Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. Four different types of fire suppression systems were evaluated in large-scale fire experiments to study the effect of air velocity on the effectiveness to extinguish conveyor belt fires. The four different types of suppression systems were water sprinkler, deluge type water spray, and two different dry chemical fire suppression systems. The large-scale fire tests were conducted with 72-in-wide fire resistant rubber belt that met the Mine Safety and Health Administration flame resistant requirement specified in Title 30, Code of Federal Regulations, Part 18, section 18.65 (also known as the 2G Flame Test). Each fire suppression system was tested at air velocities of 500-550 feet per minute (fpm) and 1350-1500 fpm. Two tests were conducted at both air velocities for each fire suppression system. Both of the water-based fire suppression systems were able to suppress the fire to the point that a miner could extinguish it with a fire extinguisher. However, the amount of water needed to suppress the fire to the point where a miner could walk up to extinguish any smoldering belting was greater than the current MSHA regulations require. MSHA regulations only require 10 minutes of water supply to the suppression system. In the test set up neither of these systems would have suppressed the fire had the water been turned off to the system after 10 minutes. The dry chemical suppression systems produced mixed results. Dry chemical suppression system A did not suppress the conveyor belt fire at either air velocity. Dry chemical system B suppressed the fire at 500 fpm air velocity, but produced mixed results at the higher air velocity. Details are presented on the large-scale fire test set-up, arrangement of the fire suppression systems, and conclusions regarding the effect of air velocity on fire suppression system design and performance. Conventional barrier pillars in underground coal mines are intended to protect mains and sub-main entries for relatively long periods of time. Inter-panel barrier pillars that may be used in especially deep coal mines, say, below 800 m (2,400 ft), are intended to protect longwall panel faces and adjacent panel entries for the life of nearby panels. Barrier pillar failures have serious consequences, especially when failure is sudden and catastrophic. Design of barrier pillars is thus of considerable importance to safety and efficiency of operations. Locally, failure occurs at the limit to elasticity when stress tends to exceed strength. Strength of rock is stress dependent, so an analysis of stress is central to rational design of barrier pillars. There are several approaches to stress analysis for coal mine pillar design that range from the simplified but popular tributary area method including variations that use empirical definitions of the tributary area (volume) to more sophisticated numerical methods such as the boundary element method and the finite element method. Despite ease of use, empirical methods are limited and always suspect when applied to conditions beyond their scope of definition, while boundary element methods do not generally include pillars in the solution domain. The finite element method is not so restricted and thus is a natural choice for conventional and inter-panel barrier pillar safety analyses. Caving of roof strata certainly affects the distribution of stress about longwall faces and nearby barrier pillars. Conventional wisdom that considers roof strata to respond as cantilever beams indicates the longer the span the greater are loads on longwall faces and face supports. Failure of roof beams, caving, shortens spans and relieves face and support loads. The same view is applicable to barrier pillars in that long roof spans outside of barrier pillars leads to higher pillar loads than short spans. Hence, caving should be beneficial to barrier pillar safety. However, the benefit may be small depending on the extent of caving and only in the form of a slight reduction in overburden weight transmitted to the barrier pillar, especially in case of inter-panel barrier pillars. FINITE ELEMENT MODEL Finite element models for stress analysis in rock mechanics are formulated in consideration of physical laws, kinematics, and material laws. These models meet the essential requirements for equilibrium of stress, satisfy strain displacements relations, and in a general sense, relate stress to strain through material laws, often referred to as constitutive relations. The last may be complex and replete with nonlinearities. A de facto engineering material law is the elastic model in the form of Hooke?s law for linear, homogeneous materials that may be anisotropic. A limit to elasticity is imposed by strength in the form of a failure criterion or yield function that accommodates triaxial stress states. Examples used in rock mechanics are the well-known Mohr-Coulomb (MC)criterion, the popular Hoek-Brown (HB) criterion, and the Drucker-Prager (DP) criterion. The first is linear in stress, while the second is nonlinear. Both do not include any effect of the intermediate principal stress. The last is also linear in stress but includes the intermediate principal stress. All show an increase in the major principal stress at failure with confining pressure. In the UT2/3 finite element programs, the failure criterion Y is a nonlinear, anisotropic form and is also the plastic potential [1]: [YJI=+ 11NYJI=+- (1) ] where N is an exponent, usually 2, and J2 and I1 are nonlinear anisotropic forms of the second invariant of deviatoric stress and the first invariant of principal stress. The form (1) reduces to DP when N=1and isotropy prevails. When Y = 1, the limit to elasticity is reached and plastic deformation is possible. The material constants that enter (1) are all computed from unconfined compressive, tensile, and, in case of anisotropy, shear strengths. These latter strengths may be estimated from conventional laboratory test data. Of course, joints in field-scale rock masses induce different values. How different is often a matter of conjecture. For comparative studies, laboratory rock properties seem adequate. Inelastic, that is, plastic behavior occurs with strain beyond the elastic limit. Strain hardening, ideal plasticity, and strain softening are possibilities. Ideally brittle behavior with complete loss of strength is an extreme form of strain softening [2]. Caving may also be considered as strain softening with a less drastic reduction of material properties. As intact roof strata fail, fall, and form a rubble pile below, a new material is formed with greatly reduced elastic moduli and strengths, say, 1/100th of the original intact moduli and strengths. From another viewpoint, caving is simply a natural cut and fill process. Input for stress analysis by the finite element method includes: 1. Preexcavation stress state 2. Geology (stratigraphic column) 3. Structure (major faults, joint sets) 4. Elastic moduli 5. Strengths, and specific gravities of each rock type 6. Excavation sequence Output from an analysis includes distributions of: 1. Stress 2. Strain 3. Displacement 4. Local factor of safety (element fs) The last is defined as the ratio of strength to stress and in view of the failure criterion (1), is the ratio [fsJstrengthJstress=] where the numerator is the maximum possible value and the denominator is the actual value of the square root of the second invariant of deviatoric stress. This invariant is a measure of shear stress intensity but also reduces to uniaxial tensile and compressive strengths as the case may be. Flotation of fine and coarse coal after multistage addition of the frother was found to yield coal fractions with significantly lower ash content as compared to the feed. It was observed that the lowest ash content, specific gravity and reactivity of coal was associated with finer size fractions. Ignition and combustion characteristics of different coal fractions were evaluated using a differential thermal analyzer (DTA) with calorimeter attachment. It is suggested that in the ignition stage, the removal of mineral matter affects the reactivity through the physical changes brought about by the ash removal. In the char combustion stage the mineral matter seems to influence the reactivity through the catalytic activity of surface concentrations of metal ions, ratio of combustible/incombustible material, internal pore structure and roughness.

