Underground mining is relatively safe today, but no technique or equipment is completely fool proof and 100% reliable. The only sure way to prevent accidental death or injury to underground workers is to remove them completely from the hazardous environment. This alternate approach to underground work is now feasible. Tunnelling and mining systems can be built that could be remotely controlled by men operating consoles in a surface control room. This concept, called a teleminer, would use recently developed remote control technology to remove man from underground work but still give him the capability to remotely operate mining and excavating equipment as if he were actually in the working area. It is appropriate to present this concept in the session "Environmental Controls" because the rationale for environmental control in underground areas can be significantly modified if man is excluded from the underground operation. The development of teleminers cannot only reduce or eliminate most of the requirements for conventional environmental control, but it can also create new and powerful techniques for rapid tunnelling and excavation. TELEMINER CONCEPT The concept of remotely controlled mining machines is neither new nor untried.(1)(2) Conventional remotely controlled mining equipment employs the standard techniques of extending the controls of the equipment to a remote console. For example, the rotary cutters on a remotely controlled tunnelling machine are started or stopped by a human operator turning a switch on the remote control console.

A prime objective of physical coal cleaning is the separation of raw coal into a clean coal product with the required low ash and pyritic sulfur content and a high ash refuse. The refuse should also contain a minimum amount of combustible matter. In order to be effective, cleaning processes require that the mineral matter in the feed, including pyrite, be largely discrete and free particles, liberated so that the particles are not attached or embedded in coal. Liberation of mineral matter from coal, particularly pyrite, was investigated by Bechtel as part of two fine coal cleaning research programs sponsored by the Department Of Energy (DOE), Pittsburgh Energy Technology Center (PETC). Two proof-of-concept (POC) plants, each with a capacity of 900 kg per hour, were installed and tested to evaluate production of ultra-clean coal using microbubble flotation and spherical agglomeration technologies. The plants were designed to produce clean coal with 2 percent ash and pyrite content lower than that achievable by conventional methods. Also, the quality targets were to be attained at energy recoveries above 80 percent. Bench-scale flotation and agglomeration tests indicated that it would be practical to grind the 6 mm top size feed coal to a mean particle size (050) of 10 micrometers in the POC test plant. In this part of the paper, the steps taken in the grinding circuit to maximize liberation of mineral matter are described.

As the search for new sources of energy and minerals leads to more remote areas of the country - and the world - the need to plan for adequate housing and community facilities for the construction and operations workforces and their families takes on an importance equal to the mining and processing facilities themselves. A corollary to the need for planning is the increasingly crucial need for development companies to devise effective strategies for dealing with the local communities impacted by these projects. Experience has amply demonstrated the high price to be paid for failure to learn this lesson, a price measured in lost productivity, confrontation with local communities, labor turnover, mental health and other social and eocnomic problems. In Sweetwater, Wyoming, a new industrial activity caused the population to double from 18,000 to 36,000 between 1970 and 1974. During that period industrial productivity fell 25 to 40 percent, cost overruns on the principal new industrial facility exceeded 33 percent, annual employee turnover rates climbed above 100 percent, the local mental health clinic workload increased nine times and complaints to the local law enforcement agency increased 60 percent.

