The low-grade talc deposits in Tallapoosa County, Alabama, are associated with a mafic-ultramafic rock complex that is part of a widely distributed schist and gneiss group. These rocks form a synform structure overlying Inner Piedmont lithology. Paragenetic sequence of the Tallapoosa talc is interpreted as enstatite-anthophyllitetalc. Talc occurs as massive boulders formed by the alteration of enstatite-anthophyllite and as finely disseminated discrete particles in the enclosing saprolite matrix. Weathered rock reaches depths as great as 60 feet. The quality and quantity of the talc, however, are variable. Mineral analyses of the talc-bearing samples, by petrographic grain count, indicate a talc content of 16 to 26 percent. Most of the talc occurs as plates or scales that are moderately stained with limonite. Fibrous talc also occurs in the deposits and is often mistaken for anthophyllite asbestos which is intimately associated with the talc. The size, shape, and occurrence of the talc deposits precludes any method of min¬ing other than open-cut. A small-scale mining operation began in the district in 1969. Potential capacity of the operation is 5, 000 tons per year. Inferred reserves, based on field investigations, are placed at approximately 8 million tons. Investigations have been conducted at Chino Mines Company into the effect that SAG mill recycle material (critical size) exerts on SAG mill throughput and specific energy requirements. Tests were conducted on the laboratory, pilot, and plant scales, to evaluate the merits of alternative treatment options. Removing critical size material from the SAG mill circuit has been shown to improve new feed rates by 34% with a reduction in specific energy (kWh/ton) of 33%. Test results obtained to date are presented.

Isotope analyses distinguish biogenic sulfur ores from non-biogenic ores, but do not distinguish bioepigenetic from biosyngenetic ores. Sulfur deposits of salt dome caprocks and of bedded Permian evaporites of west Texas, however, are clearly bioepigenetic. Anhydrite, introduced by salt diapirs into geologically younger sediments, is converted biogenically to sulfur and calcite in the presence of petroleum; for example, in Challenger Knoll, a salt dome at a water depth of 3600 m in the Gulf of Mexico. Over the years the coal industry in Alabama has generated about 150 million tons of fine waste coal, increasing at a rate of 2 million tons/year, during mining and cleaning operations. Reclamation of the fine-size wastes containing 20-60% by weight clean coal provides, free of charge, mined and crushed feedstocks for coal recovery and eliminates a major source of acid water pollution. Tests were made on the impounded wastes and current plant discharges to recover the coal fraction by sizing, gravity and flotation techniques. Gravity separation of the plus 100 mesh material produced commercial grade coal averaging 8.2% ash, 0.8% sulfur and 13,350 Btu/lb. However, the coal recovery was relatively low at 50-65%. Froth flotation using mechanical and froth column methods gave similar coal products at much higher coal recovery of 87-93%. The coal produced analyzed 10% ash and 1.1% sulfur.

Three transportation systems in surface coal mines: 1-Truck Haulage, 2-Belt Conveying, and 3-Coarse-Coal Slurry Transportation are compared from the operations and cost point of Views. Computerized design and cost models were developed and cost data banks were compiled for each system. These models can be used to evaluate transportation systems and layouts that are practiced in most of the U.S. surface coal mines. A typical midwestern area strip mine was considered for illustration purposes. Sensitivity analysis on critical parameters such as production rate, transportation, distance, etc. was conducted and the outcomes are presented.

It is important to investigate the liberation properties of gangue minerals and establish liberation models for low-grade iron ores to reject gangue early. In this study, three types of iron ores from different iron deposits were ground to different particle size distributions by locked-cycle grinding and batch grinding. The liberation distribution of quartz, the most dominant gangue mineral among the three types of iron ores, was tested by Mineral Liberation Analyzer (MLA). Afterward, the liberation distribution of the three types of quartz was fitted using the beta distribution function, and their shape parameters were related to particle sizes to develop the liberation model. MLA test results showed that the liberation distribution of quartz with different grinding methods was basically the same. The developed liberation model predicted the liberation distribution of quartz in low-grade iron ores from different iron deposits well, and its coefficient of determination (R2) was between 0.90 and 0.98. This study deepens the understanding of the liberation rules of quartz in low-grade iron ores from different iron deposits, and on this basis, a more efficient liberation model based on the beta distribution function is developed.

