Remarks of Aurel Goodwin, Chief, Division of Health, Metal and Nonmetal Mine Safety and Health, Mine Safety and fEealth Administration, U. S. Department of Labor, before the Society of Mining Engineers of the AIME, Littleton, Colorado, on October 18, 1979. I appreciate this opportunity to speak before the Society of Mining Engineers of the AIME. The topic of my presentation is the Mine Safety and Health Administrations's (MSHA) concern and obligations with regard to asbestiform minerals. Asbestiform minerals - the magical group of hydrated, silicate minerals which possess a fiber like structure capable of being woven, like and into cloth. Their unique combination of properties, such as resistance to heat and chemical attack, high tensile strength, and flexibility was recognized centuries before Christ. Pausanias, the early Greek geographer, speaks of golden lamps made about 430 B.C. with incombustible wicks of "Carpathian flax." The Romans used asbestos as cremation clothes to conserve the ashes of deceased persons of rank. Charlemagne had an asbestos table cloth that he used to pass through fire to clean (1). Early recognition of the health hazards associated with exposure to asbestos was documented in the first century by Pliny the Elder, a Roman naturalist, and Strabo, a Greek geographer. Bath wrote of slaves with sickness of the lungs, whose occupation was that of weaving asbestos into cloth. This concern for the health of asbestos workers disappeared over the ages.

Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With. Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. In 1990, Cyprus Amax began aggressively searching for such an opportunity. Early in 1997, production will commence at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1,750-tonne per day open-pit operation that will produce more than 300,000 ounces of gold per year. This paper discusses the challenges of locating such a prospect, doing business in Russia, developing supply lines, identifying work force capabilities, gaining government approvals, securing financing, arranging for gold sales and ultimately building a facility in this arctic region.

The paper addresses heat stress in underground coal mines, which poses significant threats to miners’ health, safety, and productivity. It involves a comprehensive ventilation survey in three deep and mechanized underground coal mines in India. Using VentSim software, 3D simulation models were developed to predict heat stress conditions and explore the application of auxiliary ventilation and spot coolers to reduce heat stress.

Coal companies in order to supply their customers En the metallurgical market, both home and abroad, must be able to control their production in order to meet carbonization specifications over and above those of the proximate analyses which has been the prime consideration of purchases in the past. It is the purpose of this paper to review in brief some of the tests used and give data to show the application of such as it applies to the customers needs. Belle Ayr Mine was established in 1972 as the first large surface coal mine in the Powder River Basin of Wyoming. During the mid-1980s, it was eventually out-distanced in productivity by newer mines, and management recognized that the mine must recapitalize its major mining equipment and enhance its workforce flexibility in order to be competitive in the deteriorating market situation. Therefore, state-of-the-art haulage and loading equipment was placed into service, and a 12-hour rotating shift and a technician-based workforce was implemented. Belle Ayr Mine is located 29 km (18 miles) southeast of Gillette, Wyoming, in Campbell County (Figure 1). The mine is a part of AMAX Coal West, Inc., and with its sister mine, Eagle Butte, located 8 km (5 miles) north of Gillette, is a major contributor to the overall coal production of AMAX Coal Industries, Inc., headquartered in Houston, Texas. This paper addresses mine planning, recapitalization initiatives, and innovative workforce changes which propelled this large, surface coal mine to the forefront of productivity in the ever tightening low sulphur coal market.

Cuprex Limited is currently developing a small gold mining operation in Central Australia in the Tennant Creek field. In February 1984, the company undertook a feasibility study on the project and operations commenced in August 1984. Ore reserves are located between 230 and 280 metres (755 ft and 919 ft) below surface and ore extraction required the establishment of a shaft network for access, ore hoisting and ventilation. Zeni Drilling Company from West Virginia, U.S.A. was contracted to blind drill two shafts for the project. Blind drilling was selected for various reasons, including timing which related to cost efficiency. The blind drill shaft technique has proved successful in this application and with enthusiastic and innovative support from the mining industry, will prove an efficient and cost effective means of accessing and operating underground mining projects of all sizes in the future.

