New Zealand is a small, almost pristinely pure country environmentally speaking. It is blessed with an abundance of clear waterways, lush green vegetation and fresh clean air. It is a country in which agriculture and forestry predominate, and mining developments have to be introduced prepared to answer in considerable detail the question "How will this proposal affect the New Zealand environment as we know it today". Those who make the legislation have the difficult problem of establishing standards at a level which will maintain as far as possible the status quo without unduly inhibiting the developments currently approaching the starting line. We have been fortunate in some sense in that since the demise of the early gold rush days by the 1920's, little mineralisation of a complex nature has been uncovered in New Zealand. Coal fields have been developed in the central North Island, and on the West Coast and Southland regions of the South Island. A ban on large scale open cast mines in the Coromandel area has restricted mining in that highly prospective area, although three large gold prospects have got underway elsewhere in the last three years. There is no other ore processing being undertaken at present. Some recent proposals involving lead, gold and silver in complex arseno­ sulphides have failed to get the necessary approvals and have been discarded. Our ore processing problems are therefore straightforward ones, and confine themselves to acid drainage, mercury handling and disposal, and cyanide.

Demand for nonfuel minerals depends on the overall state of the economy, which steadily improved each quarter in 1984. New housing starts rose to 1.8 million units. Automakers turned out about 15% more cars (7.8 million) and 30% more trucks (3.1 million) than in 1983. Nevertheless, many domestic mineral operations experienced difficulties in 1984. This resulted from import competition greater use of newer engineered materials, emphasis on multi-unit housing and downsizing of motor vehicles. About 15% of our energy was imported. This in cluded $36 billion worth of crude oil and $22 billion in refined products This added significantly to the overall merchandise trade deficit of $12; billion. On the bright side for mining, coal production rose 14% to 810 Mt (890 mil lion st). Three-fourths o: the coal was burned to generate electricity and more than half of our electricity was derived from coal-burning plants. With the exception of a few large-bulk, low-value raw minerals, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult. Consequently, our nonfuel minerals trade deficit rose 60% to $19 billion, reflecting imports of $39 billion and exports of $20 billion. There were increased pressures from some major segments of the minerals industry for some form of import protection. But President Reagan said, "Our goal is a system of free and fair trade in goods, services, and capital. We will work toward this goal through both bilateral and multilateral trading agreements." The US minerals industry consists of domestic mines, concentrators, smelters, refineries, mineral manufacturing plants, and recyclers. It also includes many wholly- or partially-owned operations in many parts of the world, providing employment and income for US citizens and others as well. Compared with 1983, the value of US raw nonfuel mineral output rose 8%, to $23 billion. The $253 billion worth of goods processed from this crude mineral output was a 14% increase. Major Metals Raw steel production - a major indicator of both material use and mineral production-rose 10%, to 84 Mt (93 million st). This stimulated a 36% rise in domestic iron ore production, to 52 Mt (57 million st), about 98% pelletized. Iron ore imports rose 44%, to 14 Mt (15 million st). Despite the increase of steel production, output remained well below levels of just a few years ago. For example, 1984 production was still 23% less than in 1981. Raw steelmaking capacity remained steady at 122 Mt (135 million st). The industry continued to cite steel imports as a major reason for low domestic capacity. In December, pacts with seven leading steel exporting nations were announced. This is an effort to reduce import penetration to about 18.5% of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 50% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production, at 45 kt (49,500 st), rose threefold. A Setaram C-80 heat flux micro- calorimeter was used to study the surface and interfacial properties of fine coal particles in water containing flotation agents via heat of immersion measurements. Heat of immersion (?Himm) is usually a small exothermic quantity and can be used' to characterize a solid in terms of its relative hydrophobicity or hydrophilicity. The effects of coal type, surface oxidation, mineral matter content, kerosene concentration, and pH on the wetting characteristics were investigated. Results obtained from the calorimetry experiments correlated well with results from independent flotation experiments.

