Explanations for commodity price levels (or movements) commonly focus on the fundamentals of supply and demand otherwise they are simply assigned to speculative activity. Comparisons of metal-price histories to monetary and other economic data support the argument that the supply of and demand for money are no less important in the determination of price than are the supply and demand of the commodity itself. That these relationships should exist is evident in the price identity and they are consistent with monetary theory. The patterns developed have limited usefulness as predictors, but their recognition is essential for the construction of price scenarios for planning purposes.

Injecting pressurized water into a coalbed prior to mining reduces mining-generated respirable dust. Because of economic and geological barriers, water infusion for longwall dust control in the United States is now limited to the Pocahontas No. 3 Coalbed in Virginia. Water is pumped into the coalbed through underground boreholes that are drilled horizontally from the headgate toward the tailgate side of retreat longwall panels. This paper theorizes that the barriers to widespread utilization of water infusion for longwall dust control could be overcome by long-duration, low-pressure water infusion through vertical gob-gas boreholes. Currently, 43% of the 72 longwall mines in the United States employ vertical gob-gas boreholes. Computer coalbed-reservoir simulation suggests that one vertical surface borehole could infuse the same longwall panel area as four horizontal boreholes in the current water-infusion system for longwall dust control in the Pocahontas No. 3 Coalbed.

The TRAC™ Program was developed to provide our clients with a mechanism that allows them to better manage site remedia­tion and closure costs. This program provides a fixed-price contract for site remediation and case closure and is well suited for large pro­jects with multiple PRPs, such as Superfund sites. Because Kvaerner is a large engineering/construction firm and not a consult­ing firm, we can offer this type of contracting mechanism that envi­ronmental consulting firms are hesitant or unable to provide. With TRAC™, Kvaerner assumes financial and technical responsibilities for carrying a site through the closure process for a fixed price. Liabilities carried on our client's balance sheet for site closure can be removed when they sign up forTRAC™. In many instances, a profit can be realized as the liability on the balance sheet may exceed our TRAC™ fixed-price cost to close the site. Bonds and other sureties securing the site can be released and set­tlement with other involved parties can be quickly reached. For a project to be considered for this program, it typically meets the following criteria: 1) The project site should be physically separated from other contaminated sites 2) A reasonable quantity of site investigation data must be avail­able including site-usage history with or without a projected fea­sibility study(ies) and/or remediation design 3) Access to perform all necessary work must be available. After a review of all site data, K vaerner develops a "risk menu" to manage financial risks. In this "menu", each compo­nent of the project is assigned a level of probability that the costs will occur. Then the base cost of each activity is "weighted" by multiplying the potential cost growth by the probability. This analysis assures that the financial risks are appropriately defined, weighted, and mitigated and a realistic fixed price is developed. Upon acceptance of our proposal and conclusion of contract negotiations, Kvaerner takes over future responsibility for clos­ing your site. This allows the client to: 4) Release reserves obligated on financial statements for the site (and potentially realize a profit if the TRAC™ fixed-price cost is less than our client's booked obligation) 5) Finalize cost settlement with other responsible parties, insur­ers, etc. 6) Redirect resources involved in the environmental manage­ment of the site 7) Cap legal and administrative costs In addition to performing the site cleanup and closure work, at our client's request we are able to: 8) conclude lease obligations for property 9) dispose of equipment and buildings

