The effect of anions such as sulfate, chloride, and nitrate on the solubility of rare earth element-bearing phosphates and fluorocarbonates has been examined using relevant thermodynamic data. The study has found that these anions have significant influences on the overall dissolution of rare earth elements (REEs) from various sources in the aqueous media. The thermodynamic calculations in this study have indicated that the speciation of REEs with the anions tends to increase the overall solubility of the REE-bearing minerals. However, in some cases, strong precipitation of REEs with some of these anions causes an adverse effect on the solubility of these elements. It has been found that sulfate ion has the most pronounced effect on the solubility compared to nitrate and chloride, in which the latter two acids exhibited almost identical results. The calculated results have indicated that REE-oxide (hydrated) is the easiest compound to dissolve, followed by carbonate, phosphate, fluoride, sulfate, fluoro-carbonate, and oxalate in that order.

The time-worn adage "an ounce of prevention is worth a pound of cure" was never more applicable than when used in reference to coal mine safety. Many individuals have dedicated many hours to developing effective accident prevention programs, and much has been accomplished. Each production escalation, however, creates new hazards and safety problems which need special study and research. It is a never ending cyle. To study the progress of coal-mine safety is to raise memories of many individuals who have been dedicated to removing the hazards that have developed with increased productivity and deeper penetration into the earth for coal. Some vivid examples of this dedication are the works of the men who pioneered the use of the safety lamp and the use of rock dust in mining.

The Carlin Gold Mining Company, a wholly owned subsidiary of Newmont Mining Corporation has been successfully operating an open pit gold mine and cyanide mill for approximately the past ten years. It is a unique operation in that about 20 percent of the mill feed is a carbonaceous ore refractory to cyanidation that must undergo a pretreatment stage developed for, and by, Carlin. The mine and plant are located in the Tuscarora mountain range is north-eastern Nevada near the towns of Carlin and Elko. Claims were staked at the minesite in 1961 and 1962. A drilling program was initiated late in 1962 and after drilling a total of 250,000 feet of rotary drill holes an estimated 9,300,000 tons of ore at a grade of 0.32 ounces of gold per ton was delineated.

Introduction The 150 MW circulating fluidized bed (CFB) power plant described in this article is the product of recent Bechtel experience in the industrial power and steam market, where the economic feasibility of fluidized bed projects has been proven. The ability of CFB boilers to burn low grade fuels makes it possible to burn low ranking coals or coal wastes. These include anthracite culm, coal mine rejects, and coal wash-plant-waste slurries. This article also addresses the impact of fuel characteristics on plant design. This includes solids handling, steam generation, sulfur capture, and auxiliary load requirements. The uncertain economic environment in which utilities must now operate has shifted the industry's interest away from large, base-loaded generating units to small, more versatile installations. Utilities now consider purchasing new generating capacity in smaller increments and staging its deployment to correspond with demand increases. In this way, they lower their risk in the increasingly hazardous art of long-range load forecasting. This strategy has many advantages. Multiple, smaller units have inherently greater turndown capability and better availability than a single larger unit of the same size. In addition, the smaller units will each have better cycling capability. And, with CFB combustion, the smaller units will have greater fuel flexibility. General plant description The 150 MW powerplant described here is a grassroots CFB unit. Fluidized bed technology differs from conventional combustion techniques. With CFB, solid fuel, together with inert material such as sand, gypsum, limestone, or ash from the fuel, is kept suspended in the combustion chamber. This is done by using the action of the fluidizing air distributed below the bed. Fluidization promotes the turbulent mixing conditions required for good combustion. The turbulence causes the entire mass of solids to behave like a liquid. The result is improved mixing. This allows heat to be generated at a lower and more uniformly distributed temperature that is below the ash fusion temperature of most coals. The fluidizing mechanism offers several other advantages over conventional combustion. There is less volatilization of alkali compounds, which cause deposits on boiler tube surfaces. And there is less sensitivity to the quantity and nature of the ash in the fuel. The low combustion temperatures prevent vitrification of the ash particles and minimize problems associated with furnace slagging. The ability to select from many fuels is one of the major advantages of CFB combustor technology. Fuels that can be burned in CFB plants to produce steam and electricity include: low grade coals with high ash or sulfur, lignite, peat, wood and pulp products, biomass, refuse, anthracite culm, petroleum coke, and oil shales. The plant's turbine cycle uses superheated steam at 12.4 MPa (1800 psi) and 538°C (1000°F), with single reheat to 538°C (1000°F). Two high pressure and three low pressure, closed, feedwater heaters are furnished. So is a deaerator, which is an open, direct-contact heater. The CFB plant exceeds EPA's New Source Performance Standards (NSPS) for air emissions. The design limits sulfur dioxide (SO,) emissions to 0.25 kg/GJ (0.6 lb per million Btu). The abstract discusses the importance of predicting the dewatering performance of industrial hydrocyclones from laboratory models. It highlights the challenge of scaling up design and operating parameters for efficiency estimation. The paper describes experiments with a 2-inch and 4-inch hydrocyclone using silica sand. It details the development of a model using the Nageswararao hydrocyclone model and a simulator to estimate model parameters. The model is validated with experimental data, and a new model is developed using 4-inch hydrocyclone data. The technique is then extended to predict dimensions for a full-scale dewatering cyclone operating at higher throughput and solid concentration.