The GRATE-KILN System plant at Svappavaara, Sweden, was constructed for LKAB by Allis-Chalmers under a turnkey contract and commissioned in 1969. The plant was designed to produce iron ore pellets from magnetite concentrate at 6100 mtpd using imported fuel oil. It represented the state of the art for plants of its type at the time. Fuel rated capacity was attained within one week of start-up. Product quality, power usage, fuel consumption and machine wear were within warranty limits during sustained production thereafter. As operator skills improved and gas handling system reserve capability was utilized, the plant frequently produced acceptable product at up to 115% of design capacity. During the period 1969 to 1976, market demands increased for high-quality pellets while energy costs rose steadily. At the same time, important advances in the design of GRATE-KILN Systems were being made in other plants constructed by Allis-Chalmers.

The Azores islands are located on a triple junction where the American, African (AFR), and Euroasian (EUR) plates meet. The Mid-Atlantic Ridge (MAR), oriented N-S, represents two branches of the T; an E-W branch defines the EUR/AFR boundary called the Terceira Rift. The nature and structure of this plate boundary, as well as the dynamics of the interaction of tectonics and volcanism remain unconstrained. The Azores plateau is seated on a mantle domain of anomalously low seismic S-wave velocities, and gravity and geoid anomalies, where the apparent thick crust is thought to relate to larger degrees of melting initiated at greater depths [1]. The cause of these anomalies is controversial but many authors consider the presence of an anomalously hot/wet enriched mantle probably supplied by a plume [2]. The geochemistry of the subaerial and most submarine lavas from the plateau reinforces the plume model beneath the Azores [3-4]. The origin, size and present location of the plume is under debate but an area near Terceira is the favoured plume centre [5]. This paper discusses the subject of "Improving Contracting Methods" from the owners point of view, particularly the public. An overview is given of the work of the U.S. National Committee on Tunneling Technology and some apparent results of the implementation of these recommendations or lack thereof. Selected recommendations that are not being implemented are discussed as to the the desirability and the possible impact of their implementation. Impediments to acceptance of the recommendations are identified and solutions proposed. The difference in the flexibility, attitudes and approaches of owners, public, quasi-public and private, toward improving contracting methods are discussed. Particular emphasis is given to the fact that the onus to improve is on the owner because they usually develop the contractual language or at least have the final decision on its content and are or should be an equal party to the contract during its administration.

The National Italian Regulation concerning environment protection imposes that industrial areas are provided with systems aimed at preventing the circulation of contaminated groundwater. These systems can be static or dynamic and operate basically by intercepting the contaminated flow. Their effectiveness, realization time and costs depend on the intervention type and on the features of the specific site. The selection of the best solution is complex and the results obtained by this selection may be affected by residual risks related to the uncertainty of the hydrogeological and geotechnical characterization of the site. With regard to the industrial area of Portovesme, located in the south of Sardinia, the paper presents the analysis of alternative interventions aimed at the protection of the groundwater. The attention is focused on the evaluation of their effectiveness, impact on environment and, finally, time and costs of construction.

The combination of high moisture and low heating value has restricted most low-rank coal (LRC) usage worldwide to mine-mouth power generation. Coals from Usibelli Coal Mine and the Beluga coal field have a heating value of approximately 8,000 Btu/lb and 28% moisture. Hydrothermal treatment (at 275 to 352'C) of lump coal from Usibelli Coal Mine and Beluga coal field enhanced the heating value of the coal, on an equilibrium moisture basis, from 8,000 Btu/lb to nearly 12,000 Btu/lb. The product coal with high heating value and 0.2 % S is an environmentally acceptable premium fuel. The Hardgrove grindability index of the coal is greatly improved, further enhancing its value. Increase in hydrothermal drying temperature promotes vesiculation of resinite. Vitrinite reflectance increased to 0.72 and vitrinite was subjected to widespread visiculation resulting in a coke like structure indicative that the material went through the fluid stage.

