The United States is the world's most productive nation and its citizens enjoy one of the highest material standards of living of any people in the world. Materials and energy are the lifeblood of any industrialized economy. Annually the United States uses over 4 billion tons of mineral materials and fuels, or 40,000 pounds per person as detailed in Figure 1. Domestic processed materials of mineral origin and energy are valued at more than $150 billion annually, and they are derived largely from domestic sources, supplemented by imports, as detailed in Figure 2. In recent years the superior productivity of the United States has also enabled it to give food and manufactured articles to many other less fortunate nations and peoples of the earth. What then is our concern with materials at this time? Seeing the burgeoning increases in our mineral demand: from 2 billion tons in 1950, to over 4 billion tons today, and projected to 11 billion tons by 2000 - we are getting questions concerning our ability to continue to increase production sufficiently for the future.

Cognitive representations and misconceptions of flow through circuits is an area which has received little attention from science educators, cognitive psychologists, or accident investigators. Misconceptions are also called Aristotelian thinking. They involve a person using primitive unscientific ways of reasoning to make decisions about events (Piaget, 1929; Nussbaum & Novick, 1982; McCloskey, 1983). The use of such primitive concepts leads to errors in reasoning about scientific and technical problems. The existence of misconceptions is well documented among children, adolescents, and adults involved in learning science concepts (Piaget, 1929; Cole & Raven, 1969; Clement, 1982; Mistrell, 1982; McDermott, 1984; Richardson, 1987). Concepts of flow through circuits are important because miners' conceptual errors about these aspects may be, in part, responsible for two fatal mine disasters. On at least two separate occasions, methane gas explosions occurred in underground mines when separate ventilation systems were connected (Elam, Fuller, Carter, Cavanaugh, Fesak & Painter, 1983; Fesak & Cavanaugh, 1984). A review of these disasters indicates that conceptual errors made by miners may have resulted in the accidents (Cole, Wala, Haley, & Vaught, 1987). In this study, co-author Andrzej Wala, stated that his research had "identified conceptual errors that may have caused the miners in these disasters to make fatal mistakes" (Cole et al. 1987), p. 167. Further exploration of these conceptual errors by Wala has led to the hypothesis that misconceptions of basic aspects of flow distribution changes in mine ventilation circuits, are at least, in part, responsible for some mine disasters caused by errors in ventilation systems (Wala & Cole, 1987). Why should these conceptual errors occur? Ausubel (1963) suggested that students come to a new area of study with their own conceptions or preconceptions about how a process operates. Furthermore, these preconceptions may be in conflict with the empirical data from the discipline. In such cases, learning becomes a process in which new concepts must displace or be re-molded from stable concepts that the student has constructed over many years (Clement, 1982). Given the existing research with misconceptions and the work of Wala and Cole (1987), it was hypothesized that experienced miners; either working miners, students of mining engineering, or professional mining engineers, harbored misconceptions about the formal or conceptual aspects of mine ventilation circuits. The misconceptions hypothesized to exist involved flow distribution changes in complex mine ventilation circuits; specifically, how does flow distribution change when a ventilation circuit pathway is altered? Given this information, the following research questions were proposed. Research Questions 1. Do experienced miners and mining engineers harbor misconceptions about mine ventilation systems? The current emphasis on environmental problems has focused attention on the massive nationwide accumulations of mine, mill, and smelter wastes that represent potential air and water pollution hazards. The pollution hazards can be reduced or eliminated by utilization or stabilization of these wastes. The U.S. Bureau of Mines, since the inception of the Solid Waste Disposal Act of 1965, has been conducting research to determine the practicality of various utilization and stabilization procedures. Investigations include partial extractions of desirable waste components and full utilization of the wastes as simulated soils or in ceramic or other structural products. Chemical, vegetative, and combined chemical-vegetative methods of stabilization have been actively studied. This report updates information previously developed by the Salt Lake City Metallurgy Research Center and presents the current status of antipollution solid waste work 1/,2/.

