The authors previously developed a methodology that combines injury and citation measures into an overall mine safety performance evaluation tool, called the safe performance index (SPI). It can be easily adopted by mine operators to monitor trends in their injury and citation experiences as a risk assessment method. In this paper, six normalized safety measures and the SPI are used to evaluate the health and safety risk that existed at mines in the two years preceding the occurrence of a fatality. The percentage of mines is given for which the risk was high or where trends of some of the safety measures indicated moderate risk. In 50% of the mines, this mine safety performance tracking method could have been helpful to the companies, state agency or the U.S. Mine Safety and Health Administration (MSHA) in recognizing and addressing emerging problems with actions that may have been able to predict high-risk conditions, the fatality and/or other serious injuries. The approach would have given extra scrutiny to the risk for mines that encompassed 74% of the fatalities during 2007-2010.

In 2010, the U.S. Mine Safety and Health Administration (MSHA) began holding hearings on a new coal mine respirable dust rule, which proposed a 1.0 mg/m3 standard, a separate 0.1 mg/m3 quartz standard, and the use of single-shift samples for compliance. Small mines largely comprise the “hot spots” where dust diseases of the lungs increased dramatically over the past decade. This paper presents findings on the feasibility of small mines’ compliance with the proposed new 1.0 mg/m3 standard. It gives probabilities of noncompliance by MSHA district, average mining height and selected “hot spot” counties. Because silicosis and respirable quartz dust appear to be the primary issues related to a recent doubling of the prevalence of dust diseases of the lungs, multiple regression models for prediction of the average total quartz content of compliance samples are given. These findings have significant implications for the need for better dust control methods.

The La Choya mine is located 55 km south of Sonoyta in northwestern Sonora, Mexico. Mineralization is controlled by a 40 meter thick thrust fault zone which created a permeable host for the metal-bearing hydrothermal solutions. The ore body is mined by open pit using wheel loaders and truck haulage. Gold and silver are recovered from low grade ore by heap leaching followed by carbon adsorption.

Passive seismic imaging is applied in underground mining to analyze the stress redistribution after the occurrence of a major seismic event. The velocity model is established to be utilized in velocity inversion. By comparing the images from velocity tomography on two different time scales, the average velocity of a mining area decreases significantly after the major event. It is highly likely that the stored energy level drops due to the occurrence of a major event. Also, total energy stored in micro-seismic events for each day is summed up and the energy change trend is plotted to illustrate the correlation of energy with a major event.

The world's population by 2000 A. D. may approximate 6.5 billion and the United States' 304 million. South Asian population increases between 1970 and 2000 A. D. will be triple the projected population of North America. Such anticipated dramatic and probably traumatic increases in world population yield grave concern for the standard of living in the world and the United States. The people of the United States currently consume 32 percent of the world's energy and similarly large percentages of the world's mineral raw materials. With only 6 percent of the present world's population and slightly smaller percentage by 2000 A. D., much expanded world-wide production of energy and raw materials will be required to maintain even a standstill living standard. A minimal 2 percent increase per year in the standard of living in the United States and a 4 percent increase elsewhere in the world, beyond the demands of the estimated population increases, suggest the magnitude of the increased need for energy-mineral raw materials and the possible crises the world will face in these areas by 2000 A. D. Mineral engineers and scientists with broad educational backgrounds will be required in greatly increased numbers to help alleviate, and possibly avert, expected energy-mineral raw materials shortages of the next millenium. Explorationists, mineral engineers, commodity economists, environmentalists, city, county, state, and federal mineral materials planners and coordinators, and metallurgists will be among those most needed. AIME membership in the second century of the Institute's history will contribute directly to this personnel pool.

