Kimberlite contains a unique assemblage of minerals and exhibits a characteristic pattern of spectral reflectance in the visible and near-infrared wavelength region. This spectral pattern is readily discerned in well-exposed kimberlite outcrops, but becomes increasingly difficult to identify when outcrops are partially covered by vegetation or soils derived from non-kiaberlitic materials. Detection of poorly exposed kimberlite diatremes is possible using multispectral imaging techniques in which spectral bands are chosen to optimize contrast between he kimberlitic soils, non-kimberlitic soils and vegetation. Careful processing of the multi-spectral data is also essential in order to separate the spectral signature of kimberlite from the signatures of other components of the scene.

Grouting has been used in underground mining for more than 20 years. Chemical grouting is often used as a remedial measure when the implemented ground-control program is unable to completely prevent structural failures or when there is a need for preventing a structural member from unraveling. The utilization of polyurethane grout is restricted by its limited range of physical and mechanical properties. To overcome some of the drawbacks of polyurethane, research is being conducted on a newly developed polyester based grout. The polyester resin, identified by Sandvik as Strata Grip, provides a number of features, including variable gel times and a much-reduced chemical hazard. Equally important are the mechanical properties of the product. The strength and deformability of any chemical grout must be compatible with the intended purpose of grouting and the expected deformation of the rock that is to be grouted The assessment of the mechanical properties of polyester grout is the focus of this work. Field experiences and laboratory research defined the properties of an effective grouting material. Experimental results indicate that the polyester grout meets or exceeds the recommended properties for many injection applications. Furthermore, the results suggest that the ability to adjust mechanical properties via resin formulation has the potential to expand the applicability of chemical grouting in ground control.

WaterFlush Technology and WaterFlush crushing offers significant operational ben­efits in gold milling operations. WaterFlush crushing is the technology that Nordberg Inc. has developed, tested and proven in an actual operation during the 1980's. Patents have been obtained for both the process and the apparatus of implementa­tion. WaterFlush involves volumetric process controlled water flow into the ore feed cav­ity of a WF cone crusher. While the addition of water in itself is not new, the con­trolled amount of water coupled with the WF crusher operating parameters are revolution­ary. The WF crusher is a specially designed version of Nordberg's Omnicone crusher oper­ating at higher speeds, with a reduced ec­centric throw and higher horsepower capabil­ity. The results are increased capacity, higher crushing energy input and a finer crusher product. The WF crusher product is a slurry containing 40-60% solids by weight.

Particle size segregation is a common phenomenon in many particulate processes and has many undesirable effects. The size segregation which occurs on a belt conveyor causes a serious problem for on-line particle size measurement using image-based techniques. Whether particle size distributions measured from the top layer of the belt are representative of the total particle population is largely dependent on the degree of size segregation. Therefore, it is important to understand the nature of such size segregation in order to make appropriate corrections for on-line particle size analysis. Monte Carlo simulation has been used to provide segregation information on particles with simple geometry and the results can help to determine important factors in experiments with irregularly shaped particles. It is expected that the relationship between the particle size distribution of the top layer and that of the entire particle population on a belt conveyor can be formulated as a model based function.

Liberation of valuable minerals during size reduction is an important aspect of mineral processing technology. In practice, most quantitative information on liberation is based on the application of stereological theorems for the analysis of image data from two-dimensional polished sections. On this basis an estimate of the volumetric grade distribution is made. Recently, a new method based on cone-beam xray microtomography has been used for direct determination of the three-dimensional liberation spectrum of multiphase particles 100 microns in size or less. Preliminary results for a packed bed of particles indicate that high spatial resolution (approximately 15 microns) and the direct processing of raw volumetric data are two important benefits offered by this new method. Three dimensional liberation analysis by microtomography provides an excellent opportunity to overcome many of the limitations of currently used polished section techniques. For example, detailed textural information is provided. Of course microtomography provides an independent method to verify current procedures used for analysis and transformation of polished section data into an estimate of the volumetric grade distribution. More important, however, is the possibility that this method could be developed as a routine procedure for liberation analysis in the 21st century.

