The possibility of drilling oil wells from underground locations is not a new concept. It bas not been cost effective for the oil industry in the past and therefore disregarded. Today's state of the art in tunneling and shaft sinking greatly improves the potential for this type of oil field development scheme. This report presents a plan for providing a aeries of drilling bases and the design of the drilling location. The design minimizes the amount of excavation needed to develop the oil field and maximizes the use of rapid excavation techniques.

A high calcium fluid-bed combustor ash has been shown to be an effective binder at dosages of 1 to 2% of the magnetite concentrate weight. Magnetite pellets 1.3 cm (1/2 inch) in diameter were produced with dry crushing strengths greater than 22.3 Newtons/pellet (5.0 pounds force/pellet), which is comparable to the results produced using conventional bentonite binder. The effectiveness of fly-ash-based binders was considerably improved when calcium chloride was added as an accelerator. Addition of calcium chloride at a rate of 0.1 to 0.2% of the total powder weight increased the strength of dried pellets by as much as 22% compared to the strength of pellets made using fly-ash without accelerators.

It's a pleasure to be here, and an honor to be invited to address this distinguished group of professionals. Today, I'd like to begin with an overview of progress in coal mine safety and health. I'll discuss some current areas of concern. And I'll make some suggestions as to where we may be headed in the future. This year marks the coal industry's 15th anniversary under the Coal Mine Safety and Health Act, which took effect in 1970. We have come a long way in those 15 years. As a coal mining man from way back, I remember the era when the Coal Mine Safety and Health Act first was passed. Some of you may remember it, too. At that time, the safety and health of coal miners was in the public eye even more than it is at present. One reason was a mine explosion that killed 78 miners when it occurred in a large underground coal mine in November 1968. That disaster raised tremendous public concern about protecting the safety of miners.

This paper shows how one can relate the chemical reactions between water and a silicate bed to the equations of flow. First the reaction mechanism is studied both theoretically and experimentally. Once the reaction mechanism is established, the equations of flow are solved and a solution (under physically reasonable side conditions) is obtained. Experiments to substantiate the solution are also presented.

As mining continues toward deeper reserves in thick western US coal fields, the control of mining induced-seismicity has become a priority in many operations in Utah, Colorado, and Wyoming. Gradual floor heave, common in many coal mines, has historically not been a safety issue. However recent occurrences of sudden floor heave accompanied with seismicity in a few deep mines have fueled this investigation. The focus is to identify and study the mechanisms resulting in sudden heaving of the mine floor in western U.S. deep coal mines through analytical calculations and back analyses of an actual event in a cooperative mine. Based on review of available data in three mines, underground observations and back analyses of an actual event, the authors have identified the following contributing factors (1) presence of stiff stratigraphic units and thick seams mined at depths exceeding 1000-ft (2) presence of geological discontinuities reducing the in-situ strength of the coal with calculated factor of safety near 1 for the mine floor (3) mining approaching areas of higher than normal stress gradient associated with previous mining or structural anomalies or surface topographic highs and (4) an additional source of energy triggering sudden failure such as periodic caving or slip along geological discontinuities. Preliminary examination of seismic data for the actual event in the cooperative mine and underground observations excluded fault slip at the mining horizon as the triggering mechanism but highlighted the significance of weak, anisotropic strata conditions near the intersection of two faults.

The recent expansion of our cities into hilly areas, particularly on the Pacific Coast, has resulted in damage or destruction of many homes due to geological problems such as landslides, soil creep, erosion, subsidence, or groundwater seepage. In southern California, landslides are the principal cause of damage and attention is focused on them. Landslides have occurred due to the reactivation of old slide masses, or have been caused by grading and increased water, infiltration resulting from development.. Reactivation of a portion of the ancient Portuguese Bend landslide in Palos Verdes, Los Angeles County, affected approximately 150 homes. A common type of new failure' occurs when grading has undercut bedding or other essentially planar surfaces so that they dip unsupported out of slope. Other slides have occurred due to the inherent weakness of the material involved. Preventive measures undertaken to eliminate damage in the southern California area have. included areal geologic mapping programs-in-advance of development, enacting or strengthening grading codes, and requiring extensive studies by consulting geologists and soils engineers both during the design stage and during construction. In the design stage, proposed cuts are frequently flattened, lowered or reorientated. Frequently, due to the high cost of land, they are supported by compacted fill buttresses. As a result of these measures, the geologic environment has a major effect on the feasibility, design, and development of, a very substantial percentage of tracts or individual homes.