Hydrolytic stripping is the process whereby metal ions in a loaded solvent extractant are hydrolyzed by water, typically at 130°-200°C. Equilibrium hydrolytic stripping tests were done on Versatic 10 solutions of various metals, singly and in mixtures. Single solutions of Fe, Xi, Cu, Mg, and tin precipitated aFe2O3, Ni(OH)2, Cu2O, Mg(OH) 2 and ?Mn203 respectively during hydrolytic stripping. Several mixtures containing iron precipitated magnetic spinel ferrites, MFe20k. No other combinations formed mixed oxides. It is proposed that the mechanisms for hydrolysis and precipitation of iron in loaded Versa- tic solutions are similar to those for iron hydrolysis in aqueous solutions. Infrared spec- troscopy and thin-layer chromatography of mixed iron-nickel Versatic solutions indicated that mixed Fe-Ni carboxylate complexes are present. Magnetic interactions between mixed complexes are thought to be responsible for the homogeneous nucleation of magnetic mixed oxides in preference to single oxides.

Introduction Mine sampling determines the practicality of any mining operation. Improper sampling can result in an incorrect appraisal of present production and future potential. Therefore, the mine department in charge of ore-reserve calculations and mine sampling should be overseen by competent and experienced professionals with technical backgrounds qualifying them to produce accurate results. Sampling is a process by which portions of an ore body are collected and analyzed to estimate the average mineral content of the entire ore body. It is incorrect to assume that a large number of samples eliminates any errors in the sampling method. To obtain unbiased samples, proper sample location with respect to rock type and mineralization is just as important. The sampling procedure must yield correct results for the type of mineral deposit, and careful consideration should be given to whether or not the sampling technique has been developed to an extent sufficient to eliminate as much human error and bias as possible. Only after the ore has been mined and milled is the sampling accuracy known. Sampling also provides information about the bulk composition of the ore for mineralogical and metallurgical tests that determine the economic ore-waste boundaries and the geologic trends for exploration. Actual mining plans can be developed from this information to maximize profits. Accurate sampling is critical, and thus must be approached in a scientific manner. Sampling Techniques Sampling practices and techniques are as varied as the mines in which they are used. The method(s) chosen must be tailored to suit the company and mining needs. For instance, tabular uranium deposits, vein gold deposits, and porphyry copper deposits pose special problems in conducting unbiased sampling. The mine geologist or engineer in charge must develop a sampling method, test it in a sample area, and then critically evaluate the results. If the results from the test area are accurate within the economic limits established by the company, they then may be adopted for general use in the mine. Four routine sampling methods are suitable for specific sampling objectives in the daily mine routine: (1) channel sampling, (2) chip sampling, (3) grab sampling, and (4) bulk sampling. The final sampling results depend upon how the four methods are combined to accurately determine the grade of the ore body. When used in conjunction with each other during different stages of mine development, the channel, chip, grab, and bulk sampling methods provide an in-house check or a comparison by which mining methods and sampling procedures can be evaluated. However, the most valid check is based upon the daily mill production. Channel Sampling Channel samples consist of cuttings collected from a groove cut into the rock about 102 mm (4 in.) wide and 19 mm (0.75 in.) deep. Various tools ranging from a 1.8-kg (4-lb) hammer and moil to a pneumatic chisel can be used to cut the sample. Accessibility and rock hardness determine the applicable sampling tools. Before attempting to take a sample, the rock surface must be cleaned thoroughly; the method of cleaning depends upon the amount of mine dust accumulated on the surface or the degree of alteration of the rock surface. Typical cleaning methods 'employ a wire brush, water, or chipping a fresh surface. Next, the sample outline is marked on the prepared surface, taking care to choose appropriate sample loca- tions. After determining the proper sample outline and length, the sample can be chiseled out, catching the rock fragments on a canvas tarpaulin on the floor, in a powder box, in a canvas bag to avoid contamination, or by some other suitable means to capture all of the sample. Vertical veins present a special problem because the drift's back usually is arched, not square. For example, Fig. 1 shows that if sample intervals are measured from A' to D', the length of the sample interval is greater than the true vein width, resulting in an incorrect calculation of the ore reserves. The correct method would collect three samples at A'-B', B'-C', and C'-D', using either actual measurements in the mine represented by A-B, B-C, and C-D or trigonometric calculations to determine the true ore thickness. Then, each sample can be weighted by grade and true thickness for the vein. Channel lengths usually are a maximum of 1.5 m (5 ft), and it is good practice to divide longer samples into smaller intervals according to structures, changes in rock types, or differences in rock hardnesses. The influence of those features on the mineralization then can be determined. Chip Sampling Chip sampling is a variation of channel sampling used when the rock is too hard to channel sample economically or when little variation in the mineral content indicates that this sampling method will yield results similar to those of channel sampling. Rather than cutting a channel in the rock, small chips are flaked off at regular intervals over the entire face or area being the mine. sampled. Care must be taken to assure that the sample is representative of variations in the rock hardness and type. hi^ method is fast and useful in preliminary evaluations, but it should not be used for quantitative ore-reserve calculations. Grab Sampling Grab sampling is a fast method for double checking either channel or chip-sampling procedures, and, in some instances, mine production can be estimated from carefully taken grab samples. Grab sampling takes equal amounts of material at selected intervals over a mine dump, a muck pile, or from an ore car to estimate its Channel Sampling mineral content. Generally, this method is not considered reliable. Many independent variables can affect this type of sampling process. The Jewett Mine is located in two East Central Texas Counties, Leon County and Freestone County. The area is primarily suited for agriculture with approximately 90% of its agricultural income coming from beef cattle and hogs. In addition to livestock both of these counties produce hay, oats for grazing, pecans and corn. There are 1,101 farms and/or ranches in Freestone County consisting of 381,248 acres. Less than 15% of this acreage is harvested croplands. Leon County has 1,227 farms and/or ranches for a total of 442,387 acres, of which less than 13% is harvested cropland. Total annual agricultural sales for Leon County are approximately $36 million and Freestone County has approximately $21 million. Ninety percent of the annual agricultural sales derive from livestock.