A near-surface body of readily available Na-montmorillonite is located about 24 km (15 miles) southeast of Fallon, NV. The clay, which forms an irregular deposit about 4.8 km (3 miles) long, lies in altered rhyolite within a fault zone. The clay is similar to Wyoming bentonite but is less uniform in composition and contains less MgO and more Fe2O3 in its crystal structure. The clay interlayer cation population can be estimated by using a modified DTA procedure. With selective mining, the industrial properties of the Nevada clay are adequate for use as drilling mud, in foundry applications and as a sealant for hazardous wastes and canals.

A short term, simple roof bolt load cell which uses a birefringent (photoelastic) coating as its sensing element has been developed. The load cell is installed between the bearing plate and the nut/washer and measures the initial force after installation by the bolting machine. The load cell can be removed from the bolt and used again to measure initial force in another bolt if desired. Because temperature and humidity changes in the mine cause creep/relaxation of the coating and/or adhesive, the load cell is useful for accurately measuring force for a period of only two weeks after installation. Force in the bolt is determined by referring to a calibration curve for the load cell.

L. Cope Welcome. I am pleased to see so many people interested enough to stay until this last session of the last afternoon of the convention. Of the people on the panel here, everyone has done everything in placer mining, but we have tried to sectionalize it with each one of us taking a particular portion. Any one of us could probably answer any question. I am very pleased to see some well experienced people in the audience. To start the discussion, Joe, can you give us a brief comparison of pit and drill sampling? J. Wojcik They both have their place. If you expect your deposit is something that is going to have widespread fairly uniform grades, then the pits may be the way to go. If you are going to have something you have to trace for several miles down the river valley, you can't do it with pits and do a proper sampling job. C. McLain Joe, the end result of all of this is to go ahead and mine it if it is a deposit. Do you try to relate your drilling results to something in mining itself against the recovery, because the drilling in different types of ground will give you different kinds of recoveries, and mining in the end is what you are going to do? Do you try to relate this to your mining method?

In blasting, an optimal muckpile size distribution can be found in terms of mining and milling productivity and cost. Fragmentation control requires a means of modeling and evaluating blast results. A principle problem in the practical application of empirical blast fragmentation modeling is the evaluation of the muckpile's size distribution. Image analysis of video and photographic records of production size blasts at Cyprus's Miami and Thompson Creek mines is being used to provide data for estimating parameters relating fragmentation to blast design, energy factor and rock quality. The application of image analysis to the estimation of particle size distribution is reviewed with regards to the problem of fragmentation modeling.

INTRODUCTION Since several years the author is engaged in research activities in the field of mining method modelling (Oberndorfer, 1993 and 1994). The initial goal was to improve and assist the selection of the most appropriate mining method. However during investigations it became obvious that the most beneficial application of computer support is the fast calculation of numerical assessment rather than the consideration of all, i.e. also qualitative, criterions necessary for final decision. Numerical results serve - together with qualitative considerations based on the experience of the mining engineer - as a basis for decision. The emphasis is on "fast" calculation, as only this property makes it possible to calculate and compare many distinct variations. As long as no procedure exists, which optimizes all involved parameters, calculating many variations is of great important, because it is the only way to increase the chance to pick a alternative "close to optimum", but also to learn about the sensitivity the result will react on changes of input parameters, which are rarely known exactly. Generally speaking many trials give a better basis for final decision. It is no secrete that the most important obstacle towards quick calculations of a series of alternatives is not the processing time of the computer, but the time required for setting the input data in way that the computer can start processing, which is usually inter- active man work on the screen. Furthermore usually several distinct programs are required to cover the whole range of involved problems, with corresponding problems in automatic data transfer. The research work's goal was to overcome these problems. The approach developed was to describe a mining method more in a theoretical way (i.e. to give the computer some degree of "consciousness" on mining methods), which then can be applied under any specific conditions. E.g. a cut-and-fill operation will be "generally" the same in narrow or thick deposit areas, but the resulting keyfigures, e.g. total tonnage, productivity, dilution and loss, or finally costs per ton, will differ significantly. The approach (MMM = mining method modelling) presented reflects a deduction from the general case to a specific one (rather than the other way round). The developed model is general enough to be applicable to any mining method, and also to any degree of precision the mining method should be described, contrary to programs designed for specific mining method layouts which can be adjusted in a more or less wide range. PROGRAM DEVELOPMENT The principle correctness and feasibility of the approach was proved by a prototype program. However this program was more on a research level and far away from application for "real world" problems. The reason for this was, that it was regarded wasted time to re-invent certain tools, e.g. geometry intersection, deposit modelling or visualization. Hence it was tried to attract several software producers to invest in finalizing the model. Unfortunately this endeavor was not successful. Despite this defeat - and after some months of resignation - a final start on the project was decided. he reason for this decision was not at last the research activity in respect of low-cost underground mining methods for bulk- material as a substitute of typical quarry operations due to environmental restriction. This research work - which is in particular important for Austrian mining activities in beautiful and touristically used landscape - requires a lot of calculations in the way described. Both are still in state of progress, but - regarding mining method modelling - preliminary results can be presented. A complete re-programming of the program was required. Most obvious are the changes of programming language and operating system environment. Instead of Pascal under DOS C++ under MS-WindowsNT is now used. Several problems could be solved by this, in particular memory management, device drivers for input/output, and user friendlyness by up-to-date windows technology. However also more basic structures were changed. The idea was to utilize as many existing commercially available programs as possible to minimize programming efforts. WindowsNT helps already a lot by MFC technology, but also due to its multi-task facilities. This feature allows to run simultaneously several pro-

