Mining is a business and, therefore, is expected to make profit for its investors, like any other business. It is a risky business which requires the expertise of professionals from several disciplines to make it successful in the finding, evaluation and development of a new mining venture. Many of the same disciplines, as well as experts in some other fields are required to operate the facilities once they are built. To manage all this, wide-ranging, versatile and sharp managerial skills are required. On the U.S. domestic front, the most important management issues requiring attention today and tomorrow are the increasing unwarranted attacks by anti-mining groups and legislators on the industry and aided by an unchallenged, but widespread, public view that mining is not necessary and damages the environment. Higher costs to mine and process deeper and more refractory ores are also of great concern. More and more attention is being focused, therefore, on overseas projects under the belief that undeveloped countries will recognize the economic value of mineral production and that lower costs can be achieved.

The US Bureau of Mines investigated technologies for determining the integrity of in situ leach mining wells. A self-contained trailer-mounted well integrity testing system (WITS) was designed and built to enable rapid testing of well casings for leaks as required by environmental regulations. The WITS utilizes two inflatable packers to seal off the entire casing length or any portion thereof. Water pressure is built between the packers to the desired test pressure, and the presence or absence of casing leaks is determined by monitoring the pressure drop between the packers. A winch and steel cable are used to run the packers in and out of the well. The WITS underwent an industry field test at the Irigaray in situ uranium leaching mine near Buffalo, WY. A total of 37 wells with an average depth of 69 m (225 ft) were tested at an average rate of four wells per eight-hour shift with a two-person operating crew. This represents a 75% time savings and an 83% labor savings compared to the rigid-pipe method previously used at the mine, with which a three-person crew tested an average of one well per shift.

Perfect combustion in an engine would produce only water vapor, carbon dioxide and nitrogen as by-products; however, complete combustion is never achieved. As a mobile power plant, the diesel engine is relatively inefficient in terms of energy produced from the energy potential of the fuel. The diesel is not a perfect engine. The fuel burned can undergo a very large number of reactions in the combustion chamber. It only stands to reason that a large number of compounds are contained in the exhaust, actually, thousands of chemicals. The exhaust can be broadly divided into a gaseous phase and a particulate phase. Each phase is made up of organic and inorganic compounds. The vapor phase contains carbon monoxide, sulfur dioxide, various oxides of nitrogen and many hydrocarbons. The particulate phase contains clusters of respirable inorganic particles made mostly of carbon. This paper will address the health hazards, as we know them today, of the major components of the particulate phase in the exhaust of diesel engines. It will briefly examine the operational factors of the diesel engine as it applies to particulate emissions. Longitudinal studies of occupationally exposed miners are needed with documentation of levels of exposure before a chronic effect of exposure can be determined. At this time, it is not possible to conclude from human studies the level of diesel exhaust exposure that results in the observed lung cancer risk.

Numerous seismic techniques have proven to be important and cost effective aids to both coal exploration and nine planning. Projects conducted by Sandia in recent years have sham seismic refraction is a valuable tool for determining overburden properties while high resolution, 2-0 and 3-D seismic reflection surveys are the primary means of napping coal seam distribution, structure, and continuity. Further, seismic methods utilizing existing boreholes (e.g. downhole, crosshole and guided wave) provide detailed measures of overburden/interburden modulus variation, seam continuity, and calibration for other seismic surveys. Examples include mapping faults of 2-10 m threw in seams 3-15 m thick at depths of 80-300m.

