A review of the evolution of the North American sulfur market's structure serves to dramatize the kinds of changes that the market is undergoing at the present time. In 1970, the U.S. accounted for 23 percent of world sulfur production. This share has not declined dramatically--to 21 percent in 1993--but the U.S. developed into a substantial net importer of sulfur in the past 25 years. U.S. output was based on large deposits of native sulfur in the western part of the Gulf Coast region with production by the Frasch mining process. Producers of Frasch, or on-purpose sulfur, have historically absorbed cyclical fluctuations in sulfur demand. Two major changes in the North American market from that time to now have been the introduction of increasingly large quantities of by-product sulfur from petroleum refining and natural gas processing operations in the U.S. and Canada, and that Canadian producers have become the marginal supply source for U.S. sulfur consumers.

One of the world’s most successful mining shovel manufacturers believes its name is not very well known in North America, particularly in the United States. And there are plans under way to improve on that. Never mind that it is one of the largest mining shovel manufacturers in the world. Or that the mining division has 800 machines in operation worldwide, 100 of them in the United States. And the company currently holds 30% of market share worldwide and 10% in the United States. Forget about the fact that it has already sold more machines world-wide this year than it did during 1995. None of that is good enough. O&K Mining GmbH Dortmund is the mining division of Germany’s giant O&K Orenstein and Koppel. It is one of three divisions of O&K Orenstein and Koppel AG, a US$1.2-billion company. The other two divisions are construction equipment and escalators. The mining division, though, is one of the company’s most successful.

Stability in Exxon's Colony Pilot Mine in the Piceance Creek Basin, Colorado has been monitored by periodic pillar stress-determinations End roof-to-floor convergence measurements since 1971. Pillar failure has caused marginal stability in some areas of the mine. Measurements taken during the process of failure provided valuable information on the in-situ pillar strength and long-term behavior of the mine structure. Four pillars were reinforced by 32 mm (1-1/4 in) diameter tensioned grouted bolts to increase long-term stability in the northern area of the mine. Stability of this area is necessary because future plans envision its use as an exit/access and ventilation exhaust. Computer analyses were performed to help evaluate the effect of pillar reinforcement on long-term stability. Results indicate that bolting is particularly useful in stabilizing failed pillars, but its effects are significant only in the immediate area of the pillar. The projected significant decrease in deformation of two extensively failed pillars near a main entry indicates that bolting reinforcement will assist the long-term stability of the opening.

This paper reviews the advancement of measurement technologies for the control of raw materials processes in the basic industries. The combination of digital technology and on line spectroscopy enables the development of intelligent instruments for composition and particle size analyses in real- time high- frequency control conditions. In many industries, the applications result in productivity improvement and energy savings. Plant specific examples include operating experience and benefits realized in sorting, blending and beneficiation processes. Instruments of the future not only measure specific parameters of the process and monitor its own health combined with self-corrective mechanics but also acts with intelligence to effect the quality of the process or regulate the primary apparatus.

The term “Paste Technology” was first used in the late 1980’s. It was used to describe a high fines (15 wt% or greater minus 20 microns), low water content backfill material that could be transported underground through a borehole/pipeline distribution system (4” to 8” dia.) at a yield stress similar to fresh concrete (100 to 400 centipoise). This “Paste Backfill”, unlike slurry transported backfills does not segregate into separate solid and liquid phases at low pipeline transport velocities or upon disposal into the underground stope. Paste backfills can consist solely of fine material, or can include fines plus sand and aggregate similar to a concrete mix. Pipeline transport of paste requires that sufficient fine material (minus 20 micron content) is contained within the mix to lubricate the pipeline walls to create a plug flow condition. For concrete, the fine material is supplied through the cement addition to achieve high compressive strength. For paste, the fine material is generally available in large quantities in the form of mill tailings. The paste tailings can be transported underground for use as backfill or discharged on the surface in a tailings management facility (TMF). This natural abundance of fine grained material is not exclusive to mine tailings but is common to many waste streams in many different industries. This makes the disposal of many waste materials very amenable to paste pipeline transport and placement as a non-segregating slurry. The potential use of paste technology for a wider group of waste materials was realized by these authors and others over two decades ago. Through the effort of this small group the use of paste technology has expanded over the years to become recognized as a low cost, environmentally superior, and technologically controllable method of transporting and placing specific material waste streams with a low water content and high placement density. The high yield stress nature of a paste also lends itself well to the blending of one or more coarse waste materials into the fine waste material paste stream. This allows all the waste materials to be transported by pipeline, increases their placement density; decreases the supernatant release/treatment, reduces contaminant mobilization, hydraulic conductivity and oxygen/water reactivity through encapsulation in the paste matrix. The following paper describes the present state-of-the-art use of paste technology in the world today. It also describes future uses of the technology that are under development and speculates on the overall use of the technology for waste management in the future.