Rare earth elements are essential for modern life products and green technologies. Recent supply constraints have boosted the development of rare earth projects after the price peak of 2011. The feasibility of a project depends on the definition of a processing route, which in turn depends primarily on the rare earth mineral, with monazite and bastnaesite representing the two most relevant minerals. Monazite-type ores usually contain high acid consumption impurities, such as iron, aluminum, calcium, magnesium and phosphates, and may also contain prohibitive levels of radioactive thorium in its composition. Based on thermodynamic analysis, the present work discusses the fundamentals of a selective process route for rare earth extraction from monazite ores with high iron content. This process involves sulfation by means of concentrated sulfuric acid and roasting at a high temperature. The route yields high rare earth extraction with low iron and thorium extraction and low acid consumption. Rare earth extractions as high as 80 percent were achieved, while iron and thorium extractions were lower than 1 percent, and acid consumption was lower than 0.34 kg of sulfuric acid per kg of ore. The operational window was compared to the one predicted by thermodynamic modeling, with 700 °C representing the optimal roasting temperature.

In December 1983 the author undertook an investigation in east Texas which was organized to learn the feasibility of applying geophysical techniques over shallow lignite deposits. The work embraced experimental high resolution seismic reflection and offset Wenner resisitivity sounds over three 4 to 4 mile test sections. This site also was sponsored by Woodward-Clyde Consultants (WCC) and a consortium headed by North American Coal Corporation. The principal objective of this investigation was to learn whether the aforementioned geophysical techniques could be applied over shallow lignite deposits (i.e. located at approximately 100' to 300' in depth) and consequently provide structural and stratigraphic information useful for resource and reserve characterization. A secondary objective was to determine if these same techniques could disclose the nature of the overburden and the distribution of ground water therein.

It has been 2-1/2 years since the Congress passed the Surface Mining Control and Reclamation Act of 1977 (PL95-87) the Office of Surface Mining every deadline specified in the Act. Hopefully the Congress will begin to realize that specifying unrealistic deadlines does not accomplish the end desire of legislation any sooner -- it only adds to the confusion, and actually hinders orderly, efficient progress. OSM has been sued by all categories of involved parties -- environmental activitist organizations, the states, and the coal operators. This situation has resulted for two reasons: (1) insufficient time was allotted by the Congress to properly develop the regulations and program, and (2) OSM?s philosophy that it must dictate every detail of reclamation operations from Washington, even though many of its people are inexperienced with coal mining. These law- suits are now demonstrating their value. OSM is showing signs of "pulling-in-its horns" and, hopefully, will approach the revised regulations in a more realistic fasion.

Geologically, this region is occupied by Mesozoids, a folded belt of Triassic and Jurassic sediments and volcanics. Gold mineralization is of Upper Jurassic age. Most of the stream placers formed during the Quaternary. Placer gold was first discovered in 1916. Between 1930 and 1957, mining was carried out by the "Dal'stroi," a Russian death- camp organization. At the mines, "Dal 'stroi" exterminated 5-7 million captives taken from Russia's different colonies, each prisoner extracting 1-2 kg of gold before he died. Since 1966 the mines have been worked mechanically. About 10 mining districts are now active, producing altogether 110-135 tons of gold annually.

The Modified Detroit River Outfall No. 2 (MOD DRO-2) will discharge treated wastewater to the Detroit River. Construction of a 6.4-m-diameter, 1.9-km-long tunnel was halted in 2003 by flooding during tunneling with an open face hard rock TBM. A new design for a higher rock tunnel, a ?Modified? design, was completed in 2007 and Notice to Proceed to the tunnel contractor was given in November 2008. Project duration is four years for completion of tunneling and start of outfall tunnel operation. This tunneling project has high groundwater pressure (5 bar), pervious limestone rock of up to 140 MPa (20,000 psi) strength, and hydrogen sulphide in the groundwater. The new tunnel will be connecting to access shafts and outfall diffuser riser shafts previously built for the now-abandoned tunnel. The new tunnel design construction contract, and initial planning to use a pressurized-face (slurry) hard rock TBM are presented.