One of the several problems facing society today is that of disposing of its solid waste. Each year this nation spends approximately 4.5 billion dollars to collect, transport and dispose of some 360 million tons of domestic and industrial solid waste. Although considerable sums of time and money have been spent in researching various techniques for solid waste disposal, it is presently agreed that sanitary landfilling represents the most economic and universally adaptable solution to the problem of solid waste disposal. However, regardless of the factors favoring sanitary landfilling as the waste disposal method of choice, it should be recognized as carrying with it a potential for the degradation of ground- and surfacewater resources. Through an interdisciplinary effort regulations were promulgated during 1971 in the State of Iowa to govern sanitary disposal projects. Consistent with a set of rationales developed to preserve environmental quality, these regulations set forth hydrologic and geologic standards designed to protect Iowa's water resources. Minimum requirements have been outlined in the regulations through which the natural favorability of potential landfill sites may be evaluated. Natural favorability is primarily defined in terms of the hydrologic and geologic relationships between a proposed landfill site and those in the locality of the site. The regulations specify that leakage from a landfill to a subcropping aquifer must be less than 0.04 cu ft/day/sq ft at the base of the landfill. This factor is offered to quantify the maximum allowable leakage for all sites in unconsolidated sequences underlain by subcropping bedrock aquifers, Based on groundwater research in Iowa, the assumption is made that 50 feet of till will be sufficient to inhibit the downward flow of liquids from a landfill into bedrock aquifers. This assumes a difference of no greater than 40 feet in hydrostatic head between the water table in the unconsolidated sequence and that in the bedrock aquifer. Owing to the fact that bedrock aquifers in many areas of the state are mantled by less than 50 feet of till the regulations provide for site modification, through engineering, to meet the specified leakage standard, In such instances the leakage factor is evaluated by means of the generalized Darcy's Law Q = PIA where:

The behavior of fire and airflows in a confined tunnel differ significantly from more familiar fire situations outside, due to the buoyant effect which tends to create a layer of hot smoke and gases flowing away from the fire near the crown of the tunnel, while air supporting combustion moves toward the fire beneath the smoke layer. A subway emergency ventilation system is designed to force air to flow through the tunnel, shifting the balance of heated air in the direction of the forced flow and avoiding the "back-layering" of hot gases and fumes. This paper presents a computer program, called the "Subway Environment Simulation" (SES), which can be used to predict airflows created by the emergency ventilation system. It utilizes the latest state-of-the-art analytical treatment of fires in enclosed spaces, including observations from mine fires and gas explosions. The program allows designers to reduce construction cost by identifying unnecessary ventilation shafts and by verifying fan capacities. In addition, the program allows the designers and operators to determine safe evacuation routes, in case of a train fire, by predicting the occurrence of back-layering. It can be used to determine when the ventilation system can control the direction of smoke movement to provide a clear and safe path for evacuating people and facilitate fire fighting operations.

San Francisco Public Utilities Commission is planning to replace 5 miles of pipeline under San Francisco Bay. The tunnel will be constructed using an Earth Pressure Balance (EPB) TBM and will be the first TBM-driven tunnel under the Bay. The alignment passes under environmentally sensitive habitats, through interbedded layers of sands and clays, and through a buried bedrock ridge. This paper discusses the geotechnical characterization and anticipated tunneling conditions and presents the analysis of various construction methods that resulted in the selection of an EPB TBM. Considerations related to tunneling with an EPB TBM are described in detail, including ground conditioners, TBM cutterhead wear, muck control, and squeezing ground.

Deep tunnels have been used for decades for the temporary storage of large volumes of urban runoff, both storm water and combined sewer overflow (CSO). Tunnels are attractive because they reduce surface disruption and do double duty as storage and conveyance systems, collecting overflows from multiple locations and transporting them for treatment to various facilities. Like any hydraulic system, however, there are dynamic effects that must be fully understood during the design phase so that the final constructed product does not have unintended negative consequences. Preliminary sizing of storage tunnels is typically based on the total volume required. For example, if studies have determined that a volume of 56.8 ML (15 million gal) will provide the intended level of control, then that figure can be used, along with a preliminary idea of the desired tunnel length, to compute the required diameter. Of course, filling a long tube with water from various points along the way is not at all the same as pouring water into a bucket, and these dynamic effects require additional attention from design engineers. The rapid filling of storage tunnels can lead to the formation of bores, which are essentially moving walls of water. An open channel bore can build in height until it reaches the crown of the tunnel, at which point it becomes a pipe-filling bore. Figure 1 depicts both kinds of bores moving upwards in a rapidly filling tunnel. Bores can strike the ends of tun-nels with tremendous force, driving water and entrained air upwards into dropshafts and creating strong pressure surges in portions of the tunnel that are already filled. If the hydraulic surges are high enough to reach grade, they can cause overflows and/or damage structures at the surface. Trapped air pockets can occur through several phenomena, including the reflection of bores off dropshaft structures and the occurrence of ?premature pressurization.? The latter refers to the situation where the inflow to a tunnel is increasing more rapidly than the tunnel can convey it, such that the pipe becomes surcharged at an upstream point while points downstream are still flowing as an open channel. These air pockets are a great nuisance as they migrate toward points in the tunnel where they can rise to the surface, which are often shafts that are already filled with water (Fig. 2). The ?geyersing? that results can be hazardous and costly.

