Bastnaesite, a rare-earth fluocarbonate, was separated from associated calcite and barite gangue minerals in the Mountain Pass, CA rare-earth ore beneficiation plant by froth flotation using fatty acids (tall oil) collector, lignin sulfonate depressant and soda ash modifier after high-temperature (steam) conditioning with reagents. Starting with a feed grade of 7.6% REO, concentrates having a grade of 65% REO can be produced at a recovery of around 80%. A detailed investigation consisting of Hallimond tube microflotation experiments, bench-scale tests with a laboratory Denver flotation cell, and predesigned plant campaigns was made to delineate the underlying surface chemistry involved in this separation and to develop an alternate reagent scheme to enhance the selectivity of separation for this ore. Our results clearly demonstrate the superiority of alkyl hydroxamates to the conventional fatty acid collectors that were being used in the plant. Our study also indicates the possibility of achieving the desired selectivity with alkyl hydroxamates even at room temperature, thus obviating the need for steam conditioning. A critical review of the literature on rare-earth mineral flotation suggests the possibility of designing a more selective reagent combination for the beneficiation of Mountain Pass rare-earth ore, using a methodology based on ab initio molecular modeling computations.

The challenge of managing geological uncertainty in mine planning is central to optimizing resource extraction while minimizing risks and costs. This paper introduces a novel approach to coal mine planning by integrating chance-constrained programming to address the uncertainty inherent in mining operations. The main takeaway from this work is the demonstration that focusing on reducing the variance of high-quality coal blocks, rather than low-quality ones, can lead to better blending outcomes, higher profitability and more efficient resource utilization. The study presents a case study of a coal mining operation, using chance-constrained programming to manage the uncertainty surrounding coal property predictions, specifically the predicted coke strength after reaction (CSR).

Silver-bearing, bulk sulfide concentrates from several Peruvian mines were autoclaved in a l9-L (5gal) laboratory autoclave in Lima, Peru. Cyanidation of autoclaved concentrates, following a hot lime jarosite destruction step, extracted more than 98% of the silver and more than 95% of the gold. Autoclave operating parameters, such as time, temperature, pulp density and autoclaved solids recycle, were investigated and reaction rates determined. The problems of excessive heat generation, silver solubility during autoclaving and formation of pellets containing unreacted sulfides were addressed. The data presented will be used to design a continuous autoclave pilot plant to provide reliable scale-up data for a 50 to 100 t/d (55 to 110 stpd) facility.

"In longwall mines, atmospheric or barometric pressure fluctuations can disturb the pressure balance between the gob and the ventilated working area of the mine, resulting in a phenomenon known as “gob breathing”. Gob breathing triggers a gas flow across the gob and the working areas and may result in a condition where a methane accumulation in the gob flows into the face area forming an explosive mixtures. This paper discusses results of Computational Fluid Dynamics (CFD) modeling carried out to analyze this phenomenon and its impact on the explosive mixture development under a bleeder-ventilated longwall gob panel scheme. Modeling results indicate that the gas inflow and outflow across the gob and the formation of Explosive Gas Zones (EGZs) are directly affected by the barometric pressure changes. Methane gas and EGZs in the gob expand out toward the face and bleeder entries during the falling barometric pressure. Where methane zones interface with mine air, EGZ fringes may form along the face and in the bleeder entries. When the atmospheric pressure increases, an ingression of oxygen into the gob is observed that can also increase EGZs in volume. The findings from this study help assess the methane ignition and explosion risks associated with fluctuating atmospheric pressures. INTRODUCTION Methane explosions continue to be a daunting risk for underground coal miners, although the number of related fatalities and injuries in the U.S. coal mining industry has steadily decreased since the establishment of the U.S. Bureau of Mines in 1910. Still, the consequences of a methane explosion are often disastrous with multiple fatalities and property damage often leading to permanent shutdown of the mine. Methane is formed during the coalification process and is released from the coal seam to the mine atmosphere when the coalbed is disturbed by mining or natural causes such as earthquakes. If not properly diluted by appropriate mine ventilation, this methane may accumulate in the active mine workings and gob areas. Researchers at the Colorado School of Mines have developed numerical models showing how and where explosive methane may accumulate in gob areas. Historical mine explosions appear to show a connection between mine explosions and fluctuating barometric pressure as a result of stormy weather. McIntosh (1957), Boyer (1964), and Kissell et al. (1973) studied the influence of barometric drops on major coal mine disasters in the United States prior to 1970. Their statistical analyses found that a majority of these disasters occurred in the fall and winter months when the barometric pressures were influenced by unstable weather conditions and noted increased methane content in the mine workings during times of falling pressure. Studies conducted by Fauconnier (1992) and Hemp (1994) found similar connections between methane explosions and barometric pressure fluctuations in a majority of gas explosions in South African mines. Ten out of twelve major mine explosions with five or more fatalities in the U.S. after 1970 were found to have occurred during the months of November through April when barometric pressure swings were more abrupt and intense (Lolon et al., 2015)."

