Small Miners; Understanding Geology and Ore Reserves; Mining-Production Options to Maintain Competitiveness; Processing for Precious Metals; Financing and Economics that Work for Small Miners; and Understanding the Environmental and Permit Maze. Problems facing the small miner The small miner has found and started most of the productive mines in the world, says Alfred G. Hoyl, of Coal Fuels Corp., Rollinsville, CO. Hoyl will state his case for small mines development in the opening session of the program. He will make the point that government regulations must never restrict the small mine or miner. And the mining industry must be careful not to crowd out the independent miner. "To restrict small mining is to say to our young men and women entering the mineral industry `There is no place for you as an independent.' Small is a relative term and we must never feel that starting small will restrict our possibilities of becoming big." In the same session, David J. Starbuck, Starbuck Minerals Management, Mayer, AZ will take a look at why smaller precious metals mines are profitable. Mining companies have changed their perspective on reworking previously mined properties. They are looking at abandoned properties in older mining districts. The attitude is that smaller operations in these districts can be profitable with the present economic climate, more advanced technology, and better management. Small, independent mining companies may not have the same resources to draw from as the majors. But there are affordable technologies available that fit into the independents' budget. Betty Gibbs, of Gibbs Associates, Boulder, Co will explain how a personal computer can help a small operation to analyze data more effectively and respond quickly to changing conditions. Scenarios will be developed that will describe how PCs can be incorporated into all phases of an operation. Financial institutions are becoming more willing to consider venture capital for small precious metals mines, according to Stanley Dempsey, Denver Mining Finance Co., Denver, CO. This may be in the form of equity or debt, he says, but they want to receive assurances of the quality of the resource. And they will ask about the ore reserves. Next, the potential lender will want to know about the mining method and en¬vironmental regulations. Dempsey will discuss these requirements. Once a high grade gold mineralization is located and reserves proven, it must be evaluated to determine which recovery process is best suited for this deposit. Robert Martinez, Amselco Minerals, Ely, NV will evaluate processes for such a deposit located in Mexico. Heap leaching, vat leaching, and a carbon-in-pulp circuit are all viable options, he says. He will explain which recovery process proved to be the most economic. Other papers in the introductory session include How to Best Use Consulting Firms to Accelerate the Development Process, by H. Schreiber and R.P. Fronk, both of Behre Dolbear-Riverside, New York, NY. And W. Mayrsohn of Asamera Minerals, Denver, CO will present Marketing Fundamentals that Work for Small Mines. The high-rate floc blanket clarification process developed by the Anglo American Corporation of South Africa is capable of continuously clarifying gold and uranium pregnant solutions containing 200-2500 mg/L suspended solids to below 25 mg/L solids at an average rising velocity of 8 m/h at the low process cost of R0,001-0,002 per ton of liquid treated. Overall process cost savings are mainly due to increased polishing filtration cycle times.

Measuring the specific gravity of a pulp in concentrating plants is a relative, y simple procedure, but the desired accuracy is often difficult to attain. Many plants use the system of weighing a known volume of the pulp on a scale. In many cases, this method is quite accurate, but obtaining a true sample presents quite a problem. This is especially true when the pulp tends to froth, the solids settle rapidly, or the flow is fast at the point of sampling. There is also the problem of the operator neglecting to take the sample because of duties elsewhere, or, if everything Is apparently running smoothly, he assumes the pulp density is also all right. In 1952, the Pine Creek plant of Union Carbide Nuclear Company began working on a better method for measuring and controlling pulp density. After an extensive investigation of different methods for measuring the specific gravity of moving pulps, the Research Department decided that the bubble tube method appeared to be the simplest and most promising for our applications. It consists of two bubble tubes, of different lengths, submersed in a pulp. Low pressure air is supplied to, the two tubes through sight bubblers to maintain approximately equal volume of air to each bubble tube. The bubble tubes are also connected to a differential manometer, one to each side. Therefore, knowing the vertical distance between the outlets of the bubble tubes, the manometere can be calibrated to measure directly the specific gravity of the pulp. The Boundary Element Method of Numerical Modeling has become an increasingly popular rock mechanics -mine design tool. It has been used by the Roof Control Division, Pittsburgh Safety and Health Technology Center, MSHA, to aid in the resolution of complex ground control problems since 1985. This paper will present an overview of an evolving simulation process and details of methods utilized to generate necessary coal, rock and gob input properties. Also included is a description of a Deterioration Index System that is used to link model output to observed mine conditions and two case studies to illustrate that process.

