The past year has been difficult for Canada's primary industries. The mining, oil and forestry industries have been hit by low prices and a reduced demand for natural resources. Foreign competition, militant environmentalists, the breakdown of the Asian and European economies and Canada's shrinking dollar have all put additional pressures on the commodity purchaser to buy smarter. It is easy to appreciate why operations and maintenance supervisors want the best performing product. It makes good sense. The challenge is to source that quality product while staying within the budget. The bottom line (price), however, often becomes the control- ling factor, usually at the expense of quality and performance. This is short-term thinking, often with expensive consequences.

Deep open-pit mines are becoming increasingly common in the highly mineralized arctic and sub-arctic regions. Air inversion is a frequent occurrence in these regions, and is exacerbated by the natural topography of an open-pit mine. Due to such inversions, the air quality in open-pit mines deteriorates very rapidly. Transport of gaseous pollutants under arctic air inversion is complex and involves an interaction between flow, thermal and convective transport systems. This paper discusses the construction and validation of a three-dimensional model that simulate the flow of air and the transport of gaseous contaminants in an arctic open-pit mine and the effect of low influent velocity and large gust velocities on the contaminants profiles in the mine. It was found that while higher velocities may remove contaminants from the pit bottom, they may not remove the contaminants from the pit entirely, necessitating artificial mitigation measures.

The Second Narrows Water Supply Tunnel will ensure system reliability in the event of a major earthquake and increase the Greater Vancouver Water District’s capacity to meet a growing population’s longterm needs. It includes a bored tunnel between two deep shafts located in North Vancouver and Burnaby, BC, Canada. The support of excavation for the 16-meter-diameter (52.5 ft) TBM launch shaft consists of 83-meter-deep (272 ft) unreinforced concrete slurry walls. This paper discusses challenges encountered during construction of the launch shaft slurry walls, namely excavation methods and slurry loss, and mitigative solutions implemented to successfully complete the shaft with minimal impact to project schedule.

In the Fall of 1987 The Wellmore Coal division of The United Company installed a fines separation circuit in its #20 plant near Big Rock, Va. The addition of the fines circuit included a bank of classifying cyclones and two flotation units; one a conventional 4 cell, 34 m3 Wemco cell, the other an 2.4 meter diameter by 7.6 meter tall, 28.3 m3 column flotation cell. The new fine coal separation circuit is depicted in Figure 1. The column flotation cell is manufactured by the Deister Concentrator Company, Inc., under the trade name Flotaire. The Deister Flotaire column cell utilizes a counter current flow arrangement and a different means of generating air bubbles than that of conventional mechanical flotation cells found in coal processing plants. Other features include diffusers for additional air supply and a froth washer. This cell is one of the few commercial scale column cells processing coal.

"One of the most common emissions from detonating explosives are nitrogen oxides (NOx), which are potentially deadly if inhaled. Lab studies estimate emission quantities, though great variation is shown based on site-specific conditions, and lab tests may not fully represent field results. Field VALUES (have not been measured due to the vast area affected. OSMRE recently promised to release a ruling regarding surface mine NOx production. Once the ruling is implemented, it may eventually be necessary to monitor site-specific NOx production from blasting. A small unmanned aerial vehicle system (sUAS) is able to carry a NOx gas monitor, rapidly travel to the blast location, and to follow resulting clouds of dust and emission gasses. This project will perform laboratory tests to expand on current estimations, determine an optimal method for collecting data, and evaluate the ability for this unique application of sUAS to assist in health risk assessment for mine employees and nearby communities. Additionally, large initial NOx concentrations do not necessarily correlate to unsafe conditions, and this project will be ground breaking in observance of surface blasting emission dispersion. The project is still in early phases at the time of submission for this paper (Nov 1, 2017). Therefore, this paper focuses primarily on summarizing background research related to the project and a description of the project plan. INTRODUCTION Nitrogen oxide gases (NOx) are common emission by products of surface mine blasting. These gases can potentially cause risk to human health and safety, both for mine workers and communities near the blast site. However, these emission quantities are largely unmeasured and no attempts have been made to relate these VALUES (to human health risk. The primary objectives of this project are to determine actual quantities of emission gases produced during surface blasting, to evaluate immediate and long-term risks to nearby people, communities, and ecosystems, to develop a system for mine employees to easily monitor emission and risk levels, and then provide guidelines for mitigating health risks based on a location’s emission results. BACKGROUND Current research regarding health risk produced by surface mine blasting NOx emissions is extremely lacking. Estimations have been made based on laboratory research, though these same test results show wide ranges of possible gas quantities produced based on site-specific conditions. Even if these estimations are accurate, no method has been created to relate gas quantity produced to human exposure concentrations. On July 1, 1999, most domestic metal mines will have to report releases of toxic chemicals into the environment for the first time as required by SARA Title 313. Some of these reportable releases will appear huge in relation to reports by other industries. The reasons for the potentially large reportable releases, special considerations for mining operations, and strategies for dealing with the reports are described. Data composited from experience with several mining companies is presented in the context of a typical gold mine.

