"Mining used to be a business primarily focused on the technical aspects of getting valuable ore out of the ground and extracting the minerals efficiently. Without denying the importance of these skills, a narrow focus on technical issues is no longer enough to guarantee success when it comes to exploiting rare earth element (REE) deposits. Molycorp failed to enter the global REE market in a successful manner, while none of the many REE exploration projects has turned into an active mine so far and none is expected to commence operations in the near future. Accordingly, the world of REE is far more complex compared to other commodities. This paper looks into the REE industry to identify the factors that can connect potential U.S. REE mines to the market. The ability to break free from past thinking and become future-focused is a key driver. Mining of REE is pointless without a corresponding value-adding chain, while developing a value chain without first establishing an uninterruptible source of REE is also senseless. The mining sector must be based on the REE value chain and vice versa, along with the establishment of a market channel for the REE products that come out of the mine. INTRODUCTION It has been seven years since rare earth elements became the subjects of front-page headlines. It was when the controversial Chinese export policy for these critical commodities was epitomised in a maritime border dispute with Japan in September 2010 that resulted in the big REE crisis and price spike of 2011 (Barakos et al, 2016c; Mancheri, 2015). The world was dismayed, especially in REE-importing countries, such as the United States that was and is still totally dependent on Chinese production and exports (Barakos et al, 2016c; Kennedy, 2015). The short-lived alarm initiated a treasure hunt by way of exploration for REE deposits all over the world. The continuously growing demand on the one hand and the Chinese sovereignty of the REE-market on the other, led the rest of the world to explore their own REE resources. In just a few years, more than 400 projects were initiated to explore REE deposits outside of China (ERECON, 2015; Goodenough, 2016). The prices of REE, however, dropped rapidly and at the moment of writing this paper are in 6-year lows, at the level of the price average before the 2011 crisis (Barakos, 2017). The viability of even major established producers is being challenged, not to mention the development prospects of potential REE-market entrants (Barakos et al, 2016b; Rollat et al, 2016). Production cutbacks and industry consolidation in China impel REE market experts to forecast that prices have already reached their lowest point and have nowhere to go but up (Adamas, 2015; Roskill 2015). Yet, expectations for increased REE prices are limited and drastic changes are unlikely to happen in the near future, as there is still excess supply in the overall REE market (Barakos, 2017). Nevertheless, the low prices of rare earths are not the only reason that potential producers are struggling to enter the global REE market. Among other parameters, the separation of the individual elements seems to be the most important factor, as it is technically challenging and expensive to build and to operate."

Many modern industries rely on rare earth elements (REEs) to produce products that are essential to both civil and defense applications. In a prior study (Vass et al., 2019), the authors showed that REE grades in acid mine drainage (AMD) and associated byproduct precipitates from AMD treatment (AMDp) warrant evaluation as a feedstock for REE production. The current work extends that effort through a broad survey of 141 AMD treatment sites in Northern and Central Appalachia. In this study, 185 raw AMD and 623 AMDp field samples were obtained and analyzed to assess the REE and major metal concentrations. Results show that an average of 282 μg/L and 724 g/tonne of REEs occur in AMD and AMDp respectively. Additionally, both basins contained similar distributions of REEs, and these distributions tended to favor heavy and critical REEs when compared with traditional REE ore deposits. Geospatial analysis identified a total resource of 340 tonnes stored at the 141 sites sampled in this study. While this analysis did not quantify the basin-wide REE inventory, it does indicate the impact that processing cut-off grades will have on the overall AMDp resource base.

