Environmental regulation in Mexico has matured dramatically and effectively in the last decade. The gap between environmental regulation in the United States and Mexico is rapidly narrowing. From a regulatory perspective, it is no longer necessarily less burdensome to operate in Mexico. Principal laws and regulations Mexico has two principal environmental regulatory systems. The first consists of the laws and regulations governing domestic activities. The second consists of the treaties, agreements and understandings between the United States and Mexico dealing with transboundary pollution and maquiladoras (see Maquiladora Decree, next column). The following are the principal major laws and regulations governing environmental protection in Mexico: General Law: The General Law on Ecological Balance and Protection of the Environment, effective March 1, 1988. Water Regulations: Regulations for the Prevention and Control of Water Pollution, effective May 29, 1973. Zoning and environmental restrictions on land usage now make open- pit quarrying more and more difficult, especially near urban areas. One option for quarry operators is to go underground for mineral production. While underground-mining costs are higher than those for open-cut work, there are several compensating advantages. In many cases it is possible to produce the same material underground without affecting land values, and the surface is preserved for industrial, residential, or agricultural purposes. Proper planning can yield underground sites which have great potential value for industrial plants, warehouses, or other business uses. It is essential to plan underground mineral extraction using a three-dimensional modular-room architectural concept to fully exploit secondary space utilization. Prior to the start of underground mining an operator must make a careful geological engineering study to deter- mine the suitability of the deposit and must prepare a plan for safe and economical mining for the purpose of converting to secondary usage.

Ion flotatir,n of gold is a process being developed to selectively float extremely dilute aurocyanide liquors using a novel surface active complexing agent. The principle of ion flotation is also applicable to a wide range of other metal-containing solutions. The market potential of the gold flotation process would be enhanced by the possible combination of the gold recovery capabilities with both cyanide recovery and metal removal. For example, recovery of copper cyanides from a return liquid strean1 would be a useful means of reducing operating costs and satisfying environmental pressures to treat tailings dams. Experimental work is described where samples of tailings solution from a far north Queensland gold mine were subjected to ion flotation to remove copper cyanide species from a clear recycle solution. The form in which these products was removed was of secondary importance compared to the need to produce a clean solution for use in the plant. Recovery of the anionic copper cyanide species was accomplished using a quaternary ammonium surfactant.

Deep-sea manganese nodules are considered to be potential ores of manganese, nickel, cobalt, and copper. Considerable time, effort, and funds have been applied to the study of Se distribution of nodules on the sea floor and the location of economically important areas, but little effort has been spent in understanding the origin of nodules. Most theories that have been proposed to explain the origin of manganese nodules have been based on inorganic physicochemical processes. It is not by coincidence, however, that the area considered to be most economically feasible is in the zone of high biological productivity in the eastern equatorial Pacific Ocean and underlain by siliceous biogenic sediment. The genesis of manganese nodules and the concentration of many trace elements are intimately associated with biological processes.

Flotation is the primary method for copper minerals separation from porphyry ores. The need to process difficult-to--float porphyry copper ores presents challenges to engineers and scientists in several areas. This paper is concerned with summarizing generalized problems faced in processing porphyry ores and treatment methods to overcome them. Though some of the problems are interrelated, they are classified into three broad categories. The case studies of some of the successful applications of innovative methods to solve problems related to ore mineralogy, metallurgical aspects of ore treatment, and process variables show that quite often the problems are solvable by a judicious choice of flotation variables.

