Political risk is an integral part of the mining business in northern Andean countries. Peru, Ecuador, Colombia and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations require good political-risk information, a thorough political-risk-management plan and a strategy to deal with political-risk perception on the part of the investing public. Colombia is perceived as about the riskiest place in the world to do business. A selection of recent headlines reads: “Colombia on the brink” (Economist, 1998), “Colombia’s ship of state is sinking” (Insight on the News, 1998), or simply “Bad news” (US Catholic, 1998). The World’s Most Dangerous Places rates Colombia as “currently the most dangerous place in the Western Hemisphere, and perhaps the world” (Aral and Pelton,1998). And many prospective investors and analysts say to Greystar Resources: “Yes, we love your results, but Colombia?”

Introduction A new mining agenda is before us. Born of government policies and world economies, the years ahead will show reduced growth. Metals, mining, and most other natural resource industries are inflation dependant and capital intensive. For these, a long period of contraction of outmoded and costly capacity will evolve. In some cases, this will be supplanted by new, lower cost capacity. But this will occur only if the cost of production - including cash operating and debt service costs - comes in at or below current market conditions. The industrial outlook for metals mining can be characterized as bearish. A US bank economist said mining companies planning their five-year forecasts should take current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or decline slightly. As a result, capital funding will be problematic. The low-cost producer will succeed. That means only the producer with low cash costs and low principal and interest costs per unit of production, will succeed. Gaining a perspective One must look back 30 years to see the evolution of the capital markets, for metal mine financing. This period can be divided into two economic periods. The 1950s were a time of stable economics. Mining companies earned and reported good profits. They had good corporate creditworthiness. In essence, mining companies of the 1950s were highly self-reliant. When equity infusions were needed, they were easily obtained. Financial management kept long-term debt low. Fixed rate, long-term financing was readily available in the long-term bond markets. The commercial banks of the 1950s were rarely used by the mining industry. When necessary, mining companies went to the banks for short-term financing - the kind that was needed for working capital requirements. Changing rhythms In the old rhythm there was an orderly market. Even into the mid-1960s, 75% of world annual copper production was controlled by eight companies: two in the UK, one in Belgium, and five in the US. During times of poor market demand, these producers would control supplies to the market. They took their losses out of retained earnings. Capital was easily restored during the ensuing good times. The new rhythm called for copper to be an economic means to a political end. Third World copper producers brushed aside the market fundamentals of commodity economics. Yet, the political solutions of these countries - their lack of response to the market - have seldom achieved their original objectives. Each commodity has its own old and new rhythm. Aluminum may have a similar rhythm, coming 10 to 20 years later than copper. By the late 1960s, changes were occurring. Inflation was on the rise. Ore reserve quality was falling. As a result, capital expenditures were necessary to maintain existing output. These costs created an increase in corporate leverage, thus adding to inflation and rising interest rates. Indicators A comparison of the gross national product (GNP) deflator index, consumer price index, and the metal mining deflator index is instructive. (Fig. 1 and Table 1). With 1972 equal to 1, note that the metal mining deflator reached its lowest point in 1967. From that point, the metal mining deflator has accelerated severely for 16 years. Only two minor downturns occurred during the business recessions of the mid-1970s and the early 1980s. In essence, Fig. 1 shows that while GNP has grown modestly, a miner's dollar in 1972 would require $3.48 in 1980. This is an almost 17% compounded growth rate over that eight-year period. Beginning in the late 1960s, for the first time in mine financing, the risk of success shifted from the corporate balance sheet to third parties. Limited-resource financings were taken up by banking syndicates that accepted certain of these risks. The lender needed to be well acquainted with the types of risks to be evaluated. These include resource quality and quantity, construction and completion, capital and operations costs, market risks, force majeure, and political and exchange rate risks. Project financings became the basis whereby mining companies were able to maintain their borrowing capacities. In essence, the lender was willing to share some of the project risk while only receiving lenders' returns on these investments. A common casualty of modern open pit mine optimization is the assurance that the resulting design is actually achievable. Optimized mine plans that consider value and a bare minimum of precedence constraints do not, in general, translate into practical, operational mine designs that can really be used in the field. Ultimate pits may come to a sharp point at the bottom. Schedules may require taking small parcels of material from many disparate areas of the pit in a single period. And grade control polygons may be ragged, narrow, and not minable with realistic equipment. In this paper all of these problems are addressed by encoding these three fundamental open pit mine optimization problems as maximum satisfiability problems. Maximum satisfiability provides a useful framework for problems that are non-linear and may guarantee the optimality that metaheuristics cannot. INTRODUCTION Open pit mines are large and complicated operations, which require significant initial and ongoing investment. A single mine may employ hundreds or thousands of people and creates substantial benefits for both the surrounding and global communities. Planning an operation of this magnitude requires a lot of effort and cannot be done optimally by hand. Mining engineers today rely on many techniques from operations research to guide decision making, and to maximize the value of the mine. Techniques including linear programming, metaheuristics, and network algorithms are all used to solve different problems throughout mine design and optimization. However, techniques based on Boolean satisfiability, including the optimization extension of maximum satisfiability, have not seen much use in mining despite being used in many other fields including electronics design, scheduling, and artificial intelligence. We claim that maximum satisfiability is a useful and meaningful way of expressing and solving optimization problems in mine planning. However, this technique does not come without challenges; the problem is NP-hard, and modern techniques for solving these problems can struggle with the number of variables and clauses that a typical mining problem requires. Also, some of the constraints that mining must contend with do not fit nicely into the satisfiability paradigm. Despite these challenges, we believe that maximum satisfiability provides a useful framework for considering operational constraints and expressing some problems that other techniques can't easily express. Maximum satisfiability can be solved exactly, yielding the true optimal answer which metaheuristics cannot guarantee. In this paper we show the applicability of maximum satisfiability to mining by specifying three fundamental problems in open pit mine optimization. We show how these fundamental problems can be formulated and how they can be extended within the framework of maximum satisfiability. For the remainder of the paper we first give a brief background on common elements between the three problems and an introduction to satisfiability. Then we tackle the three problems; the Ultimate Pit Problem, the Block Scheduling Problem, and the Grade Control Polygon Problem. In the Ultimate Pit Problem we specifically show how to extend the problem to support a minimum mining width – a coveted result for many mining engineers. We then discuss some of the complexities and shortcomings of this framework and possible research directions.