The use of deep wells for waste disposal is not a new technique. The production phase of the oil industry has been using this method to dispose of unwanted oil field brine since the 1930's The adoption of this method by other branches of industry, however, to dispose of manufactured wastes is a relatively new development, but one which is finding increased use (2). Deep well waste disposal is not an ordinary technique even though it is finding relatively wide application. In fact, just the opposite is true; it is still a rather extraordinary measure. It is not now, nor is it ever likely to be a disposal method which can be assured of success before it is tried.

The word "research" has been used in the title of my presentation somewhat against my better judgement. There are many definitions of the word. But the one I like best comes from Webster's New World Dictionary. It reads: "Careful, systematic, patient study and investigation in some field of knowledge, undertaken to discover or establish facts or principles. ..." I like that. In only 9 words, the definition conveys to me the very essence of what should be going on either in or for the coal industry. Unfortunately, not enough coal-related research is going on. And much of what is being done is, in my view, not really as effective as it might be.

The inadequacy of our knowledge of the coal combustion process has long been recognized. This was expressed very well by Spicer and Finney (1). "The control of combustion processes in industry and the design of the equipment necessary for efficient burning to take place have always been very much branches of an industrial art rather than of an exact science. This has been especially true of the utilization of coal, a substance so hetrogeneous and complex in character that all too little is known about its chemical and physical composition.' During the past several years one branch of coal utilization, that of high temperature carbonization; has made significant advances from being an art into being an exact science. This has been accomplished by the development of petrographic techniques for identifying, measuring, and determining the thermal properties of the organic materials which affect the carbonization of coal and the correlation of this information with a pre-existing standard of coke quality, the stability index.

Risk analysis is used extensively in many engineering applications. Although its use in the field of dam safety has been limited in practice, it has received considerable attention in recent years in the dam safety literature. Thus far, it has been shown that risk analysis in the evaluation of existing dams has the potential for providing a more rational basis for decision- making because of its focus on the direct issues--likelihood of failure, likelihood of loss of life, and risk cost of damages. It provides for a logical balance between the risk a dam imposes and the degree to which rehabilitation is required, compared to traditional evaluations based on somewhat arbitrarily chosen design events applied to large classes of dams. Dam owners could benefit by optimizing the cost of remedial measures. Downstream landowners could benefit by minimizing the likelihood of flood damages. However, it is also clear that significant technical and policy issues remain to be resolved before risk analysis in dam safety is accepted and routinely implemented in engineering practice. An obvious and important potential application of risk analysis is its use by the state regulatory agency as an in-house evaluation tool, or even as part of regulatory policy, in the implementation of its state dam safety program. Adoption of such a policy would have an important impact on the mining industry. .Although no state dam safety programs are known by the writers to have officially incorporated risk analysis into their regulations, there appears to be considerable interest in the concept. In recent surveys 47 states agreed that the development and promotion of a risk assessment methodology for state dam safety programs should be encouraged (Tschantz, 1983; Tschantz, 1984). The issue has also received important attention within the Association of State Dam Safety Officials (1986). One state-Illinois-proposed regulations during 1986 to allow risk analysis to justify lower spillway requirements for existing dams (Illinois Department of Transportation, 1986). At the Federal level, the National Research Council has found risk analysis especially appropriate for assessing dam safety at high-hazard dams (National Research Council, 19851, the Bureau of Reclamation has published guidelines for incorporating risk analysis into their dam safety grogram (U.S. Department of the Interior, 1986), and the Federal Emergency Management Agency has recently sponsored workshops and supported research related to risk analysis in dam safety (Federal Emergency Management Agency, 1985a ; Federal Emergency Management Agency, 1985b; - - McCann, et. al., 1985a, 1985b).

