With no doubt, Peruvian mining potential is great as well as the energetic one. Unfortunately, this potential is threatened by social unrest. Several methods and strategies from different standpoints have been rehearsed with respect to unrest in Peru, however, the problem goes on without getting the right conflict interpretation and most of all, effective solutions are not achieved. The mining unrest dates from ancient times and has not always had the same stages nor the same demands. In the 20´s and 30´s, conflicts focused on workers’ rights and demands. In the 70´s, conflict focused on mines nationalization that were under foreign control. In the 80´s, conflicts took place because of requesting better wages, better working conditions, better mining profits distribution and more investment in communities that surround mining projects. It is very important to highlight those transversal demands such as land purchase, agricultural property, impacts and water reduction as well as pollution, impact on water systems and disappearance of springs have always been present over the historical period.

The development of an effective belt-cleaning system for a new conveyor system seemed a fairly conventional assignment. But a closer examination of the project showed a number of “fine print” details: •High altitude location (with resulting cold weather and low humidity conditions). •Long conveyor length. •Troublesome material (very sticky and capable of hardening like concrete). •Limited water. The disposal of residual material from processing and combustion of coal, from incineration of domestic refuse and sewage sludges kind to the environment is a prior task for the future. Deutsche Montan Technologie (DMT) has developed a new technique which makes possible to fill-up goaf cavities behind running caving systems in coalmining. In a mixing and pumping station on the surface high concentrated suspensions are produced from the above mentioned materials. The paste is pumped through pipes to the coalfaces and via trailing discharge pipes stretched to the fracture zone in the caved-in goaf. Since three years a special designed plant is working successfully on a coal mine of Ruhrkohie AG.

Noranda's Grey Eagle Mine and Mill, located in the Siskiyou Mountains of Northern California, began shakedown operations in the late fall and early winter of 1982. This paper describes some of the unique features in mining, milling and water treatment operation at Grey Eagle. In addition, major start-up problems in the mill and water treatment plant are discussed along with measures taken to correct these problems.

The use of a series of thickeners for-washing of the slime fraction of a leached ore is not uncommon in the uranium industry; however, few ore processing mills have used a thickener circuit for washing leached total ore. The, common, practice is to wash the sand fraction in classifiers and, the slime fraction only in thickeners. At the Uravan mill of Union Carbide Nuclear, Company, a total ore' acid leach is employed to extract uranium values from sandstone ores. These leached ores are then washed at a nominal rate of from 1,000 to 1,300 tons per day in a series of washing thickeners. A typical screen. analysis of the ore being washed in these thickeners, is 25 percent -200 mesh, 3 percent +35 mesh and about, one' percent +l4 mesh., The amount of slimes (-200 mesh) will vary from 20 to 30 percent s the mill receives ore from 150 different mines The washing liquor is acidic, from a pH of about 2 in the first thickener to 0.6 pH in the last thickener and of course ally acid duty equipment must be used. The Uravan mill of Union Carbide Nuclear Company is located in Montrose County, Colorado and is physically located on a canyon wall along the San Miguel river. The thickeners referred to in this, paper are located on top of the mesa above the canyon. For purposes of identification, these thickeners are numbered 1 through 8 from south to north.

Three transportation systems in surface coal mines: 1-Truck Haulage, 2-Belt Conveying, and 3-Coarse-Coal Slurry Transportation are compared from the operations and cost point of Views. Computerized design and cost models were developed and cost data banks were compiled for each system. These models can be used to evaluate transportation systems and layouts that are practiced in most of the U.S. surface coal mines. A typical midwestern area strip mine was considered for illustration purposes. Sensitivity analysis on critical parameters such as production rate, transportation, distance, etc. was conducted and the outcomes are presented.

The Brightwater regional wastewater treatment facility, under construction in King County, WA, includes an extensive conveyance system that will feature deep, soft-ground tunnels and shafts. Excavation of the Ballinger Way Receiving Portal to 65.8 m (216 ft) below grade through challenging geology was accomplished by means of artificial ground freezing. This paper discusses freeze design development, system installation and monitoring, and the contractual and construction challenges that were overcome, including work sequencing and excavation means and methods, together with lessons learned.