Mine and tunnel contractors face a complex environment-one in which economic risks are high, operating costs grow ever higher, ore grades are lower or recovery more difficult, and civil construction projects are intensely competitive on a world-wide scale. Within the context of this environment, the risks and rewards of proper machine selection for rock excavation have become proportionately large. Speed, depth and scope of analysis, and extensive supporting information are indispensable in the selection process. Equipment designs and their applications are also myriad and diverse. Several equipment alternatives and excavation techniques may have to be evaluated at once to choose the most cost-efficient approach. The following examples are typical of the current demand for more detailed equipment analysis: • An aggregate supplier starts a new quarry. He knows his targeted tonnage, blasting restrictions, and previous operating costs from other quarries. But he must improve on his old costs. What drill pattern, hole size, and bench height will give lowest cost per ton? How many crawler drills and what type will produce this tonnage most efficiently? • A mine is using a fleet of twin pneumatic ring drills for long hole drilling to initiate their cave. The mine is facing both air shortages and increasing operating costs with decreased efficiency in the ring drill fleet. If they invest in new hydraulic long hole drills, what impact will each drill unit have on production? Each twin drill unit? What configuration gives best operator efficiency and subsequent reduction in manpower? Which configuration gives the best return on investment? • A tunnel contractor is bidding a long straight water tunnel by conventional drill and blast methods. What is the optimum number of drill booms for the tunnel cross section and excavation schedule? How many rounds per day can he achieve? What are his total project drill, blast, and muck costs? In the past, such questions could be answered, but only approximately at best. One good prediction could involve many hours of laborious calculations that had to be repeated each time a new parameter was introduced or an existing parameter changed. In 1980, increasingly complex analysis, coupled with increasing need and quick response times demanded by industry, led Atlas Copco's project department to turn to the computer. New computer programs based on theoretical considerations and three decades of worksite performance data were developed for evaluating mine and tunnel contractors' equipment needs, productivity, and partial or total operating cost calculations for most conventional drill and blast excavation techniques-including shot rock loading and transportation. This Computerized Analysis of Rock Excavation-or CARE-program has since been available to the mining and construction industry. From each program specific results can be pre- dicted, including: • Productivity Calculations-Rock drill penetration rate for a given drill, hole size, and rock type, optimized for the best drill steel life; net machine productivity (drill-out time or drill meters-footage-per shift); total drill round time, including charging, blasting, loading, and haulage; suggested drill pattern, computer printed, including hole size for a given rock drill, rock type, and associated blasting restrictions for either drift rounds or benching applications; long-hole drill meters (ft) per drill shift; breasting down (upper drilling) drill meters (ft) per drill shift; and comparison between continuous loading machine capacity and LHD capacity. • Operating Cost Calculations-Operating costs expressed as cost per drill meter (ft), cost per cubic meter (cubic yard) of excavated rock, and cost per meter (ft) of tunnel advance. These costs may be calculated using as many cost centers as the mine, quarry, or tunneling contractor wishes. Specific operating costs may cover drill rig operating costs only, less capitalization; drill rig operating costs, including amortized equipment investment; drilling and blasting costs; drill, blast, load, and haulage operating costs; long-hole drilling operating costs per drill meter (ft) or per blasted cubic meter (cubic yard) of rock; and loading and transport operating costs. In all the above cases, any number of cost and capacity calculations may be run by simply changing important cost center variables to judge their net effect. Accuracy as a Function of Input Data and the Statistical Data Base Accuracy of a projection clearly depends heavily on the data base from which the projection is drawn.

As far back as 1939 state laws have required reclamation of mined lands. Reclamation has been the topic of many discussions and presentations, especially since the late 1960's. In the past ten years many states have added legislation concerning the reclamation of coal-mined lands. In the near future, it seems certain that some federal regulations will be passed that will set minimum guidelines for the states to regulate. Besides the requirement of returning the land to the approximate original contour, future regulations will more than likely demand replacing topsoil from one to five feet thick. As regulations become more stringent, costs will rise accordingly. Since no one has developed a machine that can do all reclamation work by itself, it is necessary to review in detail the tools available and to select the most economical means.