INTRODUCTION Public opinion, over the effect of industrial development on the environment, has required government to institute guidelines for the protection of the environment both during the development of and after the decommissioning of mines. In no other area of mining has this requirement been more consistently applied in recent times than in the development of uranium mines. Uranium mines have been a focal point because of the very real uncertainties associated with the detrimental effects of radionuclides and the possible hazards of radiation. In order to determine if there is an environmental effect caused by a development or the storage of the mine waste as tailings, it is necessary to know what the quality of the environment was prior to the production of the tailings. This is the reason for baseline data programs. It is neither technically nor economically feasible to completely define the environment in any given region. Therefore, judgement decisions must be made prior to the development as to what aspects of the environment are more likely to be affected by the presence of the tailings, and to what degree. These decisions have evolved over a period of time based on information generated from existing facilities, scientific research, and the development of strong public opinions. This process is not static, but evolves with the growth of information and the technological developments which permit greater control of industrial pollution and waste management. A well-designed baseline program will reflect changes in science, technology and public attitude, even in advance of government regulations to enforce policy changes. RATIONALE FOR PREOPERATIONAL BASELINE STUDIES There are three distinct phases to be considered in the construction of an environmental assessment for a uranium mine tailings containment facility. I. Pre-operational 2. Operational 3. Post-operational (decommissioning and long term).

One aspect of long-range mine planning in an open-pit mine is first to define the ultimate pit limit, i.e., the projected size and shape of the pit at the end of its life. This chapter is concerned with various techniques that are currently in use today in determining the ultimate pit limits using the computer. Prior to the early 1960's, open-pit limits analyses were entirely performed manually. This manual technique has been well explained by Soderberg and Rausch in Surface Mining (1968). Soderberg and Rausch also explain clearly the need for establishing the ultimate pit limits in long-range mine planning, i.e., location of surface facilities, dumps, etc. Consequently, the need for ultimate pit limit design will not be reiterated here. Nor will the definitions of the most commonly accepted terminologies such as break-even stripping ratio, economic cutoff grade, ultimate and working slope angles, preproduction stripping, etc. be repeated here. Briefly, the objective of the ultimate pit limit design (which is also frequently referred to as pit design in short) is to determine the projected final pit limits of an ore body and its associated projected grade and tonnage, which will maximize some prespecified economic criteria while satisfying practical operational requirements.

