The US Bureau of Mines (USBM) recently developed a rock-mass classification system for evaluating the structural competency of bedded roof strata. The system is called the coal-mine roof rating (CMRR), When compiled with the companion Lotus 1-2-3 spreadsheet, CMRR data are a useful tool with applications to longwall gate-road pillar design, safety-hazard mapping and artificial roof-support analysis. This paper gives a review of some applications under actual conditions found in current US mining operations.

Coal production in the United States reached a record level in 2005, ending the year at 1.03 Gt (1,133.3 million st) according to preliminary data from the U.S. Energy Information Administration (Table 1). Production in 2005 was 19.2 Mt (21.2 million st) higher than the 2004 level of 1 Gt (1,112.1 million st) and surpassed the prior record set in 2001 by 5.1 Mt (5.6 million st). Although total U.S. coal consumption rose in 2005, not all coal-consuming sectors had increased consumption for the year. Coal consumption increased in the electric power sector by 2.2 percent and declined in the other industrial sector, while coking coal consumption decreased slightly.

Introduction Responding to Congressional inquiries regarding the purchase of a number of major domestic mining and metals companies by foreign firms, the US Bureau of Mines examined trends in foreign direct investment in the US. mining and mineral processing industries1. "Foreign Direct Investment in the US Minerals Industry" analyzes the extent of foreign investment in several major mineral commodity industries. It identified the countries of origin of foreign investment in US mineral assets. The study also described several reasons for the growth of foreign investment in US minerals and discussed some potential implications of this activity. Foreign investment trends in the economy and minerals For the economy as a whole, between 1977 and 1985 the number of US affiliates of foreign investors more than doubled - from 4046 to 9824 - as did employment at these affiliates - from 1.2 million workers to 2.9 million (Table 1)2. During this same time period, the total value of assets of all US affiliates throughout the economy rose from $239 billion to $736 billion (1985 constant dollars). In the domestic minerals industry, foreign investment also grew substantially during that same time as the number of US minerals-related affiliates increased by 74% - from 125 to 217 - between 1977 and 19853. During the same period, employment at all foreign-owned affiliate mineral operations in this country increased by 78% and totaled 198,000 workers at the end of 1985. Parallelling the growth in the number of and employment at foreign-owned US mineral and metal operations, the total value of US mineral assets owned by foreign firms (or individuals) has nearly doubled since 1977 and amounted to $30.9 billion at the end of 1985. The rate of increase in foreign investment in US mineral assets was slightly higher in the metals industries than in the nonmetallic groups. Foreign investment more prevalent in minerals Perhaps a more useful way of evaluating the growth in foreign investment is to analyze growth in the "intensity" of foreign investment - the proportion of total US industry assets held by foreign investors. Although insufficient data on total industry assets prevented the development of such a measure, employment data provide an indication of relative differences in the intensity of foreign investment among the mineral industries and other industries. For example, as noted in Fig. 1, the 198,000 minerals industry workers employed at US-affiliate companies in 1985 represented 12.7% of total employment in this sector of the economy. In comparison, for the mining and manufacturing sectors of the economy as a whole, 7.8% of all workers were employed at US-affiliate firms in 1985. For the total economy, 2.7% of the entire civilian employed workforce worked at US-affiliate firms that year. Using employment as an indicator, foreign investment has been more prevalent in the minerals industry than in most other industries. About one worker in eight in the minerals sector was employed at a US-affiliate firm in 1985. [First of all I want to thank the Society of Mining Engineers of AIME for the opportunity to present what Industrias Penoles, S.A. is doing in Mexico to reach the basic objetive of the enterprise without compromising, in short or long term, the living conditions of the community or attempting in an irreversible form against Nature. Industrias Penoles, S.A. is one of the largest mining and metallurgical companies in Mexico. It was founded in 1887 and at the turn of the century installed a lead smelting operation close to the village of Torreon, which became city five years after the start up of the Penoles smelter. Now Torreon has a population close to 300,000 inhabitants. In 1974 Penoles is still the largest industry in Torreon and the dynamic growth of the city is close related to this factor. Today Penoles in Torreon has a lead smelter with a capacity of 130,000 metric tons/year of bullion, an electrolitic zinc plant of 105,000 metric ton/year, and it is modernizing its lead smelter to control pollution and expand it to 190,000 metric ton/year of bullion including all the services and refinery. The Penoles complex in Torreon is the biggest in the non-ferrous metals field in Latinoamérica.]

