In the Frick District of U, So Steel Corporation, we have had more than 37 years of experience in the use of multiple-fan ventilation systems, in our coal mines. In our Colonial field, with a long belt installation, we have mined 85 million tons of coal with the use of the multiple fan system of ventilation. In our Palmer field, with the use of the same arrangement, we have mined 90 million tons of coal--a total of 175 million tons without one accident attributable to improper mine ventilation. The same system, fundamentally, has been installed in our expanding Robena operations and at its present stage of development we are using eight fans to ventilate this area. To date we have mined 55 million tons of coal with very encouraging results and again without any accidents attributable to ventilation.

Within the exploration programs carried on by the Consejo de Recursos Naturales No Renovables, the one with the largest coverage (more than 75, 000 square kilometers) is the northern Coahuila Exploration Project. Due to its nature, geochemical exploration methods were selected to obtain quick results. The program included essentially, three main stages : 1. - A regional geochemical stream sediment survey. 2. - Semi-detailed studies of the anomalous areas selected in the previous stage, and 3. - Detailed exploration of the promising areas. To the date, the first two stages have been completed, and the third one is being carried on. The work was started on september 1972, and it will probably take one more year before drilling can be started, but at the end of stage three it is expected that at least 5 important targets will have been detected. The regional work was conducted by 3 field crews, but the detailed program is being done by only one.

On May 21, 1990, EPA released its Strawman II draft program for mining wastes. It proposes to expand RCRA regulation of mining operations to include materials other than wastes. Strawman I1 would establish strict standards for the states to follow, rather than technical guidance. It proposes to establish performance standards; design criteria; monitoring requirements; and corrective action, closure, post-closure, and financial assurance requirements. It suggests "pollution prevention" concepts for mining operations. This paper explores the Strawman II proposals, particularly the technical criteria, and addresses several of the important concerns raised by industry.

For the years 1990 and 1991, West Virginia's underground coal small-mine fatality rate « 20 employees) was approximately ten times higher than the national coal industry rate. Although the total number of fatalities decreased to 17 in 1992 (from 22 in 1991), West Virginia still led ,the nation in coal mining fatals. A team of mining and safety professionals from West Virginia University studied the problem over the past year, interfacing with the Mine Safety and Health Administration and the West Virginia Office of Miners' Health, Safety and Training. A clear path for 'formal intervention was determined and is presented here.

I know this is, at best, a frustrating period for the coal mining industry. About 20,000 miners have been laid off, mostly in the Appalachian and mid-western areas, and several mines are working less than 5 days a week; however, the industry is experiencing modern growth and, at least, there is the potential for future growth. The coal industry is probably only operating at about 80 percent of its present capacity, and it is certainly capable of helping this country solve its energy problems. Growth, as a rule, does not come easy, and growth in the coal industry is no exception to this rule. Many formidable challenges have to be overcome. As we all know, mining relies very heavily on the earth sciences, which have advanced significantly in the past few years, but we are always working in a changing environment which in most cases is a hostile environment. Large quantities of material are quickly extracted and rapidly moved in, generally speaking, a very confined area. The very nature of the mining business directly and constantly impacts our environment during this period in which the Nation and the world has become increasingly smaller and more concerned about protecting our environment. In addition, growth brings about an expanding work force which is increasingly younger and less experienced.

The Gulf Coast States ranging from South Texas to Alabama contain vast resources of lignite ranging in energy content from about 4000 to 7000 Btu/lb (as-received) with sulfur content ranging from about 0.5 to 2 percent. Currently, the strip mining rate is about 35 million tons per year in Texas and essentially zero in the other Gulf Coast states. Estimates of future mining rates are as high as 310 million tons per year by the year 2000 with 240 being in Texas. In this paper, we examine the life cycle of the surface mineable lignice based on the most recent estimates of surface mine recoverable resources with two scenarios. The first indicates that a 310 million tpy rate could be sustained for only 15 years while the second scenario suggests that the 310 million tpy could be sustained for 25 to 30 years. If lignite resources are required beyond those that are surface mineable, the deep basin lignite will be developed. Five strategies for developing deep basin lignite are discussed.

AMPS[. has completed a rationed grinding ball test in a 2.93 m x 2.93 m ball mill at Climax Molybdenum Company. The test consisted of purging the ball distribution formed by charging 100%, 76 mm carbon steel balls with a distribution formed by charging 50% 76 mm and 20% 51 mm alloy steel balls. The resulting change in ball surface area yielded improvements in both tons ground and fineness of grind with a significant reduction in total ball consumption. This paper summarizes preliminary studies leading to the plant test, grinding efficiency results, and future plans to optimize the ball charge.