BOB FALCONER: Our next topic leader is Scott Lawson. Scott is manager of human resources for Independence Mining Company, Cripple Creek and Victor Gold Mining Company, Victor, Colorado. Scott has 25 years of human resources management experience in the mining industry, surface and underground, precious and base metals. His topic this morning is "It's the Employee That Counts." SCOTT LAWSON: When reviewing the topic of productivity in a union versus nonunion workplace, we need to look at who, and not what, can make the difference in ensuring the success of a production-oriented operation. It's not explicitly whether the property is unionized or not, but whether the employee team (including the "management group") is working together to accomplish common, shared, and meaningful goals. The bottom line is what action or actions can be taken to develop trust and to strengthen working relationships that challenge and compel employees to willingly share their particular areas of expertise. I want to share a real-life experience that happened to me during the summer of 1961. Perhaps some of you will be able to relate to the following story. I was an 18-year-old fresh out of high school, ready for my first true work adventure. I found summer employment for myself and two friends with the New York Central Railroad in Cleveland, Ohio. Our jobs were as laborers, laying ties and rails, and unloading ballast. We made $2.62 an hour. We were fat cats! My friends and I took on the job with a great deal of vigor, to the dismay of our fellow workers. These workers were unionized by the Railway Workers, which I believe were affiliated with the Teamsters. Talk about being naive, we wrote the book in 1961. When we took the jobs, we did not realize the employees were represented by a union, even though we didn't think they worked too hard. Within our first two weeks of work, we established new daily records for laying virtually twice as many ties as had been standard, and we nearly tripled production by the end of our hall of fame railroad careers. We even took naively to the next level by lining up the ties for our afternoon work shift during our lunch break. In 1961, we thought we were the Mantle, Maris, and Colavito of tie laying. For the younger set in the audience, we would have felt like the McGwire, Griffey Jr., and "The Big Hurt" Thomas of tie laying. A section of the union contract allowed for a 60-day probationary period during which the employee was evaluated and also exempt from joining the union. Dimethylglyoxime reacts with nickel in a buffered ammonical-citrate solution containing the detergent ?Aquet? and hyroxylamine-hydrochloride. The resulting nickelous dimethylglyoxime is extracted with xylene. Visual comparison with standards permits the estimation of from 50 to 10,000 ppm of nickel. Soil, rock, or sediment may be decomposed by digestion with (1-3) nitric acid, allowing about 70 determinations per man-day to be carried out. With minor modifications to the above procedure, sediment and soil may be semi-quantitatively analyzed for nickel at the sample site. The chemical equipment is easily portable and the analysis extremely rapid because the buffer, dime thylglyoxime and xylene are added simultaneously to the sample and no heating is required. The sensitivity varies with the "availability" of the nickel ions; under favorable conditions, one may obtain a positive test for as little as 10 micrograms in soils and sediments. This procedure is similar to one, for the field determination of heavy metals described elsewhere by the author.

Several discrete-event simulation models have been developed for designing the conveying system capacities of underground coal mines. Most of these models require the use of a step-function approach to mimic the loading process at each conveyor loading point. Over the years, practitioners have generally employed one of three versions of the step-function approach. An important issue is how these three versions compare to each other in terms of simulated capacity requirements for belt conveyors. Another is-sue is how they compare to peak capacity design. This paper addresses these issues by statistically and quantitatively comparing their simulation results. The consequences and problems associated with using each version are also discussed and summarized.

