Planning is a management tool used to solve problems and provide data and decision alternatives for company growth, profitability, and direction. Strategic planning is defined as the efforts needed to accurately measure the risks of obtaining a result from future actions given a finite number of outcomes. The techniques of strategic planning are being applied more and more to underground mine design as a result of the fierce market conditions underwhich the industry is facing today, and the conditions they will likely face in the future. The objectives of strategic planning are centered on the ability of the operator or company to manuever its limited resources to the best position available under the given future scenarios. This paper briefly examines the most popular techniques for accomplishing these objectives, how these techniques fit into the current mine management decision-making, and what results to expect from these techniques in planning efficient underground mines.

"Current Environmental Protection Agency (EPA) risk models and asbestos fiber counting techniques for monitoring airborne exposures treat all fibers as being equivalent and ignore the effect of dimension on toxicity. While this may have been appropriate when modern analytical methods were not available, the measurement world is now fully capable of making the appropriate distinctions. The importance of width as a determinant of carcinogenicity has been recognized for nearly 30 years within the published literature. Stanton,1 in a landmark study of a suite of fibrous materials, found that durable mineral fibers with widths less than 0.25 mm and lengths longer than 8 mm were causally associated with the induction of tumors. Pott,2 in a later study, postulated a fiber toxicity model that agreed reasonably well with the Stanton findings, but extended the concept to include varying toxicity as a function of length and width. Wylie et al.3 reanalyzed samples used by Davis et al.4 and found that tumor generation was strongly and inversely correlated with fiber width. Crump5 testified increasing fiber length was correlated with disease occurrence. Lippman6 reviewed a number of studies and suggested that mesothelioma was closely associated with long, thin fibers. Berman et al.7 published a risk model, which found that disease was correlated almost exclusively with fibers longer than 40 mm and width less than 0.25 mm. Recently, Loomis et al.8 reanalyzed textile mill samples and found that aspect ratios greater than 40:1 were highly correlated with disease. Incorporation of width into risk models has been limited by the availability of data from operating asbestos plants and, in particular, the observation of an asbestos plant for which there is no observable mesothelioma. There have been only limited studies published on the dimensions of asbestos fibers, with a few serving as the primary references in other literature.9_13 A rare opportunity to collect detailed concentration and dimensional data of airborne crocidolite from an operating asbestos-cement plant using modern analytical procedures arose, providing a chance to supplement the existing literature on airborne fiber dimensions. The asbestos-cement plant is located in the eastern end of Cochabamba, Bolivia along Highway 4. Cochabamba is a relatively large city located in the Andes Mountains, approximately 250 km southeast of the capital La Paz. The city sits in a valley that runs east-west with mountains to the north and south. The crocidolite used in the products made at this facility is mined in central Bolivia, approximately 75 km northwest of Santa Cruz. The crocidolite is a fibrous magnesioriebeckite 14 (blue asbestos). Crocidolite fibers from Bolivia were the subject of prior reports suggesting the fibers are generally longer and thicker than crocidolite from Australia or South Africa.9 At the cement plant, the run-of-mine crocidolite was first pulverized using a hammer mill and then sieved on vibratory sieves to produce fibers of limited size ranges for use in the cement. The sieved crocidolite is mixed with other components, including recycled cement product, to produce a slurry that is vacuum filtered into sheet form. The sheets are then manually molded into a corrugated shape, air dried, and sawed (using circular saws) to accepted dimensions. The sawed sheets are cured in soaking pits for 28 days before being shipped to the consumer. Prior to shipping, the sheets are finished by a light hand sanding followed (at customer request) by applying one or more coats of paint. Computer applications in the past five to seven years have become a typical and necessary practice in most modern geological offices. Manual calculations, interpretations and plotting of data can be, at times, quite tedious, inefficient and lacking in ac- curacy. The introduction of geostatistical and geological software can eliminate these problems. Computer applications in the uranium industry are not new; however, they are constantly being developed. A variety of soft- ware programs are available. Generally, these programs support most geological and geostatiscal applications in uranium mines. The Rabbit Lake Operation - Eagle Point mine in Northern Saskatchewan is a high grade mine, as one such case. Computer applications at the Eagle Point mine have been a mainstay in the geology department, since the mine's collaring in 1991. This paper presents a discussion on descriptions of programs, operations and applications of computers. It also explains and de- scribes the radiometric equipment used at Eagle Point. This pa- per will demonstrate how, by using computer systems, mine site information flows reliably with the involvement of computers.