The Bagdad mill, built in 1977, was de-signed for a mill capacity of 36,300 tpd. An ABC (Autogenous Mill-Ball Mill-Crusher) grinding circuit was chosen. The original mill contained three completely independent grinding circuits, each containing one 9.75 m diameter by 3.96 m long fixed speed autogenous mill, one 4.72 m diameter by 6.71 m long ball mill and one 2.13 m diameter short-head cone crusher. Total installed power per grinding circuit was 8,464 kw with 5,966 kw in the autogenous mill, 2,237 kw in the ball mill and 261 kw in the crusher. (See FIGURE I--Major Equipment Flow Diagram.) The autogenous mills were designed to be able to operate semi-autogenously but were never converted to SAG. As a result of this design, only about 4,100 kw of the designed power is utilized in the autogenous mills. The grinding circuits are closed with 2.44 m by 6.10 m double deck vibrating screens. Screen oversize is returned, by a series of conveyors, underneath the mill coarse ore stockpile to feed the crushers. Variable speed belts feed the crushers and control power draw. Crusher product reports directly to the tail end of the autogenous mill feed belt. (See FIGURE 2--Typical Crusher Feed and Product Size Distributions.) Tramp iron in the autogenous mill-crusher circuit is handled in a unique way. A magnetic sensor detects the metal. This closes a gate which directs the crusher feed onto a separate belt which bypasses the crusher and returns the material to the autogenous mill feed belt.

Newmont mine geologists in Nevada are most proficient when applying technical expertise with multi-departmental teams in three main settings. The first is value creation through near-mine discovery, development and reserve conversion. Since 1986, geologists have created substantial net asset value in developing more than 1.35 kt (43 million oz) into quality Nevada surface and underground gold reserves. The second setting is value realization by supporting mine operations with ore control, selective mining, reconciliation investigations and strategic planning. The investment of technical research on reconciliation investigations led to new concepts and practices that highlighted opportunities for large revenue and reserve gains. In 2002, more than $65 million in projected revenue was added to the Gold Quarry south layback. Kriged mine polygon construction and controlled blast heave at the Lone Tree Mine provided millions of dollars in mining efficiencies. High-quality geologic advice in selective mining at the Twin Creeks Mine helped obtain $4.3 million revenue gains throughout 2002-2003.

Precious metal mineralization at Mt. Hamilton, NV is associated with a polymetallic, garnet-pyroxene skarn system developed in middle to upper Cambrian calcareous shale, limestone, and dolomite. The skarn is developed around the Cretaceous Seligman and Monte Cristo calc-alkaline stocks. Gold is associated with intense retrograde alteration. Later epithermal quartz veins contain gold, silver, base-metal sulfides, and sulfosalts cross-cut skarn alteration. Westmont Mining Inc. is currently developing two mineralized zones containing a geologic resource of about 7 Mt (7.7 million st) that averages 1.7 g/t (0.05 oz per st) gold and 17.2 g/t (0.5 oz per st) silver. The project will have an estimated mine life of seven years, with a planned annual production rate of I t (35,000 oz) of gold and 9.3 t (300,000 oz) of silver.

