It seems appropriate here to open with a quotation from the great pre-Confucian philosopher Lao-tze: "The softest thing in the world dashes against and overcomes the hardest. There is nothing in the world softer or weaker than water, and yet for attacking things that are firm and strong there is nothing that can take precedence of it." I am happy to report that our system of mining has worked out, with minor modifications, as well or better than was predicted. This, in a period of rising labor and material costs, has been most gratifying. Gilsonite is a solid hydrocarbon which occurs in vertical fissures cutting the sandstone and shale beds of the Uintah formation in south¬eastern Utah. It is found in other parts of the world under similar occurrence but nowhere else is it now being mined commercially. The Gilsonite veins on entering the shale members of the Green¬river formation break into small veinlets separated by shale, These veinlets are not now economical to mine.

Current developments in using lime and limestone slurries to remove sulfur oxide gases from the stacks of coal- and oil-burning furnaces have established an important need for treatment systems which include adequate disposal of resulting waste materials. The paper briefly outlines the classes of scrubbers which are using lime and limestone and describes the characteristics of the by-product material being produced. Some discussion is also included relating to methods of disposal of the scrubber underflow. Since coal-burning plants also produce fly ash as a waste material, one system developed by the author's company combines this material with the sulfur oxide by-products. The mixture is processed in a manner which converts the waste products into usable materials with acceptable structural and environmental properties. Recent interest in protection of ground waters from heavy-metal leachates has made the fly ash-sulfur oxide system an acceptable means of disposal, because the conversion products have very low permeability and adequately encapsulate soluble salts within the hardened mass. Although only limited information is available on the types and chemical requirements of limestone used in these processes, a few guidelines are presented to indicate the range of materials that can be used with good results.

The .Florida land-pebble mining industry of central Florida was examined to identify trends in land use; conflicts in land use; and the effect of the conflicts on mineral resources. Many conflicts exist in the study area, such as conflicts with other users of land resources and land surface; conflicts with high revenue land users; conflicts for land surface in urban and suburban areas; and conflicting restrictions concerning utilization. Projections are made showing that lands in phosphate company ownership are expected to be made available to help meet the need for future urban expansion in the study area. Some phosphate resources have been lost due to land use conflicts, however, most of the resource loss has been small. Land use conflicts and phosphate mining are reconcilable and considerable progress toward their maximum and multiple use of land and mineral resources can be resolved through farsighted planning based on factual data.

The expansion of gold production in Nevada's Carlin Trend over the last few years has been staggering. To increase gold production while minimizing capital requirements and providing for the safe and efficient mining and processing of ores has required a tremendous effort by the mine engineering group at Newmont Gold. Organizational changes were implemented by the company to effectively deal with a full range of engineering problems. Specially developed computer software and its applications will be explained in this article as well as improvements in the techniques used in converting geologic resources into reserves. Scheduling procedures for the mining of multiple pits to feed multiple processing facilities will likewise be presented. Ore control procedures and current mine engineering practices are discussed. Growth at Newmont Gold Expansion of production levels at Newmont Gold Co. was brought about primarily by the economic incentive to exploit increased reserves. From 1987 to 1989, mined production increased by 260%, gold production by 238%, and manpower by 166% (Table 1). These increases came quickly and demanded

A two-step approach has been developed for surface mine short term planning by the authors. The first step is mid term control and planning by the use of Goal Programming. This step gives optimal results for mid term planning (i. e. yearly or quarterly mine plan) as well as a macro control for short term planning (i. e. monthly or weekly plan.) The second step of the approach deals with short term production scheduling by the application of CAD technique and Systems Simulation. An interactive color character graphic design system has been developed with a software package. The menu-driven and module- structured package provides sufficient functions for surface mine short term planning and makes the model very flexible and user-friendly. This model has been applied to a large surface coal mine for short term planning optimization. Satisfactory results have been obtained. It is concluded that for complicated mining conditions this two-step combined approach gives an optimal control of mid term planning, makes the short term planning easier to avoid blindness; it has been proven that the Goal Programming is a powerful tool for solving multi-objective decision-making problems; guided by GP mid term planning, the CAD technique and simulation software package for short term planning are able to be concentrated on their practicality and flexibility.