Rather than attempting to present a summary of the many and highly varied papers that have been presented at this symposium on sampling and grade control, I will attempt to extract the general philosophy of analysis and approach, and attempt to identify the trend of future developments. First, the term "sampling" is used with its broadest connotations. A sample consists of a representative portion of a larger mass, and must represent the mass not only in the grade of contained metals or minerals, but also in all other respects in terms of mineralogy and mineral quality (1, 5), deleterious materials, recoverability of economic components, physical behavior, geophysical response (1), and even archaeological and environmental aspects (7, 11). The sample must be taken from a locality and in such a manner and quantity that it is representative of the larger rock mass. This calls for complete and accurate geological control and an understanding of the nature and distribution of the contained chemical and physical elements and a record of the effectiveness of the different sampling methods. Second, value of a given mass of ore material is based upon its profitability - the difference between recoverable value and costs to achieve recovery, beneficiation and sale. There is a strong movement in mining geology control toward more complete analysis in determining cutoff grades and in grade control, as illustrated by the kriging of metallurgical recovery factors as well as grade at the Mercur Mine (8). To achieve a "profitability factor" as a guide for economic mining practice requires further integration of: 1) the value of contained metal or mineral, 2) percentage recovery of values, 3) dilution of ore with waste rock, 4) addition to, or loss of value as a consequence of by-product materials or deleterious components, 5) cost of producing a saleable product plus minimum profit to justify the effort (cutoff), and 6) cost of land restoration (7, 11). All these parameters vary with the rock type, rock structure, mineralogy, depth, geometry, mining and metallurgical methods, but they must be sampled and analyzed if sampling and grade control are to reflect profitability. A wide variety of deposits has been presented at this symposium; each deposit with its own problems and special solutions. Deposits containing high unit-value components, e.g. precious metals and diamonds, present special problems in the obtaining of accurate samples and generally require statistical analysis control methods or may disregard or modify occasional high or occasional low values, based upon experience (12). Grade control may be accurate for the long term but may vary for the short term. Bulk sampling is always essential. Deposits containing metals or minerals with low unit value are very sensitive to transport costs, and they are often very sensitive to small amounts of deleterious components or differences in physical or chemical behavior. Problems of sampling and grade control change with the genetic type of deposit, with the stage of deposit development and with the size of the information base. Precious metal epithermal deposits (2, 6, 8), because of rapid vertical zonation and erratic lateral distribution of values, have always been difficult to evaluate and maintain grade control and ore reserves. On the other hand, evaluation and grade control are relatively easy in bulk-lowgrade deposits (4, 13). However, these deposits generally have a low margin of profit and are sensitive to mining and beneficiaton costs, price fluctuations and political costs. Industrial mineral deposits (5) often must be evaluated on the basis of their behavior, rather than by chemical analysis. Environmental impact generally increases with the scale of the operation, but certain elements or minerals have especially high impact effects (7, 11). In the exploration phase there is no production control of sampling procedures and careful geological observations are particularly essential. The greatest number of problems is related to the oxidized outcrop where the chemical environment of the ore body has changed and the contained values may have been enriched, depleted or values left unchanged (2, 6). Present evidence suggests that gold values may be very mobile under certain conditions (2, 6) and stable under others. Everything must be sampled in detail. Principal values and by-product or deleterious elements may vary dependent upon their position within the soil profile. Such factors as geomorphic position, erosion rate, vegetation, climate, etc., may affect the interpretation (1, 3). The use of ground-probing radar as a reflection mapping tool has expanded greatly in the last few years. This tool can now be used to produce near surface information which is very useful to geotechnical engineers. Using the lightweight field equipment now available, it is possible to use the radar within mines and tunnels to obtain information which may impact the safety and production of these operations.

1.0 PROLOG Since the "end" of the Cold War, revolutionary new research and commercial remote sensing capabilities are being developed that will dramatically change the way we map the earth and address its environmental problems. The technology challenge is not the growth of new environmental remote sensing technologies themselves. It is, rather, how these new innovative observing systems can be accepted and used to the benefit of both the regulatory and the mining communities in the light of present concerns about unknown risks of discovery and liability. INTRODUCTION A population of several thousand uranium miners in the Colorado Plateau region of the United States has been under surveillance since 1957 using sputum cytology and other procedures. Attempts were made to collect sputum samples annually for those miners showing normal sputum or only minor abnormalities, and on a semi-annual schedule for miners having more severe cytological abnormalities. For individuals having carcinoma in situ or malignant cells in their sputum, samples were taken more frequently. As in any human population, however, these schedules were not always adhered to, and samples were often acquired less often than scheduled. On the basis of the thousands of sputum readings that have resulted from this surveillance, one can calculate the durations or sojourn times which individuals spend in the various cytologic states into which the sputum readings are classified. This paper presents some preliminary, descriptive results concerning relationships among the cytologic state duration distributions in this population, and their associations with other variables such as radiation exposure and cigarette smoking. There are several reasons for studying cytology results in this observational setting. Of considerable interest is the opportunity to gain insight into the preclinical natural history of lung cancer. Such information would be valuable in the future design and interpretation of screening programs for the early detection and treatment of lung cancer, should this activity prove to be of benefit in experimental trials. Secondly, it is of interest to determine if some characteristic of sputum cytology readings can be utilized to determine a decision point at which to transfer a uranium miner to another job category within the industry in order to effectively reduce his probability of developing lung cancer. For example, a reading of moderately atypical cells in the sputum has been suggested as a possible decision event which would be sufficient to warrant such a transfer. In the analysis which follows, an attempt will be made to develop information relevant to these issues. The data base for our analysis, largely developed over a period of more than 20 years by Drs. Geno Saccomanno and Victor Archer, contains sputum readings classified into one of eight cytologic states: normal, metaplasia, mild atypia, moderate atypia, marked atypia, suggestive, suggestive-equivocal, and malignant. The two suggestive states will not be considered as these categories seldom contain enough observations to generate meaningful results. The duration in a given cytologic state for a given individual is calculated as the sum of the intervals between consecutive sputum readings in that state. When two consecutive readings are in two different states, half the between-readings interval is assigned to each of the two states. Among all individuals in the data base, only those having at least two sputum readings are used so that a duration can be calculated. Furthermore, the analysis is limited to individuals whose successive readings are no more than 24 months apart, so as to focus on a population which was under surveillance on a reasonably regular basis. RESULTS The overall distributions for the cytologic states are displayed as histograms in Figures 1-3.