On the basis of tonnage, the sand and gravel industry is the second largest nonfuel mineral industry in the United States. In 1990, the production of sand and gravel was 927 Mt valued at $3.4 billion. California, which leads the nation with more than 126 Mt, together with Texas, Washington, Michigan, and Ohio, account for 36% of the total production in the nation (Table 1). In commercial usage, sand applies to rock or mineral fragments ranging in size from particles retained on a No. 200 Sieve (0.074 mm openings) to those passing a No. 4 Sieve (4.76 mm openings). Gravel consists of rock or mineral fragments larger than 4.76 mm, ranging up to 88.9 mm maximum size. The construction industry consumes 97% of the sand and gravel produced; the remainder is sand used for specialized products such as glass (see chapter on Industrial Sand and Sandstone and Glass Raw Materials). Utilization The building industry uses sand and gravel chiefly as aggregate in portland cement concrete, mortar, and plaster; the paving industry uses sand and gravel in both asphaltic mixtures and portland cement concrete. Aggregate is commonly designated as the inert fragmental material that is bound into a conglomerate mass by a cementing material such as portland cement, asphalt, or gypsum plaster. Sand and gravel is also used as construction fill, road base and subbase, and decorative material. Portland Cement Concrete Aggregates: Portland cement concrete consists of sand and gravel surrounded and held together by hardened portland cement paste. Concrete mixes commonly contain 15 to 20% water, 7 to 14% cement, and66 to 78% aggregate. Sand and gravel used as concrete aggregate have to meet many requirements (Goldman and Reining, 1983). Premature deterioration of concrete has been traced in many instances to the use of unsuitable aggregates. Asphaltic Aggregate: Asphaltic mixtures used predominantly for paving consist of combinations of sand, gravel, and mineral filler (material finer than 0.076 mm), uniformly coated and mixed with asphalt produced in the refining of petroleum. Sand and gravel used as asphaltic aggregate must meet the same general physical requirements as materials used for portland cement aggregate. GEOLOGY General Requirements of Aggregates Construction aggregate has many requirements that are difficult to meet if only unprocessed material from natural deposits is used. Suitable material is composed of clean, uncoated, properly shaped particles that are sound and durable. Soundness and durability are terms used to denote the ability of aggregates to retain a uniform physical and chemical state over a long period of time so as not to disintegrate when exposed to weathering and other destructive processes. Individual particles must be tough and firm, possessing the strength to resist physical stresses and chemical and physical changes, that may cause swelling, cracking, softening, and leaching. The aggregate should not be contaminated by excessive clayey material, silt, mica, organic matter, chemical salts, and surface coatings. Physical Properties: The quality of aggregate depends upon its physical and chemical properties. These, in turn, may be inherent mineralogical and textural features of the rock or may be the effects of later changes such as tectonics, mechanical or chemical weathering, or incrustations. The physical properties most significant for concrete use are: 1) abundance and nature of fractures and pores, 2) particle shape and surface texture, and 3) volume changes which may occur because of freezing and thawing or wetting and drying. An aggregate is considered to be physically sound if it is adequately strong and capable of resisting the agencies of weathering without disruption or decomposition. Minerals or rock particles that are physically weak, extremely water absorptive, and easily cleavable are susceptible to breakdown. The use of such materials in concrete reduces strength or leads to early deterioration by promoting weak bond between cement and aggregate, or by inducing cracking, spalling, or popouts. Severely weathered, soft, micaceous, or porous materials may cause localized stresses to develop in concrete by swelling and shrinking during wetting and drying or freezing and thawing cycles. Physical Suitability of the Various Rock Types. Sedimentary rocks have a wide range in physical and chemical qualities. Sand- stones and limestones, if hard and dense, are ordinarily satisfactory, but many sandstones are friable and excessively porous and commonly are clay-bearing. Shales generally make poor aggregate material, being soft, weak, and absorptive. Most igneous rocks are satisfactory, being normally hard, tough, and dense. Tuffs and certain flow rocks may be extremely porous and have high water absorption and low strength. Metamorphic rocks differ in character. Most quartzites are massive, tough, and dense. Fine-grained marbles are usually durable, but coarse-grained marbles have low abrasion resistance. Gneisses are ordinarily very tough and durable. Some schists contain micaceous minerals that are undesirable because they are soft, laminated, and absorptive. Micaceous minerals are susceptible to splitting along cleavage planes and thereby impair particle strength and durability. Some schists and slates in particular are thinly laminated and tend to assume flat slabby shapes that lack strength-and do not pack well. Any or all of these rock types may be rendered undesirable because of harmful exterior coatings. Weathering processes, particularly the action of ground waters, deposit these coatings. The most common coatings are calcium carbonate, clay, silt, opal, chalcedony, iron oxide, manganese oxide, and gypsum. Particles with these coatings are undesirable as aggregates because the bond between particle and coating may be weak, and decreasing the strength of the aggregate-cement bond.