INTRODUCTION The $1.1 billion Bajo la Alumbrera Project, started up in 1997 by Minera Alumbrera Limited in the Catamarca Province of Northwestern Argentina, is the first large scale modern mining project to be developed in Argentina. Like many modern Andean mining projects, existing infrastructure was not available to economically transport the 875,000 tonnes of product per year. A variety of alternatives were investigated, including upgrading of existing roads and railroads, slurry pipelines, and combinations of these systems. The final system selected was to combine a 312 km slurry pipeline with an 820 km rail haul to a ship loading facility near Rosario. The concentrate pipeline crosses divergent terrain between the minesite at 2400 m elevation and the filter plant at 400 m elevation. The system selected represented the lowest net present cost alternative by a significant margin. BACKGROUND The Bajo Alumbrera deposit was discovered in 1947 by Professor Cetioni from the University of Tucuman. It is a large (>750 million tonnes) medium-grade (0.6%) copper deposit with high gold values (0.5 g/t*). The deposit outcrops, making it very suitable to modern, large scale, open pit mining techniques using 218 t trucks and 43 m3 shovels. Advances in gravity concentration of the gold helped to demonstrate the feasibility of the project in a study prepared by Fluor Daniel for Minera Alumbrera in 1994. The initial concentrator is the largest green-field concentrator ever constructed, rated at 85,000 t/d. Production will peak at 190,000 tonnes of copper metal and 710,000 troy ounces of gold per year, one of the top 10 copper and top 15 gold producers in the world. * Throughout this paper, the word tonne and abbreviation refer to the metric ton of 1000 kg.

The issue of dust control in underground coal mines has been extensively studied by both government and industry. This research work has resulted in many techniques which control the dust or help miners avoid it. Control techniques either prevent the dust from becoming airborne or cleanse the air before it can be inhaled. Avoidance measures minimize the exposure of miners to the airborne dust by blowing the dust away from work areas or making it unnecessary for a miner to occupy a dusty region. One of several successful dust control measures in continuous miner sections is the use of a machine mounted scrubber which cleanses the air and helps to prevent the contaminated air from reaching areas frequented by mine personnel. Research on the application of scrubbers on longwall shearers began in the 1970s and continued into the 1980s. The most successful projects showed only moderate improvement when a scrubber system was mounted on a longwall shearer, and the less successful projects actually increased worker dust levels. There are many reasons that scrubbers have not been successfully applied on longwalls. The most significant of these is that longwalls have across the face ventilation and generally have high face air flows. Scrubbers tend to work best when they are the primary cause of ventilation. Therefore, their capture efficiencies on longwalls tend to suffer because of the exposure of the drums to the primary airflow. Other reasons scrubbers have not been implemented on longwall s include the successful application of an excellent water spray system, effective cutting techniques, and dispersion of dust sources. These techniques can help control drum generated dust, increase production, and limit the relative effectiveness of a scrubber.

ST Equipment & Technology LLC (STET) has developed a novel processing system based on tribo-electrostatic belt separation that provides the mineral processing industry a means to beneficiate fine materials with an energy-efficient and entirely dry technology. In contrast to other electrostatic separation processes that are typically limited to particles >75μm in size, the STET triboelectric belt separator is suited for separation of very fine (<1μm) to moderately coarse (500μm) particles, with very high throughput. The STET tribo-electrostatic technology has been used to process and commercially separate a wide range of industrial minerals and other dry granular powders. Here, bench-scale results are presented on the beneficiation of low-grade Fe ore fines using STET belt separation process. Bench-scale testing demonstrated the capability of the STET technology to simultaneously recover Fe and reject 2 from itabirite ore with a D50 of 60μm and ultrafine Fe ore tailings with a D50 of 20μm.The STET technology is presented as an alternative to beneficiate Fe ore fines that could not be successfully treated via traditional flowsheet circuits due to their granulometry and mineralogy. INTRODUCTION Iron ore is the fourth most common element in earth’s crust [1]. Iron is essential to steel manufacturing and therefore an essential material for global economic development [1-2]. Iron is also widely used in construction and the manufacturing of vehicles [3]. Most of iron ore resources are composed of metamorphosed banded iron formations (BIF) in which iron is commonly found in the form of oxides, hydroxides and to a lesser extent carbonates [4-5]. A particular type of iron formations with higher carbonate contents are dolomitic itabirites which are a product of the dolomitization and metamorphism of BIF deposits [6]. The largest iron ore deposits in the world can be found in Australia, China, Canada, Ukraine, India and Brazil [5]. The chemical composition of iron ores has an apparent wide range in chemical composition especially for Fe content and associated gangue minerals [1]. Major iron minerals associated with most of the iron ores are hematite, goethite, limonite and magnetite [1,5]. The main contaminants in iron ores are 2 and Al2O3 [1,5,7]. The typical silica and alumina bearing minerals present in iron ores are quartz, kaolinite, gibbsite, diaspore and corundum. Of these it is often observed that quartz is the mean silica bearing mineral and kaolinite and gibbsite are the two-main alumina bearing minerals [7]. Iron ore extraction is mainly performed through open pit mining operations, resulting in significant tailings generation [2]. The iron ore production system usually involves three stages: mining, processing and pelletizing activities. Of these, processing ensures that an adequate iron grade and chemistry is achieved prior to the pelletizing stage. Processing includes crushing, classification, milling and concentration aiming at increasing the iron content while reducing the amount of gangue minerals [1-2]. Each mineral deposit has its own unique characteristics with respect to iron and gangue bearing minerals, and therefore it requires a different concentration technique [7].

