Electric utility response to certain amendments of the Clean Air Act has resulted in a production of several types of alkaline coal combustion byproducts (CCB). Alkaline combustion byproducts are gaining increasing usage for acid mine drainage (AMD) mitigation as research leads to a better understanding of their beneficial applications. Since January 1997, Mettiki Coal has been injecting alkaline flue gas desulfurization material from Virginia Power's Mt. Storm Unit No. 3 wet limestone scrubber into abandoned portions of the active Mettiki Mine.

KEECO has developed the Silica Micro Encapsulation (SME) technology for the treatment of acidic, metal-laden waters. Utilizing a silica-based chemical formulation that entails chemisorption and micro-encapsulation of heavy metals in a permanent silica matrix, encapsulated particles settle quickly and are effectively isolated from the surrounding environment, producing a stable sludge that is characteristically non-hazardous. In a number of independently-verified pilot and full-scale applications (including the Bunker Hill Mine, Leviathan Mine, Wheal Jane Mine, and Meldon Quarry), SME has been proven highly effective. The technology has been featured in a number of mining publications and selected for innovative technology awards.

Since the initiation of continuous vacuum filtration over a half a century ago, control of the performance of these units has been largely in the hands of the plant operators, Obviously there has been the introduction of variable speed drives, adjustable speed feed slurry agitation, vacuum control, etc. However, control of , filtration rate, cake moisture content, dissolved solids recovery by cake washing and dryness of solids where thermal drying is practiced is primarily up to the operators judgment and the settings he imposes on the controls he regulates, - filter cycle time, submergence, vacuum level, filter medium condition, wash water- rate, and other such factors. While this may seem to indicate that good operators are a paramount necessity, and certainly always desirable, a considerably more vital factor is a properly designed filter and filter station for the particular application. With improper design, highly skilled operator control will still leave much to be desired in the way of process performance. On the other hand, with correct design and application, the operator can easily and quickly control normal plant surges and quality variations within the flow sheet. Due to the growing complexity and inter dependency between the various processing steps in the modern flow sheet as well as the rising costs of capital investment, labor, maintenance, and losses involved with off quality product or insufficient recovery, automatic or inherent performance control of many of the unit operations within the metallurgical mill must be achieved. Continuous filtration should and can be susceptible to such control. However, as every instrument engineer knows, before control and automation can be achieved, a basic understanding of the operation is mandatory. This is primarily due to three factors. First, as in so many control applications, it may not be possible or feasible to measure the factor that it is desired to control. Thus, secondary variables that influence the major factor are substituted for control purposes. Secondly, it is always desirable to take advantage of any ?self-regulation? within the operation being performed on the equipment. In so doing, not only will automatic control be facilitated, but instrumentation is minimized while experiencing most efficient operation. Finally, automatic control is not a cure-all for improper process and equipment design and application. Hanging instruments on such an operation can be compared to constructing a sizable building on sand, Results will be disappointing.

The gradual depletion of high-grade sulphide mineral deposits has turned the attention of the mineral industry to the recovery of metals from the oxides and silicates. Anionic (fatty acid) and cationic collectors have in some cases made flotation of non-sulphides possible, although in general, flotation of oxide ores is not as yet an economic process. Consequently, many attempts have been made to sulphidize the surface of the relevant oxide mineral and thus make it amenable to flotation. (1) (2) (3) In recent years, Bautista and Sollenberger(4) have investigated the conversion of a number of oxides to sulphides by reacting them with molten sulpur. This paper presents the results of investigations carried out at the School of Mineral and Metallurgical Engineering at the University of Minnesota to study the flotation characteristics of some sulphidized minerals. It is divided into two parts; Part I describes the sulphidization of a number of oxides and a silicate, and Part II presents the flotation behavior of the products of sulphidization.