The reconstruction of the British mining industry which began shortly after nationalisation in 1947 continued until well into the 1950s with the support of the Government. This support diminished as plentiful supplies of cheap oil from the middle East made many coalmines un¬economic. The planned rundown which followed was foreshadowed in the 1965 White Paper which outlined the financial measures to speed the closure of uneconomic collieries. The decline appeared likely to continue into the 21st century as the role of coal in UK energy requirements became less and less significant. This policy was well on course in 1973 when the oil crisis led to a complete reappraisal of the position. A Government examination in 1974 of the coal industry then supported the National Coal Board's general strategy of major capital investment as set out in its 'Plan for Coal' (1). Plan for Coal aimed at halting the intended decline in the industry's capacity and restoring it to 120 million tons of deep mined output in 1985. The Plan proposed action along the following lines (a) increase output by major Investment in construction at existing collieries with sufficient reserves to give 13 million tons per annum extra output (b) invest in extending the life of existing collieries by gaining access to additional reserves, to give 12 million tons per annum extra output © by sinking new mines, produce an extra 20 million tons per annum. Figure 1 shows the contribution (2) expected from each of the three sources up to 1990/1. The measures taken were expected to offset the inevitable exhaustion of existing pits and provide the additional 40-42 million tons capacity needed to restore annual output in 1985 to 120 million tons. Parallel to this programme for expansion of deep mined output, opencast mining was to produce 10-15 million tons per annum. A recent review however, indicates that new mines are likely to yield only 10 million tons per annum by 1985, mainly owing to the need for public inquiries into proposals for new mining and the resultant fact that planning approval takes 'much longer than originally expected. Nevertheless the objective of 120 million tons deep mined output by 1985 is still considered achievable of means of a greater contribution from existing mines. This programme was originally estimated to cost 2,-56 million dollars at March 1974 prices, out revised estimates of the cost of Plan for Coal indicate that it may now exceed 6,960 million dollars at mid-1977 prices. Plan for Coal includes a substantial investment in new and reconstructed coal preparation plaints. At mid-1977 prices more than 322 million dollars Ls so be invested in coal preparation projects in the UK, at the rate of, about 70 million dollars a year. This rate 3f capital expenditure has been maintained over the past three years and covers investment in a wide range of coal preparation coals for the power station, coking and domestic markets.

"The Port Mann Main Water Supply Tunnel involves a 1km long tunnel beneath the Fraser River from Surrey to Coquitlam, BC. At depths of up to 60 m below ground, the earth pressure reached 6 bar. The tunnel is constructed using an EPB TBM and gasketed precast concrete segmental liner. The tunnel and two shafts were constructed in a variety of soil conditions ranging from soft to stiff clays and silts, to compact to very dense sands and gravels. After approximately 800m of mining, a very dense and highly variable soil group consisting of cobbles and boulders halted the TBM. Several options were considered to stabilize the TBM face so an intervention could be conducted. Although de-watering was considered, there was risk of settlement to the Port Mann bridge piers, which was within 500m of the tunnel. Hyperbarics were also considered, however, the cost, schedule and uncertainty of the work that needed to be done, made it a risky option. Ground freezing by Liquid Nitrogen was chosen as the best solution, which would provide a frozen block around the face of the TBM. A temporary platform on the river was designed and constructed to enable drilling and installation of the freezing pipes and temperature monitoring equipment. The operation required close coordination among the tunnelling, marine and freezing sectors. Following the intervention, the TBM successfully broke through the reception shaft, and the remaining project was completed. This paper describes the design, construction and operational approaches used for the freezing and serves as a basis for future projects requiring expedited ground freezing."

It is not news to anyone in the mining industry that federal action in the prevention and abatement of air pollution has seriously affected the industry both directly and indirectly. It is the purpose of this paper to review how the development of federal action is directly affecting the coal mining industry's number one customer, the fossil-fuel-fired steam generating power plants and, consequently, the industry itself indirectly. In essence, Public Law 84-159 of 1955 as amended by the Clean Air Act of 1963 and its revisions in 1967 and 1970 progressively tightened federal coordination and management of air pollution control programs throughout these United States. The Environ- mental Protection Agency (E.P.A.) set up to direct the programs was charged to establish National Air Quality Standards, Standards of Performance for New Stationary Sources, and National Emission Standards for Hazardous Air Pollutants.