Value added is a loosely used qualifier in the industrial minerals industry. What exactly does it mean? What does it take to make a value-added product? More importantly, how does a company maintain the value added to its products? Most people agree that value-added means the value of a mineral minus the cost to produce it. This is misleading, though, because producing value-added products does not necessarily guarantee the profitability of the products. In some cases, firms that make value-added products are not very profitable. It is important not only to understand how to make a value-added product but also how competitive forces in the market can erode the value added. Therefore, when looking at value-added opportunities, producers must understand how to obtain the value added and how to maintain that value. Four major factors limit a company's ability to add value to its products. This paper examines these factors. It uses the ground calcium carbonate and mica industries as examples.

It's a pleasure to be here, and an honor to be invited to address this distinguished group of professionals. Today, I'd like to begin with an overview of progress in coal mine safety and health. I'll discuss some current areas of concern. And I'll make some suggestions as to where we may be headed in the future. This year marks the coal industry's 15th anniversary under the Coal Mine Safety and Health Act, which took effect in 1970. We have come a long way in those 15 years. As a coal mining man from way back, I remember the era when the Coal Mine Safety and Health Act first was passed. Some of you may remember it, too. At that time, the safety and health of coal miners was in the public eye even more than it is at present. One reason was a mine explosion that killed 78 miners when it occurred in a large underground coal mine in November 1968. That disaster raised tremendous public concern about protecting the safety of miners.

A high calcium fluid-bed combustor ash has been shown to be an effective binder at dosages of 1 to 2% of the magnetite concentrate weight. Magnetite pellets 1.3 cm (1/2 inch) in diameter were produced with dry crushing strengths greater than 22.3 Newtons/pellet (5.0 pounds force/pellet), which is comparable to the results produced using conventional bentonite binder. The effectiveness of fly-ash-based binders was considerably improved when calcium chloride was added as an accelerator. Addition of calcium chloride at a rate of 0.1 to 0.2% of the total powder weight increased the strength of dried pellets by as much as 22% compared to the strength of pellets made using fly-ash without accelerators.

The possibility of drilling oil wells from underground locations is not a new concept. It bas not been cost effective for the oil industry in the past and therefore disregarded. Today's state of the art in tunneling and shaft sinking greatly improves the potential for this type of oil field development scheme. This report presents a plan for providing a aeries of drilling bases and the design of the drilling location. The design minimizes the amount of excavation needed to develop the oil field and maximizes the use of rapid excavation techniques.

This paper shows how one can relate the chemical reactions between water and a silicate bed to the equations of flow. First the reaction mechanism is studied both theoretically and experimentally. Once the reaction mechanism is established, the equations of flow are solved and a solution (under physically reasonable side conditions) is obtained. Experiments to substantiate the solution are also presented.

As mining continues toward deeper reserves in thick western US coal fields, the control of mining induced-seismicity has become a priority in many operations in Utah, Colorado, and Wyoming. Gradual floor heave, common in many coal mines, has historically not been a safety issue. However recent occurrences of sudden floor heave accompanied with seismicity in a few deep mines have fueled this investigation. The focus is to identify and study the mechanisms resulting in sudden heaving of the mine floor in western U.S. deep coal mines through analytical calculations and back analyses of an actual event in a cooperative mine. Based on review of available data in three mines, underground observations and back analyses of an actual event, the authors have identified the following contributing factors (1) presence of stiff stratigraphic units and thick seams mined at depths exceeding 1000-ft (2) presence of geological discontinuities reducing the in-situ strength of the coal with calculated factor of safety near 1 for the mine floor (3) mining approaching areas of higher than normal stress gradient associated with previous mining or structural anomalies or surface topographic highs and (4) an additional source of energy triggering sudden failure such as periodic caving or slip along geological discontinuities. Preliminary examination of seismic data for the actual event in the cooperative mine and underground observations excluded fault slip at the mining horizon as the triggering mechanism but highlighted the significance of weak, anisotropic strata conditions near the intersection of two faults.