Status of ISO 14000 standards. The ISO 14000 are voluntary international standards providing a frame-work that allows a company to integrate an effective environmental-management system (EMS) into its operations. The purpose of an EMS is to provide a systematic procedure to identify the environmental aspects of a company's activities, evaluate any significant impacts and use the information to set objectives and targets toward continuous improvement of the company's environmental compliance and performance. In addition to the specifications for certification, ISO 14000 can be used as a guide to develop an effective environmental-management system or for self-declaration. The International Organization for Standardization (ISO) is a worldwide federation founded in 1947 to promote the development of international manufacturing, trade and communication standards. The organization is now represented in 118 countries, with the American National Standards Institute (ANSI) representing the United States. The principal goals of the ISO is "to promote the development of standardization and related ac¬tivities in the world with a view toward facilitating the international exchange of goods and services and to develop cooperation in the sphere of intellectual, scientific, technological and economic activity." ISO develops standards with input from government and industry. Because the standards are voluntary, there are no legal requirements to pressure countries to adopt them. However, many governments, industries and US agencies are adopting the ISO standards as a requirement for business trans¬actions, thereby, compelling suppliers to adopt ISO standards. These business and market forces, which are likely to be strategic business issues in the 21st century global marketplace, are imposing the need to develop a systematic approach to environmental management. The ISO 14000 series evolved from a United Nations Conference on the Human Environment in 1972. It includes a broad range of elements: the basic environmental management system, environmental auditing criteria for internal and external auditors, criteria for environmental performance evaluation (EPE), environmental labeling criteria and life-cycle assessment methodologies. The standards comprise two categories: organization evaluation standards and product oriented standards (Table 1). The ISO 14001 specifications contain the requirements for developing an environmental-management system that may be objectively audited for certification. The ISO 14004 standard provides guidance on interpreting the ISO 14000 specifications for the development and implementation of the EMS and for coordination with the management system of the company. On Sept. 1, 1996, the American National Standards Institute (ANSI) and the Registrar Accreditation Board (RAB) signed a formal agreement to create a new entity called the National Accreditation Program (NAP). To obtain certification, a company must fulfill the requirements outlined in ISO 14001. It is required that "a third party give written assurance that a company's EMS meets all the requirements of ISO 14001." Preparing for ISO 14000 can include subscribing to voluntary environmental initiatives; learning from ISO 9000 quality-management experiences; and utilizing information from recognized training courses, publications and numerous Internet resources. Once committed to an EMS, the management should provide sufficient resources to achieve continuous environmental-performance improvement, as outlined in an environmental policy. A thorny issue now being debated concerns the potential liabilities of documenting the environmental performance of a company. General impact of the ISO 14000 EMS standards. With increasing stakeholder awareness, costly end-of-pipe pollution-control approaches and the success of ISO 9000 quality-management standards, the ISO 14000 EMS standards are being adopted by companies and governments worldwide. The United States and Canada have well-established programs. In Europe, countries differ but are firmly committed toward environmental-management standards (BS 7750, EMAS and ISO 14000). The Department of Environmental Protec¬tion of the State of Pennsylvania is using ISO 14000 as a vehicle to develop a closer working relationship with industry, and it is anticipated that this policy will eventually lead to fewer environmental site inspections for those companies with ISO 14001 certification. "The Sanitation Districts of Los Angeles County is planning to construct a new, approximately 7-mile-long (11.3 km) effluent outfall tunnel to be excavated by TBM and lined with precast concrete segments. Anticipated net operating pressures within the tunnel are expected to approach 3 bar. To counteract joint opening and exfiltration leakage, an approach has been investigated to post-tension the precast concrete tunnel lining with steel tendons. The tunnel alignment crosses several seismically active fault zones, at which installation of steel pipe is proposed as a secondary inner lining to mitigate potential offset displacements. This paper discusses the tunnel lining design approach and methods used to address these unique challenges.INTRODUCTION The Sanitation Districts of Los Angeles County (Sanitation Districts) is planning to construct a new 18-foot-diameter (5.5 m), approximately 7-mile-long (11.3 km) tunnel from the Joint Water Pollution Control Plant (JWPCP), located in the City of Carson, to the existing White Point outfall manifold structure at Royal Palms State Beach (RPSB) (Figure 1). The project is part of the Sanitation Districts’ Clearwater Program, which will improve overall system reliability through the repair and replacement of the existing aging infrastructure. The existing system includes two 6-mile-long (9.7 km) tunnels, 8- and 12-feet in diameter (2.4 and 3.7 m), and four ocean outfall pipes with a maximum capacity of approximately 675 million gal/day (MGD) (2.6 billion L/day). Addition of the new parallel tunnel will increase overall capacity to accommodate peak wet weather wastewater flows of up to 1,262 MGD (4.8 billion L/day) and will allow inspection and repair of the existing tunnels. The new outfall tunnel will be excavated using a pressurized face tunnel boring machine (TBM). Shafts at the north (JWPCP Shaft) and south (RPSB Shaft) ends of the proposed alignment will connect the tunnel to the existing wastewater treatment plant and existing ocean outfalls manifold and during construction act as launch and receiving shafts for the TBM. The tunnel will be excavated from north to south as a single heading."

