The Spar Lake deposit is located in northwestern Montana, approximately 27 km (17 miles) south of Troy, MT, under Mt. Vernon. The deposit is a stratiform, stratabound copper-silver deposit occurring in the Revett Formation of the Proterozoic Belt Supergroup. Distribution of known sandstone-type deposits in the Revett Formation is shown in Fig. 1.

The Powder River Basin (PRB) of northeastern Wyoming and south-central Montana is the largest strippable reserve of compliant coal (0.6 or less lb of sulfur per million Btu) in the United States. In mining parlance, it is the Mother Lode! Wyoming’s portion of the Basin provides one fifth of the coal produced in the United States annually, and the state has been the nation’s top coal producer for the past six years. Based on 1993 production statistics and estimated strippable compliance coal reserves, Wyoming may remain the nation’s top producer for the next 76 plus years. Past articles on the PRB have focused mainly on production. After living and working in the Basin for the past five years, I have developed an appreciation for the area and its major industry that transcends size and production data. In the fall of 1993, MINING ENGINEERING’s publisher and I decided to present a series of articles that would cover many other aspects of the Basin. Ten topics were outlined, and specific individuals, selected for their knowledge and experience, were asked to contribute articles about their specialties. Although Montana has four large mines producing coal from the PRB, this series of articles will concentrate on the Wyoming portion of the Basin.

Squeezing ground conditions in hard-rock tunneling are associated with fault zones containing brecciated rock and gouge. Gouge is a stiff clay-like soil that exhibits a propensity to creep. The ground loads applied to tunnel supports in squeezing ground are known to be significantly time dependent. Accordingly, an experimental and analytical study is presented that deals with soil creep and its application to the prediction of tunnel support requirements in squeezing ground conditions. Relatively undisturbed samples of fault gouge obtained from Straight Creek tunnel in Colorado and Pacheco tunnel in California are classified as very stiff to hard clays of low plasticity. Constant-load undrained triaxial compression tests are performed on these materials. A simple, three-parameter creep equation is developed that adequately describes the observed deformation of fault gouge with respect to applied stress and time. The equation is shown to fit existing creep data of various soil types. The creep equation is used to modify an existing continuum-mechanics solution to the time-dependent behavior of unlined and lined cylindrical openings in a creepsensitive medium under a hydrostatic state of stress. Assuming properties for the medium that are representative of the fault gouge materials tested, parameter studies are performed for unsupported and supported tunnels in squeezing ground. The analyses permit estimates to be made of the steel set supports required for tunnels at different depths in various squeezing ground conditions.

Gold in many ores occurs in sulphides, which, if the gold is finely disseminated, renders the ore refractory and therefore not amenable to the simple process of milling and cyanidation. Traditional methods of treatment of these refractory ores is to produce a sulphidic flotation concentrate which is roasted to form a porous calcine from which the gold is recovered by cyanidation. The roasting process imposes a constraint of a minimum sulphur grade of the concentrate on the flotation plant, which may lead to a lower gold recovery being achieved in the flotation section. Thermal decomposition of the concentrate by roasting means that the sulphur contained therein has to be treated and disposed of in an environmentally acceptable manner; and, if arsenopyrite is present in the concentrate the environ- mental aspects will be worsened. It has long been recognized that finer milling of gold-bearing materials improves the liberation of gold, especially when the gold particles are very fine. After extensive laboratory and pilot plant investigations (Liddell, Patents), a suitable mill has been developed for the mining industry by Metprotech, which is capable of producing very fine grinds (down to 90 percent passing one m if necessary). In the course of the investigations it has been found that a large number of gold-bearing materials are amenable to fine milling. A specific advantage that fine milling of sulphidic materials has over oxidative processes such as roasting and bacterial leaching is that the sulphides are not decomposed and there is therefore not a sulphur disposal problem. Furthermore, the milled sulphides can become a future sulphur feed source, and can be reclaimed if necessary. The International Finance Corporation (IFC), the private investment arm of the World Bank Group (WBG), requires all IFC-financed projects to comply with its environmental and social policies and guidelines. IFC's review process involves an environmental and social assessment and the implementation of an Environmental Action Plan (EAP) that will set forth the necessary actions to bring the operation into compliance. This paper provides an overview of the environmental and social policies and guidelines that apply to mining projects and examines how WBG/IFC policies and guidelines are applied to mining projects in developing countries. In addition, it includes a review of the increased emphasis IFC is giving to social issues over the past several years based on the existing WBG policies. IFC’s process for the environmental and social review of proposed investments is briefly discussed. The paper focuses on how IFC emphasis has shifted from the traditional environmental and impact mitigation analyses of a few years ago to the integrated social and environmental awareness, action (EAP), and implementation programs (social plans) required today. Today, IFC's focus is to promote sustainable development by investing in projects that directly benefit local communities and the environment. Examples of these changes will be highlighted by a review of recent investments located in West Africa. The goalposts have not moved, but the rules of the game have become tougher.

