This report is based on experience developed on the construction of one contract for the Buffalo, New York subway. The Buffalo subway is under construction for the Niagara Frontier Transportation Authority and is called the LRRT-Light Rail Rapid Transit or more commonly the Metro. The Initial Route of the Buffalo subway construction started early in 1979 and is scheduled for completion in May, 1984. The initial system includes 5.2 miles of underground construction, 1.3 miles at grade for a total of 6.5 miles of subway system. A total of fourteen stations, eight underground and six at grade are included on the system. The Initial Route has a planned expansion to 17.3 miles in the future. On January 15, 1979, a Joint Venture of S & M Constructors, Inc., Solon, Ohio, James McHugh Construction Co., Chicago, Illinois, and Kenny Construction Company, Wheeling, Illinois, was awarded contract 100031, the Line Tunnels from Amherst Street to South Campus in northcentral Buffalo between Delaware Park and the State University, (see Fig. 1, Location Plan) This $35,000,000.00 contract was designed by Hatch Associates Consultants, Inc., Buffalo, N.Y. The Notice to Proceed was issued January 15, 1979 and the scheduled completion date is August 18, 1981. The project consists of two parallel rock tunnels with a minimum excavated diam of 18 ft 0 in. and a final concrete lining of 16 ft 0 in. diam. The tunnels total 14,630 linear ft. In addition to the tunnels, contract C-31 includes four shafts, an underground pump station, three cross passage connections, and other minor work items. Echo Bay's Waste Management Program for its Lupin Mine was developed in response to the terms and conditions of the water license issued to the mine in 1981 by the Northwest Territories Water Board. The gold mine, located about 80 km (50 miles) south of the Arctic Circle, commenced production in 1982. The Waste Management Program was based originally on the total containment concept, contingent on future treatability testwork results indicating the best treatment method to ensure pond discharges would be in compliance with stated Northwest Territories Water Board discharge criteria. To assess the various treatment technologies, an investigative program was established to determine the most effective means for treating the tailings pond water. In the course of milling, about 850,000 m3 (11 million cu yd) of tailings are produced annually that require appropriate management to protect the environment. This annual tailings stream consists of about 175,000 m3 (229,000 cu yd) of solids and 675,000 m3 (883,500 cu yd) of water. Following the completion of the required waste management studies, a two-ponds-in-series concept of tailings impoundment was developed. To attain this concept, the tailings impoundment area would require modification and construction to enable the use of such a system.

Rather than reiterate what is well known about the flotation of the non-sulfide minerals, emphasis has been placed on those separations which are not so effective. These difficult separations are largely connected with problems of selectivity in the flotation of the base metal oxides, the other slightly soluble minerals, the insoluble oxides and the naturally floatable minerals. The paper discusses possible methods of improving selectivity between similar species and of improving selectivity against the gangue minerals.

This case study presents successful conversions of two conventional slurry tailings storage facilities (TSFs) to filtered tailings storage facilities in Durango, Mexico, for two mining operations with production rates ranging from 1,200 to 4,500 t/d (1,320 to 4,960 stpd). In both cases, the decision to make the conversion was driven by: • Ability to increase the storage capacity via stacking of filtered tailings. • Reduction of the tailings’ impacted footprint. • Mitigation of long-term geotechnical stability risks. • Alleviation of environmental risks by reducing tailings water as a source of pollutants, and a net reduction in process make-up water demand. The case studies can be divided in two classes: class 1 facilities, where slurry tailings are loaded almost immediately with filtered tailings because of storage area limitations; and class 2 facilities, where the conversion is immediate but the available area allows gradual or eventual loading of the previously stored slurry tailings. The condition where slurry tailings must be loaded almost immediately represents the greatest engineering challenge because of the geotechnical risks of instability and liquefaction (under both static and dynamic loads). Regardless of whether these facilities are converted immediately or eventually, they all require monitoring of pore water pressure conditions within the slurry tailings being loaded as the depth of placement of the filtered tailings above the slurry tailings increases. Additionally, where loading rate exceeds the pore pressure dissipation rate, tailings dewatering may be required to increase the rate of consolidation and strength and mitigate the risks of foundation failure.