Bureau of Mines research in in situ uranium leaching includes injection well construction and environmental aspects. Clogging of injection wells is a common problem, and is affected by construction techniques. Part of the clogging can be caused by a low-permeability skin left on the borehole wall if the drilling fluids are not thoroughly flushed out. Certain polymer drilling fluids are less prone to cause clogging than bentonite muds, since a lower solids content can be used. The environmental research primarily involves two contracts. The first describes the environmental impact of in situ leaching and the effect of environmental legislation on leaching; the second describes the cost effectiveness of various methods of restoring ground water quality.

Mine ventilation energy consumption is one of the main sources of energy consumption in mining production, accounting for about one-third to one-half of the total energy consumption. Therefore, reducing the energy consumption of the mine ventilation system is crucial for mining production. With the premise of meeting the airflow requirements of the underground work areas and achieving sustainable development of mining production, this paper establishes a nonlinear optimization mathematical model for the mine ventilation network with the objective of minimizing the total power. Regarding the model, optimization of the decision variables was carried out using the method of minimum spanning tree. The constraints for air flow balance, wind pressure balance, and fan operating conditions were optimized using the exterior penalty function method, thereby transforming the model into a nonlinear unconstrained model. Based on this model, a modified sooty tern optimization algorithm (mSTOA) was proposed to achieve optimization. Improved the sooty tern optimization algorithm (STOA) by using the uniform reverse strategy, fitness value-distance balance selection strategy, and mutation strategy. The STOA, mSTOA, and three other classical optimization algorithms were applied to the optimization of a ventilation system of an actual mine. The experimental results show that after using mSTOA to optimize the ventilation network airflow distribution in the mine, the total energy consumption can be reduced by about 35.06% while meeting the constraints and demands of the ventilation network regulation and usage. This is of great value to mine roadway operation environment safety and clean production.

Heat and humidity buildup withn refuge alternatives (RAs) may expose occupants to physiological hazards such as heat stress. The Mine Safety and Health Administration (MSHA) regulations require RAs in underground coal mines to provide a lifesustaining environment for miners trapped underground when escape is impossible. RAs are required to sustain life for 96 h while maintaining an apparent temperature (AT) below 95 °F (35 °C). The National Institute for Occupational Safety and Health (NIOSH) tested a 10-person tent-type RA, a 23-person tent-type RA, and a 6-person metal-type RA in its underground coal mine facilities to investigate the thermal environment over a 96-h period. The test results showed that mine air and mine strata temperatures surrounding an RA occupied by simulated miners (SMs) increased over the 96-h test period. The test results suggest that RA manufacturers should consider this increase in temperatures when calculating and evaluating RA components during surface and laboratory tests. The findings can equip stakeholders with additional considerations for calculating the interior heat and humidity temperature profiles for occupied RAs not tested in situ.