INTRODUCTION Conveyor belt fires represent a serious hazard in underground mines. This fact is well understood in most mining countries. The statistical data for Ontario mines (1) indicates that the majority of the conveyor fires occurred at the head pulley of the conveyor belt. The main emphasis for fire prevention and detection should then be concentrated at the drive pulley of the conveyor designed to transport non-combustible material. In the case of conveyor belt fires, it is of utmost importance to detect the hazard at an early stage, when the overheating has not yet reached the ignition point. Thermal noise detection sensors were installed in 1987 at several conveyor sites at Inco mines. PRODUCTS OF COMBUSTION THERMAL DEGRADATION OF CONVEYOR BELT Various investigations on conveyor belt fire hazards have been made in the past (2, 3, 4, 5, 6, 7). Several belt samples (6, 7) were subjected to thermal oxidative degradation. The belts used in these tests were neoprene, polyvinyl chloride and styrene-butadiene rubber (6). About 70 different compounds were identified in the volatile thermooxidative products. As expected, hydrogen chloride was the major toxic product formed, accompanied by relatively low quantities of other toxic compounds such as carbon dioxide, carbon monoxide, sulfur dioxide, carbon disulfide, hydrogen sulfide, benzene, chloroprene, cresols, chloroethanol, formic acid and C8 hydrocarbons. The research investigation (8) performed by the USBM indicated that "smoldering combustibles generate a very low level of CO compared to the level of smoke produced". The cited publication (8), states that, "During smoldering combustion, typical mine combustibles produce about 2.5 times more smoke than CO. As fires develop to their flaming stages, the trend reverses and about eight times as much CO is produced as smoke." The reader is referred to several significant sources of additional information pertaining to emission products that can be found in references (8), (9), and (10). ANALYSIS OF FIRE HAZARDS U.S.A. AND ENGLAND Nearly 15 percent of all underground coal mine fires in the United States involved ignition of conveyor belts (7). In many cases, the fires propagated through thousands of feet of belt entry and created losses in the millions of dollars. Some of these fires consisted of rubber belts. Some involved polyvinyl chloride and neoprene belts that were classified "fire resistant". Typically, a belt fire begins after the conveyor is stopped. The fire is initiated by burning coal dust and grease accumulation around defective rollers or belt drives that have become heated by friction (7). An analysis of 113 conveyor fires (11) showed that 41 originated at the driving pulleys, 32 at the defective rollers, and 40 elsewhere on the conveyor system. The severity of the fire, which can spread along a conveyor road, has been emphasized by the disaster at Creswell Colliery, Derbyshire, on September 26, 1950, when 80 men were overcome and killed by toxic fumes from the fire (12). The fire started from smoldering caused by friction, and developed into a flaming combustion, propagating along the roadway containing the rubber belt at an estimated speed of 40.2 m/s (90 mph), and travelling a total of 650 m (2100 ft) THE INFLAMMATION OF CONVEYOR BELTS THE MECHANISM OF IGNITION Defective operation of a conveyor belt may start a fire in several ways: - Friction of the belt on the drive pulley. - Jamming of a guide roller, and others.

Non-operational mine facilities are subject to placement on the EPA's National Priority List (Superfund). Once a mine site is undergoing investigation and/or remediation, MSHA regulations for health and safety may no longer be applicable. This paper addresses the changes in the applicable and relevant standards that apply to health and safety and public health related to site contaminants. The implementation of health and safety plans, and the development of public health risk assessments are described. Examples are presented from Superfund activities at the Eagle Mine, near Minturn, Colorado; the Anaconda Smelter near Mill Creek, Montana; California Gulch near Leadville, Colorado; and Bunker Hill, Idaho.