Highly stressed rock in stopes continues to be a primary safety risk for miners in underground mines because it can result in failures of ground that lead to both injuries and death. Spokane Research Laboratory personnel investigated electromagnetic (EM) emissions in a deep under-ground mine in an effort to determine if these emissions could be used as indicators of impending catastrophic ground failure. Results suggest that (1) there is no increase in the number of EM emissions prior to recorded seismic activity, (2) some EM signals are generated during blasting, (3) interference from mine electrical sources mask seismic-generated EM signals, (4) EM emissions do not give enough warning (compared to seismic monitoring) to permit miners to leave a stope, (5) the distance an EM signal can travel in the rock is between 17.7 and 39.6 m (58 and 130 ft), and (6) current data acquisition systems do not differentiate between EM signals generated from seismic activity and random mine electrical noise. These results preclude monitoring EM emissions as precursors of impending catastrophic ground failure.

Carbonaceous gold ores containing gold dispersed in sulfides are refractory to cyanidation because: (1 ) the carbonaceous materials adsorb gold during cyanidation; (2) a portion of the gold s so finely dispersed in the sulfide mineral lattice as to preclude contact with cyanide solution; and (3) a portion of the gold is chemically combined with carbonaceous material. Techniques which have been used to treat these ores are: (1) roasting or chemical oxidation to decompose sulfide and carbonaceous materials; (2) flotation to reject carbon; (3) the use of kerosene or other reagents to passivate the adsorptive carbon compounds; (4) carbon or resin in pulp; (5) flotation of a bulk concentrate which is treated by one of the above methods; and (6) the use of chelating agents which have a stronger affinity for gold than the activated carbon in the ore.

A bench-top centrifuge was used to study the consolidation behavior of phosphatic clays. A mathematical model (based on, first-order kinetics) was developed to describe the relationship between the void ratio (at any time) and the effective stress. The permeability of the sediment as a function of the void ratio is also described. The results of this analysis are then compared to data obtained by other consolidation testing methods. The centrifuge results indicate that consolidation data may be developed in a short period of time (hours) as compared to days or weeks when other techniques are used.

One of the core tenets of Sustainable Development is transparency and information sharing, i.e., government and corporate reporting. Governments report on issues within their sphere of responsibility to the degree that their constituents demand that they do so. Firms undertake reporting for two reasons: they are required to do so by law, and doing so makes good business sense. In recent years, stakeholders have come to see themselves as having a right to information about government actions and business operations that have the potential to affect their lives, health, community and environment. As a result, disparate groups, including industry associations, non-profit groups, academics, and individual firms, attempted to lay out what governments and firms should report. There are many types of sustainability reporting. In this paper we focus on three of them that both governments and firms utilize. We discuss the benefits of each. We argue that while the goal of complete and perfect data is not achievable or feasible, sustainability reporting of all three types is necessary to ensure that sound public and private decisions are made.

Proper analysis of washabiity data can lead to the development of a maximum yield coal preparation plant flow sheet. Simulations, as simple as spreadsheet mass and water balancing, are important in examining yield maximization and middlings liberation. Key to such attribute tracking flow sheet simulations is the distribution model, expressing the probability of a species reporting to the product stream. There are many such models in the literature. This paper examines a functional form that can represent or fit most of the proposed distribution functions.

In this study, various rib bolting scenarios were investigated to better understand the effectiveness of the support systems. A coal mass constitutive model is implemented to a distinct element method (DEM) code, and rib factor-of-safety (RibFOS) analyses were performed by applying strength reduction for the coal matrix and explicitly modeled face cleats. Ribs with various overburden depths and mining heights composed of solid banded bright coal were considered. Different scenarios such as rib bolt length and number of bolts were studied to quantify the effect of primary rib support density on rib stability. As a result of the unsupported coal rib analyses, a decaying exponential relationship is proposed between the mining height-overburden depth and the RibFOS. The developed coal rib models clearly show the coal-rib bolt interaction and illustrate how the addition of rib bolts restricts the movement of the coal rib. The results reveal that the strength-reduction method in DEM code with the coal-mass model can aid in the development of practical primary sup- port charts, which can help in the rib support design process.

