Pinson Mining Co. operates a conventional mill and two heap leach operations in north-central Nevada. The latest of these heap leach operations, the Preble project, is a low-grade, low-tonnage property made profitable through several innovative capital reduction techniques. Rapid return on investment was a prime factor in design. To facilitate this, fast-track design and construction techniques were employed. The project is a seasonal 1.5 kt/d (1 700 stpd) crush/agglomerate heap leach plant using both clay and plastic leach pads. Construction and startup were achieved through cooperative arrangements between local contractors and in-house construction personnel, with few items put out to bid. An interactive approach to design minimized lost time and construction costs.

The term kaolin is used here, in a commercial sense, for near- white clay deposits which are dominantly comprised of the mineral kaolinite, or for products refined from such deposits. The term "china clay" has been used in the past as a synonym for kaolin, a reference to its first being mined some 3000 years ago at a hill near Jauchau Fu, Jiangxi Province, China as a porcelain raw material. The name kaolin was derived from the Chinese Kauling, which means high ridge. For most modem industrial applications kaolin must be extensively refined and processed from the crude state to enhance whiteness, purity, and other important commercial characteristics. After such processing, kaolin ranks as one of the most valuable of industrial clays, and it is used to some extent in most manufactured consumer products. In 1991, the United States alone produced kaolin valued at $1,072,366,000. It is applied very widely as a pigment, filler, coater, extender, ceramic raw material, catalyst base, electrical insulator, and pharmaceutical. Some more prominent uses include paper filling and coating; paint, plastic, adhesive, and ink pigment; rubber reinforcing agent; ceramic raw material for porcelain, dinnerware, tile, and enamels; catalyst base for petroleum cracking and auto exhaust emission catalytic control devices; cosmetics base; and digestive coating remedy. Those properties of kaolin clay which make it suited to these applications are related to its physical, optical, mineralogical, and chemical nature.

The amenability of column flotation for the beneficiation of fluorspar was investigated, and the overall performance of the column, flotation was compared to the performance of the existing conventional flotation cells at the plant. It was estab¬lished that improved grades and recoveries could be obtained by adopting column technology. Acidspar concentrates as¬saying 97% CaF2, suitable for HF manufacturing, can be produced by adopting two-stage column cleaning in place of multistage cleaning by conventional cells. Similarly, metspar concentrates assaying 90% CaF2, suitable for metallurgical applications, can be achieved in a single-stage cleaning by column flotation. This is an improvement over what is now being achieved using the existing conventional rougher and three-stage cleaning cells in the plant. The number of stages, i.e.,four in the acidspar circuit and four in the metspar circuit, including rougher stages, can be eliminated by adopting a three-column configuration. Thus, the cost of production, the complexity of the circuit and the power consumption can be effectively reduced with other attendant benefits.

"The mineral raw materials industry is a key-component of the Gross Domestic Product of industrialised economies, closely related to both the building and the industrial sectors. Despite this, at local level mining and quarrying are associated with both irreversible environmental damage and several visual alterations affecting the natural landscape. In this sense, SIA (Social Impact Assessment) has become a strategic tool that can not only improve the prediction but also the assessment of the social impact by involving the local communities in a participatory process. Taking into account the SIA experience, together with the examination of some relevant international case studies, it is possible to draw up a list of good practices for mining project management, from exploration through to closure and beyond, with quarry restoration. Such good practices will complement the existing studies, focusing on environmental issues, with the social issues arisen considered in SIA application."

