INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. Various coal mine robots (CMRs) and unmanned aerial vehicles (UAVs) are implemented to explore unknown mines for improving the safety and efficiency of mining. It is challenging for CMRs and UAVs to achieve accurate positioning due to the absence of GPS, poor lighting conditions, and similar geometric features in complex mine scenes. LiDAR-based localization and mapping methods are admittedly more accurate than others, while long-time running in large-scale scenarios will also introduce non-negligible cumulative errors. This study presents a semantic-aided LiDAR simultaneous localization and mapping (SLAM) with loop closure, which leverages the uniqueness of mine intersection structure to establish stable semantic loop closure. Specifically, we propose a semantic intersection descriptor of translation and rotation invariance, which encodes 3D point clouds of the same intersection from different positions and viewpoints into a unified image. By using the semantic descriptor, we can construct a constant loop constraint when the same intersection is revisited from different directions to reduce cumulative drift. We provide experimental validation using large datasets collected in two large underground mines, namely, a simulated Edgar mine deployed in ROS Gazebo and a public underground mine dataset provided by ETH. Experimental results show that the proposed method has higher localization accuracy and outperforms the existing LiDAR-based SLAM strategies.

The southwest Pacific has produced at least four of the world’s premier porphyry copper-gold deposits, and the current level of exploration is likely to produce even more. An appreciable amount of gold is being produced with this copper, with obvious economic advantages. Gold content, in addition to their large size, makes the southwest Pacific’s porphyrycopper-gold deposits very attractive exploration targets. The recognition of telescoping and overprinting of porphyry systems has produced a greater awareness of the likely surface expressions, in particular the significance of advanced argillic lithocaps in porphyry exploration. The recognition of the spatial and genetic association of porphyry copper and epithermal gold systems (Sillitoe, 1972), as in other parts of the world, has had important implications for exploration in the Asia Pacific region.

