This paper is based on the philosophy that the management structure and strategy required for mine construction and development projects are different from that required for routine production and maintenance operations in a mine. The purpose of this paper is to present an integrated approach to the management of mine development projects. This paper highlights the four major aspects of the integrated approach. First, a brief review of the various types of contract documents is provided. Second, the management organization of a project is discussed. Third, the project manager's role and the field supervisor's responsibility are briefly outlined. Finally, the use of scientific techniques for planning, scheduling, executing, and controlling projects is presented. Each of these aspects is important; however, each by itself cannot be expected to bring order or unifying impact to the complexities involved in overall project management. When all these aspects are coordinated, the result will be a sore successful project from conception to completion.

INTRODUCTION Thermally induced fracture of rock is one of the oldest rock breakage techniques known to man. Primitive underground miners used fires to heat and crack rocks as early as the third century B.C. (Ref. 1). History aside, however, present-day tunneling and mining interests are reconsidering the use of modern heating units for rock fracture for some very good reasons. One of the most important advantages of many heating techniques is the lack of direct contact between the heating device and the rock. This means a lower wear rate relative to mechanical cutters, and no large reactant force to be supplied by the tunneling machine. In addition to avoiding physical contact, some heating systems (e.g., electron-beam guns and lasers) can deliver energy to a rock face much more intensely than can be conveniently handled mechanically. Thus, heating power densities of the order of lob to 107 watts/in.2 and greater can be achieved with high-power lasers. These high power levels allow much higher instantaneous penetration rates than can be achieved by mechanical cutting. Another advantage that accrues to some thermal techniques, such as, for example, surface spalling, is that the thermal fracture process works particularly well in certain rock types (e.g., granite) that are particularly hard to cut mechanically. Ore crushing facilities at the Phelps Dodge Morenci Reduction Works became operational in January of 1942. This plant, with a capacity of 25,000 tons per day, was part of a project started some five years earlier with development of the Morenci Open Pit Copper Mine. In the following year, World War II's heavy copper demands prompted an 80% expansion in concentrating capacity to 45,000 tons per day resulting in a doubling of the secondary crushing plant. In the late 1950s and early 1960s, grinding capacity was again expanded to the present 60,000 TPD. This time the then 20 year old crushing plant was obliged to meet a 20% increase in production demand with no additional equipment. The ore, principally a medium hard monzonite porphyry, is dumped from 40 yard rail cars into an ore pocket over the primary crusher at a rate of approximately one car per minute. The primary crushing flowsheet, Figure 1, has remained essentially unchanged over the years. Equipment consists of a 40 by 16 foot grizzly set on a 40° incline and having 6" openings, a 60" gyratory crusher nomin¬ally set at 62" + 1" on the closed side and two 72" by 38' panfeeders which load crushed ore and grizzly undersize at a rate of 4,000 tons per hour onto a twin 54" belt conveyor system for delivery to the coarse ore bin. Ore is distributed across the bin by two single side discharge tripper cars. Bin capacity is extremely limited at 23,000 tons of which only 12,000 is available or "live".

Mineral suspensions show Newtonian flow properties at lower solid concentration, but change into non-Newtonian regime as the solids content is increased. For Newtonian fluids viscosity is independent of shear rate, but for non-Newtonian fluids it varies with rate of shear. Therefore, measurement of viscosity at a shear rate, different from the process will be futile unless the slurry is Newtonian. This is especially true for hydrocyclone operation, where the rate of shear is different at different points within the hydrocyclone. In this case, it is very important to determine the flow type of the suspension before attempting to establish any correlation between viscosity and process efficiency. A new technique to distinguish such changes in flow type has been developed. This involved a co-axial cylinder type viscometer which measured apparent viscosity at a low shear rate, and a vibrating sphere type viscometer which measured the apparent viscosity at a high shear rate. Special precautions were taken to allow measurements of viscosity of rapidly settling mineral suspensions. Because the vibrating sphere viscometer operated at a much higher shear rate than the rotating viscometer, the two instruments together could determine the shear-rate dependency of the viscosity. Ground silica of 80% passing 65~m size in water was used to prepare slurries at concentrations ranging from 1O-70wt% solids. Viscosity of each slurry sample was measured simultaneously by both the viscometers and the results were compared with each other. With this technique, it was found that all the silica slurry samples were in the Newtonian flow regime.

