An important factor in filtration is the zeta potential of the particles. Since zeta potential is a function of pH, it was hypothesized that adding CO would lower the pH and zeta potential. A reduction in zeta potential should enhance the flocculation and increase the filtration rate. This paper describes the effects CO on the zeta potential of both pure hematite and samples of hematite concentrate from an iron ore processing plant. A significant shift in the zeta potential, as a function of pH, curve was observed. These results point to an alteration of the particles mineralogy, not just a shift in pH.

The objective was to determine operating protocols for a lead and silver column flotation cleaner being considered for installation at Sunshine Precious Metals Inc. 's Kellogg mill in Northern Idaho. In this column, tetrahedrite and galena were floated, and pyrite and other gangue minerals, including siderite and silica, were depressed. The procedure was to develop a dynamic simulation using a linear transfer function approach. The transfer function related cause-and-effect variables such as the influence of collector and depressant dosages on recovery and grades. Bench-scale flotation tests followed by pilot column testing provided the data used to develop a linear transfer function. The transfer function was derived using a spreadsheet. This model was applied to simulate how the flotation column could be made to respond to disturbances in feed grade. The results were that xanthate, zinc sulfate and sodium cyanide were found to be suitable controls for grade and recovery. Simulations showed the best sequence of manipulations of these reagents, and these sequences are useful for future operator training. The conclusion was that linear transfer functions were able to simulate lead and silver recovery, develop scenarios for operator training and provide a foundation for future on-line control.

While surety capacity for the mining industry continues to shrink, States are demanding greater financial certainty for closure/post closure obligations. To combat these demands, larger mining companies are pursuing a Mining Surety Reinsurance Program that requires a significant up front capital contribution. This paper outlines an alter-native program for middle market mining organizations. The program utilizes a “Blended Finite Risk” environmental insurance solution with surety acting as the “front” in states where insurance is not an acceptable form of collateral. Marsh proposes creating separate programs for each State requiring surety. The reason for separate programs stems from each states’ different surety rules. Insurance companies typically require at least $5 million in future value remediation liabilities for finite risk programs. Since most middle market mining companies have obligations that fall below this threshold, the Blended Finite Risk Program contemplates combining several companies closure/post closure liabilities to accomplish the minimum amount required by the insurance company. Why use a Blended Finite Risk Program? One of the primary benefits is the financial assurance that funds will be available for planned remediation. For example, the financial assurance may be required by a government agency. The certainty may help facilitate a merger or acquisition. Additionally, the funds may be part of a CER-CLA PRP settlement. In all cases, the insurer providing coverage would be a secure independent 3rd party. A Blended Finite Risk Program also provides a long-term solution – up to 30 years and in some select cases longer. The benefit to a state or the BLM is the removal of financial uncertainty. An insurance company writing the policy would have an AA or AAA balance sheet. The hardening of surety markets coupled with the tightening of financial assurance requirements in many states have necessitated the posting of 100% collateral. This program substantially reduces these collateral requirements.

I. INTRODUCTION The challenge of moving the use of nuclear energy from military to civilian use was first issued by President Dwight Eisenhower in his December 8, 1953 “Atoms for Peace” speech delivered at the United Nations. Eisenhower stated: “The United States knows that if the fearful trend of atomic military build up can be reversed, this greatest of destructive forces can be developed into a great boon, for the benefit of all mankind. * * * * The more important responsibility of this Atomic Energy Agency would be to devise methods whereby this fissionable material would be allocated to serve the peaceful pursuits of mankind. Experts would be mobilized to apply atomic energy to the needs of agriculture, medicine, and other peaceful activities. A special purpose would be to provide abundant electrical energy in the power-starved areas of the world. In the 1950’s and 1960’s, the Atomic Energy Commission promoted the use of nuclear power as the answer to our nation’s energy problems. Nuclear power would provide energy too cheap to meter. The utility industry responded and numerous plants were planned with over one hundred constructed from the 1970’s to the 1990’s. Capital costs for nuclear power plants escalated due to permitting changes and public opposition, and the Three Mile Island incident caused new nuclear plant construction to cease. Today, we once again are experiencing a nuclear renaissance. Concerns over global warming and rapid projected increases in the demand for electricity have caused many nations to begin construction of new nuclear fleets. The price of uranium to fuel these reactors, which had dropped to an historical low of $7.10 in 2001, has surged to $56.00 as of October 2006. This paper will review some of the social, environmental, and government issues that are all playing a role in the resurgence of the nuclear fuel industry.