About 45% of the contaminated sites are dealing with heavy metal problems. Metals are spread in the environment by mining activities, surface treatment and non ferrous processing. As heavy metals can not be degraded, removal or immobilization (leading to bioavailability reduction) are the only risk reducing measures that exist. The currently best available technique for remediation of heavy metal contaminated groundwater is to pump the contaminated water and to treat it in a wastewater treatment plant installed on the surface. Next to this often used, but expensive, pump and treat technologies, heavy metals can be immobilized by inducing sulfate reducing bacteria (SRB) to transform the sulfates, that are very often present in the same groundwater (due to the metal mining or processing activities), into sulfides. These sulfides will precipitate the metals as insoluble metal sulfides. At the moment several studies have demonstrated the feasibility of this In Situ Bioprecipitation Process (ISBP) for the removal of heavy metals from ground-water as well at lab scale (batch and column tests) as at field scale. However, some questions arise concerning the continuation of the process, the efficiency and the sustainability of the precipitates. The presented study will try to answer these questions. The study is based on more than 10 different studies, all done by the same authors, on different groundwaters and aquifer samples. The presentation will give an overview of the guidelines necessary for a correct and successful bioprecipitation process with stable metal sulfide precipitates. An important question in the ISBP is related to the sustainability of the heavy metal precipitates. It could be observed that the interruption in the carbon source delivery also stopped the in situ bioprecipitation process. Depending on the metal also some release from the precipitate could be observed. It was shown that release can occur with Co and Ni. Aquifers, on which the metals precipitated during the ISBP, were treated in a sequential extraction process under an-aerobic and aerobic conditions. It could be shown that especially under the anaerobic conditions the Zn and Cd precipitates changed from the leachable and the exchangeable fraction to the organic or Fe-Mn fraction (i.e. from the unstable to the stable fraction). The same could be observed for Co and Ni but still some fraction was present under a more available form. On the other hand it could be shown that large differences were observed concerning the heavy metal speciation on the aquifer in function of the used carbon source during the ISBP. The molasses treated systems showed a much more available heavy metal fraction on the aquifer compared to the lactate or HRC® treated groundwater. The different speciation forms based on the use of different carbon sources will be discussed in detail. It will pay attention to the influence of the carbon source, the efficiency of the induction of the bioprecipitation process, the influence on the competence between sulfate reducers and methanogenic bacteria and the influence of low pH on the ISBP. It seems that acetate, which is also a degradation product of fermentation of some carbon sources, can inhibit some sulfate reducers. Also the relation between slow release compounds and immediately available compounds will be explained. Finally a pilot study will be presented showing the problems that can be encountered during this process. Focus will be put on the induction of the process, the keeping on of the process and the follow up of the process by the installation of in situ mesocosm socks. These results will allow the correct implementation of the ISBP with an eye on longevity and sustainability of the process and present the ISBP as a much more sustainable alternative to the pump and treat technology as measure for heavy metals contaminated groundwaters.

Long-term closure alternative selection for heap leach pad effluent is a daunting task. Passive water treatment, if designed with enough long-term capacity, can minimize long term O&M while meeting water quality objectives. Leach pad effluent from a 30-acre leach pad at Basin Creek Mine, Basin, Montana was targeted for long-term water treatment using a passive water treatment system. The objectives and results of design and construction are: 1. Design a long-term passive system utilizing existing infrastructure. 2. Construct a field scale pilot test at the mine site.

"Underground continuous mining machines pose a difficult safety challenge since their operators generally work in close proximity to these machines in very restricted spaces. Intelligent software for use with magnetic proximity detection systems has been shown to accurately locate workers around mining machinery in real time. Calibrating these systems requires the manipulation of a lot of data to determine the calibration constants. Researchers have developed software to analyze, convert, and visualize data acquired during this calibration process to more accurately model magnetic fields and their interaction with the environment. This paper details the background, development, and operation of the resulting application software focusing on the utility of the graphical user interface to visualize the magnetic field calibration data. The refined data developed by this process can then be utilized by the proximity detection system to more accurately identify the location of miners working in an underground mining environment. INTRODUCTION Roughly half of the electricity consumed in the United States is produced with coal, and roughly one-third of all US coal production comes from underground mines [1]. Over the last century underground mining health and safety has seen a continuous and dramatic improvement. However, machine-related injuries and fatalities continue to be a major safety concern [2]. Every year, hundreds of miners are severely injured while operating underground mining equipment, and 39 miners have been killed in striking/pinning accidents involving continuous mining machines (CMMs) since 1984. CMMs, such as the one shown in Figure 1, are large mobile machines that are used to mechanically cut coal in an underground mine. These machines weigh approximately 40 to 50 tons, have hydraulically articulated appendages, and are capable of moving at speeds up to six feet per second [3]. Modern CMMs are remote-controlled, yet the operator and other miners are often in close proximity to the machine. Recent research by the National Institute for Occupational Safety and Health (NIOSH) reveals that the locations workers take relative to the CMM are usually influenced by visibility requirements and safety concerns [4]. The Mine Safety and Health Administration (MSHA) estimates that at least 28 fatalities involving CMMs since October of 1984 may have been prevented with proximity detection technology [5]. MSHA further estimates that proximity detection could prevent 20% of all deaths throughout the industry [6]."