In July 1997, Kvaerner Environmental signed a unique contract with Echo Bay Alaska called the Transfer Risk and Accelerate Closure (TRAC). The contract called for Kvaerner to assume the responsibilities and obligations associated with closeout of the Alaska-Juneau (A-J) Mine. Kvaerner is an international engineering and construction company with global interdisciplinary experience in the mining industry and environmental remediation. Echo Bay’s requirements called for Kvaerner to: •Provide a fixed price for closure with no change orders. •Negotiate, prepare and implement a final closeout plan as outlined by Echo Bay. •Complete a closure program that exceeded current regulatory requirements. •Improve, expand and maintain a proactive public and community relations program. •Hire Echo Bay employees where possible. •Provide adequate performance guarantees and judicial relief of environmental claims.

China was nota factor in the supply of fluorspar to the United States until the early 1980's when it shipped in its first package of Metallurgical lump, that not only was higher grade than the Mexican Metallurgical spar but was also about $30.00 a ton cheaper landed at Burnside. Representatives of the Mexican Fluorspar Institute and several producers made trips to see the Chinese operations supplying their once reserved market place. China, an enigma to most Westerners suddenly became the new contender, with prices that were disgustingly low or so thought the other exporters. Of course China has been mining, producing, consuming and exporting from 400,000 to 500,000 tons per year of various grades of fluorspar but until the first partloads came to the U.S., very little attention was paid to their exports by American-continent producers or consumers.

I. INTRODUCTION During the past few years, the state of the art of disposal of solid and liquid waste products from uranium mining and milling operations has experienced some rather interesting and significant changes. Some of these changes have resulted from technological advances in the milling operations and in the engineering aspects of the actual design and construction of the disposal facilities. However, the most significant changes, at least those which have had the greatest impact on the comparative cost and economics of modern disposal systems, have been environmental requirements and regulatory controls, which have become increasingly stringent in recent years. Without delving into the details of the myriad of new laws and regulations which now control the uranium industry, it can be stated with reasonable confidence that one of the principal purposes of more rigid state and federal controls over this industry is the basic desire to promote safer, more reliable and longer term means of effectively controlling and disposing of the potentially objectionable waste products resulting from uranium mining and milling operations. It is difficult to take issue with these basic goals because their need was spawned by past lack of awareness and inattention on the parts of both government and industry to the long term environmental problems and potentially hazardous conditions which can be created by limited planning and ill-conceived or poorly controlled and executed disposal practices. On the other hand, despite the good intentions of those who developed and those who are administering the regulatory controls now in effect, the basic danger exists that overgeneralization of the approach to disposal problems and overrestriction of the potentially acceptable solutions for uranium mine and mill waste disposal could have a significant, adverse economic impact on the mining industry and the ultimate consumers of their products. The regulatory pendulum, which perhaps swung too far toward lack of controls over uranium mill waste disposal in the 1940's, could now well be headed too far in the opposite direction, that is toward over-regulation in the form of restrictions based on technically unrealistic or weakly supportable