INTRODUCTION An evaluation of the radiological health risks from uranium mining and milling requires the determination of several key parameters. As shown in Figure 1, the first step is the estimation of the radioactive source term. The radionuclides in the ore consist of the 238U decay series nuclides shown in Figure 2, the 235U series nuclides, and 40K. The 238U decay series isotopes dominate the source term, with the 235U series isotopes causing less concern and 40K remaining at background levels. [ ] Specifically, the risks from uranium mining and milling are mainly associated with 230Th, 226Ra, 222Rn, and its short-lived daughters. These radioisotopes are mainly alpha-particle emitters; hence, some dispersion mechanism is necessary to bring them into intimate contact with man so that they can be inhaled or ingested For water pathways, the leaching of the isotopes from [ ] the solid ore or tailings provides a measure of the amount of contaminant initially available to the environment. For the air pathway, dust-creation mechanisms such as blasting, crushing or general resuspension processes dominate for 226Ra and 230Th. However, 222Rn, being a chemically inert gas generated from the decay of 226Ra, can migrate through the ore, overburden and tailings over considerable distances. As shown in Figure 1, the next step in the pathway to man is environmental dilution and delay. For the water transport mechanism, the delay in the isotopes reaching an accessible water supply may be considerable (several thousand years or more), but for airborne nuclides the dispersion in the atmosphere is rapid and constitutes the main mitigating factor. Considerable ventilation is provided in underground mines to dilute and remove radon and its daughters in order to keep their concentrations low and thereby minimize their inhalation by miners. The rate of uptake by both the workers and the general public is often difficult to ascertain. It involves breathing rates, rates of water consumption and other poorly-defined parameters. The final steps are the risk estimators used to predict doses and cancer rates from the inhaled radon daughters and ingested or inhaled radium. Many