Es más, los hidrocarburos aromáticos poli-cíclicos (PAH por sus siglas en inglés) debería segmentarse de manera proporcional con los compuestos orgánicos de diesel (DRO). El propósito de este estudio fue confirmar estos resultados en pruebas de flotación realizadas en laboratorio. Se midieron los contenidos totales de DRO Y PAH en aguas asociadas con los flujos o corrientes de concentrados y relaves. Los resultados muestran que las aguas con concentrados tenían de manera consistente mayores cantidades de DRO que las aguas de relaves. Es más, los contenidos de DRO en ambos flujos generalmente se incrementaban con el aumento de la dosis de diesel. De acuerdo con la investigación preliminar, los DRO parecían estar limitados a la fracción soluble en agua (WSF) y los PAH tendían a segmentarse proporcionalmente con los DRO. "In coal and mineral processing, several numeric parameters are used to quantify the separation performance of unit operations. For density-based separations, the partition curve is used as the starting point for many stages of diagnostic analyses. The curve is often quantified by its midpoint slope sharpness, and this single value is subsequently used for technical evaluation, benchmarking, and comparison. While this analytical approach does depict misplacement by relative density class, it inherently prioritizes middling separation and does not consider process economics or the micro-price value of individual classes. An alternative parameter, the organic efficiency, does indirectly consider process economics, but it does not reveal information on the root cause of lost revenue or misplacement. In this paper, a new analytical approach, the partition moment of inertia, is introduced. This parameter reconciles the technical misplacement data derived from the partition curve with the economic data derived from micro-pricing. The result is a new analytical procedure that promises better use of performance data. IntroductionPartition curves are commonly used in the characterization, evaluation and simulation of various physical separators. In mineral processing, partition curve analysis is routinely applied to hydrocyclones, screens, density separators and other beneficiation technologies that are based on intensive physical properties. Graphically, the partition curve depicts the recovery of particles as a function of the physical property on which the separation is based, such as particle density, size or magnetic susceptibility. Given the probabilistic nature of many real separators, the partition curve often exhibits a characteristic S shape (Fig. 1), similar to a cumulative normal distribution. Other geometric features of the curve are also depicted in Fig. 1, including the high and low closeout, or bypass, values; the midpoint slope; and the separation cut point, defined as the property value with 50 percent recovery.Partition curve analysis was originally proposed to evaluate coal washability (Tromp, 1937). Given the limited computational resources at the time, the analytical methods relied heavily on graphical construction and interpretation of the curve. Owing to the simplicity of calculation and interpretation, many of these graphical approaches are still widely used for performance analysis today. The most common calculations are based on the slope of the partition curve at the midpoint. Increased slopes correspond to enhanced separation performance, as a perfect separation exhibits a stepwise transition from 0 to 1 at the desired cut point, that is, an infinitely large slope. One common formulation of this slope, the Ecart Probable, Ep, is derived by evaluating the slope between the 25 and 75 percent recovery points:"

The use of diesel equipment in underground coal mines is controversial because the National Institute for Occupational Safety and Health (NIOSH) regards "whole diesel exhaust" as "a potential occupational carcinogen." Threshold limit values (TLVs) are recommended for the gaseous pollutants CO, CO2, NO, N02, SO2 and some hydrocarbons emitted in diesel exhaust. There is, however, no TLV recommended for diesel exhaust aerosols (DEA) nor is there a standard method for sampling these aerosols. The University of Minnesota and the USBM have collaborated to develop a personal diesel exhaust aerosol sampler (PDEAS) that utilizes size selective, inertial impaction and gravimetric analysis. During the field tests of this sampler, numerous air quality measurements were conducted in underground coal mines that used diesel equipment. The objective of this report is to present these data and to assess the impact of diesel face haulage equipment on mine air quality. Air quality data were collected in four underground coal mines. The mines used continuous miners and diesel haulage equipment. Daily samples were collected at the section intake, haulageway and on haulage vehicles. Both full-and partial-shift samples were collected using a variety of aerosol instruments. These included the PDEAS and the micro-orifice uniform deposit impactor (MOUDI) that sample the mine aerosol diesel exhaust fraction. Two of the mines were also monitored for the major gaseous constituents found in diesel exhaust CO, CO2, NO, NO2 and SO2. These measurements were made by either collecting bag samples for subsequent gas analysis or by Palmes dosimeters. Concentrations of CO, C02, NO, NO2 and SO2 were well below regulated levels. The mine average DEA concentration determined by the PDEAS in the haulageway for the three mines surveyed was 0.79 mg/m3, with a standard deviation of 0.19 mg/m3. DEA contributed 65% of the respirable aerosol, at this location. These results were the same as the mean DEA concentrations calculated from size distribution measurements obtained using the MOUDI. This was 0.78 mg/m3, with a standard deviation of 0.22 mg/m3.