Between 2005 and 2021, a NIOSH internal review showed that haul trucks were involved in 54 incidents at surface mines in the United States. Haul truck collision warning and avoidance systems (CXS) can assist in preventing accidents at surface mines. CXS use technologies to detect people or objects and alarm to alert haul truck operators. Robust testing can help ensure that they detect objects without excessive false positive alarms. Testing and validation would increase confidence in and encourage implementation of a CXS. Researchers from the National Institute for Occupational Safety and Health (NIOSH) reviewed documents related to the evaluation and validation of CXS with two objectives: (1) to identify methods and parameters used to evaluate detection performance and (2) to identify gaps in CXS test methods and in detection performance. Stakeholders can use the findings from this research to guide implementation of CXS to improve safety at surface mines.

Introduction Many bulk solids such as coal, limestone, and fine moist ores often flow unpredictably out of bins, hoppers, and boreholes. Vast amounts of time and money are spent-with or without success-on flow promoting devices. In addition, many solids segregate in storage, feed erratically, flood, arch, rathole, and stick to bin walls reducing the live capacity. This article discusses bulk solids flow properties and provides guidelines for designing storage bins, hoppers, and feeders to provide reliable flow. Bulk Solids A bulk solid is a granular material consisting of discrete solid particles-submicron to several inches in size-that is handled in bulk form (for example, in a bin or silo). The gas filling the voids is generally insufficient to fluidize the material and the liquid (usually water) content is assumed to be less than saturation. Types of Flow Problems To design an efficient storage system, an engineer must be aware of problems that can arise during storage and flow of bulk solids: • No flow. A stable arch or pipe (rathole) develops within the solid, stopping flow. • Erratic flow. Momentary arches form within the solid, (ratholes), partly or completely empty out, and then collapse. • Flushing. Powders become fluidized, aerate, and flush uncontrollably through the bin outlet. • Lack of design capacity. A large part of the stored material remains stable around a rathole. Manual prodding, severe vibration, and even explosives may be used to restore flow. • Segregation. Smaller particles tend to sift through the voids between larger particles causing accumulations of fines and coarse in various areas of the bin. • Product degradation. Some materials spoil, cake, or oxidize if they remain in a bin too long. This is usually caused by a first-in-last-out flow sequence. • Level control. Measuring the volume of material left in a bin is difficult if a rathole develops. In one portion of the bin the level control device may indicate the bin is full; in another portion it may indicate it is empty. Eliminating Flow Problems All flow problems can be minimized or prevented by suitable design of the bin/feeder unit. This involves knowing the flow properties of the solid, then choosing the appropriate type of bin and feeder to establish the desired flow pattern. There are three types of flow patterns that may occur in a bin: funnel flow, mass flow, and expanded flow. Funnel flow occurs when some of the material in the bin is stationary while the rest is in motion. Funnel flow bins, shown in Fig. 1, are characterized by: • Low head room. A flat bottom or shallow hopper bin has large storage capacity with minimum height. Unfortunately, all this storage capacity may not be usable ("live"). • First-in-last-out flow sequence. The first material put into a funnel flow bin is the last material withdrawn because the flowing material is concentrated in the region directly above the outlet. • Ratholes. Because of the flow channel that forms, a stable rathole develops if the material has sufficient cohesive strength. • Erratic flow. Once a rathole becomes partially or completely empty, it may collapse creating a stable arch and erratic flow. • Flushing. Collapsing ratholes cause flushing and flooding of fine material. • Segregation. If a bulk solid has a tendency to segregate, this tendency will be accentuated as the material is discharged from a funnel flow bin. Funnel flow bins are suitable for coarse, free flowing, nondegrading solids, when segregation is not important. Mass flow occurs when all the material in a bin is in motion whenever any is withdrawn. Roof bolter operators may be exposed to high respirable dust concentrations on continuous miner sections with blowing face ventilation when bolting is performed downwind of the continuous miner. One solution to reduce the high respirable dust concentrations is to use a canopy air curtain (CAC) to deliver clean air from a filtered blower fan directly to the bolter operators under the canopies. The influence of CAC installation in the airflow and dust dispersion around the location of the roof bolter operator can be evaluated by using computational fluid dynamics (CFD). This study, performed by the National Institute for Occupational Safety and Health (NIOSH), considers two scenarios: (1) a roof bolting machine in the center of the entry for installation of the fifth row of bolts from the face, and (2) a roof bolting machine positioned close to the face for the installation of the last row of bolts. In both scenarios, the bolting machine is placed in an environment which contains 6.0 mg/m3 of respirable dust and is ventilated by a blowing curtain with 3000 cfm (1.42 m3 /s) of air. This environment is used to simulate the roof bolter machine operating downstream of a continuous mining machine. Two operation positions are simulated at the same bolting location: dual drill heads in the inward position for two inside bolts and dual drill heads in the outward position for two outside bolts. The influence of the CAC on airflows and dust dispersion is evaluated with the CAC operating at 250 cfm (0.12 m3 /s).