Introduction Coal has always been China's predominant energy resource. The country ranks among the three richest countries in coal reserves in the world, next to the US and the Soviet Union. According to China's Ministry of Coal Industry (MCI), coal accounted for about 72% of the total national energy consumption. Despite efforts to increase the output of oil and hydropower, coal is predicted to remain dominant on the energy scene by increasing its share to 77% by the turn of the century. To match the rapid growth in the agricultural and industrial sectors, MCI has targeted the coal industry to double coal output from 600 Mt/a (660 million stpy) in 1981 to 1.2 Gt/a (1.3 billion stpy) by the year 2000. How is this goal to be achieved? According to MCI, it will be accomplished by: • building new underground and surface mines with a total output of 400 Mt/a (440 million stpy); • increasing the output of existing state-controlled mines from the present 344 Mt/a (368 million stpy) to 400 Mt/a (440 million stpy); and • developing and increasing the output of small, local mines run by province, county, and production brigade from the present 276 Mt/a (304 million stpy) to 400 Mt/a (440 million stpy). Building new underground and surface mines New underground coal mines will be developed in areas where the coal industry has already made headway and infrastructures currently exist. This is to optimize hardpressed capital spending on investment. Ten existing coal production bases were selected in nine different provinces that met these requirements. The underground mines scheduled to be constructed in stages at he existing coal production bases will have a total output of 200 Mt/a (220 million stpy) by the end of the century. Regarding surface mines, four mines in the Inner Mongolia Autonomous Region and one in Shanxi province have been earmarked for construction during the same period. By the year 2000, these surface mines are expected to produce 200 Mt/a (220 million stpy). Foreign equipment, machinery, and surface mine stripping technology were all involved in different degrees in the development of the five new surface mines. Some have signed joint venture agreements. Occidental Petroleum Corp. is in a joint venture with China in developing Ping-shou's 15 Mt/a (16.5 million stpy) Antaibao No. 1 open-pit. The Shentou power station, situated nearby, is anticipated to consume 3.2 Mt/a (3.5 million stpy) of the coal it produces. Some is designated for export. Increasing output There are 554 state-controlled mines that have been in operation since before 1980. They produce 344 Mt/a (379 million stpy). To increase capacity, MCI has laid out some guidelines. • Coal prospecting near existing mines must be given top priority and intensified so that workable reserves can be increased. This would lengthen the mines' useful life. • Many mines and slopes that were constructed during the 1950s are very small and densely populated. These small mines and slopes are generally very short along the strike. As a result, coal faces and levels require frequent

Canada still remains today a strong resource nation with a huge geological potential. Canada ranks among the top five leading countries in the production of 15 major minerals. Acid mine drainage (AMD) is a serious environmental problem that preoccupies the Canadian Mining Industry. Considerable amounts of money are spent every year in an effort to prevent or reduce the acid mine drainage production. It is estimated that across Canada there are a few thousand abandoned mine sites as a result of the last fifty years of mining. Most of these sites are acid producing presenting a serious threat to the environment. It has been estimated that the cost of stabilizing and reclaiming these sites across Canada will be over $5 billion over the next twenty years. Current practices for decommissioning acid producing sites are water covers (flooding), dry covers, revegetation and treatment of the acid effluents. This paper presents the technical and legal issues of mine closure and reclamation in Canada. The methods used in the revegetation of acid producing mine sites is also presented This paper also reviews the financial guarantee requirements for mine closure by the provincial legislations in Canada. A case study of stabilizing and reclaiming a sulphide tailings area in the Sudbury region is presented. It illustrates the challenges facing the Canadian Government and the mining companies in restoring and revegetating the closed and abandoned mine sites across Canada.

The Steeple Rock district in New Mexico is a major epithermal gold-silver district that exhibits district zoning. Five types of ore deposits occur within the district: •base-metal veins (with gold and silver) form the center of the district and occur along the Carlisle fault, •gold-silver veins along northwest-trending faults and outward from the base-metal veins, •copper-silver veins along the margins of the district, •fluorite veins along the margins of the district, and •manganese veins along the margins of the district. Areas of older acid-sulfate alteration occur throughout the district and also exhibit the following zoning: massive silica/chert zone (inner), silicified zone and clay zone (outer). This alteration overlies regional alkali-chloride (propylitic to argillic to sericitic) alteration. Synthesis of available data suggests the acid-sulfate alteration is related to a shallow, but older, epithermal hot-springs system. Subsequently, younger epithermal veins formed along faults.