Discussion by A. Unal Barbaro et al. (1990) implemented a tedious study aimed at delineating the short-scale spatial variability of sulfur in a coal seam. It is not possible, however, to extend their conclusions to any other coal seam or use their in any other fashion, because the background geology was not presented. Nor were the conclusions accompanied by geological interpretations in the paper. In addition, an unfortunate printing error occurred where the total sulfur (determined by High Temperature Combustion) variogram in Fig.3 was duplicated in Fig. 2 instead of the seam height variogram. A more serious error, however, has been committed in the definition of the variable, seam height. What is defined as seam height by Barbaro et al. (1990) is, in essence, mining height, and is not a regionalized variable that should be studied by geostatistical methods directly. Despite the fact that the variable, seam height, is not defined in the paper explicitly, the following quotation discloses the fallacy: "All roof rock that exceeded 1.8 m (6 ft) from the floor was not taken because the longwall was operated to not mine more than 1.8 in (6 ft) unless the coal seam height exceeded 1.8 m (6 ft)." From this definition, the seam height, and therefore the sampling height, is equal to the actual coal thickness, if the coal thickness is greater than 1.8 m (6 ft). Otherwise, it is equal to the sum of the coal thickness plus the thickness of the roof rock that complements the thickness to 1.8 m (6 ft). In the latter case, the seam height is constant and equal to 1.8 m (6 ft). It is possible to conduct a variogram study on a pool of samples that are realizations of two different variables. But the conclusions derived would not belong to any one of the two variables uniquely and, therefore, do not possess any significance. Geostatistical analysis is irrelevant for the sum of multiple regionalized variables formed by arbitrary selections. In a two-seam setting, for example, the mining height, as defined by the thickness of one seam at one location and the thickness of both seams at another location (due to quality and/or minimum thickness considerations perhaps), should not be used in the calculation of one common variogram. The two seams should be modeled separately. They can then be combined according to the specific purposes of the study. On the other hand, if a constant is added to a regionalized variable (to incorporate dilution perhaps), the variogram of the new variable will not change. Barbaro et al. (1990), surprisingly, does not give any geological interpretation of their results despite the fact that most of them can be explained by the origins of sulfur in a coal seam. The presentation of the results of a geostatistical study with no reference to the geology of the deposit is uninformative. It may also be misleading for the potential users of geostatistics, It is not unusual to find nuggets of pyrite in coal seams. In such cases, pyritic sulfur will probably display a spatial structure for only a very small distance that will appear in the experimental variogram as no spatial correlation. This very well known phenomenon is called the pure nugget effect in geostatistics (Journel and Huijbregts, 1978) and perhaps can explain the lack of correlation found for pyritic sulfur content. The lack of correlation found for the total sulfur content may also be explained in the same way because the total sulfur content is dominated by the pyritic sulfur content in this case study. One should notice, however, that the situation may completely be reversed after cleaning the coal. Not all of the inorganic sulfur should be expected to be in the form of pyrite nuggets in a coal seam. It may also be disseminated in the coal seam and it is expected that it follows a certain spatial structure. However, an existing spatial structure may be masked by including a part of the roof rock, rich in sulfides, into the seam thickness in an arbitrary fashion because areas having a sandstone roof sometimes are known to show a higher sulfur content due to the downward percolation of solutions rich in iron sulfides (Clark, 1979). Plants use sulfur in their growth processes. Much of this sulfur is bound organically during peat accumulation and coal formation (Cecil et al., 1978.) This suggests a spatial structure of some sort for the organic sulfur. However, it is not possible to test this hypothesis because the results obtained by the authors for the organic sulfur content are not given in this paper. For this reason, the conclusion that simple average of the nearby samples would provide the best unbiased estimates is questionable for organic sulfur and is not based on any substantial supporting evidence. It is suspected that no spatial structure was detected and this was due to high sampling and laboratory analysis errors. Before concluding that sulfur variability in the seam at the location of study was random, a more detailed study for the disseminated non-pyritic sulfur should have been conducted, not for the sake of scientific curiosity only, but also due to its utmost importance with regard to coal cleaning and emission control. Pyritic sulfur can be cleaned to a considerable extent, whereas organic sulfur can not, making the emission control strategies highly dependent on the spatial distribution of the organic sulfur (Knudsen, 1981). In the light of these facts, one wonders why Barbaro et al. (1990) did not present the results of their study for the sulfate and organic sulfur content. Fwe 3 m (10 ft) diameter Microcel™ flotation columns were installed at Clinchfield Coal Company's Middle Fork preparation facility in order to reduce product ash and increase recovery and plant capacity. The Middle Fork facility is utilized for the recovery of fine coal from a feed stream that consists primarily of 1 .5 mm x 0 material. The columns replaced conventional flotation cells for the treatment of the minus 150 pm fraction while spirals are used to upgrade the plus 150 pm material in the plant feed. The addition of the column flotation circuit resulted in an increase in plant capacity in excess of 20 percent while reducing the flotation product ash content by approximately 7 percentage points. Flotation circuit combustible recovery was increased by 17 percentage points. This paper discusses circuit design, commissioning, and sparging system design. Circuit instrumentation, level control, reagent system control, performance comparisons with conventional flotation, and general operating procedures are also discussed.

In the present study, the use of horse residue as an alternative reducing agent in the roasting of a low-grade goethite ore containing 17.60% Fe was investigated. Additional roasting experiments were carried out with corn starch and without reducing agent for comparison. Each roasted product was characterized using X-ray diffraction (XRD) and magnetic hysteresis (MH) loops analyses. The optimum roasting conditions (roasting temperature [400, 500, and 600 °C], reducing agent/ore ratio [0.04, 0.08, and 0.12], and roasting time [10, 20, and 30 min]) were investigated based on the Taguchi approach. The magnetic susceptibilities of the roasted sample with the addition of reducing agents were higher compared to that of the roasted sample in the absence of reducing agent. Experimental findings indicate that the horse residue can be used as the reducing agent. Finally, an iron ore concentrate assaying a Fe grade of 62.12% with a recovery of 56.93% was prepared using wet magnetic separation at a magnetic intensity of 0.5 T from the ore roasted under the following roasting conditions: roasting temperature of 500 °C, reducing agent/ sample ratio of 0.08, and roasting time of 30 min.

