The purpose of this paper is to evaluate overall prospects of the export market in the Pacific Rim for Illinois steam coal in terms of recent changes in global socioeconomic factors. To pursue this objective, three factors affecting the prospects of Illinois coal in the Asian market were selected for detailed analysis: quality requirements of imported coal, particularly those of the Japanese market; import controls and regulatory factors; and transportation factors affecting the export of Illinois coal. Based on these analyses, alternative long-term strategies are suggested for promoting Illinois coal export in the Asian market.

Like most of you, I would rather work on a job than talk about it. But it is fruitful to spend some time taking stock of important developments in the heavy construction field. One of the strongest recent movements affecting the industry has been the push for safety. I regret that it is a recent development. Not that builders were against safety. Too often though, it was easier to continue with dangerous old work methods than to try something new. Too often, it was easier for equipment manufacturers to build production tools with little consideration for worker safety. And too often, accidents and gruesome disasters occurred. The ultimate result of on-the-job injuries in construction and other industries was the Federal Government's Occupational Safety and Health Act of 1970. Individual states were required either to accept OSHA or pass updated regulations at least as stringent as the Federal requirements. These new rules must be strictly obeyed -- not just because they carry civil and criminal sanctions -- but because they correct unsafe conditions and reduce hazardous acts. Though some OSHA measures have been criticized as superfluous, most of them do in fact save lives and limbs. Equally important, the tunneler who follows the new safety regulations can be fairly certain of an efficient, uninterrupted operation. Regulations do sometimes bring rewards.

Examination of the economics and environmental consequences associated with phosphate fertilizer production documents the necessity for development of innovative production technologies. Evidence of phosphate ore's susceptibility to microbial alteration indicates that it will be an ideal candidate for industrial-scale bioseparation. There are at least two applications for the biosolu- bilization technology: (1) an industrial-scale bio- process similar to the presently used wet acid process and (2) production of small prills (bio- bead) containing unprocessed rock phosphate and the biological ingredients necessary to promote phosphate solubilization. At the present stage of development, the biobead technology is the preferred application. It is an energy-efficient "green" technology that will dramatically reduce the amount of solid waste and air emissions produced by the phosphate industry.