As in many other areas of the Mexican economy, the legal rules applicable to mining in Mexico have been changing fast. Mexico's mining sector is opening up to levels of international participation that were unforeseeable just a few years ago. Over the last several years, Mexico has made dramatic changes in its trade and investment policies. Many of these changes have their roots in the administrations of Miguel de la Madrid and perhaps even Jose Lopez Portillo. However, the current administration of President Carlos Salinas must be given credit for articulating, advancing, promulgating and implementing these changes. Just a few short years ago, few people believed Mexico would repeal so many of its restrictions on foreign investment and lower its average tariff level from something around 100% to less than 10%, where it is today. NAFTA and mining The North American Free Trade Agreement (NAFTA) is the most comprehensive international expression of Mexico's new policies. Except perhaps for the agreements establishing the European Union, NAFTA is the most detailed trade agreement ever written, consisting of about 2000 pages. The provisions of NAFTA with the greatest relevance to the mining industry include the chapters on investment and government procurement. Many mining companies may also find the temporary work provisions relevant. Finally, no discussion of NAFTA and the mining industry would be complete without some mention of the North American Agreement on Environmental Cooperation, the so-called Environmental Side Agreement.

Improvements in cost efficiency, noise control, environmental design and ergonomics ? the mining and construction industries are facing demands on many fronts. The international manufacturers of construction machinery are responding to these challenges, and they will be presenting their innovations in all these fields at bauma 2013. bauma, the international trade fair for mining and construction machinery, mining vehicles, and building material machines, takes place from April 15 to 21, 2013 at the Messe Munchen exhibition center in Munich, Germany. The last bauma, in 2010, attracted 3,256 exhibitors from 53 countries, and more than 420,000 visitors from more than 200 nations. Covering a total of 555,000 m2 (5.97 million sq ft) of exhibition space, bauma is one of the largest trade shows in the world. This year?s fair is expected to surpass the 2010 figures. Here are some examples of the new developments visitors can expect to see at the show.

A procedure is presented for ranking hazardous waste sites for remedial decisions, and an example with application to mining waste sites is discussed. Typical contaminant concentrations are calculated from field data. Exposure indices that compare these measured concentrations with allowable limits are then computed. The limits are selected to protect both the health of humans (for both carcinogen and noncarcinogen effects) and the health of key organisms in the ecological food web. The additive exposure index for a site, defined as the sum of all contaminant-specific exposure indices, is then used in ranking the sites and assigning each a priority for remedial action. One key source of uncertainty in the process is the estimation of a typical site concentration from data that include values reported as "below certified reporting limit" (BCRL). This uncertainty is compounded in the additive exposure index and therefore may have a substantial effect on the assignment of remediation priority. A general approach is presented for incorporating consideration of BCRL data into uncertainty evaluation when assigning remediation priority designators to hazardous waste sites.

INTRODUCTION The measurement of the total activity of radon daughters in the air of mines has become a routine procedure in order to control the radiation exposure in miners due to the inhalation of these radionuclides. Normally the measured concentration is given in terms of total potential L-energy of the short lived radon daughters. The unit most frequently used is 1 WL (working level), which is defined as the potential a-energy of 1.3.105 MeV per 1 of air. The a-dose to the respiratory tract is, however, not proportional to the inhaled potential a-energy. In addition, the degree of equilibrium between the daughter products in air and the fraction of daughter products not attached to aerosol particles (the unattached fraction) must be known. Theoretical calculations of the equilibrium between daughters and the unattached fraction have been presented by different authors (Jacobi, 1972; Porstendörfer et al, 1978). Such calculations must take into account the plateout of daughters on surfaces, the attachment of daughters to aerosols and removal of daughters by the ventilation. The situation in mines will however be very complex and no single model will cover all situations. In most cases the radon and radon daughter concentrations will be described by a combination of different models. Domanski (1979) used the experimental results of Breslin et al. (1969) from uranium mines to relate the equilibrium between the individual daughters to the equilibrium factor, F. Once the equilibrium factor is known, this seems to be a useful approach to assess the individual daughter concentrations. The concentrations of radon and daughter products may vary considerably during the day. Seasonal variations are also frequently found. It is therefore important to have knowledge of the magnitude of these variations and of the factors having the strongest influence upon the concentrations. The unattached fraction of radon daughters in uranium mines was investigated by George and Hinchliffe (1972) and Raghavayya and Jones (1974). Mercer (1975) later modified the results of Raghavayya and Jones. Both these investigations indicated that the aerosol particle concentrations was the main influencing factor upon the unattached fraction. In this paper we will summarize the main results of a study on the radiological characterics of nonuranium mines. We will also discuss the correlations between the unattached fraction of the potential a-energy and the unattached fraction of the individual daughters, and between the equilibrium factor F, and the individual daughter ratios. More detailed discussions of this study will be published elsewhere (Stranden and Berteig, 1981 and Stranden and Berteig 1981 a). MATERIAL AND METHODS During 4 two-weeks periods corresponding to the seasons in the Norwegian mine where the highest radon daughter concentrations occure, the parameters listed in table 1 were studied. RESULTS Correlation between equilibrium factor and individual daughter ratios. The mean value of the equilibrium factor in all Norwegian mines measured during the last ten years was 0.46 with a minimum of 0.08 and maximum of 0.93 (Stranden and Berteig, 1981). The correlations between the equilibrium factor F, and the individual radon daughter/radon ratios were studied and the results indicated high correlations. In table 2, these correlation formulae are listed together with the correlation coefficients. Dewatering wells producing iron-rich water experience rapid declines in yield and drawdown due to the formation of ferric (Fe +) hydroxide deposits in well screen, pump intake and riser pipe. Precipitation is caused by a combination of dewatering-promoted iron oxidation and iron-oxidizing bacteria. Physical and chemical well rehabilitation techniques, as well as alternative well construction and well development techniques designed to minimize well clogging, were evaluated in this study. The addition of acid downhole feed systems to dewatering wells prone to iron encrustation can, in some cases, prolong their operational lives up to 500 percent that of unacidified wells.