INTRODUCTION The development of nuclear industry in Taiwan requires an increasing supply of uranium. Uranium recovery from phosphate ores, becomes an important item of the R & D programs. Many countries have already started such a program. USA has set up an industrial-scale production plant; South Africa, Israel, Morocco and other countries have also engaged in the development of extraction technology of uranium from phosphate ores and started setting up the production plant. In Taiwan, a feasibility study of establishing the production plant was started in 1977. A pilot plant was completed, tested, and operated in 1979. The main source material. - phosphate ores is obtained from China Phosphate Company. The annual yield of the pilot plant has been planned to be one ton of ammonium diuranate (ADU). The Health Physics Division of Institute of Nuclear Energy Research (INER), Atomic Energy Council of Republic of China (ROC AEC), is responsible for the radiation safety control of the plant. The purpose of the radiation safety control is to collect radiation safety information of the plant of this type, to evaluate possible radiation hazards to the personnel, and to analyze the radiation safety of the immediate environment adjacent to the plant. Furthermore, the information and experience obtained are used as the basis for applying radiation safety control to the production plant. The main emphases of the radiation safety control are therefore the arrangement of radiation safety control areas and the collection and evaluation of the health physics data. This report includes the past one and half years' experiences of the radiation safety control of the pilot plant, the planning of the production plant with an annual yield of 10 ton ADU, and considerations given in improving the radiation safety control of the production plant. PILOT PLANT AND ITS OPERATION PROCESS The pilot plant occupies an area of 350 m2 and is a two-story rectangular building. Exits are provided by a front and a rear door. An additional small door at the central right side of the building is connected to the maintenance area located outside the main building. The interior of the building is divided into interconnected offices, laboratories and process area (Figs. 1 and 2). A stairway to the process area of the second floor is located in the central part of the first floor. The second floor offices are accessible by the additional front and rear stairways. The main process area of the first floor is furnished with plastic floor, and the second floor with poriferous iron-grid floor. The building is not furnished with centralized air-conditioning system. Individual air conditioners are, however, available to some laboratories. Because the back door of the building is frequently open, the product storage room is provided with a blower to maintain good ventilation. Natural uranium contents of phosphoric acid solution vary in the range from 0.07 to 0.11 kg/m3. The process consists mainly of the uranium concentration cycle and the purification cycle. A flow diagram of the process is shown in Fig. 3. CONSIDERATIONS GIVEN FOR RADIATION SAFETY CONTROL AND THE ESTABLISHMENT OF RADIATION CONTROLLED AREAS The radiation safety control of the pilot plant is carried out on the basis of the considerations listed below:1,2 1) Since the wet process is adopted, and the flow of the radioactive material is confined to closed pipes and containers, air contamination is therefore not too much of concern. 2) The concentrations of radioactive material of the whole process are mostly less than 10 ppm. An exception is the final ADU product after precipitation and centrifugal separation, which contains up to 50% natural uranium. Mineralogical analyses of carbonates in depyritized tailings and pyrite concentrate (from depyritization of the tailings) were completed as part of the tailings characterization for the Crandon Project, a massive sulfide deposit in northeastern Wisconsin. The mineralogical study was designed to determine the proportion of calcium and magnesium carbonates, and therefore the effective buffering capacity of carbonates in the tailings. The depyritized tailings are net acid consuming and will be stored in a surface tailings management area. The pyrite concentrate is net acid generating and will be used as backfill in the underground mine workings. The majority of carbonates in the depyritized tailings were ferroan dolomite containing 10 to 15% iron (by weight) and lesser amounts of siderite and magnesian siderite. The proportion of calcium and magnesium-rich carbonates corresponds to several independent tests of carbonate neutralization potential (CO3-NP) availability. The pyrite concentrate had less CO3-NP, indicating segregation of the carbonates during pyrite flotation. These carbonates reported higher iron contents, consistent with the relatively lower availability of CO3-NP in the pyrite concentrate.

GEORGE WEINMAN: Our next speaker is Steve Garcia, operations vice president and general manager of mining at IMC-Agrico, Florida. Steve was born in Lakeland, Florida, to an IMC mining family. He has 17 years with IMC-Agrico and Freeport companies, including assignments in North Carolina, Nevada, Arkansas, and Indonesia. His work within the industry includes technical and operating positions including chief metallurgist, drying superintendent, and mines operations manager at Pane Creek. Other experiences include design of a grassroots phosphate facility in North Carolina; construction and start-up of a gold facility near Elko, Nevada; work in the Blytheville, Arkansas, ammonia urea facility; and three years managing engineering, construction, and support services in Irian Jaya, Indonesia. Steve's presentation is "Evaluation and Standardization of Multiple Slurry Pumping Systems."