The Paupers Dream Property is located in the northern Boulder Mountains, southwestern Montana, 30 km southwest of Helena. The property is situated in the central portion of the Butte-Helena gold belt, a NE trending lineament marking a zone of recurrent, late-Cretaceous to mid-Tertiary volcanic activity. Geology consists of a plutonic basement of late-Cretaceous quartz monzonite overlain by a pre-volcanic basal conglomerate and a complex sequence of Oligocene rhyolitic volcanics. Gold mineralization occurs in fracture-controlled quartz veins, silicified stockwork, and brecciated shear zones as auriferous pyrite, arsenopyrite, and disseminated free gold. An estimated 60,000 tonnes averaging 2.5 g/t was produced from the Porphyry Dike, Venus, and Paupers Dream Mines on the property. Current drill indicated reserves (May, 19861 are placed at 6,946,000 tonnes averaging 1.45 g/t gold.

High Pressure Water Jet Assisted Tunneling The high pressure water jet assisted tunneling project was conducted in a granite quarry near Skykomish, Washington, approximately 90 miles east of Seattle. A 7-ft diam tunnel boring machine was modified and equipped with high pressure water jets. The concept that tunneling rates can be improved by using high pressure water jets was validated, with an average increased advance rate of 50% to 60%. For some tests, the advance rate was more than doubled. A comprehensive economic analysis has shown that very significant savings are possible. At a 50% increase in advance rate, cost savings of 14% and 24% were projected for 10-ft and 20-ft diam tunnels respectively. These benefits were seen to be relatively insensitive to water jet equipment costs.

A cathodic decomposition model was examined for both pyrrhotite and chalcopyrite in an attempt to analyze the formation of surface coatings in deoxygenated solutions at natural, near neutral pH. Combination potentials established between the mineral-grinding media pair were simulated by applying a potential of -0.455 V (vs. a standard hydrogen electrode) either to a pyrrhotite or to a chalcopyrite electrode. Chronoamperometry was used to study the polarization behaviors and alteration of mineral surfaces through cathodic processes. The kinetic parameters of cathodic decomposition of pyrrhotite and chalcopyrite were determined and compared. It was concluded that pyrrhotite decomposed faster than chalcopyrite in near-neutral pH solutions. Both minerals were then covered by a film consist¬ing mainly of iron hydroxides, which adversely affected their flotation.

Estimated reserves of high-grade iron ore at Serra dos Carajás total 16 billion metric tons and have an average grade of 66.7 percent iron, 2.2 percent combined silica and alumina, and 0.05 percent phosphorous on a dry basis. Hematite is predominant and no significant sulfur or other deleterious elements are present. Figure 1 illustrates the comparative magnitude of the Carajás reserves. Serra dos Carajás is located in northern Brazil, about 550 kilometers southwest of Belém, Pará. It is six degrees south of the equator between the Xingu and Tocantins Rivers. Both rivers flow northward toward the Amazon River. The greater part of the area is covered by thick jungle, and the most practical means of access is by air. Figures 2 and 3 show the location of Serra dos Carajás. Figure 4 shows the distribution of the major iron-ore deposits.