"The paper treats the spatial aspect of mine sequence optimization. This aspect is revealed in the context of determination of the optimum number of cutbacks of an open pit mine. Cutback mining is a dominating method currently in base\precious metal mining and it is based on a pseudo-economic discretization of the pit space by using advanced pit design algorithms. The result of the implementation of such approach of pit design is the generation of pit shells, which need to be grouped into an optimum number of cutbacks for maximization of the project value. A mathematical solution of this problem is developed with the utilization of a combinatorial analysis. The solution provides a multi-variant investigation of the optimum mine sequence with the implementation of an author’s method for production scheduling optimization, which uses the Net Present Value as a criterion for assessing the economic efficiency of mine sequencing. A case study is provided for the conditions of a hypothetical open pit gold mine to illustrate the applicability of the approach. The results obtained reveal the complex nature of the variation of the Net Present Value as a function of the cutback geometry. INTRODUCTION The mine sequence optimization in open pit mining is a procedure that predetermines the efficiency of the production scheduling optimization. From a technological standpoint, the mine sequence optimization deals with two aspects – spatial and time. Each of them plays a tremendously important role in searching for the optimum solution of the open pit design problem. Original results on the time aspect of mine sequence optimization are published by Halatchev [2002]. They reveal a wide range of the Net Present Value (NPV) variation for a multi-variant arrangement of mine sequence over time and using a fixed geometry of the cutbacks, which determines the economic potential of a single open pit mine from a deterministic standpoint. The results show a range of NPV variation up to 30% depending on the stripping ratio of the mine. The effect of this variation is mainly due to the implementation of the mine planning principle of waste deferment in the scheduling optimization and using all theoretically possible variants of mine sequence arrangement by the inclusion of the bench sequences over the Life-Of-Mine (LOM) in the production process."

Two hundred years ago next April, our forebears embarked upon the difficult path to national independence. They succeeded, and shook off the yoke of foreign domination. In the ensuing two centuries, the country was mobilized several times to protect that political and economic independence from foreign domination. These efforts were also successful. Thus, as we stand here on the threshold of our third century of political independence, we can thank previous generations and congratulate ourselves for establishing and maintaining the world's oldest republic. Now -- once again -- the United States faces the challenge of foreign intervention into our economy. This time the battleground is resource avail- ability. America has been blessed with enormous resources. Whether we speak of minerals or timber or water or "amber waves of grain," this nation has benefitted from a resource base that is the envy of the world. This asset, coupled with a political system that permitted us to develop it, has been the physical backbone of our independence. Without the economic independence that this resource base has given us, the political independence we fought for would have been tenuous, at best.

Froth flotation processes are carried out in flotation cells that are grouped into banks, and these banks are interconnected, forming a flotation circuit. A literature review shows the existence of papers related to flotation circuit design based on mathematical programming. However, due to the complexity of solving the mathematical model in most of the work, it is considered that a small number of species is present in the feed to the circuit, which differs from practice. In addition, simple bank models are generally used. This paper presents a methodology for designing mineral concentration circuits that overcomes the problems mentioned. It allows the use of more suitable cell or bank models and the inclusion of several species. The methodology is based on two phases. The first phase identifies the set of optimal structures using discrete values of stage recoveries, solving several mixed integer linear programming (MILP) problems. In the second phase, the optimal design for each of the structures obtained in the previous phase is determined using a suitable model for the recovery at each cell or bank, which results in a mixed integer nonlinear programming (MINLP) model. The design of a copper concentration plant with eight species and the design of a zinc concentration plant with three species and five size fractions by species are used to validate the proposed methodology. The structure of the cells in the rougher and cleaner banks deliver structures that are novel.

Central system of ventilation, adopted almost universally in coal mines of India and elsewhere in the world, has often proved deficent in providing a cost effective solution to the acute ventilation problems of remote workings in many mines. Loss of air due to leakage through a number of stoppings, doors etc. and accumulation of heat and moisture by intake air on its way to a working through long and circuitous route are the main unavoidable reasons for low efficiency of the system, sluggish and oppressive ventilation of workings. Multi-zonal ventilation system using large diameter bore holes for feeding fresh air in the mine close to a working has been proposed as a viable economic alternative. The method promises to provide congenial environment at working faces without resorting to air conditioning or use of booster fan. Optimum location and diameter of bore holes as well as general design procedure have been dealt in the paper. Finally, the technical as well as economic advantages of the method over the conventional design have been highlighted with the help of a case study where ventilation system of an extensive shallow mine in Central India has been redesigned according to the old and the new concepts. The methodology is general enough for adoption elsewhere in other mines under similar circumstances.

