The Bureau of Mines has been performing research to lower the dust exposure of workers at mineral processing operations for a number of years. This research has mainly been directed at source control techniques in an effort to lower a worker's dust exposure at a particular job function. In some cases, this control technology provided a carryover effect in lowering the exposure of workers at other locations, but for the most part had very little effect in lowering dust levels throughout an entire mill building. Recently, the Bureau became aware of several mineral processing operations having problems with high over-all mill dust levels. These operations were all using baghouse-type collectors to address their most serious dust contamination areas. Although these major dust sources were being controlled, there were numerous minor dust sources that were not. These minor dust sources were causing dust levels in these operations to gradually increase as the day or shift progressed. The intent of this work was to determine general guidelines and design criteria for operations that may be interested in implementing a total mill ventilation system. Most mill buildings can be considered a closed system and thus any dust that is not being controlled within the structure, will cause dust levels to gradually increase over the shift. A total mill ventilation system should be designed to draw clean make-up air in near the base of the mill. This air provides general purging and may clear some dust laden areas throughout the mill structure. This air should be discharged at or near the top of the structure, where it is not a contaminant to plant personnel working outside. Without this exhaust system, dust can exit the building through open doors, windows, etc., and contaminate outside plant workers. This dust can also be recirculated back into the mill building causing additional contamination problems. A total mill ventilation system is not a stand-alone technique, but is a supplemental technique to assist other localized dust control systems.

Hydrometallurgy has a well-known and established role in the production of manganese metal (1) and manganese compounds, including battery grade manganese dioxide (2). Also, several leaching processes have been developed and applied at various times for the recovery of manganese from low grade ores (3). Recently, interest in the hydrometallurgy of manganese has been stimulated by the problems presented in the processing of sea nodules (4). Fumes and dusts from the ferro-manganese furnaces also offer a potential field for the application of manganese leaching techniques (5). In treating low grade manganese ores a major requirement of the leaching process is that it should dissolve manganese from a mixture of manganese and iron oxides. The most selective reagent for this purpose is ammonium carbamate applied after preliminary pyrometallurgical reduction of the ore (6). Since soluble carbamate complexes of the postulated type (7) are formed by both manganous and ferrous, but by neither manganic nor ferric, ions, selectivety of manganese leaching is achieved by control of the reduction operation to yield, essentially MnO and Fe304? A potential improvement to this two step process would be to simultaneously reduce and selectively leach the manganese in one hydrometallurgical operation. ABSTRACT Lateritic bauxite deposits of economic size and grade in Sierra Leone occur on granulites of the Kasila series. The high grade trihydrate ores of Mokanji are exploited by SIEROMCO since 1964. Remaining reserves are small (2 million tons) and operation moved over to the Gondama deposits of similar grade. Port Loko bauxite reserves are estimated at 100 million tons and are of relatively lower grade. It is planned to treat this ore locally into alumina. Guinea's bauxite reserves exceed those of any other nation. They occur as hard lateritic bauxite covers on plateaus of the Pre-Cambrian sedimentary formations and on doleritic intrusions. The genesis is still controversial. The Sangaredi mine has produced high grade ore for the last 10 years. Friguia exploits a relatively lower grade ore at a rate of about 2 million tpy to be treated in their local alumina plant. Kindia ore is mined at a yearly rate of 2,5 million tons since 1974. Untouched reserves at Ayékoyé and Tougué/Dabola are estimated at 6,000 million tons.

A ventilation study using tracer gas was conducted at a western US coal mine. The objective of the study was to evaluate the movement of longwall face air exchanges between the face and worked-out area and to document the presence or absence of face airflow pathways between these locations. The mine operator uses a bleederless longwall ventilation system with a back return and a blowing mine ventilation system. The study was conducted on an active panel and included both underground and surface monitoring sites. The study used sulfur hexafluoride (SF6) released as a slug on the longwall face and in the front of the gob inby the face. The velocity of the tracer gas movement in the gob was 0.019 m/s (3.7 fpm). The rate of movement for the overall tracer gas slug averaged about 0.0091 m/s (1.8 fpm). A separate tracer gas test initiated with the release of SF6 into the legs of the first shield showed the existence of more than one pathway of face air in the general direction from the headgate towards the tailgate corner. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of methane emitted from the face and caved gob. A more detailed characterization of longwall system air and gas movement allows a mine to better assess its ventilation design for controlling gas on the face and in the gob.