Borates have been mined in the desert areas of California and Nevada for more than 100 years. To about 1890, playa surface mining provided the chief sources of boron minerals. Underground mining of colemanite and later of borax and kernite was predominate until about twenty years ago. Open pit mining of the large deposits of borax and kernite near Boron, California has been most significant for the past twenty years. Mining of colemanite in the Ryan, California area, near Death Valley, began in 1907. Following the discovery of the large deposits in the Boron area (about 1957), mining in the Death Valley area became nearly nonexistent. Only small tonnages were mined for special uses. Little mining was done in the Boraxo area near Ryan. The first claim was made in about 1915 In 1960 the area became the property of the Kern County Land Company, which was acquired by Tenneco Oil Company in 1967. In 1976 the various borate properties and claims in this region were acquired by American Borate Corporation. The open pit mine is now approximately 400 feet (121.9 m) deep, 3000 feet (914.4 m) long and 1000 feet (304.8 m) wide. The borates in the Boraxo pit consist primarily of three minerals. These are about 50% coiemanite (C2B6O11' 5H2O), about 40% probertite (NaCaB5O9.5H2O), and 10% ulexite (NaCaBcO9.8H2O). The colemanite, along with boric acid and high-grade coiemanite ore from Turkey provide the only sodium-free borates for production of textile grade fiberglas. When heated to its decomposition temperature, colemanite decrepitates to a fine powder. This provides the basis for the concentration process. The gangue minerals in this deposit are primarily calcite and clays, including bentonite. The ore body has a very low arsenic content.which is a desirable feature. Test work had been done with samples prior to the results discussed herein. This paper will discuss results of test work which were the basis for erection of a plant, and the subsequent plant operations.

The difficulties encountered in justifying replacements for over-age mobile mine equipment at the Gay Mine are common to most mining operations. More critical management reviews, resulting from ever rising capital expenses, increased such difficulties. These increased difficulties are especially apparent to those who are primarily operators and are not statisticians, mathematicians, or computer oriented. The Gay Mine is located 17 miles east of the town of Fort Hall in southern Idaho. This open pit operation annually supplies the J. R. Simplot Company and the FMC Corporation with 1.5 MM - 2.0 MM tons of phosphate ore. Stripping ratios average approximately three bank cubic yards of waste per ton of ore mined. The mobile mine equipment fleet consists of ten 24 yard scrapers; twenty-one 30-50 ton end dump trucks; four 32 42 yard shovels; fifteen dozers in the D-8 and D-9 classes; and three road patrols. Equipment replacement is based on the results of evaluations made on individual units. Authorization of capital expenditures for equipment replacement is dependent upon a favorable profitability index (true rate of return on investment) plus a favorable payout time. The system is based on cash flows and requires the determination of (1) the net cash outflows in the form of capital expenses plus (2) the expected cash inflows resulting from reduced expenses and depreciation tax credits. After adjustments for taxes and the time value of money, the net amounts are used to calculate the required indices. The basic elements for the system related to the replacement of mobile mine equipment include: (1) the determination of dollar penalties to be expected from the continued use of aging equipment; (2) the selection of equipment that will provide the greatest return on the investment dollars; (3) the quantification of the expected savings; and (4) the calculations of the prescribed indices. DTX is a 1.3-mile-long rail extension being constructed by Transbay Joint Powers Authority to extend Caltrain rail service and future California High Speed Rail service to downtown San Francisco. It includes a 3,352-foot-long mined tunnel with a cross section varying from 50 to 60 feet wide and 43 feet high to accommodate two- and three-rail tracks. DTX will be excavated in mixed-face and Franciscan Formation with ground cover ranging from 40 to 85 feet. This paper discusses how mined tunnel design has evolved since the initial preliminary design phase over 10 years ago. The current design concept for tunnel construction is also discussed.