The pit slope angle dictates the economics as much as the depth of the pit. Steeper slope provides more ore reserves, at the same time, the steeper slope presents higher probability of instability and associated maintenance problems. While large open pit mines mostly belonged to nonferrous metals in the past, other mines are becoming deeper as the mine economics permits deeper mine operations, Such minerals include coal, uranium, phosphate, and others. There are some basic differences between an open pit slope and slopes that are encountered in usual civil engineering work such as dam embankments and highway cuts (Figure 1). The stability of the civil engineering slope changes continuously with time due to ground-water movements, weathering, etc. But the stability of the open pit slope (Figure 2) changes more drastically day-to-day or even hour-to-hour, These changes occur because not only is the slope geometry being continuously changed by the mining operation, but also different geology and geologic structures are being exposed on the slope. Even when a particular slope area is not presently being mined, excavation in adjacent areas can affect the general condition of that slope area. A pit will experience some slope failures during its life.

A common casualty of modern open pit mine optimization is the assurance that the resulting design is actually achievable. Optimized mine plans that consider value and a bare minimum of precedence constraints do not, in general, translate into practical, operational mine designs that can really be used in the field. Ultimate pits may come to a sharp point at the bottom. Schedules may require taking small parcels of material from many disparate areas of the pit in a single period. And grade control polygons may be ragged, narrow, and not minable with realistic equipment. In this paper all of these problems are addressed by encoding these three fundamental open pit mine optimization problems as maximum satisfiability problems. Maximum satisfiability provides a useful framework for problems that are non-linear and may guarantee the optimality that metaheuristics cannot. INTRODUCTION Open pit mines are large and complicated operations, which require significant initial and ongoing investment. A single mine may employ hundreds or thousands of people and creates substantial benefits for both the surrounding and global communities. Planning an operation of this magnitude requires a lot of effort and cannot be done optimally by hand. Mining engineers today rely on many techniques from operations research to guide decision making, and to maximize the value of the mine. Techniques including linear programming, metaheuristics, and network algorithms are all used to solve different problems throughout mine design and optimization. However, techniques based on Boolean satisfiability, including the optimization extension of maximum satisfiability, have not seen much use in mining despite being used in many other fields including electronics design, scheduling, and artificial intelligence. We claim that maximum satisfiability is a useful and meaningful way of expressing and solving optimization problems in mine planning. However, this technique does not come without challenges; the problem is NP-hard, and modern techniques for solving these problems can struggle with the number of variables and clauses that a typical mining problem requires. Also, some of the constraints that mining must contend with do not fit nicely into the satisfiability paradigm. Despite these challenges, we believe that maximum satisfiability provides a useful framework for considering operational constraints and expressing some problems that other techniques can't easily express. Maximum satisfiability can be solved exactly, yielding the true optimal answer which metaheuristics cannot guarantee. In this paper we show the applicability of maximum satisfiability to mining by specifying three fundamental problems in open pit mine optimization. We show how these fundamental problems can be formulated and how they can be extended within the framework of maximum satisfiability. For the remainder of the paper we first give a brief background on common elements between the three problems and an introduction to satisfiability. Then we tackle the three problems; the Ultimate Pit Problem, the Block Scheduling Problem, and the Grade Control Polygon Problem. In the Ultimate Pit Problem we specifically show how to extend the problem to support a minimum mining width – a coveted result for many mining engineers. We then discuss some of the complexities and shortcomings of this framework and possible research directions.