It took me nearly nine months to make the move from Arizona to Berkeley, opening an office and planning our new home. While I was in Warren Dorothy had rented two rooms for my office In the new California Commercial Union Building at 315 Montgomery Street in San Francisco. She made such a good choice that this remained my address for more than 50 years Dorothy had also looked over many lots In Berkeley, and took an option on the one that pleased her the most. It was a beautiful lot, or rather three, as we took three lots to protect our view. The only possible drawback was that it was in a new district and there were only two houses within two blocks. No one could tell how the area would develop but we liked it so much that we bought the lots on the spot and signed a note to guarantee payment. Dorothy's good judgment was shown by the fact that after 50 years we are still glad to be living on the same property, at 168 Southampton Avenue. We arranged a meeting with the distinguished architect Bernard Maybeck-and employed him to design a house for us. Dorothy spent most of her time with Maybeck planning the house and an attached studio for her, and she later wrote an amusing essay on her dealings with Maybeck. They were so successful that even now we could not think of any changes we would have wanted. It took several months to design a house that suited Dorothy and would fit on our hilltop. I was glad to overcome some of Maybeck's scorn for "only an engineer" by showing how, by rotating the studio addition 45º, it would fit the lot without serious excavation. We finally signed a contract with Maybeck, borrowing so much money that it scared us. North River Energy Company a previous subsidiary of Republic Steel Corporation commenced development of the Number One Mine in mid-1972. The mine is located in West Alabama and presently employs a total of 632 people. Production capabilities have increased to 1.4 million clean tons of steam coal per year with the newly purchased Longwall System. Washer recovery averages 57 percent. The seam being mined is the Pratt or Corona with an average height of 52 inches and an average cover of 540 feet. The immediate roof is laminated sandstone and the floor is composed of a hard fireclay. Total production out of the mine is provided to Alabama Power Company under a longtime contract.

Within the exploration programs carried on by the Consejo de Recursos Naturales No Renovables, the one with the largest coverage (more than 75, 000 square kilometers) is the northern Coahuila Exploration Project. Due to its nature, geochemical exploration methods were selected to obtain quick results. The program included essentially, three main stages : 1. - A regional geochemical stream sediment survey. 2. - Semi-detailed studies of the anomalous areas selected in the previous stage, and 3. - Detailed exploration of the promising areas. To the date, the first two stages have been completed, and the third one is being carried on. The work was started on september 1972, and it will probably take one more year before drilling can be started, but at the end of stage three it is expected that at least 5 important targets will have been detected. The regional work was conducted by 3 field crews, but the detailed program is being done by only one.

The deterioration rate of any metal or alloy is increased in a erosion-corrosion application because the passivated surface layer is removed by the solid particles contained in the pumping fluid and the material surface becomes corrosion active again. Numerous attempts were made to engineer a stainless steel with higher hardness and unaffected corrosion performance. Alloys of special interest in such an area are the duplex stainless steels particularly the CD4MCu material which has the capability of being hardened due to its ferrite-austenite microstructure. Unfortunately, the CD4MCu with higher hardness comprises different intermetallic compounds which will increase the corrosion rate. The paper is analyzing the erosion-corrosion performance of a new type CD4MCu with 32% higher hardness and superior wear performance. The corrosion performance of this new alloy is better than the corrosion performance of the common CD4MCu material which the industry could supply. The corrosion effectiveness was evaluated with the Huey test, the potentio-dynamic anodic polarization test and the weight loss test whereas the erosion resistance was established with a low stress ball-on-disk type apparatus. The Wilfley hard CD4MCu material had 39% lower weight loss and 32% smaller volume loss than the common CD4MCu alloy The hardness range of the centrifugal pump parts poured and processed with the Wilfley hard CD4MCu is 320-350 HBN versus 250-255 HBN hardness of the common CD4MCu. After approximately 18 months of experimentation and field testing it was clearly established that the life time of the Wilfley hard CD4MCu is higher than the common CD4MCu and consequently centrifugal pumps were supplied to different customers in North and South America. Following the completion of the paper presented in February, 1972, data were received from many other mines and some original respondents submitted more complete questionnaires. The computer program was changed to permit the results to reflect more clearly all the data reported by the mines. The original paper was revised to reflect the new information. There were significant changes in some numerical values, particularly where the size of the sample changed appreciably. Some limited samples considered originally in arriving at conclusions were not relied on in this revision. The revised tables and text are of the same design and format as the original paper.