Mining in Cushenbury Canyon began in 1860 when John Cushenbury left his Holcomb Valley gold prospect and discovered a silver vein in the limestones of the present day Cushenbury Mine. Cushenbury Canyon is located along the western boundary of the Mojave Desert in Southern California and on the north slope of the San Bernardino Mountains. The Holcomb Valley, immediately southeast of Cushenbury Canyon was the most prolific gold producer in Southern California. Gold mining dominated the area until World War II when interest in the Lucerne Valley Limestone deposits was peaked by the construction of the Kaiser Steel Plant in Fontana, California. The steel making process required large amounts of metallurgical grade limestone and Kaiser geologists located claims in most of the limestone deposits. Kaiser Cement constructed a cement plant and limestone mine in Cushenbury Canyon in 1956. Kaiser Cement modernized the facility in 1982 to a four stage preheater-precalciner system. Mitsubishi Cement Corp. purchased the property in April, 1988, and through further system modifications have created the most efficient and modern cement plant in the United States.

The importance of adequate mine ventilation for good health and safety conditions has been recognized since miners first ventured underground. All over the world, governmental actions on mine health and safety are directly connected with mine atmospheric environments, their assessment and control. These governmental actions have been, and continue to be, motivated by the repeated experience that potential threats from inadequate control can evolve, either suddenly or in the long-term, into unpleasant reality, with catastrophic health and safety consequences. These governmental actions are also an indication of the remarkable professional progress being made in the field of mine ventilation. Surely, no developed country allows underground mines to operate without strong measures for the control of ventilation under legislation specific to the mining industry. In the United States, the federal government's responsibility for mine safety has evolved over the years through a series of legislative actions beginning in 1865 and continuing through 1910, 1941, 1947 and 1952. The passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966 (the 1966 Metal Act), the Federal Coal Mine Health and Safety Act of 1969 (the 1969 Coal Act) and the Federal Mine Safety and Health Amendments Act of 1977 (the 1977 Mine Act) are the most important milestones in this long legislative history. The 1977 Mine Act adopted many of the stronger features of the Occupational Health and Safety Act of 1970, perhaps the most significant piece of legislation on workers' occupational health and safety in US history. It is worthwhile to ask, "How far has the United States come in mine ventilation since the enactment of the 1969 Coal Mine Health and Safety Act?" This Act and its associated regulations defined in great specificity many standards for healthful and safe operation of a mine and, in some cases, what constitutes good ventilation practice. Since 1969, the frequency and severity of disaster-type events in US coal mines has decreased markedly. A primary reason for this achievement is the strength of the Coal Mine Health and Safety Act's regulatory features in such areas as methane concentration control, dust control, intrinsic safety and explosion-proof enclosures, minimum air quantity and quality standards and air distribution and escapeway provisions. These requirements greatly influenced mine ventilation planning, engineering and practice, leading to increasingly safe working conditions.