The Florida Peninsula has existed as a part of a much broader plateau, since at least the Early Cretaceous. This plateau, the Floridan Plateau, now consists of the present peninsula and a broad submerged shelf of equivalent size extending the length of the state and out into the Gulf of Mexico. Florida Peninsula was separated from the mainland United States by a negative area called the Suwannee Straits. To the south of this feature existed an environment similar to today?s Bahamo Banks where very pure calcium and magnesium carbonates with associated evaporites were deposited. Thus the Eocene and Oligocene contain little or no quartz sand or clay minerals except in the Panhandle west of the Suwannee Straits where some clastics were contributed by rivers from the north.

PROGRAM DEVELOPMENT While Holmes & Narver is better known in other fields, the company has been active in many phases of underground excavation for over twenty years. In the 1950's, H&N participated in design and construction of nearly twenty miles of waste disposal tunnels in Southern California. As Architect-Engineer for the Atomic Energy Commission, we had design and management responsibility for many miles of tunnels and for thousands of feet of exploration and big hole drilling, from coast to coast in the States, and for gas well completions and exploration drilling for the Navy and the National Science Foundation from Pt. Barrow to Byrd Station in Antarctica. In my ten years with the company, we contributed to the development of big hole drilling techniques at a number of sites and analyzed the capability of boring machines for many of the tunnel projects. Appropriate software and hardware necessary to adapt a x-ray CT analyzer for determination of coal washability has recently been developed and sucessfully tested for well characterized samples under laboratory conditions. Evaluation of the CT-based analyzer under simulated on-line conditions is also presented to verify the on-line capabilities of the newly developed x-ray CT analyzer for the control of coarse coal cleaning circuits. The investigation shows that the data obtained from CT washability analyses compare favorably with experimental sink-float data. Further, image frequency was considered to evaluate the CT-Based coal washability analyzer for simulated on-line conditions. Specifically the number of observations (image spacing) needed for accurate sampling and the total time required to perform the calculations for a representative data set were determined.

This report concerns a seismic geophysical exploration program which was conducted 3 miles southeast of the Carlin Mine, in Lander County, about 18 miles north of Carlin, Nevada. A twelve-fold reflection seismic line was executed over a one-mile traverse in section 32, Township 35 North, Range 51 East. This study is part of an exploration pro- gram directed toward finding Carlin-type gold deposits which are concealed under younger alluvium and volcanics. The exploration objectives of this program are as follows: 1) measure the thickness of the younger, sedimentary and volcanic deposits which overlie the "productive rock sequence", 2) delineate the Roberts Mountains thrust fault, 3) investigate the origin of the geochemical anomalies present in the western portion of section 32.

Companies are constantly searching for more effective methods of controlling and reducing costs. In recent years increased emphasis has been placed on cost reporting to the middle manager and down to the first-line foreman because this is the place where the money is really spent. Traditionally, operations management has been relegated to using cost systems designed by financial management for the use of financial management. They reflect the machinery necessary to produce profit and loss statements, and so-called cost reports emanating from these systems frequently have a heavy orientation toward product costing rather than the cost that an individual manager or foreman actually controls. In addition to direct operating costs by function or product type, they often include overhead allocations from local operations as well as from the home office. This type of full-absorption costing has many worthwhile uses but is of little or no use to operations management for cost control purposes. It is particularly discouraging to many supervisors because it includes so many categories of cost over which they have little or no control. It is for this reason that modern, aggressively managed companies are increasingly moving in the direction of responsibility cost reporting. It is the objective of responsibility cost reporting to report only direct operating costs over which the individual manager or foreman has complete control, thus facilitating cost control by fixing responsibility for cost.