The evolution of surface mine layout configuration is a function of the schedules and sequence of material excavation within the optimized layouts. The production schedules and sequence of materials movement from multi-bench and multi-face operations are difficult to plan and execute. However, the ability to maximize the profit or net present value of an orebody is largely dependent on the mining schedule. The mining schedule will determine the life of the mine, the projected cashflows, and the investment requirements over the mine life. The pit geometries, pit expansion rates and the periodic volume of materials from different benches in a multi-bench, multi-face open pit mine determine the equipment requirements. The volume of materials excavated, as well as pit layout changes from circular and elliptical geometries of an oil sands mine were modeled using analytical geometric and parabolic partial differential equations (PDEs) and solved within Matlab. The results show that the geometric values are almost the same as those obtained from PDEs for different pit configurations. The economic analysis shows that both the current mining system (CMS) and the cyclic excavator conveyor belt control system (CycEx CBCS) are viable with high NPV (= $3.20 × 1010), PI (> 19%) and IRR (> 29.02%) with short discounted payback periods (= 3.24 months). The CycEx CBCS option is more economic than the CMS option. Its NPV is 1.27 times that of the CMS option. The PI and IRR for the CycEx CBCS option are respectively 2.24 and 1.13 times that of the CMS option. As well, the CycEx CBCS option has almost half the DPBP of the CMS option. The CMS option has an operating cost of $1.386 per tonne ($2.774/barrel) while that of the CycEx CBCS option is $0.779/tonne ($1.558/barrel). These results show that the CycEx CBCS option is the better option for mining companies working on oil sands deposits to invest in.

A traveler driving across desolate central Nevada to the Round Mountain property can easily identify with turn- of-the-century prospectors seeking a fortune, or at least an existence, from the high desert. But now a shadow passing overhead is as likely a sophisticated fighter aircraft from Stillwater Naval Air Station as a circling bird, and the famous trails west show only as historical markers along the highway. Even the approximately 400- km (250-mile) trip southeast from Reno or northwest from Las Vegas takes hours now, not days. And the camps of Round Mountain’s early prospectors have been replaced by one of the world’s largest gold heap-leaching operations. While Round Mountain’s uniqueness begins with its scale, it doesn’t end there. Consider the mine’s low cutoff grade of 0.2 g/t (0.006 oz/st) gold, made possible by a new dedicated (not reusable) leach pad. Also, the operation’s degree of automation means that ore dropped in the south crusher system is not manually handled until it is stripped from the pads. There is the bonus of a geothermal field that is tapped to heat the leach solutions in the winter. And, of course, there was that “unexpected” hitch expected in all mining operations. For Round Mountain, it meant buying a gravity plant to process the gold nuggets discovered last summer in a fault gouge.