The interest in using halogens for extracting precious metals from ores has increased due to changes In ore characteristics, environmental concerns and regulations. The rediscovery of halogen leaching capability has been the topic of these and other writers1-30. Much work has been done on the performance of bromine, chlorine and iodine5-29. Of these, bromine and chlorine look most promising. Iodine is quite expensive and sometimes forms an Insoluble film on a precious metal surface22,23. Little experimental work has been published on the relative performance of bromine versus chlorine. The Pourbaix diagrams for the halide leach system (see Fig. 1-4) Indicates a significant stability advantage for bromine In forming complex ions with gold. This should result In greater extraction of gold under similar leach conditions and Is evaluated In this work. The regeneration of halogen from a spent leech solution is a critical requirement for an environmentally acceptable halogen leach process. Bromide can be oxidized In-situ to bromine ~ adding chlorine or ozone2,31. Bromide like chloride can be oxidized In an electrochemical cell to produce halogen on demand 13,15,17. Bromine clearly offers a number of possible regeneration pathways. This work strives to compare the relative ability of chlorine and bromine to extract gold from partially and fully oxidized ores. A commercially pressure oxidized sample was evaluated under a number of experimental conditions. The autoclave feed ore from the same mill was also evaluated after complete oxidation In a laboratory autoclave.

Over the past several years, state governments have been vigorously refurbishing old health department agencies and smoke control laws in anticipation of pending federal developments. Many states now possess a mature air pollution control administrative organization and a fairly sophisticated set of regulations on air pollution, This developing network of state control legislation and regulation is the machinery which will be called upon to implement federal standards, In order to prevent the wasted effort and resources which inevitably result from hasty action, industry should be in con- tact with local and state control agencies and be familiar with lines of communication to agency representatives. Thorough knowledge of applicable laws and regulations, both current and pending, is required. Moreover, federal law and future federal air pollution control plans, should be well known. Industrial air pollution control should be geared to a long range plan which utilizes existing technology while at the same the recognizing that today's technology will be improved upon with time, Regulation, too, can be expected to become more stringent. The implications of air pollution control in the Appalachian region of the United States will be felt most strongly by the coal industry of this area. Either directly or indirectly most regulations in these states have a significant bearing on coal mining, processing, utilization or waste disposal. The extent of coal-related activity in the Appalachian States of West Virginia, Pennsylvania, Maryland, Virginia, Kentucky, and Tennessee can be observed from the data provided in Table I. This data indicates that 86 percent of active bituminous coal mines and 69 percent of bituminous coal production were accounted for by these states. The purpose of this paper is to provide information on current and proposed legislation and regulations on air pollution in the Appalachian states, The information should prove valuable not only to the coal industry but also to industry in general as a means of evaluating both pollution control action that has been taken to date and the course of future control measures. Reference information in the forms of addresses of appropriate agencies and citations to specific state laws and regulations is provided. All information is current as of February, 1969.

Silica and Crystalline Quartz exposure continues to be a serious health threat to nearly 2 million workers in the United States, including more than 100,000 working in high risk jobs such as abrasive blasting, foundry work, stonecutting, rock drilling, quarry work, mining and tunneling. The primary focus of this study is to identify the best methodology to reduce particulate-laden air and limit/eliminate exposure to respirable dust with silica/crystalline quartz during tunneling operations. This study focuses on two de-dusting systems employed on similar tunnel construction projects. The first project is the Coxwell Bypass Tunnel located in Toronto, Ontario Canada. The second project is the Westerly Storage Tunnel located in Cleveland, Ohio. The Toronto project is utilizing a wet de-dusting system. The Cleveland project is using a dry de-dusting system. The objective is to determine which system provides the best protection and suitability to capture, remove and ultimately reduce respirable concentrations of silica/ crystalline quartz to safety and healthy levels in underground tunneling activities.

Size reduction is very energy intensive and is the single most power-intensive operation in mineral processing plants. Research has shown that only a small part of the energy is utilized efficiently. One of the major thrusts of all equipment manufacturers has been to improve this efficiency. Choosing the right equipment to maximize energy utilization in any comminution application has always been the utmost criteria. Due to the high energy cost and depletion of good grade minerals, it is becoming essential to optimize all the subsystems within a given comminution system for the overall economic success of such ventures. Bradley Pulverizer Company of Allentown, Pennsylvania recognized this and started offering its Feeder Controller in 1988 for automatic feed control. After its first successful operation, Bradley made this as a part of all of their grinding system standard offering. It was also recognized that the Feeder Controller was just a beginning and more automation and controls would be required for an overall, efficient grinding system.