INTRODUCTION With the introduction of large diameter hole drilling to underground mining, a need for the development and utilization of new blasting technology has arisen. This new technology has resulted in more efficient blasting and in easier and cheaper mining. The application of spherical charges to the crater blasting method is an im¬portant part of this technology. Spherical charges, or their geometric equivalent, make for highly efficient use of explosives in the cratering application. Their geo¬metrical configuration, normally a length :diameter ra¬tio of <6:1, limits their charge weight size. For exam¬ple in a 165-mm (61/2-in.) hole a spherical charge weighs approximately 34 kg (75 lb). These dimensional and weight restrictions require careful engineering design and control in the production application. Strathcona mine, a large tonnage mechanized cut¬and-fill and blasthole stoping operation located on the north rim of the Sudbury Basin, has successfully em¬ployed the crater blasting method in production blasting for the past two and a half years (as of 1979). As a result, this method, using spherical charges, has made possible the development and implementation of a verti¬cal retreat blasthole mining method which is being used for rib pillar recovery. The crater method used at Strathcona essentially in¬volves blasting off horizontal slices of ore into an under¬cut while retreating vertically to the pillar overcut elevation. Loading and priming of the holes is achieved from the overcut and the blasted muck is recovered by load¬haul-dump (LHD) units through a drawpoint system. Valuable experience on the behavior and performance of explosives in large diameter holes has been gained in both the operating and engineering fields from the appli¬cation of this blasting method. It has been used in drop raising and is currently being evaluated for use in pri¬mary stoping operations. Also, serious consideration is being given to its use for the recovery of post pillars in mined-out and backfilled cut and fill stopes. The method has significant advantages over conven¬tional methods of pillar recovery from economic, ground control, and safety points of view. These include cost benefits due to a minimum stoping development, less ground support, reduced labor requirements, and faster mining rate. Research on the blasting mechanism indi¬cated the method should result in less damage to fill walls than would be normally expected with conven¬tional longhole or large diameter hole cylindrical blast¬ing (benching). This is primarily due to the limited charge weight per delay because of the size dimensions of a spherical as compared with a cylindrical charge and also because the large diameter holes experience less de¬viation than standard-sized longholes. Experience has shown that wall damage has been minimized with the use of this method. The safety aspects of the working environment are also improved as there is no require¬ment for manpower to go under exposed backs after blasting, which is a significant improvement over the cut-and-fill method. CRATERING THEORY General The term cratering, in blasting, is applied to the for¬mation of a surface cavity in a material as the result of detonating an explosive charge in that material. This blasting concept was initially used as a tool in the eval¬uation of explosives performance; however, it has been utilized more recently on surface and to a lesser extent in underground blasting operations. Explosive charges used in crater method are nor¬mally spherical or the geometric equivalent, as research into the application of this breakage mechanism to rock indicates that spherical charges or their equivalent pro¬duce optimum results. In blasting practice, spherical charges have been defined as having a length to diameter (L: D) ratio of 4:1 or less, and up to, but not exceeding a L: D = 6:1. Thus, for holes 165 mm (61/2 in.) diam, a charge 165 mm (61/2 in.) diam, and 990 mm (39 in.) in length would constitute a spherical charge. Crater Testing Crater testing for underground application is nor¬mally accomplished by drilling smaller than production sized horizontal holes into drift walls, placing relatively small charges of explosives in the holes at various depths of burial, firing the charges, and measuring the results. The results are scaled to develop charge weight size and depth of burial parameters for production hole sizes. In theory, this procedure is valid and is appli¬cable for surface blasting; however, in underground applications where the craters are inverted, there is some question as to whether extrapolation of the test results is appropriate. As well as the fact that craters are in¬verted with resultant gravity stresses, testing is often done in a waste rock drift where the properties differ from those in ore rock. There is also some question as to whether a 51 or 76-mm (2 or 3-in.) diam charge behaves similarly to a 165-mm (61/2-in.) charge in a confined borehole. Crater testing at Strathcona involved drilling 76-mm (3-in.) diam holes at various depths ranging from 1 to 3 m (3 to 10 ft). The test holes were drilled in the wall of a predominately waste drift as well as in a stope wall. Charges were placed at various depths of burial, were confined, fired, and the results measured. Although the results were somewhat erratic, possibly because of the aforementioned reasons, they did provide guidelines for basic design for production application. Assuming a number of discrete leakage paths and treating the airflow through leaky duct line as a series-parallel combination of airflows along the duct and through leakage paths, exact solutions for auxiliary ventilation problems can be obtained. A computer program "SEGMENT&apos;&apos; has been written to solve problems using this method. However, most of the investigators have treated the duct lines with a uniformly distributed leakage and many have derived formulas assuming various boundary conditions and levels of simplification for the design of a simple auxiliary ventilation system An appraisal of accuracy of the various formulas has been conducted using the results from the program "SEGMENT&apos; as benchmark and the formulas which give accurate results have been identified. The ranges of application for all the formulas have also been determined for 5 %error.

The research deals with the study of the quality indicators in the productive process and its use for the consuming market, for two types of ores: industrial sand and crushed stone. Companies who represent the profile of the São Paulo producing market in its respective modalities well produce the selected cases. The development of the studies have to be, for the application of consistent methodological models of the fundamentals of the Engineering of Quality, especially how much to the statistical control of processes and its trustworthiness, of form that the results of the research can serve as referential in the boarding for other generic cases of the mineral industry.

The determination of the surface area that may be impacted by underground mining is an important consideration in subsidence engineering. A number of parameters have been utilized to identify this influence area, most notably the angles of draw and break. This paper discusses the implications of selecting an appropriate "damage angle" for defining a potential damage area due to mining, within which surface structures may be impacted. Furthermore, the influence of both mining and geological factors (i.e., mining width, depth and overburden lithology) on this angle is examined using the Surface Deformation Prediction System (SDPS) software. Finally, recommendations are given for applying these concepts in subsidence control.