During the 1980s, a revolution has been taking place in industrial minerals marketing. Transportation deregulation and a handful of creative marketing and distribution managers have completely changed the rules for marketing many industrial minerals. Minerals are being transported much farther than in prior decades and at much less cost. Bulk and package terminals are becoming increasingly common as a means to take advantage of freight rate savings and to provide enhanced service to faraway customers. Water and rail transportation are being used increasingly to penetrate markets considered unreachable just a few years ago. No longer do the textbook rules of thumb for industrial minerals marketing apply. This author recalls three of those rules he was taught in mineral economics graduate school in the 1970s. As recorded in class notes: • construction aggregates are seldom shipped more than 32 km (20 miles) from the quarry; • cement is sold within 240 km (150 miles) of the mill; and • industrial sand is sold regionally - it is freight constrained to a market radius of no more than 320 to 400 km (200 to 250 miles) from the plant. And yet, the author looks up in 1989 and observes overland movements of aggregates of many hundred miles, overland movements of cement and industrial sand of 1600 km (1000 miles) or more, and water movements of both aggregates and cement into the United States from sources halfway around the world. Truly, industrial minerals are in the midst of a marketing revolution. The companies that have led this revolution have enjoyed considerable financial success in the 1980s. They have enhanced their profitability by increasing market share, capacity utilization, and average selling prices by taking product to remote markets where premium prices are available. They have consistently outperformed their competition, many of whom remain unaware that the marketing revolution going on around them is actually a transportation/distribution revolution. The successful industrial minerals company of the next 10 to 15 years must participate in the transportation revolution as it continues to evolve. Reaction kinetics for gold dissolution in acid thiourea solutions were investigated using formamidine disulfide as an oxidant. For the conditions studied it appears that a surface reaction limits the rate of gold dissolution. The rate was found to be first order with respect to thiourea concentration and half order with respect to the concentration of formamidine disulfide; the apparent activation energy for the reaction was 10.40 kcal/mol (43.40 kJ/mol); and the reaction rate was independent of pH for the pH range 1.0 to 3.0.

The conventional Froude number is blind to the presence of solids, their density and their concentration in a stream of slurry mixture such as tailings flowing in an open channel. This often leads to rough approximations of subcritical, critical and supercritical regimes, based on one phase flow Froude number, limiting subcritical to a value smaller than 0.8 and supercritical to values above 1.4, as proposed in the past by Green, Abulnaga and other authors. While acceptable for small flows, such approximations can be uneconomical for the larger flows encountered in some modern plants that treat up to half a million t/day. A review of concepts of a densimetric Froude number sheds some light on the effect of solids on stratification prior and subsequent to a hydraulic jump. While the approach is heavily borrowed from modern sedimentology, it provides a useful tool to designers of large launders or open channel tailings systems. These concepts are reviewed with some practical examples.