"The applications for automation continue to expand within the mining industry. These applications can range from the startup, control, and shutdown of processing plants to the autonomous operation of surface haulage trucks. However, the term “automation” should not necessarily be interpreted as the total elimination of human interventions since numerous mining processes can be partially automated. The future survivability of many mining operations will be influenced by a company’s willingness and ability to understand, accept, and utilize this technology. The mining workforce, including management and engineering, should be familiar with the technological capabilities and limitations for effectively implementing automation into mines for improving safety and productivity. The Department of Mining Engineering at the University of Kentucky has recognized this educational gap and developed an automation laboratory, along with project-oriented courses at the undergraduate and graduate levels. The laboratory and the course objectives are described in this paper, as well as the skills and abilities that students obtain at the completion of the course(s). BACKGROUND The touted benefits of automation include: improved productivity, lower operating costs, reduced drudgery of repetitive operations performed by workers, and the removal of workers from hazardous locations. The acceptance of advanced technology by the mining industry, however, has traditionally been slow. This cautious approach is understandable considering the complex and harsh conditions routinely encountered in mining operations. Bad experiences with some premature installations of newly hyped technologies may have also resulted in lingering skepticism by many mine operators. Nonetheless, with thoroughly demonstrated reliability and proven applications, automation based on programmable logic controllers (PLCs) has made significant inroads into the mining industry. Programmable logic controllers (PLCs) are the workhorses of automation. They were originally conceived in the late 1960s, long before the invention of the personal computer (PC). Initial PLC applications were directed towards sequential relay control in manufacturing plants, which subsequently eliminated the use of “relay logic” that was based on hard-wired electromechanical relays. With continuous advancements in electronics and computer technology over the years, PLCs have evolved into sophisticated and powerful devices with very stable operating systems. They are designed for deterministic logic execution with extreme consistency in timing, along with a high tolerance to temperature, humidity, and vibration (Smith 2003). Because of their robust characteristics, PLC networks now provide the backbone for most industrial automation applications."

A 200 pound per hour Magnex Pilot Plant was designed and constructed. A non-compliance Eastern Coal which would generate more than 2.0 lb of SOZ per million Btu upon burning was brought into compliance (less than 1.2 lb of S02 per million Btu) during continuous operation of the pilot plant. Approximately 85 percent of the pyritic sulfur was removed while recovering 86 percent of the Btu of the feed coal. Pilot plant operation is summarized and preliminary economics presented. Present status of the Magnex Program is reviewed.

The chemistry of the element uranium enables industry to employ either an acid or alkaline carbonate leach solution for most uranium ores. Either method my be used for conventional, in-situ, or heap leaching. Uranium recovery in the leaching process depends both on the solubility of the uranium minerals and, on the access of the leach reagent to them. The uranium leaching rate is proportional to the liberated mineral surface area and the chemical reactions involved in the dissolution step. The dissolution of U(VI) and the oxidation of u(IV) to U(VI) are the basic chemical reactions in the leaching process. The active surface area is a function of the effective porosity and the particle size of the ore (1). Ore pieces, with a high porosity and high permeability, may provide a large active surface area even in coarser fractions. This type of ore might be suitable for heap or in-situ leaching techniques. Nonporous and impervious ores are usually more amenable to conventional milling where the active mineral surface is exposed by grinding the ore down to the liberation size of the mineral.