Asbestos first became an issue to Minnesota?s iron industry when it was revealed that mineral fibers similar to those in Reserve Mining?s tailings were being found in drinking water for several communities that used Lake Superior as their primary water source. This discovery turned what had largely been an environmental court battle into a case concerning public health. The courts listened to much conflicting and uncertain scientific testimony on the size and distribution of the mineral fibers and on the potential health effects imposed by them. In April 1974, the plant was ordered to shut down by a federal judge but the company quickly appealed the decision. The appeals court granted a stay and ultimately ruled that the plant?s closure could not be justified based on the unknown health effects of the mineral fibers since the consequences of such an action would have immediate and severe social and economic impacts. The plant was allowed to continue operation, but ordered to abate emissions to air around the plant and to switch to a land-based tailings disposal system. An on-line rheometer, suitable for use with slurries, has been developed at Michigan Technological University. This rheometer can be used with both Newtonian and non-Newtonian slurries, and produces complete shear-rate/shear stress curves which characterize the time-independent rheology of the slurry. The sensor utilizes the Hagen-Poiseuille equation and Boyle's Law to calculate the shear rate, slurry flowrate, and shear stress from a series of pressure measurements. The design of the unit allows the measurement sample to be continuously collected from operating process streams in the often-hostile on-line environment. The shear rate/shear stress curves can be used to conveniently calculate the apparent viscosity at any given shear rate, and also to measure any yield stress or other deviations from Newtonian behavior.

The new Los Angeles, California JWPCP effluent outfall tunnel will transport secondary-treated effluent from the Joint Water Pollution Control Plant in Carson to White Point Manifold. The tunnel will be approximately 7 miles (11 km) long with a finished internal diameter of 18 ft (5.5 m). The TBM is designed to cope with high water pressure up to 10 bar. The geotechnical challenges are due to the heterogeneous subsurface conditions: in the first half of the alignment, the tunnel runs through soils with a low overburden under urban areas, and, in the second half, the tunnel runs through extremely weak, intensely faulted rock masses with high overburden. Following an overview of the project, this paper focuses on the northern portion of the alignment and presents a decision-making procedure developed during pre-excavation phase in order to cope with the expected heterogeneous conditions during mining. The risk assessment and the TBM operational design of the southern portion will be dealt with in a future paper.

"Since 2008, the U.S. Mine Safety and Health Administration (MSHA) has required the installation of refuge alternatives (RAs) in underground coal mines (MSHA, 2008). MSHA requires that RAs provide an environment with breathable air for entrapped miners for a 96-hour period. Heat buildup inside an occupied RA is a serious concern. Without a means to dissipate the heat and humidity generated by the occupants and the carbon dioxide scrubbing system, the temperature and humidity inside RAs could lead to severe discomfort or heat stress depending on the mine ambient temperature before and during occupation of the RA. In its 2006 report, the West Virginia Mine Safety Technology Task Force (2006) recommended an apparent temperature limit of 35 °C (95 °F) for RAs. In Title 30 Code of Federal Regulations Part 7.504, or 30 CFR 7.504, MSHA specifies a maximum apparent temperature of 35 °C (95 °F) inside an occupied RA (MSHA, 2016). The apparent temperature is calculated using both air temperature and relative humidity (Steadman, 1979).Calculations can be used to deter-mine if the air within an occupied RA will reach the apparent temperature limit. In these calculations, the mine temperature could be assumed to re-main constant. With this assumption, the effects of the mine strata thermal mass and thermal conductivity on the heat buildup in an RA are ignored. Re-search conducted by the U.S. National Institute for Occupational Safety and Health (NIOSH) shows that the mine air and strata temperatures surrounding an RA increase when subjected to the heat of an occupied RA (Yantek, 2014). Thus, calculations performed with the assumption that the mine temperature is constant would underpredict the resulting dry-bulb temperature and apparent temperature for a given RA occupancy. The mine air temperature has been used as the basis for RA temperature calculations. However, there has been no research to confirm that the mine air temperature is the appropriate basis."

A new hydrometallurgical process has been developed to recover copper from sulfide ores. Copper is leached in a staged reactor system utilizing nitric and sulfuric acids at 105°C. Iron is removed from the pregnant liquor as a jarosite and cathode copper is electrowon directly from the purified pregnant liquor. The spent electrolyte is recycled. Nitrogen oxides evolved from the leach are reconverted to nitric acid and are also recycled. Sulfur is rejected as S°, jarosite and gypsum. The process is highly versatile and can recover precious metals, molybdenum and zinc, when these elements are present. Continuous, integrated, semi-pilot plant operations using chalcopyrite ores demonstrated 99% copper leaching and production of cathode grade copper. Economic evaluation shows that the process is competitive with pyrometallurgical and other hydrometallurgical processes.