Introduction Net Present Value (NPV) techniques are becoming widely used in industry as a standard analytical tool in making capital budgeting decisions. However, NPV techniques are often misused in "common practice." A comparison was made between the use of NPV techniques in common practice and an Adjusted Net Present Value (ANPV) approach to capital budgeting in the financial analysis of a mining project. The comparison was made by applying both methods to a hypothetical copper project. The intent of the analysis is to provide an example for practitioners to follow when financially analyzing mining (or other) projects. To maintain the thrust of the analysis, the project has been evaluated as a stand alone, total project. No consideration has been made of the division of cash flows accruing to various owners over the life of the project. This omission will not affect the comparative nature of the analysis. This discussion assumes that the reader is familiar with present value as a concept and as a tool in capital budgeting. Finance theory has embraced NPV analysis as the correct way to evaluate capital budgeting alternatives. Many articles have been written expounding the virtues of NPV over other capital budgeting methods, such as Internal Rate of Return (IRR), Payback, Accounting Rate of Return, and others. It is not the purpose of this article to review all of the literature in this area; suffice it to say that in academic circles NPV concepts are accepted as the norm. A survey by Schall, Sundem, and Geijsbeck (1978) indicates that major US companies are finally following in academia's footsteps. Fifty-six percent of the companies responding to the survey use NPV techniques in their capital budgeting process. Further, some 86% of the companies surveyed use discounted cash flow methods (NPV or IRR) for capital budgeting decisions. This compares with a survey by Klammer (1972) that showed 57% of companies using both techniques, a considerable increase in seven years. With the increasing use of NPV techniques in industry, there are certain uses in common practice that can give misleading results. Five common errors in NPV analysis of large projects are: • No distinction is made between real and nominal cashflows. • The discount rate(s) used in the NPV analysis is not formally adjusted for risk. • There is no distinction of possible differences in the riskiness of different project cash flows; i.e., revenue vs. depreciation. • There is no recognition of the cash benefits to the project from interest tax shields (interest payments on the project's debt that are tax deductible). • There is no clear recognition of subsidies to the project from concessionary debt financing. No Distinction Between Real and Nominal Cash Flows Often, expected cash flows for a project are stated as a mixture of real (in constant dollars) and nominal (in current dollars) cash flows. For example, expected revenue cash flows may be stated in real terms and depreciation may be stated in nominal terms. If cash flows are added together to give an after tax cash flow, and this single cash stream is discounted, care must be taken to ensure that cash flows are consistently stated. All cash flows should either be stated in nominal terms or in real terms. In addition, the discount rate used must be stated in the same terms as the cash flows being discounted. Real cash flows must be discounted using real discount rates and nominal cash flows using nominal discount rates. Mining companies and contractors are looking at Wirtgen Surface Miners to provide flexibility at their operations. Wirtgen Surface Miners have been used in the surface mining industry for over fifteen years. The principle behind the Wirtgen Miner is a rotating drum equipped with tungsten carbide tipped cutting tools that excavates and sizes the material. The drum helix augurs the mined material to the center of the drum where it is loaded onto the primary conveyor belt. From there the material is conveyed to the discharge belt and into a truck bed. The cutting drum is located in the center of the machine, near the center of gravity. This permits the machine to cut hard materials as the entire machine weight is converted into cutting forces. Conventional mining practices are process, equipment, and labor intensive. Furthermore, strict environmental requirements pertaining to noise levels, dust pollution, and blasting, near buildings or urban areas, limit the application of conventional methods. Mining/ Construction contractors are using Wirtgen Miners in various limestone excavation projects, such as highway expansion projects, and new roads in housing developments. Mining companies in the industrial minerals and coal industry are using Wirtgen Miners to load directly onto trucks, eliminating the rehandling process and ultimately, primary crushers.

Column flotation has proven to be the most effective technique for the flotation and recovery of ultrafine coal. The commercial application of columns in the coal industry is steadily increasing (Parekh et al., 1990; Yoon et al., 1992). For the flotation of coal or mineral air is used for generating bubbles. Using a conventional flotation cell, Miller and Mishra (1985) compared froth flotation behavior of fine coal using air, nitrogen and carbon dioxide gas. They concluded that carbon dioxide gas provided a higher rate of recovery and a lower ash content. The objective of the present study was to investigate the effect of various gases such as compressed air, nitrogen, argon, and carbon dioxide on the column flotation of fine coal.