Since its passage, the Mining Law of 1872 has been modified several times to meet the changing needs of America's society and economy. Despite the fact that it continues to provide an effective framework for a robust US exploration and mining industry, the mining law continues to be criticized in some quarters as outdated. Pressure to reform the Mining Law of 1872 has reached new levels in recent years. Many proposals for reform of the law have been introduced during the 1990s. None, though, have been enacted. The issue will not likely disappear and is certain to be raised during the 105th Congress. To provide a better understanding of the status of current congressional reform proposals, this article presents an overview of the major moments in the history of mining laws in the western United States - from the days before the 1872 mining law and the days following its promulgation, to the current dilemma over mining law reform. The future of the mining law is assessed as are the interests at stake for the modern mining industry. Mining before 1872 No discussion of the Mining Law of 1872 is complete without some historical background to provide an understanding of the origins of this unique law. There was plenty of mining activity on the public lands before the mining law was enacted. At first, the federal government's policy was to allow all miners to work freely on the public lands and to resolve disputes among themselves. In this "hands off" environment, miners operated according to laws they promulgated. These were based on previous experiences in Europe and Mexico. Techniques useful in operations, analysis are applied to the problem of planning an exploration program. The model used treats mineral exploration as a Markov process, and maximization of gain is the criteria determining the optimum program. The mathematical description of the model and the optimization are first worked out. Application of the mathematics to several simple examples is given. Finally, comparison of the data necessary to use this operations analysis with the available data shows that the method can only be a guide to planning an exploration program.

Production reporting is a natural computer application and is often one of the first applications implemented by new computer users. Automation of a manual reporting system is a good place for new computer users to gain computing experience because generation of basic reports - is fairly straightforward, and automation can often be justified easily on the basis of clerical cost savings. Computers are particularly well-suited for reporting applications which generally satisfy the criteria for effective computerization. Three characteristics must be present to effectively utilize a computerized system: 1) The potential application must be precisely definable. If an algorithm for data processing cannot be developed, data cannot be processed. 2) The operation to be performed must be repetitive. If a particular function is only going to be performed once, computerized systems development is probably not justified. 3) The volume of the data to be processed must be relatively large. If only a few items of data must be manipulated, manual methods are probably adequate. Although a computer can perform only a few functions (it can compute; it can make comparisons; it can rearrange data), it can perform these functions much faster and more accurately than a human being can. The ability to classify and reclassify data in a variety of ways and the ability to summarize data make the computer an ideal tool for production reporting. Production reports can be classified into three major categories, depending on their purpose. Reports can be used for (1) informative, (2) analytical, and (3) control purposes.

This paper will introduce and discuss a range of techniques that utilise new developments in Computer Graphics (CG) and Virtual Reality (VR) for the investigation of incidents and accidents in mining environments. The future of mining safety may not be totally led by the demands of the mine operators, but sometimes by the academics, commercial software developers and legal pioneers who generate new ideas and products and set admissibility precedents which may change the way certain traditional investigative operations are performed. In any accident investigation the outcome from the investigating team is often a complex affair and the results of the investigation are often reported in large, convoluted documents. Computer-generated forensic reconstructions allow investigators to present accident scenarios in an accessible and easily understood, visual manner. Surveys in the US have also shown that people have increased recall of computer-generated images over many other forms of evidence. The AIMS Research Unit in the UK have been pioneering the use of Computer Graphics (CG) and Virtual Reality (VR) technology for both industrial and road traffic accident reconstruction. This paper and accompanying presentation will contain examples of forensic reconstructions developed by the authors that explain some of the methodologies used to ensure admissibility of this type of digital evidence. The paper will contain a number of case studies based on UK and International industrial accidents. The paper will focus on how AIMS Research is extending the capabilities of the accident reconstructions created to take advantage of the latest developments in VR technology. As digital technology makes its impact within professional and commercial fields, computer generated forensic reconstructions will form important admissible evidence in the courtrooms of the future. The technology will also make a great impact in the way we train our workforces, with highly visual three-dimensional (3D) interactive training tools becoming the norm. Acceptance by the public, courts and workforce is an important issue, and implementation strategies must be considered carefully.

The US Bureau of Mines investigated the fundamental aspects of shear-flocculation using a rapid, in-situ particle size analyzer. Silica was stirred in the presence of an aliphatic amine to determine the effects of collector coverage, stirring speed and solids concentration on the kinetics of shear-flocculation. The results showed that shear flocculation is a two-stage process. In the first stage, which occurs during the first 1-2 min. of the reaction, the mean particle size increases rapidly, and in the second stage, an equilibrium is set up between the rates of floc growth and floc decay. Collector dosage affected the position of the equilibrium by altering the number of surface sites for particle-particle attachment. A minimum stirring speed was necessary for shear flocculation, which was dependent on solids concentration and collector dosage. This stirring speed was the minimum necessary for particles to overcome the electrostatic energy barrier, and that results in keeping the conditioned particles dispersed. Larger particles flocculated more rapidly. At very high stirring speeds, large flocs became unstable, resulting in a narrowed particle size distribution in the slurry.