Political risk is an integral part of the mining business in northern Andean countries. Peru, Ecuador, Colombia and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations require good political-risk information, a thorough political-risk-management plan and a strategy to deal with political-risk perception on the part of the investing public. Colombia is perceived as about the riskiest place in the world to do business. A selection of recent headlines reads: “Colombia on the brink” (Economist, 1998), “Colombia’s ship of state is sinking” (Insight on the News, 1998), or simply “Bad news” (US Catholic, 1998). The World’s Most Dangerous Places rates Colombia as “currently the most dangerous place in the Western Hemisphere, and perhaps the world” (Aral and Pelton,1998). And many prospective investors and analysts say to Greystar Resources: “Yes, we love your results, but Colombia?”

Introduction A new mining agenda is before us. Born of government policies and world economies, the years ahead will show reduced growth. Metals, mining, and most other natural resource industries are inflation dependant and capital intensive. For these, a long period of contraction of outmoded and costly capacity will evolve. In some cases, this will be supplanted by new, lower cost capacity. But this will occur only if the cost of production - including cash operating and debt service costs - comes in at or below current market conditions. The industrial outlook for metals mining can be characterized as bearish. A US bank economist said mining companies planning their five-year forecasts should take current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or decline slightly. As a result, capital funding will be problematic. The low-cost producer will succeed. That means only the producer with low cash costs and low principal and interest costs per unit of production, will succeed. Gaining a perspective One must look back 30 years to see the evolution of the capital markets, for metal mine financing. This period can be divided into two economic periods. The 1950s were a time of stable economics. Mining companies earned and reported good profits. They had good corporate creditworthiness. In essence, mining companies of the 1950s were highly self-reliant. When equity infusions were needed, they were easily obtained. Financial management kept long-term debt low. Fixed rate, long-term financing was readily available in the long-term bond markets. The commercial banks of the 1950s were rarely used by the mining industry. When necessary, mining companies went to the banks for short-term financing - the kind that was needed for working capital requirements. Changing rhythms In the old rhythm there was an orderly market. Even into the mid-1960s, 75% of world annual copper production was controlled by eight companies: two in the UK, one in Belgium, and five in the US. During times of poor market demand, these producers would control supplies to the market. They took their losses out of retained earnings. Capital was easily restored during the ensuing good times. The new rhythm called for copper to be an economic means to a political end. Third World copper producers brushed aside the market fundamentals of commodity economics. Yet, the political solutions of these countries - their lack of response to the market - have seldom achieved their original objectives. Each commodity has its own old and new rhythm. Aluminum may have a similar rhythm, coming 10 to 20 years later than copper. By the late 1960s, changes were occurring. Inflation was on the rise. Ore reserve quality was falling. As a result, capital expenditures were necessary to maintain existing output. These costs created an increase in corporate leverage, thus adding to inflation and rising interest rates. Indicators A comparison of the gross national product (GNP) deflator index, consumer price index, and the metal mining deflator index is instructive. (Fig. 1 and Table 1). With 1972 equal to 1, note that the metal mining deflator reached its lowest point in 1967. From that point, the metal mining deflator has accelerated severely for 16 years. Only two minor downturns occurred during the business recessions of the mid-1970s and the early 1980s. In essence, Fig. 1 shows that while GNP has grown modestly, a miner's dollar in 1972 would require $3.48 in 1980. This is an almost 17% compounded growth rate over that eight-year period. Beginning in the late 1960s, for the first time in mine financing, the risk of success shifted from the corporate balance sheet to third parties. Limited-resource financings were taken up by banking syndicates that accepted certain of these risks. The lender needed to be well acquainted with the types of risks to be evaluated. These include resource quality and quantity, construction and completion, capital and operations costs, market risks, force majeure, and political and exchange rate risks. Project financings became the basis whereby mining companies were able to maintain their borrowing capacities. In essence, the lender was willing to share some of the project risk while only receiving lenders' returns on these investments. Within the exploration programs carried on by the Consejo de Recursos Naturales No Renovables, the one with the largest coverage (more than 75, 000 square kilometers) is the northern Coahuila Exploration Project. Due to its nature, geochemical exploration methods were selected to obtain quick results. The program included essentially, three main stages : 1. - A regional geochemical stream sediment survey. 2. - Semi-detailed studies of the anomalous areas selected in the previous stage, and 3. - Detailed exploration of the promising areas. To the date, the first two stages have been completed, and the third one is being carried on. The work was started on september 1972, and it will probably take one more year before drilling can be started, but at the end of stage three it is expected that at least 5 important targets will have been detected. The regional work was conducted by 3 field crews, but the detailed program is being done by only one.