The recent expansion of our cities into hilly areas, particularly on the Pacific Coast, has resulted in damage or destruction of many homes due to geological problems such as landslides, soil creep, erosion, subsidence, or groundwater seepage. In southern California, landslides are the principal cause of damage and attention is focused on them. Landslides have occurred due to the reactivation of old slide masses, or have been caused by grading and increased water, infiltration resulting from development.. Reactivation of a portion of the ancient Portuguese Bend landslide in Palos Verdes, Los Angeles County, affected approximately 150 homes. A common type of new failure' occurs when grading has undercut bedding or other essentially planar surfaces so that they dip unsupported out of slope. Other slides have occurred due to the inherent weakness of the material involved. Preventive measures undertaken to eliminate damage in the southern California area have. included areal geologic mapping programs-in-advance of development, enacting or strengthening grading codes, and requiring extensive studies by consulting geologists and soils engineers both during the design stage and during construction. In the design stage, proposed cuts are frequently flattened, lowered or reorientated. Frequently, due to the high cost of land, they are supported by compacted fill buttresses. As a result of these measures, the geologic environment has a major effect on the feasibility, design, and development of, a very substantial percentage of tracts or individual homes.

During the 1980s, a revolution has been taking place in industrial minerals marketing. Transportation deregulation and a handful of creative marketing and distribution managers have completely changed the rules for marketing many industrial minerals. Minerals are being transported much farther than in prior decades and at much less cost. Bulk and package terminals are becoming increasingly common as a means to take advantage of freight rate savings and to provide enhanced service to faraway customers. Water and rail transportation are being used increasingly to penetrate markets considered unreachable just a few years ago. No longer do the textbook rules of thumb for industrial minerals marketing apply. This author recalls three of those rules he was taught in mineral economics graduate school in the 1970s. As recorded in class notes: • construction aggregates are seldom shipped more than 32 km (20 miles) from the quarry; • cement is sold within 240 km (150 miles) of the mill; and • industrial sand is sold regionally - it is freight constrained to a market radius of no more than 320 to 400 km (200 to 250 miles) from the plant. And yet, the author looks up in 1989 and observes overland movements of aggregates of many hundred miles, overland movements of cement and industrial sand of 1600 km (1000 miles) or more, and water movements of both aggregates and cement into the United States from sources halfway around the world. Truly, industrial minerals are in the midst of a marketing revolution. The companies that have led this revolution have enjoyed considerable financial success in the 1980s. They have enhanced their profitability by increasing market share, capacity utilization, and average selling prices by taking product to remote markets where premium prices are available. They have consistently outperformed their competition, many of whom remain unaware that the marketing revolution going on around them is actually a transportation/distribution revolution. The successful industrial minerals company of the next 10 to 15 years must participate in the transportation revolution as it continues to evolve. Reaction kinetics for gold dissolution in acid thiourea solutions were investigated using formamidine disulfide as an oxidant. For the conditions studied it appears that a surface reaction limits the rate of gold dissolution. The rate was found to be first order with respect to thiourea concentration and half order with respect to the concentration of formamidine disulfide; the apparent activation energy for the reaction was 10.40 kcal/mol (43.40 kJ/mol); and the reaction rate was independent of pH for the pH range 1.0 to 3.0.

Title IV of the 1977 Surface Mining Control and Reclamation Act (SMCRA) provides for an abandoned mine reclamation fund. This fund, taken from fees collected from operating coal mines, provides capital for the reclamation process. The Act directs the Office of Surface Mining (OSM) to collect the fees based on coal production. Monies from the abandoned mine lands (AML) fund are distributed through two programs. The first provides OSM with capital to use in emergency situations resulting from abandoned mine sites and reclaiming high priority sites in states without established AML programs. The second distributes the money through a state's AML program in the form of grants. To provide for a flexible and customized selection procedure for AML projects, a management information system (MIS) that combines scientific selection procedures is being developed. This system employs objective and subjective methods developed in systems research in recent years. The MIS component is an essential part of any selection process involving large numbers of potential projects. It must contain all the necessary project parameters that can be applied to the selection of projects whether or not they are to be used in the immediate selection criteria. In addition, variable selection criteria will allow ‘what if’ types of inquiries for comparison of differing selections and benefits.