In addition to this, it has wide industrial use in the manufacture of many products - detergents, baking powder, carbonated beverages, steel, matches, munitions, glass, insecticides, dyes, water softeners and innumerable others. Not only does phosphorus make life possible for us - it also helps us to live longer and better.

This paper is presented from the viewpoint of the mill operator and maintenance supervisor. Its purpose is to highlight the things that have been accomplished by the mill designers to lighten the load for the maintenance superintendent and to reduce the overall costs for the plant operator. The complexity of plant design, the civil and structural engineering problems encountered when the satisfactory maintenance layout is accomplished are appreciated, and the writer is fully aware of the complexities of these problems. However, it is not the purpose of this particular paper to dwell upon these problems, nor to emphasize or de-emphasize the problems of the civil, mechanical and electrical engineers. It is simply that the paper will attempt to review what these people have accomplished in spite of the many technical problems. This paper then is prepared with the operator and maintenance people?s viewpoint. What is their definition of design for maintenance? It is the writer's interpretation that the various design concepts which mean improved maintenance are such items as (I) maintenance areas, (2) laydown space for maintenance materials in specific maintenance jobs, (3) the inclusion of bridge cranes in the plant and specific design of the craneways to accomplish flexibilities for the cranes, and (4) the location of the piece of equipment to allow maintenance people to work around the equipment - - - this specifically includes the orientation of the particular piece of equipment.

Manganese silver ores are well known to be refractory towards cyanidation. Various processes have been suggested for improving the amenability of these ores. A sulfurous acid pre-leach is one such process. This paper traces the development and implementation of the sulfurous acid pre-leach process for the retreatment of manganese silver tailings at Tonopah, Nevada. An account of the test work program is presented, followed by a description of the operating plant and specimen metallurgical performance. The paper also summarizes the history of the Tonopah tailings, their mineralogy and makes reference to previous application of the sulfurous acid pre-leach process.

"The performance of column flotation is strongly influenced by the effectiveness of the gas sparging system. Unfortunately, field studies suggest that gas injector systems used for column sparging are not always optimized. This unfavorable condition can create a number of issues within the concentrator including lower recoveries, poorer metallurgical upgrading, decreased capacities, increased circulating loads, higher reagent consumption and inefficient energy usage. To help overcome these problems, techniques have been developed that can be adopted by plant operators to improve sparger performance. These techniques include (i) design modifications to sparger components such as nozzles, distributors and internal parts and (ii) operational improvements such as proper balancing of gas/water flows, elimination of unnecessary pressure drops, and staged injection of frothing agents. This article reviews the important criteria that govern sparger operation and provides data showing how simple low-cost improvements can positively impact column performance. INTRODUCTION Column flotation cells have become the most popular machine design for industrial applications that require high purity concentrates. The superior metallurgical performance of column cells can be largely attributed to their unique geometry, which readily accommodates the use of froth washing systems. The wash water minimizes the nonselective entrainment of ultrafine gangue minerals that would otherwise be hydraulically carried in the water reporting to the froth concentrate. The larger height-to-diameter ratio of columns allows a deep froth to be maintained, which is essential to achieve even water distribution. Due to these unique features, column cells can provide impressive levels of metallurgical performance closely approaching the ultimate separation curve predicted using the flotation release analysis method (Kohmuench et al., 2007). Another very important feature of column cells is the design of the gas sparging system. One popular choice in the minerals processing industry is the Eriez SlamJet® sparger. As shown in Figure 1, this type of sparger operates by passing compressed gas through a small discharge nozzle. Fluid turbulence created by the exiting gas disperses and distributes small bubbles into the flotation pulp. The sparger is equipped with an internal moveable rod that is attached to a pressure diaphragm in the back housing of the sparger. The internal rod automatically moves back/forward and opens/closes the nozzle outlet when the compressed gas is switched on/off. This patented design effectively eliminates the accidental backflow of flotation pulp into the injection tube during shutdowns. The sparger can be operated as a gas-only injector or with the introduction of a small amount of high-pressure sparger water (Kohmuench et al., 2010)."