A combination field and office study of mining districts in Southwestern U.S.A., conducted in 1949 - 1950 by United Geophysical Company, embraced all of the essentials for a successful exploration project including factors such as geology water, transportation and many more. Perhaps the best known of several high priority areas chosen from the study was the Twin Buttes or Pima District in Arizona, however, the Turquoise District also ranked very high on this priority schedule. Following the discovery of the Pima Mine in 1951 and 1952, United initiated additional preliminary geological, geophysical, drilling and claim location work in the Turquoise District, but stopped shortly thereafter, when ASARCO began adjoining competetive activity. During the summer of 1957, sometime after ASARCO abandoned their claims in the area, Minerals Exploration Company began intensive exploration in the Courtland-Gleeson part of the District. This program was terminated in 1958. Later Bear Creek Mining Company supplemented the discovery endeavor with their own program during the period 1960 through 1962. This paper summarizes most of the geophysical work done by all of the groups except ASARCO and is intended to complement the recent paper "General Geology and Some Structural Features of the Courtland-Gleeson Area, Cochise County, Arizona" by Mr. Otis McRae of Bear Creek Mining Company.

Principal factors influencing equipment selection can be grouped into five basic categories. Tonnage Requirements, Ore and Waste Loading, transporting, and ground preparation equipment are largely determined by tonnage requirements. Generally, the greater the tonnage requirements, the larger the equipment size selected. Large size equipment is appropriate for a production of about six million tons (total) per month, medium size for three mil- lion tons, and small size for one million tons or less.

In 2012, the estimated value of mineral production increased in the United States for the third consecutive year. Production and prices increased for most industrial mineral commodities mined in the United States. While production for most metals remained relatively unchanged, with the notable exception of gold, the prices for most metals declined. Minerals remained fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels, including mining, processing and manufacturing finished products. Minerals? contribution to the GDP increased for the second consecutive year. Trends in other sectors of the domestic economy were similar to those in mineral production and consumption rates (Table 1). After continued decline following the 2008-2009 recession, the construction industry began to show signs of improvement late in 2011 and throughout 2012, with increased production and consumption of cement, construction sand and gravel, crushed stone and gypsum, mineral commodities that are used almost exclusively in construction.