"INTRODUCTION Talc is a hydrous magnesium silicate with the approximate elemental composition 4MgO.3SiO2.H2O. It is one of the layered phyllosilicates (like kaolin and mica) but it differs from these in that it is relatively hydrophobic. This is due to its unique crystalline structure whereby a brucite inner layer is sandwiched between silica layers and the adjacent silica layers have no interlayer bonding other than van der Waals forces. This allows talc to be sheared easily along this basal plane, and the surface is covalent not ionic. Talc occurs both as a relatively pure material (>90% talc content) and in conjunction with many other minerals in proportions all the way from 1% to 90%. At lower concentrations, it is often considered a nuisance mineral when it occurs with base metals like copper, molybdenum or nickel or with precious metals like platinum or palladium. It floats readily with these materials and often is suppressed using guar gum or carboxy methyl cellulose which will absorb along the basal surface and make it hydrophilic. Alternately if the reduced ore is hydrophobic, like MoS2, then a partial oxidation of the sulfide will convert the surface to a hydrophilic oxide and the talc can be floated away in a separate step. Talc in grades from 20 to 90% has been commercially exploited in a wide range of pigment (paint and paper), material (ceramic, construction and cosmetic), reinforcing (polymers and composites) and functional (pitch adsorbent, lubricating agent) applications. Initially these tended to be local or regional markets, but eventually with certain higher purity grades, cosmetic, polymer and ceramic applications became valuable enough to be national and trans ocean markets. TALC FLOATATION PLANTS This drove the need for higher purity grades of talc and initially this need was met primarily by ore sorting. This works well for certain deposits with well crystallized talc lenses, but for ores, such as those from widely available ultramafic deposits, where the liberation size is closer to 100 microns, sorting is not effective. That drove the need for floatation and the first investigations were published by Clemmer and Cooke of the US Bureau of Mines in 19362. The first commercial floatation plant was installed in Johnson, VT by the Eastern Magnesia Talc Co in 1937. The circuit is shown in the schematic (Figure 1). The ore was an ultramafic, serpentine derived talc; mineralogy was about 55% talc, 40% ferroan magnesite and 5% oxides, sulfides and other silicates. The oxides include hematite and chromite, sulfides pyrite and gerstorffite and silicates chlorite, serpentine and mica. After crushing, the ore was dry ball milled and then air classified to remove minus 325 mesh fines. The coarse fraction was further classified to cut at about 100 mesh and the fines from this were the feed to floatation. The -325 mesh (about 15% of the ore) was sold as a paint grade and the plus 100 mesh (about 25% of the ore) was screened to make an asphalt backsurfacing grade."

To gain insight into the current status of pillar design practice in the underground coal mines of United States, a survey has been undertaken in the late 1993 and early 1994. A total of 552 room-and-pillar mines and 75 longwall mines have been surveyed to collect general, geological and mine plan information. The collected information are critically analyzed with special emphasis on the pillar design criteria adopted in these mines. A safety factor analysis has also been carried out for the pillars in room-and -pillar mines.

Saudi Arabia’s mineral potential offers development target that compliment the national effort to diversify the income of this oil and gas economic based nation. Ma’aden, a joint stock company with paid-up capital of US$1 billion, has from its inception in 1997, actively developed in-house engineering and management skills to transform the Arabian shield’s mineral potential into such real projects. Gold mine operating facilities of 100,000 oz/yr underground and 50,000 oz/yr open pit are de-scribed, as well as 3 targets, two of which are underdevelopment; Al Hajar (3,000 tpd at 2.5 gpt Au)and Al Amar (5,000 tpd at 20 gpt Au). Emphasis is also on exploitation of phosphate rock and down-stream fertilizer products, based on the Kingdom’s107,000 sq. km. northern basin geological reserve. Al Jalamid, the prime target, represents 216 million tonnes of these P2O5 reserves. Saudis and expatriates, together, lead international engineering companies and contractors operating and developing these facilities.