A digital computer program has been developed to mathematically simulate the effect of limited changes in feed rate on the grinding circuit of an operating mill. The data on which the program is based was supplied by the staff of the mill in question. Samples taken around the complete grinding circuit were analyzed for solids content and particle size distribution for two feed rates. Matrix models were used to represent the grinding units: rod mill and pebble mills. Parameters for these models were computed using a method developed by Mular(l). Classifier parameters were computed by the Powell search method(2) for the Plitt model (3) . The simulation program, which permits the computing of the size distributions in the circuit resulting from the changes in feed rate between the two measured values, assumes that a linear relationship exists between the corresponding parameter coefficients. The program uses an iteration method to bring the simulated grinding circuit to a steady-state material balance for any specified' feed rate between those measured. The program is, in addition, extremely fast and economic in computing time. The results show that the simulations are not everywhere consistent with practice. For example, higher feed rates on simulation predict finer products. These errors are shown to be attributable to anomalies in data gathering techniques. An improved sampling procedure for grinding-circuit data gathering is suggested for future simulations of this type. It is concluded that the

Two Sun Juan Basin studies were completed through the USGS National Coal Availability program. The study areas are in the northwest Bisti field (Fruitland Formation) and in the eastern Standing Rock field (Menefee Formation). In the Bisti and Standing Rock areas, the original coal resource5 are estimated at 4.66 and 3.1 7 Gt (5.14 and 3.49 billion st), respectively. The Bisti coal resources are greatly reduced by the Bisti-De-Nu- Zin wilderness area, which contains an estimated 1.13 Gt (1.25 billion st) of coal. Technological restrictions remove 32.5% from Standing Rock's original resource. Available resources are 60%. 2.79 Gt (3.07 billion st), of the Bisti original resource and 65%, 2.07 Gt (2.28 billion st), of the original Standing Rock resource.

High purity MgO is widely used in various fields as an important magnesiumcompound. The separation of Mg and Ca is of great importance for the preparation of high purity MgO from dolomite. In this study, the key effects of carbonization temperature and nano-calcium carbonate agglomeration on the separation mechanism of calcium and magnesium have been investigated. The results indicated that the reaction in the carbonization process was stepwise. Precise control of the carbonization temperature was essential for the formation of Mg(HCO3)2 due to its low reaction efficiency at lower temperatures or decomposition markedly at higher temperatures. Meanwhile, there was a common-ion effect in solutions containing Mg2+ and Ca2+. Nano-CaCO3 particles were formed during carbonization and agglomerated with the prolongation of static time. A product with a purity of 99.56% MgO and 0.16% CaO was obtained under the optimized conditions: ratio of liquid–solid 30 L/g, carbonization temperature 22–25 °C, carbonization time 1 h, and refining time 4 h. This work has important guiding significance for the preparation of high purity magnesium oxide from dolomite.

Kaolin is defined and described as an industrial mineral. In addition the types of deposits -primary and secondary are defined and the genesis of kaolin from feldspars and other minerals discussed. The major deposits of the world found in the United States, Great Britain, Brazil, and Czechoslovakia are described along with many of the minor kaolin deposits. Four areas which have very large deposits of kaolin could, with technological breakthroughs to reduce viscosity significantly, become important factors in supplying the world markets which are increasing year by year.

A large-scale work scheduling algorithm has been developed in the Mine Management Support System (MMSS) for assigning workers to prioritized jobs on a shift basis. This study basically concerned the formulation of a reliable mathematical programming model to handle the problem, the achievement of an efficient solution of the model, and the implementation of the algorithm to the worker assignment problems of a large underground coal mine. The results showed that the work scheduling algorithm can make optimal assignments efficiently. It is believed it has potential significance in improving manpower utilization and can offer great help to coal mine managers in making efficient manpower allocations.

What is prime farmland? Can such land, once it has been strip-mined for coal, be restored so that it will produce corn, soybeans, wheat, and alfalfa? What methods or practices are necessary to bring about restoration within a reasonable time so that crop yields will be equivalent to or higher than those of unmined prime farmland under high levels of management? These questions concerned land use researchers in Illinois as early as 1948 when the Illinois Agricultural Experiment Station experimented with growing cultivated crops on strip-mined land in St. Clair County (1). This research was done almost 30 years before requirements of Public Law 95-87 were passed by the United States Congress and signed August 3, 1977.