This paper is an overview of approaches to assessment of ore grade for gold and the platinum group at the exploration stage of a project. Proper sampling techhniques must be complemented by good assaying. In turn, correct assaying has its roots in thoughtful, systematic sampling and sample preparation procedures. While intricacies of the subject matter could occupy a book, we will comment on acceptable sampling approaches, outline a lab hand- ling scheme, and discuss preferred analytical methods. Pitfalls previously encountered by the mining and exploration industry will be highlighted with emphasis on a perceptive under- standing of the nature of ore occurrence. Lastly, focus will be centered on reliable assay approaches.

This paper deals with the development of an evaluation system for sustainability in the minerals extraction. By their application, aspects of sustainable development in the raw minerals industry are to be systematically conceived and assessed. INTRODUCTION For many years mining at the Stobie mine of the Inco Metals Co. consisted mainly of fill-type mining for higher grade ores and block caving or blasthole open stope mining for lower grade ores. Open stope mining, although quite favorable in the initial stoping phase, has always presented problems in the pillar recovery phase, especially at depth. In 1966, sublevel caving was introduced. This method is ideally suited for low-grade ore and can be applied very successfully to intermediate or higher grade ores providing proper controls are enforced. Sublevel caving has three distinct advantages: it is highly adaptable to mechanization; it recovers the ore in one operation; and it provides adequate ground sup¬port and safety regardless of mining depth. This method does, however, make extra demands, particularly for new types of supporting services. The constant presence of rock makes quality control of the grade of the ore being extracted essential. Increased de¬velopment, different types of ventilation, roadways, and maintenance are only a few of the many changes re¬quired. The care and maintenance of the fleets of diesel equipment and the modification of equipment is a con¬stant challenge. CHOICE OF SUBLEVEL CAVING The question arises, why mine by sublevel caving? Fig. 1 shows a typical problem encountered by the open stope or blasthole mining method. Near the surface there is little or no ground support problem. As mining progresses to an intermediate depth, however, ground failure starts to occur in the supporting pillars. If open mining is carried beyond this point, the critical depth is soon reached, accompanied by hanging wall caving, ex¬tensive pillar failure, and the danger of losing control of the mining cycle. The rock caved from the hanging wall mixes with and dilutes the ore being extracted from the blasthole stopes. Ore losses occur when pillar failure pre¬vents drilling and development of part of the ore. The interruption to the mining cycle causes serious curtail¬ment in production until ground failure is controlled and the mining method changed to adapt to the new conditions. Having recognized the limitations of open stope min¬ing, alternatives were sought. The first alternative (Fig. 2) was to fill the open stopes with sand fill be¬fore extensive pillar deterioration occurred, recover the pillar ore by fill mining, and then convert to total fill mining below. If the ore grade is high enough it can support the costly fill method. Recovery will be at a much slower rate and will therefore extend over a longer period of time. On the other hand, sublevel caving gives complete primary mining recovery in a short time and is very adaptable to mechanization, which is now a necessity to combat spiralling labor costs and give greater produc¬tivity per man. Sublevel caving is ideally suited as a mining method for low-grade ore bodies which eventually reach a criti¬cal depth for open stope mining. DEVELOPMENT The development phase comes first and of course its main purpose is to gain access to the ore and provide a route for ore removal from the mine. Initially a 20% inclined service ramp is driven in the footwall rock (Figs. 3, 4, and 5). It is preferable to start at the top of a mining block and drive the ramp down¬ grade so gravity can assist in mucking the blasted de¬velopment round, and also access can be gained more quickly to the initial production area. The ramp nor¬mally turns at 3.1 rad (180°) about every 152.4 m (500 ft) to keep it reasonably close to the rock disposal

In hot deep mines the ventilation and refrigeration requirements are determined primarily by the magnitude of the various sources of heat, and where in the mine they arise. Refrigeration is expensive, and in order to ensure that it is utilized effectively and at the lowest possible operating costs it is important that careful attention be given to the selection of plant, and how the cooling is to be distributed. The paper outlines the essential features of the highly effective strategy that has evolved in recent years in cooling deep mines in South Africa.

