The mining industry has indeed gone global. International minerals producers are spending big money to move into countries that were off limits a few years ago. Due mostly to political reasons, these countries' huge mineral deposits - worth billions of dollars - were locked up and mining companies could only sit on the side and wonder "what if." Now much of the world is going the free market route. Once closed countries and developing nations are rewriting their mining and tax laws hoping to attract foreign investment to develop their natural resources. And big businesses - mining companies included - are lining up to get their share. But with new opportunities come new risks. While emerging nations are slowly accepting the free market concept and the privatization that goes along with it, many remain plagued with political instability and violence. Even developed nations carry their unique risks. Some of these include inadequate or contradictory legal and regulatory infrastructures, political patronage and outright corruption. So companies hoping to expand into new regions of the world must do more than examine the market. They must study the political stability and structure of a country, as well as its tax and environmental laws. And they must guarantee the safety of their employees. Control Risks Group is an international management consulting company that assists companies preparing to move into a new country. It employs about 225 people in 14 offices throughout the world. Control Risks personnel include lawyers, bankers and former law enforcement officers and intelligence people. The company held a one-day seminar in Washington, DC to update some of its clients on the state of affairs in various regions of the world. The seminar also covered extortion, corruption and product diversion. About 175 people attended the seminar. Speakers included Control Risks' operators, analysts and investigators. This study level process design represents an economically viable method for extracting thorium dioxide and other rare earth elements from monazite ore. This paper incorporates results from the 2019 capstone project from the honors Design Internship in Green Engineering in Chemical and Biomolecular Engineering. In this activity, senior students in Chemical Engineering at the University of Tennessee (UT) focused on the development and study of a process for the recovery of thorium dioxide and P2O5 from monazite. While not mandated, the process offers rare earth oxides as attractive byproducts. The project focused on recovery of byproducts rather than the creation or addition to waste streams. Additionally, (1) the process economics relied heavily on recovery of rare earth byproducts, (2) thoriumhandling portions of the process could be effectively segregated from rare earth and phosphate handling portions of the process, and (3) thorium and uranium content of waste streams should be carefully managed and eliminated where possible.

In order to better understand the relation- ship of underground and surface oil shale processing systems, a block flow chart is presented in Fig. I. From this figure only modified in-situ and Room and Pillar underground mining are currently committed and into the Detailed Design and Construction phases. Figure II illustrates the times required (Federal land site) to bring oil shale operation into production. As this example shows, only those companies having progressed beyond the exploration stage have a chance to obtain oil shale production within the next 10 years. A more detailed breakdown of the oil shale development for those on private lands or having already obtained Federal lease lands is shown in Fig. III for shale oil development (without major regulatory changes).

Mine fires, explosions, spontaneous heating and inundations are among the leading causes of catastrophes (unplanned, temporary sealing and recovery of major mines). Many reports are available that detail company efforts to re-establish mining operations and agency efforts to regulate away the causes, but the associated costs are rarely included. The increasing scale of coal operations concentrates earning potential and the financial risk of business interruption in fewer locations. Underground coal mine catastrophes are low probability, high loss events that happen nearly every year. This paper will present an evaluation of coal mine catastrophes from case studies.