This paper will discuss one of the largest construction projects the City of Portland has undertaken. This phase of the Willamette River Combined Sewer Overflow (CSO)project consists of approximately 18,500 ft of tunnel in soft ground, requiring the construction of six deep shafts and jet grout ground improvement. The purpose of the project is to reduce volume of combined sewerage overflows from the drainage areas on the west side of the Willamette River. Bencor-Petrifond-Pacchiosi Joint Venture was awarded a contract to design and construct six deep circular shafts, jet grout ground improvement for three bridges and jet grout ground improvement break-in/outs for some shafts. Of the six shafts the Pumping Station Shaft was the deepest and largest, requiring a permanent ground support system with a deep jet grout ground water cut-off to 335-ft deep. The joint venture used state of the art methods and equipment to achieve its objectives and build the structures through some very difficult alluvial soils to great depths next to the Willamette River. The paper will provide a general discussion of the shaft construction and jet grout ground improvement installed for this phase of the project. It will also discuss some of the technical challenges encountered while effectively managing risk and costs, resulting in a successful project completed in a timely manner.

With the emergence ofbiooxidation as a viable process for the pre treatment of refractory gold ores, so have the number of publica­tions on this topic increased dramatically. To a novice in the field of biooxidation, the infonnation presented is often confusing and sometimes even incorrect. Infonnation has also been published that is misleading in that it highlights a particular feature of a process that is either totally irrelevant or of no consequence to the ultimate goal viz. achieving the maximum economical gold recovery. To assist a potential user of biooxidation in evaluating the available published infonnation some guidelines or considera­tions for some of the more important aspects are given, as well as some extracts from publications that demonstrate the manner in which information has been presented.

Uranium associated with phosphate deposits has been the subject of numerous investigations (1-8). In the land-pebble phosphate deposits of central Florida, uranium is found in the phosphate matrix (ore) and in the leached zone between the over-burden and matrix (1). Between 0.01 to 0.02 percent uranium is found in the leached zone, which consists of apatite and aluminum phosphate minerals (crandallite, wavellite, millisite) (Z). The primary phosphate mineral in the matrix is apatite, and the 0.005 to 0.01 percent uranium typically found in the matrix is associated with this mineral (1). It is generally believed that uranium substitutes for calcium in the apatite structure (3-5). Clay and quartz phases associated with phosphate deposits contain little uranium (1, 6), and no descrete uranium minerals have been detected in these deposits (4). A typical phosphate matrix consists of quartz, slimes (-150 mesh material) and recoverable phosphate. When the matrix is beneficiated, partition of uranium and radium takes place (9, 10). Although considerable data exists on how uranium is distributed in the phosphate deposits, no systematic study has recently been reported on the distribution of uranium during phosphate rock beneficiation. The purpose of this study was to determine how uranium is distributed in the various strata which comprise the overall land-pebble phosphate deposits, as well as how the uranium is redistributed during beneficiation of phosphate matrix. To obtain this information studies were carried out on matrix samples obtained from three different mines in central Florida. Using pilot-plant scale beneficiation, an analysis was performed on how uranium in the matrix is distributed among the pebble fractions, flotation concentrates, flotation tails, and slimes. The uranium level profile for an active mining area was also obtained. Also, since thousands of acres of slime ponds may someday become a source of both phosphate and uranium, a depth versus uranium content profile was determined for an inactive slime pond.