Barite and bentonite are the two principal components of drilling fluid systems used in the petroleum industry for oil and gas well drilling with rotary-type rigs. Approximately 87 percent of the world's annual production of barite is used in drilling applications. Of the worldwide production of bentonite, an estimated 30 percent is used. The drilling fluid, or drilling mud, to which barite and bentonite are added, performs five distinct functions: Lubrication-The liquid phase of the drilling mud lubricates the drill bit, preventing premature failure of the cutting edges and bearings. it also helps to soften the formation being drilled. Cuttings Removal-A mud system must be able to carry rock cuttings broken loose by the bit up to the surface where they can be removed by mechanical or chemical methods. The fluid's ability to perform this function depends upon maintaining a proper balance between the rate of circulation of the fluid and the colloidal properties required to entrain the cuttings in the mud to prevent their settling to the bottom of the hole. Hole Stability-The pressure exerted by the mud against the wall of the bore hole prevents the collapse of the uncased portions of the hole. Downhole Information-The fluid characteristics of the mud should be such that good cuttings samples, cores and electric logs may be obtained to help evaluate a well's productive zones and potential. Control Oil, Gas and Water Flows-It is essential that a drilling fluid offset any pressure from naturally occurring formation fluids in order to prevent a potentially wasteful and dangerous blowout.

Our coal could not keep its competitive position without this progress Without it our industry could not look to the future with any degress of confidence. Today we lock back and see cases of regained and salvaged markets. We see better coal products being produced at decreasing costs. We see better utilization of manpower and a stronger, more confident industry, Our hats arc off to those mining men, equipment manufacturers, labor leaders, and others who had the foresight to work toward these ends and the ability to bring them about.

A case study of a systematic approach to grinding circuit steady-state optimization is presented. After overall review of the flowsheet, two circuits were prepared for detailed testing. Functional performance analysis was chosen as the primary modelling system, and on this basis a quality assurance program for data gathering was implemented. A number of circuit design and operating variables were experimented with statistical analysis of plant test results revealed relationships previously unquantifiable by any other modelling technique. Improvements in classification system and mill grinding efficiencies were demonstrated and significant energy cost savings thus realized.

The level of steel consumption per capita is one of the principal indicators of a country's standard of living. It is no coincidence that the materially advanced nations possess viable iron and steel industries to provide a reliable and economic source of steal for the manufacturing industries. No other metal is as dominantly important in manufacturing as steel. The blast furnace - steel furnace complex based on coking coal, ferrous scrap and iron ore - continues to be the principal steel-producing method. Less important is the electric furnace method based on scrap, In recent years, there has been considerable interest in the many direct reduction processes that are not dependent on coking coal but usually produce a product for further refining in steel furnaces. No matter which series of processes are used, iron ore is essentially the only source of virgin iron units. Thus, to such a vital and capital-intense industry as steel, access to a relatively inexpensive, long- term supply of iron ore is essential.

In October, 1990, a fire started in a large underground coal mine in Western Pennsylvania. During fire-fighting activities, an explosion occurred and all personnel were evacuated. Safe re-entry into the mine was not possible and the mine was sealed. Recovery efforts began in January, 1991 and continued until March, 1991, when permanent underground seals were installed between the fire area and the mine openings. This paper describes an extensive atmospheric monitoring program conducted by the Mine Safety and Health Administration (MSHA), Pittsburgh Safety and Health Technology Center (PS&HTC) including the analysis of mine fire gases, natural ventilation, fan pressure and air quantity distribution.