Placer material, regardless of the value of gold, tin, titanium, diamonds or other value mineral it contains, remains worthless until the valuable constituent is separated from the bulk of the material. This separation is no mean task when considering that a gold placer containing 0.01 to 0.03 oz/yd3 of gold, which is the range of grade of typical placer deposits; yes, 1:3,000,000! It is a miracle that gold placer mining has ever been profitable. Added to the situation of minute quantities of gold are several other problems, such as the gold often being very finely divided, the association of boulders and clay, and running and/or ground water. As each placer deposit is individual and distinctive, many factors have to be considered in planning the method for gold recovery from the alluvial deposit. Previous chapters have shown that in the exploration and sampling stage, some knowledge of the amount of each size of coarse and fine material which occurs in the deposit as well as the size distribution of the discrete gold particles is determined. Unless informed to the contrary, as a general rule of thumb, plant designers will consider that 40 percent of the material will pass through a 5/8-inch screen or punched plate hole. Stressmap is a program whereby the earth's stress field is charted in detail and utilized for design of mines and mine exploitation. This program is implemented by mapping the attitude (location, direction, dip, and extent) of induced rock ruptures during the process of hydrafracturing drill holes contiguous to mine interest. The program includes utilization of ancillary naturally occurring stress relief signals, They are precipitated because the earth is indeed dynamic and the strata of the crust are continually adjusting to load and/or strain differentials resulting in rock deformation and fracturing. These fracturing adjustments occur as small to tiny earthquakes comparable to Richter magnitudes of one, zero, minus one, and smaller events termed microearthquakes. Obviously, the earth's stress field changes due to continued differential loading and crustal movements; therefore it becomes conspicuously evident that resolving today's stress field as opposed to paleostresses is most important for efficient, economical, and safe mining operations.

With the profit squeeze of recent years and indeed the survival of many mines at risk due to low gold prices and declining grades, many inventive solutions have been found of increase production and decrease cost. One of these is the application of process auditing methodology which is essentially a tool to determine systematically whether a process is delivering optimally and, if not, to identify the basic causes. Then a prioritized action plan can be developed with the client. Our experience has shown that problems are seldom what they appear to be and that most processes can operate far more efficiently with relative little effort. A process auditor requires good facilitation skills to overcome initial suspicion, and for sustainable solutions client involvement is essential. Process auditing as it is being applied in Anglogold has evolved over many years to reach its current format. The lessons learned and insights gained in the process are shared here with the reader.

Magnetic fluids are commonly composed of ultrafine submicron particles of magnetite (Fe3O4) dispersed in either a kerosene or a water carrier medium with oleic acid as a protective colloid. The unique property of these fluids is that when the magnetic particles are attracted to a magnet the carrier medium moves along with the particles so that the liquid also appears magnetic. The availability of a fluid whose gross behavior changes sharply in a magnetic field without affecting its rheologic characteristics is becoming critical for many technologic applications. About two gener¬ations ago suspensions of relatively large, micron-sized ferromagnetic particles in oil proved useful in clutches, brakes, and dashpots. These were called magnetic clutch materials, and their viscosities were highly dependent upon the applied magnetic field, in contrast to true mag¬netic fluids which retain their fluidic characteristics under all applied fields and field gradients. While the term "ferrofluid" was used by Rosensweig and Kaiser&apos; to designate a magnetic colloid composed of a dispersed magnetic ferrous material, the more general term, "mag¬netic fluid," is preferred. This is because these fluids may contain ferro- or ferrimagnetic substances, such as cobalt, nickel, gadolinium, dysprosium, or magnetic ferrites in carrier liquids, such as hydrocar¬bons (kerosene), silicones, water, fluorocarbons, etc. Preparation of Magnetic Fluids Magnetic fluids were first prepared by Papell and Faber, at the NASA Lewis Research Center, Cleveland, Ohio, by tumbling ferrite materials for several weeks in a carrier medium (such as kerosene) and a dispersing agent (such as oleic acid) with steel balls. Rosensweig et al.1 compared the stability of their ferrofluids obtained from both metallic iron and the magnetic oxides of iron, Fe3O4 and yFe2O3. They found that, although the saturation magnetization of iron is 3.5 times greater than that of magnetite, its colloidal solutions deterio¬rated much more rapidly. The iron particles were undoubtedly rapidly oxidized to a nonmagnetic state due to the enormous surface area of these colloidal particles. Because the properties of these fluids are highly dependent on particle size and may acquire opposite characteristics by small incre¬ments in that size, more controllable methods of preparation have been developed recently by Khalafalla and Reimers.6 In one method metastabilized pyrophoric wiistite is ground to colloidal size in a kerosene oleic acid mixture, and then it is disproportionated to colloi¬dal magnetite and iron at temperatures just below the eutectoidal temperature of wüstite stability (570°C); thus, t < 570°C 4 FeO t > 570°C Fe + Fe30, (1) Because of its antiferromagnetic characteristics, the precursor wüstite is much easier to grind than magnetite. Another method3 avoids grinding entirely and utilizes a peptiza¬tion technique from ferrous materials in the molecular state of aggrega¬tion. This latter procedure has resulted in preparation of strong fluids at considerable savings in cost.