The difficulties encountered in justifying replacements for over-age mobile mine equipment at the Gay Mine are common to most mining operations. More critical management reviews, resulting from ever rising capital expenses, increased such difficulties. These increased difficulties are especially apparent to those who are primarily operators and are not statisticians, mathematicians, or computer oriented. The Gay Mine is located 17 miles east of the town of Fort Hall in southern Idaho. This open pit operation annually supplies the J. R. Simplot Company and the FMC Corporation with 1.5 MM - 2.0 MM tons of phosphate ore. Stripping ratios average approximately three bank cubic yards of waste per ton of ore mined. The mobile mine equipment fleet consists of ten 24 yard scrapers; twenty-one 30-50 ton end dump trucks; four 32 42 yard shovels; fifteen dozers in the D-8 and D-9 classes; and three road patrols. Equipment replacement is based on the results of evaluations made on individual units. Authorization of capital expenditures for equipment replacement is dependent upon a favorable profitability index (true rate of return on investment) plus a favorable payout time. The system is based on cash flows and requires the determination of (1) the net cash outflows in the form of capital expenses plus (2) the expected cash inflows resulting from reduced expenses and depreciation tax credits. After adjustments for taxes and the time value of money, the net amounts are used to calculate the required indices. The basic elements for the system related to the replacement of mobile mine equipment include: (1) the determination of dollar penalties to be expected from the continued use of aging equipment; (2) the selection of equipment that will provide the greatest return on the investment dollars; (3) the quantification of the expected savings; and (4) the calculations of the prescribed indices. The results of unpublished investigations into surface subsidence from coal mining in the Northern Appalachian Coalfield are summarized. These investigations were carried out by various coal companies and the State of Pennsylvania in the sixties and seventies. Subsidence data were collected and analyzed from 10 room-and-pillar panels in 5 mines in the Pittsburgh coal seam. Results show that angle of draw ranges from 26° to 33° and subsidence factor from 0.42 to 0.72; surface heating generally occurs beyond the edges of the panel, the amount and extent of which vary; waviness occurs in the subsidence profile if a substantial number of pillar stumps are left in irregular patterns; interpanel effect is significant; time-dependent subsidence exists, but varies for different panels; and surface slope does not seem to affect the amount of subsidence.

Since 1882, world zinc production has increased. In contrast, United States zinc production rose until about 1915, but since then has remained nearly constant, with a slight tendency to decrease. Production from the Tri-State district, the largest early source of zinc in the United States, has gone down steadily; this decline has been balanced by a growth in the rate of other districts. These changes in United States production are due to economic, not geological, factors. Recent exploration has located large mineable ore bodies; additional deposits will undoubtedly be found in the strata-bound carbonate rock and volcanogenic environments. A statistical analysis of the exploration effort in the Middle Tennessee district indicates that new discoveries can be expected there. Thus, the United States is in an early stage of the production cycle for zinc. Of major mining districts in the United States, only the Tri-State is exhausted under current economic conditions; large zinc resources of low-grade material, which would repay mining at higher prices or improved technology, are known to exist in that district.

The question "what constituents should be determined?" is one that defies a simple answer, because earth scientist being what you are, the rock and mineral analyst will eventually be called upon to determine about three quarters of the elements in the periodic table. The concentrations of these analyses will range from as low as 1 ppb to 100% of the material being analyzed. The most important thing to remember about a quantitative analytical result is that it can only be an estimate of the concentration of the analyte present. A measure of the reliability of that estimate is given by statistically derived statements of the precision and accuracy of the measurement. When evaluating your data an understanding of precision and accuracy are of paramount importance. Precision is the measure of agreement between replicate values while the accuracy of a determination is the concordance between it and the true value. There is no quarantee, however, that a precise answer is an accurate one. The numerical difference between the two values is the error. When evaluating your data, the repeats analyzed with your samples will identify the precision and control standards of U.S.G.S. or Canadian Certified Materials quality will identify the accuracy. The main problem is this data is routinely withheld from the report, or was it ever included in the analysis of your samples?