Our interest in metallurgical applications for activated carbon was thoroughly aroused when laboratory studies indicated that each dollars worth of carbon could retain as much as four dollars worth of tin. Since then other data was developed suggesting many Potential uses in the metallurgical field it is hoped that, the information presented in this paper may encourage studies by knowledgeable individuals in metallurgical operations. Activated Carbon accomplishes its results by adsorption which involves selective removal of materials from solution by holding the compounds on the carbon surface at the active areas. An example of adsorption is the dyeing of cloth where the dye is selectively held on the cloth surface and the concentration in the dye solution is thereby reduced. Many theories exist on, adsorption, but the predominant factors involved in metallic ion adsorption probably are that adsorption is indirectly proportional to solubility and is benefited by high concentrations acting to squeeze out molecules in smaller amounts.

Accurately predicting ground control conditions before mining requires a comprehensive exploration approach including photogeologic mapping (satellite and low altitude), delta modeling and, particularly, geophysical logging. In situ properties, density; strength indices; grain size; clay content; and aquifer location, can be estimated with this inexpensive technique. Geophysical measurements can be spot-checked by field or laboratory tests on core samples and by hydrologic (pressure) testing. Each phase of drilling should be accompanied by refinement of the delta model, facilitated by log signatures. Measured properties can then be projected into geologically similar areas. A properly planned program will delineate both the "worst-case" and normal support conditions. Suspect areas can be avoided by mine layout and the mine plan can contain support contingencies for anticipated trouble spots.

A stress control design strategy was developed to minimize the explosive failure of highly stressed pillars, during room-and-pillar retreat mining conducted between stiff immediate roof-and-floor strata. A confined core coal pillar strength model was based on in-mine geotechnical evaluations of successful room-and-pillar and longwall bump control designs. Tributary area and linear shear angle approaches were used to estimate development and gob side abutment pillar loads for supercritical section widths. Subcritical width sections separated by barrier pillars to control stress within total extraction panels were optimized with the boundary element program MULSIM/NL.

The human element in large measure dictates success in contracting relationships. Because of our professional backgrounds, we view contracts primarily as either engineers, contractors or owners. A beneficial contractual environment--one in which decisions, risks and benefits are shared--demands equal consideration of all three points of view. Most of the older cities in the United States, for example, suffer from bad contracts--generalized, patched-together documents that represent an accumulation of modifications originally written to compensate for specific situations that have occurred over the years. Because such documents lack coherence, they often present conflicting instructions which lead to defensive, ultimately destructive attitudes among the parties involved in the day-to-day administration of the project. Good contract development begins with a strong central philosophy to which the details of the contract can be related. First, the owner should establish a comprehensive philosophy in which risks between the parties are identified. Following this, a specific contract document can be written to satisfy this established philosophy. The contrast between two opposed contractual situations, NYC Water Tunnel Number Three and the Seabrook Nuclear Power Plant Cooling Water Tunnels, illustrates how comprehensive, well-written contracts--contracts which share both risks and benefits--provide the basis for achieving quality construction that will reward engineer, contractor and owner.

Computer programs commonly used to simulate mining operations generally require a fair amount of data. The common data input methods have been by either creating an ASCII data file or answering numerous questions during the data input phase. Both methods of data entry are tedious, time consuming, and inflexible. A screen handling system has been developed to drive FORTRAN-77 application software for the MS-DOS environment. The system utilizes keyboard functions with an aid of extended ANSI codes. It also allows a multi-view input data entries.