Deepwater discharges of sulfide flotation tailings have been practiced for several decades. Oxygen penetration and organic matter content in such environments are the two major factors that determine their reduction-oxidation condition and hence the rate of sulfide mineral dissolution under such discharge environments. In this study, the effects of solution redox potential and pH on the dissolution of some heavy metals from sulfide flotation tailings were examined. Zn, Pb and Cu concentrations in solution were all higher at a higher redox potential and lower pH. Dissolved Zn concentrations reached 100 ppm even at a low redox potential of 105 mV and near neutral pH after 33 days. Pb concentrations were below 2 ppm at 105 mV and near neutral pH after 165 days. At 105 mV, the Cu concentrations were below 0.2 ppm at near neutral pH after 165 days. At pH 2.3, the Fe concentrations were higher at 420 mV than at 105 mV. But at pH 6.8, the Fe concentrations were lower at 420 mV than at 105 mV, due to the oxidation of Fe2+ to Fe3+ and the subsequent precipitation of ferric hydroxide. Arsenic concentrations in solution were all less than 0.002 ppm. For Zn, Cu and Fe, no significant differences were observed between the tests in solutions prepared using seawater and those using distilled water. However, Pb concentrations reached higher levels in solutions prepared using seawater.

The ion-exchange capabilities of natural zeolites from the western United States, representing the species chabazite, clinoptilolite, erionite and mordenite, have been studied because of their potential use in environmental remediation and in hydrometallurgical processes. These raw zeolite samples were found to contain Na+, K+, Ca+2 and Mg+2 as exchangeable cations, and all of these, with the exception of Na+, were found to seriously interfere with the exchange of Cu+2 from solution. Placing these zeolites in the Na+ form was found to increase their cation-exchange capacity, often massively. In addition, the elution of Cu+2 from the Na+ pre-exchanged zeolite is greatly facilitated when the deleterious K+, Ca+2 and Mg+2 have been largely expelled. The relative influence of these deleterious ions on the uptake and elution of Cu+2 was determined.

The Minerals Processing Section of Surface Combustion is currently engineering and erecting a plant designed to produce 400,000 LTPY of 95% metalized pellets from raw magnetite concentrate, This venture is the first domestic commercial facility that will manufacture pre-reduced pellets as an integral part of a process to produce steel. Surface Combustion has developed the methods that will be used. Midrex, a division of Surface Combustion&apos;s parent company, Midland-Ross, will own and operate this plant. The site is adjacent to the City of Portland, Oregon on a 15 acre hydraulically-filled area on the east bank of the Willamette River. Either filter cake or concentrates in slurry form will be purchased from Marcona in Peru, delivered to the dock facility by ocean vessels and distributed to a pond for wet storage. Reclamation from the pond will be with a conventional dredge delivering concentrate to a thickener.

Introduction Precambrian shield terrains the world over are experiencing an unprecedented level of concerted exploration for lode gold deposits. Reasons for this include: • The increase in the price of gold (following 40 years at $1.13/g or $35 per oz) has transformed targets that were once unattractive into viable exploration propositions. • The relatively suppressed market for other metals produced from shields (base metals, nickel, iron, and uranium) has further focused exploration attention on gold. • The preeminence of gold production from rocks of early Precambrian age, as shown in Fig. 1. • The relatively high grade of gold in these mines (averaging about 10 Wt or 0.29 oz per st) permits profitable extraction even under depressed gold prices. A number of these mines have been in continuous operation for more than 50 years. • The recent discovery of the major Hemlo deposit, in well exposed rocks adjacent to the Trans Canada Highway, has had a world-wide impact. This demonstrates that a major new deposit can be found even in an accessible, well exposed area of a shield; gold mineralization is susceptible to rational exploration; and new target types for gold exploration exist. This paper reviews exploration activity for gold in shield terrains worldwide (Fig. 2), excluding Early Proterozoic paleoplacers of the Witwatersrand type. Emphasis is on the Archean, which is traditionally the most productive part of the Precambrian shields. There is also an emphasis on the Canadian shield (Fig. 3) because of its vast areal extent and exceptionally broad range of mineralization styles. Geological Approach A basic problem exists in gold exploration when compared to exploration for base metal massive sulfides that predominated during the 1960s and 1970s. Gold concentrations cannot usually be detected by airborne geophysical instruments. The majority of massive sulfide deposits were detected using airborne electromagnetic detectors and magnetometers. A full 75% of Canadian gold discoveries can be credited to surface prospecting. The percentage is even higher in other countries. This observation allows for great optimism for two reasons: • Large areas of shield terrain are obscured by either surficial deposits (glacial tills, clays, and desert sands) or deep surface weathering. This makes them inaccessible to prospectors. Logic dictates that such obscured areas should have the same potential for gold concentration as has exposed bedrock. • The Hemlo style of mineralization, a roughly tabular ore body where gold is associated with disseminated sulfides, is different from the traditional prospecting target. Up to now, the hands-on approach to construction has been stressed. This chapter reviews the basic tools available for construction design and monitoring of a construction project. It is divided into three discussions, all under the general title of computer aids, since the trend for using these tools-is via the computer. In the context of our discussions, the focus for computer aids will be on the use of evaluation and analysis techniques for coal mine construction applications, including mainframe programs, CPM techniques, as well as mini and microcomputer applications. Although the presentation of material in this chapter may be detailed at times, by no means does it cover the entire field of computer applications for design or project scheduling and monitoring. It is only an attempt to illustrate the possibilities that are available to construction and mine engineers. Interested persons can pursue computer applications for coal mining by reviewing Computer Methods for the 80&apos;s. by Alfred Weiss, editor, published by SME-AIME.