With the current trends towards the concentration of extraction to fewer but higher production units in deeper seams, often of higher coal rank, the role of methane drainage ranges has become critical. As mines exploit seams at greater depth and more remote locations there has been a need to extend the lengths of methane drainage ranges and to increase the capacity of the surface pumps. This trend has highlighted the need to effectively simulate the operation of a methane drainage range in order to produce the optimum design and operation of a safe and economic system. This paper describes the development of such an analytical tool. The application of this computer model is illustrated by the analysis of the operation of the drainage system of an extensive mine. The paper concludes by considering the development of a [Knowlege Based or Decision Support System] which will assist the ventilation engineer in assessing the current performance of an existing drainage range and will suggest possible remedial modifications or design strategies which may improve the system performance. INTRODUCTION In order to maintain the general body methane levels to below predetermined statutory threshold limit values (TLV's) on major longwall production units there are, for a given production rate, two major complementary control devices which may be employed by the ventilation engineer. These are the combined design and application of a competent mine ventilation and methane drainage system. The methane drainage system should be designed so as to maximise the capture of the methane (firedamp) from the seam being mined and the strata gas liberated in the vicinity of the extraction zone from gas bearing seams or other reservoirs of gas situated at above or below the mining horizon. The design fresh air quantity entering the face should ensure that under normal operating conditions the methane entering in the vicinity of the face is rapidly dispersed and dilute to well below statutory TLV's. The drainage system must therefore be designed to maximise the capture of the methane gas liberated to minimise the amount of gas which enters the ventilation airstream. GAS DRAINAGE The inherent dangers of methane emissions in mine workings have been a problem of concern to mining engineers for many years. To alleviate the risk, methane drainage has been employed for some years to capture the gas before it becomes a hazard to the operation of the mine. The method of drainage employed will be dependent on a number of factors which include the longwall mining method and production cycle employed, the characteristics of the coal seam being extracted and those of the adjacent gas bearing strata. Coal production in the United States increased in2004 by 36 Mt (39.7 million st) to end the year at 1 Gt(1.11 billion st), according to the U.S. Energy Information Administration (EIA). This was a 3.7-percent in-crease from 2003’s 971.6 Mt (1.07 billion st) (Table 1).(All percentage change calculations are done at the short-tons level.) Although U.S. coal consumption rose in 2004, not all coal-consuming sectors had increased consumption for the year. Coal consumption increased in the electric power sectors by 1 percent and declined slightly in the other industrial sector, while coking coal consumption dropped by 2.4 percent. U.S. coal exports rose for the second consecutive year, while coal imports again increased to record levels. Coal stocks declined during the year, as electric generators used their stockpiles to helpmeet increased demands and missed shipments. Coal producers used their stockpiles to supplement their production levels.

Mine management now recognizes the value of computer-based truck-shovel dispatching in open pit mines. The key tangible benefits are substantial productivity increases with a given fleet of equipment or, alternately, significant reductions in equipment required to meet production quotas. In this work, we review the literature, report on efficient, optimal algorithms for haul truck dispatching in real-time, and briefly discuss methods used by various mines to evaluate productivity improvements over manual methods. We also present actual results obtained at thirteen mining operations around the world.

INTRODUCTION Background and Objectives Underground coal mining is a vital component of West Virginia's economy. However adverse environmental effects including ground subsidence and aquifer dewatering are often associated with such mining activities. Many families in northern West Virginia still rely on private water wells and springs for domestic water needs. In such areas where underground coal extraction and land subsidence have occurred, a disruption of the ground water flow system commonly exists with subsequent drainage of water to lower levels that may extent as deep as the mine workings; this causes loss of water supplies to landowners and represents a nuisance to mining companies 2 This report represents a summary of an M. S. thesis project in geology at West Virginia University by the senior author (3). The intent for this study was to document the effects of underground coal removal on ground water levels at selected mine sites in northern West Virginia, as observed from water wells, springs, and streams. This research should be useful to coal companies and regulatory agencies and aid in recommendations of future water well locations and specifications in areas of existing or proposed underground coal mines.

The identification of the major subsidence areas in the Western Kentucky Coal Field has been made to distinguish the subsidence phenomena on the basis of geographical location Further, this identification process is based upon selected critical geological, topographical, and mining features in the coal fields. The proposed identification of the regions is derived from a comparison of the subsidence potential in a particular area. The most likely severe subsidence areas are compared to those with the probable low subsidence severity. The combination of certain geological and mining parameters involved allows for the derivation of a classification of the subsidence potential. It is recommended that further site specific studies should be performed on this area.