The Candelaria copper-gold deposit is located in Region m of Chile, 805 kilometers north of the capital, Santiago. Candelaria was discovered in 1987, following a six month exploration program. In late 1986, induced polarization (IP) surveys outlined an anomalously high response within the area of interest. The first test hole bad three intersections totaling 49 meters, with an average grade of 1.97% copper. Drilling eventually outlined approximately 390 million tonnes, grading 1.09010 copper and 0.26 grams/tonne gold. Production began in early 1995 and is estimated at 120,000 tonnes copper and 80,000 ounces gold annually.

Manganese silver ores are well known to be refractory towards cyanidation. Various processes have been suggested for improving the amenability of these ores. A sulfurous acid pre-leach is one such process. This paper traces the development and implementation of the sulfurous acid pre-leach process for the retreatment of manganese silver tailings at Tonopah, Nevada. An account of the test work program is presented, followed by a description of the operating plant and specimen metallurgical performance. The paper also summarizes the history of the Tonopah tailings, their mineralogy and makes reference to previous application of the sulfurous acid pre-leach process.

The interaction of soluble salt particles in their saturated brines is of interest from both a fundamental and practical perspective. The state of dispersion/aggregation of alkali halide particles as determined by optical microscopy can now be described based on non-equilibrium electrokinetic measurements for alkali halides. These results indicate that the sign of the surface charge has a significant effect on the extent of particle dispersion/aggregation. Atomic force microscopy (AFM) is now being used to directly measure the interaction forces responsible for the stability of these alkali halide aggregates observed in optical microscopy studies. These experimental results can be explained based on the interfacial polar interaction theory. In this regard the nature of such particle interaction forces at high ionic strengths are examined to improve our understanding of these systems.

"The evaluation of data and information provided by the existing traditional indicators in sustainability assessments is most important. Therefore the Institute of Mining Engineering I from the RWTH Aachen University developed indicators and an assessment system for the mineral raw materials industry on operation, company and sector level on behalf of the Federal Ministry of Economics and Labour (Bundesministerium für Wirtschaft und Arbeit, BMWA) and the Federal Institute for Geosciences and Natural Resources (Bundesanstalt für Geowissenschaften und Rohstoffe, BGR). In the course of the development of indicators for the raw materials industry quality indicators on different levels of the sustainability assessment procedure have been identified and developed. The following paper describes some of the results focussing on the development and integration of quality indicators into sustainability assessment systems."

Underground coal mining machinery utilizes portable electric sables, "trailing cables." to obtain power from load centers or distribution boxes. Cables are frequently damaged since mobile equipment, poor lighting, and restricted space are inherent to coal mining operations. Normally, the damage is repaired by splicing--the joining of one or more severed conductors and replacing insulation and jacket. Figure 1 illustrates a typical single conductor splice. Although the repair seems simple, difficulty of the splicing process is exemplified by the many safety hazards and frequent production delays that result from defective splices. Forty-two cable splice related injuries were reported to the U.S. Bureau of Mines in 1972 and 1973. Additionally, 17 splices related fires were reported in the three year period prior to December 1972. Assuming the damaged area is quickly located, an average splice time for a two conductor cable is twenty minutes. Some operators estimate this delay is incurred once per day per operating section. If one ton per minute is averaged throughout the shift, each unit could loose 4800 tons per year from splice delays. An estimated cost for materials and labor to make a splice is $20. The expenditure could result in a $4800 annual cost per section. The estimated expense does not include wages of other personnel waiting for the repair to be completed. Nevertheless, labor and materials cost is minor compared to the income lost from decreased production.

Naturally occurring minerals and reagent-grade compounds were tested to determine their receptivity to microwave heating. The maximum temperature achieved for the samples and the time required to reach temperature are reported. A description of the microwave oven and a thermocouple technique that accurately measures and continuously records the temperature of samples during irradiation are reported. Extractive applications using the generated microwave data were investigated. Stress fracturing at mineral grain boundaries in a gangue matrix was shown. This should significantly affect grinding energy requirements and liberation properties. A method to produce a magnetic phase on pyrite surfaces, a method of using microwave heating to retort cinnabar concentrate, and a roast-leaching microwave treatment of chalcopyrite ore are described.