It took me nearly nine months to make the move from Arizona to Berkeley, opening an office and planning our new home. While I was in Warren Dorothy had rented two rooms for my office In the new California Commercial Union Building at 315 Montgomery Street in San Francisco. She made such a good choice that this remained my address for more than 50 years Dorothy had also looked over many lots In Berkeley, and took an option on the one that pleased her the most. It was a beautiful lot, or rather three, as we took three lots to protect our view. The only possible drawback was that it was in a new district and there were only two houses within two blocks. No one could tell how the area would develop but we liked it so much that we bought the lots on the spot and signed a note to guarantee payment. Dorothy's good judgment was shown by the fact that after 50 years we are still glad to be living on the same property, at 168 Southampton Avenue. We arranged a meeting with the distinguished architect Bernard Maybeck-and employed him to design a house for us. Dorothy spent most of her time with Maybeck planning the house and an attached studio for her, and she later wrote an amusing essay on her dealings with Maybeck. They were so successful that even now we could not think of any changes we would have wanted. It took several months to design a house that suited Dorothy and would fit on our hilltop. I was glad to overcome some of Maybeck's scorn for "only an engineer" by showing how, by rotating the studio addition 45º, it would fit the lot without serious excavation. We finally signed a contract with Maybeck, borrowing so much money that it scared us. The deterioration rate of any metal or alloy is increased in a erosion-corrosion application because the passivated surface layer is removed by the solid particles contained in the pumping fluid and the material surface becomes corrosion active again. Numerous attempts were made to engineer a stainless steel with higher hardness and unaffected corrosion performance. Alloys of special interest in such an area are the duplex stainless steels particularly the CD4MCu material which has the capability of being hardened due to its ferrite-austenite microstructure. Unfortunately, the CD4MCu with higher hardness comprises different intermetallic compounds which will increase the corrosion rate. The paper is analyzing the erosion-corrosion performance of a new type CD4MCu with 32% higher hardness and superior wear performance. The corrosion performance of this new alloy is better than the corrosion performance of the common CD4MCu material which the industry could supply. The corrosion effectiveness was evaluated with the Huey test, the potentio-dynamic anodic polarization test and the weight loss test whereas the erosion resistance was established with a low stress ball-on-disk type apparatus. The Wilfley hard CD4MCu material had 39% lower weight loss and 32% smaller volume loss than the common CD4MCu alloy The hardness range of the centrifugal pump parts poured and processed with the Wilfley hard CD4MCu is 320-350 HBN versus 250-255 HBN hardness of the common CD4MCu. After approximately 18 months of experimentation and field testing it was clearly established that the life time of the Wilfley hard CD4MCu is higher than the common CD4MCu and consequently centrifugal pumps were supplied to different customers in North and South America. INTRODUCTION An evaluation of the radiological health risks from uranium mining and milling requires the determination of several key parameters. As shown in Figure 1, the first step is the estimation of the radioactive source term. The radionuclides in the ore consist of the 238U decay series nuclides shown in Figure 2, the 235U series nuclides, and 40K. The 238U decay series isotopes dominate the source term, with the 235U series isotopes causing less concern and 40K remaining at background levels. [ ] Specifically, the risks from uranium mining and milling are mainly associated with 230Th, 226Ra, 222Rn, and its short-lived daughters. These radioisotopes are mainly alpha-particle emitters; hence, some dispersion mechanism is necessary to bring them into intimate contact with man so that they can be inhaled or ingested For water pathways, the leaching of the isotopes from [ ] the solid ore or tailings provides a measure of the amount of contaminant initially available to the environment. For the air pathway, dust-creation mechanisms such as blasting, crushing or general resuspension processes dominate for 226Ra and 230Th. However, 222Rn, being a chemically inert gas generated from the decay of 226Ra, can migrate through the ore, overburden and tailings over considerable distances. As shown in Figure 1, the next step in the pathway to man is environmental dilution and delay. For the water transport mechanism, the delay in the isotopes reaching an accessible water supply may be considerable (several thousand years or more), but for airborne nuclides the dispersion in the atmosphere is rapid and constitutes the main mitigating factor. Considerable ventilation is provided in underground mines to dilute and remove radon and its daughters in order to keep their concentrations low and thereby minimize their inhalation by miners. The rate of uptake by both the workers and the general public is often difficult to ascertain. It involves breathing rates, rates of water consumption and other poorly-defined parameters. The final steps are the risk estimators used to predict doses and cancer rates from the inhaled radon daughters and ingested or inhaled radium. Many