Several types of tunnel supports are being investigated experimentally and analytically at the University of Illinois at Urbana-Champaign under the sponsorship of the Federal Railroad Administration, Department of Transportation. The results of work on two types will be discussed here. These are steel sets and continuous, monolithic steel-fiber-reinforced concrete liners. The latter is a model of a short length of liner that might result from a continuous slip-forming operation in a tunnel excavated with a boring machine. Tests have been performed on both types of support and analyses are being developed which will greatly broaden the scope of the test program. The objective of these studies is to improve the understanding of basic behavior of these supports, and to develop techniques for their analysis. The analyses will then be used to perform parameter studies that will lead to more rational procedures for structural design. The tests provide a check on the accuracy of the analysis and demonstrate the overall behavior and modes of failure. Another part of the project is concerned with the interaction of support and medium, and thus prediction of loads for the supports. These studies are presented in greater detail in a recent report (1). A brief outline of results obtained to date are presented in this paper. The Haile Gold Mine is one of the earliest gold discoveries in the eastern United States as well as one of the largest gold producers from that region. Gold was first discovered in the gravels of what is now known as Haile Gold Mine Branch in 1828 on lands then owned by Colonel Benjamin Hale (spelling not the same). Small placer workings were immediately started and it was not long before the surrounding residual soils and saprolites were also found to contain gold. Following the presence of gold in the residuum eventually lead to the discovery of the underlying gold-bearing lodes that actually outcropped in saprolite form where not masked by heavy vegetation or a thin veneer of Coastal Plain sand. The earliest attempts at production, immediately after discovery, utilized slave labor, washing gravel and residuum from leased tracts that were 15m (50 ft) square. Several at- tempts at small milling operations were made during the en- suing decades, but there was really no substantial or successful production until the 1880s.

A plug-flow model is described for the reactor mass balance of a typical AARL gold elution process. The model is in the form of a hyperbolic differential equation and was transformed using the method of characteristics. The transformed model was then solved simultaneously with models dependent on intraparticle surface diffusion and film transfer parameters. The solution was found to represent the experimental data for a modified form of the AARL elution. Correlation between the experimental conditions and the film transfer parameters estimated by the model are also presented.

In west-central England, 183 m (600 ft) below the Cheshire Plain, lie the evaporate remains of an ancient sea. Stratified into nine beds of salt separated by marl bands, the deposit stretches roughly 21 x 12 km (13 x 7.5 miles) and contains reserves of rock salt estimated as high as 400 Gt (440 billion st). The Winsford Salt Works, one of England's largest underground mines, extracts the Cheshire salt and sells it for use as animal feed, for application in de-icing programs, and as a key ingredient in sodium fertilizer production and a variety of other industrial processes. Because road de-icing is an important market, demand for Winsford's salt varies with the severity of British winters. Design capacity is 2.25 Mt/a (2.5 million/year). However, production peaked at 2 Mt (2.2 million st) in 1987. Over the past five years, annual production has averaged 1.6 Mt (1.7 million st). Run-of-mine salt averages 92.5% NaCl, mixed with about 5% marl. The marl was formed by deposition of a reddish dust blown into the Cheshire basin from deserts in what is now central Europe. Association with the marl adds color to the salt, producing tea-colored crystals that resemble unrefined sugar. Adaptation of coal mining systems Rock salt mining in the Winsford district began at least as early as 1682. Mining at the current site dates from 1844 but was shut down from 1892 to 1928. In the early 1900s, a series of catastrophic collapses and floods plagued and ultimately shut down then-active Cheshire brine-salt producers. Subsequently, Winsford reopened and began adapting mechanized underground coal mining systems to rock salt extraction.