It had an internal diameter of 3,36 m and was part of a sewage treatment works project for county Middlesex. Acidic wastewater is at present directly neutralized with lime or limestone, which wastes resources such as titanium, scandium and iron and generates a great deal of solid waste. This study proposes a novel approach for the separation and recovery of titanium, scandium and iron from acidic wastewater, and utilization of red gypsum. The proposed process not only recovers valuable metals from acidic wastewater but also treats the red gypsum that has previously been dumped.

Graphite is elemental carbon that crystallizes in the hexagonal system as six-sided platelets. It occurs naturally and is mined. And it can be made artificially from petroleum coke in the form of shapes (electrodes) and powders. The market for most kinds of graphite in most end-uses was good in 2004. The 2005 graphite market looks positive. The major graphite prices, as given in Industrial Minerals, remained unchanged throughout the year. The preliminary 2004 U.S. Geological Survey (USGS) prices for natural graphite showed almost no change for crystalline flake. They were $600/t ($544/st) in 2004 and$622/t ($564/st) in 2003. Mexican amorphous graphite was almost unchanged at $150/t ($136/st) in 2004 from$152/t ($138/st) in 2003.

Conventional mine safety wisdom states that "the most efficient mines are also the safest." Since the 1980s, small mines (and contractors) have been targeted as the most dangerous ones because of their fatality records. Statistical testing of 1993 West Virginia safety and production data indicated that the most efficient WV mines were not the safest ones, considering correlations between the severity measure and tons per employee-hour, except for very small mines. This paper will present the results of an extended analysis of WV mine safety using 1993 and 1996 data, concluding with the method used to suggest current priorities for focusing interventions.

The expanded west pit of the 15 Mta (13.6 stpy) El Cerrejon mine will eventually reach a maximum depth of 270 m (890 ft). Slope-stability evaluations indicated that this depth, combined with structural complexities, would create a serious risk of footwall instability. Stabilization calls for anchoring the footwall by the installation of 9- to 33-m- (30- to 108 ft-) long multistrand steel cable bolts. For each of the 15-m- (50-ft-) high mining benches, a row of bolts is installed with variable horizontal spacing, depending on the dip magnitude. Cable bolting is now standard operating practice, and an estimated 11,800 bolts will be installed during the life of the mine. Results to date have been satisfactory in terms of the stability condition of the bolted slopes.

Thiosulfate offers a non-toxic alternative to cyanide for processing gold ores. The mechanism of leaching gold using ammoniacal thiosulfate solution is driven by the Cu(II)-Cu(I) redox couple and is complicated by competing ligands such as NH3 and S2O32-. It is shown that an understanding of the copper speciation and sulfur speciation is required to optimise this system. This paper presents Eh-pH and speciation diagrams for varying concentrations of Cu(II), S2O32- and NH3 and discusses the conditions under which various copper and sulfur species are stable.

In 1992, the Alaska Department of Environmental Conservation received a grant from the Environmental Protection Agency (EPA) to fund the reclamation of an abandoned placer mine. The project also included the development of a water-quality and hydrologic-monitoring program. The grant was provided under Section 319 of the Clean Water Act and is administered through EPA's Region X Water Division. For the past 100 years, Alaska's interior has been the site of extensive placer-mining operations. Early surface and underground operations left small tailings piles, some of which are still visible. Dredging left larger tailings piles, similar to those in California and elsewhere. The only reclamation of these tailings involved use as road base and fill and other civil applications. Most active mines in Alaska are on state and federal lands. The standards of reclamation for mines on federal lands are established under US Mining Laws, 43 CFR 3809. They address only mines operated since 1981. Under a state statute passed in 1990, the Alaska Department of Natural Resources, Division of Water and Mining, has issued reclamation regulations. These regulations apply to sites on state, federal and private lands, but only those mined since Oct. 15, 1991.

A thermomechanistic model was developed for the thermal decomposition of the enargite contained in a copper concentrate at 650° to 750°C in a fluidized bed with an inert atmosphere. At the particle level, the model permits one to predict the thermal profile inside the reacting enargite particles, as well as their thermal cycle. At the macroscopic level, a population-based model coupled to the bubbling-bed fluidized bed model allows one to predict the fractional conversion (dearsenification) of an enargite-bearing copper concentrate.