Lateritic gold has been the object of study only for a very few years, though nuggets have been mentioned in earlier works even as early as 1984 by Hartt in Brazil. In Mato Grosso State, lateritisation is intense, as is common in all tropical forest areas of the world. Exploration has revealed the presence of recoverable "nugget gold" of variable sizes (30 - 200 gms) but frequently of good size (0 - 40 gms), especially near Cuiaba and Alta Floresta regions. In both of them the host system is a lateritised breccia indicative of a fault or shear zone breccia, though in different lithological domains. The Cuiaba occurrences are phyllitic and show a profile as follows, from top to bottom: 1) Compact ferralite crust. 2) Oolitic to pisolitic compact crust (+ some gold). 3) Mottled concretionary laterite crust. 4) Lateritised "eluvial material" (gold nuggets). 5) Mottled patchy to banded laterite. 6) Banded lateritised phyllite with lenticular to banded goethite. 7) Altered red goethitic phyllite, with quartz veins (+ fine gold). 8) Unaltered grey phyllite with quartz veins (Protore). The Alta Floresta-Juruena River occurrences are volcano-sedimentary and show a profile as follows: 1) Deep brown siltitic, argillaceous and arenaceous material with organic matter (+ gold). 2) Modular and concretionary laterite, compact and indurated, with arsenophyrite in quartz fragments (gold nuggets). 3) Band with silty-clayey matrix and arenaceous in nature. 4) Bedrock meta-arcosian arenite. 5) Volcano-sedimentary with rhyodacites and andesitic basalts, with intercalations of arkosic and greywacke nature. Breccias and quartz veins, and granites associated in different portions (Protore).

Early Models In 1906, Daniel Jackling demonstrated that relatively low-grade disseminated copper deposits could be mined profitably using mass mining technology. The ensuing years saw a gradual increase in activity aimed at defining ore targets for large reserves of disseminated supergene enriched copper ores. Prominent organizations, such as Calumet and Hecla, Phelps Dodge, and Asarco, established teams of geologists. They focused on interpreting oxidized and leached outcrops over supergene chalcocite ore bodies. Techniques to evaluate oxidized cappings and predict the presence of underlying supergene chalcocite enrichment ores were developed and put to practical use by the late 1920s and early 1930s (Locke, 1926; Blanchard 1939, 1968). Oxidized capping evaluation centered on recognizing oxidation products derived from the various sulfide minerals found in disseminated deposits. Chalcopyrite, for example, oxidizes to a characteristic reddish pitch limonite that exhibits characteristic boxworks. Chalcocite is recognized by earthy, powdery, indigenous, hematite-rich limonite. Pyrite weathers to characteristic cavities and yellowish jarositic limonites. Evaluation of cappings is a systematic effort of noting and estimating the preoxidation sulfide mineral content and copper grade in an oxidized outcrop using mineral composition and morphology of oxidation products. Several complications were noted early in this technology's development. For example, the associated pyrite content of protore greatly influences mobility of copper and iron during oxidation. High-pyrite disseminated sulfide assemblages, upon oxidation, mobilize iron as well as copper. This results in oxidized rock with many leached cavities, poorly developed boxworks, and poorly developed indigenous limonites. This effect was noted and used in a general way to identify possible development of supergene chalcocite. Indeed, strongly leached outcrops could be present over enriched ore. A second complication is the manner in which associated gangue minerals influence the products of sulfide oxidation. Reactive gangue minerals, such as carbonates, neutralize acids formed by sulfide oxidation. Thus, copper cannot be moved from oxidized outcrops. Relatively nonreactive gangue, such as quartz-sericite-altered schist or porphyry, neutralizes supergene acid very slowly. This allows copper to move out of the oxidized outcrop. Recognizing these features was closely allied to an early understanding of the processes involved in oxidation supergene enrichment of disseminated ores. Field observations and mineralogic mapping of oxidized cappings were important in discovering many important porphyry copper ore bodies during the 1920s. These include Silver Bell, Miami-Inspiration, and Morenci in Arizona; Tyrone, NM; and Ely, NV. Capping interpretation like-wise led to discoveries at Mineral Park and Esperanza in Arizona during the exploration surge that accompanied high copper prices in the 1950s. In the 1960s, Kennecott research geologists refined and quantified some aspects of oxide capping appraisal (Anderson, 1982). The ratio of jarosite plus hematite to the total limonite assemblage was shown to be proportional to amount of copper leached from the oxidized outcrop. Thus, if the limonite assemblege in an oxidized capping consists of 40% goethite, 20% jarosite, and 40% hematite, 60% of the original copper is leached. The amount of copper remaining in the capping, together with the limonite mineralogy, can then be used to estimate original copper grade in the outcrop, amount of leaching, and chalcocite enrichment grade (in feet/% copper) in the underlying supergene chalcocite zone (Anderson, 1982). Evaluation of oxidized cappings and prediction of chalcocite blanket ore targets were successfully used in the western US and South America through the 1950s. Discovery of new porphyry copper provinces in other regions during the 1950s and 1960s, however, underscored some limitations of capping evaluation technology. Porphyry copper systems in Australia generally oxidize and weather to hematitic cappings. Presumably, the semiarid monsoon environment and the long time that the sulfide systems have been exposed to oxidation on that continent lead to development of relatively stable hematite. It is now recognized that jarosite and goethite persist metastably in the limonite assemblage in all areas once sulfide oxidation is complete and acid generation ceases (Brown, 1971). The assemblage eventually converts to hematite. But, climatic conditions in arid southwest US allows metastable limonites to persist for a long time, thus providing information on former sulfide assemblages. Thiosulfate offers a non-toxic alternative to cyanide for processing gold ores. The mechanism of leaching gold using ammoniacal thiosulfate solution is driven by the Cu(II)-Cu(I) redox couple and is complicated by competing ligands such as NH3 and S2O32-. It is shown that an understanding of the copper speciation and sulfur speciation is required to optimise this system. This paper presents Eh-pH and speciation diagrams for varying concentrations of Cu(II), S2O32- and NH3 and discusses the conditions under which various copper and sulfur species are stable.