The STG integrated method of grouting can be divided into the several phases as outlined in preceding chapters. For convenience in describing technical procedures, they can be grouped as: 1. Investigations in non-geotechnical, exploration bore¬holes. 2. Drilling the holes necessary for geotechnical investiga¬tions and for grouting. 3. Conducting appropriate hydrogeologic tests in those holes and consequent calculations. 4. The preparation of a clay mortar. 5. The preparation of a clay-cement grout with additives. 6. The injection of the grout. 7. Checking the quality of the grout curtain. Items 2, 4, 5 and 6 are discussed below. These activities contain the procedural aspects of grouting. 7.1 DRILLING GROUT HOLES Grout holes belong to a very select class of drillholes. The necessary drilling equipment must enable the operator to drill the holes in inclined, twisting directions. In addi¬tion, the equipment must permit drilling under structurally and hydrogeologically complex conditions. The equipment must permit the operator to conduct specific testing activi¬ties in the drillholes. These activities include hydrodynamic analyses, flowmetric analysis, and the installation and re¬moval of deflectors, packers, grouting plugs, casings, lin¬ers, pumping facilities and other work. As explained in Chapters 5 and 6, the grouting of sat¬urated rock is conducted both through holes drilled from the surface and through holes drilled from the face of a shaft, drift, or tunnel. The drilling of grout holes from the surface can be carried out by an aggregate of equipment that can be the same equipment used for drilling exploration boreholes. Depending on the projected depth of the holes, the STG ZIF- 1200MR and ZIF-650 drilling rigs (or modifications of them) are used. The SKB-4, SKB-5 and SKB-7 high-output drilling rigs (workover rigs) have been used in recent years. The STG BMP-24 drilling rigs are used for carrying out the descent-lifting operations for drilling holes from the sur¬face. In a number of cases, the UKB-500C, URB-3AM and URB-2A power-fed drilling equipment is used for drilling holes from the surface. It should be noted that the drilling of grout holes usually requires an electric drive assembly. Drilling with diesel drive assemblies would be used only to preclude the possi¬bility of losing electric power during drilling operations. Turbine drilling would be used only for appropriate techni¬cal-economic reasons. The selection of the grout hole design is determined by the hydrogeological and structural geological conditions at the site as interpreted in Chapters 2 and 3. The design of grout holes must be as simple as possible in order to min¬imize costs. Hole design guidelines can be adopted as a basis for this purpose, unless site-specific conditions require otherwise. The mouth of the drillhole must be outfitted with a guide-pipe having a length of at least 2 m and an outside diameter from 219 to 234 mm. The upper part of the hole must be attached by a jig consisting of borehole casing that has a diameter ranging from 108 to 146 mm. The length of the jig h is determined by the equation [ ] where k = 1.1 to 1.2 is the load factor; P,, is the injection pressure of the grout into the mouth of the drillhole; D is the external diameter of the jig pipe; m = 0.6 to 0.7 is the work condition factor; T[ ].1 MPa is the bonding value of the rock cemented to the jig. The grout hole is drilled from the jig shoe to the de¬signed depth using a rock-crushing bit with a diameter of 93 mm or more. However in complex hydrogeological condi¬tions when the shaft intersects unstable rock, other hole designs can be used. The diameter of grout holes must permit an aggregate of investigations to be conducted in them using down-hole borehole geophysical and flowmetric logging instruments. It is necessary to cement the casing strings reliably in the grout holes, thereby permitting the injection of the grout under high pressure through the pres¬sure tight mouth of the borehole. Technological details for drilling grout holes such as the rotational rate of the drill bit, the axial load on the rock¬crushing bit, and the drilling fluid flow rate are optimized for the specific rock-hydrogeological conditions largely by experience. The hole diameter and type of rock crushing bit are important variables in these details of drilling. It is advisable to drill holes using water as the drilling fluid. However in those cases where the hole walls are unstable or under very high ground water pressure, the use of a well¬ engineered drilling mud should not be precluded. Unfortu¬nately, drilling mud can influence test results. When steeply dipping fractures with inclination angles of more than 60 to 70° are encountered, it is necessary to drill guided, inclined grout holes. In many ways a government could be regarded as a macro business enterprise. Its shareholders are its peoples, the productivity of the nation depends on them, and, indeed, the profits or losses of a nation's balance sheet can be linked to the surplus or deficit in its balance of payments. International loans need to be repaid, and in most developing nations the noose is tied so tightly that one wonders if such debts will ever be repaid. In their endeavour to meet such obligations, their currencies may be devalued [sometimes in frightening proportions], in the hope of boosting the export potential. However, this is a vicious circle, since exports will not be achievable unless sufficient technical expertise and infrastructure exist to address the opportunities which may have been created through devaluation. Many of the poorer countries have exportable resources of minerals, which are supplied on the international market. This may be the good news, but, unhappily, steps were seldom taken to enhance the value of the mineral products through further beneficiation and the production of high-value sophisticated products. That is where the vicious circle comes in: inadequate infrastructure is created, competent and well-trained manpower is not generated, and the result has inevitably been that the GDP slips backwards, and the nation becomes progressively impoverished. To exacerbate the problem, it is unfortunate that the more impoverished a nation becomes, the greater is its birthrate, and hence the greater the need to create wealth at the very time that the nation is becoming poorer and poorer. Within this scenario, one may well reflect that this is exactly what nations on the African Continent are experiencing, namely exploding populations, although most of the poorest nations in the world are found on this continent. Yet they often possess a superior mineral production potential. Africa still suffers from what may be called the colonial influence, in that the developed world has regarded this continent as a source of raw materials to feed its own factories. The colonial powers gave only secondary attention to developing the nation's peoples and its infrastructure, such as railways, roads, harbours, and other services. These problems all naturally fall within the ambit of government interest, and it is therefore obvious that the state should play a dominant role in addressing them. The reasons for governmental involvement in mineral-related research and development differ considerably, depending on the state of industrial development of that country. Thus, in the highly industrialised world, government's interest will lie mostly in the fields of strategic minerals, which may not be economically exploitable. An example would be the exploitation of American low-grade chromites during the Second World War, or minerals which need to be imported from unfriendly or unreliable sources, such that disruption would not be in the national interest. Colonial powers like the United Kingdom and France established R&D facilities to assist, inter alia, in the exploitation of mineral resources in their colonies. The approach of developing countries would differ from that of the industrialised nations, in that their primary quest would be to promote, support and encourage the development of infrastructure, and the establishment of major industries in order to create and provide employment opportunities, as well as to support small operators who cannot afford to undertake their own research and development. On the debit side, it is a sad fact that, however good their intentions may be, underdeveloped countries are invariably unable to provide the requisite financial support to sustain their own research-and-development laboratories. In a high-tech world, the cost of sophisticated equipment is steep and cannot be afforded. Again, the proverbial vicious circle comes into play. The competent researchers find themselves without rewarding employment and would therefore shun such institutions. Recent trends in the developed world have been to privatise research-and-development institutions, the argument being that they should draw closer to the industry they serve, and that the provision of taxpayers' money for strategic purposes is no longer as important as it may have been once. Complete state withdrawal has had its negative effect in that long-range, high-calibre research has tended to be replaced by short-term problem-solving projects. Industries engaged in the minerals business differ somewhat from major ones, like motor, computer or pharmaceutical industries, which are large enough to support their own internal research and development, and whose work is highly confidential, so that any leakage could have disastrous consequences. Furthermore, private companies are answerable to their shareholders and costly long-range, 'blue-sky' research would be difficult to justify. Since mineral research has become of lesser importance in the sophisticated First World, this trend has persisted. On the positive side, R&D institutions which are totally financed by government, suffer because they tend to forget the reason for their existence. They have often become a form of auxiliary to an academic institution where higher degrees are collected by scientific boffins who, in their quest for academic excellence, tend to disregard the benefits that industry may ultimately gain from this research endeavour. The trend in recent years - and South Africa is no exception - has been for the state to progressively reduce its subsidy, whilst at the same time encouraging research organisations [for their ongoing survival] to interact closely with industry, and to conduct work directly for them on a contract basis. Organisations such as CSIRO in Australia, CANMET in Canada, the USBM in the United States and Mintek in South Africa all generate income from the private sector. Once the heavy work of mining, supporting and completing an underground structure is finished, there is frequently the problem of handling unwanted water infiltration into the opening. Methods of controlling the infiltration vary from collecting and channelling the inflow to shutting off the water at the surface of the opening or within the ground formation. Discussed are various methods of controlling ground water inflow from within the structure including collector pipe systems, shotcrete, cement grout, bentonite, and various chemical grouts. Case histories illustrating some of the methods and materials will be presented.