The optimisation of mineral processing plants requires the evaluation of performance indices such as production rate, product quality, valuable mineral recovery and process efficiency. Decision to change operating conditions or equipment to improve plant performances rely on the significancy of the estimated performance indices. The better is the quality of the estimation, the better is the discrimination capability of the index and as a consequence the larger is the operation improvement. The reliability of performance calculation depends on the sensors nature, accuracy and location, on the data redundancy, on the correction method applied to raw data and finally on the propagation of measurement errors along the calculation of performance indices. To maximize the quality of the data collected for performance evaluation, the following techniques are presented, discussed and illustrated: redundancy and observability analysis, data filtering for mass conservation, variance analysis of performance calculation, and data acquisition strategy design.

The presence of calcium ion in iron ore pulps causes heterocoagulation of montmrillonite on hematite leading to indiscriminate dispersion. Two methods were investigated to control the adverse effect of montmorillonite: chemical method using such complexing agents as EDTA and sodium tripolyphosphate, and mechanical method involving ultrasonic treatment. Their roles in controlling the adverse effect were investigated by zeta potential measurements, starch adsorption tests, and flocculation and selective flocculation tests.

The U. S. Bureau of Mines studied the suitability of using flexible tendon cable supports as secondary roof supports at a western coal mine. The supports were installed in longwall tailgate entries and grouted into the mine roof. This paper quantifies how the use of cable supports can improve ventilation in underground airways. A mine ventilation simulator was used to model the changes in airway resistance and airflow and show potential for further ventilation improvements when cable supports are used. Model results indicated that cable support use translated to savings in air pressure around the longwall panel and increased airflow at the longwall face.

Dravo Lime Company has opened a new 290m (940 ft.) deep lime-stone mine near Maysville, Kentucky. As the mine was opened there were many unknowns as to the stress relationships within the rock, and their influence, if any, on the selected mining method. Therefore, a system of overlay geologic and structural maps, borehold extenso-meter measurements, and oriented photography was developed for the purposes of monitoring the internal structural relationships of the rock mass. This paper presents a description of the methods used, the observations made, and the conclusions and recommendations made as a result of the initial monitoring program.

Introduction Sulfide copper, zinc and iron concentrates are recovered in the 5000 ton per day flotation plant operated by Cities Service Company at Copperhill, Tennessee. The heavy-sulphide ore is first ground to 50 pct. minus 200 mesh and a bulk concentrate floated. The bulk concentrate, over 60 pct. of the ore weight, is reground to 72 pct. minus 200 mesh and then treated in a selective flotation circuit to recover copper and zinc concentrates. The tailing of selective float is the iron sulphide material source for the manufacture of sulfuric acid and iron sinter. The valuable minerals in the ore are chalcopyrite, marmatitic sphalerite, pyrite, and pyrrhotite. A typical mineralogical analysis will be found in table 1. A typical material flowsheet will be found in figure 1. Shown in the flowsheet are a scavenger float on the bulk rougher tailing and a copper-talc separation unit. At times a lead-copper separation circuit has been run.

For small precious metals mining to show a comeback a different perspective must be taken than that of larger mining companies. This perspective must be much the same as that of past successful smaller mining enterprises such as when the US had a need for Uranium. Abandoned mines and environmental concerns in older mining districts have discouraged many from entering with the attitudes of why try there if so many unsuccessful mines exist. A small mining venture can be successful there but must have a "think smart'' attitude. There must be a thorough understanding of deposits, utilization of advanced technology and a properly managed mining operation. "THINK SMART" MINING The small mine operator is usually looking for small high grade deposits, consequently, long term success depends on a series of small successful mining operations. The small miner must succeed right-off or credibility and future project funding will suffer. No veteran of even a few years in the mining industry needs to be told that a dollar spent on production today fails to yield as much as it once did. More efficient equipment and techniques have helped soften the problem, but there is little likelihood that a mining company can do much to control inflation, wages, regulations, or grade. That leaves the small miner to "think smart" as one area where operating dollars can still be stretched to produce more than they presently do (Gardner. 1981). In the planning stage of a mining venture, when most options are still open, the main controllable elements are market timing, deposit selection, cutoff grade, mining method, mine design, mining sequence, rate of production build up, process design, project financing structure, project management, and project ownership structure. During planning, optimum criteria can be established for each of these. Once a mine is in production, these options are foreclosed or at least severely constrained. The more thought given to a mining program using all information available the less the risk of encountering disabling surprises. Thus the intent of this paper is to suggest the "think smart" attitude most small mine operations use for long term success. If one looks at a number of successful mining ventures, whether large or small, there is a general logic most have followed to be successful. They have used proven exploration, mining and processing techniques along with economic evaluation and experienced personnel to improve their odds. LOGIC IN DEVELOPING A FEASIBLE VENTURE Most successful small mine ventures achieve positive cash flow as quickly as possible by seeking out those deposits which require the least time and expense on activities leading up to production. To do this they look for deposits that are the most accessible, easily investigated, mined and processed with the cheapest fundamental methods. The general sequence of events starting with district selection are deposit selection, preliminary feasibility, exploration, detailed economic feasibility, mine planning, development and production. Each successive step becomes more costly requiring intermediate decisions along the way. District Selection Small operations should look for known deposits which favor the occurrence of the type deposit sought rather than efforts in unproductive areas. Known deposits in developed areas have some advantages over remote areas: 1. More alternative methods of transportation are available. 2. A larger stable work force is available. 3. The area is usually more pro-mining. 4. Power, water, housing, technical services, skilled services, schools, recreation and shopping are available.