ABSTRACT Lateritic bauxite deposits of economic size and grade in Sierra Leone occur on granulites of the Kasila series. The high grade trihydrate ores of Mokanji are exploited by SIEROMCO since 1964. Remaining reserves are small (2 million tons) and operation moved over to the Gondama deposits of similar grade. Port Loko bauxite reserves are estimated at 100 million tons and are of relatively lower grade. It is planned to treat this ore locally into alumina. Guinea's bauxite reserves exceed those of any other nation. They occur as hard lateritic bauxite covers on plateaus of the Pre-Cambrian sedimentary formations and on doleritic intrusions. The genesis is still controversial. The Sangaredi mine has produced high grade ore for the last 10 years. Friguia exploits a relatively lower grade ore at a rate of about 2 million tpy to be treated in their local alumina plant. Kindia ore is mined at a yearly rate of 2,5 million tons since 1974. Untouched reserves at Ayékoyé and Tougué/Dabola are estimated at 6,000 million tons.

The goal of hot mix asphalt (HMA) design is optimal material blending to meet Superpave specifications. HMA cost minimization has being modeled as linear programing (LP) (Awuah-Offei et al 2011) and mixed integer LP problems (Brown et al, 2012) and solved with commercial software such as LINDO and CPLEX. Often these software, which are designed to solve general optimization problems, have licenses that cost thousands of dollars. The objective of this study is to develop a novel solution algorithm to the HMA optimization problem presented by Brown et al. (2012), which will negate the need for expensive commercial packages and is specific to this problem. This novel algorithm is based on the branch and bound algorithm for solving mixed integer problems. The algorithm is incorporated into a software package with an easy-to-use graphical user interface. The developed algorithm is validated using a real-life HMA problem. Using this solution algorithm will save companies thousands of dollars, otherwise used to purchase software licenses.

The National Environmental Policy Act of 1969 (NAPA) provides guidance for federal agencies in making informed decisions. The Act has been used to determine the potential environmental impacts from mining and other natural resource operations, primarily in the Western USA. To accomplish the purpose of the Act, a process for developing environmental documents was established. The documents (EA/EISs) evaluate environmental impacts and are produced by federal agencies through public participation and cooperating agency review. Effective interactions and up front coordination between agencies and industry is required. An abbreviated history of environmental protection in the USA leading to NEPA, the driving regulation, objectives, provisions and limitations of the Act, and select mining related NEPA projects III the Western U.S. are discussed in this paper.