This paper presents the development of a knowledge based integrated decision support system (E.X.I.S) for the extractive industries to provide information concerning the environmental impact of extractive operations on land quality, surface and ground waters, and the best solutions for the rehabilitation/revegetation of the waste disposal areas to the relevant target groups (extractive industries, regional authorities, national authorities, research institutes, public). GIS was integrated with the decision-making models for the rehabilitation and revegetation of mine spoil. The system design involves several steps including site selection ? mine type identification ? waste identification ? selection of rehabilitation (revegetation or other methods). The knowledge based model consists of two integral parts: the model base, in which the input data are processed and classified using special fuzzy algorithms and criteria and the knowledge model, which hosts the various decision algorithms concerning evaluation of vegetation covers, selection of trees and plant species, selection of rehabilitation and revegetation schemes and also economic analysis for each option. The system input will include parameters on site characteristics (climate, topography, geology, hydrology etc), waste type and properties (physical-geotechnical and geochemical data) as well as environmental parameters of the existing waste disposal area. Based on the values of the above parameters and the characteristics of the rehabilitation technologies developed worldwide, the system, using IF-THEN rules will define a list of appropriate techniques for the rehabilitation of the examined waste. Then, the model will involve the application of multi-criteria analysis (MCA), i.e. a structured system for ranking alternatives and making selections and decisions. Each technique shall be judged based on its behavior into four fields, i.e. financial, social, technical and environmental criteria. In turn these fields will be analyzed into a lower level of evaluation criteria.

The City of Los Angeles will rehabilitate approximately 9 miles of its North Outfall Sewer. This sewer was constructed in the 1920s as an unreinforced concrete semi-elliptical sewer. One of the methods for rehabilitation is to approach the sewer as a pre-excavated tunnel and install pre-cast segmental liners to provide a single pass corrosion resistant, structurally self sufficient project. The estimated cost for this project is $46 million. The project has completed the pre-design study, and the design is now underway.

The Deep Mill Level Zone (DMLZ) mine is currently one of the deepest block cave mines in the world. The rock mass is heavily veined with little to no joints and faults are usually healed cohesive structures leading to difficult cave mining conditions. The caving process is improved if the rock mass contains fractures with sufficient density that it will cave by gravity as undercutting progresses. Hydraulic fracturing (HF) has been used to create fractures around the cave to improve mining. A seismic monitoring system has been used in DMLZ since the start of mining. Therefore, the seismic activities before, during and after HF can be monitored. Shear wave splitting is a process used to study the impacts of HF on the rock mass. This process involves the measurement of travel times from splitting shear waves after seismic events and using this to define the anisotropy within the rock mass and subsequently fracture density. This paper sets out the methodology for carrying out the interpretation of the shear wave splitting process using seismic data from the fracked cave crown and abutments along with an overview of the benefits to cave mining as result.

This paper outlines patterns of methane emission in both longwall and room-and-pillar operations and the effects that these patterns have on the decision as to whether the methane is most economically handled by ventilation alone or by means of a methane drainage system in addition to ventilation. The costs of handling the methane in the ventilation system and the costs of implementing the methane drainage system will be discussed as well as the costs related to the production of coal. The important issue of production slowdowns and gas outs will also be discussed as well as the proper response of mine management to such a situation. Suggestions concerning the keeping of production records related to methane problems will be made as well as justification for more intensive economic analysis of coalbed methane extraction and utilization.