In response to concerns voiced by local, state, and federal agencies and various environmental groups, the Central Florida Phosphate Industry and various governmental agencies have been investigating methods to accelerate the consolidation of waste clays generated during phosphate washing and beneficiation processes. The objectives of research efforts have been to reduce the storage volumes required for clay waste, accelerate reclamation and to return the land to approximate pre-mining topography. Government and industry research to accelerate waste clay consolidation has evolved two general methods: gravity thickening and chemical flocculation. Gardinier, Inc. one of the phosphate mining companies, evaluated the use of synthetic (polyacrylamide) flocculants as an alternate waste clay thickening method in response to mining conditions encountered at their Fort Meade Mine and the proposed North Hardee County extension of the Fort Meade mine (Figure 1). After considerable research and evaluation, the Alsthom-Atlantic Clariflux Super-flocculation method was chosen by Gardinier, Inc. as a method to seriously consider for use at their Fort Meade mine.

Improving the state-of-the-art of tunneling is a continuing challenge to those involved in underground construction. New methods and procedures are usually evolved over a relatively long period of time as compared to advancements in other types of construction. To a large extent this is probably due to the fact that tunneling deals with a material or medium - the rock structure - whose physical properties are not only extremely varied, but in many instances virtually unknown until time of penetration. This hovering of the unknown tends to make "non believers" of many and at best leads to a general reluctancy of accepting new ideas or procedures. The situation is further complicated by: 1) discrepancies in terminology and respective meanings as used by different disciplines to describe, define or evaluate pertinent factors and their relative effect on the tunneling process and 2) the fact that no two tunneling situations are identical with respect to either geological conditions or construction and contractual requirements. In spite of the above there have been many successfully completed tunnels which make it apparent that both the technical and practical expertise needed to develop or project improvements is available within the industry. Recovery performance may be measured in absolute terms or in relative ones that relate the actual mining outcome to what was expected. Consideration is possible in terms of the control exercised by the operator. The eventual mineral output is the only figure known with complete certainty. The paradox is that, while performance is judged against the sampling, the reverse also applies. The R/Efactor and its four component factors are the best overall measures of performance. The choice of equipment for sampling and mining is very important. The sampling process may introduce errors and the sample density may lead to poor mining block selection. The resulting recovery performance is most visible on a regression curve. Changes in the cutoff grade must also be taken into account to avoid unrealistic production targets. Estimation methods incorporating different mathematical assumptions and techniques may cause over-or underestimation of the grade and volume. If the selective ability of the mining equipment does not match the size of the reserve blocks, the performance will be compromised. The treatment plant efficiency, the throughput rate and the degree of bedrock clean-up also affect performance. The maximization of throughput does not yield the optimum results. Marine conditions, which are outside the operator&apos;s control, affect not only operational availability but also performance. Examples are provided from actual operations for various commodities, showing the relative magnitude of the different effects upon performance.