After recent acquisitions, including Tamrock, headquartered in Tampere, Finland, the company now has annual sales of more than US$5 billion (SEK 40 billion). With the acquisition of Tamrock, Sandvik has further increased its interests in the mining industry. Sandvik Rock Tools, a familiar name in the mining industry, is one of the world's leading suppliers of rock-drilling tools. And Tamrock is one of the world's leading suppliers of drilling machinery, loaders and equipment for rock-excavation operations. Sandvik believes that the two companies combined offer customers "maximum productivity through total system solutions, including machinery, service and tools." In 1997, Tamrock posted sales of US$940 million (SEK 7.5 billion). In addition to its expertise in drilling tools and equipment, Sandvik is supported by its collective resources in specialty steel and cemented carbide. These resources include extensive research and development capabilities, with annual investments in R&D now at about US$150 million. As a result of the R&D programs, internal expansion and acquisitions, the company has nearly doubled in size during the past four years. From 1994 to 1997, nearly US$1 billion was invested in internal growth and another US$825 million has gone towards acquisitions. Return on net assets is now 22% annually. In addition to Tamrock, acquisitions of interest to the mining community include Drillmaster Inc., Houston, TX. With more than 38,000 employees worldwide, the Sandvik Group is divided into six separate business areas. Each area is responsible for its own R&D, production and sales: ? Sandvik Mining and Construction. Including Tamrock and Sandvik Rock Tools, this business area boasts of offering the most comprehensive range of "rock-working" products. The process engineer is frequently requested to select equipment to separate brine from solids, In many cases, this is a more difficult task than the selection of most other pieces of process equipment because quite often the operation of the various types of debrining equipment cannot be predicted by calculations, One must rely to a great extent upon experience or empirical test work to predict performance - that is to say one must use a practical rather than a theoretical approach. This is not to say that the solutions to liquid-solids separating problems are wholly an art but rather it is to emphasize that the approach demands a fair knowledge of commercially available liquid-solids separating equipment, some background on the advantages and limitations of each type and in many cases might necessitate a fair amount of test work, or at least, a study of performance of equipment on similar applications.

This study compares three different techniques — decision tree, artificial neural network (ANN) and multivariate regression analysis (MVRA) — for predicting blast-induced ground vibrations in some Indian tunneling projects. The models’ performance was also compared with site-specific conventional predictor equations. A database consisting of 137 vibration records was randomly divided into training and testing sets for model generation. The results indicate that the decision tree is best suited to predicting vibrations. Furthermore, the decision tree suggests that the intensity of near-field ground vibrations is mainly affected by the total charge fired in a round, whereas the intensity of far-field vibrations is governed by maximum charge per delay and charge per hole.

Title IV of the 1977 Surface Mining Control and Reclamation Act (SMCRA) provides for an abandoned mine reclamation fund. This fund, taken from fees collected from operating coal mines, provides capital for the reclamation process. The Act directs the Office of Surface Mining (OSM) to collect the fees based on coal production. Monies from the abandoned mine lands (AML) fund are distributed through two programs. The first provides OSM with capital to use in emergency situations resulting from abandoned mine sites and reclaiming high priority sites in states without established AML programs. The second distributes the money through a state's AML program in the form of grants. To provide for a flexible and customized selection procedure for AML projects, a management information system (MIS) that combines scientific selection procedures is being developed. This system employs objective and subjective methods developed in systems research in recent years. The MIS component is an essential part of any selection process involving large numbers of potential projects. It must contain all the necessary project parameters that can be applied to the selection of projects whether or not they are to be used in the immediate selection criteria. In addition, variable selection criteria will allow ‘what if’ types of inquiries for comparison of differing selections and benefits.

Discussed is the INMETCO processing of electric arc furnace (EAF) baghouse dusts from the specialty-steel and low-alloy industries. In addition, the INMETCO process has been modified to recover nickel, chromium and iron from many other waste materials including: •pickling solutions or filter cakes, •spent nickel and chromium plating baths, •carbon refractories from pickling tanks, and •superalloy wastes including baghouse bags. INMETCO is the only North American company presently capable of recycling nickel-cadmium batteries by high-temperature metals recovery. This process and the details of INMETCO's best demonstrated available technology (BDAT) test program are discussed.