The Office of Coal Research has been supporting the development of processes for producing synthetic pipeline gas from coal since 1964. .Some of this work has also been jointly supported by the American Gas Association. The work has progressed through laboratory investigation, to bench scale, to pilot plant. It was far from a crash program, generally being fund-limited.. As of one year ago, we had reached the following position: 1. The Institute of Gas Technology HYGAS. process pilot plant in Chicago, Illinois, was in the process of being finally completed. This plant is designed to produce about 1,500,000 cubic feet of pipeline-quality gas per day from 75 tons of coal. 2. The Consolidation Coal Company, CO2 Acceptor Process pilot plant in Rapid City, South Dakota, was well._ on its way to completion. This plant, designed primarily for lignite and subbituminous coals, has about one-half the design capacity of the HYGAS plant. Additionally, the initial construction did not provide for cleanup and methanation; only the preliminary synthesis gas is produced. 3. The Bituminous Coal Research, Inca, BI-GAS pilot plant was in a preliminary design stage. A site had been selected near Homer City, Pennsylvania, to build this plant, planned to consume 120 tons of coal per day. Meanwhile, as you are all well aware, a natural gas shortage was developing in this country. Much has been published about it, so I will not. bother you with further details. Several years ago it was decided that ASARCO was in need of a good mine scheduling program to complete the computerized open pit mine planning package that was being used on new prospects and operating properties. A trial and error approach was being used to schedule a mine on a year by year basis, but this was time-consuming and far from offering an optimum solution l. Due to the magnitude of time and expertise required to develop such a sophisticated computer program, it was decided to search outside of the company for one already developed and available for purchase, This proved fruitless and therefore proposals were requested from consulting firms that had the expertise to develop such a program. Out of the five firms that submitted proposals, the one chosen was Systems Control, Inc., (S.C.I.) of Palo Alto, California. S.C.I. was selected because it was felt that they offered the greatest capability in the mathematical solution of complex problems. But due to their lack of mining expertise, a cooperative venture was developed whereby ASARCO would supply this mining knowledge. The selection of this vendor, the formulation of the contract and specifications, and the development of the computer program required about 3 years to accomplish.

Since 1975, about a dozen high capacity flotation plants have been installed in the Ruhr district. Depending on the size of the preparation plants, the design capacity of the flotation section is between 100 - 150 t/h. The flotation units generally comprise rougher and cleaner stages in which 5 to 6 or 4 to 5 agitators respectively are arranged in line. The unit volume allocated to each agitator is up to 16 m3. The type of flotation machines, the design of these plants and their instrumen¬tation and control equipment are described in detail. The run of mine coal in the Ruhr district is characterized by a wide variety of the volatile matter. Generally, a distinction must be made between coals with more than 30 - 35% V.M., which are preferably used in power station, and coal with lower V.M. content, which are preferably used as coke-oven feed. The difference between these coals in respect to grain-size distribution, ash cotent and flotation properties will also be described in detail.

This paper presents a case study of respirable dust characterization in a thin-seam coal mine in southern West Virginia. Samples were collected in various locations within the mine and analyzed using scanning electron microscopy with energy-dispersive X-ray (SEM-EDX), thermogravimetric analysis (TGA), and Fourier transform-infrared (FT-IR) spectroscopy. The study found high non-carbonate mineral content, particularly aluminosilicates and silica, in the dust. The results indicate that fine aluminosilicate particles may interfere with SEM-EDX analysis, leading to an underestimation of coal content. The findings highlight the importance of using multiple analytical methods to accurately characterize respirable coal mine dust.

The Office of Coal Research Program has been outlined in our Annual Report for a number of years and reported on by various members of the OCR staff as well as by our contractors. The program is national in scope and is intended to develop new and improved uses for our Nation's coal resources and to maintain coal in a favorable economic position, vis-a-vis, the other energy forms. A program has been developed that includes conversion of coal to gas, gasoline and other petroleum-type products, and to electricity. These projects are only one facet of the OCR program albeit an important one. In many of the conversion projects we have underway, original development work has been done with bituminous and sub-bituminous coal. It is the intention of this paper to present a general outline as to how lignite might fit into one or more of these projects as a raw material. Our national lignite reserves are vast in scope and this has been recognized in the OCR program by development of a project specifically for lignite and by including lignite as a test raw material in many other projects. Project Lignite is intended to develop the Cop Acceptor Process for conversion of lignite to a high B.t.u. gas. In this effort we have included the design, construction, and operation of a lignite gasification plant at Rapid City, South Dakota. The work is being conducted by the Consolidation Coal Company and is an outgrowth of their laboratory development of this process. The first portion of our effort included a detailed economic study of a somewhat arbitrary grouping of States designated Market Area A that could be expected to use gas manufactured in a lignite gasification plant. The area included the Dakotas, Minnesota, Nebraska, and Iowa. This geographical area could readily be served if a process could be developed for converting North Dakota's lignite reserves, estimated at 351 billion tons, to high B.t.u. gas. Our study showed that Market Area A had a potential commercial- industrial market of one trillion cubic feet of gas a year. To meet this demand, we believe that part of the load can be obtained from commercial lignite-to-gas plants. At the time of our original study, we concluded that gas could be delivered to the city gate in Market Area A at about 45¢. As a result of price escalation in the interim, our estimate today might be slightly higher, but not significantly so, since some parts of the process appear better today than they did at the time of the original projection.

