Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. This paper summarizes the process development behind the design of three different types of paste fill plants at operating Canadian hard rock mines. Each application has a unique paste backfill mix and process which utilizes the materials economically available to the mine site. The different plants produce paste fill composed of base metal tailings, a blend of recovered disposal pond tailings fines and alluvial sand, gold ore tailings, and a blend of gold ore tailings and alluvial sand. This work has led to the joint development by Inco and GL&V Ontario of the compaction storage mechanism for the de-watering of mill tailings to a paste consistency.

The success of Heavy Media Separation, the static sink-float process, is evidenced by the operation of an estimated 300 installations treating many millions of tons per year of a wide variety of mineral products ranging in value from gravel to diamonds. The static heavy media process is usually limited to the treatment of plus 1/4 inch material. Mr. Victor Rakowsky, who was largely instrumental in the development and application of heavy media separation, recognized the need for a new apparatus and process which would extend the application of heavy media into the finer size range without placing a restrictive limit on the top size of the feed. He recognized the requirement for the application of centrifugal force to augment the force of gravity in separating fines by sink-float techniques.

This paper attempts to close the gap between extensive rock testing with field measurements and the mine operator's need for safe mine layouts and alternatives. It was found that many of the variables that influence mine geometry and worker safety are relatively unimportant while others are critical. The development of empirical relationships which tie the critical variables to the "safe useful life" of a trona mine layout and observations made in 140 production areas where the variables were researched over a fifteen year period are discussed. The concepts presented may have applicability in mine design for other bedded deposits.

INTRODUCTION Bratislava is located at the intersection of important traffic routes, including motor-ways, roads, railways, air traffic, trading, and inland waterway with an important harbour. The construction of the D2 Motorway Bratislava, Lamacska cesta Stare grunty was the last missing section of D2 Motorway and its completion linked the Czech Republic through Bratislava to the Hungarian Republic. Traffic was obliged until its completion to use the Lamacska Road and Mlynska Dolina, which were the most heavily trafficked roads in the city. The section of D2 Motorway to be completed in 2006 was 3,300m in length, of which the SITINA Tunnel was approximately half the length. After putting into operation the transit traffic(motorway) and urban traffic was separated. Transit traffic by passing the town was eased. The junctions D2 with Lamacska Road (Harmincova) and Mlynska Dolina also allowed better use of the motorway for the urban traffic The tunnel construction was specified by the features with the highly weathered and thermally altered granitic rock formation with the overburden of Quaternary sediment of 2?4 m thick, very thin overburden, severely controlled deformation limit and environmental protection. The tunnel had to be excavated beneath and nearby the academic complex area and the zoo, where sensitive facilities exist and animals live in. The tunnel consisted of two tunnels (Tunnel A and B) with the length of 1,415 and 1,440 m, respectively. The overburden thickness was in the range from 10?30 m. The standard cross-section and the one with invert arch were 79.5?81.5 m2 and 92.1?93.3 m2. The excavation took 21 months from September 2003 to May 2005. The construction was based on the concept of NATM. The SITINA Tunnel was the third application of NATM in Slovakia, following the BRANKISKO Tunnel (commenced in July 2003) as the first and the HORELICA Tunnel (in October 2004) as the second NATM practice. To protect the surrounding structures and citizens from tunneling operations, seismic monitoring was performed in association with blasting. The allowable limit of blasting vibration was fixed to be under the particle velocity of 15 mm/sec. The tunnel excavation cleared this limit as expected before construction. In driving through the difficult geological situation the excavation work hit 49 faults, and some of them occasionally caused serious face instability. In principle, the rock formation has been affected by the high hydrothermal effect and the resultant clay filing along faults and joints. The auxiliary reinforcement with the 4?8 m long pipe roofing was needed to protect the vicinity of mining face area. This operation extraordinarily required additional works and time which had not been expected before construction.

Equipment which will reliably produce high velocity water jets for use in rock excavation is now available. This report reviews some cases where water jets were used in excavating low to medium strength sandstone in Colorado and Utah. The primary discussion is of water jet assisted rotary drilling for blast and bolt holes in tunnels, shafts, and chambers. The subjects include drilling performance, effects on work environment, safety, and controlled blasting results. Information is also presented concerning trench excavation utilizing water jets.