Introduction The South African Witwatersrand is the world's largest gold-bearing province and gold producing district. But the production capacity of the very big mines (Vaal Reef, Driefontein Cons., Western Holdings, Western Deep Levels, and others) is not as large as that of the Soviet Union's Muruntau gold mine. The Muruntau gold-bearing ore body was discovered in 1956-57, and has been in operation since that time. In the early 1970s, this mine produced 70 to 80 t/a (2.3 to 2.6 million oz per year) of gold. Within the last few years it has become the world's largest producing gold mine. Russian authors do not publish ore reserve or rate of production data. But it is very likely that the Muruntau mining complex, which involves several ore bodies, is currently producing about 143 t/a (4.6 million oz per year) of gold. In 1987, the Rock Springs, WY district office of the US Bureau of Land Management (BLM) began to develop an automated system to store, maintain and manipulate more than 14,000 drill hole logs contained in the district's office files for various solid leasable minerals. The development of this system was based predominantly on a trial-and-error basis, with many procedural changes incorporated over time. The current Automated Drill Hole Database and Analysis System will continue to evolve with new software developments and increased personal expertise in this field. The mission of the BLM's Branch of Solid Minerals is mandated by a series of federal laws. The most important are The Mineral Leasing Act, the Federal Land Policy and Management Act, the Federal Coal Lease Amendments Act and the Surface Mining Control and Reclamation Act. Several regulations, promulgated from these laws, dictate that BLM must perform certain tasks and functions as part of its specific duties. The regulations that apply to the BLM Solid Minerals program are codified at 43 Code of Federal Regulations (CFR) 3400 for coal, and at 43 CFR 3500 for non-energy solid leasable minerals, such as sodium, phosphate and potash. Specific functions required of the Branch of Solid Minerals necessitates the use of geologic and drill hole data analyses. These functions can be divided into pre-lease and post-lease. A correlation between the rank, ash content and coal seam discontinuities and coal strength/stiffness is discussed. Rebound hammers were used to evaluate the strength properties of two coal seams. The coefficient of variability of the rebound tests are compared with those of laboratory compressive strength tests by other investigators.