In Exxon's Los Bronces Expansion Project in Chile, a stochastic simulation is performed to resolve the complex decision problem of matching the mine to mill system capacities from both technical and economic standpoints. The unique combination of weather conditions at the mine and the 30-km belt conveyor network for ore transport to the mill necessitates this analysis in the planning phase to optimize the design capacity of the sys tem. Appropriate statistical distributions of major equipment performance, snow storm duration, power outage, etc, ate developed from actual mine local records and manufacturers specifications. The interactions of operational constraints including ore storage capacities, number and sizes of individual equipment, ore variations, and mine and mill production rates are studied more realistically than in a traditional planning approach. Details of the computer modeling and typical results of simulation studies are discussed.

The safe and economical storage of tailings generated by modern day mining operations is possibly the single largest challenge faced by miners today. By nature, tailings are a waste product that have little to no economic value. Yet, their physical and chemical contents can pose incredible environmental hazards if not stored correctly. The variety of factors that are met when designing Tailing Storage Facilities (TSFs), means that in most cases, a low-cost solution is sought to accomplish storage, meet environmental regulations, and adhere to industry best practices. TSFs can be large dam face structures or smaller structures like retention/evaporation lined ponds. Water management is potentially the single largest factor that miners and designers must contend with when constructing a TSF. Water is a necessary component in the process of extracting ore but can be difficult and expensive to remove once it is mixed with solid tailings particles. As a result, the most common disposal of these water containing tailings, called a slurry, is to simply discharge into an embanked TSF (Vick, 1990). These structures, just like any other water retaining dam, can breach releasing contents downstream. Despite modern advancements in TSF design, there have been numerous dam failures that have resulted in tragic loss of life and ecological devastation. Most notably in the last decade, the Brumadinho and Mariana Dam disasters in Brazil killed 278 people in downstream communities when TSF dams failed in 2019 and 2015, respectively (Rotta at el., 2020). Similarly, in 2014, the Mount Polley tailings spill in British Columbia was the second largest tailings spill on record and caused extensive damage to adjacent watershed ecosystems when the TSF embankment was breached (Byrne at el., 2018). While there were indeed numerous unique and underlying factors present in each of these structural failures, a shared element in the devastation was the large-scale release of unstable liquefied tailings

This paper investigates the design approaches taken and the philosophy employed during the construction of the Metropolitan Airport Commission (MAC) storm tunnels, part of the Phase 4 Segment of the MAC Trunk Storm Sewer Project at Minneapolis St.-Paul International Airport, located in Minneapolis, Minnesota. URS Corporation was retained to provide a design and Construction Management (CM)services for the MAC Trunk Storm Sewer Project. A case history of the design and construction challenges of the project is presented. The MAC storm tunnels consisted of the construction of twin 10-foot inside diameter (I.D.) tunnels within 7 feet of an existing 72-inch I.D. storm pipe at the base of a 70-foot high highway embankment. The analysis required during the design stage of the project is discussed. This analysis and our design approach provided a defensible framework and justification to make design decisions on relevant issues including: allowable spacing of new and existing structures; preferred order of construction; expected ground deformation behavior; response of lining types to adjacent construction; and effects of proposed changes to design at the submittal stage and during construction.