North River Energy Company a previous subsidiary of Republic Steel Corporation commenced development of the Number One Mine in mid-1972. The mine is located in West Alabama and presently employs a total of 632 people. Production capabilities have increased to 1.4 million clean tons of steam coal per year with the newly purchased Longwall System. Washer recovery averages 57 percent. The seam being mined is the Pratt or Corona with an average height of 52 inches and an average cover of 540 feet. The immediate roof is laminated sandstone and the floor is composed of a hard fireclay. Total production out of the mine is provided to Alabama Power Company under a longtime contract.

Following the completion of the paper presented in February, 1972, data were received from many other mines and some original respondents submitted more complete questionnaires. The computer program was changed to permit the results to reflect more clearly all the data reported by the mines. The original paper was revised to reflect the new information. There were significant changes in some numerical values, particularly where the size of the sample changed appreciably. Some limited samples considered originally in arriving at conclusions were not relied on in this revision. The revised tables and text are of the same design and format as the original paper.

Agenda 21 calls on the countries on national level as well as governmental and non-governmental organisations on international level to develop a concept of sustainability indicators to measure the progress towards sustainability. This paper deals with the development of an evaluation system for sustainability in the minerals extraction. By their application, aspects of sustainable development in the raw minerals industry are to be systematically conceived and assessed. This project has been carried out on behalf of the German Federal Ministry of Economics and Labour."

Grinding with an electrochemically inert grinding media (i.e., high chrome white iron) shifts the pulp potentials to more oxidising conditions, increases the dissolved oxygen content and reduces the EDTA extractable iron concentration when compared with milling with electrochemically active grinding media (forged steel). These changes in pulp chemistry produce cleaner particle surfaces, reduce reagent consumption, and increase concentrate grades and recoveries. This paper presents a robust laboratory test program that not only demonstrates the changes in the pulp chemistry, but also provide an indication of the magnitude of the metallurgical improvements that are possible. While laboratory studies are interesting, the proof is in the pudding! So, the paper provides an overview of plant trials conducted at several porphyry copper operations around the world: Newmont’s Cadia and Red Chris Operations, as well as Evolution Mining’s Northparkes Operation. These successful plant trials clearly demonstrate that selection of the right grinding media alloy will yield savings in grinding media consumption and reagent consumption as well as increases in revenue through improved copper and gold recoveries. However, many of the porphyry copper mines on the Eastern Pacific are copper-molybdenum deposits. The paper presents laboratory test results for typical copper-molybdenum operations and extrapolate these numbers to what might be expected should a plant trial occur.

This paper is an overview of approaches to assessment of ore grade for gold and the platinum group at the exploration stage of a project. Proper sampling techhniques must be complemented by good assaying. In turn, correct assaying has its roots in thoughtful, systematic sampling and sample preparation procedures. While intricacies of the subject matter could occupy a book, we will comment on acceptable sampling approaches, outline a lab hand- ling scheme, and discuss preferred analytical methods. Pitfalls previously encountered by the mining and exploration industry will be highlighted with emphasis on a perceptive under- standing of the nature of ore occurrence. Lastly, focus will be centered on reliable assay approaches.
