This marks the 15th consecutive year for this column. During 1995, readers were asked to supply royalty data for construction raw materials especially for states where none is available. The response was discouraging and royalty data are still missing for several states for either sand and gravel or crushed stone. Several readers have said that this article has merit but more new information is needed to justify its continuation. Several articles and pieces of news relative to mineral royalties appeared in the trade journals. R. Lee Aston (E&MJ, November, 1995, p. 16N) described South Australian royalties as amended by the government in1994. The royalty rate (a percentage) was lowered but the assessed value for minerals was raised and the current rate amounts to 20 cents//t (18 cents/st).

Researchers at the U. S. Bureau of Mines have developed a technique for producing adaptive control systems using fuzzy logic and genetic algorithms. These controllers can be used to efficiently manipulate complex systems in real-time. Furthermore, they can achieve an acceptable level of control despite limited feedback in the problem environment. The control systems that result from the implementation of the Bureau-developed technique are able to recognize when changes have occurred in the problem environment, evaluate the magnitude of these changes, and alter the strategy being used to control the problem environment. Fuzzy logic is used to provide the controller with a rule-base that mimics the "rule-of-thumb" approach generally adopted by humans in the area of process control. Genetic algorithms are used to provide the controller with the adaptive capabilities necessary for the control of complex time-varying processes popular in the minerals processing industry. The effectiveness of this technique is demonstrated on a laboratory pH titration system. The pH system includes a changing setpoint, titrants with varying concentrations, and the possible addition of a buffering solution.

Remote sensing for environmental measurements is already being used. Aircraft-mounted imaging spectroscopy has been used to evaluate historical mining operations, as well as active mine sites. To the extent that remote sensing can provide more sensitive, cost effective and timely monitoring potential, the technology is of interest to the industry. Questions, however, remain about the application and validation of the data and concerning the availability of the technology in the private sector. This paper discusses some of the potential uses, benefits and concerns related to remote sensing. And it discusses efforts to monitor the technology's development.

A computer model is presented that quantitatively uses the relationship between the interactive and dynamic processes of methane drainage, mining, and ventilation. The model includes simulation of the coalbed methane reservoir for prediction of gas-emission rates under the influence of degasification wells and longwall mining, ventilation network-generation and ventilation simulation. As mining progresses step-wise through the coalbed-methane reservoir, the ventilation network is created and subsequently simulated, iteratively determining fan requirements to safely reduce methane concentrations. The model can be used to quantitatively study the effectiveness of methane degasitication on the ventilation system in a longwall panel.

Kaolin clays from five different commercial deposits in Georgia were studied to understand the variations of zeta potential and related fundamental properties. The results suggest that higher negative zeta potential is related to exchangeable or soluble calcium ions in the clays.