The goal of hot mix asphalt (HMA) design is optimal material blending to meet Superpave specifications. HMA cost minimization has being modeled as linear programing (LP) (Awuah-Offei et al 2011) and mixed integer LP problems (Brown et al, 2012) and solved with commercial software such as LINDO and CPLEX. Often these software, which are designed to solve general optimization problems, have licenses that cost thousands of dollars. The objective of this study is to develop a novel solution algorithm to the HMA optimization problem presented by Brown et al. (2012), which will negate the need for expensive commercial packages and is specific to this problem. This novel algorithm is based on the branch and bound algorithm for solving mixed integer problems. The algorithm is incorporated into a software package with an easy-to-use graphical user interface. The developed algorithm is validated using a real-life HMA problem. Using this solution algorithm will save companies thousands of dollars, otherwise used to purchase software licenses.

The Prospectors and Developers Association of Canada (PDAC) was established in 1932 in response to proposed regulations that would have threatened prospectors in Ontario. From there, the association grew to represent the interests of Canada?s mineral exploration and development industry. The PDAC?s mission statement reads: ?The PDAC exists to protect and promote the interests of the Canadian mineral exploration sector and to ensure a robust mining industry in Canada. The PDAC will encourage the highest standards of technical, environment, safety and social practices in Canada and internationally. ?Today, the PDAC?s 6,000 individual members include prospectors, developers, geoscientists, consultants, mining executives and students. In addition, the association?s membership includes 950 corporate members, representing senior, mid-sized and junior mining companies in addition to organizations that provide services and equipment to the mining industry. In 2010, the PDAC adopted its e3 Plus principles, a framework to guide its membership in responsible exploration.

On July 1, 1999, most domestic metal mines will have to report releases of toxic chemicals into the environment for the first time as required by SARA Title 313. Some of these reportable releases will appear huge in relation to reports by other industries. The reasons for the potentially large reportable releases, special considerations for mining operations, and strategies for dealing with the reports are described. Data composited from experience with several mining companies is presented in the context of a typical gold mine.

This paper presents the case history of a comprehensive geotechnical investigation for the Crosstown Transport Facility, a 10,880 m long, 3.2 m diameter pressure tunnel proposed for construction in San Francisco, California. The proposed tunnel would be part of the City and County of San Francisco's Clean Water Program, and its purpose would be to convey stormwater and sewage from the east side of the City to the Pacific Ocean. Tunneling conditions were defined by surface geologic mapping, 94 exploratory borings, surface and borehole geophysics, aquifer testing, Goodman Jack testing, pressuremeter testing, and laboratory testing. Through the use of advanced coring techniques and a strictly controlled drilling fluid system, core recovery averaged 90 percent in the sheared and fractured rock of the Franciscan Formation. As a result, over 1,400 linear meters of rock core was recovered and is available for examination.

The National Environmental Policy Act of 1969 (NAPA) provides guidance for federal agencies in making informed decisions. The Act has been used to determine the potential environmental impacts from mining and other natural resource operations, primarily in the Western USA. To accomplish the purpose of the Act, a process for developing environmental documents was established. The documents (EA/EISs) evaluate environmental impacts and are produced by federal agencies through public participation and cooperating agency review. Effective interactions and up front coordination between agencies and industry is required. An abbreviated history of environmental protection in the USA leading to NEPA, the driving regulation, objectives, provisions and limitations of the Act, and select mining related NEPA projects III the Western U.S. are discussed in this paper.