Consumer preference for ever-higher laptop performance coupled with laptops’ declining lifespans make them a significant contributor to electronic waste. An in-depth evaluation of elemental composition and distribution is important for determining metal recovery potential and sustainable recovery processes. In this work, the characterization of individual components of laptops is studied for the systematic identification of important elements and for streamlined and structured recycling, to reduce processing steps and improve economics. A process flowsheet highlighting various recycling routes by targeting metals and various components is also proposed.

Slurry rheology affects autogenous grinding performance by changing the rock's breakage characteristics. In this study pilot scale batch autogenous grinding was carried out to observe the effect of viscosity on the breakage characteristics of the rocks (the media), and on the overall specific energy consumption. Clay/fines content, and temperature of the initial charge, were varied to alter the viscosity of the slurry. Results showed that at higher slurry viscosity, rocks became more difficult to break, resulting in an overall increase in the specific energy consumption of the mill. Also, it was observed that viscosity had a significant effect on the amount of critical size material present in the grinding circuit, where the critical size material is the material which is too large to be effectively ground in the mill, and too fine to act as grinding media.

New developments have occurred in Wyoming's industrial minerals industry since the 32nd Forum on the Geology of Industrial Minerals in Laramie, Wyoming in 1996. The soda ash trona and bentonite industries have experienced overall growth. Gypsum and limestone production have remained constant, but have the potential for dramatic growth. The mining of zeolite ceased in 1997. The struggling dimension stone industry has increased production, but development has lagged behind the schedule predicted in 1996. The construction of a container glass plant and associated production of glass raw materials, as predicted in 1996 and imminent in 1998, is now on hold due to unforeseen market factors. Increases in railroad and highway construction have, and will, greatly increase the production of construction aggregate for local uses. An iron carbide industry, not foreseen in 1996, is in the planning stages.

The mechanisms of chalcopyrite oxidation in alkaline solutions have been studied using cyclic voltammetry and AC impedance spectroscopy techniques. Analysis of the impedance spectra using equivalent circuit models has made it possible to suggest layerwise growth of surface films. From the value of equivalent circuit parameters, properties of the surface layers are inferred. These properties change substantially with the change in oxygen and/or collector concentration in solution and give rise to changes In contact angle and flotation response. In agreement with prior investigations, the present study shows that flotation recoveries alone cannot be used to determine the effect of collector on flotation of chalcopyrite. The rate of flotation is a more sensitive parameter to determine the role of collector on floatability of chalcopyrite.

Exploration activities in 1980 felt the effects of unstable economic conditions and oscillating metal prices. In the cyclical, boom-or-bust precious metals and uranium markets, precious metals activity flourished and uranium was definitely in a slump. By November last year, the price for vellowcake was down nearly $20 from two years earlier. Many mining and milling operations closed, particularly in Wyoming, New Mexico, and Colorado. Decreasing emphasis on nuclear power continued to impact the market, as did the Three Mile Island accident of 1979. Earlier forecasts estimated that 10 to 12 reactors would be ordered per year by US utilities throughout the 1980s, but current forecasts suggest that it may be 1983 or 1984, or even later, before any new US plants are ordered, according to Thomas A. Boyden, vice president of Nuclear Exchange Corp. "Without those new plants, the consumption loss to industry is 4 to 5 million pounds (1.8-2.3 kt) of uranium per year. The cumulative loss to the industry is currently estimated at 25 to 30 million pounds (11.3-13.6 kt)," Boyden said in a May 1980 presenta¬tion. Despite the plunging market, there were a few notable uranium explora¬tion programs: •Exxon expanded uranium exploration in New Mexico, where the company reportedly took preliminary steps toward acquiring mineral rights to a 22-km2 prospect, 19 km south of Santa Fe. • Mountain States Resources began the second phase of an exploratory drilling program on its Sinbad/ Solo prospect in Utah. • Also in Utah, Cotter Corp. drilled its first exploratory hole in the Dirty Devil River district. Exploration for precious metals in 1980, however, appeared to tend toward the opposite extreme. High prices sparked near feverish searches in Alaska, California, Colorado, and Nevada. Numerous mines abandoned years ago were revived with some signs of success. Significant gold finds were reported in California and Nevada: • Homestake Mining Co. announced a gold discovery in California estimated to contain over 5 Mt with an average grade of about 5.8 g/t. Because the deposit consists of finely disseminated particles not visible to the eye, many speculate that prospectors bypassed the area during the 1849 California gold rush. • Newmont Mining Corp. discovered two gold ore bodies-Maggie Creek and Gold Quarry. Maggie Creek reportedly contains an estimated 13.7 t of gold in 4.3 Mt of ore, and Gold Quarry contains about 31.1 t of gold in 9 Mt of low grade ore and 2.3 Mt of higher grade ore. Highlights of this year's exploration review include articles on the modest growth recorded in geophysical activity, technical developments in exploration geochemistry, the variety of new instruments being tested or made available for exploration, and a state-by-state exploration review for the year.