Ladies and Gentlemen: Never in the history of our mining industry has the emphasis on public relations been accelerated as much as it has in the last few years. Knowing of your keen interest in this subject I consider it a great privilege that your program committee has asked me here to discuss the crushed stone segment of our industry approach to this important part of our daily business lives. As you are aware, crushed stone operations are present in almost every segment of the country wherever aggregates for construction projects are required. The tonnage of crushed stone produced is second only to sand and gravel - another source of aggregates - and this together with sand and gravel amounts to over half of the tonnage of all mined products in the United States. What is unique about this industry that will be of interest to all of you in analyzing how they have approached Public Relations? The fact that it is so wide-spread is of course obvious, but perhaps a more significant nature of this segment of the mining industry that has brought it more in the limelight of public interest and on a larger scale is the location of a large part of the quarries quite close into the urban area and population centers where you have the greatest demand for aggregate products.

"In today’s tough mining environment, the key difference between surviving and thriving is how effectively miners optimize their mining operations. This paper explores the compounding effects material fragmentation has on mining costs and productivity. Starting with Drilling & Blasting and moving through Loading, Hauling and Crushing, we will illustrate the opportunities to improve operating costs and thus reduce the Total Cost of Ownership (TCO) of the total mining system. Material size and volume requirements are defined by the needs of the mill or plant, and drive the rest of the mining operation from the bench through the primary crusher. At the start of the cycle, where the rock mass is drilled and blasted, the degree of fragmentation and the muck pile configuration is determined, as are the effects on cost and productivity of all subsequent operations. The cost of managing oversize material, including secondary handling, overloading, reduced diggability, higher load factors, extra pass loading, increased wear factors and reduced throughput rates are all opportunities for improvement. INTRODUCTION Having visited many mine sites, customers are asking about the end to end mining value stream from loading to the crusher and how to measure the cumulative effects on each part of the mining value chain. All too often improvements with the drilling and blasting may impact fragmentation but do not improve the diggability so the net change on cycle times or fill ratios is perceived to be negative at the point of loading but they may have a measured improvement going through the primary crusher. This makes it imperative to measure performance at each segment of the overall cycle and not just to the crusher but thru it. The mine material process originates with solid rock, in-situ, and progresses to the output of the primary crusher. Once the material has passed the primary crusher the fragmentation size will be fairly consistent and promote consistent throughput of the plant or mill. In late 2015 a team was conducting a reassessment visit to a mining site where we had conducted the original assessment the previous year. Though many recommendations had been implemented some had been so recent they had not resulted in the expected improvements. Several of our discussions kept returning to the impact fragmentation has to both the individual components of the mining cycle but also the effects compounded throughout the end to end process. Let’s move on to the big picture before we zoom in on any specific operation. To get from native solid rock in the ground to a concentrate or a saleable rock product we have the same steps from one end of the chain to the other. We start with a good geological understanding of the rock type, characteristics and structure to design a program to drill and blast the rock. The height of the bench is relevant to the annual production requirements and the specific digging equipment models best sized to make that production possible. The equipment selection influences the bench height which has a minimum and maximum hole diameter to maintain a safe blasting operation. The diameter of hole burden and spacing all contribute to a good distribution of explosives in the rock mass that maximize the fragmentation and preconditioning of the rock when blasted. The timing and sequencing of hole initiation will yield a fragmentation ratio and diggability factor. Fragmentation size adjustments will change the meters drilled per cube and the explosives consumption will change accordingly. Drill cost is measured by meter drilled so a direct relationship exists between cost and fragmentation sized achieved."

Despite the significant role of coal in the economic progress of nations, the occupational and health risks associated with its mining pose a major concern for industry stakeholders. The occurrence of roof collapses in coal mines remains a critical factor leading to substantial loss of life and financial damages for miners. Therefore, accurately predicting the roof fall rate (RFR) holds paramount importance. However, the uncertainty surrounding rock parameters in mines hinders the application of conventional methods to assess roof collapse rates in coal mines. To tackle the challenges associated with predicting roof fall rates in underground coal mines, this study proposes a novel solution by leveraging the Rock Engineering System (RES) method. The investigation is grounded in a dataset comprising 109 data points, encompassing crucial input parameters like depth of cover (DOF), primary roof support (PRSUP), intersection diagonal span (IS), mining height (MH), and coal mine roof rating (CMRR). In the model construction phase, 80% of the data (87 points) were utilized to build the RES model. A critical aspect of this study involves the evaluation of the RES model’s performance against alternative regression techniques, namely linear, power, exponential, polynomial, and logarithmic regression. This comparison was executed using the remaining 24 data points (20% of the dataset) for rigorous evaluation. Employing key statistical metrics such as mean square error (MSE), root mean square error (RMSE), and squared correlation coefficient (R2), the study systematically demonstrated the superior accuracy of the RES-based method compared to other approaches. In conclusion, the outcomes strongly support the efficacy of the RES method in predicting roof fall rates, not only in the specific case studied but also indicating promise for its application in other underground coal projects. This underscores the potential of the RES method as a reliable and versatile tool for forecasting roof fall rates in the complex and critical context of underground coal mining.