Introduction Gold mining on an industrial scale is becoming increasingly dependent on low-grade refractory sulfide ores that contain large amounts of pyrite (FeS2) and arsenopyrite (FeAsS). Gold is usually present as sub-microscopic particles dispersed evenly throughout the sulfide matrix. Without some form of preoxidation, efficient recovery of this finely disseminated gold through cyanide leaching is hampered because the surface of the sulfide particle becomes passivated and impervious to penetration of the cyanide. Traditional methods for recovery of refractory gold from arsenopyrite ores include roasting and autoclave leaching. A modem alternative method is to preoxidize the mineral using the bacterium Thiobacillus ferrooxidans prior to attempting to re- cover the gold through cyanidation. The bioleaching of arsenopyrite ores presents a problem in the mobilization of large quantities of arsenic, present both in the +5 and +3 ionic states. Dissolved arsenic species pose a dual problem: they are -1 to the bioleaching process itself through inhibition of bacterial activity, and they also pose an environmental threat. The arsenate anion (AsO2) has been shown to be more toxic to living organisms, including Thiobacillus ferrooxidans, than the arsenate anion (AsO43) (Collinet and Morin, 1989). There is some disagreement as to the fate of arsenite in bioleaching solution. Mandl, Matulova, and Docekalova (1992) reported that dissolved arsenite concentration was constant during a long-term bioleaching study of chalcopyrite using Thiobacillus ferrooxidans. Torma and Oolman (1992) report that Thiobacillus ferrooxidans has been found capable of oxidizing As3+ to As5+. The solid products of arsenopyrite/pyrite bioleaching include jarosite (MFe3(SO4)2(OH)6 where M can be K+, Na+, NH4+ or H3O+), scorodite (FeAsO4.2H2O), ferric hydroxides, and ferric hydroxysufites (Carlson et. al., 1992; Van Breemen, 1982; Lazaroff et. al., 1982). The particular species formed is a function mainly of pH. Little study has been performed on the effect of solid products on bioleaching. Pesic and Kim (1993) showed that Thiobacillus ferrooridans cells served as a nucleation sites for jarosite particles, which grew rapidly and eventually killed the cell. Most bioleaching studies are performed at low pH&apos;s (<2.0) under uncontrolled conditions. By studying bioleaching of arsenopyrite under controlled pH conditions and at higher pH&apos;s (2.0 to 3.0), the distribution of iron and arsenic between the solid and liquid phases can be controlled, and their effects studied. The objective is to develop a bioleaching process that operates at high efficiency while keeping amounts of dissolved heavy metals low. Pesic, Stohok, and Torma (1993) demonstrated the usefulness of this approach in the leaching of cobaltite (CoAsS) concentrates. Materials and Methods The focus of this study was the bioleaching of arsenopyrite ore by Thiobacillus ferrooxidans. The parameters studied included the effects of pH, and the effects of arsenate (AsO43 and arsenite (AsO2). pH studies included pH set initially but not controlled, and pH controlled continuously with NaOH or LiOH. Bioleaching results from two strains of Thiobacillus ferrooxidans with different adaptation histories were compared. Bioleaching experiments were conducted in 150 ml stirred glass reactors using a strain of Thiobacillus ferrooxidans adapted to arsenopyrite ore, supplied by the U.S. Bureau of Mines. These bioreactors were innoculated with stock cells grown on arsenopyrite ore for 14-16 days. Typical elemental breakdown for this ore was: As, 9.90%; Fe, 18.60%, Stot, 9.26%; Suifide, 7.50%; SiO2, 25.90%. Mineralogically, the ore contained both arsenopyrite and pyrite. Bioleaching efficiency was measured by withdrawing bioleach solution samples at selected intervals, filtering, and measuring the amount of dissolved cobalt, iron, and arsenic by atomic absorption spectroscopy. Because the precipitation of iron and arsenic at higher pH&apos;s would lead to unreliable results, a 100 mg tracer of cobaltite concentrate from the Blackbird mine in southern Idaho was added to solution. Dissolution of the cobaltite tracer was used to indicate bioleaching of the bulk arsenopyrite ore. In mechanized roadheading predominantly two methods of rock breakage are applied at present: the cutting method by means of picks and the cutting/crushing method by means of roller cutters. Both systems meanwhile reached a high degree of technical development and consequently show very few possibilities of further improvement. While application of hard-metal picks is limited by rock hardness, the roller cutters require a high specific thrust, and, accordingly, heavy carrier systems. Roller-cutter equipped tunneling machines are therefore only cost-effective in hard-coal mining if the high investments for transport and assembly are justified by a corresponding length of road to be headed. The limit for acceptable cost-effectiveness is at present a minimum heading length of approximately 3 km. In April 1988, the joint venture of Morrison-Knudsen and Paschen Contractors (M-K/P) was the successful low bidder for the Metropolitan Water Reclamation District of Greater Chicago&apos;s (MWRD) Contract Number 73-164-2H. This project is yet another in the MWRD Tunnel and Reservoir Plan (TARP) devised to control and treat overflows from combined sanitary and stormwater flows. M-K/P&apos;s project, located along the Des Plaines River, consists of 21,569&apos; of tunnel mined to a 35&apos; diameter and two tunnels totaling 14,529&apos; mined to a 12&apos; diameter. All three tunnels will have 12" thick reinforced concrete lining. The path for combined sewer/storm waters to reach the tunnels begins at a connection structure, continues through an approach sewer, a sluice gate structure and down a vertical shaft which is topped by a backflow structure. The purpose of the backflow structure is to prevent water surging to the surface as the system fills rapidly. Backflow preventors represent a change in design after problems developed on earlier constructed portions of the T.A.R.P.. On this project, 14 drop shafts channel flows to the tunnel system. In addition to the drop shafts, contract specifications require an emergency or escape shaft be located not more than 4000 feet from the tunnel headings. Due to long reaches without drop shafts, four access shafts had to be constructed. Thus, the total shafts constructed under this contract will be eighteen plus one 30&apos; finished diameter construction shaft located within Miller&apos;s Meadows. Figure 1 shows the overall Des Plaines River System and the M-K/P contract connection to previous and future MWRD projects.