INTRODUCTION Only in recent years have the environmental hazards associated with mining and tunneling operations been fully acknowledged and determined remedial action undertaken. The nature of these excavation operations leads to a wide diversity of hazards spanning mechanical, electrical, chemical, environmental, and physiological. The most insidious of these are unquestionably the environmental ones which have the greatest long-term effect and are the most difficult to pinpoint and monitor. It is the atmospheric contaminants that lead to a significantly greater illness and mortality rate among miners. Dust is the most prevalent, hence most important of the atmospheric contaminants. Respirable particles lead to diseases characteristic of many mining operations: coal workers pneumoconiosis, asbestiosis, silicosis, talcosis, anthrocosis, etc. But toxic and suffocating gases can be equally insidious and the most innocuous pollutant, methane, leads to the most imminently disastrous results of all - explosion and fire. This means that truly effective monitoring of the environmental hazards in tunneling cannot be limited to a few simple standard check measurements. It must include the most precise measurements we can make for specific, documented hazards and even for factors, such as noise and heat stress, not immediately obvious as hazards. The Federal Metal and Nonmetallic Mine Safety Act and more recent Occupational Safety and Health Administration standards are clearly designed to match such effective monitoring. Common methods of controlling gob gas in U.S. nines are by means of ventilation of gob areas and gas drainage through surf ace boreholes. Costs of drilling surface gob holes increase as deeper coalbeds are mined. Where gob holes cannot be drilled because of topography, ventilation is the only means of control. Even then, sufficient air may not be available to dilute methane in the bleeder entries to acceptable levels. Thus, new methods of gob gas control need to be developed that are independent of surface topography, and of the mine ventilation system, and less costly than present systems. Except for slight variations in procedures and equipment, Great Britain, West Germany, France, Belguim, Poland, and Czechoslovakia use a common methane control method that is different from the system generally used in the United States, This Bureau of Mines paper reviews European mining methods, mining conditions, and methane control technology and discusses their applicability to U.S. mines.

An infrared external reflection spectroscopy (ERS) technique has been developed to study the structure of the adsorbed layer of ethyl xanthate formed on copper and natural chalcocite (Cu2S) electrodes. The infrared technique provides information concerning the identity and the orientation of the adsorbed species at monolayer and submonolayer coverages. X-ray photoelectron spectroscopy (XPS) studies have also been conducted to monitor changes at the surface. The results show that the first oxidation peak on the voltammograms for copper and the first and second oxidation peaks on the voltammograms for chalcocite electrodes are not characteristic of a chemisorbed xanthate species, which is contrary to what has been reported by other investigators previously. As evidenced by the XPS spectra, there was an increase in sulfur relative to copper on the copper and chalcocite surfaces over the potential region where these oxidation processes occur. The spectroscopic results (ERS, XPS) indicate that the second and third (on copper) and the third and fourth (on chalcocite) oxidation processes recorded on the voltammograms are due to cuprous ethyl xanthate adsorption. The orientation of the adsorbed molecules of xanthate was observed to change with increasing surface coverage. Therefore, it has been concluded that xanthate can modify the copper and chalcocite surface in two different ways. At lower potentials, xanthate is a source of sulfur for the formation of a sulfur-rich surface. At higher potentials, an adsorption layer of cuprous ethyl xanthate is formed. Contact angle measurements show that both of these processes of xanthate surface modification lead to an increase in the hydrophobicity of the substrates.

To improve underground safety and visibility during mining applications, the Waste Isolation Pilot Plant designed and built a dry-dust filtration unit. The unit works in conjunction with a Spendrup 1120-70 fan with ventilation tubing to filter the face exhaust air during mining operations. The closed- loop system is designed to filter 17 m3/s (36,000 cfm) and is intended to screen 10- µm (1,250 mesh) and larger particles at 90% efficiency. To accomplish this, the unit uses a combination of Dollinger Staynew Inertial Spin filters, cyclones and traditional mesh filter media.

Geologic mapping was undertaken in the Sierrita Mountains as part of a Doctoral program at the University of Arizona, Tucson. During the study, approximately 35 square miles was mapped in detail, with particular attention given to specific areas of great or significant structural complexity and their relation to mineralization in the vicinity. A combination, of field studies and photogeologic interpretation was used in order to define regional and local structural controls for disseminated copper-molybdenum mineralization in and adjacent to the study area. Gratitude is expressed to the faculty of the University of Arizona, Department of Geology for their assistance in this work and to Bear Creek Mining Company for making numerous reports and drill cores available for study.