The long-term goal of the Collaborative Research Centre 525 is the identification of options for the resource-sensitive supply and utilization of metallic raw materials. In order to address these issues, an integrated resource management system for metallic raw materials was developed and tested. Simulations were carried out, using the tools and methodical approaches developed in this system, in order to compare alternative operating scenarios for aluminium and copper. However, before these alternative operating scenarios could be formulated and assessed, it was necessary to develop a consistent set of indicators to monitor progress towards sustainable development in the processing and utilization of metallic raw materials. The primary objective of the centre is to develop a set of indicators, which adopt a holistic approach to resource management, thereby enabling the assessment of different operating scenarios within the broadest possible context. The target audience for this research consists of decision-makers in the realms of politics, business and industry, as well as NGO?s.

Introduction History. Vat leaching operations began in October 1953. Since that time, about 4.2 million tpy of oxide ore averaging 0.72% copper have been treated. Economic conditions, improved operating methods, and increased production facilities have allowed the ore grade to be reduced over the years. The average ore grade was 0.84% Cu during the 1950s, 0.68% in the 1960s, and was 0.50%, or below, during the 1970s. By 1961 some 35 million tons of oxide ore had been removed from the mine, exposing the underlying sulfide ore body. A 5,000¬ tpd concentrator was constructed and put into operation to treat the sulfide ore in November 1961.1 The original crushing plants were used for both oxide and sulfide ores, but by adding a third crushing shift, six days per week, the total ore treated was raised from 12,000¬17,000 tpd. Dwindling oxide ore reserves prompted expansion of the concen¬trator to 13,500 tpd in 19672 so that exhaustion of known reserves of both ores would occur at nearly the same time. Again, no additional crushing facilities were added during the expansion. It was anticipated that the treatment rate of oxide ore would be reduced from 12,000 to about 9,000 tpd. Instead, the addition of two crushing shifts per week and improved operating procedures have increased the treatment rate to 26,500 tpd-13,000 tpd to the leaching plant and 13,500 tpd of sulfide ore treated in the concentrator. Geology. The Yerington ore body is a disseminated porphyry copper deposit where a quartz monzonite porphyry intrusive contains the major part of the ore values, with some copper mineralization found in the adjacent granodiorite and other rocks. The geology of the Yerington Mine was aptly described by J. R. Wilson (Mining Congress Journal, June 1963). The ore body is one of few porphyries where geologic conditions were optimum for the formation of an important concentration of oxidized ore with minimum economic effect of secondary enrichment. The principal mineral in the oxidized zone is chrysocolla, which irreg¬ularly occurs dispersed throughout the rock and as narrow seams along fissures. The grade of the ore in the oxidized zone is generally the same as in the primary sulfide below, although some massive concentrations do occur as vein-like fissures and as filling of breccia zones. Cuprite, tenorite, melaconite, malachite, and azurite occur but are not abundant. Lying between the chrysocolla horizon and the primary sulfide is a transition zone whose limits are irregular but seldom with vertical range exceeding 50 ft. Chalcocite, cuprite, melaconite, native copper, and chrysocolla occur superimposed on the primary sulfides. Chalcocite replacement of chalcopyrite, as well as secondary chalcocite, do occur. The primary sulfide minerals are chalcopyrite and pyrite, with minor amounts of bornite and covellite. There are no appreciable gold or silver values, and molybdenite has rarely been noted.