The purpose of these opening remarks is to establish a viewpoint, which will form part of the basis for later discussion between panel members and between the panel and the audience. Important issues will be identified. These ideas in the form of questions and answers, hopefully, will provide the necessary background for the ensuing dialogue. Is There An Urgency? We do not believe there is the urgency for immediate control legislation that has been depicted by some Congressional sources, environmental groups, and certain segments of the press. Emissions of sulfur oxides in the United States have decreased 15% during the 19701s, even though the use of coal by electrical utility power plants increased nearly 80%. That trend will continue as the older plants are phased out of operation and are replaced with newer plants, which must meet the New Source Performance Standards (NSPS) requiring the use of "scrubbers" to reduce sulfur dioxide emissions by 70% or 90%. The present Clean Air Act Amendments of 1977, by allowing the logical progression of economic events- -depreciation, retirement, replacement, and growth--will produce approximately a 50 % reduction in SOX emissions by the year 2015.

The acid mine drainage problem in Pennsylvania is of continuing and growing interest to the coal mining industry, the state government and the citizenry at large. Approximately one-third of the total volume of mine drainage presently polluting the streams of the Commonwealth originates from active coal operations and two-thirds come from ?abandoned mine discharges.? For this reason the Pennsylvania Department of Mines and Mineral Industries has mounted a significant research and action program seeking solutions to this two-fold problem. The Coal Research Board of the Department has sponsored a wide variety of research projects in an effort to study the treatment of acidic and highly ferruginous mine waters. A review of the published literature on the treatment of mine waters indicated that many laboratory and theoretical studies had been undertaken on various aspects of the coal mine drainage problem, but little applied, developmental, or engineering study had been undertaken. In January of 1964 the Board commenced a rigorous program using state and industry funds in an effort to find a ?least cost? solution or solutions to this vexing problem.