INTRODUCTION The components of the radiological hazard in uranium mines are: 1. exposure to radon and its short-lived daughters 2. exposure to long-lived ore dust 3. external irradiation With usual ventilation rates, the dosimetry relative to the first component only requires to know each miner&apos;s exposure to a potential energy of short-lived radon daughters, (EXP[a]). Presently in France, (EXP [a]) is determined monthly from radon concentration measurements. This is an indirect method based on ambient monitoring. After technical improvements achieved during the last years it is now possible to measure (EXP [a] directly with an individual portable monitor developed by the CEA. The purpose of this study is to analyze and compare monitoring results obtained by these methods. DETERMINATION OF INDIVIDUAL MONTHLY EXPOSURES TO[ a] POTENTIAL ENERGY OF SHORT-LIVED RADON DAUGHTERS [(EXP a) amb, by ambient monitoring] In this case, it is necessary to know individual monthly exposures to radon, (EXP Rn). As mentioned by Pradel, J.,et al., 1976, (EXP Rn) is estimated for each worker from informations both on radon concentrations (CRn) measured as described by Pradel, J., 1962 and times (t) elapsed in the various workplaces. (EXP Rn) is obtained by summing up the elementary radon exposures CRn x t relative to all the workplaces where the miner was successively engaged during the month. (EXP Rn) values are then corrected by an average equilibrium factor of 0.17 deduced from many measurements and taken as representative for all the French mines. Finally: [ ] (EXP [a])ind are obtained directly with an individual portable instrument described by Chapuis, A.M., et al., 1972. Samples of the air breathed by the miners are pumped continuously and radioactive aerosols containing the short-lived radon daughters are trapped on a filter. The principle of the measurement lies on track-etch detection of the a particles emitted by the deposited material. The technical aspects have been described by Duport, P., et al., 1980a, Mouden, A., et al., 1980 and Chapuis, A.M., 1980. As mentioned by Duport, P., et al., 1980, fiability is good. Indications on measurement reproducibility are given by Pradel, J., et al., 1977. PRESENTATION OF THE STUDY The underground miner population of a French mine was followed during a period of 8 months (October 1978 - May 1979). Monthly exposure values for each miner determined either by ambient or individual monitoring, (EXP [a])amb or (EXP[ a])ind, had been previously collected by Le Gac, J., 1980, who had also defined miner categories according to the characteristics of the work performed. Four groups are considered here, the "whole mine" and three categories as described in table 1. Data on the individual monthly exposures,(EXP [a])ind and (EXP [a])amb, were taken again to analyze the individual cumulative exposures instead of the "month by month" values. The influence of the mean habits of each individual on its surveillance results is thus taken into account. Each miner has a cumulative exposure as an individual of the "whole mine" and as an individual of each category in which he has worked. The results obtained by ambient or individual monitoring were analyzed (characteristics and adjustements of the distributions) and then compared (description of the discrepancies observed). Obviously, such a study is possible only if all the exposures are cumulated on a same duration. As miners have not worked during the same number of months in the course of the data collecting period, one must considerer the individual average monthly exposures, [(EXP a)]amb and[ (EXP a)]ind, instead of the individual cumulative exposures, which is typically the same thing. To be sure that the exposure values of a given group (A, B, C or D) are representative, only those miners really present for at least 3 months in this group were taken into account. Finally, each individual of the "whole mine" and of the various work categories has a pair of average monthly exposure values : [(EXP a)amb] determined by ambient monitoring and[ (EXP a)ind] deduced from the track-etch recording of the individual portable monitor. 1. INTRODUCTION The Tunnel Cost Model (TCM) is a computer based model whose objective is to quantify the risks of hard rock tunneling in terms of cost and time to completion. The main feature of the TCM is the simulation of the tunnel construction. The simulation makes it possible to incorporate in the time and cost computations the effect of uncertainties in geologic conditions and in productivity rates and costs. The cost and time computed with the TCM will be in form of distributions that allow a quantitative risk assessment. The TCM will be useful as an estimating tool permitting the estimator to rigorously relate uncertainties of individual factors to the end result. The TCM will also make it possible to evaluate technological innovations and to identify problem areas in existing technologies. The TCM consists of three interacting submodels: the geologic submodel, the construction operations submodel and the tunnel simulator. The goal of this paper is to describe the geologic submodel, whereas the construction operations submodel and the tunnel simulator will be described in the following paper by Moavenzadeh et al. First it will be shown how interactions between the geologic submodel and other parts of the TCM will impose certain requirements on the geologic submodel. These requirements, which relate primarily to the description of geologic conditions by a set of problem-oriented parameters and the quantification of uncertainty associated with geologic conditions, will then be discussed. U.S. feldspar output sold or used in 2005 was an estimated 760 kt (838,000 st), valued at $44 million free-on-board plant. This was below the 2004 volume and was the second year of decline in a row. Output included flotation concentrates, feldspar content in feldspar-silica mixtures, potash feldspar and aplite. The strong housing market in the United States maintained demand for ceramic tiles, plumbing fixtures and fiberglass insulation requiring feldspar. Shipments of glass containers were about the same as in 2004. Imports of ceramic tiles and plumbing fixtures continued to increase, taking the place of U.S.-produced goods and the feldspar required to make them. For 2005, 80 percent of the ceramic tiles sold and 50 percent of the plumbing fixtures sold in the United States were imported. Since 2000, manufacturing plant closures in the plumbing fixtures industry have reduced the demand for feldspar and feldspar-silica mixtures by 100 kt (110,000 st). Increased demand from the ceramic tile industry has partially offset the lost volume.