INTRODUCTION, CONCEPTS, AND MEASUREMENT Introduction Periods in the history of man, from his earliest appearance to the present, are often characterized by the principal materials used. In nearly all cases, the material or fuel is of mineral origin-stone, copper, bronze, iron, coal, and so forth-indicating the principal ingredient of the tools or source of power of the period. Each of these periods represented great improvement over the preceding one in terms of human well-being, as measured by population growth and other indicators (Cipolla, 1978). A major reason for the improvements in production and well-being was the nature of the material or fuel, each successively superior to the preceding, which made it possible to produce more food, fuel, shelter, and clothing with a given amount of labor. If we accept this well-documented description of economic progress as accurate, we may then turn to the consideration of two related questions concerning this development. The first, easily answered,-is why man spent long periods of time (millenia, in many cases) making tools from inferior materials, such as copper, instead of passing directly to superior materials, such as iron and steel. The second, closely related question, concerns the relation between the rate of economic growth and the quantity of mineral reserves available at any time. For the first question, the answer is that the technology required to discover, extract, and process each successive material had to be discovered and developed before the material could be used. Once the technology was available, the new material could be and was exploited widely, raising productivity-output per unit of labor- and consequent consumption per person. This familiar idea underlies a fundamental principle of the economics of resources, namely, at any time, available resources depend upon available technology. No mineral or other raw material is a resource unless the technology has been developed to utilize it. But once the technology is at hand, the new resources associated with it provide the means for economic growth and rising levels of living. This principle is subject to certain conditions. For example, governments or other institutions may prevent a mineral from being used, even though the technology is available. And, if a mineral is located in a remote place, transportation charges may make it uneconomic to exploit. Such minor qualifications do not, however, change the thrust of the argument that technology is the overriding determinant. With respect to the second question, it might seem apparent that the greater the quantity of reserves available, up to some point, the more economic growth will be facilitated. This line of reasoning leads to the conclusion that as re- serves are consumed the quantity available will be reduced and economic growth will eventually be restrained. Reasoning of this sort underlies much popular (and scholarly) thought, in which depletion of mineral and other resources is assumed to lead to constraints on economic growth, through higher materials costs and absolute limitations on materials use. Prologue Antoine Marc Gaudin (Fig. 1) was truly a giant in the field of mineral processing, and his shadow is still cast long on our profession. "Tony," as his students affectionately called him (but never to his face), came to the United States in 1917 and enrolled at Columbia University where he studied under Professor Arthur F. Taggart. Later, as a lecturer, he wrote his classic comminution paper (Gaudin, 1926). This important work led to his appointment as an associate professor at The University of Utah, where he conducted highly original work on flotation fundamentals that is still widely quoted today (Gaudin et al., 1928-30). In 1929, he was appointed Research Professor of Ore Dressing at the Montana School of Mines in Butte. Shortly thereafter, he published his first book, Flotation (Gaudin, 1932). Because Gaudin could so quickly cut through the fog to get to the essence of a problem, this is still a valuable reference book. It is a valued part of my personal library, and I consult it frequently. Over the next decade, he conducted an outstanding graduate research program at Butte, but, more importantly, he honed his undergraduate lectures and produced the century&apos;s outstanding text in the field, Elements of Mineral Dressing (Gaudin, 1939). More than 50 years later, this terse book is still found to contain most of the elements of the discipline. Its sections on the

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone&apos;s reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can&apos;t save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration&apos;s leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President&apos;s contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all.