The Mesquite mine is being operated by Gold Fields Operating Co.-Mesquite, a subsidiary of Gold Fields Mining Corp. The mine Is located in southeastern California about 56 km (35 miles) east of the farming community of Brawley, California. The mine has been in commercial production since early 1986 and Is a conventional open pit mine developed on 6.1 m (20 foot) benches. The gold is recovered by heap leach using permanent heaps built in multiple 6.1 m (20 foot) lifts. This year's gold production will be in the range of 5,600 kg (180,000 troy ounces). Current ore production is about 18,140 tonnes (20,000 tons) per day while the total tons mined Is averaging 65,000 tonnes (72,000 tons) per day. The climate at the mine is extremely arid with rainfall of 7.6 cm (3 inches) per year. From early May until late October daytime temperatures generally exceed 37.8 degrees Celsius (100 degrees Fahrenheit) and can be as high as 37.9 degrees Celsius (120 degrees Fahrenheit).

The provision of a suitable working environment in deep level mines requires the accurate prediction of the ventilation heat load. Mathematical models for predicting strata heat load have been under development since the 1930's and 1940's. Computer models for predicting this and other mine heat sources have been developed and refined over the last 20 years. Some empirical studies have occurred and there is an increased emphasis on the importance of underground studies. Any theoretically or empirically determined predictive method must of necessity make assumptions. Underground space with its irregular configurations and rough wall surfaces cannot be described by simple mathematical expressions. Some heat loads, such as machinery, may occur intermittently while others such as the influence of water evaporation are very difficult to quantify accurately. Current popular models for predicting mine heat load have been surveyed. In testing some of these it is often found that each estimates significantly different quantitative values for the expected load in a particular underground space under study. These differences are explained by the assumptions, simplifications and omissions implicit in each of these models. It would be easier to estimate conditions at any point if heat flow into mine air passageways could be described by simple equations with associated statistically-based confidence ranges. Use of probability distributions to indicate confidence ranges allows any heat level estimate to be expressed as a range of values with limits for maximum and minimum expected values. This approach allows many of the limitations of the popular predictive models to be overcome. A heat prediction method using this approach has been developed based on Monte Carlo simulation and tested on mine data from a number of operations. Heat flow levels which can be predicted by simple equations supported by probability distributions allow the engineer flexibility in adjusting a predictive model to the underground characteristics appropriate to the mine site under study. The influence of all heat sources present in the mine opening must be included. Prediction methods must be updated as mining systems and machinery change with time. Heat sources interact with one another and the system must therefore be understood in its entirety.

The opportunity for an exploration geologist to follow a successful exploration project through the feasibility, financing, construction, development and exploitation phase is rare. In addition, it is not often that the exploration geologist can be present during the mining of a deposit to explain why certain actions were taken or interpretations made and to find out how these interpretations turned out in actuality. At the Woodsreef chrysotile asbestos mine in New South Wales, Australia, mining has been in progress for six years and the writer has been intimately associated with the project during the five years of exploration and the six years of exploitation. The industry is possibly aware of the fact that the Woodsreef Mine has had major production problems, the majority of which have stemmed from the unique characteristics of the ore body and of the fibre. Because of these unique features, a large volume of research has been undertaken by Woodsreef and by other scientific organisations in Australia, England and Canada on the Woodsreef fibre. The answers to some of the problems have negated some semi-sacred concepts of asbestos ore milling and led to the development of new techniques, such as the adoption of microscopic fibre counts as a routine procedure; the modification of accepted evaluation procedures; the development of new machines for dedusting fibres, and to the recognition of a fibre with a unique milling behaviour pattern and, possibly, properties. The problems experienced can be divided broadly into those associated with the geology and those associated with the physical properties of the fibre. It is possible that the same features may manifest themselves in other deposits around the world, and if they can be recognised during the exploration stages a feasibility evaluation may be just that little closer to the actual.