The Haber Gold Process (HGP) is a proprietary. hydrometallurgical extraction methodology that was developed in 1983-1984 by Norman Haber and Dr. John Lee of Haber, Inc., a small public company in Towaco, New Jersey specializing in hydrochemical process development for precious metals. It was pilot tested repeatedly in 1985 at our pilot plant in Tombstone, Arizona, with different types of gold bearing mineralization. Both Pincock, Allen and Holt (USA), and PA Technology (Australia) were involved with some of these pilot tests. The ores tested included easily cyanide-extractable oxide type gold ore from Australia, marginal heap-leach type ore from Cripple Creek, USA, and a hematite bearing ore from California. In all cases, extraction time was 6 hours or less yielding 90-99% recoveries of assayed gold values. The HGP operates as a lixivient which parts the gold from the rock matrix, yielding gold in solution in a fully recoverable form. Both precipitation methods, such as zinc participation or Carbon in Leach systems ( or Carbon in Pulp) have been shown to be feasible with this technology for the recovery of gold from the pregnant solution. Both batch vat leaching as well as continuous processing are realistic for use with the HGP. It has also been considered that the HGP might also benefit heap leaching due to several advantageous factors over cyanide. One such consideration is that the HGP can operate effectively with acidic ore types. The use of cyanide with such ores often requires attention to pH and neutralization with lime. This tends to reduce and even clog the permeability of the leach bed.

The Late Miocene San Cristobal Ag-Zn-Pb deposit represents syngenetic and epigenetic mineralization with low- and high-sulfidation characteristics. Geology is characterized by barren dacitic ring fracture domes, mineralized resurgent rhyodacite domes, strongly altered and mineralized tuffaceous lacustrine sedimentary rocks, and an extensive crystal-lithic tuff debris apron. The ore body is hosted by intra-cauldron sedimentary rocks and breccias. Fluid inclusions suggest that silver, lead, and zinc were transported as chloride complexes and precipitated by cooling in veins from <5 wt. % NaCl eq. fluids at 170°-215° C. Silver associated with resurgent rhyodacite was transported as a chloride complex and precipitated by increased H2S activity or increased fluid pH.

High pressure grinding rolls have been utilized in various operations during the past four decades, simply due to their inherent mode of breakage that offers metallurgical benefits with pronounced energy reduction. For every new application, wear and in particular roll surface wear protection has always been the focal point of HPGR trade-off studies. Wear remains an important issue throughout a mine’s life given inevitable variations in the ore deposits properties. Hence, the capability of continuous scanning of rolls provides ample information about any deviations in the design values as well as their effect on the wear pattern. In part I of this manuscript, we present the feasibility of in-line scanning of roll surface in a 200 × 100 mm lab-scale HPGR. First, the in-line scanning was developed in a mock-up roll and then the scanner was moved to the laboratory-scale HPGR. We present the choice of scanners and the methods adopted to achieve high-level accuracy of determining wear. Even though we planned for micron-level precision of scanning, the inherent variability in shaft rotation was higher than the variability in the roll diameter due to wear. The hundred-kilogram mass processed in the HPGR was not sufficient to create enough wear that is discernible to the in-line scanner. Yet, the method tested is a promising avenue for inline scanning of HPGR rolls.

Our industry has developed to the skilled, experienced and productive industry that we now enjoy as a result of the visions of great engineers throughout history, but, in particular for their visions in the last 1 centuries. Unfortunately for our forefathers, the technology lagged so far behind that these exceptional visions could not be realized for decades, sometimes for a century. All that has changed in recent time and many bold and visionary projects can now be constructed and operated because of dramatic advances in technology. Before, say, 1950, tunnel technology developed very slowly. However, technology is now developing at such a fast rate that planners and decision makers are challenged to stay ahead. Moreover, new technology will develop during the lifetime of any project that can dramatically improve under-ground space projects. One of the best examples of this technological advancement is that of closed-face TBMs which now make tunneling feasible in previously impossible ground conditions. Since it usually takes a decade or more to plan, overcome environmental and political issues, construct, and put into service major projects, planners and designers are challenged by the changes in technology that occurs during the long time span of planning and construction. This is particularly true of large infrastructure projects such as transportation, water and wastewater systems and other major underground schemes. Also, since the serviceable life of many of these tunnels is often over one century, planners must consider not only lessons learned from the past but also what new concepts and innovations may develop over an extremely long time. These and other issues create a great challenge to planners and illustrate the great importance of careful but creative vision and flexibility during planning of long-term tunnel and underground space projects.