Grinding with an electrochemically inert grinding media (i.e., high chrome white iron) shifts the pulp potentials to more oxidising conditions, increases the dissolved oxygen content and reduces the EDTA extractable iron concentration when compared with milling with electrochemically active grinding media (forged steel). These changes in pulp chemistry produce cleaner particle surfaces, reduce reagent consumption, and increase concentrate grades and recoveries. This paper presents a robust laboratory test program that not only demonstrates the changes in the pulp chemistry, but also provide an indication of the magnitude of the metallurgical improvements that are possible. While laboratory studies are interesting, the proof is in the pudding! So, the paper provides an overview of plant trials conducted at several porphyry copper operations around the world: Newmont’s Cadia and Red Chris Operations, as well as Evolution Mining’s Northparkes Operation. These successful plant trials clearly demonstrate that selection of the right grinding media alloy will yield savings in grinding media consumption and reagent consumption as well as increases in revenue through improved copper and gold recoveries. However, many of the porphyry copper mines on the Eastern Pacific are copper-molybdenum deposits. The paper presents laboratory test results for typical copper-molybdenum operations and extrapolate these numbers to what might be expected should a plant trial occur.

There are many advantages to upgrading coal with dry jigging technology. The most obvious is the lack of process water, which eliminates the need for fines dewatering and slurry confinement. Dry jigging eliminates the clean coal moisture penalty associated with wet processing. Particulate emissions are virtually nonexistent due to inclusions of fabric dust collectors on all modern dry jig plants. Because of the environmentally friendly nature of dry jig plants, installation permits are often measured in days, not months. There has also been a fundamental advance in dry jigging efficiency. All of these advantages have renewed the coal industry’s interest in dry jigging. But air jigging is not right for every application. There are limitations due to particle size, particle shape, moisture and near gravity content. This article explores the evolution of dry jigging. It reviews parameters important for determining the suitability of dry jigging. It also compares historical performance data as measured by imperfection, against results from modern dry jigging technology. The article also presents data from modern dry jig installations.

Diffuse - reflectance Fourier - transform infrared spectroscopy, Hallimond tube flotation and microelectrophoresis have been utilized to investigate the reactions involved in the adsorption-abstraction of K-amylxanthate on finely ground galena and pyrite. In order to work under well-controlled conditions both minerals were wet ground in a specially built laboratory stainless steel or iron mill. Four surface products were found to be formed on galena: monocoordinate lead xanthate, non-stoichiometric lead xanthate, dixanthogen, and amyl carbonate disulphide. Only dixanthogen was observed on pyrite after using stainless steel rods, while ferric iron xanthate was found when iron rods were utilized.

As one of the major suppliers of the chestnut Ridge energy center, Rochester and Pittsburgh Coal Company continues the search for more efficient haulage systems. This search is one that is essential in providing coal to the Keystone and Homer City power plants at the most economical cost. These two electrical generating plants located in west central Pennsylvania are part of the energy center which consists of four generating stations. Prior to the time the two stations were put on line, August, 1967 for Keystone and August, 1969 for Homer City, our company made the decision to rely on belt conveyors from the section to the surface to provide for continuous main line haulage. The proximity of these generating stations to proven reserves allow for minimal truck haulage and minemouth setups. With the addition of seven new mines, in the past ten years, revisions have been made on the original setup to interconnect the haulage of several mines to deliver the product by belt to the power plants.