Like Russia and Ukraine, Kazakhstan is one of a few former Soviet republics well-endowed in mineral and energy resources (Fig. 1). Kazakhstan is the second largest newly independent Commonwealth state. It possesses major fuel and power centers, including 20 electric power facilities that operate on the more than 300 kt (330,000 st) of coal extracted daily. These power stations supply Central Asia, the Urals and Western Siberia with much needed electricity. Kazakhstan plays a critical role in Central Asia as it serves as both the regions&apos; economic and political hubs. While Kazakhstan already contains a robust and diversified minerals industry, the government is actively pursuing foreign investment to boost production capacity and improve efficiencies in operations. A primary objective of the Kazak government is the expansion of metal processing facilities to improve the country&apos;s long-term export potential. Since 1991, international mining companies have found the investment climate of Kazakhstan relatively favorable. This is due to tremendous efforts by government officials to create sufficient investment legislation and a national minerals policy, while eliminating bureaucratic bottlenecks common to most other former Soviet republics.

Over the past several years, Svedala has developed a continuous charge monitor (CCM) for tumbling mills. It consists of a strain gauge embedded into a rubber lifter and associated electronics. This paper describes the results of a research program to evaluate the technical and economical merits of such a device on a SAG mill. The evaluation includes validation through discrete element modelling and comparison to measured static volumetric load. Inclusion of the measurement into a control strategy and its potential for condition monitoring is discussed.

A kinetic model for batch leaching of various metals with different lixiviants has been developed. Overall material balances for reactants and products at the solid/liquid interface were formulated with various types of heterogeneous reactions in place at the interface. The solutions to these mass balances have been identified analytically as well as numerically using a Runge-Kutta method. Applications of these numerical solutions to various leaching systems using the rotating disc or powders have been discussed. Examples of the metal dissolution systems considered in this study include cobalt, nickel, copper and gold in acid, cyanide or ammoniacal solutions.