The Robinson project is based on the porphyry copper and gold deposits in the Robinson Mining District, near Ely in Eastern Nevada. The district was mined from the late nineteenth century to 1978 by Kennecott Copper Corporation and its predecessors. Operations ceased when falling copper prices in the late 1970's made their outdated mill and smelter complex at McGill uneconomical. In October 1991, Magma Copper Company (Magma) acquired the many claims that cover the known porphyry copper deposits in the district These occupy a disturbed area about nine miles long and three miles wide between the towns of Ely and Ruth. Magma proposes to build a copper / gold mine and concentrator and expand the existing gold leaching facilities. Several pits, previously mined by Kennecott Copper Corporation, will be enlarged; the use of larger, more modem equipment will result in higher productivity and lower operating costs in general. ICF Kaiser Engineers, of Oakland, California, were awarded the con-tract for detailed design of the process facilities, which was essentially complete by the end of 1993. The project at present is awaiting completion of the environmental permitting process; state air and water permits are in hand, and the Bureau of Land Management's (BLM) current schedule indicates that the final obstacles to construction will be cleared by early fall of this year.

In response to the mandates in the MINER Act of 2006, the National Institute for Occupational Safety and Health (NIOSH) conducted refuge alternatives research that included characterizing the utility, practicality and survivability of refuge chambers and outby safe havens. NIOSH also prepared and delivered a report to Congress in late December 2007 that summarized the findings of the re-search, included recommendations concerning the design and performance specifications for refuge alternatives, and focused on specific information that could inform the regulatory process on refuge alternatives. This paper highlights NIOSH?s research and recommendations concerning refuge alternatives, survivability evaluations of refuge chambers and presents a brief review of the current deployment of refuge chambers in underground coal mines in the U.S. The research has lead to the conclusion that refuge alternatives have the potential for saving the lives of mine workers if they are part of a comprehensive escape and rescue plan and if appropriate training is provided.

LOCATION AND EXTENT OF BART TUNNELS The San Francisco Bay Area Rapid Transit District (BART) during the past six years has become the Owner of 23.5 miles of single-bore tunnels. The tunneling experience gained while working closely with our Engineer and Contractors in the design and construction of these major transit facilities provides a basis for our "Owners" viewpoint. The 23.5 miles of tunnels are divided into two categories. Fifteen and one-half (15-1/2) miles of tunnels were constructed in soft ground underlaying the downtown areas of San Francisco, Oakland and Berkeley. Eight (8) miles of tunnels were built in "hard ground" in the hills separating Oakland and Berkeley from Contra Costa County and in the San Francisco hills on the Mission Line. Location of tunnels within the BART system are shown on Figure 1. The tunnels comprise 15.7% of BART's 75-mile dual track system. Their 176 million dollar costs (excluding rail, electrification or ventilation features) are 12.4% of the system's total estimated cost of $1.4 billion. The tunnels constructed in soft ground were shield and boring machine driven with ground support provided by steel liner rings. The exterior diameter is 17 foot, 6 inches in the majority of tunnels; however, on two tunnels with a 500 foot radius of curvature, the diameter was 18 feet. BART awarded 14 contracts for soft ground tunneling. The work was accomplished under free air or compressed air depending upon the ground water and soil conditions, safety requirements, and considerations for protecting adjoining property from damage either from the de-watering operations or settlements due to excavation. Construction of the Cerro Colorado on-off leach pad in northern Chile required placement of approximately 3,000,000m3 of fill over a P1an area of approximately 600,000m in irregular terrain with relief of up to 40m. Earthwork construction was completed in approximately six months using mine waste which was placed in 4 to 6m lifts using mine haul trucks. The lift thickness was reduced and the compactive effort increased in the upper 10m to enable development of a mat and additional resistance to possible differential settlements under dynamic (earthquake) conditions. A single 80 mil (2mm) HOPE liner was used below the leach pads and this was protected from the loading and unloading equipment using an engineered liner system consisting of screened sand, gravel and silt from local sources as the bedding and cover layers, and a heel of screened gravel and primary crushed low grade ore. Settlement monitoring, field testing and subsequent assessments of liner performance have indicated an adequate design was achieved and the project proceeded with considerable savings in time and construction costs.