Introduction The Institution of Mining and Metallurgy and the Institution of Mining Engineers organized the Third International Mine Ventilation Congress held in Harrogate, England. Sixty-one papers were presented and about 300 participants registered. About 30% of the participants came from Great Britain, 20% from South Africa, and about 5% each came from Australia, Canada, China, France, US, and West Germany. The remainder of the participants came from 18 other countries. Eleven of the papers presented dealt with methane, three with diesel exhausts, four with dust, four with radioactivity, 18 with heat, and 15 dealt with main and auxiliary ventilation. Six of the papers dealt with mine fires, which is a boundary region between main ventilation and gas concerns. Ventilation Congress proceedings are available. See ME, December 1984, page 1687, New Books page. With CH4 and radioactivity topics, the Australians dominated since they are becoming large coal and uranium producers. With diesel exhausts, the most important problem in highly mechanized mines, the North Americans were prominent. The South Africans, working in 90% SiO2 in their gold deposits, were preeminent in presentations on dust. They also led in topics related to heat, joined by the West Germans whose mines are getting deeper. In main and auxiliary ventilation, Great Britain and West Germany provided the majority of contributions. Methane The large number of methods for the precalculation of CH4 liberation in longwall mining all contain three elements: gas content of the coal, gas emitting zone (or influence zone of face), and degree of gas emission. Determination of the gas content, commonly accomplished by taking coal samples, does not pose much difficulty. But this is not the case with the other two factors. Most existing approaches rely on rock mechanics observations. Some only rely on intuition or speculation. The West German coal mines conducted a large research project between 1977 and 1982, in which gas pressures around longwall faces were measured. Gas pressures and gas contents can be related. Therefore, influence zone and degree of gas emission can be determined simultaneously. The precalculation of CH4 liberation in room-and-pillar mining is simpler. Since foot and hanging walls remain essentially intact, gas pressure distribution and gas flow can be calculated using hydraulics equations. A key to these calculations is permeability. A group of Australian researchers reported that the permeabilities of rock under three dimensional stress differs from rock under destressed conditions. This fact was known, but no systematic observations existed. These were provided. Methane drainage has been practiced for more than 40 years. It is used with great success in longwall operations. Some of the West Germans think that methane drainage from the footwall is neglected. Under certain geological conditions, they claim this is as important as drainage from the hanging wall. A research project was presented in support of this claim. Considerable efforts have existed for more than 10 years to use methane drainage in room-and-pillar mining. A paper described the accomplishments of Consolidation Coal Co. Since coal and rock are not fractured as much as in longwall mining, gas transport takes place by the slow diffusion from micropores into the cleats. Then, it is transported by laminar flow along the cleats until a drainage borehole or the mine workings are reached. Boreholes about 300 m (1000 ft) long can reduce the gas content of a band of coal 100-m (330-ft) wide by 50% in one year. A paper from India described methane drainage from gob areas. A French paper reported that especially high methane concentrations can be drained from gob areas if the face ventilation is descensional. Methane buoyancy and ventilating pressures compensate each other, and little air dilution by leakage takes place. Another French paper described a newly developed gas and air velocity monitoring system making use of a microcomputer. Four papers on methane dealt with gas outbursts. Two Australian contributions described the problems encountered with CH,-CO2 mixtures and the attempts to solve them with drainage boreholes having 10 to 20-kPa (1.5 to 3-psi) suction pressures. A Hungarian paper described problems and attempts to reduce the risks of gas outbursts in Hungary. Prediction of gas outbursts in coal seams was the focus of an English paper. While preparing this paper, I soon realized I had a problem in defining what injuries should be classified as "personal." Admittedly, in some cases, falls of persons, sprains and strains, pulling and pushing injuries, and back injuries may have been caused by the individual. But, I believe the number of injuries directly attributed to an individual's carelessness is relatively small in comparison to the total number of injuries in those categories. For discussion purposes, the injuries most often considered to be personal, that is, caused by individuals are those classified as back injuries. My paper will be devoted to back injuries because this category represents the greatest number of injuries occurring in coal mining. A man's best friends are his wife, his back, and his dog. The back, however, has a reputation of not being as faithful as his other two friends.1 "Industrial back injury is one of the major occupational health problems plaguing industry to- day. According to national surveys, back injury accounts for more lost time than any other occupational injury and costs companies thousands of dollars in compensation, medical fees and over- time pay."2 A study conducted by USA Today found that back ailments afflict an estimated 75 million Americans, have totally disabled about 2.5 million adults, lead to as many as 200,000 required surgeries each year, are a leading cause of absenteeism and disability, are the second leading cause of hospitalization, are responsible for 18 million doctor visits a year and cost about 93 million work-days annually. The cost to industry is estimated at $14 billion a year.3 During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, this effort has not produced any great change in the incidence of the injury. Back injuries should be of the utmost concern to everyone here today. I don't need to tell you what the incidence rate is for back injuries, nor will I use any statistics to inform you of the incidence rate for the coal mine industry or any specific mine. It is only important to know that the number of back injuries is excessive. Back in- juries resulting from lifting have been and continue to be one of the most constant and undiminishing problems in the occupational environment. The fact is, we use our backs to per- form work that the back was not designed to do. Historically, manual materials handling related accidents have consistently accounted for the largest percentage of all industrial accidents. In fact, over 25 percent of all industrial accidents are related to handling of materials.4 In underground coal mining operations, material handling accidents account for even larger percentage of lost time injuries. In 1983, for example, they accounted for 34 percent of all lost time injuries and 32.6 percent of all non-lost time injuries. 5 I want to use one example of a task that will illustrate what I have just said: the building of a concrete block stopping. Each solid concrete block will weigh from 60 to 70 pounds. To build a stop- ping 6 feet high and 20 feet wide will take approximately 80 blocks. On the average, these 80 blocks will be handled at least four times from loading into the conveyance for transportation to being placed while constructing the stopping. In a study using butyl diglyme as an organic extractant, essen­tially complete extraction of gold from chloride leach solution was achieved. The extraction kinetics are so fast that the process could be completed in 30 seconds. Except for iron, co-extraction of other ionic species was insignificant. Co-extracted iron species were successfully scrubbed from the loaded organic using 10% HCl solution. High grade, >99.9%, gold was recov­ered from the loaded organic using 5% oxalic acid solution as the stripping agent at a temperature of 70°C to 80°C. Over 99% of the organic-loaded gold was stripped from the organic phase. The butyl diglyme extractant is being tested on a variety of gold-bearing feedstocks. Presented here are results obtained from two gravity concentrates.