Several years ago it was decided that ASARCO was in need of a good mine scheduling program to complete the computerized open pit mine planning package that was being used on new prospects and operating properties. A trial and error approach was being used to schedule a mine on a year by year basis, but this was time-consuming and far from offering an optimum solution l. Due to the magnitude of time and expertise required to develop such a sophisticated computer program, it was decided to search outside of the company for one already developed and available for purchase, This proved fruitless and therefore proposals were requested from consulting firms that had the expertise to develop such a program. Out of the five firms that submitted proposals, the one chosen was Systems Control, Inc., (S.C.I.) of Palo Alto, California. S.C.I. was selected because it was felt that they offered the greatest capability in the mathematical solution of complex problems. But due to their lack of mining expertise, a cooperative venture was developed whereby ASARCO would supply this mining knowledge. The selection of this vendor, the formulation of the contract and specifications, and the development of the computer program required about 3 years to accomplish.

In 1910, Colonel Boyce Thompson, who owned Inspiration (now Cyprus Miami) and various other mining interests, formed the Magma Copper Company and leased the Silver Queen claims around Superior, Arizona. At the same time, he purchased other claims around the Silver Queen claims from what was then called the Magma Mine. The mine continued to operate until 1982 when Newmont Mining Company, who owned Magma Copper Company, shut down the operations due to high costs and low copper prices. When Magma was spun off by Newmont as an independent company in 1987, new studies of Superior were started. It was clear from these studies that the mine had been shutdown and over 1400 employees laid off for two basic reasons: first, as a resu1t of a mine plan that was technically flawed and second, be-cause of very high production costs mainly due to the low productivity from a very high cost work force. During 1989 a plan was formulated to re-open Superior with the determination to over-come the problems that resulted in closure. A new mine plan was developed and a management style developed that promotes team work and high productivity.

Maptek, an international development software company, released version 3.2 of its Vulcan three-dimensional mining and geological software package. This latest release is expected to give clients better graphics performance and improved overall solutions. In addition, the company also released the NT version of Vulcan for Unix and personal computers. More than 800 code changes have gone into the 3.2 release, the Lakewood, CO-based company said. Many of these changes were in response to requests from Maptek's customers. Others have been motivated internally by the company to achieve better performance in its Envisage graphics interface. The introduction of hot keys and user-defined menus makes Envisage a more flexible interface and a more productive working environment. A new animation option provides new ways to enhance the organization and display of data. The animated data can include point, string, grid, triangulation and photographic-draped data. The shaft-mapping facility is also included in version 3.2. It enables the cylindrical view of the shaft to be unwrapped and displayed on the screen while the data remains in its true world coordinates. Major upgrades to Vulcan include underground blast design and geotechnical modules. The new blast design module allows the user to develop a ring design in any plane defined by the stope layout. Radial and offset holes can be developed. User-friendly editing tools make adjustments to the initial design a simple task. The user defines the plotting and reporting of rings and plot style templates allow flexibility in reporting. New features in the geotechnical toolbox include options to create daylight windows and pitch lines on the stereo nets. Geotechnical databases can be directly updated from the interpretation of the stereo net. Direct annotation of the symbols on the net is now possible and the stereo net display can be customized. Improvements to the documentation and links within the text have made the on-line help easier to navigate. Maptek also released the NT version of Vulcan soft- ware. The comprehensive design of the software pack- age for Unix and personal computers provides a three-dimensional geological modeling and mine planning system within a natural graphics environment. Users who require the power to manipulate extra- large and complex data sets will still be served by the Unix platform. Users who handle small-to-large datasets can now choose between Unix and personal computer platforms. The NT version will appeal primarily to companies that already have a personal computer network. Response to industry feedback was the basis for developing the NT version. "We want to ensure that our clients receive the optimal product for their needs," said Nicolas Simon, vice president of Maptek in North America. Some advantages of the NT version include: ? Most mining professionals are familiar with the personal computer platform. ? All of the familiar personal computer tools are now available to Vulcan users. ? Resource modeling tools that previously required the powerful Unix workstations have been brought into the personal computer environment. This will help mining companies save money. A revised and expanded edition of a previous paper** dealing with reactions of calcium and magnesium oxides and hydroxides with pulverized coal fly ash is presented. Lime-fly ash specimens were cured at constant temperature and subjected to X-ray diffractometry, differential thermal analysis, pozzolanic reactivity tests, and microscopical investigations. Bars of limefly ash were subjected to cycles of wetting and drying, and measurements of length change were recorded. A discussion of variations within and among types of lime and types of fly ash is presented. The nature of the pozzolanic reaction is reviewed, particularly as related to compounds which are used up and formed during the aging process. The relationship between the pozzolanic reaction and the resultant physical properties of the mixtures is examined.