Political risk is an integral part of the mining business in northern Andean countries. Peru, Ecuador, Colombia and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations require good political-risk information, a thorough political-risk-management plan and a strategy to deal with political-risk perception on the part of the investing public. Colombia is perceived as about the riskiest place in the world to do business. A selection of recent headlines reads: “Colombia on the brink” (Economist, 1998), “Colombia’s ship of state is sinking” (Insight on the News, 1998), or simply “Bad news” (US Catholic, 1998). The World’s Most Dangerous Places rates Colombia as “currently the most dangerous place in the Western Hemisphere, and perhaps the world” (Aral and Pelton,1998). And many prospective investors and analysts say to Greystar Resources: “Yes, we love your results, but Colombia?”

In the Grasberg Mine, a series of orepasses of diameter 2 to 4m are being constructed, each one to carry as much as 10,000 tlhour of copper- and gold-bearing ore through single stage vertical drops of over 500m. At the base of each orepass, the fragmented rock falls into an orebin of diameter 1 Om and 100m deep. Long before the planned tonnages were reached on the early orepasses, a problem arose that was both serious and intriguing. Pressurization of air in the orebins caused by the falling rock reached such levels that when the feed to the top of an orpass was interrupted, a massive surge of air ascended rapidly and produced a dangerous backblast accompanied by dust; grit and rock fragments from the top of the orepass. Backblasts lasted for about one minute and were not only hazardous to the health and safety of personnel but also required time-consuming clean-up operations. The paper describes the aerodynamic analyses that were con- ducted in order to understand fully the mechanisms involved in the phenomenum, and the development of a procedure that al- lows the effects of falling material to be incorporated into existing ventilation network software.

The practice of roof bolting in world-wide mining activities is very well known, having been used extensively for over 50 years. The theory of roof bolting, however, is extremely complicated, and only recently have investigators attempted to explain the theory. Discussions of the mechanics involved usually originate with actual experience gained in the use of roof bolts. The use of roof bolting in mines has grown dramatically during the period after World War II. Other scientific techniques have emerged in mining research in the same period. Included in these techniques is the study of rock mechanics, which has now developed into an impressive research effort. Various means of analysis have been utilized in rock mechanics, most of which reduce rock to an isotropic, homogeneous medium that could be easily analyzed. Because of the inherent nature of rock, direct research methods frequently are not certain to provide satisfactory results, whereas indirect methods must idealize a given set of conditions in order to be useful. One of the indirect research methods is the photoelastic technique, the theory of which is widely known and needs no elaboration. This technique has been used extensively to examine the state of stress around underground openings of various shapes in certain types of strata, and under various configurations (1,2,3,4,5). Much of the theory used now in the design of underground openings is based on photoelastic evaluation. Unless rigorously applied, how- ever, the photoelastic technique is at best a qualitative means of evaluation. It is useful, however, for unusual examples which can be more or less easily analyzed to obtain the overall state of stress which could not be determined by other means. Little work has been done in the photoelastic analysis of rock bolting, mainly because direct research techniques have proven useful.

Underground blasting has many challenges. The primary aim of blast designers is to optimize drilling and blasting parameters to deal with the associated challenges. Optimizing these parameters is currently based on various rules of thumb, which have many site-specific limitations. Accordingly, computation of these parameters using empirical rock fragmentation predictors can be useful for blast designers. This paper presents the results of work on burden-spacing determination by back-calculation from the empirical Kuz-Ram model for underground stope ring blasting.