Quebrada Blanca (QB) is a copper project located in the semi-arid Andean highlands of northern Chile. The operation is situated 170 km ( 105 miles) southeast of the port of Iquique and 30 km (18 miles) west of the border with Bolivia, at an altitude of about 4300 m (14,000 ft) (Fig. 1). The QB ore body is a secondarily enriched porphyry copper deposit containing reserves of 85 Mt (93 million st) grading 1.3% copper. Underlying the enriched zone is a significant primary ore zone containing several hundred million tons grading about 0.5% copper. In the late 1970s and early 1980s Falconbridge and its affiliates spent $20- $30 million exploring the deposit and conducting feasibility studies. Falconbridge, however, decided not to develop the property. It was returned to its owners, Empresa National de Mineria (ENAMI), a Chilean state mining corporation. In 1988, ENAMI announced its intention to privatize the property through public bidding. Cominco Resources, then 61% owned by Cominco Ltd., examined the property and the extensive data base developed by Falconbridge. In conjunction with its parent company, Cominco Resources submitted a proposal to ENAMI to construct an open- pit mine, with heap leaching and solvent extraction/electrowinning (SX-EW) processing facilities. The plan would use patented heap leaching technology developed by Sociedad MineraPudahuel (SMP), a privately owned Chilean mining company. At that time, a $150-million project that would produce about 45 kt/a (50,000 stpy) of cathode copper was envisaged.

The guiding principle in developing this plan resulted from evaluating potential future markets for oil, the quantity of mineable oil shale and the optimum rate of production comensurate with market demand on the available oil from shale. In addition, the rate of production may depend upon a solution to the problems of scarcity of resources other than oil shale. The rate of production finally will tend to establish the choice of technologies with these limits. The principle components discussed will be: 1) The place of oil shale among the various energy sources and its relative adaptability for use in the area of major consumptive demand. 2) A recalculation of the reserves and their classification on the basis of quantity, grade - gallons per ton, - and physical characteristics principally thickness, overburden and depth.

"INTRODUCTIONProject-related studies showed that lab tests are a helpful tool for the planning of EPB tunneling and soil conditioning in cohesionless soils. This type of ground commonly represents the extended application range for EPB shields, which demands for a treatment with additives. Considering soil conditioning with foam, so far, approaches exist for the investigation of the foam quality and of the conditioning behavior of soils (e.g. (EFNARC GUIDELINES 2001 2003)), but not any standards for testing procedures related to soil conditioning. State-of-the-art research on the topic is and was conducted for example in Bochum (Germany) cf. (Budach 2012; Maidl 1995), in Lyon (France) cf. (Quebaud et al. 1998), in Oxford and Cambridge (Great Britain) cf. (Borghi 2006; Peña Duarte 2007), in Delft (Netherlands) cf. (Bezuijen and Schaminée 2001), in Turin (Italy) cf. (Borio 2010; Peila et al. 2013; Vinai 2006), and in Aachen (Germany) cf. (Vennekötter 2012). Additionally, applied science is reported by the tunneling practice and suppliers of conditioning agents. Although the research focus in all these and further studies varied, similar test methods and test series were applied. A standardization of essential properties and testing methods (setup and procedures) however did not take place. The results from laboratory testing can only function as index values for practice because in the studies, production and application of the conditioning agents mainly takes place under atmospheric conditions. Nevertheless, the tests enable basic understanding of feasibility as well as processes and interactions going on during soil conditioning. For recommendations for standardized and reproducible testing see (Budach 2012; Budach and Thewes 2015).The most extensive investigations on the flow behavior of soil-foam mixtures have been performed by using the slump test from concrete engineering, cf. (DIN EN 12350-2 2009-08), which originally is applied on evaluating the workability of fresh concrete. Although this test does not describe the actual flow behavior, it rather represents an index on the workability, very much experience exists with this test method. Besides others, the workability – or flow behavior – of the EPB support medium certainly is a major factor of influence on the properties of the material in the excavation chamber and thus, for effective tunneling with EPB shields, cf. (Galli and Thewes 2014). For a summary of various investigations on the workability of conditioned soils using the slump test and resulting recommended slump ranges see (Budach 2012; Vinai 2006). Thereof, slumps between 10 and 20 cm have been reported as suitable workability for EPB applications. However, there is actually not much known about the real flow behavior of soil-foam mixtures related to rheological properties such as the viscosity (?) or potential yield stresses (t0). These physical values are necessary for a realistic determination of face pressure, for the design of required torques, and for an evaluation of the material flow at different locations in the excavation chamber, in the screw conveyor or on the conveyor belt. To generate a linear pressure distribution at the tunnel face, as it is assumed a priori, a low-viscosity fluid is favorable, whereas in the screw conveyor, a high-viscous fluid is needed for a controlled pressure decrease. On the conveyor belt, yield stress plays an important role preventing deliquescence and spilling from the belt. Attempts in characterizing the actual flowing of soil-foam mixtures have so far only been made by few researchers, the application of rheometry is rare."