The application of roadheading and drag tool equipped machines requires an assessment of both cutting performance and tool consumption. Neither parameter can be assessed purely from compressive strength and tool consumption is often neglected, at a cost to the project. Results from in-situ monitoring show that a measurement of relative abrasivity using the Cercharscratch abrasivity test provides a basis for the assessment of tool consumption. This can be modified by also considering the effects of the machine specification and the rock mass quality.

Discussion by M.R. Yalamanchili and J.D. Miller The authors, M. S. Celik et al., should be recognized for their efforts to describe the flotation behavior of boron minerals. In the case of borax and other soluble salt minerals, analysis of the flotation chemistry has been difficult because of the high ionic strengths associated with these soluble salt systems. However, considerable progress has been made in this area, and recently a surface charge/collector colloid adsorption model was proposed by Miller and his coworkers to explain the collector adsorption phenomena observed in soluble salt flotation systems (Milleret al, 1992; Yalamanchili et al., 1993; Miller and Yalamanchili, 1994; Yalamanchili and Miller, 1994a: Yalamanchili and Miller, 1994b). In this work, the sign of the surface charge of alkali halides in their saturated brines was established on the basis of nonequilibrium electrophoretic mobility measurements by laser-Doppler electrophoresis (Miller et al., 1992). Generally, these results are what would be expected from the simplified lattice-ionhydration theory. This electrokinetic information coupled with the stability and prevalence of collector colloids in such soluble salt flotation systems indicates that the selective flotation of alkali halides is due to the adsorption of oppositely charged collector colloids by heterocoagulation. Experimental flotation/bubble attachment results for 21 different alkali halides (Yalamanchili et al., 1993; Yalamanchili and Miller, I994b) confirmed that the flotation response of soluble salt minerals with weak electrolyte collectors can best be explained by the adsorption of oppositely charged collector colloids rather than by the adsorption collector ions and/or neutral molecular dipoles as originally suggested by many researchers (Fuerstenau and Fuerstenau, 1957; Schubert, 1967; Roman et al., 1968). In addition, the flotation of certain alkali oxyanions (Pizarro et al., 1993) and double salts such as schoenite and kainite can be explained by the same collector colloid adsorption mechanism (Miller and Yalamanchili, 1994). The borax flotation results reported by Celik et al. need to be examined in terms of the above mentioned surface charge/ collector colloid adsorption model. Unfortunately, the authors seem to be unaware of this recent work that nicely describes soluble salt flotation with weak electrolyte type collectors such as amines and carboxylates. In view of our past work, the flotation characteristics of borax were of particular interest, and, in this regard, the results of dodecyl amine flotation of borax reported by Celik et al. have been examined in further detail in the light of experimental results from our laboratory. In our research, a vacuum flotation technique was used to study the flotation response of borax (Na2B407.10H20), which has a solubility of 39 g/L at 25 °C) with dodecyl amine hydrochloride as collector. These chemicals were purchased from Eastman Kodak and used as received. Saturated solutions of borax at desired pH values were prepared by continuously stirring the salt solutions over a period of about 10 hrs. It should be mentioned that the conditioning time to achieve equilibrium is an important variable and can significantly change the flotation response of some soluble salts (Yalamanchili et al., 1993). Collector was added to the saturated borax solutions containing about one gram of 100x 150 mesh borax particles, and conditioning was done for about 20 minutes prior to flotation. The borax flotation recoveries from saturated brine are presented in Fig. 1 as a function of collector addition at the natural pH of 9.3, as reported both by Celik et al. and as measured in our laboratory. In addition, the region of precipitation for the dodecyl amine hydroborate is included in Fig. 1. It can be seen in Fig. 1 that the flotation response curves are separated by about one order of magnitude in R12NH3CI collector addition. The flotation results of Celik et al. show that the maximum borax recoveries can be obtained below the solubility limit of the dodecyl amine hydroborate collector. However, in our experiments borax flotation seems to occur only after the precipitation of the dodecyl amine hydroborate collector as might be expected from the collector colloid adsorption model (Yalamanchili et al., 1993) if borax were negatively charged. Further analysis by nonequilibrium and equilibrium electrophoretic mobility measurements for borax indicates that borax is negatively charged at the natural pH of 9.3, as discussed below. The reliability of the nonequilibrium electrophoretic measurements has been demonstrated previously for alkali halides and alkali oxyanions (Miller et al., 1992; Miller and Yalamanchili, 1994). The equilibrium and nonequlibrium electrophoretic measurements for borax were found to be consistent and are presented in Table 1. These results provide clear evidence that borax carries a negative surface charge in its saturated brine (pH 9.3), and the sign of the surface charge of borax reverses and becomes positive if the pH is reduced to 8.6. It is well known that the major fractures and lineaments presently recorded in Western North America are preferentially oriented along a general northwest direction (Figure 1). There are other features, however, more subtle, more elusive as a rule and which can only be inferred, occurring at right angle to this broad NW direction. It is intended a) to examine some of these NE or transverse trends, b) to compare these regional NE breaks to similar ones that transversally cut through the eastern part of the European Tethys, more specifically in Iran and Turkey, and c) to study their potential relationship to mineralization in both areas.

Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS (1994 Agreement), but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing (RAND) that has been used in other contexts. The International Seabed Authority (ISA) or another entity will need to coordinate and promote this licensing regime through governance of intellectual property (IP) derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

An atomic force microscope (AFM) was used to measure the surface forces between silica plate and glass sphere in sodium oleate solutions. Hydrophobic forces were observed when the two surfaces were activated by CaOH+ or MgOH+ ions. The force measurements conducted in the absence of the surfactant showed that the activated silica surfaces do not exhibit the primary hydration forces that have been observed between unactivated surfaces. The activation mechanism was studied by calculating the contributions from electrostatic and chemical interactions to the total free energy change. The results suggest that the adsorption of the hydroxo-complexes is controlled mainly by the lateral interactions between the adsorbed species on the silica surface.

In the mid-1970?s, the market value of tangible assets of S&P 500 companies far outstripped the value of intangible assets, including intellectual property (e.g., 83% tangible assets v. 17% intangible assets).1 By 2005, the picture was quite different. By that time and continuing to 2010, S&P 500 companies? market value of intangibles was about 80%, with tangible assets accounting for only 16% of market value.2 This swing highlights the importance in today?s world of understanding intellectual property rights and varying strategies and options for protecting them. This paper discusses intellectual property rights particularly patents and trade secrets, specifically: 1) types of intellectual property; 2) choosing the mode of intellectual property protection; 3) obtaining patent protection; and 4) using patents as a sword versus a shield.

This is the final article in a three-part series on microcomputers and application software in the mineral industry. The first article covered microcomputer terms and concepts. The second discussed exploration and mining software. This article will examine plant, administrative, and geotechnical software. Every effort has been made to be current in the latest software developments. Rapid change, however, is a fact of life in the computer world and any omission is inadvertent. Introduction Geotechnical disciplines have received considerable attention in software programming. Calculations are repetitive and the formulas needed to solve them are not extremely complicated. These programs are ideally suited to the microcomputer and the microcomputer is ideally suited to the consulting geologist or engineer, due to its low cost and reliability. In fact, the advent of the Apple (a registered trademark of Apple Computer Inc.) and, more recently, the IBM personal computer has caused an explosion of inexpensive software programs available to the microcomputing public. Another area that has benefited from computerization, although not in the same way, has been mineral beneficiation. Here, process control for start-up or phase-down operations has been used in newer plants for some time. Programs to perform various calculations are becoming more common as micros increase in number. Tappi Journal has a section with solutions to handheld-calculator and microcomputer problems. Process Modeling Most process modeling is still done only on mainframes. One such program is called ASPEN PLUS (a registered trademark of Aspen Technology), and a one-week course is recommended so the user can best use the program. This program is available through timesharing from University Computing Co. Programs to find an optimal solution using Linear Programming (LP) have been around for some time. Also, plant process simulation has been possible using simulation programs. Both simulation and LP are expensive to program and run. Although there are LP programs available for some micros, the user must be fairly knowledgeable about how to set up the problem. This is because each problem must be set up as a unique program that typically requires custom programming. There are some programs that can handle blending of mine crudes and examine economic parameters over the life of the mine. Plant Applications Areas relating to mine and plant applications with programs available for micros are maintenance, production reporting, inventory, accounting, and personnel scheduling. Maintenance Maintenance typically requires that certain jobs be performed in a particular sequence and parts be ordered with enough lead time for maintenance to take place on time. There is, therefore, a critical sequence of tasks that must be performed or the scheduled maintenance will not take place. Abrasive grinding, leading to ultrafine product and "critical size" material build-up inside the mill, is proposed as the cause of high power consumption and low capacity in many fully autogenous grinding processes. Addition of steel balls (hence, semiautogenous grinding) or pebble removal and separate crushing have been used, with different efficiencies, to overcome the problem. Information and data for the conceptual analysis, basic design and operation of a pebble crusher at the Los Bronces semiautogenous grinding plant is presented along with data showing a production increase of 1000 mtpd and significant operating costs savings.