Excessive heat exposure is among the health and safety hazards for mine workers. The nature of the underground climate makes it a convenient avenue for heat generation and accumulation from several heat sources, including autocompression, equipment and heat from strata. This study investigates the effects of clothing insulation and acclimation on the thermal comfort of mine workers exposed to heat in underground working environments. Several clothing ensembles were considered to analyze the effect of the thermal resistance of clothing on the workers’ thermal comfort. To investigate the impact of clothing insulation, the thermal comfort limit of an underground miner was calculated in the form of maximum allowable exposure time for an eight-hour shift.

Oleic acid has been almost invariably used in the flotation of siliceous fluorite ores. The performance of oleic acid, however, deteriorates with carbonaceous fluorite ores. Oleoyl sarcosine developed recently has been found to produce results superior over oleic acid with ores containing high calcite contents. While the mechanism of oleate adsorption is usually considered as chemisorption involving calcium oleate formation on both calcite and fluorite, no mechanism has been so far proposed to explain the adsorption mechanism of oleoyl sarcosine. In this study, the selectivity of oleoyl sarcosine, as inferred from flotation, zeta potential and infrared measurements, is ascribed to the interaction of fluorine ion to the nitrogen via hydrogen bonding.

The areas are identified where the techniques of operations research have been applied in the petroleum industry. Particular emphasis is given to the linear program models that have been used for solving management problems. Of the entire gamut of applications for linear programming, attention is focused on the models that represent underground reservoirs. Such models could be used to help schedule drilling rig operations and to schedule oil production. A framework is established for placing the model for underground reservoirs in the proper perspective along with the models which represent other facets of the oil business. One of the remarkable phenomena of this century is the rapid growth in the size and' complexity of human organizations. The mere size of modern business means that administrative decisions can affect vast quantities of capital and large number of people. Mistakes can be tremendously costly, and a single wrong decision can require years for rectification. Moreover, the pace of modern business is such that decisions are required more rapidly than ever before; the mere postponement of action can give a decided advantage to a competitor. It is not surprising that the increase in difficulty of decision making has been followed by efforts to put this activity on a more objective basis. The growing science of operations research, which relies heavily on the methods that have proved so successful in the physical sciences, is one aspect of these efforts.

Some of you may be old enough to remember -- as I do -- the early days of World War II. A highly prepared, well-equipped Japanese striking force had moved like lightning across the South Pacific islands and Southeastern Asia. As the invasion force pushed its way down the Malaysian Peninsula, Singapore stood serene and beautiful, protected by its natural moat of water, busy as ever with its commercial pursuits. One can see its captains of trade and industry now, sitting com¬fortably on the veranda of the "Singapore Country Club", sipping scotch between cricket games, convinced that the weary, logistically extended Japanese force couldn't possibly cross over to their island which had been so secure for a hundred' years or more. No need to remind you what happened. The brave men in their ships at sea and in the gun emplacements ashore were hopelessly out-gunned and out-maneuvered.

About 1/3 of the world's supply of phosphate rock is produced in a relatively small area of the Florida peninsula east of Tampa. Until this past year, a circle with a radius of about 25 miles and centered on Bartow would encompass the major producing areas. During the past year producing areas have opened in North Florida which promise to vie with the Polk-Hillsborough County area in terms of proven reserves. In addition, new phosphate production is planned for counties to the south and west of the present fields. From the existing production areas, however, more than 19 million long tons of phosphate were mined in 1965. As mining engineers most of you probably are familiar with the methods of mining and beneficiating the pebble phosphate rock. You thus recognize that, although some water quality problems may arise from these processes, there is no potential air pollution problem. To make an economically useful product, however, further processing must take place. It is from this additional processing that potentially damaging materials may be discharged to the atmosphere.

Understanding the effects of various ventilation and climatic parameters on the work conditions and comfort in underground mines is critical for efficient ventilation system design and cost savings and to ensure the health and safety of mine workers. To understand the effects that the thermal damping effect (TDE) and the thermal flywheel effect (TFE) have on the ventilation system design and potential cooling system, this paper compares and analyzes the wet and dry-bulb temperatures at the bottom of an intake shaft using two modeling software packages, Ventsim™ and Climsim™. The comparison shows the consequences and importance of taking into account the TDE/TFE when predicting the climatic conditions in future underground mines, especially when deciding on whether a cooling system should be employed in order to provide adequate climatic conditions in the production stopes, dead-end development headings, and throughout the mine. Ventsim™is able to account for the TFE, while Climsim™does not. Both software packages have their uses and are used within the mining industry, but it is useful to understand their limitations and where the future of underground climatic modeling will lead.