As the gold mining industry matured through the 1980' s, and into the 1990's, the development of refractory gold orebodies has become more prevalent. Newmont Mining Corporation developed and commercialized flash chlorination for the treatment of carbonaceous preg robbing ores; Homestake Mining Company developed and commercialized the industry's first application of autoclaves. Barrick installed the world's largest autoclaves on whole ore treatment a few years later. Dry grinding and roasting followed at Placer Dome's Cortez, Freeport -Independence and Newmont's Carlin operations. Today, numerous papers are presented on research efforts worldwide which address treatment of refractory gold ores by bioxidation, roasting, autoclaving, alternative lixiviant treat­ment and other novel process ideas. The overall objectives are to develop economic processes for difficult refractory ores where no process exists or conventional practice is cost prohibitive. Successful research can lead to lower operating costs, increased profits, and increased ore reserves. One such research effort directed by E I DuPont de Nemours and Company, Advanced Mining Technologies, was focused on gold ores which were refractory in nature due to the cyanide soluble copper content. Approximately five years of research effort culminated in a patented process (U.S. Patent 5,411,575)1 and the formation of a new joint venture company, AuGMENT Technologies, in 1995 with Newmont Mining Corporation. Today significant progress has been made in moving the laboratory scale tests to commercialization.

Identifying high value areas of unmined coal when large quantities of coal are available relative to annual markets is difficult because of the uncertainty of when the coal is to be mined. A GIS based methodology developed to value reserve coal in a producing coal region for the purpose of ad valorem taxation also identifies high value areas for mining investment. The methodology is unique in that it accounts for most mining, environmental, and market factors to determine when specific properties are to be mined. The methodology and data base are useful for directing regional exploration and acquisition activities toward most favorable areas.

Underground or In-situ Coal Gasification (UCG or UICG), though not a new concept, is now attracting considerable global attention as a viable process to provide a "clean" and economic fuel from coal. Applying improved UICG technology to gasify deep, thin, and low-grade coal seams could vastly increase the amount of exploitable reserves. However, it is imperative that further development of this technology is based on integrating UCG practices and potential environmental impacts with accepted sustainability frameworks and processes. This paper evaluates the potential of UCG to conform to frameworks such as MMSD (Mining, Minerals and Sustainable Development), Natural Step and Green Engineering, in order to define its "sustainable" potential. The paper also discusses the potential contributions of UCG to sustainability during its design, operation, closure, and post-closure phases.

Santa Fe Pacific Gold, headquartered in Albuquerque, NM is expanding its operation at the Twin Creeks Mine in Nevada. The $250-million sulfide expansion project, including the Sage Mill, is under construction and is 80% complete. Also, additional mining equipment has been purchased to haul the sulfide ore to the mill. With the expansion, employment at Twin Creeks is expected to reach approximately 970 people by the end of 1996. Santa Fe Pacific Gold now owns and operates three gold mines in the United States and is involved in several other gold projects. The three currently operating mines are the Twin Creeks, Mesquite and Lone Tree mines. The Mesquite Mine is located in California’s Imperial Valley. Lone Tree is located 55 km (34 miles) southeast of Winnemucca, NV. The company’s total gold production from these operations is expected to be in the range of 26.3 to 26.6 t (845,000 to 855,000 oz) in 1996. This compares to a total production of about 124 kg (4,000 oz) for the company in 1989. Production costs range from $6.90to $7.25/g ($215 to $225/oz). At the end of 1995, the company reported proven and probable reserves of 556.7 t(17.9 million oz) of gold.

It is indeed a rarity for a non-engineer, let alone a lawyer, to even be considered for a mining-related award, especially where that award is for significant contributions to technical progress in the mining and exploration sectors. So, when I was notified that I had received this award, I struggled for a topic that would meld the legal world that I operate in with the engineering driven world of exploration and extraction. The most exciting part of my job has always been the opportunity to absorb the technical details of the cases I work on and, in effect, translate them for a lay audience. Too often, I have found, lawyers, judges, legislators and yes, even regulators who lack a technical background simply give up trying to understand the details of the very conditions or processes that they are trying to describe and simply repeat phrases told to them by their client or by a retained expert.