It proves the old adage "economies of scale" and quantifies the advantage of being able to move large loads of dirt over comparatively short haul distances by sliding rather than carrying the load. This discussion examines whether a bulldozer is the most efficient way of using this geotechnical principle.

Houston International Minerals Borealis Project is an open pit heap leach operation. The operation uses open pit mining, two stage crushing, agglomeration, heap leaching, zinc precipitation and induction refining to produce approximately 50,000 ounces of gold per year. Due to the ore being extremely ameanable to heap leach processing techniques, low manpower requirements and efficient management, the operation is one of the lowest cost gold producing operations in the United States.

A methodology is presented for the spreadsheet solution of separation processing networks. With the methodology developed, a spreadsheet grid is used to represent networks both with and without recycle loops. In this manner, network solutions are numerically approximated by spreadsheet grid solutions. The methodology was used to explore the ramifications of networks developed by the Chinese for tungsten and molybdenum processing Nonlinear stage-transfer functions for two-component sharp separations can be used.

Efficient methods for removal of copper from heap leach solutions without mobile organic phases are a current mining industry need. To satisfy this need a selective, high-capacity, durable solid material is required. The INEEL has developed a set of materials based upon current solvent extraction chelates that provide selective copper concentration in the presence of high concentrations of iron. In contrast to conventional solvent extractions, our strategy anchors the chelators to a non-polymeric solid substrate through the use of a custom designed linker molecule. The fundamental synthetic routes to these materials have already been established and attachment to the solid surfaces achieved in an efficient manner. Our continuing research is focused on the optimization of the synthetic pathways to these solid materials and the evaluation of their copper capturing capabilities.

Acid mine drainage (AMD) is a serious environmental problem in mining activities. Prediction is the first step for evaluate the potential of acid generation and there are some possible methods to estimate it. They are described as static tests, which examine the balance between acid producing and acid consuming materials, and kinetic tests, which attempt to predict drainage quality overtime. Static methods are very simple and give a qualitative classification of the ores based on their potential to generate acid drainage. The characterization of ores to determine their acid producing potential is vital for the prevention of long term environmental liabilities. Laboratory tests were conducted under different methodologies to predict the acid producing potential of sulphide overburden, ore materials and tailings from a deposit of copper ore.

The Nuggety Gully prospect is located 170 km (106 miles) south- east of Port Hedland and 40 km (25 miles) northeast of Marble Bar in the Pilbara Region, Western Australia. The area is held under title by Esso Exploration and Production Australia, Inc. The prospect covers a significant, but currently uneconomic body of molybdenum and copper mineralization of porphyry style, associated with Archean high level acid intrusives intruding sediments and volcanics of a narrow east-west Archean greenstone belt. The Nuggety Gully intrusive rocks have been dated at 3.2 b.y. ± 117 (de Later, oral communication).