In April, the US Synthetic Fuels Corp. broke a three-year silence and made its first financial award by approving a $820,750 loan for the First Colony peat-to-methanol project in North Carolina (ME, May, page 403). Peat Methanol Associates (PMA), a partnership between Koppers Co., ETCO Methanol Inc., Transco, Peat Methanol Co., and l. B. Sunderland, broke ground at First Colony last year and plans to begin production in Dec. 1985. Although the award is only a small part of Synthetic Fuels Corp.'s $15-billion budget, it does signal the corporation's intention to move aggressively ahead. It also is a positive indication that First Colony will be completed and operated successfully. This article describes the methods and equipment that will be used to harvest peat at First Colony, as well as how the peat will be converted to methanol. Introduction Peat deposits found along North Carolina's coastal plain contain high-quality fuel-grade peat with an average heating value of more than 23.3 MJ/kg (10,000 Btu/lb) (dry), with a low sulfur and ash content. The deposits differ from other US peats in that they contain large, sound Atlantic White Cedar and Cypress logs, stumps, and roots that may extend throughout the full depth of the deposit. A second difference is that these deposits are much more highly decomposed and, in the raw state, have the appearance and feel of a heavy, reddish-brown grease. These factors make it impractical to use standard production equipment so a new line was developed. Also, because of these conditions, techniques were modified to facilitate production. First Colony Farms, located near Creswell, NC, developed and evaluated a milled peat program. Equipment for this production method was designed and built, production rates were established from field operations, drying rates were established, weather data were analyzed, and total operating and capital costs were estimated. The method depends on the sun and wind for drying peat to the desired moisture content, in this case around 40%. Therefore, field preparation is actually the construction of a large solar collector to dry the peat so it can be harvested and stockpiled. It is essential that this collector be properly profiled initially and maintained during production to prevent precipitation from ponding. Initial Field Preparation Initial field preparation includes cleaning existing canals and constructing ditches and water control structures for proper drainage of rainwater run-off, building adequate roads for site access, removing surface vegetation, and profiling and sloping the fields. At First Colony, the 60.7-km2 (15,000-acre) harvesting area was divided into 129.5-hm2 (320-acre) blocks about 1.6 km (1 mile) long and 805 m (0.5 mile) wide. This was accomplished by cleaning main outfall canals with adjacent roads built from canal spoil at 1.6-km (1-mile) intervals. Existing intermediate canals that feed into main outfall canals at 805-m (0.5-mile) intervals also are cleaned. Headland roads are constructed from canal spoil along each side of each intermediate canal. This 129.5-hm2 (320-acre) block is then divided into 32 harvest strips by small V-ditches constructed at 50-m (165-ft) intervals. At the end of the field with the lowest elevation, corrugated steel pipe culverts are installed under the headland road in each V-ditch to control rainwater runoff into intermediate canals. Runoff water from the fields is diverted to a holding pond to prevent any increase in peak water runoff rates and to allow for more uniform drainage rate than experienced to date. After the drainage system is installed, harvest strips are ready for grinding and sloping operations. Surface vegetation, made up of small, waxy-leafed shrubs such as Gallberry, Bayberry, Magnolia, and scattered pond pine, can be effectively ground and incorporated into the upper surface of the peat layer. Here, it will rapidly decompose and have little effect on overall peat quality, thus eliminating the standard practice of pushing the vegetation and upper wood layer into long windrows with bulldozers and hauling this debris from the fields. Incorporating vegetation into the upper surface is known as the initial 102-mm (4-in.) surface vegetation grind and is accomplished by using a modified Bros Rota Mixer. This paper presents EOLAVAL, an integrated mine ventilation design software. In its new expanded version it is a user friendly and fully interactive computer package. The features of the new version are a graphics interface fully compatible with Autocad files, an integrated database of fan characteristics and the optional use of the thermodynamic approach in carrying out network simulations. This software can be used in underground mine ventilation planning: mine ventilation network analysis and simulation, economic design of airways, auxiliary ventilation design, calculation of a mine air heating plant, and evaluation of the natural ventilation and pressure losses in a mine shaft. This paper presents a case study illustrating the use of the computer package in mine ventilation design.

Constantly increasing demand for energy materials and metal ores brought about tremendous progress in mining techniques which are characterised by a high degree of mechanization and concentration of works. One of the recent trends in underground mining mechanization is connected with an application of heavy machines with diesel engines [l],[2]. The introduction of diesel engines in mining all over world caused not only improvement in economic conditions but also the necessity to prevent contamination of air in the mine by toxic agents in diesel exhaust emissions. A generally used way of eliminating exhaust gases is proper ventilation of the cross cut by means of providing permanent exchange of air that would guarantee in every point of the cross cut and in every moment the decay in concentration of exhaust gases beyond threshold limit [3][4][5][6][7][8][9][10]. The present paper is an attempt to define a mathematical model describing the changes of concentration in cross cut face to which fresh air is distributed by ventilators and tubes in a forcing way. Obtained model should offer its practical adaptability to engineering calculation of the amount of fresh air needed for diluting and eliminating exhaust gases beyond threshold limit. Justness of these models has been confirmed by investigation of the growth of nitrogen dioxide concentration in air environment in some cross cut faces of Kiirunavaara iron ore mine in Kiruna (Sweden).