Computer generated magnetic field reference signa- tures of steel cord belt splices are used to evaluate lay-up and fabrication irregularities of splices in operating conveyors. Used as a quality inspection tool, magnetic signature analysis is useful in auditing data collected by general non-destructive testing (NDT) consultants. The evaluation can detect irregularities that weaken a splice, as well as detecting signature changes that can be indicative of adhesion loss. The evaluation can be applied to any NDT data available from a variety of commercial sources, which means that independent review of critical splice data is possible.

The development of a three-dimensional mathematical model for evaluating airflow fields at a continuous miner face is described. The model utilizes three-dimensional incompressible flow, mass continuity, and momentum (Navier-Stokes) equations to predict the airflow velocity at the face. Obstacles and equipment in the face area are modeled using appropriate boundary conditions. Parameters such as flow velocity and face dimensions can be modified and evaluated for various schemes, such as exhausting and blowing ventilation, using either brattice or tubing. A model such as the one described, with additions for local effects, can be used to evaluate novel face ventilation ideas before initiating expensive full-scale tests or field studies. The model described is a step in the direction of advanced predictor models.

Stochastic simulation has been routinely used for performing risk and sensitivity analyses in a variety of fields. The commonly used means of generating the simulations has been the Monte Carlo approach, which usually employs a Simple Random Sampling (SRS) scheme of the variable distributions. This method is prone to sample clustering and requires a large number of samples to represent the distribution faithfully. This can become problematic for simulating complex processes where it is impossible to run an arbitrarily large number of replicate simulations. The Latin Hypercube Sampling (LHS) method uses a stratified sampling approach that assures representation of the input distributions for any given number of samples. In this paper the LHS and SRS approaches are compared, using a petroleum resource estimation example.

Subsidence profiles above two adjacent panels in Illinois are compared with pro- files predicting subsidence behavior obtained using the (i) National Coal Board (NCB, 1975) method, (ii) the profile function method and (iii) the influence function method. The NCB method predicts the maximum subsidence values at the center of the troughs accurately, but, the overall shapes of these predicted profiles do not match the profiles from the measured data well. Consistent values for the angles of draw were measured but these angles were different in the transverse (average value 43 degrees) and in the longitudinal (average value 17.5 degrees) directions. Time dependent subsidence effects are shown to be small but measurable. These displacements continue at a linear rate for at least a 12 month period. A comparison of measured horizontal distances, interpreted as horizontal strain, and the NCB predictions for strain shows that the peak measured strains are greater by a factor f about four than the predicted strains. The relationship between surface curvature and strain is investigated. Problems associated with calculation of surface curvatures from vertical displacement data are highlighted and a recommendation is made for future studies to consider direct measurement of this parameter. Surface curvatures above a moving face are found to be about three times less than the curvatures at the stationary end of the panel. On the other hand, a hyperbolic tangent profile function is shown to serve as an accurate predictive tool for subsidence behavior in two adjacent longwall panels at Old Ben Number 24 mine in Illinois. This function predicts not only the vertical displacements but also the surface curvatures above both panels. Influence functions are shown to be more problematic, although potentially more flexible, in their application than the profile functions.

Modeling uranium mine radiation control methods and natural environmental radon variations is an extremely complex endeavor. A number of authors have examined particular facets of the problem and have proposed models for their area of interest. Bureau of Mines personnel brought together many of these individual studies, and from them have attempted to develop a coordinated plan for modeling radon daughter concentrations in the uranium mine environment. This approach is described.

Lime production is the largest single chemical use for limestone and dolomite. The term “lime” in this review refers to high-calcium and dolomitic quicklime, their hydroxide forms and dead-burned dolomite. This review is restricted to a discussion of the U.S. lime industry. Production and consumption In 2004, according to preliminary data, U.S. lime production was about 20.1 Mt (22.1 million st), an increase of 900 kt (990,000 st) compared with 2003. Production in2004 was valued at about $1.4 billion. Commercial sales of lime totaled 18.6 Mt (20.5 million st) and captive production was 1.5 Mt (1.65 million st). Total U.S. consumption was about 20.2 Mt (22.2 million st). The majority of U.S. lime trade was with Canada.