Diatomite or diatomaceous earth is a siliceous sedimentary rock principally made up of the skeletal remains of the diatom, a microscopic, single-cell aquatic plant related to algae. The unique structure, chemical stability and physical properties are the major attributes of diatomite not met by other forms of silica. The production of diatomite was down in 1982 vs. 1981, reflecting the worldwide recession. The principal markets for diatomite products continue to be basically filtration and fillers. The outlook is for small but steady growth into the 1990s.

The Haile Gold Mine was the largest gold producer east of the Mississippi River prior to 1942. It is currently the only producing gold mine in the Southeastern United States. Current development involves the mining and heap leaching of some 1000 TPD. Carbon is employed as a recovery medium. Due to its clayey nature and excessive fines in the oxide ore, agglomeration using Portland cement is required prior to leaching. The ore ranges in screen size from two inches to -200 mesh. The agglomerating step combined with certain other conditions has enabled Piedmont Mining Company to achieve recoveries of 90%.

The Bureau of Mines used geochemical modelling computer programs to characterize a site containing lead slag generated by a lead processing facility. Tests for toxic elements by the U. S. Environmental Protection Agency (EPA) extraction procedure showed that all elements except lead were in compliance. Concentrations for lead ranged from 28 to 30 ppm. However, analysis of water samples from monitoring wells resulted in no lead concentrations that exceeded the National Drinking Water Standard. A discussion of a computational program to calculate concentrations of lead species and several other ions is presented.

Integrating a research and development department into an engineering company's corporate structure can be rewarding to the engineering division, the R&D group, and, most of all, the company's clients. Actually, the R&D department is a logical extension of the conventional processing group within an engineering organization-but the R&D group provides services as needed to the engineering department while it is carrying out regular testing, pilot plant, and preliminary feasibility studies. Backup Services Provided With an R&D group, the engineering division does not need a process engineering group as such. The R&D group provides project backup services for feasibility studies, preliminary and detailed engineering, construction, and startup. The R&D group, in turn, benefits from its close association with project engineers, draftsmen, estimators, and computer capabilities in the engineering division. The client also benefits from the arrangement because R&D and engineering skills are available to both departments on an as-needed basis without standby eost. To handle the integrated responsibility of R&D projects, as well as conceptual design and preliminary feasibility studies, the R&D staff must be carefully selected. These research engineers should: • have a good background in plant practice as a mill superintendent or chief metallurgist; • be capable of organizing and supervising a testing program or a pilot plant campaign; •be innovative and willing to accept new ideas and concepts; • be able to translate lab test results into a workable flowsheet through sound conceptual design and feasibility studies; and •be able to communicate with clients. In short, the R&D engineer must be a jack of all process-engineering trades to successfully take a project from concept to operating reality. CERN, the European Laboratory for Particle Physics, is, at present, constructing an underground tunnel and cavern network to house a Large Electron Positron (LEP) colliding beam machine. This paper describes the techniques adopted to permit the excavation and temporary support of the access shafts through a series of glacial moraines, at depths of up to 80 m, to reach the bed-rock. Owing to the presence of superficial and deep water-tables, the variable nature of the moraine deposits and, above all, the tight work schedule, a combination of diaphragm walling and ground freezing was employed.