Oklahoma is the only; state in the nation that is currently producing iodine. The iodine is extracted from iodine-rich natural brines being pumped from deep wells drilled into Pennsylvanian sandstones in the Anadarko basin of northwestern Oklahoma. Woodward Iodine Corp., started in 1977, was the first plant in the United States built for iodine recovery since the 1930s. At present, three companies are operating four iodine-producing facilities in northwestern Oklahoma. The combined production of these facilities, 1,321,000 kg in 1997, is about 26% of the U.S. annual consumption. Iodine is present in concentrations ranging from less than 100 ppm (parts per million) to as much as 1,560 ppm in brines in various Paleozoic strata in the subsurface of northwestern Oklahoma; these concentrations are exceptionally high, and are well above those of any other known brines in the world. Strata with the highest iodine content in the area (Mississippian limestones) have low permeabilities, and thus would yield only small amounts of brine. On the other hand, the lower Morrow sandstones (Lower Pennsylvanian) have a relatively high permeability and are capable of yielding large quantities of brine that average 300-350 ppm iodine. The Morrow brine reservoir was deposited in shallow-water-marine and intertidal-shelf environments and now is buried 6,000-10,000 ft below the land surface. Production is localized to Morrow channel deposits confined to an Early Pennsylvanian paleovalley that is 1-2 mi wide, is about 70 mi long, and is referred to informally as the "Woodward trench." All three companies are producing iodine-rich brines from Morrow sandstones in three different parts of the Woodward paleovalley, and one of the companies also is extracting iodine from oil-field brines coming from several petroleum reservoirs near Dover, about 80 mi east of Woodward. The basic extraction method employed by Woodward Iodine Corp. was used in Louisiana and California operations in the late 1920s. This method is commonly called the air-stripping process. Lower Morrow brine containing dissolved sodium iodide is pumped to the plant through a series of pipelines, where by-product natural gas is separated and processed. The brine is then acidified and subsequently oxidized with chlorine to convert the iodide to iodine. The iodine is air stripped and reabsorbed with sulfur dioxide and water, converting it to hydriodic acid, or process liquor. The process liquor is then processed, using chlorine once again, to crystallize the iodine as a solid. This is then melted and frozen to form a solid product, which is packaged in 110-lb (50-kg) drums and shipped to end users throughout the world.

Gilsonite is a brittle, natural solid bituminous resin, classified as an asphaltite. It is found in near-vertical veins in the Uintah Basin of Eastern Utah. Discovered well over 100 years ago by Samuel Gilson, this unique material has, since its finding, enjoyed a variety of commercial and industrial applications. Early uses for the product included black automotive paint and beer vat linings. Among its many important uses today are additives for oil well drilling fluids and cements, additives for sand castings for the foundry industry, reinforcing agent for asphalt pavements, and dispersing agent for black inks. Gilsonite is mined and processed in Bonanza, Utah, by two companies, American Gilsonite Company (AGC), an operating division of Chevron Resources, and Ziegler Chemical, a privately held company headquartered in New York.

Southern Peru Copper Corporation (SPCC) has recently completed the construction of copper leaching, solvent extraction, and electrowinning facilities at their Toquepala and Cuajone plants in Southern Peru. Much of the ore for these new operations is the result of the existing mining operations that have been in existence as early as 1959. At Toquepala, pre-conditioning and bacterial dump leaching of the sulfide ore that was too low in copper content to be processed through the copper concentrator began in 1987. The Cuajone heap leach operation is treating copper oxide ore that has been stockpiled since the Cuajone concentrator began operation in 1976. The pregnant leach solutions from the dump leaching at Toquepala and the permanent pad heap at Cuajone are combined into one plant feed solution. Adjacent to the large dumps at Toquepala, a solvent extraction and electrowinning facility has been constructed. The electrowinning facility has a planned annual production rate of35,000 metric tons per year Grade A cathode copper. Initial production of the cathode copper began in November 1995.