SCHEME DESIGN London’s Heathrow Airport, as the world’s busiest international airport, is missing one vital aspect - a dedicated rail link which connects directly to the city. All this is about to change with the construction of Heathrow Express - a fast, high quality rail service between the airport and the centre of London. It was recognised in the mid 1980s that if Heathrow was to accommodate the forecast growth in passenger numbers and the resulting increase in road traffic, a dedicated airport rail service would be vital. The main access into the centre of Heathrow is via a road tunnel with a direct link to the M4 motorway. The airport has introduced a number of traffic management schemes, but these can only achieve so much benefit. Growth in air passenger traffic is predicted to continue at an average of 4% per annum well into the next century and it was clear that significant investment was needed. Heathrow Express at a cost of over £350 million will provide this when it starts its service in June 1998. The business case for the scheme is based on a rider ship of around 15% of air passenger traffic. The initial Heathrow Express service will be based on four trains per hour, up to 8 car train lengths, providing a high speed non-stop service between the airport and central London in just 16 minutes. Initially a joint venture between the British Railways Board and Heathrow Airport, by mutual consent of the two parties, Heathrow Airport recently purchased the British Railways Board share making this one of the largest private sector rail projects currently under construction in the UK. Leaving Paddington, the main rail terminus in West London, Heathrow Express trains will travel 12 miles on the newly electrified line to airport junction, north of the airport. At this point they will leave the mainline to enter a 5 mile tunnel section that runs underneath the heart of the airport. The railway companies are responsible for track work, signalling and electrification of the 12 mile main line section including a grade separated junction over the main tracks for the Great Western Railway which links London and South Wales. Natural graphite has been known for many centuries, having first been reported as a distinct mineral form by Gessner in 1565. At that time, graphite was used extensively as pencil "lead" because of the ease with which it marks paper. It is a black, unctuous material found as flakes, lumps, or needles in scattered locations throughout the world. The less crystalline, or "amorphous", natural graphites are thought to have been formed from coal under conditions of high temperature and pressure. The more crystalline varieties, such as those mined in Ceylon, probably were precipitated from molten solutions or were pyrolyzed from gaseous carbon compounds. Recognition of the good thermal and electrical conductivity of graphite, together with its highly refractory nature, led to an increasing number of appli¬cations for this material. Clay and pitch bonded natural graphite has been used in crucibles, refractories, foundry facings, and other high-temperature appli¬cations. These forms constitute the most important current uses for natural graphite in the United States. Other products containing natural graphite include batteries, lubricants, pencils, brake linings, etc.

Lithium raw materials usable with present technology consist of pegmatite ore and surficial evaporite brine. Those advantageously located now supply world markets. Materials of similar grades and magnitude, but less favorably located, will come into production as present sources are depleted and markets expand. Some of these potential supplies have been explored, and are reserves in the sense of known availability and quality. Reserves herein are of two classes, those proved by close drilling and assaying, and those of only probable status because their scale and grade are unsystematically indicated. Possible resources include similar materials whose bulk can only be inferred on indirect evidence. All figures apply to total materials in the ground. No allowance is made for losses in mining, evaporation, beneficiation, or chemical processing.