Introduction Agrico Mining Co.'s Florida mining division has three surface mines and employs nearly 700 workers. The division produces some 6.3 Mt (7 million st) of phosphate rock annually. It is a good business. And Agrico has made it better by making it safer through a new approach to mine safety. In one year, Agrico - the second largest phosphate mining company in the US - recorded a stretch of one million manhours without an accident. That same year, the direct cost of accidents dropped to $9137 from a previous five-year average of about $50,000. Together with Don Roe, division manager of safety and security, Division General Manager Don Morrow made 1981 a watershed year for safety at Agrico. Morrow called on consultants from Safety Management Services of Du Pont's Specialty Services division to strengthen a safety program that was already better than average. From the late 1970s and into 1981, lost-workday cases (LWCs) were costing Agrico an estimated average of $22,000 each. And they were occurring with alarming frequency. In 1977, the company recorded six LWCs at an incidence rate of 0.64. This was followed by a jump to nine cases in 1978. In 1979, both occurrences and the rate increased - 10 LWCs at a 1.19 rate. The number of LWCs decreased to seven in 1980, with a rate of 0.71. Agrico instituted a far-reaching safety program in 1981, which began to take full effect in 1982. LWCs dropped from five in 1981, to three in 1982. And the direct cost plummeted from $110,346 to $28,828. In 1983, the mines recorded only one LWC. Its $9137 cost represented a reduction of $101,209 since the Safety Management Services of Du Pont had been called in. Through early 1984, the LWC incidence rate at the facility's three mines, phosphate drying plant, and transportation department was down to 0.26. This is 84% lower than the 1982 mining industry average, making it the safety leader among all Agrico companies, including its chemical plants. New Approach Agrico had the basics of a safety program in place when the Du Pont consultants arrived. "INTRODUCTION Iron ore beneficiation needs advances in areas such as process control, automation, burner and furnace designs, silica-free binders, and even alternative iron making routes. While some – like new binders – are only step-changes, all are tools that can help make the ironmaking industry more sustainable. This paper focuses on binders. Binders are added to iron ore fines before they are agglomerated. Binders are used to control the balling process and increase the mechanical quality (e.g. strength) of green-balls and pellets. Agglomeration usually follows thickening and filtration. Good-grade ores, which don't require upgrading, are wet ground to decrease particle size and increase specific surface area. Low-grade ores are often extensively upgraded through wet operations (flotation, dispersion and selective flocculation, magnetic separation, etc.). For both types of ores, thickening and filtration conclude the circuits so that moisture contents are lowered and the ores can be agglomerated. It's been known for a long time that thickening and filtration behaviors are influenced by zeta potential (Sandvik, 1979). Highly-negative zeta potential is good for dispersion while low zeta potential is good for filtration. So, the zeta potentials of iron ore particles are lowered with additions of acid or carbon dioxide, for example, to increase filtration rates and throughputs (Eisele et al., 2005). What happens to particles as their zeta potentials are lowered? Particles aggregate together, effectively forming larger particles. How stable then, are those aggregates during mixing and balling? Are they easily broken up during mixing (if mixers are even used)? Are they broken up during balling? Or, do the aggregates resist breakage so that the availability of ultra-fines, which are so beneficial for agglomeration (Stone, 1968), is decreased? For plants where high doses of bentonite are used as binder, the above questions may be of no concern. The bentonite adds the necessary amount of fines; however, even at those plants, the calcium and magnesium contents in the water affect bentonite's effectiveness (more magnesium and calcium means less effective bentonite). (Engesser, 2003) For plants where new silica-free organic binders are being developed and used, the above questions may need to be considered. The binder is only amongst the iron ore particles for a short period of time – until it burns away or thermally decomposes in the induration furnace – so the liberation, availability and distribution of fine particulates is very critical for the quality of balls and pellets. It was hypothesized that high zeta potential conditions would lead to good pellets, while low zeta potential conditions would lead to relatively bad pellets."