The Montgary pegmatite is located at Bernic Lake in the southeastern Manitoba pegmatite district. 'It has a complex internal structure with several contrasting mineral assemblages. The pegmatite contains a number of potentially valuable miners including spodumene, amblygonite,. lepidolite, zinnwaidite, pollucite and beryl.. The distribution of each of these within the pegmatite is related to the internal structure and controlled by a specific mineral assemblage. Parts of the pegmatite contain a high concentration of spodumene. The pollucite occurrence is of unique character and is one of the largest known deposits of this mineral. The pegmatite is still-like in attitude with a maximum dip of about 15 degrees. Its contents with the amphibolitic wall rocks are sharp and tourmalinized. Mineral assemblages present include perthite-plagioclase-quartz-muscovite, spodumene-microcline perthite-plagioclase-quartz-muscovite, cleavelandite-lithia micas-quartz, quartz-amblygonite, albite, lepidolite, pollucite, and quartz assemblages. The occurrence and relationships of these are described and possible relationships between attitude and internal structure are discussed. Many features of the pegmatite suggest that the deposit formed by crystallization and differentiation of a pegmatitic fluid in a restricted system. These features are discussed. The nature and occurrence of the pollucite, lepidolite and albite assemblages are such, however that it is difficult to visualize them resulting from such a system. These assemblages may be of later replacement origin. The source of the, late, alkali-rich replacing solutions may be unmixing of soda and the rarer alkalis (lithium, rubidium, caesium) from earlier-formed silicates in a manner analogous to the unmixing of soda feldspar in perthites. Various aspects of this hypothesis are examined.

The term sustainable development shortly appeared in international use in the run of UNO Environmental Protection Conference held in Rio de Janeim in 1992, bears the concept, that evolution process ( associated either with a region or society) should provide mutual interests concern in three aspects - environmental, economic and social ones, admitting as well the fact , that environmental protection should become an integral part of each process and cannot be regarded separately. In this connection it seems quite reasonable to employ the principal of sustainable development, while creating the model of industrial mastering the territory constraint lands viewing their future, for a example, in rich mineral deposit's development. In Kuznetsk coal basin in Russia ( west Siberia) the development of a big coal deposit Erunakovsky is now being underway. The major part of coal will be mined with open cast method, resulting the number of local environmental adverse impacts' occurrence. In such a situation mastering of sustainable development model is given the top priority, demonstrating the essential result of its application in a form of possibility to define the best correlation between economically expedient and environmentally tolerable loads during coal mining. The given paper is an attempt to work out the main principals to approach the creation of sustainable development model in regard of the definite region case. To simplify the presentation of employed approach's main idea, the given below accepts as its component only one of many actually existing environmental profiles, that define mining pro- cess impact on environmental situation -the size of infringed (de- graded) lithosphere surface. Basically, the actually existed correlation between spheres. grounding the model of sustainable development - economic, environmental and social- is given in a form of nomogram under Fig.1. Linked to a single unit, these separate plain dependencies create, as seen from the graph, a more intricate system of bonds, that affords during defining or changing this or that system parameter to secure undergoing changes, that occur to other parameters of the system. In being asked to present this paper on the improvements in loading and hauling equipment and the effect on unit costs, Mr. Van De Water, your program chairman, stated that his reason for coming to a contractor was due to the wide experience of, and I quote: "a large contracting firm using a variety of equipment on varying types of earth moving jobs." We people in Utah Construction Company are flattered that Mr. Van De Water singled out our Company for this assignment. Utah Construction Company's participation in open pit mine stripping antedates the 1920's, when overburden was being removed from copper ore in Bingham Canyon, Utah. Our first stripping con¬tract for the Copper Company was finished in 1912. Since that early beginning, Utah has, as a contractor, been engaged to strip and mine iron ore properties, coal properties, copper properties, uranium properties, phosphate,-gypsum, limestone and dolomite properties. And, as you know, the Company has become a major producer of iron ore from Company-owned open pit mines. Utah Construction Company has been instrumental in the evolution of open pit mining tools. Some of the first tools were the old wood and coal fired stream shovels which had to be fired hours before a shift started to insure a full head of steam, providing power to excavate with the then large 1-1/2 cubic yard buckets. Today, Utah's strip mining is done, with 18 cubic yard and 10 cubic yard crawler shovels. Yesterday's horse and mule drawn, iron wheeled wagons, with 1 and 2 cubic yard capacity, which were hand dumped by removing the false bottom, one 2 x 4 at a time, have been replaced by today's- 50-ton capacity, hydraulic, rear dump trucks and giant 40-ton coal haulers. Utah Construction Company used the early fresnes and wheeled scrapers which were horse and mule drawn.