General. Data for the operating information given in the 15 tables in this chapter was obtained from voluminous questionnaires sent to over 100 operating companies in 1972. There has been a considera¬ble change since then in supply and power costs and many companies have had expansions or revisions since that time, so it must be realized that information is valid for the year 1972. This is true except for the three new properties of Sacaton, Metcalf, and Pinto Valley. These three operations started up since 1972 and all information for them was obtained in 1975. The questionnaires were sent to all major copper properties throughout the world as well as to many smaller units and to some mines that had complex or unusual conditions. Properties for which no information is given did not submit completed questionnaires. Several operations were unable to supply information requested be¬cause of company policy prohibiting it. However, data is presented for 75 different operating properties. The reference number of the left-hand column is the same for all 15 tables of data. If the company had several operating properties as of 1972, then subsequent properties use the same number but a different letter. For example, Anaconda's property at Butte, Mont., is IA, whereas Anaconda's (now Anamax) Twin Buttes property in Arizona is IB. Table I gives general data for the properties including exact loca¬tion, milling rate, pertinent assay values and recoveries, and a brief listing of ore and gangue minerals. It was not possible to obtain any more information from the properties in Chile except that given in Table I. Crushing. Crushing plant operating data is given in Table 2. This table gives data on the crushers, feeders, and screens used at each property. The data obtained on feeders was confusing, but, rather than completely eliminate this information, it was decided to report it as given. The confusion lies only in the description of where the feeder is located. Where a primary feeder is listed it was not possible to determine if this feeder was on primary feed or primary discharge. For secondary feeders it is known that the feeder listed usually is feeding the secondary crushers, but at some properties it is handling the secondary crusher discharge. The same reasoning holds true for tertiary feeders-they handle either tertiary feed or discharge. This table contains a voluminous amount of data. A column giving tons per day per square foot of screen area would have been very informative, but some properties included circulating load in the feed rate and others listed new feed only, so calculations were meaningless. Autogenous Mills. The use of autogenous or semiautogenous mills for any property must be given serious consideration in the future. Table 3 lists data for four properties that are fully autogenous and four more semiautogenous mills that use balls to supplement the chunks of ore. This method of grinding is especially applicable when the ore is of such a nature that crushing problems would be severe, such as when ore is wet or sticky or contains a lot of fines. Paradoxically, it should also be considered when ore is tough and hard and blocky because then the competency of the ore means it can serve well as the grinding media. Where the ore varies greatly in hardness, as at Cyprus Pima and Lornex, semiautogenous grinding has been especially beneficial with capital costs and operating costs both 10-20% lower than could be obtained with conventional crushing and grinding. Rod Mills. For a great many years the standard milling operation used two- or three-stage crushing followed by open circuit rod mills and then ball mills in closed circuit with classifiers of some kind. A surprising number of properties crush to the fine size of about 3/8 in. and then use ball mills only, in closed circuit, with no rod mills. It is difficult to say whether rod mill-ball mill circuits or ball mill only is the best. One can be certain of two things: (1) the argument will go on for a long time and (2) for some mills one method obviously was superior over the other. As ball mills of 14, 15 ft, and larger came into use, more properties like Duval Sierrita (16b ft diam by 19 ft long) and Bougainville (18 x 21 ft) were built with single-stage ball mill grinding. Although there are larger rod mills used, especially in the iron ore industry, the largest rod mills on copper ore are at Twin Buttes (14 x 18.5 ft) and at Gibraltar (13'A x 20 ft). Fortunately, few mining professionals have dealt with what all mining professionals fear---a mine disaster. Unfortunately, many have dealt with ?accidents? which may or may not claim lives but nevertheless rise to the level of a ?disaster? given the fallout of liability and litigation in today?s society.1 The undersigned authors published an article some ten years ago regarding crisis management2 based upon their collective first-hand experiences in actual disasters to that point in history. Unfortunately, disasters have occurred since that time, prompting legislation, and a fresh analysis and expansion of those basic principles is certainly in order. Without question, no two disasters are ever alike, yet general guidelines for forming an effective plan of action can be formulated?and if a mining operation is to have any chance of survival after a disaster, such a plan is vital. The primary concern as any disaster evolves remains as stated a 2003 SME article3--the protection of human life. From that point, the focus moves to any assistance that may be needed given the magnitude of the situation. Permeating throughout this process is "damage control." The first step in dealing with a disaster, however, begins long before any threat of danger arises?formulation and implementation of an Emergency Response Plan.

Portland cement is a basic building material in every country in the world, and, fortunately, the raw materials required in its manufacture are widely distributed. Use of cement begins early in a country's development, and, because of local availability of raw materials, cement manufacture is one of the first heavy industries many countries desire. Use and manufacture of cement usually precedes other industrial materials such as steel and heavy chemicals, and consumption levels off for a long period during development of infrastructure and an economic base. With a mature economy comes a very high consumption. Per capita consumption varies ten times or more between nations (Figure 1).

The reclamation of surface land areas disturbed during the course of coal recovery became a major, universal consideration upon the implementation of the Surface Mining Control and Reclamation Act of 1977. This legislation not only established reclamation as an absolute requirement, but also presented guidelines for reclamation standards and required bond-posting procedures to assure completion of the reclamation process. The Office of Surface Mining was established to enforce the provisions of the Congressional mandate by promulgating specifically detailed regulations and supervising the State participation in this regulatory process. The major operational consequences of the reclamation-related provisions of the Act and the OSM regulations are the increased costs and complex procedures necessary to accommodate the regulatory authorities. It is anticipated that many of these costs and procedures have not been adequately evaluated by either the coal operators or the regulatory bodies. It is, therefore, necessary to proceed with an examination of the general reclamation processes, the effect of these processes on product costs, and the methods, if any, which may be utilized to minimize their impact on the overall operation.