The Groveland Mine. Concentrator and Pellet Plant are located in Dickinson County in the Upper Peninsula of Michigan. The construction of the Groveland Mine in 1959 was the first United States operation for the Hanna Mining Company in mining and beneficiating low grade iron formations. (1) The plant produced concentrates at 675,000 lt/yr. (746,600 mt/yr.) which was used as sinter feed in the steel industry from 1959 to 1963. Upon completion of a pelletizing plant in April, 1963 production increased to 1.6 million lt/yr (1.77 million mt/yr) of pellets. After the plant expansion, mill capacity increased to 2.2 million 1t/yr (2.43 million mt/yr.), producing 2.0 million It/yr (2.23. million mt/yr.) of pellets assaying 63.0% iron and 7.0% silica. (1) Prior to April, 1971 the concentrator operated with a flowsheet consisting of spirals and a petroleum sultonate iron notation circuit. This was presented in a paper by R. R. Smith and E. E. Sougstad, "Flotation at the Groveland Mine" in the 50th Anniversary Volume entitled "Froth Flotation". The ore body at the Groveland Mine consists basically of two types of iron formation (34% total iron, 20% magnetic iron head), the most abundant of which is a bedded magnetite-chert-silicate rock. This is intermingled to varying degrees with non-bedded to poorly bedded hematite-clastic quartz-chert rock. (1) In developing the Groveland flowsheet, Humphrey spirals were used because of their ability to produce a coarse size concentrate at a low cost. Tests run in the lab and pilot plant on the Groveland ore showed a. spiral weight recovery in the 27 to 33% range. (2) However as the ore body was opened up, it became evident that the most abundant ore type did not liberate at the coarse size fraction needed for spirals. Plant recoveries for the first five years operating the spirals only averaged from 10 to 15% weight recovery. In 1971 the weight recovery on the spirals had dropped to a low of 5%. To increase iron recovery and at the same time increase plant capacity with the least effect on the present operations the mill flaw-sheet proceeded from a spiral-notation circuit to an all flotation circuit to a magnetic separator-flotation circuit. During this changeover the concentrate grade also had to be improved to meet market demands. To do this the following changes evolved

Introduction Belt conveyors usually run in a straight line. The correct alignment is a major criterion for reliable functioning and optimum running properties. Any misalignment of the conveyor, especially mistracking of the belt, can have many negative effects. As a consequence of this, damage can occur on the belt and conveyor, some material can he thrown off at the edges and serious running problems can arise. In the worst case the belt can come off its supporting structure so that operations are brought to a halt. The absolutely straight alignment of a belt conveyor is actually impossible so that on closer observation every belt conveyor contains more or less sharp curves. Whereas on non-movable conveyors the deviations from the straight can he kept within the range of practical measuring accuracy by careful installation, movable conveyors in surface mining or belt systems in difficult terrain often contain curves that are easy to see with the naked eye. Below ground, too, alignment cannot always achieved to a desirable extent or is changed by geological faults over the years. Despite these unwanted curves, most belt conveyors perform their function reliably. In view of the belt tension, the belt tends to take the easiest path. This in general is the shortest distance between the pulleys on which the belt is tensioned and bent. This means for example that for a curve radius of 10,000 m over a flight of 100 m the greatest deviation from the ideal line is as much as 12 cm. And a figure of this magnitude cannot normally he accepted. In such cases, use is made of guide devices to properly train the belt if it doesn't center itself anyway. If it's possible to control the belt position over such unwanted curves. it can also he expected that the belt tends to follow the desired curved path within certain limits. I'd now like to cite a few examples to illustrate the ways and means of guiding a belt conveyor in curves. Cost-effectiveness The advantages of belt conveyors, in particular for longer conveying distances and mass flows have been known and undisputed for some time. However, there are often obstacles standing in the way of the concept of straight routing. If a belt conveyor is to bypass elevations or existing buildings or to follow the seam of underground deposits or a predetermined path, then substantially tighter radii and longer curves are desirable or necessary.

The first cement plant of TITAN Cement Co was founded in Elefsis in 1902. It was the first cement industrial facility to operate in the Balkans and in the Eastern Mediterranean region. Currently have four cement plants in Greece producing 5.4 million tons per annum, and 25 ready-mixed concrete sites producing 1.4 million m3 annually. It has a total of 20 quarries, 14 of which are producing materials used in the making of cement while the remaining six produce aggregates used in the production of ready-mixed concrete. All plants in Greece are accredited for ISO 14001. The restoration of quarries began in 1976 at the company?s limestone quarry of the Patras plant, and was soon extended to all quarries. At that time, a department responsible for all environmental issues was established. To date, over 700.000 shrubs and trees have been planted and maintained at quarries, plants and ready-mixed concrete facilities, while over 100,000 trees have been donated to municipalities, communities, customers and to the Greek state.