The calculated potential energies of interaction between hydrophobic particle of three minerals (rhodochrosite, quartz and talc) and air bubble show that the energy of hydrophobic interaction is the dominant factor for their attachment. An attachment rate equation, integrating particle -bubble collision and adhesion by introducing a "capture efficiency", has been put forward. It was found that the hydrophobic particle-bubble aggregates can not be disconnected in the bulk zone of flotation cell, whereas in the impeller zone the breakup may occur, particularly for the coarser particles captured by bubble. Finally, the flotation rate constant was estimated theoretically and verified by experiments.

Accurately estimating load distributions and ground responses around underground openings play a significant role in the safety of the operations in underground mines. Adequately designing pillars and other support measures relies highly on the accurate assessment of the loads that will be carried by them, as well as the load-bearing capacities of the supports. There are various methods that can be used to approximate mining-induced loads in stratified rock masses to be used in pillar design. The empirical methods are based on equations derived from large databases of various case studies. They are implemented in government-approved design tools and are widely used. There are also analytical and numerical techniques used for more detailed analysis of the induced loads. In this study, two different longwall mines with different panel width-to-depth ratios are analyzed using different methods. The empirical method used in the analysis is the square decay stress function that uses the abutment angle concept, implemented in pillar design software developed by the National Institute for Occupational Safety and Health (NIOSH). The first numerical method used in the analysis is a displacement-discontinuity (DD) variation of the boundaryelement method, LaModel, which utilizes the laminated overburden model (Heasley, 1998).

Membrane technology has been available for about 30 years, but has been used very sparingly within the general mining industry. However, recent developments in polymer chemistry, spiral wound element construction, pretreatment equipment and element cleaning techniques have improved the reliability and robustness of membrane based systems. These improvements have expanded the potential to use this "new" technology to enhance critical recoveries of gold and silver in heap leaching operations or in the extraction circuit. Another opportunity for the mining industry will be to use membrane technology in new processes like controlling organic acids or ammonium thiosul­fate to enhance gold and silver extraction during leaching opera­tions. Finally, the most common use for membrane technology is for the control of mining water balance and acid mine drainage issues. Polymeric membranes, specifically thin-film composites, have been developed that will purify, fractionate or concentrate gold or silver. Recent applications have been developed for spi­ral wound modules that operate across the pH spectrum from 0 to 14. Systems using membranes have been constructed that operated on feed streams from 200° C to 3000 centipoise. Most recently, membrane based systems have been pilot tested suc­cessfully to purify solvents, like LIX. Opportunities exist to apply membrane technology to concen­trate gold and silver cyanide solutions with thin-film composite Reverse Osmosis (RO) membranes at elevated pH values above 10. Incorporating membrane technology could allow one to increase production without incurring additional expansion of the gold extraction side of the process. Furthermore, free cyanide is not rejected by the Reverse Osmosis membranes, but other inorganic salts are rejected 98+%, thereby, allowing an essentially ion free, except for the free cyanide, to be recirculat­ed back to the heap leach operation for enhanced extraction.