Principal component analysis (PCA) is one of the dimension reduction techniques widely used to classify data based on features. Ground vibration is a major hazard arising from rock blasting operations, and accurate prediction of the vibration is necessary for designing controlled blasting parameters. Most of the widely accepted predictors of ground vibration consider the maximum explosive charge weight per delay (MCPD) and distance as the parameters responsible for ground vibration, but mining sites with bigger production targets have varying geometrical parameters to suit the excavator utility. Accordingly, other blast design parameters will also have impacts on ground-vibration intensity. A blast vibration predictor considering all the blast design parameters would be complicated, and some of the parameters will have overlapping contributions to ground-vibration intensity. Data classification using PCA is a feasible solution, and regression analysis may be performed to develop predictors using the classified input data. In this study, PCA was used along with multivariate logarithmic regression to predict ground vibration, and the performance of this technique to predict ground vibration was compared with the performances of various existing empirical predictors. The evaluation suggests that the predictor with logarithmic regression followed by PCA performs better than the existing empirical predictors.

The range of gold ores tested at AMMTEC LTD over several years has resulted in the requirement to analyse for the mode of occurrence of gold in order to assist selection of ore processing options. The aim of this paper is to describe the laboratory testwork and analytical procedures which have been of benefit in detail­ing the mode of occurrence and mineral associations of gold and hence being of value in developing an optimised ore processing route. The range of ore and mineral assemblages described include relatively simple pyrite and free milling ores, more complex pyrite plus arsenopyrite gold ores and the quite com­plex associations of gold in copper bearing ores or with car­bonaceous mixed sulphide ore assemblages. The aim of this paper is to describe the laboratory testwork and analytical procedures which have been of benefit in detail­ing the mode of occurrence and mineral associations of gold and hence being of value in developing an optimised ore processing route. THE PLANNED MAINTENANCE PROGRAM All concentrators should start with a planned maintenance program from day one. Every- body thinks they have a program in place before start-up, but in reality, most have only a fraction of what is needed to avoid the "Post Start-up Disaster" (PSD) - two years for start-up is not that uncommon. An effective program has all of the following: (1) Good people. (2) Area Maintenance. (3) Good PM Checklists. (4) Daily Work Schedules. (5) Written Work Orders. (6) Equipment Histories. (7) Backlog Control. The installation of a workable program takes hard work, talent, and commitment. You have to know what you are doing (hard work will not replace talent). Good People Good people are available in any location if you make the effort. Always check references carefully (both superiors, peers and subordinates). Was the last concentrator they worked at successful? Was it clean? Find out! Success or failure follows people around. I know people who are experts on PSD because they have lived through it three or four times. You need some college trained people with hands-on experience. There are no secrets, you have to make the effort. If you make a mistake in hiring (and you probably will), make the tough decision necessary to rectify it quickly. Area Maintenance Area maintenance refers to organization of supervision such that one person is uniquely accountable for every inch of ground and piece of equipment. Avoid overlapping authority if at all possible. You must have a planner as a staff position. A foreman cannot effectively plan and

INTRODUCTION The basis for any measures in radiation protection is the quantitative assessment of the radiation exposure. Due to the extensive requirement in health physics manpower and related cost it is necessary to develop certain criteria regarding the necessity of monitoring and the selection of population groups to be monitored. Depending on the overall objective of the particular programme, the specific requirements for the measurement of atmospheric levels of radon, thoron and their daughters for practical radiation protection purposes differ significantly for those in the case of research applications, such as use of data for epidemiological studies. As part of the OECD-NEA Programme on Radon Dosimetry and Monitoring Task Group 1 reviewed available models for lung dosimetry in the case of inhalation of radon 222, radon 220 and their daughters (James et al., 1981). Using defined reference atmospheres for underground- and open-pit mining conditions as well as for dwellings, normalized conversion factors were calculated for the mean bronchial dose (mGy) per Working Level Month exposure (WLM). Task Group 2 discussed the features and adequacy of the Working Level (WL)-concept as a physical correlative of the absorbed lung dose and its limits of confidence and accuracy (Johnson and Leach, 1981). The WL-concept was found acceptable for radiation protection purposes provided that modifying factors like particle size, unattached fraction and respiratory minute volume did not cause the effective dose equivalent per WLM as calculated by either the James-Birchall or Jacobi-Eisfeld lung models to be more than 50 % above that given by ICRP of 0.01 Sv/WLM. For application in epidemiological studies the WLconcept is considered acceptable if the calculated absorbed dose to the tissue does not vary by more than 50 % (at the 95 % confidence level) from that given for defined reference conditions. In the following, objectives and requirements for the measurement of radon, thoron and their daughters are discussed for operational health physics routine and special research applications according to the scheme outlined in Fig. 1.

Sedimentary francolite and magmatic apatite are characterized by specific laser-induced time- resolved luminescence, which allows phosphate to be distinguished from accompanying dolomite. The "selective window" parameters are: he, = 337 nm, delay time after laser pulse is 0.5-5 ps, and detection spectral range is 400-525 nm. In the case of nonuniform distribution of phosphate minerals, it makes it possible to accomplish lasero- luminescent sorting and to receive intermediate product with a lowered dolomite contents.