Water derived from mine-tailings typically contains high concentrations of H+, SO4, Fe and other metals, and it frequently suffers a decline in pH and the development of acidic mine drainage (AMD). A paper describing the results of a series of laboratory experiments with real AMD and a subsequent field trial with a in situ pilot system to assess a potential method for remediating tailings-derived water is presented here. After testing different organic substrates, residence times and flow conditions during two years to determine the most appropriate treatment for a polluted Spanish AMD, a pilot scale system combining SAPS, ALD, oxidation/sedimentation ponds and an anaerobic wetland was designed. Preliminary analyses of effluent samples indicate acidity and metal removal is occurring within the system, although sulphate removal is not complete. The results of this small-scale field trial suggest a potential cheap, long-term alternative for remediation of acid mine drainage.

Estimated natural zeolite production worldwide during 2004 remained at about 3.6 Mt (4 million st), about the same as in 2003. China continues to be the largest producer of natural zeolites followed by Cuba, Germany, Japan and South Korea. This may be changing, however. Since 1988, zeolite production from Australia, Indonesia, Malaysia, New Zealand, Philippines and Thailand has increased rapidly. Most of the production is consumed in aqua culture. Global demand for seafood has exceeded the ability of the oceans to supply it without over fishing. Zeolite minerals remove ammonia compounds from the ponds in which fish and shrimp are grown. It is estimated that, in Thailand and Indonesia more than 55,000 farms produce260 kt (286,500 st) of shrimp. Therefore, as shrimp production increases, so does zeolite consumption.

In this paper, we consider open pit optimization. At present, most methods specify the economic parameters and then find the corresponding optimal pit. But as the economic environment varies (which it does regularly these days), the "optimal" pit changes and quite often changes markedly. The questions are: by how much does it change and which parameters are most influential? The functional approach of Technical Parameterization of Reserves, devised by Matheron in 1975, gives the set of all the different optimal pits, under any economic condition. It separates technical design and economic assumptions and thus permits the use of several optimality criteria when choosing the final pit, and not just the maximization of an additive profit formula. Very efficient specific algorithms are presented to obtain all the potentially optimal pits. Fluctuations in the parameters induce changes in the optimum design. Inclusion relations that exist generate very tight bounds and hence very quickly detect optima, even when using a classical adaptation of maximization techniques (graph theory, moving cone, dynamic programming ...). The advantage of Technical Parameterization of Reserves over other methods is that it provides a nested sequence of optimal pits which can then be used for mine scheduling. Many possible mining schedules can be obtained by using the family of technically optimal projects to split up the orebody. The "optimal" schedule, which is in fact a compromise between the different requirements of the economists, the mine planner and the metallurgist, can be chosen from within the wide scope of possibilities. A practical example of mine scheduling for a chromite mine is presented in detail.

A novel liquid-liquid separation for the recovery of free or liberated gold from mixtures of fine particles was evaluated. Two inexpensive and environmentally benign fluids were selected for the study, water and carbon dioxide. The separation, which is conducted at 295 K and at the vapor pressure of carbon dioxide (6.0 MPa), is based on differences in wettability between the precious metals and other minerals. Contact-angle results indicated that, in the presence of water and liquid CO2, gold is slightly hydrophobic. The addition of CO2-soluble fluoroalkyl thiols or f uoroetherthiols increased the hydrophobicity of gold exposed to water and CO2 to a greater extent than alkylthiols. Minerals, including quartz, pyrite and magnetite, were hydrophilic. During the separation, an aqueous slurry of fine mineral and gold particles was mixed with liquid carbon dioxide. Pure gold particles (-325 mesh) were found to agglomerate at the H2O-CO2 interface. The minerals tended to remain in the aqueous phase. Despite these promising preliminary results, very poor gold recoveries were obtained when applying the procedure to an Australian gravity concentrate. This was attributed to the native gold particles in the concentrate being either too large, agglomerated in slimes or coated with minerals. Although this particular application was unsuccessful, this water-CO2 biphase technique may be applicable for other separations that require the removal of very fine, hydrophobic particles from an aqueous slurry.