Ore was first discovered at the Kidd Creek mine site during the first few days of December 1963 when a diamond drill hole there cut sulfide mineralization. This event marked the end of the search started 11 years earlier with the conception of a geological idea. Economic forces provided the stimulus needed for the application of this idea but other-events, and legal considerations, also played arole in delaying the ultimate discovery. The location of Kidd Creek is shown in Fig. 1. Management of the then Texas Gulf Sulphur Co. had become concerned in 1951 at the company's declining reserves of native sulfur in Texas. This problem was to be alleviated by new discoveries and development of methods to recover sulfur from sour gas. At the time, however, the solution appeared to lie in the recovery of sulfur from pyritic ores. Canada was chosen as the best country in which to find these ores. Walter Holyk was hired in 1951 to conduct the search. By 1952, he was working in the area near Sherbrooke, Quebec, known as the "Eastern Townships" where mineralization consisting of base metal sulfides in volcanic rocks has long been known. His observations here led him to the then revolutionary conclusion that such mineralization could have formed as part of the volcanic process and not, as was generally supposed at the time, by replacement. On learning of the discovery of similar mineralization near Bathurst, NB, he moved there in the spring of 1953. He was able to utilize his new concept and found the Half-Mile Lake sulfide deposit.

Land subsidence had been observed in recent years throughout the Southwest. Particular examples of this phenomenon that have gained wide publicity axe in the Long Beach and Central Valley areas of California and, the Houston area of Texas. Less well known is the fact that the land surface Is subsiding in many parts of Arizona, including the Phoenix area. The causes of this problem vary from place to place, as do also the rates of subsidence. In Houston it has been related to pumping water from artesian aquifers; in Long Beach to the development of oil fields; and in the Central Valley to both the lowering of artesian pressures in deep aquifers and the wetting of poorly consolidated surficial deposits. The mechanism by which subsidence occurs in southern Arizona, even though it can be correlated with the continued lowering of ground water levels, is not as apparent as in these other cases. It is the purpose of this paper to examine both the causes and affects of land subsidence in southern and central Arizona.

Software for coal blending has gained a lot of recent attention as micro-computer programs have come on the market. Some of this software is appropriate and some is not. This paper looks at the types of models being used and points out the strengths and weaknesses of each. Recommendations are then made concerning the level of detail required for these programs, relating this concern to the various ways in which coal companies are using these programs. A checklist of company requirements for these programs and available pro-gram-features provides an aid in matching the program to the company.

INTRODUCTION The Srisailam Left Bank Canal (SLBC) Tunnel Scheme is part of the Alimineti Madhava Reddy Project in Andhra Pradesh, South India. This scheme has been planned since 1983 and will provide irrigation facilities to drought-ridden areas in Andhra Pradesh. Water will be transferred from the Srisailam Reservoir during the monsoon months to 0.3 million acres of farmland and will also provide drinking water to villages en-route. The paper will address the design and onsite assembly of the Robbins Double Shield TBMs for Tunnel-1 of the SLBC tunnel scheme from planning to start-up of the machines. Also, it will provide a current status of the project and describe the advantages of a site assembly. Problems encountered to date and the solutions adopted will also be described. The project comprises over 50 km of tunnels and involves construction of the world?s longest tunnel without intermediate access. The TBM tunnels at 43.9 km in length and 10.0 m diameter will cross the Amrabad plateau, containing a wild life sanctuary and India?s largest tiger reserve, the Rajiv Gandhi. Jaiprakash elected to excavate the tunnel using two tunnel boring machines, rather than by drill and blast, in order to alleviate surface disturbances to environment and the tiger reserve, wild life sanctuary, and protected forestry areas. The Project was awarded to the Main Contractor Jaiprakash Associates Ltd with The Robbins Company as the Tunnel Boring Machine (TBM) supplier in August 2005. The Robbins Company supplied the TBMs along with two continuous conveyor systems and all spares and consumables to complete the tunnel excavation.