Recent NIOSH published information has shown an increase of rapidly progressive coal workers? pneumoconiosis (CWP) in the southern Appalachian coal region (SAR) of the U.S., despite the fact that compliance data indicates that most coal miners have been exposed to coal mine dust concentrations below the statutory limit of 2 mg/m³. While the exact cause of these elevated CWP levels in the SAR has not been established, several factors may be contributing to the increase in occupational lung disease among coal miners. The mining of high rank coal is known to lead to higher CWP rates, and this type of coal is mined in a portion of this region. Also, a high percentage of the mines in the region are on reduced dust standards because of the high silica content of the airborne dust resulting in miners possibly being exposed to excessive amounts of respirable silica dust. Exposure to excessive amounts of respirable silica dust can lead to silicosis, a disabling and potentially fatal lung disease. NIOSH?s Respiratory Hazards Control Branch has been investigating the possible causes that would account for the observed higher trends in disease progression through literature review, data analysis and in-mine surveying. The investigation to date has revealed that underground mines are faced with cutting large amounts of rock in order to maintain haulage clearances. Cutting rock not only increases the potential for silica exposure, it increases the requirement for machine maintenance, which was a concern observed during dust surveys conducted by NIOSH. Over half of the mines operating in the SAR are on reduced standards due to high silica content. Adequate face ventilation of the continuous miner and roof bolter and limited down-wind operations from the miner are also issues of concern and items that require the constant attention of miners operating in these conditions.

This paper discusses the drilling techniques and equipment used by Loffland Brothers Company to drill the AEC's UC-3 large diameter shaft in Nevada. Included are pictures and illustrations of the drilling-mud circulating system, the surface and downhole drill-string and the special heavy-duty mast and hoisting equipment required to do the job. The purpose and method of lining the large diameter holes along with the technique and materials used to backfill the lining to hole annulus are discussed briefly. Areas requiring improvement in both equipment design and technology for large diameter shaft drilling are discussed briefly. Shafts as large as 140 inches in diameter to depths of 5,000 feet can be drilled with existing equipment and technology.

Remining of abandoned coal mines in Pennsylvania requires the implementation of pollution abatement and mining techniques called Best Management Practices (BMPs). Water-quality data from over 100 remining sites with more than 230 abandoned discharges were analyzed with respect to the types of BMPs employed to abate the pollution loadings of acidity, iron, manganese, aluminum and sulfate. Discharges exhibiting a significant decrease in acidity were most highly associated with sites where large volumes of alkaline materials were encountered (66.7%) or added (63.7%). The best results for iron loading were achieved with large-quantity alkaline addition (54.6%) and water handling systems (47.8%). Water handling systems (47.4%), daylighting (40.7%), and revegetation (40.2%) were associated with significantly lower manganese loadings. The decreases in acidity and sulfate loads associated with increasing the amount of alkaline material in the backfill indicates that the production of acid mine drainage can be retarded by adding large quantities of alkaline materials.

Federal regulations require the use of methane monitors on all mining machines. All machine-mounted methane monitors currently used in underground coal mines rely on catalytic heat of combustion sensors. As a comparison, although not currently approved for use on underground mining equipment, instruments with infrared sensors are evaluated in this study. Potential advantages of using infrared sensors include faster response time, long-term stability, and reduced maintenance needs. Tests conducted in the laboratory and at a full-scale model mine compare the performance of catalytic heat of combustion and infrared sensors operating under test conditions designed to simulate airflow conditions underground.

The Long Baseline Neutrino Facility Far Site in Lead, South Dakota is currently under construction and involves drill and blast excavation of the largest and deepest caverns in North America. This paper will review how the geotechnical risks are being managed through careful consideration of excavation sequence, completion of exploratory pilot tunnels, implementation of a robust instrumentation and monitoring program, and validation against the design. Aside from having a cross section of 5,900 square feet and being situated at a depth of one mile, the caverns also employ a unique permanent rock bolt solution which underwent a significant pre-production pull testing program involving varying installation methods and being subject to blast vibrations. The behavior of the schistose rock mass and performance of the ground support are being continually monitored throughout the construction phase.