The United States Cement, along with other industries, is being devastated by an unprecedented penetration of domestic markets by imported products. The overriding questions are: 1. Have foreign manufacturers improved their processes to an extent they can outperform U.S. producers in their home markets? 2. Is it gross inefficiency on the part of the U.S. producers that is allowing foreign producers to be capable of replacing a local U.S. producer in his normal home market? 3. Is there a combination of the first two questions that economically justifies this type of market overrun? The answer is a simple NO!. In a fair trade market atmosphere, U.S. producers are definitely competitive.

Silicon Valley Clean Water signed a progressive-design-build (PDB) contract with Barnard Bessac Joint Venture (BBJV) to design and construct the Gravity Pipeline tunnel in Redwood City, CA. Owner and Design-Builder teamed with designer Arup to provide a final product: 3.3 miles of 182 in. O.D. precast concrete segmentally lined tunnel with 10 ft. and 11 ft. I.D. Fiberglass Reinforced Polymer Mortar (FRPM) carrier pipe, complete with two FRPM Drop Structures. BBJV and Arup collaborated with SVCW to evaluate alternative design concepts, negotiate an agreeable price and reduce contingencies through a transparent estimating process, and deliver the project ahead of schedule.

The Santa Clara Valley Transportation Authority is designing the Silicon Valley Rapid Transit Project in San Jose, California. The project includes 6.9 km (4.3 miles) of twin-bored tunnels to be constructed through downtown San Jose using two earth pressure balance machines (EPBMs). This paper begins with a project description and update of the project status followed by a description of the relationship between anticipated ground conditions and EPBM requirements. Topics addressed include soil conditioning, abrasion resistance, annulus grouting, face pressure estimation, additional pressure control devices and control measures to limit over-excavation and settlement.

The Howe Coal Company located in Leflore County, Oklahoma is mining the Oklahoma Lower Hartshorne Coal bed which ranges in thickness from 38" to 42" and dips approximately 7 degrees to the Northeast. The Lower Hartshorne bed lies within the Hartshorne sandstone in Oklahoma but is as much as 60 feet above this sandstone formation in Arkansas. This coal bed extends throughout the Arkansas Oklahoma coal basin, which is about 50 miles wide and 180 miles long and progresses from a semi anthracite in Arkansas to a low-volatile coal in the eastern part of the Oklahoma to a high-volatile coal in the western area. The Howe Mine #1 in the eastern area is mining a low-volatile bituminous coal which has been used as metallurgical coal since the early 1900's as evidence of Bee-hive coke ovens still remain near the town Howe, a few miles northwest of the mine site. The Howe Mine is the first mine in the area to use modern mining equipment, however, numerous punch mines have been worked along the outcrop south of the mine site dating from 1900 with the last closing in 1965. The coal characteristics of the Lower Hartshorne rival the Pocahontas seam in chemistry and coking qualities. This paper will be concerned with the preparation of the coal for the Japanese steel market. The three man crew necessary to operate the plant are the operator, the helper, and the equipment operator needed to feed the raw coal hopper. An additional equipment operator is available on the day shift for coal loading and moving the clean coal to the storage pile as the area under the clean coal belt is only large enough for 1 shifts production. We are at present running the plant on a 2 shift per day basis.

The Technology Application Center, in conjunction with the U.S. Bureau of Mines Liaison Program, is studying the use of Landsat data for the monitoring of coal surface mine reclamation activities. Landsat may provide sufficient information to reduce the number of on-site inspections now required. The focus of the project has been the Navajo Coal Mine located in north- western New Mexico and operated by Utah International, Inc. On October 15, 1977, a field team recorded spectral measurements at the mine during the time of Landsat's overpass and a corresponding aerial photographic flight. Training sets were selected from the ground and aircraft data representing vegetated, graded, ungraded and natural environments. A supervised classification of the data was performed by the Stanford University Remote Sensing Laboratory then correlated to aerial photos and mine maps. The results, to date, have been very encouraging.