Phelps Dodge Mining’s Bagdad, AZ copper facility uses a large series of cone crushers and ball mills to reduce copper ore to very fine particles. The solids are mixed with water to create a slurry. Milk of lime is added to this slurry to raise the pH. Small amounts of reagents are also added, including a frother to make bubbles, as well as a collector chemical that causes the copper minerals to stick to those bubbles. This material is pumped to a series of froth flotation cells to concentrate the copper. Air is blown into the flotation cell tank and the pulp mixture is vigorously agitated. Rising bubbles carry the copper particles over the edge of the flotation tank. The bubbles break after they flow over the edge.

First Majestic Silver Corp’s La Encantada Silver Mine is a producing mine with a capacity of 3,000 tonnes per day. The La Encantada team is currently constructing two small-scale caving mines, including the San Javier breccia caving mine. The new mine is constructed within a mineralized breccia body composed of clasts of varying sizes and with very poor rock quality. Due to this poor rock quality, primary and secondary supports are required to support both the development and production stages. Since the proximity of the new mining levels to existing old workings, correct selection of the support system and proper production controls, instrumentation, and monitoring are very critical to maintain the stability of the pillars and fortification elements. An increased ground deformation due to the load transfer during the production stage is expected. This report reviews the primary and secondary support elements used in the different stages of mining, the monitoring of ground deformation, and the steps taken to analyze and visualize the collected data in order to enable the geotechnical team to manage caving stress and maintain pillar stability. INTRODUCTION First Majestic Silver Corp. (“First Majestic”) is a Canadian mining company focused on silver production in Mexico that operates six producing silver mines, including La Encantada Silver Mine (“La Encantada”). First Majestic acquired La Encantada in 2006. La Encantada is located in the northwestern portion of the state of Coahuila, in northern Mexico, in the municipality of Villa de Ocampo. The mine lies in the northern part of the Sierra Madre Oriental physiographic province. The mine location is shown in Figure 1. La Encantada is a producing mine, with a mill processing capacity of 3,000 tpd, and a 4,000 tpd capacity cyanidation leaching circuit equipped to process fresh underground ore and old tailings amenable to be reprocessed. The mine is currently employing several mining methods, including overhand cut and fill for narrow veins, small mantos, and other minor deposits. A subset of caving methods are applied on the larger, but weak, mineral deposits, such as at the San Javier breccia and La Prieta breccia. La Encantada consists of vein, manto, breccia pipe, and chimney deposits with concentrations of silver, lead, iron, and zinc in oxidized mineralization enclosed by calcareous sedimentary formations of Cretaceous age. At deeper levels, there is sulphide mineralization in skarn with zinc and silver concentrations associated with a granodiorite intrusion.

In 1982 and 1983, a study was undertaken to analyse the applicability of Elbrond?s analytical model to suit the needs of Lake Asbestos of Quebec in their computerized open pit planning and scheduling strategy. The immediate goal was the assessment of the optimal allocation of trucks and the determination of the extra cost of in-pit blending. Data from 45 tonne trucks was used to estimate the mine capacity based on a fixed assignment policy. The tonnage yielded by the analytical model was compared with the results of a simulation program. Another point that the study high- lighted was the definition of efficiency parameters for the haulage system: shovels-trucks-crusher. The efficiency, both of the utilization of financial resources and of the operations, for the overall system reaches optimal values in very precise conditions for the number of pieces of equipment in operation. Such a parameter is proposed as a standard for the definition of an optimal number of trucks and shovels in operation. Deviations from this optimum do occur in a well-planned system for qualitative goals. These can then be quantified in terms of costs to the mining company.

It is four years since the seminal study of demand for rapid excavation by the National Academies of Sciences (NAS) and Engineering outlined this technology's opportunities, requirements and significance to the challenges of urbanization and natural resource conservation. The demand study was quite simple. Opportunities were valued at market while requirements to produce new technologies were valued at cost. The significance of new technology in economic terms was measured by the net discounted gains to users over time. The Academy view in 1968 was that these gains, even most modestly estimated, appeared large enough to justify the bill for research proposed by that Committee (1). In 1970 the question of demands became international in what is recognized as the first international experiment in technological policy analysis, terminating in the Advisory Conference on Tunneling of the Organization for Economic Cooperation and Development (OECD)(2). A monumental demand survey formed the basis for its economic assessment. The twenty-two OECD nations also made an impressive attempt to measure the magnitude of existing research and development efforts. In their recommendations periodical statistical demand forecasting and collection of demand data (Recommendation 1) was given central importance for public planning (Recommendation 2), the financing of public construction (Recommendation 3) and the encouragement of technological advance (Recommendation 4). Their program for international cooperation led to OECD's establishment of a Directorate for Environmental Affairs, and influenced the organization of the World Environmental Conference meetings now held in Stockholm under United Nations auspices.