In 1987, the Rock Springs, WY district office of the US Bureau of Land Management (BLM) began to develop an automated system to store, maintain and manipulate more than 14,000 drill hole logs contained in the district's office files for various solid leasable minerals. The development of this system was based predominantly on a trial-and-error basis, with many procedural changes incorporated over time. The current Automated Drill Hole Database and Analysis System will continue to evolve with new software developments and increased personal expertise in this field. The mission of the BLM's Branch of Solid Minerals is mandated by a series of federal laws. The most important are The Mineral Leasing Act, the Federal Land Policy and Management Act, the Federal Coal Lease Amendments Act and the Surface Mining Control and Reclamation Act. Several regulations, promulgated from these laws, dictate that BLM must perform certain tasks and functions as part of its specific duties. The regulations that apply to the BLM Solid Minerals program are codified at 43 Code of Federal Regulations (CFR) 3400 for coal, and at 43 CFR 3500 for non-energy solid leasable minerals, such as sodium, phosphate and potash. Specific functions required of the Branch of Solid Minerals necessitates the use of geologic and drill hole data analyses. These functions can be divided into pre-lease and post-lease. The Tower Mill has proven to be a grinding machine with a demonstrated application flexibility. Variations in applications have proven to be numerous. This mill was originally intended for fine grinding applications. Subsequent testwork and installations have demonstrated the mill can be utilized in place of ball mills as secondary mills. The following lists a few of the circuits tested: 1. Tower Mill secondary receiving feed from a primary SAG mill grinding stage. 2. "IntroductionTungsten carbide is a valuable material used in a variety of different applications, including the manufacturing of cutting tools, bearings and as a cost-efficient alternative to industrial diamonds. Both the high hardness value (Mohs 9) and scratch resistance of this material make it a valuable commodity for use in the mining industry.Usually, the production of tungsten carbide is a multistep process involving one or more of the following unit operations: hydrometallurgical digestion, solution purification, crystallization (as ammonium paratungstate), calcination, hydrogen reduction and carbon synthesis. The proposed three-step process eliminates three of these steps (crystallization, calcination and hydrogen reduction) by implementing a combination of hydro/pyrometallurgical techniques. These include alkaline pressure leaching, carbon adsorption and carburization roasting. By eliminating some of the intermediate processing steps, there is potential to reduce energy consumption and decrease overall operating costs.Methods and resultsInitially, alkaline pressure leaching with sodium carbonate (Na2CO3) was employed to selectively leach tungsten, as tungstate (WO4 2-), from an industrial Scheelite (CaWO4) flotation concentrate. Experimental variables included lixiviant (Na2CO3) concentration, temperature and residence time. Experimental constants, based on previous work, were percent solids at 13 wt% and agitation at 400 rpm (Queneau and Strathmore, 1969). Leaching results showed it was possible to extract 97% of the tungsten present. The most favorable conditions for leaching were determined: 2M Na2CO3, temperature of 180° C and a residence time of 30 minutes."

Bench cut-and-fill stopes with heights between 85 and 105 ft are being excavated in the lower levels of the B-NEATH Zone. Estimates of pillar strength and pillar loading indicated a high probability of pillar failure. Some changes in mining practice were made to minimize impacts of pillar failure and a rock mechanics instrumentation program was employed to monitor stability during mining of the first stopes. Limited pillar failure, in the form of destressing, was observed in the initial stopes; however, global stability during mining was good. Instrumentation data indicated that predictions of pillar strength and stress were quite close to field results.

"The East Side Access (ESA) CM005 Contract - Manhattan South Structures - consists of the installation of the waterproofing and final concrete lining for railroad tunnels, 3-Level Wye track turnout structures, segments of the Main Cavern Station, and a series of Ventilation Structures excavated beneath the existing Metro North Railroad (MNR) Grand Central Terminal. Several key team decisions made collectively by the Construction Manager (CM), Designer, and the Contractor has allowed the scheduled construction duration of 29 months to be maintained. These strategies include the use of alternate design and construction methods, including the use of pneumatically applied concrete lining and precast lining. This paper discusses these strategies, and illustrates how successful teamwork and cooperation during the execution of a large-scale construction project can lead to lowering costs, improving quality, and maintaining the overall project schedule. INTRODUCTION The East Side Access Project The Long Island Railroad (LIRR) currently transports commuters from Long Island into Manhattan, terminating at the already over congested Penn Station on the west side of Manhattan. Once completed, the ESA Project will provide LIRR commuters direct access to the east side of Manhattan underneath Grand Central Terminal. The ESA Project will help alleviate the congestion at Penn Station, which currently accommodate the NJ Transit, Amtrak, and LIRR lines; reduce travel time for LIRR passengers traveling to the east side of Manhattan and facilitate connections to the NYCT Subway System and Metro North Rail Road. The ESA Project includes building new tunnels and facilities under Manhattan and Queens. (See Figure 1).The Manhattan Alignment In the Manhattan segment of the ESA Project the excavation in hard rock of tunnels, cross passages, caverns and shafts has been completed by tunnel boring machines, drill and blast, and road header. The construction of the structural concrete final lining, interior structures and fit-out of the previously excavated caverns and tunnels are currently being performed under Contract CM005 Manhattan South Structures awarded to Michels Corporation and Contract CM006 Manhattan North Structures awarded to Frontier Kemper Constructors Inc. This paper focuses on the design and construction aspects of Contract CM005 which is the first ESA Contract in Manhattan to successfully construct concrete final linings in pre-existing excavated areas."