Flotation of the carbonate, oxide and silicate minerals of copper (malachite, azurite, chrysocolla) has been the subject of much research in recent years, but few effective solutions to this problem have been found. With decreasing reserves of sulfide minerals, the economic recovery of these "oxides" appears to be an important source of copper for the future. Xanthates have been known for many years to be malachite collectors (1), but only at very high dosages, or at lower dosages following activation of the mineral by sulfide ion. Dewitt and Batchelder (2, 3) found that chelating agents such as certain oximes were collectors for malachite and azurite, but also required high reagent dosages. Fuerstenau (4) has suggested, for example, that potassium octylhydroxamate may be an effective collector for malachite, On the other hand, Balberyszski (5) has found that oxide minerals may be completely sulfidized at high temperatures with gaseous sulfur or H2S, and then floated with conventional collectors. None of the above approaches appear to offer an economically effective method for the direct flotation of these oxide minerals.

The availability of a large number of characterization techniques and commercial instruments requires that the reliability and limitation of each be carefully examined. The choice of a method may depend upon the manner in which the information is to be used, for example, in development of new processes, plant and process design, plant control, problem solving, etc.

In 1985, an extensive longwall mining research project was initiated by the West Virginia University Research Center entitled "An Improved Longwall Mining Technique" with the purpose of providing operational guidelines for the mining industry to enable efficient operation of its existing and projected longwall installations. One task involved in this extensive research project was monitoring ground movements due to longwall mining and evaluating their impact on surface and subsurface structures. This paper presents an analysis of the effects of topography on quasi-static and dynamic ground movements and the severity of damage inflicted on surface structures. The site was chosen for the study with an attempt to obtain a representative account of the topography experienced in the Northern Appalachian region, and more importantly to contain a substantial number of varying topographical features i.e., mountains, hillsides, valleys, and flat bottom land. The study was made possible by typical subsidence monitoring technqiues, however subsidence monuments were surveyed on a frequent basis, intermittently during face advancement. Ground movements were investigated under both quasi-static and dynamic conditions. This provided insight into the propagation of subsidence and the dynamic affects it has upon surface structures.

This review provides a new and comprehensive summary on studying colloidal interactions encountered in mineral processing with representative examples for critical information, which are of great scientific and practical importance. Colloidal interactions play a vital role in mineral processing, including grinding, physical separation (particularly flotation), dewatering and tailings management (Fig. 1). Despite great energy input in comminution to liberate valuables from gangues, hetero-coagulation between valuables and gangues would prevent the separation of valuables from gangues. On the other hand, selective coagulation/flocculation to increase the size of desired fine particles could enhance physical separation and dewatering, while dispersion is needed for fine grinding. The importance of colloidal interactions is becoming increasingly significant as we process ever more finely disseminated low-grade ores as a result of inevitable depletion of high-grade ore deposits. To control the state of colloidal dispersions by creating favorable conditions, it is of paramount importance to study colloidal interactions in a relevant system and understand underlying mechanisms.

We can confidently predict such obvious long-term trends affecting the minerals industry as - increasing consumption, exhaustion of easily discovered near-surface ores, and sharp limitations upon open pit mining by environmental considerations. There- fore, we must intensify the exploration for, and the development and exploitation of, deep bodies of potash and other ores. This paper examines the state of the art of the search for, and the evaluation of, potash from both a geological bias and a mining practicability. The use of indirect geological methods and geophysical techniques, followed by expensive deep drilling, are the conventional approach to evaluation and development of mining plans. The geologist and the geophysicist will have to find ways to perform both of these tasks better and cheaper.

As part of its goal of helping maintain an adequate supply of minerals to meet national economic and strategic needs, the U.S. Department of the Interior's Bureau of Mines is evaluating alternative technologies to treat oxidized taconites. Since process control is an essential element in the application of these process technologies, research was performed with a prototype monitoring system. A Californium-252 neutron source and a thermal neutron capture- gamma ray spectra analysis method was utilized to measure the amount of iron and the percent solids in the process slurries. The concentrate and tailing streams in a 410-kilogram-per-hour (900- pound-per-hour) pilot plant employing a selective flocculation and cationic flotation process were monitored. The results obtained showed that the thermal neutron capture-gamma ray reaction can be used to provide process control parameters.