"New approaches that increase hydrometallurgical recovery from refractory minerals in below mill cutoff -grade sulfide copper ore can add significant value, improve profitability and increase ore reserves. This paper describes the development and implementation of an engineered heap (EH) approach to leaching low-grade, chalcopyritebearing ore at Freeport-McMoRan’s mine in Morenci, AZ. The technical evolution of the engineered heap concept is described together with the challenges and benefits following implementation. Introduction The Morenci ore deposit, located in eastern Arizona, has been mined for copper for 140 years. Mineralization in the Morenci district consists of sulfides and oxides. To process these ores, Morenci operates concentrator and leaching circuits. Leaching accounts for two-thirds of the copper produced in Morenci. More than one-half of this leaching-derived copper production comes from run-of-mine (ROM) stockpiles. The largest category of material moved in Morenci is destined for ROM stockpiles and waste dumps. Materials that are not economic to mill or leach are designated “waste.” However, this designation can change based on improvements in extraction technology and commodity prices. Chalcopyrite does not leach well due to its refractory nature. For predominant chalcopyrite mineralized ore, copper recovery during a typical leaching cycle may be as low as 5%. For this reason, chalcopyritedominant ores below mill cutoff grade have historically been classified as waste. By incorporating advanced leaching technology to improve metal recovery from previously leach-resistant ore types such as chalcopyrite, the Morenci Mine has been able to reclassify substantial amounts of this “waste” to “ore.” Process chemistry Chalcopyrite copper extraction is temperature, oxygen and ferric dependent. The temperature is achieved primarily by pyrite oxidation (Eq. (1)) and secondarily by oxidation of chalcopyrite itself (Eq. (2)). The regeneration of ferric in solution can be enhanced by providing the appropriate acid and oxygen levels according to Eq. (3). In the absence of microorganisms, this reaction is very slow."

Industrial-scale test results indicate superior metallurgical performance of column flotation compared to conventional cell flotation for copper cleaning. A technical comparison of bubble generation systems for column flotation is made. Two types of bubble generation systems are considered: the filter-cloth type spargers and the Turbo-Air® sparger, which utilizes an air-water mixture fed to the column through injection tubes. Examples of the improved technical performance available with an external sparger system are presented using data from plant tests conducted for specific applications with several different mineral ores. INTRODUCTION Column flotation is now a valuable unit operation which mineral processing engineers employ in the design and operation of flotation circuits in nearly all mineral applications. The acceptance of columns in the mid- 1980s by the minerals industry was paralleled by a rigorous approach to developing a scientific understanding of the design, scale- up, and operation of column flotation units (Finch and Dobby, 1990). Since then, column flotation has become a standard unit of the cleaning stage in many new mineral concentrator projects and has replaced older mechanical cells to improve process efficiency. The size of column cells has continued to grow from the initial 0.9- to 2.1 -meter diameter range, and it is not uncommon to find column cells today being 2.7- to 3.6-meters in diameter. With the success of the smaller units, the scale-up to larger cells has been proven and demonstrated by the performance of the large-diameter cells (Murdock and Wyslouzil. 1991). The use of columns in flotation circuits has also been accompanied by developments in modelling. control, and optimization of column performance (Lee et al, 1991). The bubble generation system is the heart of the operation of column flotation cells. The most common methods for generating bubbles can be divided into two types: the internal and external spargers. Internal spargers are typically a porous material, such as sintered glass, porous rubber or filter-cloth, or maybe a single- or multi-nozzle sparger. External spargers implies that a gas and a liquid (either water or slurry) are brought into contact outside the column and that mixture is then introduced into the column. Several types of external spargers are available today, and innovative designs for externally mounted air sparging systems have been a significant factor in the successful application of columns. The purpose of this paper is to present a design procedure for the quantitative estimation of support load requirements in underground mines. Emphasis is upon the basic features of support behavior common to a large variety of support systems-bolts, timber sets, stope fill, steel arches, concrete liners and so forth. A strong reliance is placed upon fundamental principles and modern computing techniques for their quantitative implementation. Example problems illustrate the approach. Where artificial support is required, the ground in the vicinity of the face usually stands unsupported long enough for the support to be installed. At the time of installation, the load transferred to the support from the adjacent rock is essentially zero, although in some cases there may be an initial set load, for example, from timber blocking. With the passage of time and advance of the face, ground motion loads the supports. If the support system is properly designed, then the additional loading poses no threat to the safety and productivity of operations. If not, then difficulties may arise including high maintenance costs, hazardous work conditions and reduced productivity. Of course, over-design can be equally wasteful. Quantitative estimation of support loads is therefore essential to overall efficiency in mining.