Various seam conditions had been examined during longwall production at RAG German hard coal mines. Based on the field data a prediction method was developed considering separation planes as influencing factors for roof falls at the face. The characteristics, orientation, and density of separation are important factors on the occurrence of roof falls. In addition to geological influences, the performance parameters and geometry of support must be considered and optimized for the prediction and prevention of roof falls in a longwall face. Based on detailed macro- and microscopic investigations of e coal seams considering various ranks of carbonization, the origin and characteristics of separation planes are determined and a strata-specific influence on roof fall is interpreted. It was assessed that the coal face fracturing and displacement caused by the stress depend on the floor and roof strata conditions due to activation of the existing separation planes. Field studies are shown giving an idea of influences by advance rates of the longwall face, support delay and hydraulic pressure to the roof control in longwall faces in depth of more than 3000 ft. The analysis includes the application of specific software developed for longwall roof fall prediction as a result of a European research project. The software allows a laminar graphic display of roof fall probability, which is used for recognition of risk areas and risk management.

INTRODUCTION The decontamination of a uranium mill site is principally an earth moving task. The task can be completed effectively and efficiently by selecting the proper earth moving equipment and using that equipment within its particular constraints for decontamination work. A considerable backlog of experience concerning earth moving equipment selection and use was acquired during the decontamination work conducted at the former Shiprock, New Mexico, uranium mill site. This experience was acquired by trial and error while decontaminating over a wide range of depths and different types of terrain. Many different types of excavation equipment were available to the Shiprock decontamination project because the Navajo Engineering and Construction Authority (NECA) heavy equipment operator's school was doing the decontamination work and a variety of equipment was needed for training. The equipment is described and its general use for decontamination is discussed. Its on-the-job use for decontaminating the Shiprock millsite is presented. [EARTH MOVING/ANCILLARY EQUIPMENT DESCRIPTION AND DECONTAMINATION CONSTRAINTS] Tractor-Scrapers The most commonly used scraper is the bottom-dump type because it is highly mobile and can dig, carry, and spread loads. In this type a tractor is connected with a yoke to a scraper bowl (Figure 1). The bowl is essentially a rigid box that pivots around the rear axle, opening to the front. A hardened steel knife, or bit, is attached to the leading edge of the bowl. When scraping, the bit penetrates and forces the earth overlying the bit edge into the scraper bowl as the scraper moves forward. When the bowl is full, it is closed by lowering a closure or apron against the cutting bit. The load is dumped while moving, by raising the apron and forcing the load from the bowl with a crowd, or ejector. The height of the dumped load is controlled by adjusting the bit height when dumping. Scrapers of this type generally do not have enough power to scrape up loads unassisted. Loading assistance is generally provided by a crawler tractor that pushes from the rear against the scraper's push block. Some scrapers are made self-loading by adding an additional engine for the extra power needed for the load pick up. Another commonly used self-loading scraper uses a loading elevator (Figure 2). The elevator consists of two roller chains carrying crossbars. The elevator is rotated when scraping and the crossbars cut the earth above or in front of the bowl bit, forcing the load into the scraper bowl. No apron is used on elevating scrapers. The load is dumped by partially retracting the bowl floor and pushing with an ejector. Scrapers have some undesirable characteristics when used for decontamination work. The La Cienega Gold District is located at latitude 25°01'01"N and longitude 106°19'00"W, in the NW part of the State of Durango, Mexico. Ore deposits at The La Cienega District consist of a series of sub-parallel, NE-trending veins which cut andesitic and rhyolitic rocks that belong to both upper and lower tertiary volcanic sequences. The veins are vertical to steeply-depping structures which consist of quartz, generally containing gold-silver and less than ten percent lead, zinc and copper sulfide and sulfosalt minerals. Supergene enrichment is present on the upper parts of known oreshoots. Tertiary volcanic rocks of rhyolitic composition are the main host rocks of the gold-bearing quartz veins in the District. Gold productionc from the La Cienega orebody is scheduled to reach 100,000 ounces per year, becoming the largest gold-producing District in the Sierra Madre Occidental Province.