"The National Institute for Occupational Safety and Health (NIOSH) has been researching refuge alternatives (RAs) since 2007. Refuge alternatives typically have built-in pressure relief valves (PRVs) to prevent the unit from reaching unsafe pressures. The Mine Safety and Health Administration (MSHA) requires that the PRVs vent the chamber at a maximum pressure of 1.25 kPa (0.18 psi, 5.0 in. H2O), or as specified by the manufacturer. To facilitate PRV testing, an instrumented benchtop test fixture was developed using an off-the-shelf centrifugal blower and ductwork. Relief pressures and flow characteristics were measured for three units: a modified PVC check valve, an off-the-shelf brass/cast iron butterfly check valve, and a commercially available valve that was designed specifically for one manufacturer’s steel pre-fabricated RA and has been adapted for use in built-in-place (BIP) RAs located at one mine. PRVs used in tent style RAs were not investigated. The units were tested with different modifications and configurations in order to check compliance with 30 CFR regulations. BACKGROUND The Mine Improvement and New Emergency Response Act of 2006 (Miner Act) (1) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement. Section 13 of the MINER Act specifically directed the National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines, and the Department of Labor to act on the results of such research as appropriate. These mandates culminated in the 2009 adoption of changes to 30 CFR mining health and safety regulations, requiring underground coal mines to provide mine emergency RAs and associated components, to provide a life-sustaining environment for persons trapped underground. Such RAs can be either self-contained mobile units or built-in-place (BIP) facilities. The regulatory changes also include provisions establishing requirements for the Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One specific criterion for maintaining a safe RA atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (specified as 0.18 psi, or approximately 5.0 in H2O), or at a pressure as specified by the RA manufacturer, above mine atmospheric pressure in the RA (2)."

Existing acid mine drainage treatment techniques are not remedial In nature, i.e. though heavy metals can be removed from acid mine water, their presence in tailings and large quantities of these tailings tend to increase capital and operating cost for tailing management. This paper presents the results of a series of systematic tests which finally resulted In the development of the "ferrite" process for mine drainage of coal operations at ambient temperature. Ash is a material that many people leave to nature to handle. Others sometimes sweep it under the rug to be disposed of by someone else. In our business we cannot do either. In fact the American Electric Power System spends many millions of dollars in plant investment costs to collect the material, and then many more millions to dispose it. In 1965 alone the coal fired steam generating plants in., the AEP System produced approximately 2,400,000 tons of ash, enough to fill 40,000 coal cars which would extend as a single train across the entire states of Ohio and Indiana. Even though our present ash production is large, this is only the beginning when we forecast the future growth of our system. By 1980 it is estimated that our generating capacity will expand to about three times its present size, and with coal as our primary source of fuel our ash production will increase proportionately to about 7 million tons a year.

This paper discusses the drilling techniques and equipment used by Loffland Brothers Company to drill the AEC's UC-3 large diameter shaft in Nevada. Included are pictures and illustrations of the drilling-mud circulating system, the surface and downhole drill-string and the special heavy-duty mast and hoisting equipment required to do the job. The purpose and method of lining the large diameter holes along with the technique and materials used to backfill the lining to hole annulus are discussed briefly. Areas requiring improvement in both equipment design and technology for large diameter shaft drilling are discussed briefly. Shafts as large as 140 inches in diameter to depths of 5,000 feet can be drilled with existing equipment and technology.

In response to a request from the Mine Safety and Health Administration, the Bureau of Mines has recently completed a respirable dust survey of 18 U.S. coal preparation plants. Of these, three were essentially free of dust problems. Respirable dust exposure of workers in the remaining plants depended on the time spent in the dusty areas. In five of the plants surveyed, Bureau tests showed that in some areas worker exposures could exceed Federal dust limits in less than 2 hours.

The Prospectors and Developers Association of Canada (PDAC) was established in 1932 in response to proposed regulations that would have threatened prospectors in Ontario. From there, the association grew to represent the interests of Canada?s mineral exploration and development industry. The PDAC?s mission statement reads: ?The PDAC exists to protect and promote the interests of the Canadian mineral exploration sector and to ensure a robust mining industry in Canada. The PDAC will encourage the highest standards of technical, environment, safety and social practices in Canada and internationally. ?Today, the PDAC?s 6,000 individual members include prospectors, developers, geoscientists, consultants, mining executives and students. In addition, the association?s membership includes 950 corporate members, representing senior, mid-sized and junior mining companies in addition to organizations that provide services and equipment to the mining industry. In 2010, the PDAC adopted its e3 Plus principles, a framework to guide its membership in responsible exploration.