The MTA in conjunction with LIRR, are in the process of expanding one of the largest commuter railroads in the country, with over 260,000 passengers a day. The LIRR, which provides 700 passenger trains every 24 hours, can?t continue on the present growth course as a joint tenant in Penn Station with Amtrak and NJT. For this reason, in conjunction with the fact that over 53% of LIRR?s current riders into Penn Station are ultimately bound for the East Side of Manhattan opening, have created the need for the expansion of the LIRR. The complete expansion will cost approximately 6.3 billion dollars and all of the contracts are to be completed by 2013.

Although much work has been carried out in order to understand the mechanism of spontaneous combustion and hence minimise its potential risk, the spontaneous combustion of coal continues to be a problem in coal mining. The Department of Mineral Resources Engineering of Nottingham University has been active in conducting fundamental research into the problem of spontaneous combustion of coal. For years standardised adiabatic oxidation tests have been used to identify coals and other carbonaceous materials liable to spontaneous combustion. Recently the apparatus has been computerised and coupled with an expert system known as ESSH to evaluate the potential of self-heating of coal on the basis of intrinsic coal properties, geological settings and mining techniques. A numerical model has been developed to study the aerodynamics of airflow in the wastes of longwall coal faces. The Computational Fluid Dynamics approach is being explored to simulate airflow behaviour and nitrogen inertisation processes within the goaf. Such a model would be used in locating the areas most liable to spontaneous combustion and improving the utilisation of nitrogen. It would also be possible to determine the most likely path ways of combustion/heating products so as to provide an indication of the most appropriate locations for fire detectors.

In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. To be competitive in automotive applications, polymer composites must be processable by high production rate processes like injection molding (IM), reaction injection molding (RIM), structural rim (SRIM) and compression molding. With current fiber reinforced composite materials, performance properties are sometimes compromised to make them compatible with these processes. This is done by decreasing the amount and length of the reinforcing fiber and the viscosity and molecular weight of the polymer matrix. Sheet molding composite (SMC) and thermoplastic polymer blends are examples of polymer composites which are cost effective in many applications and meet the high speed processing requirements for automotive parts.

Strip mining has played a key role in the production of coal used to produce energy in this country. About 56 percent of the 1.3 x 106 hectares (3.2 x 106 acres) that had been disturbed by surface mining as of 1965 can be attributed to stripping (Udall, 1967). The runoff from these stripped areas is usually heavily polluted with high concentrations of total dissolved solids, iron, aluminum, manganese, sulfates, and has low pH values with high acidity. Another problem of a most serious nature in our large cities is the volume of treated solids to be disposed of after sewage treatment. Chicago is presently producing about 664 metric tons/day of dry weight solids (Horn and Earles, 1968). Disposal methods most commonly used include lagooning, incineration, and landfilling. The high cost of land in an urban community is prohibitive of lagoon storage. Incineration and landfill disposal create air and water pollution problems. Many countries including Australia, England and Israel have long realized the value of sewage solids if they are recycled back to the land. In the United States, the value of such solids in reclaiming strip mined land has been recognized by relatively few people. This paper is concerned with the use of anaerobically digested sludge to reclaim strip mined land.

Hawaii is located approximately 2,500 miles from the mainland, but has basic needs for its thriving developing community. Cement is one of these needs Cement production in Hawaii is not without handicaps. The necessary raw materials are practically non-existent except for limestone. Even at that, the available limestone is marine in origin, coralline in nature and amorphous in characteristics - unlike calcite which is normally the calcium carbonate source for cement manufacture. There is no clay or shale for the argillaceous portion of cement raw mix. Hawaii being volcanic in origin is too young geologically for clays and shales to evolve and whatever there is, most likely is washed into the ocean.

Noise induced hearing loss (NIHL) continues to be a problem in the mining industry. New noise standards (Part 62) promulgated by the Mine Safety and Health Administration (MSHA) are aimed at reducing NIHL in the mining industry. The National Institute for Occupational Safety and Health (NIOSH) is conducting a cross-sectional survey of noise sources and worker noise exposures to address NIHL in mining. Noise surveys, including full-shift worker noise exposure and equipment noise profiling, have been completed in several surface coal mines, with an emphasis on draglines. The results of these studies are reported, their implications concerning worker NIHL are addressed, and their application to administrative and engineering controls is discussed.