The creation and maintenance of a healthy working environment in surface mining operations require sustained efforts in pursuing advanced research initiatives toward the development and deployment of powered haulage technologies. This paper contains progress summary on a frontier research in truck dynamic control, vision and collision avoidance. This research is required to provide solutions to challenging problems regarding operator visibility in truck haulage in a surface mining environment. The paper focuses on truck control kinematics and dynamics, truck-haul road interactions, intelligent truck sensing, intelligent truck collision avoidance system, integrated system for situational awareness, augmented visualization and operator interface, and field testing and error variance modeling of developed technologies. A sensor suite of four subsystems, including front-side stereo-camera, front-side Doppler radar, close range sonar proximity sensors, and rear-side camera system have been recommended for developing a 360° truck operator vision to allow safe operations. This research initiative is significant because it will provide a strong basis for developing technologies to improve truck haulage safety in surface mines and construction sites.

Traditionally,relatively large gold mines in developing countries have relied on imported process plant engineering, design, pro­ject management and advisory skills. In 1995, there was a significant departure from this in Zimbabwe, when a locally based engineering company under­took and completed the construction of a one hundred and twen­ty thousand tonne per month capacity gold extraction plant for the treatment of sands/slimes residues integrated with run of mine ore. This paper describes the challenges of designing, construct­ing and commissioning a Carbon in Leach (CIL) gold extraction plant in a developing country, and discusses the various con­straints associated with it. In addition, the paper reviews the application of technology which is innovative to Zimbabwe, including the use of dewatering cyclone clusters, and two and a half tonne capacity elution/electrowinning convection units.

INTRODUCTION This paper describes the development of the processing route for the Alligator Ridge Mine which commenced operation in 1980. It also reviews the modifications which have been made to improve operating efficiency during the three years that the mine has been in production. Alligator Ridge is located 70 miles Northwest of Ely, Nevada. The mine is a joint venture between Amselco and Nerco with Amselco acting as operator. The deposit consists of micron sized disseminated gold imbedded in siltstone. Although definitive conclusions have yet to be drawn as to the age and origin of the deposit, it is probable that it is young by geological standards, perhaps only 5 million years old. It is likely that the gold was brought to the surface by hot springs. As the superheated solutions rose through the porous siltstone, they redeposited minerals in the rock, forming the present ore bodies.

INTRODUCTION In late 1970, an experimental geophysical program was undertaken at the Lake Huron Tunnel for the purpose of developing a geophysical technique that could be applied to determining the thickness of rock above the crown of the tunnel and identifying anomalous geologic conditions ahead of the face as the tunnel was advanced. The Lake Huron Tunnel is an 18.5 foot diameter machine bored tunnel having a total length of approximately 6 miles. The easternmost 4.5 mile section of the tunnel extends offshore beneath Lake Huron. At the time this study was started, approximately 1.5 miles of bore remained to be completed at the east end of the project. The tunnel is part of a raw water intake for the City of Detroit water supply. The Lake Huron Tunnel is bored in Antrim shale, a dense marine shale of Mississippian or Devonian age. The west end of the project encountered banded brown shale containing numerous calcareous concretions ranging in size from a few inches to more than 16 feet in diameter. As the tunnel was advanced in an easterly direction, a transition was encountered into very uniform gray shale. One set of prominent vertical joints was encountered with a strike running approximately 15 to 20 degrees askew of the tunnel axis. Bedding is essentially flat. Variable quantities of salt water and natural gas occur in the rock. The results of exploratory drilling carried out for preliminary design studies indicated that as little as 30 to 35 feet of rock cover could be expected under the lake at the east end of the project.

BCI has developed a chemical process known as Ecophos® for the multi-industrial Pine Level Project in DeSoto County, Florida. Approximately 85 percent of the phosphogypsum at Pine Level will be converted to a very clean gypsum. The remaining 15 percent, including impurities plus some quartz tailings sand, constitutes what is termed redigestion solids. BCI has developed an alternative to the practice of disposing phosphogypsum in large above-ground impoundments. The proposed disposal method consists of mixing the redigestion solids with clays and reacting the mixture (leached tailings) with lime prior to disposal into the mine excavations as a reclamation soil material. Leachate water quality testing using lysimeter equipment indicates that the pore water associated with neutralized leached tailings meets maximum contaminant levels set for the drinking water standards of radium and selected primary metals.