The depth at which it becomes more economical to use slope access as opposed to box-cut access for near-surface coal reserves, termed "transition depth," can be established for a given coal property by considering cost estimates for those parameters that determine respective access method. Fourteen parameters that influence access cost were identified and ranges determined. A Transition Depth Formula was developed to permit determination of the better method of accessing a reserve, given such information as highwall slope, road width, total bench width, pit dimensions, road grade, belt component costs, pumping costs, and cost of overburden removal and reclamation. In most cases, in Appalachia, studies indicate that the transition depth ranges between 20 and 30 m.

The National Institute for Occupational Safety and Health (NIOSH) in partnership with Strata Products tested the sealing capability of Ventstop®? as part of an ongoing mine fire control and suppression research program. Ventstop®? is a multi-purpose, inflatable device that is produced by Minvent Solutions and is available world wide for use in the metal and nonmetal mining industry. Ventstop®? is also used in the Australian coal industry as a temporary ventilation control device. The device can be quickly deployed, is reusable and can be placed in horizontal and vertical mine voids to control dust, fumes and smoke. Deployment, multi-day inflation and air leakage tests were conducted at the NIOSH Lake Lynn Laboratory to determine the capability and limitations of Ventstop®? in a simulated coal mine setting. During the tests, Ventstop®? was also subjected to low level forces of a nearby methane gas ignition. It is thought that Ventstop®? could be used by the US coal mining industry to temporarily close an underground mine area in response to a fire or spontaneous combustion heating event, to temporarily redirect mine ventilation during longwall equipment moves or during stopping construction. This paper describes this inflatable temporary mine sealing technology and presents the results of the NIOSH tests.

They will address maintenance management topics, offer guidelines to mining managers and provide techniques that the maintenance manager can use. The articles will stress equipment management, a strategy that the mining industry has accepted as a modern replacement for outdated maintenance practices. Equipment management is the mutually supportive interaction of all mine departments as they establish equipment needs, procure equipment, test, commission, operate, maintain, modify and eventually replace equipment. The successful application of equipment management principles can quickly and reliably produce cost reduction and performance improvement results while providing a dependable way of sustaining them. Equipment management embraces modern management techniques. These include reliability-centered maintenance, life-cycle costing, capital performance, the effective use of information and productive organizational models.

Concentrate flowrates have been measured for the flotation of -100 mesh Lower Kittaning coal in a computer controlled 0.076 m x 3.5 m pilot flotation column. The variables studied were recovery zone height), air flow rate, and solid feed concentration. The size distribution of concentrate and tailings samples were determined. The results obtained show that the concentrate flow rate was independent of collection zone height, but dependent on the gas flow rate, solid loading and particle size. New correlations for column carrying capacity and yield are provided as a function of these fundamental operational parameters.

Carbon-in-Leach (CIL) is conventionally used in gold processing operations when preg robbing components are present in the ore. CIL process is becoming attractive even in other situations when preg robbing is not a factor. This paper discusses the situations in which the CIL circuit can be applied. The results of Leach/CIP and CIL circuits at Newmont's Mill No.2, 4 and 5 are presented for comparison. Newmont's Mill No. 4 was initially designed for a throughput of 4500 tons per day. The mill is presently operating at an average throughput of 7300 tons per day without significant changes to the original design. The design considerations of the Mill No.4 CIL circuit are discussed.

As the 2015 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2015 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 338. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of AIME. Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2015 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH) and special-focus articles on gold processing, iron ore processing and coal processing. The 2015 Transactions consists of a total of 67 technical papers, encompassing all 22 papers published in 2015 in the Technical Papers Section of Mining Engineering (Vol. 67) and all 29 papers published in 2015 in Minerals & Metallurgical Processing (Vol. 32). Additionally, this volume contains 15 papers and one discussion that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2015 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.