The largest reserves of palygorskite in the world are located in Anhui and Jiangsu Provinces in East Central China. The deposits are Middle Miocene in age and range from 3 to 6 m in thickness. The deposits are the alteration product of basaltic volcanic ash. The Chinese Geological Survey estimates the palygorskite reserves are in excess of 200 million tons. The elongate particle shape results in unique colloidal properties. Large quantities are exported to Japan, Taiwan, Southeast Asia, New Zealand, Australia, and West and Gulf Coasts of the United States. The markets include agricultural carriers, paint, joint tape compounds, animal feed binders, catalyst support, drilling muds, and suspending agents for chemicals, pharmaceuticals, and medicines. The viscosity is high and the quartz content is generally 5% or less.

The deepest sector corresponds to Andes Norte Project that faced rockburst risks during tunneling in a completely different manner, implementing different actions for the mitigation of seismic hazard and seismic risk management, based on the following main aspects: rock mass preconditioning techniques such as destress blasting and hydraulic fracturing, improvement of rock support design with the inclusion of elements with higher energy dissipation capacities, use of mechanized equipment for the most critical activities in addition to re-entry protocols and improvements in geological, geomechanical and seismic data collection procedures to reduce the uncertainty of rock mass behavior. The current seismic risk management strategy integrates all of these elements and is the basis of construction methodologies in use, supporting the technical feasibility of tunneling in high-stress environments.