Mine managers need better information to locate new opportunities and then to assess the effect of their decisions. We are developing the Intelligent Decision Support System (IDSS) and its two major modules, the Pattern Recognition System (PRS) and the Knowledge Representation Subsystem (KRS) to automatically provide the information from monitoring system sensors. So far, we have developed and reported on algorithms that automatically produce accurate time-study reports of continuous miner data from kilowatt sensors at the Deserado Mine, and we are extending the system to accept other types of sensor data input. This paper focuses on AI techniques that improve accuracy of the numerical algorithms in the PRS module. Additional AI work for the KRS module is summarized in this paper.

This investigation included a study of three different methods for the acoustic drying of ultrafine coals. Ultrafine coal being defined as coal which passes through a 100 mesh sieve. The first method employed stationary drying of small coal samples in sound fields having frequencies of 12,000 cps and 20,000 cps. Sound intensities up to 150 db were used. The second method employed the use of rotary drying kilns. The effect of such variables as temperature, sound intensity, coal feed rate, air flow rate, and initial moisture content were studied. The third method employed the use of a multi-tiered, vibrating screen dryer. The effect of initial moisture content and residence time were studied.

Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

INTRODUCTION The mining, extraction and refining of metals into useful materials is an honorable profession with an ancient and productive history. Civilizations have long depended upon metals for their implements, structures and machinery necessary for survival, growth, and development. Today, as in the future, metals and minerals are essential to the progress of mankind as we approach the 21st century with technologies and concepts that will require new concepts and production from the metal mining and processing industries. Today is the tomorrow we talked about yesterday and the implementation of new ideas is essential if we are to achieve "Frontier Technology in Mineral Processing". Unfortunately, the state-of-the-art mining, processing, smelting and refining methods historically employed were less than desirable environmentally, which has caused todays public to view the metal mining and processing industry with concern. Presently the ancient rock and chat tips connected with old Roman lead-zinc mines which were worked in Wales are causing stream contamination problems that must be corrected at considerable expense to the local governmental agencies (Firth, J.N.M., et al., 1981). However, improved progress has been made and the environmental control and clean-up procedures utilized by modern lead-zinc operations in the "Viburnum Trend" or "New Lead Belt" of South East Missouri may serve as a model to illustrate how alternative technologies, environmental concerns and cooperative efforts contribute to efficient mineral production within the confines of a U.S. National Forest region without significant environmental impacts. This area received international attention when it was opened within the boundaries of the Clark National Forest in the mid 1960's. By 1970 it ranked first in the world by producing 432,576 short tons of lead ore and has since continued in this position producing 451,153 short tons of lead ore in 1983 representing 91% of the total United States lead production (U.S. Bureau of idines, 1983). This production comes from a mining area approximately 40 miles long by 10 miles wide extending in a north-south direction. Geologically the lead is disseminated throughout the Cambrain age Bonneterre Formation, mostly a dolomite, at depths ranging from 700 to 1200 ft. (213.4 to 365.8 m). Galena (lead) is the principal ore mined with lesser quantities of sphalerite (zinc), chaleopyrite (copper) and silver being recovered as economic co-products. This new mining development in one of Missouri is most scenic areas could have led to a classic confrontation between industries and environmentalists. Instead, through the cooperation of industries, governmental agencies and university researchers, the Ozark environment has been protected, and may serve as a model for future coexistence of the mineral industry with the environment. Cooperative Program Development As early as 1965 five new mines and two lead smelters were being prepared for production and environmental concern was an essential part of that planning. All the mining companies became acquainted with representatives of the various federal and state agencies and scientists from the University of Missouri-Rolla (UMR). During the next six years, St. Joe Minerals Corporation, American Metal Climax, Inc., Cominco American Incorporated, Ozark Lead Company (Kennecott) and American Smelting and Refining Company participated in cooperative research efforts. The companies also participated in information exchange meetings, the development of improved analytical methods and the utilization of research findings in the modification or construction of pollution-abatement facilities. Early on research was carried out to determine background values and to establish natural baselines of trace metals in the surrounding environment. The unusual topography and drainage pattern of the mining area were helpful since it was possible to establish control sites and test sites below individual mine-mill operations to study waste-water effects on the receiving streams. Mine ventilation, requires electricity to operate the fans and fossil fuel for heating. Typically, this accounts for approximately 40% of the overall underground energy consumption. This is considerable, and one of the major causes of this expense is that most mine ventilation systems are designed for the "worst-case-scenario" with respect to ventilation demand, which is commonly dictated by diesel equipment usage. Once designed, mines tend to operate their ventilation system at this peak level despite their exceeding day-to-day development and production needs due to lack of appropriate ventilation controls. In underground metal mines, TeleminingTM, which includes the tele-remote operation of mobile development and production equipment from surface, will change the mine design criteria including its support infrastructure such as the ventilation system. With the removal of machine operators to surface control rooms, conventional ventilation systems designed to dilute and remove pollutants can become redundant. Depending on the ultimate need for ventilation, its cost in automated mines with tele-remote equipment operated from surface will be lower than the cost of ventilation in conventional mines. These cost savings, which could be significant, would not only come from the ability to reduce the amount of ventilation in the mine, but also through the capacity to automate its distribution. This paper provides an indication of the new airflow requirements in stopes and dead-end developments for the tele-remote and automated mining processes based on climatic modelling. Furthermore, this paper makes a cost benefit analysis by comparing the ventilation system operating cost of a conventional underground metal mine based on the mobile diesel powered equipment design criteria with the newly redesigned ventilation system operating cost of an automated mine based on the "heat management" design criteria.