With over 260 tons of gold reserves, the Shuiyindong gold mine is one of the largest Carlin-type gold deposits in China. A particular challenge in the processing of the ore is the presence of carbonaceous compounds, which can cause substantial losses in recoveries via the preg-robbing and adsorption of gold. To investigate the structural properties of the native carbon and to compare between different characterization techniques for such compounds, pre- and post-flotation mineral samples containing 0.9–4.8% non-carbonate carbon from the Shuiyindong mine have been examined via mineralogical and thermogravimetric approaches, as well as spectroscopic techniques, including X-ray photoelectron spectroscopy (XPS), near-edge X-ray absorption fine edge structure spectroscopy (NEXAFS), solid-state 13C nuclear magnetic resonance (NMR) spectroscopy, diffuse reflectance infrared Fourier transform (DRIFT) spectroscopy, Raman spectroscopy and preg-robbing measurements. NEXAFS and DRIFT yielded the most reliable results, indicating that 60–75% of the organic carbon in all samples consist of aliphatic alkenes with substantial unsaturated content, highly similar to activated carbon, with the remainder being graphitic and humic. Speciation by XPS was sub-optimal due to spectral overlaps between graphitic and aliphatic carbon, and between carboxylic and carbonate functionalities, while NMR spectroscopy could not provide reliable speciation of the carbon groups. "INTRODUCTION While the United States coal mining uses prescriptive regulation under the Title 30 Code of Federal Regulation enforced by the Mine Safety and Health Administration (MSHA), Australia uses a risk based approach. Australian regulation is individual to each state. In Queensland, Australia this risk based approach to address principal hazards is underwritten by the Queensland Coal Mining Safety and Health Act of 1999 and the Coal Mining Safety and Health Regulation of 2001. Each Queensland Mine is required to have an overarching Health Safety and Environment Management System, of which Safety Management Plans are an element. “Safety Management plans (SMP’s) are intended to formalise the process by which mines address principal hazards and other related matters to ensure the safety of mine personnel.”7 THE QUEENSLAND CONTEXT In Queensland, the basic elements of a coal mine’s safety and health management system must provide for risk identification and assessment, hazard analysis, hazard management and control, and the reporting and recording of relevant safety and health information and data.5 (Part 2 Division 1 Section 6(a-d)) The initial guidance for writing Safety Management Plans comes from the Approved Standard for Mine Safety Management Plans and Guidance Note QGN09- Reviewing the Effectiveness of Safety and Health Management Systems. The Guidance Note and Approved Standard are supplemental to the Act and Regulation, and put in place to provide more clarity around the topic. The definitions in this section come from the Approved Standard and are included to provide context for those who may not be familiar with Australian or Queensland law and regulation. A hazard is defined as a source of potential harm or a situation with a potential to cause loss, while a principal hazard is a hazard with a potential to cause multiple fatalities. A risk is the chance of something happening that will have an impact upon objectives which is measured in terms of consequences and likelihoods. It is important to be able to make the distinction between a hazard and a risk. For instance, a lion is a hazard, while the risk associated with a lion is getting eaten. As defined by the Queensland Approved Standard for Mine Safety Management Plans, a Safety Management Plan (SMP) requires a systematic definition of all the actions necessary to ensure that mining operations are carried out safely. A SMP includes, but is not limited to organisational structures, planning, activities, responsibilities, practices, risk identification, audits and reviews.7 The goal of a SMP management plans is to mitigate the risks to bring them to an As Low As Reasonably Achievable (ALARA) level."