The current interest in sulfur recovery from coal measures is indicated by a recent report prepared for the Public Health Service (1) It was noted that the concentration of pyrites to a product containing 42-48 percent sulfur should be relatively easy with present equipment. It was also pointed out that a utility potential exists for the high-grade iron concentrate which results as a by-product of the consumption of pyrites in the acid-making process. However, economics, marketing characteristics, location, transportation, pyrite levels and coal characteristics all strongly influence the feasibility of fostering industrial development of such processes. The extent of pyrite recovery and product quality is intimately related to pyrite particle size and its degree of liberation, a consideration usually given greater emphasis in metal ore preparation than in processing coals. Consequently, fine crushing to nearly 20 mesh probably will be essential for maximum practical processing. It appears that any process separating pyrites from a coal must involve a reprocessing of the normal preparation plant refuse, although some yields can be attained from certain existing operations as products from, a shaking table or a jig. Further, the existence of millions of tons of coal refuse cannot be ignored as a mined source of raw materials. The recovery of saleable products from such wastes, although untried on a large scale under current conditions, not only offers a realistic source of sulfur but also would achieve a secondary refuse with the minimal contents of substances which incite and propagate the burning of organic and inorganic combustibles. These silicate materials, thus beneficiated, also offer some potential for economic utilization. Some significant tonnages of pyrites have been produced from coal measures in the past, but the experience was, in general, not consistent with current coal preparation practice. The processes involved did not include cyclones and heavy media; nor were they carries out under the sociological environment concerned with pollution as exists today.

An appropriate scale-up methodology is very useful for ball mill design and optimization of the grinding circuit. To date, the scale-up is based on the selection and breakage function model using lab mill data. However, a major drawback of that approach is that the charge motion in a lab mill is vastly different from that in a large industrial mill. Therefore, in the methodology proposed here, first the energy of individual collision in the mill is computed employing the discrete element method (DEM). Then the breakage of particles as a function of collision energy is studied in a separate experiment. Together, this information constitutes what is known as collision energy based population balance model. The appropriateness of this model is shown for different batch grinding mills.

"The continuous mining machine is a key piece of equipment used in underground coal mining operations. Over the past several decades these machines have been involved in a number of mine worker fatalities. Proximity detection systems have been developed to avert hazards associated with operating continuous mining machines. Incorporating intelligent design into proximity detection systems allows workers greater freedom to position themselves to see visual cues or avoid other hazards such as haulage equipment or unsupported roof or ribs. However, intelligent systems must be as safe as conventional proximity detection systems. An evaluation of the 39 fatal accidents for which the Mine Safety and Health Administration has published fatality investigation reports was conducted to determine whether the accident may have been prevented by conventional or intelligent proximity. Multiple zone configurations for the intelligent systems were studied to determine how system performance might be affected by the zone configuration. Researchers found that 32 of the 39 fatalities (82%) may have been prevented by both conventional and intelligent proximity systems. These results indicate that, by properly configuring the zones of an intelligent proximity detection system, equivalent protection to a conventional system is possible. INTRODUCTION Underground coal miners are exposed to a variety of hazards on a daily basis. Among coal and rock dust exposure, high noise levels, roof and rib falls, and the potential for fires and explosions, operating and working with heavy machinery poses a significant risk to miner safety. One of the most hazardous jobs is operating or working nearby a continuous mining machine (CMM). According to Mine Safety and Health Administration (MSHA) statistics, 39 miners have been fatally struck or pinned by a CMM since 1984. In an effort to prevent future striking and pinning fatalities from occurring, proximity detection systems have been developed and are now required on all operating CMMs in underground coal mines with the exception of full-face CMMs [1]. Commercially available proximity detection (cPD) systems are based on the principle of magnetic flux density (B-field). Typically, four magnetic field generators are positioned on a CMM, and personal alarm devices (PADs) are worn by the miners that detect magnetic flux density difference. As a miner wearing a PAD gets closer to the machine, the flux density increases. Zones can be constructed around the machine so that an alarm will trigger on the PAD based on the flux density."