Power draw of the mill has been accepted as an indicator of the performance of the mill, yet the problem of predicting power under a given set of mill operating conditions still remains to be solved. In the literature, this problem of predicting power is attributed to a lack of knowledge with regard to the motion of the charge. Here a DEM based model is used to analyze the motion of the charge. The resulting information is used to predict the power draw of the mill. A 16-ft diameter mill is simulated. A factorial design study of the variables-mill speed, lifter configuration and ball size distribution-as independent variables is taken up. The power draw as a response variable is analyzed to establish the best operating condition of the mill.

Spirals, the most common equipment for the separation of heavy minerals such as chromite, are greatly affected by size distribution and the liberation degree (hence the specific gravity and size) of the feed particles. In this study, the efficiency of spirals in separation of low-grade chromite particles has been investigated by studying the distribution of grade, size distribution and liberation degree of feed, concentrate, and tailings of spiral. For this purpose, mass balance constraints were applied to the spiral-containing chromite processing circuit. Afterwards, the grade variations and size distributions have been investigated. According to the results, when the feed to the spiral has a larger size distribution, the enrichment ratio of the feed is 1.32 and, with the smaller feed size, this value has increased to 1.99. When the spiral feed has a larger size distribution and higher specific gravity, the recovery of chromite increases with increasing particle size up to 250 microns, and then with increasing particle size, recovery decreases with a relatively steep slope. Evaluation of spiral efficiency with respect to particle liberation degree has also shown that despite the high degree of liberation of spiral feed in size fractions smaller than 75 microns (88.9%), the liberation degree of spiral concentrate and tail in this faction is equal to and less than that of feed, which can indicate poor spiral performance in these size fractions.

The paper presents the development of a thermodynamic based network analysis model. It uses transient heat flow algorithm for computing the heat flow from strata and predicts the environmental condition in different branches of the network. Along with the environmental condition, the mass flow distribution in network is computed by using nodal pressure method based on linear theory approach. The algorithm has been coded using object oriented programming approach and it has been validated in actual field condition. The correlation is satisfactory.

Sand and gravel deposits may be explored by many different methods. The methods used by The Standard Slag Company are primarily two in nature. One is using an auger which is limited in depth by various soil conditions. The other is a heavy wall dry sampler and a heavy wall wet sampler. The heavy wall dry sampler takes continuous uncontaminated samples up to seven inches in diameter. The heavy wall wet sampler takes continuous uncontaminated samples up to six inches in diameter. For us, the maximum depth of the heavy wall samplers has been two hundred fifty feet of which one hundred feet was above the water table and one hundred fifty feet was below the water table.

The alloys mainly used for short (or segmented) chip material cutting (cast iron, porcelain, etc) are alloys of the WC-Co type; in some cases with small additions of other carbons. The same alloys but of different granulometric classes are also used for pieces exposed to wear (wire drawing, moulds) The higher performance of the WC-Co alloys in chip machining applications is accounted for by their very good heat conductivity, which is 2-3 times higher than that of fast steels. The hard-alloys producers can resort to a wide range of possibilities to achieve variation of properties of a WC-Co composition and thus they can adapt their products to the particular type of tools they may choose to manufacture. The present metallography technique allows for a correct identification and evaluation of hard sintered carbons structures. The metallography approach is an indispensable method of investigation and control in the industry.