The Bureau of Mines used geochemical modelling computer programs to characterize a site containing lead slag generated by a lead processing facility. Tests for toxic elements by the U. S. Environmental Protection Agency (EPA) extraction procedure showed that all elements except lead were in compliance. Concentrations for lead ranged from 28 to 30 ppm. However, analysis of water samples from monitoring wells resulted in no lead concentrations that exceeded the National Drinking Water Standard. A discussion of a computational program to calculate concentrations of lead species and several other ions is presented.

Stringent environmental regulations, which have limited the use of sludge ponds, coupled with the economic incentive to clean more 'coal or to add fine coal cleaning additions to existing preparation plants have increased the use of static thickeners in preparation plants. The Lamella Gravity Settler, sometimes de signated Lamella Thickener, is a shallow depth sedimentation device which has been applied in a variety of industrial process and wastewater control projects in place of the conventional raked thickeners. This paper presents the theory and design of the La-mella Thickener, as well as describing the operating results from several full scale installations in a variety of Appalachian preparation plants.

This paper summarizes the research effort that was conducted as part of a cooperative agreement between the U.S. Bureau of Mines, Denver Mining Research Center and the Pittston Company. The objective of this investigation was to further the understanding of the floor heave ground control problems that have plagued underground mining of the Beckley coalbed in southern West Virginia. Floor heave is both economically and structurally undesirable. Floor heave is accompanied by a redistribution of stresses and loads that are associated with an underground opening. This redistribution of stresses may cause roof or pillar problems that otherwise would not have occurred. The floor heave that occurs in the Beckley coalbed is not cons1dered to be caused by "squeezing" or plastic flow of the materials involved. The "squeezing" type floor heave is normally associated with relatively weak floor members that contain significant amounts of clay mineralization. The floor members in the Beckley coalbed are competent, relatively strong materials which fail in a manner that can best be described by the term "buckling." This buckling-type failure is indirectly related to the time-dependent deformation properties of the materials involved, but is considered to be more of a slender column, or panel, type failure than a "squeeze" or "flow"-related failure. The Beckley coalbed has had a history of floor heave ground control problems. The Glen Rogers mine, which opened in the 1920's, experienced extensive floor heave. In a report dated April 1929, James P. Keatley of the West Virginia State Department of Mines described the floor heave in the Glen Rogers mine. Several observations listed in the Glen Rogers report that appear to be consistent with current observations follow: 1. Water plays no apparent part in the floor heave process. 2. No evidence of gas has been found in the floor. 3. The thickness of the overburden, which varies from 183 to 396 m (600 to 1300 ft), has no relationship to the floor heave. In the conclusions of the 1929 report on the Glen Rogers mine, Keatley states, "A statement in brief as to the cause (of floor heave) would lie that an undetermined natural condition doubtless augmented by former and present mining methods causes the bottom to heave." As this report will show, Mr. Keatley's insight into the problem was most accurate. The "undetermined natural condition" is the existence of a biaxial, horizontal, compressive stress field. This stress field is in excess of that which would be expected from gravity loading. This stress field and the material properties of the floor rock combine to cause the floor heave that has been experienced. The floor heave that occurs in the Beckley seam generally occurs as arching, with a tension fracture, near the center of the floor span or as a break near the rib followed by vertical deflection (of the floor) at the rib and sloping of the floor across the entry. Examples of the floor heave are shown in Figures 1 and 2. The two types of floor heave are merely different manifestations of the same basic failure mechanism. When the entries experiencing floor heave were identified on a map of the mine under investigation, it was apparent that there was a relationship between the floor heave and the direction of the entries. The main entries, which are used for ventilation and haulage, experienced the majority of the floor heave. This directional relationship suggested a directionally related loading mechanism, or more specifically, a biaxial, horizontal stress field that exceeds what would be expected by gravity loading. Since the main entries were oriented at a bearing of N25oW, it was hypothesized that the maximum compressive component of the horizontal stress field was at 90° to these entries or at a bearing of N65oE. An in Situ testing program was developed to test this hypothesis and investigate the floor heave problem.