The sixth survey on the mining industry by Comann Associates provided data for entry-level and midlevel engineers as well as executive officers. Average 1989 compensation - base salary and anticipated bonus - for chief mining executive officers or chief mining operating officers: $237,943. This is an increase of 20% over the results of the last survey, on 1985 compensation. The latest survey also showed that bonuses for chief mining executive officers averaged 33% of base salary. Average 1989 compensation for chief executive or chief operating officers at mining operations with under $50 million in gross sales, $148,638; at mining operation with more than $50 million in gross sales, $275,141. The survey showed that these officers averaged 14 years employment with their present company, had five years in their present position, and had an average age of 54.

As you know, NIOSH is the part of the United States Public Health Service with responsibility for conducting and supporting research leading to prevention and control of occupational diseases and injuries. Some years ago, NIOSH went through a process of identifying and leading occupational health and safety problems in the United States. Candidate problems were evaluated in terms of the number of people affected, the importance of the effects, and how amenable the conditions are to preventive interventions. Lung diseases were ranked first on the resulting list. Diseases from mining continue to contribute substantially to this unfortunate position of prominence. The work of the Generic Center is one of many answers to this critical problem. Although the research is often expressed in terms of dust characterization or dust control, the reality is that high dust levels are much like high blood pressure. No one cares about hypertension per se. We are concerned about the consequences of exposure to untreated high blood pressure--heart disease, kidney disease, and stroke. Similarly, if dusts were truly only a nuisance, there would be little justification for the diverse research program supported by the Bureau of Mines or by NIOSH. But mineral dusts do cause a range of significant health problems: pneumoconiosis, bronchitis, and emphysema. The research supported by the Center is aimed at doing something about them. Within a public health approach to occupational health, we have a hierarchy of interventions. Primary prevention of problems is prevention at the source: solving a problem before it affects a worker. What we call secondary prevention is an attempt to identify health problems at a sufficiently early stage that some intervention will interrupt the disease process or the development of significant impairment. Tertiary prevention refers to rehabilitation of the worker who has already suffered significant loss of function. At NIOSH, and in the Generic Center research programs, the focus is on primary prevention. Basic investigations into those things about specific dusts that promote or reduce toxicity is critical for our understanding of how to prevent disease. Also, the search for engineering solutions to reduce or control dust generation is essential to solving problems of dust over-exposure. But until the engineers create the foolproof safe environment, it will also be necessary to discover better ways to identify the earliest markers of disease. To do this, we must explore and explicate the basic mechanisms of disease through laboratory investigations as well as human observation and physiologic testing. The unique opportunity provided by the Generic Center program and highlighted in this diverse program over the next few days is that these efforts are being carried out in multiple disciplines concurrently. Also, there are periodic small and large gatherings such as this one where investigators have the chance to get together, formally present papers, and informally stimulate each other&apos;s progress towards disease prevention. To ignore the potential for this cross-cutting interaction would be a significant loss. To take full advantage of it is potentially revolutionary. I recently pulled out a book I hadn&apos;t read since I was an undergraduate. It specifically concerns the nature of intellectual ferment surrounding the development of the concept of a sun-centered rather than an earth-centered universe in the sixteenth century. The book is about more than developments in astronomy: it is a discussion of the nature of scientific revolutions. Scientific revolutions result from the brilliance, insight, and good fortune of the few superimposed on the evolutionary work of the many. They both cause and reflect significant itellectural and social ferment. For example, the revolutionary work of Copernicus in recognizing the limitations of the concept of an earth-centered universe reflected contemporaneous developments in optics, mathematics, physics, economics, and philosophy.

The process of grinding mill quality assurance brings with it associated truths and myths. When the mill quality assurance process took its first great steps forward in the late 1970s and early 1980s, they were in response to the conditions existing, in our industry, at those times. In the late 1990s, we are faced with different conditions, and problems, and need fresh solutions. Yet the system developed for the early 1980s has produced no new approaches for the late 1990s, becoming instead more hardened and entrenched. This lack of development and actual resistance to research is now costing the industry significant amounts of money in late start-ups and useless scrap loss.