"The Northeast Ohio Regional Sewer District (NEORSD) recently completed the 24-foot diameter Euclid Creek Tunnel using a steel-fiber reinforced concrete segmental lining. During construction HMM, the McNally/Kiewit JV, CSI/Hanson JV, and the NEORSD performed a test program to evaluate replacement of steel fiber with synthetic fiber. A section of synthetic-fiber-reinforced cast-in-situ lining was also placed as part of the permanent works for the starter and tail tunnels. Laboratory and field testing were performed on two complete segmental rings reinforced solely with synthetic fibers. This paper summarizes the testing program, construction, and results of the synthetic-fiber-reinforced CIP lining and concrete segments. INTRODUCTION The principal feature of the Euclid Creek Tunnel (ECT) project is a CSO storage tunnel that is one component of the Northeast Ohio Regional Sewer District’s (NEORSD) Easterly CSO storage and conveyance system. The tunnel, shafts, and appurtenant facilities will be used for the collection and storage of CSOs from the northeastern part of Cleveland, Ohio and subsequent conveyance to the NEORSD’s Easterly Wastewater Treatment Plant for treatment. The ECT project includes five drop shafts that extend as deep as 220 feet below the ground surface. The ECT alignment and shaft locations are shown in Figure 1. Traditionally in northeast Ohio, tunnel excavations were supported with a two-pass system using steel ribs and timber lagging, followed by cast-in-place concrete. Control of rock overbreak proved difficult with large-diameter two-pass operation, and invert degradation led to train derailments. To mitigate these risks, the ECT was supported using one-pass, precast, bolted, gasketed concrete segments reinforced with steel fiber alone. Tunneling operations were very successful and experienced no significant delays or claims. As a result of the positive ECT experience with steel fiber-reinforced segments, Hatch Mott MacDonald, LLC (HMM), McNally/Kiewit (MK) joint venture, CSI/Hanson (CSI/H) joint venture, and the NEORSD performed a test program to evaluate replacement of steel fibers with synthetic fibers in segmental rings. This paper presents the laboratory and field testing program, construction, and results of the synthetic-fiber-reinforced cast-in-place (CIP) lining and concrete segments."

The Sheep Creek project area lies between 15 and 20 miles north of White Sulphur Springs in west central Montana, on the southern flanks of the Little Belt Mountains. The Sheep Creek project is a joint venture in which Cominco American Resources, Inc., has a 50% operating interest and BHP-Utah International, Inc., has a 50% participatory interest. The property consists of over 40,000 acres of leased fee land and lode claims. Modern exploration of the Sheep Creek area began in 1973 and 1974, when Homestake Mining Co. examined the extensive Sheep Creek gossans with soil sampling, trenching, and drilling. Cominco American Inc. began exploration in the area in 1976. Between 1978 and 1985, Anaconda Copper Co., Exxon Minerals Co., and Freeport also conducted exploration programs in the area. In 1985, Cominco completed consolidation of the district, gained BHP-Utah International, Inc., as a joint venture partner, and the joint venture drilled the first significant copper mineralization on the property. Of six bodies of copper mineralization so far located, the best defined are an upper copper zone, which includes a probable resource of 4.5 million metric tonnes grading 2.5% Cu and 0.1 % Co, and a lower copper zone which includes a possible resource of 4.5 million metric tonnes grading 4% Cu. Exploration drilling of the property is in progress.

In 1950 Kaiser Steel Corporation acquired control of the Utah Fuel Company, a pioneer Utah coal concern owning large reserves of high volatile coking coal near Sunnyside, Utah. The mines at Sunnyside have been producing high quality coking coal since the late 1890's. Kaiser Steel acquired the coal deposits at Sunnyside in order to supply the necessary coke for its steel plant at Fontana, California. The Sunnyside coal deposits are made up of two mineable beds, the upper and lower Sunnyside seams. Both seams outcrop along the southward facing escarpment of the Book Cliffs. The coal seams dip under the massive sandstones of the Book Cliffs to the northeast at 5 to 22 pct., with the steepest-part being near the outcrop. Mining at Sunnyside up to 1961 had been carried on with room and pillar methods. The deep cover and rotten roof conditions, along with the need of increased tonnage, required a change of mining technique. Numerous ideas were presented, discussed, and economically analyzed. Several people involved in these discussions, with the aid of W.W. II, had been introduced to the European methods of coal mining, namely the longwall technique. The European mines had long been plagued with near similar conditions as those at Sunnyside, particularly the deep cover problem. The longwall method seemed to be working very well under these conditions, and with the extensive studies given longwalling by the Kaiser Steel mining officials, it was decided to give longwalling a try.