The conventional Froude number is blind to the presence of solids, their density and their concentration in a stream of slurry mixture such as tailings flowing in an open channel. This often leads to rough approximations of subcritical, critical and supercritical regimes, based on one phase flow Froude number, limiting subcritical to a value smaller than 0.8 and supercritical to values above 1.4, as proposed in the past by Green, Abulnaga and other authors. While acceptable for small flows, such approximations can be uneconomical for the larger flows encountered in some modern plants that treat up to half a million t/day. A review of concepts of a densimetric Froude number sheds some light on the effect of solids on stratification prior and subsequent to a hydraulic jump. While the approach is heavily borrowed from modern sedimentology, it provides a useful tool to designers of large launders or open channel tailings systems. These concepts are reviewed with some practical examples.

Introduction Net Present Value (NPV) techniques are becoming widely used in industry as a standard analytical tool in making capital budgeting decisions. However, NPV techniques are often misused in "common practice." A comparison was made between the use of NPV techniques in common practice and an Adjusted Net Present Value (ANPV) approach to capital budgeting in the financial analysis of a mining project. The comparison was made by applying both methods to a hypothetical copper project. The intent of the analysis is to provide an example for practitioners to follow when financially analyzing mining (or other) projects. To maintain the thrust of the analysis, the project has been evaluated as a stand alone, total project. No consideration has been made of the division of cash flows accruing to various owners over the life of the project. This omission will not affect the comparative nature of the analysis. This discussion assumes that the reader is familiar with present value as a concept and as a tool in capital budgeting. Finance theory has embraced NPV analysis as the correct way to evaluate capital budgeting alternatives. Many articles have been written expounding the virtues of NPV over other capital budgeting methods, such as Internal Rate of Return (IRR), Payback, Accounting Rate of Return, and others. It is not the purpose of this article to review all of the literature in this area; suffice it to say that in academic circles NPV concepts are accepted as the norm. A survey by Schall, Sundem, and Geijsbeck (1978) indicates that major US companies are finally following in academia's footsteps. Fifty-six percent of the companies responding to the survey use NPV techniques in their capital budgeting process. Further, some 86% of the companies surveyed use discounted cash flow methods (NPV or IRR) for capital budgeting decisions. This compares with a survey by Klammer (1972) that showed 57% of companies using both techniques, a considerable increase in seven years. With the increasing use of NPV techniques in industry, there are certain uses in common practice that can give misleading results. Five common errors in NPV analysis of large projects are: • No distinction is made between real and nominal cashflows. • The discount rate(s) used in the NPV analysis is not formally adjusted for risk. • There is no distinction of possible differences in the riskiness of different project cash flows; i.e., revenue vs. depreciation. • There is no recognition of the cash benefits to the project from interest tax shields (interest payments on the project's debt that are tax deductible). • There is no clear recognition of subsidies to the project from concessionary debt financing. No Distinction Between Real and Nominal Cash Flows Often, expected cash flows for a project are stated as a mixture of real (in constant dollars) and nominal (in current dollars) cash flows. For example, expected revenue cash flows may be stated in real terms and depreciation may be stated in nominal terms. If cash flows are added together to give an after tax cash flow, and this single cash stream is discounted, care must be taken to ensure that cash flows are consistently stated. All cash flows should either be stated in nominal terms or in real terms. In addition, the discount rate used must be stated in the same terms as the cash flows being discounted. Real cash flows must be discounted using real discount rates and nominal cash flows using nominal discount rates. The process engineer is frequently requested to select equipment to separate brine from solids, In many cases, this is a more difficult task than the selection of most other pieces of process equipment because quite often the operation of the various types of debrining equipment cannot be predicted by calculations, One must rely to a great extent upon experience or empirical test work to predict performance - that is to say one must use a practical rather than a theoretical approach. This is not to say that the solutions to liquid-solids separating problems are wholly an art but rather it is to emphasize that the approach demands a fair knowledge of commercially available liquid-solids separating equipment, some background on the advantages and limitations of each type and in many cases might necessitate a fair amount of test work, or at least, a study of performance of equipment on similar applications.