In recent years, the biosolubilization of rock phosphates by phosphate-solubilizing microorganisms has become a major topic of research studies. However, the microorganisms used in previous studies were mostly single and known species, and studies seldom focused on mixed communities of microorganisms or microbial consortia from natural environments. In this study, a microbial consortium from rhizospheric soil was used to solubilize two different compositions of medium- to low-grade rock phosphates — designated as ore samples 1 and 2 — in a laboratory-scale bioreactor. The microbial consortium showed good growth in the bioreactor, reduced the suspension pH and released soluble phosphates from the ores. Scanning electron microscopy with energy-dispersive X-ray spectroscopy showed the action of the microbial consortium on the ore surface. There was considerable corrosion on the ore surface, and 3.42 and 4.93 percent of the element phosphorus was removed from ore samples 1 and 2, respectively. Microorganisms were sampled from the bioreactor for the analysis of their community structures by Illumina MiSeq high-throughput sequencing. The analysis show that the suspensions added with different ore samples had different microbial diversities and richness. This study provides new insight into the biosolubilization of rock phosphates by a microbial consortium directly taken from rhizospheric soils.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. "The Office of Mine Safety and Health Research (OMSHR), Spokane Mining Research Division (SMRD), is continuing its High-Energy High-Displacement (HEHD) testing of field-scale shotcrete panels. A test program was developed to determine the relationship between applied force, displacement, and energy for both unreinforced and reinforced shotcrete panels. Reinforcement options consisted of synthetic macro-fibers, sprayed polyurea liners, chain-link fence, welded-wire mesh, and combinations of these products. During testing, photogrammetry was used to measure the geometric changes of the panels, including volume changes and panel cracking. These measurements were correlated with the load and displacement data, allowing visual observation to be related to the applied force and displacement. The test results provide a comparison of the mechanical performance of the various panel types and can be used by the practicing engineer to evaluate installed support based on visual observation of cracking and deformation. Visual assessment of the loading cycle and strength capacity of shotcrete in underground excavations will improve mine safety by providing a means to quantify the stability of installed shotcrete support. Ground control safety often depends on supporting, or at least containing, the ground between the rockbolts. Shotcrete and mesh, in various combinations and with other components, are often used to accomplish this (Figure 1). Maintaining support pressure during ground deformation is key to the performance of these systems, and to ensuring miner safety. However, the toughness of a ground support system–the ability to maintain strength over large deformations–is difficult to quantify. Researchers at SMRD have responded to this deficiency by designing a full-scale test device, described previously by Martin et al. [2015a], and beginning a testing program to assess the behavior of shotcrete surface support reinforced with a variety of products including: fibers, chain-link mesh, welded-wire mesh, spray-on polyurea liners, and combinations of these products. This paper presents the findings of these tests."

The froth flotation of coal, differing greatly from that of most minerals1-5, is not improved but rather impaired by temperatures higher than room temperature6-10 This phenomenon has long taunted us for an explanation. Gayle and Associates 8,9 reported the lack of relationship between their contact angle measurements and their flotation of American coals under various temperatures. Bailey and Whelan6 stated that the viscosity of flotation reagents, offering some clue for their flotation of British coals at low temperatures, could not be put forward as an explanation either in whole or in part for the effect of temperatures on coal-flotation. In this paper, a froth hypothesis is proposed to explain the flotation behavior of coals under various pulp temperatures. Test work involved the flotation of coals and the frothing of reagents.

The research examines the performance of uncoated and coated tungsten carbide-cobalt rock cutting bits. It aims to optimize process variables (cutting speed, depth, coating material) considering multiple output responses (cutting forces, specific energy, wear rate, material removed, angle of reaction forces). The study uses a hybrid optimization technique combining Taguchi design, grey relational analysis, and fuzzy logic. The optimal parameter combination was found to be cutting speed: 200 mm/s, cutting depth: 6 mm, and titanium aluminum silicon nitride coating.