Within the investigation works for the Copenhagen Cityring metro, Geo/CMT have carried out 90 geotechnical boreholes. Together with the previously available investigation, this resulted in more than 15 km of vertical drillings and several thousands of laboratory tests. The design is made for 17 stations, four shafts and two parallel 16 km long tunnels. The geotechnical investigation and design have been carried out in several stages comprising appropriate refinement of structural design and design of excavation operations, including TBM break-in and launching operations at each station shaft. Acceptance of the solution and / or refinement of the investigation and design schedule in the next stage were based on the geological conditions, area availability at surface level, planning and cost-control criteria. The applied recursive design refinement is presented herein with an example of the Østersøgade shaft location.

Elemental sulfur is founded to be the predominant sulfur-containing species in a leaching residue resulting from ferric chloride leaching, under given conditions, of a chalcopyrite concentrate. The mineralogical study of the leaching residue which consists of 52% elemental sulfur reveals that the sulfur formed at the end of leaching process is in the form of discrete crystal rather than coating film. Flotation has been applied to recover the sulfur successfully using xanthate as a collector. Dispersants arc needed to prevent the mechanical entrapment of silicate and quartz by sulfur. Very high recovery of sulfur with satisfactory grades can be achieved with a relatively simple notation scheme.

Product losses to tailings ponds have long been a source of frustration for the mining and utilities industries. The utilization -of the Lewis Econosizer to recover lost products has proven to be very cost effective through reduced acreage requirements, cleaning costs and increased production. The unit is successfully operating in coal, aggregates, industrial minerals, clay, fly ash, heavy minerals and many other ores. Utilizing an upward flow of slurry in a free settling environment, particles stratify within the unit according to settling velocities and are removed as sized products. Ultra fines or clarified water is removed off the top of the unit. The Econosizer requires no power and only minimal maintenance.

A method for the preparation of zirconia- toughened mullite using dc plasma is presented. An indigenously developed 50-kW thermal plasma reactor is used for the preparation of zirconia-toughened mullite using a dissociated zircon and alumina mixture. Both XRD and SEM studies of the product confirmed the formation of mullite and zirconia. The zirconia grew as equiaxed grains of uniform size (~5 µm) in a mullite matrix.

Jurist, educator and historian Neil Reynolds will be the keynote speaker at the National Mining Hall of Fame's 11th annual induction banquet on Sunday, Oct. 11,1998 at the Pointe Hilton Resort in Phoenix, AZ. Reynolds is Municipal Court Judge for the City of Leadville, CO, home of the National Mining Hall of Fame & Museum, and a fifth-generation resident of the community. His family staked mining claims on nearby Mount Massive in 1862. Judge Reynolds is a fulltime faculty member at Colorado Mountain College, Chairman of the Lake County Historic Preservation Advisory Board and practices law in Leadville. In announcing the speaker, Board Chairman Richard Moolick said seven inductees into the National Mining Hall of Fame will join 138 mining greats previously honored in the annual ceremonies. This year's inductees will be enshrined by Thomas Falkie, president and chief executive officer of Berwind Natural Resources of Philadelphia, PA. Moolick also announced that Jeffrey Clevenger will be the master of ceremonies for the induction banquet. Clevenger is executive vice president of Cyprus Amax Minerals, Englewood, CO and president of Cyprus Climax Metals, Tempe, AZ. Kidston Gold Mines is a 14 000 tonnes per day rated operation located 280 kilometers west of Townsville in Queensland. The principle shareholder is Placer Development Limited. Kidston's orebody consists of 44.2 million tonnes graded at 1.79 g/t gold and 2.22 g/t silver. Production commenced in January, 1985, and despite a number of control, mechanical and electrical problems, each month has seen a steady improvement in plant performance to a current level of over ninety percent rated capacity.

Polymer and surfactant dispersant are widely used to disperse filler particles within a medium. Sur- faces active dispersants form self-assemble structures at the solid-liquid interface. The mechanical properties of the surfactant structures have been determined to strongly influence the dispersion behavior. In this study the atomic force microscope (AFM) is used to determine the elastic modulus and yield strength of a steric dispersant layer adsorbed to a rigid non-deformable surface. To interpret these values a model for elastic body contact based on a modified Hertz theory is applied. The results from this method may aid in the design of application-based dispersant systems.

Sampling and subsequent geostatistical structural analysis is being carried out on the Bunker Hill Superfund site in northern Idaho's Silver Valley. This paper reports on the findings and methodology used in the initial sampling campaign which had the goal of determining an appropriate sampling grid design, spacing and protocol. Emphasis is placed on those characteristics, of mine wastes which are unique and require special consideration when applying geostatistical analysis. This study represents one of the first applications of geostatistical techniques to the problem of hazardous mining waste site characterization. Remediation of Superfund projects similar to the one described herein represents opportunity as well as liability for the mining industry.