"The ultimate objectives of the post-tensioned strands are to connect the precast segments into a ring and provide pre-stress in the tunnel circumference. The method involves inserting the strand through the preliminary embedded duct in the precast concrete segments and then tensioning the strand by jack and fastening it. The post-tensioned strand eliminates the necessity of bolt connections between the segments and may reduce the labor cost and increase speed of lining construction. Pre-stressing of the segmental lining reduces the steel reinforcement or fiber volume in precast segments and/or thickness of the precast segments which would result in reducing the manufacturing cost of them. Pre-stressing would reduce cracking and increase water tightness, and would provide smooth intrados due to eliminated bolt joints and pockets in the tunnel lining. Pre-stressing would increase resistance to internal pressures as well. Further, this system could work very well structurally in tunnels with squeezing rock or tunnels with high seismic loadings. INTRODUCTION OF THE METHODPost-tensioning is commonly used in the construction of bridges, large buildings, nuclear power stations, and water tanks but its utilization in tunnels is still in its infancy.The precast pre-stressed concrete segmental lining can be used for shield tunnels. The combustion of petroleum products produces emissions which contain oxides of nitrogen (NOx), hydrocarbons (HC), and particulate matter (PM) which have adverse health and environmental effects. In recent years there has been increasing interest in the use of water-fie1 emulsions as a substitute for conventional fuels. Emulsified fuels are emulsions of water in fuel, which are typically made of 10 to 20 percent of water mired with certain additives and fuel. Studies have shown that the emulsified diesel can significantly reduce the emissions of NO, PM and car- bon monoxide and increase the fuel efficiency. In order to produce a stable diesel emulsion, the development of an effective surfactant additive is critical. The stability of diesel emulsions is influenced by many factors, including size distribution of the droplets, the viscosity of the continuous phase, the physical properties of the interfacial film, and temperature. This paper describes a method to produce emulsified diesel and combustion results obtained from various tests. It has been found that the diesel emulsion made with this additive package was stable during the test, and the emissions were lower in NO, CO, and PM compared to the baseline diesel.

Employee safety and health is of paramount importance for SME and its members. Many SME members work daily in our Nation&apos;s mines or have a direct impact on others that work in the mines. SME supports the mission and purpose of the U.S. Mine Safety and Health Administration (MSHA), which is to prevent all injuries and disease from mining and to promote safe and healthful workplaces for the Nation&apos;s miners. SME supports the National Institute for Occupational Safety and Health and university research geared toward prevention of all occupational injuries and illnesses. SME maintains that laws and regulations governing the mining industry need to be based on sound scientific principles to ensure that workplace solutions can be readily implemented and that solutions to safety and health problems are fully realized.

With more stringent environmental and economic constraints being placed on mining operations, it has become necessary to optimize each process to minimize energy and raw material consumption and reduce waste discharge. In most cases, detailed process analysis is required to detect inefficiencies and provide alternative solutions for process improvement. HETSIM, a microcomputer process modeling and simulation system, is routinely used to analyze communition, hydrometallurgical, pyrometallurgical, and coal preparation processes. The process modeling techniques used in METSIM, including process control simulation, will be presented and illustrated using actual plant processes.

Not too long ago a mill superintendent, when asked where his tailings were being disposed, could simply shrug his shoulders and point to the open end of the thickener discharge pipe. This “out of sight, out of mind” approach to tailings disposal is a practice of the past. Today there are very few planned hardrock or energy-related mining facilities where tailings disposal has not been identified as the major area of impact and controversy. In fact, development of some ore bodies has been stymied altogether by lack of suitable sites or methods for tailings disposal. The bottom- Iine result is that tailings disposal often controls the permitting lead time and has a significant influence on construction cost (up to 2070 in some cases) of new minemill complexes. The following article, the first in a series of three, explores technical background and historical perspectives on siting and design of tailings impoundment facilities.

As mentioned in chapter 8, one of the objectives of the budget is to provide a mechanism for ongoing measurement and control of the production operation. The budget shows expected performance. Actual results are compared to this benchmark to evaluate past performance and to direct future activities. The variances between budgeted and actual results identify specific activities that did not perform as expected (whether negatively or positively). Managers who use variance analysis are essentially applying a management- by-exception philosophy. Individual organizations will determine variances that reflect their own processes and managerial interests, but these variances all follow the approach outlined here. Firms will also vary in the extent to which variances are reported. Some firms use a few variance measures for the overall production organization whereas others calculate variances for individual departments or even individual work areas. As mentioned in chapter 5, it is important to distinguish between controllable and noncontrollable costs when using budgets for control and evaluation.