Methods to increase the gas penetration through sinter layers. In the field of agglomeration, sintering has gained importance, specially in Europe; in Best-Europe this trend will continue till the year 1980, since it is quite probable that in the blast furnace burdens with 50-60 sinter, 10-20 % pellets and 20-25 % ore lumps will be employed. In order to meet this demand for sinter, new sinter bands with reaction areas between 300-400 m2 will be constructed. Chemical and physical phenomena during the Suction-Draught-sinter process. Iron ore sintering is generally considered as a burning process where the material contains 90-95 % ash i.e. non-combustible ingredients. Sintering represents a heterogeneous exothermic reaction in which the chemical phenomena as combustion, calcination, hydration, reduction and oxydation are superposed by physical phenomena. The physical phenomena are devided into material transport and simultaniously occurring heat transport processes. The velocity of these combined physico-chemical reactions i.e. the change in the reaction site per unit time determine the efficiency of the sinter process. The gas permeability as an important criterion of heat transport during the Suction-Draught sinter process.

An area in Southwestern Wyoming is rapidly becoming the soda ash capitol of the world. Starting only 20 years ago from a unique deposit of trona, the out-put has rapidly increased until now about half of the soda ash produced in the United States comes from this area. Chemically, soda ash is sodium carbonate, a large tonnage, widely used alkali. The largest single industrial use is in glass manufacture, where 25 tons of soda ash are used in producing 100 tons of glass. Other big users are the detergent and chemical industries. The trona deposits in the Green River basin of Wyoming, were formed about 75 million years ago as part of a geologic period when an ancient lake alternately went through periods of being a large fresh water or smaller brine lake. Today these deposits lie from 800 to 3000 feet below the surface in a semi-arid, almost desert region just west of the Rocky Mountain Continental Divide at an elevation of 6200 feet. In this area there is a prevailing westerly breeze and almost every afternoon the velocity reaches very windy conditions. Rainfall is minimal, being only 6-8 inches of moisture per year with an evaporation rate exceeding 24-inches. Most of the moisture comes in winter snows or summer thunderstorms. Temperatures are low with below zero weather dur¬ing most of the winter and early morning frost is not uncommon during the summer months. There are many trona beds varying in thickness from a few inches up to 15 feet. The deposits now being mined vary from 8 to 10 feet in thickness. The ore is mined by driving tunnels either via conventional explosives or with continuous boring machines. It is transported to the shafts via conveyor belts

Prior to the commissioning of the Sansu Sulphide Treatment Plant (STP), Ashanti Goldfields' treatment facilities were capable of producing some 700 000 ounces of gold per annum. Ore sources were underground refractory sulphides, surface oxides and old tailings dams. In order to increase the mines production to 1 million ounces per annum and to accommodate the change in ore sources as surface mining moved into fresh sulphides, a part of the strategy adopted was -the construction of a new sulphide treatment plant with a capacity to mill 2.2 million tonnes per annum and produce 400 000 ounces of gold. The STP has been designed, built and commissioned. and has been in operation since February 1994. The Plant boasts the world's largest Bio-oxidation facility which is capable of treating 790 tonnes of sulphide concentrate per day at a grade of 11.4% sulphur and is currently undergoing an expansion to increase its capacity to 1050 tonnes per day. The following sections describe the reasons for selecting the BioX® Process, the plant design, the commissioning experience and the plant performance to date.

New Mexico?s active coal mines have reclamation challenges that are being successfully resolved through the application of geomorphic grading methods. Soils and overburden material are often of poor quality, and annual precipitation is low. Revegetation on south and west aspect slopes often failed to persist. The New Mexico Mining and Minerals Division had therefore been encouraging topographic diversity on reclamation to improve water harvesting and reduce the percentage of south aspect slopes. Steeply dipping, multiple coal seams may be mined by open pit methods. Structurally-controlled trellis drainage patterns that exist premine have to be replaced with dendritic drainage patterns on reclamation where the overburden had been pulverized. Sodic spoil material is prone to differential settling and the creation of piping features in areas where runoff ponds, which may lead to downslope instability. In each of these scenarios, the approximation of natural drainage patterns on the reclamation has reduced erosion and sedimentation by creating shorter slopes with correct profiles, and by improving conditions for revegetation establishment.