Uranium associated with phosphate deposits has been the subject of numerous investigations (1-8). In the land-pebble phosphate deposits of central Florida, uranium is found in the phosphate matrix (ore) and in the leached zone between the over-burden and matrix (1). Between 0.01 to 0.02 percent uranium is found in the leached zone, which consists of apatite and aluminum phosphate minerals (crandallite, wavellite, millisite) (Z). The primary phosphate mineral in the matrix is apatite, and the 0.005 to 0.01 percent uranium typically found in the matrix is associated with this mineral (1). It is generally believed that uranium substitutes for calcium in the apatite structure (3-5). Clay and quartz phases associated with phosphate deposits contain little uranium (1, 6), and no descrete uranium minerals have been detected in these deposits (4). A typical phosphate matrix consists of quartz, slimes (-150 mesh material) and recoverable phosphate. When the matrix is beneficiated, partition of uranium and radium takes place (9, 10). Although considerable data exists on how uranium is distributed in the phosphate deposits, no systematic study has recently been reported on the distribution of uranium during phosphate rock beneficiation. The purpose of this study was to determine how uranium is distributed in the various strata which comprise the overall land-pebble phosphate deposits, as well as how the uranium is redistributed during beneficiation of phosphate matrix. To obtain this information studies were carried out on matrix samples obtained from three different mines in central Florida. Using pilot-plant scale beneficiation, an analysis was performed on how uranium in the matrix is distributed among the pebble fractions, flotation concentrates, flotation tails, and slimes. The uranium level profile for an active mining area was also obtained. Also, since thousands of acres of slime ponds may someday become a source of both phosphate and uranium, a depth versus uranium content profile was determined for an inactive slime pond.

The unexpectedly quick recovery in world crude steel production in the second half of 2009 was due almost entirely to increased production in China that began in late 2008. Previous peaks in monthly production in China were matched by April 2009. The rest of the world had still not reached pre-crisis production rates by May 2010. Chinese production drives growth, but there has been some growth in most other larger crude steel producing countries as well, compared to production in 2009. If the production rate of the first four months of 2010 continues, the total output of crude steel in 2010 will be somewhere around 1,410 Mt (1.5 billion st), the same as in the record year of 2007.

Ladies and Gentlemen, There have been no less than ten major coal project financings in the last eighteen months. Each of these has been in the order of $100 million to $1 billion for the development of a coal property and its associated infrastructure. It is appropriate at this time to review the nature of these past financings. Why has there been so much activity? There are primarily two reasons. The first is due to the large number of contracts which were signed as a result of OPEC oil shocks. High projections were made for increased coal consumption particularly in world trade. This is distinct from domestic coal mine/power plant projects which often tap a government source of funds. Second is the high cost of coal development in the 1980's compared with a typical company's corporate borrowing capacity.

Paraphrasing the poetic repetition of Gertrude Stein - "Research is research, is research, is research --- ad infinitum." But research takes many forms and involves many facets. Perhaps the most simple of definitions is that attributed to the late "Boss" Kettering of General Motors who in advising a young trainee said, "Research is an intelligent effort to satisfy the curiosity of the human mind." Reclamation research is complex and requires a diversity of scientific knowledge. The overall aim of land reclamation research is directed to finding practical ways to develop efficient methods to restore mined lands to productive use, compatible with use of adjacent lands, as soon after mining as possible; and, finding practical ways to reduce or prevent damage to surrounding resource areas, which may be affected by the mining process. Research in the field of mined land reclamation is not entirely new, although in some respects we are exploring new areas each day.

From the mid-1980s through 1997, Echo Bay Alaska evaluated reopening the historic Alaska-Juneau (AJ) gold mine. Their original proposed project underwent numerous modifications in order to minimize the potential for significant environmental impacts. One of the major modifications involved changing .the tailings disposal method from a conventional tailings impoundment to submarine tailings disposal (STD). In 1995, the U.S. EPA began work on a Supplemental Environmental Impact Statement (SEIS) to assess the impacts of the STD proposal. Key features of the STD impact assessment included fate and transport modeling to determine the extent of tailings deposition and the use of ecological risk assessment to predict marine impacts during deposition and ecosystem recovery following STD. A key feature of the SEIS regulatory process included a rulemaking proposed by EPA to exempt the AJ tailings from effluent regulations. Critical to success in moving the project forward was early development of an interactive working relationship with other regulatory agencies and the public.