Measurements reported in the paper were recorded in an active Green River, Wyoming, trona mine, partly as a teaching exercise and partly to provide the mine in question with additional input data for its ventilation network program. Measurements were made: - in representative three-entry intake airways in room and pillar sub-mains; - between the lower portion of a vertical down-cast hoisting shaft and the start of an intake airway system established in a room and pillar main; - in a representative downcast section of a divided vertical shaft, and of the collar entrance loss at the top of the same compartment. Pressure differences were measured with manometers and trailing hoses, air flowrates with calibrated anemometers, and barometric pressures and wet-and dry-bulb temperatures were recorded for density determinations. Where possible, results are quoted as Atkinson friction factors, and relevant measurements are recorded in some detail to show the magnitude of fluctuations in observed pressure differences.

On-line analyzers have made possible the use of Fuzzy Logic Control (FLC) for local control applications in coal preparation plants. This includes FLC control of complete circuits such as heavy media vessels, cyclones and froth flotation. These circuits can be controlled in real time in a feedback control loop with an on-line analyzer. Control strategies can be readily developed using Statistical Process Control (SPC) techniques which are first applied off-line in manual mode through the use of control charts and then this process is brought on-line using FLC in conjunction with an on-line analyzer to fully automate the circuit. This paper outlines the types of control strategies employed and presents examples of automatic verses manual control.

"Ferromanganese crusts contain hydrous Mn and Fe oxides as main metal compounds together with some economically interesting minor elements such as Co, Ni, Ti and Cu and trace metals such as Mo, W, Nb, Te, Ga, Pt, and REEs. Some of these metals or semimetals have a great future potential as innovative high-technology constituents. All of them are highly enriched in the crusts compared to seawater composition.The Mn in the crusts mainly originates from the O2 - minimum zone in the oceanic water column. The agent for Mn2+ oxidation is dissolved oxygen, transported upwards from colder deep water layers by turbulent eddy diffusion. The Mn itself descends from surface waters and is carried down to the O2-minimum zone by fecal pellet transport. In contrast, Fe is mainly supplied from carbonate dissolution of planktonic skeletons in the water column. These relationships result in the fact that the oceanic water depth strongly controls the metal composition of ferromanganese crusts: the Mn - group metals are more enriched in shallower water, whereas the concentration of the Fe - group metals increase with water depth. The REEs play a very important role with regard to the trace metal composition of the crusts: their concentrations increase with water depth mainly controlled by a decreasing Mn/Fe ratio.In seawater, REEs occur as carbonate complexes; preferably, the light rare earth elements (LREEs) form REECO3 +(aq) and the heavy Rare Earth Elements (HREEs) REE(CO3)2 (aq) complexes. The REEs are transition metals, their 6s orbital of the outermost shell is filled before the filling of lower 4f electron shells is completed, thus the configuration of the valence electrons is similar in all the REEs, and all REEs exhibit similar chemical behavior and exist, dominantly, as 3+ cations. The ionic radius decreases progressively from La3+ (1.18 Å) to Lu3+ (0.97 Å), this phenomenon is called "lanthanide contraction". Due to the fact that REEs in seawater form cationic and anionic carbonate complexes, the two main hydrogenetic constituents, hydrous !-MnO2 and Fe-oxyhydroxide, fractionate the group of REEs by surface absorption processes. According to the pHZPC-concept the ?- MnO2 phase has an electronegative surface, and Fe-oxyhydroxide a slightly positive surface charge at seawater pH. These relationships are the main reason for the observed REEs fractionation."

The algorithms for the mathematical modeling to predict productivity of underground room-and-pillar mining systems are well known and documented. These algorithms consider the time-varying relationships between mining equipment for a given geometry of operations as well as other constraints. This paper presents WebConSim, a newly developed, Web-based, user-friendly computer simulation tool for the Windows environment. The simulator is easily customized for use by field engineers, planning engineers, and management and will help mine operators plan the optimum mining sequence for different mine geometries and equipment layouts. Program output includes production data and equipment utilization indices, as well as time driven event chains that can be used for virtual reality presentations.