The Carajás Hills are in Brazil's Eastern Amazon, between the Araguaia and Xingu rivers, and parallels 5° and 7° Latitude South. A location map is given in Fig. 1. It is an area of low mountains (maximum altitude 900 meters), covered by the Amazon rain forest. Annual average temperature is 25°C, ranging from 31°C (maximum) to 19°C (minimum). Annual rainfall averages 2,000mm. Although it rains throughout the whole year, heavy rains occur from December through March. At the beginning of the 20's, Brazilian explorationists made brief geological descriptions of the area. Due to the thick soil, scarce fresh rock outcrops and the tropical forest covering a completely unpopulated area, detailed geological studies were difficult and reconnaissance expeditions were limited to the river margins.

Advanced remote sensing can be a powerful new information tool to help private and public entities make better environmental and resource management decisions. However, some regulated entities are reluctant to develop or use this tool because of their concerns that it will lead to increased risks and costs of environmental legal liability. They fear that new ways of monitoring the environment will increase liability, undermine existing enforcement agreements, reopen compliance agreements, and generally provide a competitive disadvantage to early adopters by accelerating environmental cleanup costs. Others counter that the increased risks are marginal, and that several advantages outweigh these risks, including the opportunity to more effectively manage environmental operations, target and set priorities, measure and track management and compliance effectiveness, provide more defensible environmental assessments and baseline conditions, make and defend optimal siting decisions, and avoid or resolve environmental disputes. This paper offers strategic advice on ways regulated entities can enjoy the benefits of these powerful new information tools while mitigating down-side legal and compliance risks as much as possible.

The Sikhote-Alin part of the Circum-Pacific Ore Belt is characterized by wide distribution of Sn, Pb, Zn, W; Au, Ag, and other mineralization. This mineralization is regionally associated with the Late Cretaceous-Tertiary East Sikhote-Alin volcanic belt where it overlaps the Taukha accretiollary-wedge terrane of the Early Cretaceous age. The Pb-Zn deposits of the Dalnegorsk ore district may be grouped into the skarn (about 80%) and vein types. The skarn deposits are of major commercial value. Their geological position is controlled by the carbonate units located within tectonic melange of the Taukha terrane. Some other lithological and tectonic factors also play a significant role ill distribution of the mineralization. The ore bodies are traced to the depth of 1000-1500 m below the surface, having a pipe-lens shape and vertical zonation. Major minerals of the ores are galena, sphalerite, pyrrhotine, chalkopyrite, hedenbergite, quartz, and calcite. The minor elements of the Pb-Zn mineralization are cadmium, silver, bismuth, and copper. The paper describes relationships between mineral suites and minor element contents in the ores, as well as their significance for processing the ores. The metallurgy applied allows high recovering of the major components (Pb -93.9%; Zn -91.4%). However the tails contain some minor components that may be of commercial interest.

American mining companies operate many drum hoists that hoist from various depths with varying payloads. This paper will review the procedure of selecting optimum wire rope constructions for these existing hoisting installations. Selection for proposed installations along with recommended hoisting parameters will also be presented. To achieve this optimum rope performance, preventative and corrective maintenance procedures will be reviewed along with examples of rope problems and their causes.

It is hypothesized that the Hotelling Valuation Principle (HVP) can determine the value of developed gold reserves using simple methods and easily obtained data. This paper reports the results of an empirical test of this hypothesis. Using publicly available data from North American gold companies, we obtained data for V, R, p, and c and ran a simple linear regression using equation (1.1) as the definition of the dependent and explanatory variables. By examining the value of the coefficients of the resulting regression equation, we can draw conclusion as to whether or not the HVP can be confident1y used as an estimator of the value of developed gold reserves.

Fine Coal Cleaning Processes including froth flotation, aggregative flotation or oil agglomeration, depend upon the wettability of coal particles in the aqueous solution. The wettability of coals of various ranks, hydrocarbon oil treated coals and oil-agglomerates have been measured using film flotation, induction timer, and froth flotation. Various hydrocarbon collector dispersion techniques are used to alter the surface wettability of coal particles. Change in wettability behaviors, measured by flotation responses, due to various ranks with or without of hydrocarbon collector modification are explained in terms of surface chemistry modifications as analyzed by induction time, film flotation as well as DRIFT Spectroscopy. The relationship between the wettability of coals and collector treated coals, and floatability are discussed.