Natural lightweight aggregate may be defined as inherently low density natural mineral materials. In most all instances they are relatively young volcanic rocks which, because of their geologic environment, are limited to the Western U.S. These Tertiary and Quaternary volcanics are low-density glass and vesicular material including, but not limited to, pumice and volcanic cinder. The distribution is widespread throughout the West with the principal producers being New Mexico, California, Oregon, Idaho and Arizona. The primary user is the construction industry where weight reduction equates to cost savings. Principal products in which natural lightweight aggregate is utilized because of its lower density include lightweight portland cement concrete and lightweight concrete masonry units. In addition, due to location, some natural lightweights compete with normal weight constructions aggregates for uses such as road base and common backfill material.

The present paper attempts to characterize the breakage properties of a brittle rock, quartz, at different size fractions when compressed at various loads in a confined piston die.  This is to understand the interaction between the various parameters affecting the breakage behavior of a brittle solid in a confined zone. Application of the results may lead to improving the energy efficiency in the size-reduction units, which use compression as the main stressing force.

Normal dodecyl mercaptan was evaluated as a collector for flotation of sulfide minerals and precious metals. The reagent is from the class of normal mercaptoalkanes (n-alkyl thiols), and is commercially available in the form of a mixture of n-dodecyl mercaptan and a dispersant, under the trade name Pennfloat(TM)3. Reported are results of bench-scale flotation experiments on many commercially treated base metal and precious metal sulfide ores. Dosages, points of addition, and flotation pH were among the uariables studied. Most notable results were increased copper, molybdenum, and precious metals recoveries. Dosages of dodecyl mercaptan on some ores were considerably lower than required for conventional collectors.

Cyprus Sierrita is a major producer of copper and molybdnum from its Sierrita and Twin Buttes open pit mines south of Tucson, Arizona. Both pits were started in the late 60's and are in excess of 1500 feet in depth. Sierrita has utilized a Cat 992C Remote Controlled Loader since January 1993. The loader was justified to increase SAFETY and PROFITS at Sierrita. It has exceeded all expectations. As of June 1993, it had produced additional profits totaling more than $1,500,000.

This paper, in its first part, compares the profile and economic weight in the extraction of industrial minerals and aggregates to the so called conventional mining activities (metals, coal, gas and oil extraction) in Brazil. In its second part, a descriptive analysis of the present situation of the education in Brazil is made, emphasizing the graduation and post-graduation formation especially in engineering. The curricular structure of the schools that prepare the mining workforce is discussed and the presence of specific subjects in industrial minerals is evaluated. Finally, considerations are made on the actions being taken in the main universities and companies, aiming to improve the formation of the specialized workforce. The Brazilian mining production, comparing 2010 to 2011 showed an expansion of more than 3% (IBGE, 2012). Not bad, but nothing to do with the 13% growth between 2010 and 2009 (influenced by a recovery effect from the 2008 commodities? nightmare). The commodities that had a rising behavior were titanium, gypsum, nickel, graphite, bauxite, phosphate, chrome and chrysotile. All of them were eclipsed by the impressive growth of iron ore production. Some decreases could be noticed, eg. in zinc, kaolin, magnesite and salt production (DNPM, 2012). In fact, the mining activities followed the positive growth of the country these last 5 years. The commercial balance (exports against imports) was not spectacular (positive in US$ 30 billion in 2010). It is important to notice that the mineral commodities balance was US$ 35 billion, representing 27.4% of the total exports and 15.6% of the total imports of Brazil (DNPM, 2012). In this positive environment, the workforce in Brazil showed progress in number of formal jobs and average revenues.
